    Abstract: As the significance of the creative economy continues to grow, important synergies with tourism are emerging, offering considerable potential to grow demand and develop new products, experiences and markets.These new links are driving a shift from conventional models of cultural tourism to new models of creative tourism based on intangible culture and contemporary creativity. This report examines the growing relationship between the tourism and creative sectors to guide the development of effective policies in this area. Drawing on recent case studies, it considers how to strengthen these linkages and take advantage of the opportunities to generate added value. Active policies are needed so that countries, regions and cities can realise the potential benefits from linking tourism and creativity. Key policy issues are identified.

A partir d’études de cas récentes, il étudie également comment renforcer et valoriser ces liens pour générer davantage de valeur ajoutée. Des politiques actives sont nécessaires pour que les pays, les régions et les villes bénéficient au maximum des synergies entre tourisme et créativité. Les principales questions politiques sont analysées.

    Abstract: How to stimulate growth and support job creation are two critical challenges that countries confront following the global financial crisis. The Local Economic and Employment Development (LEED) Programme of the OECD has developed international cross-comparative reviews on local job creation policies to examine the contribution of local labour market policy to boosting quality employment. Each country review examines the capacity of employment services and training providers to contribute to a long-term strategy which strengthens the resiliency of the local economy, increases skills levels and job quality. This report looks at the range of institutions and bodies involved in workforce and skills development in two states – California and Michigan. In-depth fieldwork focused on two local Workforce Investment Boards in each state: the Sacramento Employment and Training Agency (SETA); the Northern Rural and Training and Employment Consortium (NoRTEC); the Southeast Michigan Community Alliance (SEMCA); and the Great Lakes Bay Michigan Works. The report concludes with a number of recommendations and actions to promote job creation at the federal, state and local levels.

    Abstract: Every four years, each of the 24 members of the OECD Development Assistance Committee (DAC) with the World Bank, the International Monetary Fund and the United Nations Development Programme as observers is scrutinised by its peers in the Committee. Five different member countries are peer reviewed each year. The aim is to assess the extent to which the development policies, strategies and activities of the reviewed country meet the standards set by the DAC. Members provide constructive criticism and recommendations based on a report that touches on aid policies, volumes, institutions and field operations. There are no sanctions if the country fails to take the recommendations on board. The exercise is meant to encourage positive change, support mutual learning and raise the overall effectiveness of aid throughout the donor community.

But it goes beyond the aggregate level analysis that have so far been published in the PISA 2012 reports, to give analysis of student performance on individual mathematics test items in order to reveal students’ strengths and weaknesses. Considering this also in the context of the relationship between PISA and the Common Core Standards for Mathematics can help connect these results to what the United States aspires to teach in classrooms and help inform teaching practices that can support performance improvement.

    Abstract: The ‘basic skills’ of literacy and numeracy are among the most fundamental attributes of human beings and their civilization, lying at the root of our capacity to communicate and live and work together, to develop and share knowledge, science and culture. Their contribution to workforce skills have increasingly been recognized as critical to economic success, while evidence on gaps in adult basic skills and the link with economic and social outcomes has also been growing, both at national and international level (e.g. International Survey of Adult Skills of 1994-98 and Adult Literacy and Life Skills Survey of 2003-2007). Most tellingly, there has been a belated realization that despite universal basic education in advanced countries, some adults have slipped through the net, leaving them with very weak literacy and numeracy. All of these factors underline the importance of the OECD’s new international Survey of Adult Skills. This report on skills in the US draws out the policy implications of the Survey for the US, while also making use of some additional data collected for the Survey on the US alone. The study does not directly evaluate relevant US policies and programs – such as schooling and adult education. Instead it identifies in the results of the Survey some key lessons about the strategic objectives and directions which should form a frame for policy development in the US, including policy on adult learning and schooling.

    Abstract: This report contains the revised Phase 1 +Phase 2 reviews for the United States, now including ratings. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 and Phase 2 – reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: How to stimulate growth and support job creation are two critical challenges that countries and localities confront and limited resources require lateral thinking about how actions in one area, such as employment and training, can have simultaneous benefits in others, such as creating new jobs and better supporting labour market inclusion. The OECD Local Economic and Employment Development (LEED) Programme has developed an international cross-comparative study, which examines the contribution of local labour market policy to boosting quality employment. Each country review examines the capacity of employment services and training providers to contribute to a long-term strategy which strengthens the resiliency of the local economy, increases skills levels and job quality. In the United States, the study has looked at the range of institutions and bodies involved in workforce and skills development in two states – California and Michigan. In-depth fieldwork focused on two local Workforce Investment Boards in each state: the Sacramento Employment and Training Agency (SETA); the Northern Rural and Training and Employment Consortium (NoRTEC); the Southeast Michigan Community Alliance (SEMCA); and the Great Lakes Bay Michigan Works. The working paper concludes with a number of recommendations and actions to promote job creation at the federal/state and local levels.

