    Kurzfassung: RAND conducted a lessons learned examination of operations analysis, modeling, and simulation in support of Operation Enduring Freedom and Operation Iraqi Freedom. This report identifies ways in which analysts have attempted to support commanders' decisions in counterinsurgency and irregular warfare, describes many of the models and tools they employed, provides insight into the challenges they faced, and suggests ways in which the application of modeling, simulation, and analysis might be improved for current and future operations. RAND identified four broad categories of decisions: force protection, logistics, campaign assessment, and force structuring. Modeling, simulation, and analysis were most effective in supporting force protection and logistics decisions, and least effective in supporting campaign assessment and force structuring

    Kurzfassung: As a result of extended military engagements in Iraq and Afghanistan during the past decade, the U.S. Department of Defense (DoD) has implemented numerous programs to support servicemembers and family members who experience difficulty handling stress, face mental health challenges, or are affected by a traumatic brain injury (TBI). As these efforts have proliferated, it has become more challenging to monitor these programs and to avoid duplication. To support DoD in this area, RAND compiled a comprehensive catalog of DoD-funded programs that address psychological health and TBI. In creating the catalog of programs, RAND recognized the need to consistently describe and compare multiple programs according to a set of core program characteristics, driven largely by the lack of a single, clear, widely-accepted operational definition of what constitutes a program. To do this, RAND developed the RAND Program Classification Tool (R-PCT) to allow users to describe and compare programs, particularly those related to psychological health and TBI, along eight key dimensions. The tool consists of a set of questions and responses for consistently describing various aspects of programs, along with detailed guidance regarding how to select the appropriate responses. The purpose of this report is to describe the R-PCT, to help potential users understand how it was developed, and to explain how the tool can be used

    Kurzfassung: While the Department of Defense supports more than 200 psychological health and traumatic brain injury programs, it lacks an approach and process to systematically develop, track, and assess the performance of this portfolio of programs. Further, there is not yet a uniform approach to decisionmaking around program support and expansion of particularly promising, evidence-based programs. This lack of centralized oversight may result in the proliferation of untested programs that are developed without an evidence base; an inefficient use of resources; and added cost and administrative inefficiencies. RAND researchers developed a potential model and tools to support a centralized, systematic, and ongoing process to help in making decisions around continued program support, and by which expansion can be facilitated. This report includes two tools. The first is a Program Abstraction Form, which collects relevant background information from programs and asks explicitly about program effectiveness and the design of the program evaluation used to assess program effectiveness, as a poor evaluation design may lead to incorrect conclusions about the effectiveness of the program. The second is the RAND Program Expansion Tool, which provides a standardized summary of the quality and outcome of a program evaluation. The focus of these tools is on decisionmaking around program expansion, and does not preclude or address initial funding decisions of particularly promising new programs that may not yet have a solid evidence base

The U.S. Department of Health and Human Services (HHS) is advancing the implementation of VBP across an array of health care settings in the Medicare program in response to requirements in the 2010 Patient Protection and Affordable Care Act, and policymakers are grappling with many decisions about how best to design and implement VBP programs so that they are successful in achieving stated goals. This report summarizes the current state of knowledge about VBP programs, focusing on pay-for-performance programs, accountable care organizations, and bundled payment programs. The authors discuss VBP program goals and what constitutes success; the evidence on the impact of these programs; factors that characterize high- and low-performing providers in VBP programs; the measures, incentive structures, and benchmarks used by VBP programs; evidence on spillover effects and unintended consequences; and gaps in the knowledge base. The report concludes with a set of recommendations for the design, implementation, and monitoring and evaluation of VBP programs and a discussion of HHS's efforts in this regard

