    Kurzfassung: By 2050, the global population living in cities is projected to reach 5 billion, growing from 3.5 billion in 2015. Massive investment in infrastructure will be needed to accommodate this growth, and to adapt infrastructure to climate change and benefit from the digital transition. This report explores three ways to meet this challenge. Firstly, it outlines how new forms of urban planning can help to mobilise private finance for inclusive, resilient and sustainable urban investment. Secondly, it explores how leveraging private investment can help to strengthen cities capacity to support needed investment in a tighter fiscal environment. Finally, it considers the potential opportunities and challenges for mobilising sustainable finance – green, social and sustainable bonds and loans, sustainability-linked bonds and catastrophe bonds – for infrastructure investment by City Governments. The report also includes 17 short case studies from 12 countries that demonstrate innovative practices for creating the Cities of Tomorrow.

    Kurzfassung: Located in the state of Western Australia, the Pilbara is a large region and one of the least densely populated within the OECD. The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Kurzfassung: Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta's mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions. Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

This G20-OECD Policy Toolkit, developed with input from the Asian Development Bank, aims to support inclusive and quality infrastructure investment by subnational governments across developing, emerging and developed countries. It outlines key elements of creating an enabling environment for subnational infrastructure investment. It then details common and innovative funding sources, financing instruments and investment approaches. Rather than recommending specific instruments, it provides a ‘toolkit’ of options for policymakers and practitioners. The Policy Toolkit is supported by 23 case studies.

This OECD review makes the case for an integrated, placed-based and inclusive urban development model and urban agenda that seize immediate opportunities that arise in fiscal, economic and sectorial policies, and protect hard-won gains from years of experience of urban policy implementation in the country. Designing a new national urban policy for Colombia – Ciudades 4.0 – demands a critical rethinking of whether urban areas are meeting the needs of all Colombians, and how different urban-related policies could help transform them for the better.

Measuring smart city performance is therefore critical in order to deliver policies with greater efficiency and effectiveness, identify cost-effective solutions to deliver public services, improve government accountability vis-à-vis citizens and track progress and impact. The proposed OECD Smart City Measurement Framework encompasses not only the uptake of digitalisation in cities but also how digital innovation can improve well-being outcomes, inclusion, sustainability and resilience. Furthermore, it focuses on urban residents both as recipients or users and as designers of smart cities. Building on the 2nd OECD Roundtable on Smart Cities and Inclusive Growth, the OECD will now begin to operationalise and further develop the OECD Smart City Measurement Framework.

    Kurzfassung: National Urban Policy (NUP) is a key instrument to achieve sustainable urban development in a shared responsibility across countries, regions and cities. The scale and urgency of the current urban challenges has given prominence to NUPs. The COVID-19 crisis has amplified the potential of NUPs in shaping more resilient, green and inclusive cities as part of countries recovery packages. This report reviews NUPs of 162 countries across the globe. Building on the first edition launched in 2018, the report serves as a critical source of information and analysis for policymakers and urban professionals, as it establishes the foundation for understanding how and in what forms NUPs have been developed, implemented and monitored globally. The overarching objective of the report is to assist national governments in advancing their NUP processes, especially in creating a stronger link between NUPs and urban-related global agendas, such as the Agenda 2030 for Sustainable Development and the New Urban Agenda, and in mainstreaming climate action into NUPs. The report is a co-creation of the OECD, UN-Habitat and Cities Alliance, as a key outcome of the National Urban Policy Programme, a global partnership launched in 2016 at the Habitat III Conference.

    Kurzfassung: Andalusia is the largest mining producer in Spain, the second-largest copper producer in the EU and a leader in marble and gypsum production. The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed across the territory. The regional mining value chain has the potential to leverage the increasing global and EU demand for sustainable raw materials and thus become a frontrunner in leading technologies and circular processes for environmentally sustainable mining. This study identifies how Andalusia can build on its strengths and address current and future challenges to improve regional productivity and well-being while accelerating the transition to a low-carbon economy and assisting EU climate goals.