    Abstract: This working paper assesses opportunities and policies for green growth in the Chicago Tri-State Metropolitan Area. It first examines the Chicago metro-region's economic and environmental performance and potential constraints to regional growth, and identifies emerging regional specialisations in green products and services. This is followed by a review of sector-specific policies that can contribute to green jobs, green firms and urban attractiveness, with particular attention to energy-efficient buildings, the wind energy industry, public transportation, and the water and waste sectors. Finally, the working paper considers the role of workforce, innovation and governance policies, focusing on skill shortages and skill mismatches in the regional labour market, ways to make the most of the region's innovation assets, and opportunities for regional institutional co-ordination.

Le but de cet exercice est de déterminer dans quelle mesure les politiques, les stratégies et les activités de développement du pays examiné sont conformes aux normes élaborées par le CAD. Les autres membres formulent des critiques constructives et des recommandations en s’appuyant sur un rapport qui traite de la politique suivie en matière d’aide, du volume de celle-ci, des institutions qui en sont responsables et des activités menées dans ce domaine sur le terrain. Aucune sanction n’est prise si le pays considéré ne tient pas compte des recommandations. L’examen est destiné à encourager la réalisation de changements utiles, à favoriser l’échange de connaissances et à améliorer l’efficacité globale de l’aide dispensée par l’ensemble de la communauté des donneurs.

The table contains projections on the agriculture market and commodities such as cereals, oilseeds, diary products, cotton and more. It includes statistics on the trade side including data on production, prices, trade balance, ending stocks, consumption, transformation, etc. For most of the commodity markets analysed in the Agricultural Outlook, domestic and international commodity prices are also available. In most cases the data go back to 1970 and cover up to the latest year of projection (currently 2022).

Il présente des estimations du soutien à l'agriculture pour les pays de l'OCDE ainsi que certaines économies non-membres. Ces tableaux de synthèse, conçus spécialement pour le suivi et l’évaluation du niveau et de la composition du soutien conféré par les politiques agricoles, portent sur : - l’Estimation du Soutien aux Producteurs (ESP), représentant les transferts octroyés aux producteurs individuels ; - l’Estimation du Soutien aux Services d’intérêt Général (ESSG), représentant les transferts octroyés collectivement aux producteurs, c’est-à-dire les services bénéficiant à l’agriculture mais dont l’incidence initiale n’est pas au niveau individuel des agriculteurs ; - l’Estimation du Soutien aux Consommateurs (ESC), représentant les transferts octroyés aux consommateurs. L’ESC est presque toujours négative du fait que les transferts payés par les consommateurs via les politiques de soutien des prix dépassent en général l’ensemble des subventions à la consommation payées par les contribuables ; - l’Estimation du Soutien Total (EST), représentant la somme des trois composants mentionnés ci-dessus, ajustée des doublons potentiels issus de la double comptabilisation de certains transferts de soutien des prix à la fois dans l’ESP et dans l’ESC. La valeur de ces transferts est analysée plus en détail en examinant notamment leur part relative dans le soutien à l’agriculture, dans l’économie agricole et dans l’économie en général, ainsi que d’autres indicateurs tels que le Coefficient Nominal de Soutien (CNS) et le Coefficient Nominal de Protection (CNP).

Sont incluses des données sur le commerce agricole en général, notamment sur la production, les prix, la balance commerciale, les stocks en fin de période, la consommation, la transformation, etc. Pour la plupart des marchés et denrées agricoles analysés dans les Perspectives Agricoles, les prix intérieurs et mondiaux sont aussi disponibles. La majeure partie des données remontent jusqu'en 1970 et couvrent jusqu'à la dernière année de projection (actuellement 2022).

    Abstract: This dataset is a complement to the "Agricultural Policy Monitoring and Evaluation 2013" publication. It shows estimates of agricultural support for OECD countries as well as some non-member economies. These summary tables, designed specifically to monitor and evaluate the level and composition of agricultural policy support, focus on: - Producer Support Estimate (PSE), representing transfers granted to producers individually; - General Service Support Estimate (GSSE), representing transfers granted to producers collectively, i.e. services that benefit agriculture but whose initial incidence is not at the level of individual farmers; - Consumer Support Estimate (CSE), representing transfers granted to consumers. The CSE is almost always negative because transfers from consumers due to market price support policies outweigh any consumption subsidies from taxpayers that might be granted to consumers. - Total Support Estimate (TSE), representing the sum of the three above-mentioned components, adjusted for double-counting given that some market price transfers are accounted for in both the PSE and CSE. The value of those transfers are further analyzed by looking at their relative share in agricultural support, in agricultural economy and in the economy as a whole, together with other indicators such as Nominal Assistance Coefficient (NAC) and Nominal Protection Coefficient (NPC).