    Kurzfassung: "More than 2 million adults are incarcerated in U.S. prisons, and each year more than 700,000 leave federal and state prisons and return to communities. Unfortunately, within three years, 40 percent will be reincarcerated. One reason for this is that ex-offenders lack the knowledge, training, and skills to support a successful return to communities. Trying to reduce such high recidivism rates is partly why states devote resources to educating and training individuals in prison. This raises the question of how effective -- and cost-effective -- correctional education is: an even more salient question given the funding environment states face from the 2008 recession and its continuing aftermath. With funding from the Second Chance Act of 2007, the Bureau of Justice Assistance, U.S. Department of Justice, asked RAND to help answer this question as part of a comprehensive examination of the current state of correctional education for incarcerated adults and juveniles. The RAND team conducted a systematic review of correctional education programs for incarcerated adults and juveniles. This included a meta-analysis on correctional education's effects on recidivism and postrelease employment outcomes for incarcerated adults, as well as a synthesis of evidence on programs for juveniles. The study also included a nationwide survey of state correctional education directors to understand how correctional education is provided today and the recession's impact. The authors also compared the direct costs of correctional education with those of reincarceration to put the recidivism findings into a broader context."--Provided by publisher

    Kurzfassung: "The ability of soldiers to engage the enemy effectively is fundamental to the operational success of the U.S. Army. As a result, the Army devotes considerable effort and resources to weapon training. The Army's current challenge is to adapt weapon training strategies to meet complex operational environments and changing unit readiness processes; take full advantage of training technologies; and, in an era of declining defense budgets, make weapon training strategies more efficient. This report documents the findings, conclusions, and implications of a two-year project supporting the Army's efforts to adapt its weapon training strategies and the processes through which they are developed. The potential of emerging technologies to make weapon training strategies more effective and efficient is also examined. The report outlines directions the Army could take to improve its weapon training strategies and the processes for adapting them. It concludes that improving the processes for adapting weapon training to new requirements can make them more effective and efficient, but that improvements should be made in the context of holistically improving the Army's training and leader development programs. In addition, while there are many potential benefits to increasing the use of technologies in weapon training strategies, there are many factors that act to limit the amount of improvement that must be considered before deciding on implementation."--Abstract on RAND home page

The Army's current challenge is to adapt weapon training strategies to meet complex operational environments and changing unit readiness processes; take full advantage of training technologies; and, in an era of declining defense budgets, make weapon training strategies more efficient. This report documents the findings, conclusions, and implications of a two-year project supporting the Army's efforts to adapt its weapon training strategies and the processes through which they are developed. The potential of emerging technologies to make weapon training strategies more effective and efficient is also examined. The report outlines directions the Army could take to improve its weapon training strategies and the processes for adapting them. It concludes that improving the processes for adapting weapon training to new requirements can make them more effective and efficient, but that improvements should be made in the context of holistically improving the Army's training and leader development programs. In addition, while there are many potential benefits to increasing the use of technologies in weapon training strategies, there are many factors that act to limit the amount of improvement that must be considered before deciding on implementation."--Abstract on RAND home page

    Kurzfassung: "In 2010, 15 percent of Americans older than age 70 had dementia, and the number of new dementia cases among those 65 and older is expected to double by the year 2050. As the baby boomer generation ages, many older adults will require dementia-related long-term services and supports (LTSS). This blueprint is the only national document to date that engages local, state, and national stakeholders to specifically focus on policy options at the intersection of dementia and LTSS. The authors undertook five major tasks that resulted in a prioritized list of policy options and research directions to help decisionmakers improve the dementia LTSS delivery system, workforce, and financing. These were to (1) identify weaknesses in the LTSS system that may be particularly severe for persons with dementia; (2) review national and state strategies addressing dementia or LTSS policy; (3) identify policy options from the perspective of a diverse group of stakeholders; (4) evaluate the policy options; and (5) prioritize policy options by impact and feasibility. Stakeholders identified 38 policy options. RAND researchers independently evaluated these options against prespecified criteria, settling on 25 priority options. These policy options can be summarized into five objectives for the dementia LTSS system: (1) increase public awareness of dementia to reduce stigma and promote earlier detection; (2) improve access to and use of LTSS; (3) promote high-quality, person- and caregiver-centered care; (4) provide better support for family caregivers of people with dementia; and (5) reduce the burden of dementia LTSS costs on individuals and families. This policy blueprint provides a foundation upon which to build consensus among a larger set of stakeholders to set priorities and the sequencing of policy recommendations"--

