A generation after the introduction of the concept of securitization to the security studies field, this book engages with how securitization and desecuritization ‘works’ within and across a wide range of security domains including terrorism and counter-terrorism, climate change, sexual and gender-based violence, inter-state and intra-state conflict, identity, and memory in various geographic and social contexts. Blending theory and application, the contributors to this volume – drawn from different disciplinary, ontological, and geographic ‘spaces’ – orient their investigations around three common analytical objectives: revealing deficiencies in and through application(s) of securitization; considering securitization through speech-acts and discourse as well as other mechanisms; and exposing latent orthodoxies embedded in securitization research. The volume demonstrates the dynamic and elastic quality of securitization and desecuritization as concepts that bear explanatory fruit when applied across a wide range of security issues, actors, and audiences.     Abstract: The subject of this book is the discourse of persecution used by Christians in Late Antiquity (c. 300–700 CE). Through a series of detailed case studies covering the full chronological and geographical span of the period, this book investigates how the conversion of the Roman Empire to Christianity changed the way that Christians and para- Christians perceived the hostile treatments they received, either by fellow Christians or by people of other religions. A closely related second goal of this volume is to encourage scholars to think more precisely about the terminological difficulties related to the study of persecution. Indeed, despite sustained interest in the subject, few scholars have sought to distinguish between such closely related concepts as punishment, coercion, physical violence, and persecution. Often, these terms are used interchangeably. Although there are no easy answers, an emphatic conclusion of the studies assembled in this volume is that “persecution” was a malleable rhetorical label in late antique discourse, whose meaning shifted depending on the viewpoint of the authors who used it. This leads to our third objective: to analyze the role and function played by rhetoric and polemic in late antique claims to be persecuted. Late antique Christian writers who cast their present as a repetition of past persecutions often aimed to attack the legitimacy of the dominant Christian faction through a process of othering. This discourse also expressed a polarizing worldview in order to strengthen the group identity of the writers’ community in the midst of ideological conflicts and to encourage steadfastness against the temptation to collaborate with the other side

This book provides a comprehensive analysis of agrarian conflicts in the context of the implementation of REDD+ (Reducing Emissions from Deforestation and Forest Degradation) and forest carbon offsetting in Indonesia, a country where deforestation is a major issue. The author analyzes new kinds of transnational agrarian conflicts which have strong implications for global environmental justice in the REDD+ pilot province of Jambi on the island of Sumatra. The chapters cover: the rescaling of the governance of forests; privatization of conservation; and the transnational dimensions of agrarian conflicts and peasants’ resistance in the context of REDD+. The book builds on an innovative conceptual approach linking political ecology, politics of scale and theories of power.     Abstract: This book analyses the challenges of secrecy in security research, and develops a set of methods to navigate, encircle and work with secrecy. How can researchers navigate secrecy in their fieldwork, when they encounter confidential material, closed-off quarters or bureaucratic rebuffs?     Abstract: Ocean acidification (OA) is the decline in seawater pH and saturation levels of calcium carbonate (CaCO3) minerals that has led to concerns for calcifying organisms such as corals, oysters and mussels because of the adverse effects of OA on their biomineralisation, shells and skeletons. A range of cellular biology, geochemistry and materials science approaches have been used to explore biomineralisation. These techniques have revealed that responses to seawater acidification can be highly variable among species, yet the underlying mechanisms remain largely unresolved. To assess the impacts of global OA, researchers will need to apply a range of tools developed across disciplines, many of which are emerging and have not yet been used in this context. This review outlines techniques that could be applied to study OA-induced alterations in the mechanisms of biomineralisation and their ultimate effects on shells and skeletons. We illustrate how to characterise, quantify and monitor the process of biomineralisation in the context of global climate change and OA. We highlight the basic principles, as well as the advantages and disadvantages, of established, emerging and future techniques for OA researchers. A combination of these techniques will enable a holistic approach and better understanding of the potential impact of OA on biomineralisation and its consequences for marine calcifiers and associated ecosystems

