    Abstract: "This book focuses on guest workers in Malaysia from five of Vietnam's fity-four ethnic groups: the Kinh (Vietnam's ethnic majority), the Hoa (ethnic Chinese), the Khmer, the Chăm Muslims, and the Hrê. The groups engage in different migration patterns, forms of resistance, and forms of empowerment. The transnational labor brokerage state (LBS) system affects female and male migrants differently, from the dehumanizing recruitment phase, to the precarity of working in Malaysia and the open protest to abuses, to forms of empowerment, including remittances, debt defaults, and stepwise international migration, through which workers migrate to different countries in a stepwise fashion to improve their condition. These guest workers draw on their economic and cultural resources to survive, thrive in the LBS system, or bypass it altogether. They engage in different "third spaces" of dissent. Physical third spaces are not defined in terms of the legal and illegal categories of the law but by the tacit acceptance of the community in which the migrants live and work. Metaphorical third spaces are discourses of dissent, uttered by nonstate competing authorities in order to challenge the state's authority through ironic and subversive mimicries. The findings are based on eight years of research and fieldwork interviews in Vietnam and Malaysia (2008-15), a significant period of change in labor export policies."

    Abstract: "In China, strong economic growth over the past four decades, accelerated urbanisation and multiple inequalities between urban and rural worlds have driven the escalation of internal and international migrations. The internal migration of workers represents a unique phenomenon since the reform and opening of China. Less-qualified young migrants are living in subaltern conditions and young migrant graduates have strongly internalised the idea of being the "heroes" of the new Chinese society in a context of emotional capitalism. But internal and international migrations intersect and intertwine, young internal and international migrants from China produce economic cosmopolitanisms in Chinese society and through top-down, bottom-up and intermediary globalisation. The young Chinese migrant incarnates the Global Individual, what we labeled here as the Compressed Individual"--

    Abstract: Work is widely thought to have become more precarious. Many people feel that unions represent the interests of protected workers in good jobs at the expense of workers with insecure employment, low pay, and less generous benefits. Reconstructing Solidarity: Labour Unions, Precarious Work, and the Politics of Institutional Change in Europe argues the opposite: that unions try to represent precarious workers using a variety of creative campaigning and organizational tactics. Where unions can limit employers' ability to 'exit' labour market institutions and collective agreements and build solidarity across different groups of workers, this results in a virtuous circle, establishing union control over the labour market. Where they fail to do so, it sets in motion a vicious circle of expanding precarity based on institutional evasion by employers. Exploring the struggle of the unions against the expansion of precarious work in Europe, Reconstructing Solidarity explains the importance of how unions build, or fail to build, inclusive worker solidarity. It uses a diverse range of comparative case studies to describe the struggles of workers and unions in industries such as local government, music, metalworking, chemicals, meat-packing, and logistics, to argue against the thesis that unions act primarily to protect labour market insiders at the expense of outsiders

    Abstract: Diverging from the studies of southern African migrant labor that focus on particular workplaces and points of origin, Bound for Work looks at the multitude of forms and locales of migrant labor that individuals—under more or less coercive circumstances—engaged in over the course of their lives. Tracing Mozambican workers as they moved between different types of labor across Mozambique, Rhodesia, and South Africa, Zachary Kagan Guthrie places the multiple venues of labor in a single historical frame, expanding the regional historiography beyond the long shadow cast by the apartheid state while simultaneously exploring the continuities and fractures between South Africa, southern Africa, and sub-Saharan Africa. Kagan Guthrie’s holistic approach to migrant labor yields several important conclusions. First, he highlights the importance of workers’ choices, explaining not just why people moved but why they moved in the ways they did: how they calculated the benefits of one destination over another, and how they decided when circumstances made it necessary to move again. Second, his attention to mobility gives a much clearer view of the mechanisms of power available to colonial authorities, as well as the limits to their effectiveness. Finally, Kagan Guthrie suggests a new explanation for the divergent trajectories of southern and sub-Saharan Africa in the aftermath of World War II.