    Kurzfassung: The overriding objective of U.S. military compensation policy is to attract and retain the force necessary to meet the nation's national security objectives. Whether and how military service affects earnings and an individual's likelihood of completing college (one determinant of future earnings) has implications for military policies related to compensation, recruiting, and retention. Estimating the effect of military service is complicated by the fact that veterans are likely to differ from nonveterans in ways that are correlated with subsequent economic outcomes but are not observable to the researcher. This report builds on earlier work to understand how military service affects earnings, especially how these effects differ by the number of years of service and their military occupational specialties while serving. The authors also sought to understand how external factors and policies affect these impacts. To do this, they examined how economic conditions in the civilian labor market when individuals exit active duty affect postservice earnings, and they studied the effect on earnings of an Army recruiting program, Partnership for Youth Success, designed to promote enlistment but with the potential to ease the financial transition from military to civilian life

    Kurzfassung: Since 2001, U.S. military forces have been engaged in extended conflicts in Iraq and Afghanistan. While most military personnel cope well across the deployment cycle, the operational tempo may raise the risk of mental health problems, such as post-traumatic stress disorder (PTSD) and major depression, and consequences from traumatic brain injury (TBI). To support servicemembers and their families as they cope with these challenges, the U.S. Department of Defense has implemented numerous programs addressing biological, social, spiritual, and holistic influences on psychological health along the resilience, prevention, and treatment continuum that focus on a variety of clinical and nonclinical concerns. As these efforts have proliferated, evaluating their effectiveness has become increasingly important. To support the design and implementation of program evaluation, RAND developed the RAND Online Measure Repository (ROMR) which indexes and describes measures related to psychological health and TBI. The ROMR is a publicly accessible, online, searchable database containing 171 measures related to psychological health and TBI. This report describes the rationale for developing the ROMR, the content included in the ROMR, and its potential in both civilian and military populations. The ROMR includes information about measure domains, psychometrics, number of items, and costs, which can inform the selection of measures for program evaluations. Included measures address domains of primary importance to psychological health (PTSD, depression, anxiety, suicidal ideation, and resiliency) and TBI (cognition, executive functioning, and memory). This report examines the reasons for this, with the goal of identifying potential policy responses. The authors analyzed data from multiple sources on Air Force eligibility, youths' intention to serve, accessions, retention, and promotion. A key finding is that African Americans and Hispanics are underrepresented in the Air Force compared with the nation's population mainly because they meet Air Force officer eligibility requirements at lower rates (e.g., they are much less likely than whites to have a college degree). Another reason for lower representation of minorities and women among senior leaders is that, once in the military, women and minorities are less likely to choose career fields that give them the highest potential to become senior leaders. In addition, female officers have lower retention rates than male officers, and the reasons for this are not clear. Finally, the authors comprehensively examined the Air Force promotion system and found no evidence to suggest it treats women and minorities differently than white men with similar records. The authors recommend that the Air Force should seek comparable quality across ethnic/minority groups in the accession processes, since competitiveness even at this stage is a predictor of promotion success. This document reports the results of that analysis. It examines whether and how base-area characteristics are associated with individual-level Airman outcomes across several different domains. The objective is to help the Air Force identify communities where Airmen and their families may have greater levels of need so that it can adapt programs or resources to counteract stressors related to the base areas and the lack of nonmilitary resources in the area. Using census and personnel data, the authors created a set of area profiles that make up the RAND Base Area Social and Economic Index, or RAND BASE-I, measuring aspects of household composition, employment, income and poverty, housing, social, and transportation of area residents (both military and civilian). These factors are outside of Air Force control; however, Air Force Services may be able to help offset potential negative impacts of community characteristics on Airmen and their families. Using existing Air Force survey data, the authors then assessed whether these base-area characteristics were associated with Airmen's outcomes related to health and well-being, military and neighborhood cohesion, ratings of neighborhood resources, use of on-base resources, satisfaction, and career intentions. In 2009, the Assistant Secretary of Defense for Health Affairs asked the RAND National Defense Research Institute to develop a comprehensive catalog of existing programs sponsored or funded by DoD to support psychological health and care for TBI, to create tools to support ongoing assessment and evaluation of the DoD portfolio of programs, and to conduct evaluations of a subset of these programs. This report describes RAND's assessment of an Air Force program, Airman Resilience Training (ART), a psychoeducational program designed to improve airmen's reactions to stress during and after deployment and to increase the use of mental health services when needed. ART was initiated in November 2010, replacing a previous program named Landing Gear, which had been in place since April 2008. The RAND study took place from August 2011 through November 2011.     Kurzfassung: "Since 2001, the U.S. military has been functioning at an operational tempo that is historically high for the all-volunteer force in which service members are deploying for extended periods on a repeated basis. Even with the drawdown of troops from Iraq in 2011, some service members are returning from deployment experiencing difficulties handling stress, mental health problems, or deficits caused by a traumatic brain injury (TBI). The Geographic Combatant Commanders, in accordance with guidance received from the President and Secretary of Defense, generate requests for unplanned activities and operations, sometimes in response to unanticipated events. Such events fall outside planned and programmed activities, creating validated operational support requirements that are unfunded and/or unbudgeted. Each time this occurs, it leads to prolonged negotiations to work out funding responsibility disputes among a variety of stakeholders to secure the funding necessary to execute the new requirement. SOCOM's Global SOF Network (GSN) envisions increased use of SOF, which would further increase the frequency of such disputes and could be hindered by current funding processes, motivating the research conducted to produce this report. If the President and Congress agree to expand the use of SOF as described by the GSN concept, it would be necessary to increase the flexibility of funding available for validated but unfunded operations. To increase the effectiveness of SOF, the Department of Defense needs funding solutions that are responsive to global events while enabling effective financial stewardship that satisfies the needs of all stakeholders