    Abstract: Against the presentation of an asymmetric global governance, this article analyzes the formation of global migration governance with its focus on the politics of migration and development. It traces the marginalization of a rights-based approach to migration and the streamlining of migration governance into business-friendly migration management and a geopolitical securitization agenda. It also reviews the trajectory towards factoring migration into a global development policy discourse as formulated in the UN 2030 Development Agenda.     Abstract: If Hardin’s (1968) widely cited case of a pasture accessible to everyone were the standard for public natural resources, those resources would have the tendency to be depleted, degraded, destroyed or overexploited. Hardin explains that each herdsman found it more profitable to graze more animals than the pasture could support, since each took all the profit from an extra animal but bore only a fraction of the cost of overgrazing. Yet, what Hardin calls a “Tragedy of the Commons” is rather a “Tragedy of Open Access” (Feeny et al., 1990), since Hardin confuses the characteristics of a resource, such as low excludability and high rivalry in consumption, with its property rights regime which can take diverse forms. Hardin describes an open access system, meaning no rules and no property rights regime in place, that leads to overuse and degradation, instead of a resource that is held in common. Later, Hardin (1994) refers to the same case as an “unmanaged commons”. With his pasture example, he aimed to contradict the laissez-faire attitude shared by economists in the late 1800s, which was that if each man pursued his own interest then the interests of all would be best served in the long run. To motivate this chapter, I will recall four possible methods of natural resource management that can resolve this tragedy. I will also highlight the fourth, often overlooked approach, i.e. the public manager option. In fact, there is a continuum between the two polar ends of the spectrum, from governance enacted by a single central authority to a fully decentralized system of individual decision making. Between these two extremes lies a range of governance regimes that might involve higher levels of government along with local systems (Theesfeld, 2008a; Frey et al., 2016)

    Abstract: Through narrative interviews with younger adults and their parents , this paper explores how the housing transitions of younger adults, both within the rental sector and into homeownership, are shaped through intergenerational intra-family support in Germany’s society of renters. Our fi ndings highlight the profound qualitative diff erences between regular transfers for establishing and retaining residential independence in the rental sector and inter vivos gifts for house purchase. Where the former support type is given and taken unconditionally, transfers for house purchase follow a diff erent logic and carry diff erent meanings. Being a necessary condition for property acquisition at young age, they have the power to completely rebalance family relations and undermine younger adults’ autonomy accordingly. In an aggregate perspective, our study further suggests increasing socio-spatial inequalities within the younger generation which run along both class and spatial origin, sharply dividing the housing market opportunities of ‘original Berliners’ and those who have moved to the city from more affl uent regions in Germany

We conducted a systematic quantitative review to address the following questions: (1) Is there any bias in the distribution of research effort based on geographical or taxonomic coverage? (2) Are hydrodynamic models resolving ocean circulation at spatial scales (resolution and extent) relevant to the dispersal process under study? (3) Where, when and how many particles are being tracked, and is this effort sufficient to capture the spatiotemporal variability in dispersal? (4) How is biological and/or behavioural complexity incorporated into Lagrangian particle tracking models. (i.e. are key attributes of the dispersal process well captured.)? Our review confirms strong taxonomic and geographic biases in published work to date. We found that computational ‘effort’ (i.e. model resolution and particle number) has not kept pace with dramatic increases in computer processor speed. We also identified a number of shortcomings in the incorporation of biology, and behaviour specifically into models. Collectively, these findings highlight some important gaps and key areas for improvement of biophysical models that aspire to inform larval dispersal processes. In particular, we suggest the need for greater emphasis on validation of model assumptions, as well as testing of dispersal predictions with empirically derived data

    Abstract: This chapter argues that the discussion of urban sustainability is in urgent need of new understanding of how ecosystem services are generated in places where human and non-human stakeholders interact within the urban landscape. More than half of the world’s population currently lives in urban areas, and the rate of urbanisation is estimated to increase rapidly in the next three decades ( United Nations, 2014 ). This scale of urbanisation strains both urban and rural ecosystems, which are required to provide nutrition, clean water, fresh air, recreational opportunities, wellbeing and other life-supporting and life-enhancing opportunities to urban dwellers ( Chiesura and de Groot, 2003 ; Fischer and Eastwood, 2016 ; Standish, Hobbs, and Miller, 2013 ). Amidst such challenges as rapid urbanisation and abrupt climatic changes, ecosystem services are needed to provide the material and non-material benefi ts required to keep ever-growing cities liveable ( Alberti, 2016 ; Andersson et al., 2014 ; Finco and Nijkamp, 2001 ; Rees and Wackernagel, 1996 ).     Abstract: In bringing together this collection on law’s relationship with time, our concern has been to register an increasing commitment among scholars across disciplines to shift such patterns of engagement. Our own research over the past few years has been preoccupied with the question of law’s temporalities, drawing on a range of critical resources to investigate, through empirical research, the coproduction of legal and temporal norms, subjectivities and political ontologies. In our related efforts to create an interdisciplinary network of scholars working on law and time,2 we have noted a distinct openness to questions of law, regulation and legality from social sciences and humanities scholars working on temporality, on the one hand (e.g. Adkins, 2012; Amoore, 2013; de Goede, 2015; Mitropoulos, 2012; Opitz et al., 2015), and an incisive conceptual and methodological interdisciplinarity among critical and socio-legal scholars, on the other (e.g. Cooper, 2013; Cornell, 1990; Craven et al., 2006; Douglas, 2011; Fitzpatrick, 2013; Keenan, 2014; Philippopoulos-Mihalopoulos, 2013; Valverde, 2015; van Marle, 2003). Critical approaches to linear time and attention to law’s shaping of time in diverse forms and through multiple techniques have animated research across disciplines. We hope that the present collection will highlight these shared concerns, fostering the cross-fertilisation of ideas and methods and further developing conversations on law and time between socio-legal scholars, anthropologists, sociologists, geographers, historians and others

