Rechtswissenschaftliche Abhandlungen in Rechtsprechung und Schrifttum beschränken sich im Wesentlichen auf die - oftmals streitigen - Aspekte der finanziellen Entschädigung für die neue kommunale Aufgabenträgerschaft (Konnexität) sowie des Personalübergangs und damit bewirkter Beeinträchtigungen der Personal- und Organisationshoheit. Die Fragen nach den Wesenszügen und Unterschieden von Kommunalisierungen, ihren Auswirkungen auf das Verständnis der kommunalen Selbstverwaltung sowie den durch sie bewirkten Veränderungen - kommunalintern zwischen den Organen, kommunalextern im Land-Kommunen-Beziehungsgeflecht - bleiben damit in der Regel unbeantwortet.     Abstract: Nomaden scheinen aus unserem Alltag fast vollständig verschwunden zu sein. Doch die Abhängigkeit von Mobilität, die Bewältigung finanzieller Unsicherheiten sowie der ausgewogene Umgang mit unserer Umwelt fordern alle, auch 'moderne' Gesellschaften heraus. In der Wahrnehmung von Sesshaften verkörpern Nomaden und andere Mobile bis heute allerdings oft das Rückständige, Fremde und Bedrohliche, besonders im Hinblick auf staatliche Ordnungen. Dieser Band zeigt Nomaden hingegen als frühe Globalisierer.