    Kurzfassung: The Army's operational requirements have expanded since the start of the 21st century. Its forces must be prepared to react to a wide range of potential missions, ranging from peacekeeping to high-intensity conflict, and these complex preparation activities must be accomplished even while a significant proportion of its structure is deployed and operationally engaged. Complicating force preparation is the consideration that Army budgets are facing large reductions and efficiency is of increasing importance. This new environment generates a need for major changes to the Army's programs for training units and developing leaders. RAND Arroyo Center undertook research designed to support Army efforts in these areas by examining the Army's processes for managing its training and leader development programs. This examination concluded that current processes are not set up for making major, integrated changes across the range of training and leader development programs and that these processes need major change. Especially important is the lack of a true businesslike approach for making resource allocation decisions that achieve the best possible overall readiness benefit. Based on this examination, specific directions for improving training and leader development management processes are developed and presented. This report should be of interest to those involved in designing Army training and leader development strategies and those involved in the process of providing resources for their implementation

    Kurzfassung: In 2009, U.S. Special Operations Command provided U.S. Army Special Operations Command with funds to establish the Tactical Human Optimization, Rapid Rehabilitation and Reconditioning (THOR3) program, an investment reflecting "truth number 1" of special operations forces: "humans are more important than hardware." The goals of THOR3 are to increase the physical and mental capabilities of Army special forces, help these soldiers recover more rapidly from injuries sustained in combat or training, and help them stay healthy and able to contribute longer. The program differs from other Army fitness programs in several important ways, including its holistic approach to improving physical and mental performance, its focus on individual and unit needs, and its reliance on a professional staff of program coordinators, strength and conditioning coaches, physical therapists, dietitians, and cognitive enhancement specialists to deliver training and rehabilitation services that are on par with those provided to professional sports teams. U.S. Army Special Operations Command asked RAND Arroyo Center to determine whether THOR3 is effectively utilizing the resources provided and to identify opportunities for improvement in the program's planning and implementation, staffing (including hiring and retention), leader development and education, facility and equipment requirements, and ability to support participating personnel