    Abstract: This article describes the police intelligence division-of-labour. It is argued that police organisation gains overall coherence in relation to the ‘police métier’; a rationale that allows protagonists in the police world to make sense of an irrational workplace structure where personal loyalty, trust and honour (not formal organisational logic) form the basis of action and compliance. The concept of the police métier is defined in terms of the police professional concern with the mastery of surveillance and coercion in the reproduction of order, the making of crime and the governance of insecurity, and it is the polestar of the police mindset. The article describes the police intelligence division-of-labour paying specific attention to four different aspects of intelligence activity: the acquisition of intelligence or information; the analysis of information in the production of intelligence; tasking and co-ordination on the basis of intelligence ‘product’; or being tasked on that same basis. The descriptive analysis presented here is useful in several respects. Firstly it provides a basis for the comparative study of police intelligence work and its configuration within broader processes of security governance. Secondly, it provides a prototypical organisational map useful understanding the orientation of particular units – the organisational elements of policework (e.g. of drug squads, primary response, public order and homicide investigation units) – within the broader police division-of-labour. Lastly, it provides a complex view of issues concerning democratic governance of ‘the police’ as they are configured as nodes within broader networks of security governance

    Abstract: The alpine cryosphere including snow, glaciers and permafrost are critical to water management in the Aral Sea Basin (ASB) and larger Central Asia (CA) under changing climate: as they store large amounts of water in its solid forms. Most cryospheric components in the Aral Sea Basin are close to melting point, and hence very vulnerable to a slight increase in air temperature with significant consequences to long-term water availability and to water resources variability and extremes. Current knowledge about different components of cryosphere and their connection to climate in the Basin and in the entire Central Asia, varies. While it is advanced in the topics of snow and glaciers, knowledge on permafrost it rather limited. Observed trends in runoff point in the direction of increasing water availability in July and August at least until mid-century and increasing possibility for water storage in reservoirs and aquifers. However, eventually this will change as glaciers waste away. Future runoff may change considerably after mid-century and start to decline if not compensated by increasing precipitation. Cryosphere monitoring systems are the basis for sound estimates of water availability and water-related hazards associated with snow, glaciers and permafrost. They require a well-distributed observational network for all cryospheric variables. Such systems need to be re-established in the Basin after the breakup of the Soviet Union in the early 1990s. This process is slowly emerging in the region. Collaboration between local operational hydro-meteorological services and academic sector, and with international research networks may improving the observing capabilities in high mountain regions of CA Asia in general and the ASB specifically

    Abstract: "This paper considers the social value of anonymity in online university student communities, through the presentation of research which tracked the final year of life of the social media application Yik Yak. Yik Yak was an anonymous, geosocial mobile application launched in 2013 which, at its peak in 2014, was used by around two million students in the US and UK. The research we report here is significant as a mixed method study tracing the final year of the life of this app in a large UK university between 2016 and 2017. The paper uses computational and ethnographic methods to understand what might be at stake in the loss of anonymity within university student communities in a datafied society. Countering the most common argument made against online anonymity – its association with hate speech and victimisation – the paper draws on recent conceptual work on the social value of anonymity to argue that anonymity online in this context had significant value for the communities that use it. This study of a now-lost social network constitutes a valuable portrait by which we might better understand our current predicament in relation to anonymity, its perceived value and its growing impossibility."