However, the government aspires to improve learning outcomes even further. Strong Performers and Successful Reformers in Education: Lessons from PISA for Japan focuses on how Japan is reforming its education system not only to produce better learning outcomes, but to equip students with the skills they need to navigate through the unpredictable labour market of the future and to participate in society as active citizens. This is the second in a series of reports examining how education systems are handling the challenge of preparing their students for a world of interconnected populations, rapid technological change, and instantaneous availability of vast amounts of information. Like the first volume, Strong Performers and Successful Reformers in Education: Lessons from PISA for the United States, this report presents examples from other countries with consistently high-performing education systems or countries that, by redesigning policies and practices, have been able to improve their education outcomes, as measured by the OECD Programme for International Student Assessment (PISA), the world’s most comprehensive and rigorous survey of students’ skills and attitudes towards learning.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: The United States is one of the most important agricultural producers in the world. It has a very large domestic market and is the world’s largest exporter of agricultural products. Indeed, the share of US agricultural production exported is more than double that of any other US industry and the trade surplus in agricultural products acts as an important stimulus to the US economy. Thus, US agricultural policies exert a strong influence on world agricultural markets. The United States maintains an array of agricultural policies with goals that range from the traditional objectives of stabilising agricultural production and supporting farm income to those that have more recently increased in importance, such as assuring adequate nutrition, securing food safety, encouraging environmental protection and facilitating rural development. This study analyses and evaluates US agricultural policies, focusing on the Food, Conservation, and Energy Act of 2008, in the context of developments in agricultural policy that have taken place in the United States since 1985. It looks closely at five US Farm Acts: the Food Security Act of 1985; the Food, Agriculture, Conservation, and Trade Act of 1990; the Federal Agriculture Improvement and Reform Act of 1996; the Farm Security and Rural Investment Act of 2002 (2002 Farm Act); and the Food, Conservation and Energy Act of 2008. This study also discusses several emerging issues and challenges for US agricultural policies, and offers key policy recommendations.

    Abstract: The future of Greece’s well-being will depend on improving educational performance to boost productivity and improve social outcomes. In the current economic context, with the need to get best value for spending, Greece must and can address inefficiencies in its education system. The challenges are significant. For example, Greece lags behind many OECD countries in performance on PISA, including countries with the same or lower levels of expenditure per student as well as countries with the same and lower levels of economic development. Salary costs per student are above the OECD average, mostly because Greek teachers have less teaching time and Greece has smaller classes. A smaller percentage of students who enter tertiary education complete a first degree within the statutory study time than in any other country in Europe. To address the challenges, the Greek government has established a bold agenda and sought advice from a task force on the development and implementation of reform proposals that reflect best practices in OECD countries. This report provides the outcomes of the work of the task force. It presents a roadmap for how the reforms can be successfully implemented, with pointers to relevant experience in other countries. As a contribution to the on-going policy discussions in Greece, it recommends specific short-, medium- and long-term actions that can improve efficiency in the country’s education system.

    Abstract: Learning for Jobs is an OECD study of vocational education and training (VET) designed to help countries make their VET systems more responsive to labour market needs. South Carolina offers career and technology education (CATE) programs in high schools and career and technology centers, with relatively good status and linked to expectations of strong general skills. A reform agenda reflected in the ‘Education and Economic Development Act’ includes the development of high quality career guidance. There is also a strong technical college system. Wider challenges include an underlying problem of resources for schools, the need to further develop workplace learning, and the lack of basic skills both among school-leavers and adults. The OECD review assesses the main challenges faced by the CATE system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

In Texas, secondary level career and technical education (CTE) is provided within a comprehensive high school framework. At the same time the state faces some challenges in ensuring minimum quality standards in CTE, in providing sufficient good quality career advice, and providing an adequate range of workplace learning opportunities. For the non-OECD regions, foreign trade and current account series are available. It also comprises statistics on demand and gross domestic product (GDP), deflators and prices, general government accounts, households and business sectors, labour market, financial data, foreign exchange market, balance of payments, supply block, oil market and other raw materials.The No 89 version of the Economic Outlook covers data from 1960 until 2012 with revised statistics for 2010-11.

    Abstract: Export restrictions on raw materials are applied to achieve a number of policy objectives. However, they can have a significant and negative impact on the efficient allocation of resources, international trade, and the competitiveness and development of industries in both exporting and importing countries. By diverting exports to domestic markets, export restrictions raise prices for foreign consumers and importers. At the same time, by reducing domestic prices in the applying countries and increasing global uncertainty concerning future prices, export restrictions negatively affect investment, thus potentially reducing the overall supply of raw materials in the long term. In view of existing alternative policy tools that have a different impact on trade, the effectiveness of export restrictions to achieve stated policy objectives should be carefully reviewed. This publication presents a selection of papers discussed at the OECD Workshop on Raw Materials, held in Paris in October 2009. This workshop was organised in response to the growing concern on the use of export restrictions on raw materials, particularly by emerging economies.

    Abstract: The Paso del Norte Region is the largest metropolitan area on the US-Mexican border, with Ciudad Juárez as a major manufacturing centre. However, the economic performance on both sides of the border region is below the OECD average. The long-term competitiveness of the region is under threat due to ongoing violence, brain drain and environmental degradation. This publication explores a range of helpful policy measures and institutional reforms to mobilise higher education for regional development. It is part of the series of the OECD reviews of Higher Education in Regional and City Development. These reviews help mobilise higher education institutions for economic, social and cultural development of cities and regions. They analyse how the higher education system impacts upon regional and local development and brings together universities, other higher education institutions, and public and private agencies to identify strategic goals and to work towards them.