    Kurzfassung: In recent years, discussions about external military intervention in local conflicts have often included consideration of no-fly zones (NFZs) as a policy option. In the past two decades, the U.S. Air Force has participated in three contingencies involving NFZs over Bosnia, Iraq, and Libya, and NFZ proposals have been proffered for some time as an option for intervention in the Syrian civil war that would avoid placing Western troops on the ground. This paper provides a preliminary look at NFZs as a strategic approach in such situations. It evaluates the possible objectives of NFZs, including (1) preventing the use of airpower, (2) coercing adversaries, (3) preparing future battlefields, (4) weakening potential enemies, (5) political posturing, and (6) signaling or creating commitment, and discusses the potential utility and probable limitations of each

So it is mounting a challenge with anti-ship missiles, submarines, and a growing fleet of its own. However, the United States will not relinquish its sea power, which it sees as needed to maintain its influence and stability, despite China's growing might, in this vital region. History shows that rivalries between established and rising sea powers tend to end badly, to wit: Britain versus Germany before World War I and the United States versus Japan before World War II. In this case, technology that enables the targeting of surface ships, especially aircraft carriers, favors the challenger, China. The United States can exploit technology more boldly than it has previously to make its sea power less vulnerable by relying more on submarines, drones, and smaller, elusive, widely distributed strike platforms. Yet, such a U.S. strategy could take decades and even then be vulnerable to Chinese cyber-war. Therefore, in parallel with making its sea power more survivable, the United States should propose an alternative to confrontation at sea: East Asian multilateral maritime-security cooperation, with China invited to join. While China might be wary that such a regional arrangement would be designed to contain and constrain it, the alternative of exclusion and isolation could induce China to join

As decisionmakers look ahead to a future most certainly defined by constrained budgets, it will be important to avoid repeating the post-Cold War drawdown experience and losing capability in a similar way because the consequences of such actions can be long lasting. This report chronicles intelligence community efforts over more than half a decade to improve community-wide workforce planning and management. It describes workforce planning tools that will help decisionmakers maintain a workforce capable of meeting the challenges that lie ahead, even as budgets decline. In addition, the community's collective efforts to take a more strategic approach to workforce planning point to a number of important considerations that serve as guideposts for the future: (1) rebuilding lost capability takes time, (2) resource flexibility is needed, (3) risk is an essential element in workforce planning, (4) systematic planning shores up requirements, and (5) the supply of military personnel is likely to decline. These lessons learned through an era of workforce rebuilding can inform resource decisions today and in the years to come

Traditionally, military aircraft have provided this airlift. However, for various reasons, in recent years a number of commercial carriers have provided a significant amount of airlift within U.S. Central Command. But was this more cost-effective than using organic U.S. Air Force aircraft? To explore this question, the authors collected historical (2009) U.S. Central Command data and created models to identify the most cost-effective combination of commercial and organic airlift to perform the required movements. The calculations needed to address differences in fixed and marginal costs across alternatives as well as the effects of price elasticities of demand for commercial airlift providers. Model optimization runs showed a preference for U.S. Air Force-organic aircraft but suggested that commercial alternatives should be retained to supplement Air Force aircraft for a small fraction of movements. The authors further observed that U.S. Central Command planners could have benefitted from more sophisticated decision support tools to make daily intratheater cargo-aircraft allocation decisions

The authors describe policies that discuss the federal government's values and priorities regarding diversity in the federal workforce; offer a closer look at current STEM demographics, including those of the DoD's STEM workforce; discuss current STEM-diversity outreach programs, highlighting the types of data that should be collected in the future; and offer recommendations for DoD leaders to consider as they move forward with their efforts to diversify the STEM workforce