    Abstract: Border Capitalism, Disrupted presents an insightful ethnography of migrant labor regulation at the Mae Sot Special Border Economic Zone on the Myanmar border in northwest Thailand. By bringing a new deployment of workerist and autonomist theory to bear on his fieldwork, Stephen Campbell highlights the ways in which workers’ struggles have catalyzed transformations in labor regulation at the frontiers of capital in the global south.Looking outwards from Mae Sot, Campbell engages extant scholarship on flexibilization and precarious labor, which, typically, is based on the development experiences of the global north. Campbell emphasizes the everyday practices of migrants, the police, employers, NGOs, and private passport brokers to understand the "politics of precarity" and the new forms of worker organization and resistance that are emerging in Asian industrial zones.Focusing, in particular, on the uses and effects of borders as technologies of rule, Campbell argues that geographies of labor regulation can be read as the contested and fragile outcomes of prior and ongoing working-class struggles. Border Capitalism, Disrupted concludes that with the weakened influence of formal unions, understanding the role of these alternative forms of working-class organizations in labor-capital relations becomes critical.With a broad data set gleaned from almost two years of fieldwork, Border Capitalism, Disrupted will appeal directly to those in anthropology, labor studies, political economy, and geography, as well as Southeast Asian studies.

    Abstract: The articles collected in this special issue of the SEER Journal deal with all the major channels of migration corresponding to different waves, from refugees and asylum seekers fleeing war, including civil war, and ethnic conflicts on the peripheries of the former Soviet Union, to the longer-term wave of people moving from the middle east and Asia to western Europe, passing through central and eastern European countries in transit.     Abstract: Numerous uprisings and social movements in recent decades sprawled in seemingly disconnected political landscapes, from Turkey to Brazil, from South Africa to China, from Argentina to Portugal. These social protests centered on issues as varied as the right to affordable transportation, land dispossession or minority rights. The place of the working class in them seemed increasingly insignificant, and the framework of class analysis outdated. But did the concept of class really become obsolete? Are these social protests as disconnected as they seem? “Where have all the classes gone? A critical perspective on struggles and collective action” is a book that aims to demonstrate the continuing relevance of class analysis in the study of social movements. Grounded in rich empirical data, it captures class-relevant aspects of multiple case studies of social movements, uprisings and resistances across different spatial contexts.

    Abstract: Due to the current shortage of medical doctors in Germany, hospital administrations increasingly recruit physicians from abroad to meet their demand. Relaxed migration policies and access regulations to the medical profession enable the formal recognition of these physicians' qualifications. However, the question remains whether these measures suffice to ensure a smooth transfer of professional knowledge and skills. Research on the migration of highly skilled migrants has thus far predominantly focused on macro-structural aspects, whereas their actual integration at the workplace remains largely unexplored. The author investigates such micro processes of integration into the work environment in the case of Central and Eastern European migrant physicians in German hospitals, and attempts to understand the relationship between formal and informal aspects of integration and recognition.

    Abstract: This volume addresses the topic of circular migration with regard to its multiple dimensions and human, political and civil rights implications from a global perspective. It combines theoretical and empirical studies and presents different case studies illustrating circular migration patterns and policies in different world regions. Circular migration processes - understood as the back-and-forth movement of people between countries and regions- form part of the changing nature of migration movements across the world at the beginning of the 21st century. Over the past decades, international, regional and internal migration flows have shown a quantitative increase and have changed in scope, context, origin and nature. Migration projects are every time more open-ended, multi-directional and flexible and often include some type of circularity.     Abstract: This book explores how the real conditions and subjective conceptions of ageing and well-being are transformed when people move from one country to another. Focusing on ageing female migrants from Latvia in the UK and other European countries, this book is based on fifty life-history interviews with women aged 40s-60s. Empirical chapters concentrate on functional well-being in migration, which includes access to the economic citizenship of work, income, pensions, and accommodation, and on psychosocial well-being, and explores Latvian women’s experiences of intimate citizenship in migration. In addition, the authors’ research challenges the trope of vulnerability which generally surrounds the framing of older migrants’ lives. The study’s findings offer policy-makers insights into the realities of ageing working migrants and advocates for a more inclusive transnational citizenship, better working conditions, and ongoing care arrangements for older migrants post-retirement, either abroad or back home. Aija Lulle is Research Fellow at the University of Sussex, United Kingdom, and University of Eastern Finland. She also was founding director of the Centre for Diaspora and Migration Research, University of Latvia. Russell King is Professor of Geography at the University of Sussex, United Kingdom, and Visiting Professor of Migration Studies at Malmo University, Sweden. He is founding director of the Sussex Centre for Migration Research and author of many books and papers on migration-related themes