It offers analysis on the different ways local governments build capacity at the strategic and technical level, from organisational structure and strategy, to resource allocation and outcome evaluation. It shows that cities with higher public-sector innovation capacity and data use practices have higher levels of city and life satisfaction. Furthermore, when looking across key well-being dimensions from housing to environment, health and walkability, cities with higher innovation capacity and data use practices outperformed cities with lower capacity. The lessons in the report have been distilled into 10 recommendations to help local leaders boost their data use and innovation capacity to improve resident well-being.

    Kurzfassung: Core Cities is an association of eleven cities in the UK: Belfast, Birmingham, Bristol, Cardiff, Glasgow, Leeds, Liverpool, Manchester, Newcastle, Nottingham, and Sheffield. Altogether, Core Cities and their surrounding regions account for around one quarter of the UK population and economy. Given their size and assets, Core Cities have the potential to boost national growth. However, unlike second-tier cities in most other large OECD countries, Core Cities have low levels of productivity by national and international standards. With the right policies and sufficient investment in public transport, housing, skills and other key policy areas, Core Cities could become centres of economic activity that pull their regions and the entire UK to higher productivity levels. This report unpacks the causes of low productivity in UK Core Cities and offers policy recommendations for the local and national level to achieve higher productivity and more inclusive growth.

    Kurzfassung: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

The economic and fiscal challenges of an ageing population go beyond intergovernmental boundaries, and they require complex intergovernmental policy responses. This volume brings together cross-country studies of fiscal policy, demographics and spatial productivity, as well as country studies of Brazil, Canada, China and Germany.

Finally, the working paper considers the role of workforce, innovation and governance policies, focusing on skill shortages and skill mismatches in the regional labour market, ways to make the most of the region's innovation assets, and opportunities for regional institutional co-ordination.

The report makes the case for a new global framework for the sustainable development of marine biotechnology and identifies some areas that will benefit from focused attention as governments develop policies to support it. In addition to this prospective view, this report identifies some early policy lessons learned by the governments which are leading attempts to benefit from bioresources.

    Kurzfassung: When trying to measure fiscal decentralisation, the OECD Network on Fiscal Relations Across Government Levels has made significant progress in the last years, especially on tax autonomy of sub-central governments. But in many respects, real-world fiscal decentralisation still escapes the measuring tools, especially when it comes to measure the spending power of sub-central governments or the various regulations attached to intergovernmental grants. This book deals with two interrelated issues. The first concerns the various measurement of fiscal decentralization in general and their usefulness for policy analysis. The second and more specific issue concerns the taxonomy of intergovernmental grants and the limits of the current classifications, and how policy changes to the intergovernmental grants framework may require that measurement devices be adapted.

    Kurzfassung: The costs of mental ill-health for the individuals concerned, employers and society at large are enormous. Mental illness is responsible for a very significant loss of potential labour supply, high rates of unemployment, and a high incidence of sickness absence and reduced productivity at work. In particular, mental illness causes too many young people to leave the labour market, or never really enter it, through early moves onto disability benefit. Today, between one-third and one-half of all new disability benefit claims are for reasons of mental ill-health, and among young adults that proportion goes up to over 70%. Indeed, mental ill-health is becoming a key issue for the well-functioning of OECD’s labour markets and social policies and requires a stronger focus on policies addressing mental health and work issues. Despite the very high costs to the individuals and the economy, there is only little awareness about the connection between mental health and work, and the drivers behind the labour market outcomes and the level of inactivity of people with mental ill-health. Understanding these drivers is critical for the development of more effective policies. This report aims to identify the knowledge gaps and begin to narrow them by reviewing evidence on the main challenges and barriers to better integrating people with mental illness in the world of work.

    Kurzfassung: This Urban Policy Review of Korea assesses Korea’s approach to sustainable urban development as expressed in its recent urban policy reform and national green growth agenda. The government has responded to the economic, environmental and social challenges that have resulted from Korea’s rapid urbanisation process with, on the one hand, urban policy reform based on qualitative urban management and urban competitiveness and, on the other hand, the adoption of a National Strategy for Green Growth that emphasises the role of cities in achieving stronger environmental and economic outcomes. The Review proposes a series of recommendations designed to advance Korea’s sustainable urban policy approach, which include (i) developing a comprehensive, multi-sectoral approach to urban development that is tailored to the different needs of urban areas, (ii) closing the gaps between expected and actual outcomes in urban planning, (iii) maximising economic efficiency in the building and transportation sectors and (iv) improving policy co-ordination across public agencies.