    Kurzfassung: Over the past decade, private contractors have been deployed extensively around the globe. In addition to supporting U.S. and allied forces in Iraq and Afghanistan, contractors have assisted foreign governments, nongovernmental organizations, and private businesses by providing a wide range of services, including base support and maintenance, logistical support, transportation, intelligence, communications, construction, and security. At the height of the conflicts in Iraq and Afghanistan, contractors outnumbered U.S. troops deployed to both theaters. Although these contractors are not supposed to engage in offensive combat, they may nonetheless be exposed to many of the stressors that are known to have physical and mental health implications for military personnel. RAND conducted an online survey of a sample of contractors who had deployed on contract to a theater of conflict at least once between early 2011 and early 2013. The survey collected demographic and employment information, along with details about respondents⁰́₉ deployment experience (including level of preparation for deployment, combat exposure, and living conditions), mental health (including probable posttraumatic stress disorder, depression, and alcohol misuse), physical health, and access to and use of health care. The goal was to describe the contractors⁰́₉ health and well-being and to explore differences across the sample by such factors as country of citizenship, job specialty, and length and frequency of contract deployment. The findings provide a foundation for future studies of contractor populations and serve to inform policy decisions affecting contractors, including efforts to reduce barriers to mental health treatment for this population

A particular concern is personnel turbulence (personnel leaving the unit and being replaced by others) among the unit leadership. Even if the Army must live with turbulence among the bulk of unit members, it would prefer to have unit officers and noncommissioned officers in place to plan and oversee training of the troops with whom they will deploy. This monograph reports results of a study to determine the level of turbulence among unit leadership and to address several related questions: What causes leader turbulence? What effects might it have on training and preparation for future missions that may require RC units? What steps, if any, could be taken to mitigate it? The authors used data from 2003 through 2011 on Army National Guard infantry battalions and Army National Guard and U.S. Army Reserve military police and truck companies. They find high rates of personnel instability, caused generally by vacancies, personnel losses, and those who don't deploy. This turbulence generates a large influx of new leaders entering units who have not been through all the training with the soldiers they will lead. The monograph makes recommendations for estimating preparation time for different types of units and for department policy to mitigate effects on mission preparation

    Kurzfassung: The current strategic airlift fleet will be reaching the end of its service life in the next few decades, which has raised concerns about the cost and possible budget spike that would result from the need to recapitalize that fleet. This monograph presents the results of a cost-effectiveness analysis to determine the best way to recapitalize the USAF intertheater (strategic) airlift fleet. The authors examined a broad range of aircraft alternatives, including existing and emerging technologies, and permutations of USAF plans for the current fleet with a view to meeting projected requirements while minimizing life-cycle costs and smoothing out spending peaks. The expected demand for airlift was modeled against the capabilities of each alternative aircraft to form a set of alternative fleet compositions to meet that demand. The authors then estimated the cost for each of the options to determine those that were the most cost-effective.     Kurzfassung: The Army has examined the lessons of half a dozen significant conflicts, starting with World War II, has conducted numerous studies over the last 65 years, and has found time and again that an ability to conduct dismounted fire and maneuver is the fundamental squad-level tactic. It has also consistently determined that squads should be organized around two fire teams and should contain no fewer than nine soldiers, though a larger number has usually been preferred, to accomplish fire and maneuver doctrine, but also for reasons of squad resilience, lethality, and leader span of control. To support fully enabled mechanized infantry squads, the Army has, for the last fifty years, tried to develop and field survivable, lethal infantry fighting vehicles that are also capable of carrying a full nine to eleven man squad that can dismount to fight on foot. The Army has not been able to do this for a variety of reasons, and its current infantry fighting vehicle, the M2 Bradley, cannot carry enough soldiers to enable squad-level fire and maneuver from a single vehicle. As a result, today's mechanized infantry are more at risk when transitioning from mounted to dismounted operations, and squad-level dismounted fire and maneuver is compromised in some situations. The Ground Combat Vehicle (GCV), if developed as planned, will finally provide the infantry with an IFV that can accommodate a full squad.     Kurzfassung: This report investigates the effects of having symptoms of post-traumatic stress disorder (PTSD) on the labor market earnings of reservists in the years following deployment. Data on more than 315,000 reservists returning from deployments between 2003 and 2006, combined with longitudinal labor market earnings data, indicate that reservists who have symptoms of PTSD do earn substantially less than those who do not experience PTSD, but much of that gap in earnings was apparent prior to deployment. This suggests that characteristics of individuals reporting symptoms of PTSD that typically are not controlled for in empirical studies are responsible for much of the observed difference in earnings. Controlling for such characteristics, the study finds that reservists reporting symptoms of PTSD on average earn up to 6 percent less than they would have earned if they had not had such symptoms in the first four years following deployment. These lower earnings are attributable to higher military separation rates, a concomitant decline in military earnings, and no compensating increase in civilian labor market earnings