Bis Anfang der 1970er Jahre war die Wohnsituation der angeworbenen Ausländer außerordentlich schlecht. Auf dem Arbeitsmarkt besetzten sie die untersten Lohngruppen, so dass ihre Stundenlöhne unter denen der deutschen Arbeitnehmer lagen. Bis Anfang der 1970er Jahre gelang es ihnen, diesen Nachteil durch Überstunden und Zulagen für Schwerstarbeit soweit zu kompensieren, dass ihr durchschnittlicher Monatslohn nur wenig unter dem der Deutschen lag. Die industrielle Krise seit Mitte der 1970er erschwerte ihre Situation jedoch zunehmend. Heute haben die in Deutschland gebliebenen ehemaligen Gastarbeiter das Rentenalter erreicht. Ihre Renten liegen weit unter denen gleichaltriger Deutscher und ihr Armutsrisiko ist enorm hoch. Die Wohnsituation hat sich im Vergleich zu den 1960er Jahren zwar deutlich gebessert, es besteht aber weiterhin eine erhebliche Lücke zu den Deutschen. Gesellschaftlich sind viele der ehemaligen Gastarbeiter immer noch ganz unten.

    Abstract: The Mode 4 commitments of WTO Members are narrow and shallow. Even though trade negotiations for enhanced Mode 4 access started well before the launch of the DDA- prospects for success are thin. These negotiations followed a traditional mercantilist approach- with limited attention to the underlying difficulties countries face in letting people into their borders, either generally, or on the basis of a WTO GATS commitment. This Book argues that this approach alone will not succeed. It proposes a focus not on trading market access concessions only, but on discussions aimed at understanding each other's regulatory approaches. To date, in terms of the literature available, we know very little about how WTO Members are managing their Mode 4 commitments. We know even less about how the WTO could learn from clearly more advanced steps in regional liberalization processes.     Abstract: "This book is an ethnographic witness to the everyday lives and suffering of Mexican migrants. Based on 5 years of research in the field (including berry-picking and traveling with migrants back and forth from Oaxaca up the West Coast), Holmes, an anthropologist and MD in the mold of Paul Farmer and Didier Fassin, uncovers how market forces, anti-immigrant sentiment, and racism undermine health and health care. Holmes' material is visceral and powerful-for instance, he trekked with his informants illegally through the desert border into Arizona, where they were apprehended and jailed by the Border Patrol. After he was released from jail (and his companions were deported back to Mexico), Holmes interviewed Border Patrol agents, local residents, and armed vigilantes in the borderlands. He lived with indigenous Mexican families in the mountains of Oaxaca and in farm labor camps in the United States, planted and harvested corn, picked strawberries, accompanied sick workers to clinics and hospitals, participated in healing rituals, and mourned at funerals for friends. The result is a "thick description" that conveys the full measure of struggle, suffering, and resilience of these farmworkers. Fresh Fruit, Broken Bodies weds the theoretical analysis of the anthropologist with the intimacy of the journalist to provide a compelling examination of structural and symbolic violence, medicalization, and the clinical gaze as they affect the experiences and perceptions of a vertical slice of indigenous Mexican migrant farmworkers, farm owners, doctors, and nurses. This reflexive, embodied anthropology deepens our theoretical understanding of the ways in which socially structured suffering comes to be perceived as normal and natural in society and in health care, especially through imputations of ethnic body difference.     Abstract: This book is the first to present a detailed analysis of economic integration of immigrants in smaller areas of their host nations. It uses Atlantic Canada as a case in point and uses unpublished data based on several databases of Statistics Canada and Citizenship and Immigration, Canada. It identifies best policy practices that can also be used in other countries to address demographic challenges similar to those facing Canada, for example population ageing and youth out-migration from smaller regions to larger regions, through immigration. Economic integration of immigrants in Atlantic Canada is faster and better than it is nationally. An overarching result is that an analysis of regional data can lead to very different policy conclusions than the analysis of national data, which means that it can be risky to devise immigration policy based only on national data. A clear message is that economic benefits from immigration can be enhanced by facilitating a broader geographic distribution of immigrants, rather than maintaining their concentration in a few larger urban regions. Auch Berichte über die Situation der Wanderarbeiter in den Großstädten des Landes häufen sich. Obwohl sich die Wissenschaft ebenfalls dieses Themas angenommen hat, mangelt es noch an Untersuchungen darüber, insbesondere an solchen, die eingehend und systematisch mit empirischen Erhebungen „vor Ort“ dieses Phänomen studieren. In diese Lücke stößt die Dissertation von Ling He. In ihrem Mittelpunkt steht das Alltagsleben der Arbeitsmigranten in Peking. Dabei werden behandelt: die Migrationsmotive, die strukturellen und individuellen Rahmenbedingungen für die Arbeitsmigranten und ihre Familien, die Arbeits- und Lebensbedingungen, die Bildung finanzieller Ressourcen sowie auch die Konstruktion sozialer Netzwerke und die Integration der Migranten in Peking. Außerdem geht die Dissertation ein auf die Vorteile, die für die etwa 17 Millionen Einwohner zählende Stadt durch die Beschäftigung der etwa 3 Millionen Arbeitsmigranten geschaffen werden, und sie weist auf die sozialen und ökonomischen Probleme hin, die im Zusammenhang mit der Arbeitsmigration gelöst werden müssten.