    Kurzfassung: When the OECD was founded in 1961, health systems were gearing themselves up to deliver acute care interventions. Sick people were to be cured in hospitals, then sent on their way again. Medical training was focused on hospitals; innovation was to develop new interventions; payment systems were centred around single episodes of care. Health systems have delivered big improvements in health since then, but they can be slow to adapt to new challenges. In particular, these days, the overwhelming burden of disease is chronic, for which ‘cure’ is out of our reach. Health policies have changed to some extent in response, though perhaps not enough. But the challenge of the future is that the typical recipient of health care will be aged and will have multiple morbidities. This book examines how payment systems, innovation policies and human resource policies need to be modernised so that OECD health systems will continue to generate improved health outcomes in the future at a sustainable cost.

    Kurzfassung: On the 50th anniversary of the OECD, we examine the unique work the organisation performs in regulating and rationalising governments’ use of export credits in support of exports, jobs, economic growth and national interests more broadly. This work is part of a global post war effort to emphasise multilateral co operation and sound economic policies to promote co operation, efficiency and prosperity rather than destructive competition, controversy and conflict. OECD export credits work is one of the basic building blocks of the ever growing structure of global trade agreements that aim to maintain open and efficient markets. The objective is to eliminate subsidies and unfair practices in the economic competition that forms the foundation of a healthy and dynamic global economy. The elimination of official financing subsidies in global trade is only a part of the broader trade policy agenda, but it is a vital part, and has been delegated to the OECD by the WTO. Since financing is the life blood of trade flows, specialised OECD housed work allows trade to flow efficiently for aircraft and other capital goods while other trade policy work and litigation continue at the WTO. The export credits work at the OECD is described in this collection of essays. However it is about much more than the series of agreements described herein. It is more fundamentally about the governments and their people - policy makers and experts - who gather at the OECD to build collectively a system of export credits disciplines that is fair, transparent, adaptable and effective. It is therefore as much about people and ideas as anything else. The export credit secretariat pictured above represents only the latest in a long line of OECD staff committed to facilitate and advise this work. The OECD’s motto on its 50th anniversary is “Better Policies for Better Lives.” This reminds us that in the end, it is policies that are at the centre of human well being. And export credits work is about promoting these better policies by developing “smart rules” that open markets and maintain a level playing field and by bringing people and governments together to this end.

From an economic point of view, the changes will have impacts on fisheries and coastal communities in different ways. However, the forms of future climate change and the extent of its impact remain uncertain. Fisheries policy makers therefore need to develop strategies and decision-making models in order to adapt to climate change under such uncertainty while taking into account social and economic consequences. While most work on climate change in the fisheries sector has focused on fisheries science, this book highlights the economic and policy aspects of adapting fisheries to climate change. An outcome of the OECD Workshop on the Economics of Adapting Fisheries to Climate Change, held in June 2010, the book outlines the actions that fisheries policy makers must undertake in the face of climate change. These include: strengthening the global governance system, a broader use of rights-based management systems, ecosystem protection, industry transformation through the ending of environmental harmful subsidies and a focus on demand for sustainably caught seafood, and, in particular, using aquaculture as a key part of the response to climate change.