    Abstract: This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development. In particular it argues that the current governance of international migration is both insufficient and inefficient. Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. In this respect, the book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyses the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries. The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development.

    Abstract: This book examines two major social changes experienced by European cities in the last two decades: post-industrial economic restructuring and new immigration flows. The link between both has been extensively discussed throughout a variety of theoretical approaches and in numerous descriptive contributions. Adding to those studies, this research focuses on three elements of migratory experience that have been relatively neglected thus far: a dynamic view of changes over time, the influence of national welfare and legislation frameworks, and the importance of support mechanisms outside the labour market.     Abstract: Die Small Scale Study II des Europäischen Migrationsnetzwerks stellt neben der wirtschaftlichen Bedeutung des Gesundheitssektors die rechtlichen Grundlagen für die Zuwanderung von Arbeitskräften im deutschen Gesundheitssektor dar und präsentiert für die einzelnen Berufsgruppen und Herkunftsländer detaillierte Daten zur Beschäftigung. Die Studie gibt zunächst einen Überblick über den Gesundheitssektor, um ihn in seiner wirtschaftlichen Bedeutung einordnen zu können. Anschließend wird erläutert, welche rechtlichen Grundlagen für die Erwerbstätigkeit von Ausländern gelten und welche speziel-len berufsrechtlichen Voraussetzungen bei Gesundheitsdienstberufen erfüllt werden müssen. Es folgt eine Darstellung der Beschäftigungssituation auf der Basis der Statistiken der Bundesagentur für Arbeit (sozialversicherungspflichtig Beschäftigte) und der Bundesärztekammer, der Bundeszahnärztekammer sowie der Bundesvereinigung deutscher Apothekerverbände. Die Datenanalyse umfasst den Zeitraum von 1999 bis 2005 und ermöglicht es somit, die Entwicklung der Zahl der beschäftigten Ausländer in einzelnen Berufsgruppen und aus einzelnen Herkunftsländern herauszustellen.