    Kurzfassung: Over the last two decades, the countries of Eastern Europe, Caucasus and Central Asia (EECCA) have undergone significant political and economic reforms. As part of this reform agenda, they have started modernising their public administrations and expenditure management practices, bringing them closer to international standards. However, the recent global financial and economic crisis revealed a multitude of remaining structural weaknesses in the public financial systems of these countries that badly affected their economic performance. While this crisis is a real challenge, it also provides an opportunity for the EECCA governments to speed up the implementation of public finance reforms (PFRs) in order to provide a healthier basis for further development. This report aims to help EECCA environmental administrations to harness the potential benefits of on-going PFRs; particularly the shift to multi-year budgeting, stability of funding, and, ultimately, a more effective use of public money. More specifically, the extent to which the environmental sector is integrated into medium-term budgetary processes is analysed. On this basis, the opportunities for, and limits to, achieving financial sustainability of public environmental programmes are identified. The analysis is based on a regional survey of 10 EECCA countries that involved both ministries of environment and finance.

    Kurzfassung: Inducing environmental innovation is a significant challenge to policy-makers. Efforts to design public policies that address these issues are motivated by the fact that innovations can allow for improved environmental quality at lower cost. However, the relationship between environmental policy and technological innovation remains an area in which empirical evidence is scant. Increased attention should be paid to the design characteristics of public policies that are likely to affect the ‘type’ of innovation induced. The work presented in this book is brought together in five substantive chapters: environmental policy design characteristics and their role in inducing innovation, the role of public policies (including multilateral agreements) in encouraging transfer of environmental technologies, followed by three ‘sectoral’ studies of innovation in alternative fuel vehicles, solid waste management and recycling, and green (sustainable) chemistry. While particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation which has positive environmental implications.

    Kurzfassung: How to make the most of public investment? This question is critical in today’s tight fiscal environment. Given that sub-national governments in OECD countries carry out more than two thirds of total capital investment, they have played a key role in executing national stimulus packages during the global crisis. The effectiveness of recovery strategies based on public investment thus depends largely on the arrangements between levels of government to design and implement the investment mix. This report provides an overview of challenges met in the recovery and highlights good practices and lessons learned, focusing on eight country cases: Australia, Canada, France, Germany, Korea, Spain, Sweden and the United States. As stimulus packages are being phased out since 2010, many countries have moved toward fiscal consolidation and targeted public investment as an adjustment variable. Co-ordination between levels of government was essential to implement recovery measures, and it is equally important to better prioritise reduced public investment and make the most of it for sustainable growth.

    Kurzfassung: In 2005, OECD published a stocktaking of the corporate governance framework in the Organisation’s member countries. This publication was the basis on which the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the “SOE Guidelines”) was developed. It has been widely quoted in academic literature, in official documents and by practitioners. However, the SOE landscape in OECD countries has changed significantly since 2005 and four new countries have become members of the Organisation. This publication provides an update of changes since 2005, organised according to the main sections of the SOE Guidelines: the legal and regulatory framework for SOEs, the state acting as an owner, equitable treatment of shareholders, relations with stakeholders, transparency and disclosure, and the responsibilities of the boards of SOEs.

    Kurzfassung: Turkey is an important producer and exporter of agricultural commodities on world markets and is estimated to be the world’s 7th-largest agricultural producer. Although the economic importance of agricultural sector relative to the industrial and service sectors has been declining, agriculture still remains a key part of Turkey’s society, employing about one quarter of the workforce and generating most of income and employment in rural areas. Agricultural policies in Turkey have evolved significantly over time and the new Agricultural Law agreed in 2006 aims to align Turkey’s agricultural policies with those of the European Union. The main purpose of the study is to evaluate recent policy developments in the context of a broader review of policy developments since the implementation of the Agricultural Reform Implementation Project (ARIP) in 2001. This study also discusses several emerging issues and challenges for Turkish agricultural policies, and offers key policy recommendations.

    Kurzfassung: The field of industrial biotechnology has moved rapidly in recent years as a combined result of international political desire, especially in the case of biofuels, and unprecedented progress in molecular biology research that has supplied the enabling technologies. Different geographical regions have different priorities, but common drivers are climate change mitigation and the desire for energy independence. Now, industrial biotechnology has reached the centre of scientific and political attention. At no time in the past has there been a more pressing need for coherent, evidence-based, proportionate regulations and policy measures; they are at the heart of responsible development of industrial biotechnology. This publication examines the international drivers, the enabling technologies that are fast-tracking Industrial Biotechnology, industry trends, some of the products that are appearing on the market, industry structure and finance, and finally policy measures and trends. It examines separately biofuels, biobased chemicals and bioplastics. It is quite clear that a supportive policy framework for the development of biofuels exists in many countries, but that no such framework is in place for biobased chemicals and bioplastics. This seems at odds with the apparent need for the integrated biorefinery, where chemicals and plastics production will significantly improve profitability when produced alongside transportation fuels.

    Kurzfassung: This publication provides new information on public research institutions (PRIs) and government strategies. Public research institutions are crucial for innovation due to their role in knowledge creation and diffusion. While absolute real expenditure on R&D in this sector has risen, it now accounts for a smaller share of total R&D spending by OECD countries and of OECD GDP. The targets and focus of many PRIs have evolved in recent years. Changing activities, new policy challenges and wider economic and political developments have driven change in missions and mandates and linkages have become focal points for many. Internationalisation has also increased and relationships are frequently collaborative. PRIs’ sources of income are diverse but funding has become increasingly competitive. Funding instruments need to balance short-and long-term goals to uphold research quality and ensure the sustainability of PRI activities.

    Kurzfassung: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

    Kurzfassung: Export restrictions on raw materials are applied to achieve a number of policy objectives. However, they can have a significant and negative impact on the efficient allocation of resources, international trade, and the competitiveness and development of industries in both exporting and importing countries. By diverting exports to domestic markets, export restrictions raise prices for foreign consumers and importers. At the same time, by reducing domestic prices in the applying countries and increasing global uncertainty concerning future prices, export restrictions negatively affect investment, thus potentially reducing the overall supply of raw materials in the long term. In view of existing alternative policy tools that have a different impact on trade, the effectiveness of export restrictions to achieve stated policy objectives should be carefully reviewed. This publication presents a selection of papers discussed at the OECD Workshop on Raw Materials, held in Paris in October 2009. This workshop was organised in response to the growing concern on the use of export restrictions on raw materials, particularly by emerging economies.

    Kurzfassung: Information communication technologies (ICTs) are crucial to reducing poverty, improving access to health and education services and creating new sources of income and employment for the poor. Being able to access and use ICTs has become a major factor in driving competitiveness, economic growth and social development. In the last decade, ICTs, particularly mobile phones, have also opened up new channels for the free flow of ideas and opinions, thereby promoting democracy and human rights. The OECD and infoDev joined forces at a workshop on 10-11 September 2009 to examine some of the main challenges in reducing the discrepancies in access to ICTs and use of ICTs between developing countries. The workshop discussed best practices for more coherent and collaborative approaches in support of poverty reduction and meeting the Millennium Development Goals. There is much work to be done on improving policy coherence and there is a need to engage more actively with partner countries. Making the most of ICTs requires that they are seen as part of innovation for development, rather than just another development tool. This publication examines access to ICTs, as a precondition to their use; broadband Internet access and governments' role in making it available; developments in mobile payments; ICT security issues; ICTs for improving environmental performance; and the relative priority of ICTs in education.     Kurzfassung: Measuring Innovation: A New Perspective presents new measures and new ways of looking at traditional indicators. It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes some experimental indicators that provide insight into new areas of policy interest. It highlights measurement gaps and proposes directions for advancing the measurement agenda. This publication begins by describing innovation today. It looks at what is driving innovation in firms, and how the scientific and research landscape is being reconfigured by convergence, interdisciplinarity and the new geography of innovation hot spots. It presents broader measures of innovation, for example using new indicators of investment in intangible assets and trademarks. Human capital is the basic input of innovation, and a series of indicators looks at how well education systems are contributing to the knowledge and research bases. Further series examine how firms transform skills and knowledge, and shed light on the different roles of public and private investment in fostering innovation and reaping its rewards, with concrete examples from major global challenges such as health and climate change. Measuring Innovation is a major step towards evidence-based innovation policy making. It complements traditional “positioning”-type indicators with ones that show how innovation is, or could be, linked to policy. It also recognises that much more remains to be done, and points to the measurement challenges statisticians, researchers and policy makers alike need to address.