    Kurzfassung: In 2012, the Office of the Under Secretary of Defense for Intelligence established the Unauthorized Disclosures Program Implementation Team to prevent and deter the unauthorized disclosures of classified information by all Department of Defense personnel through the implementation of the UD Strategic Plan. RAND was asked to help monitor and assess the potential for effectiveness of this new initiative. Researchers determined that the UD PIT's implementation of the UD Strategic Plan has made important and discernible progress toward its main objectives, but the advances are partial, fragile, and may be impermanent, facing strategic and tactical obstacles. RAND offered 22 recommendations, including ways to sustain and expand the effort, a continued emphasis on top-down support, establishing metrics, improving accountability, and prioritizing responses

To achieve this mission, USAFA provides cadets with both military training and a four-year college education similar to that offered at civilian institutions. Unlike at civilian institutions, however, USAFA academic classes are taught by a mix of active-duty military officers and civilian professors. Since civilians were formally incorporated onto the faculty at USAFA in the early 1990s, there has been continued debate over the best mix of military and civilian faculty needed to achieve the academy's mission. Furthermore, the Air Force currently faces difficulty in meeting USAFA faculty requirements for officers with advanced academic degrees, often resulting in understaffed departments. Funding for temporary faculty to fill these positions is also declining. A RAND study sought to help address these issues by examining the impact of potential changes to the current military-civilian academic faculty composition in five areas of importance to USAFA's mission and the broader U.S. Air Force: (1) cadets' officership development, (2) cadets' academic development, (3) cost, (4) staffing challenges, and (5) officer career development (i.e., how degree attainment and teaching tours at USAFA affect the career paths of active-duty military personnel at different points in their careers). Based on the study's findings, this report makes recommendations for a faculty composition that best balances these key factors and is sustainable into the future

The goal of this brief is to serve as a source of information for state and local policymakers and practitioners concerned with child and family outcomes, and to inform them of the evidence connecting maternal depression and negative outcomes for mother and child. The overview of the evidence is not meant to be exhaustive; rather, this brief highlights evidence most relevant to the impact of untreated maternal depression on both the mother and the child and the potential cost implications for systems that serve those families affected by depression. Due to the lack of clear data implicating the specific costs of maternal depression to each public-sector system, this brief focuses on the conceptual links between maternal depression and negative outcomes, as well as the hypothesized impact on each system

In future operations, the United States is also likely to face a range of anti-access and area denial threats that require a joint or combined response. Anti-access challenges prevent or degrade a force's ability to enter an operational area and can be geographic, military, or diplomatic. Area denial challenges are threats to forces within the operational area. As they relate to U.S. ground forces, these latter threats are characterized by the opponent's ability to obstruct the actions of U.S. forces once they have deployed. This report reviews selected findings from a study of Army and joint anti-access and area denial challenges. It also proposes a joint approach to countering these threats in future operations. There are important interdependencies and synergies between the services in terms of their ability to overcome these types of challenges. For example, some threats to the Army's ability to deploy to an operational area must be addressed primarily by the other services. Likewise, the Army could provide considerable assistance to the Air Force and Navy in suppressing or destroying air defenses that challenge joint air operations. For this reason, the services will need to work together to develop operational concepts and systems that will be effective in countering emerging and growing threats in future operations

    Kurzfassung: The Army Medical Department's Professional Filler System was developed in 1980 to support continuous overseas contingency operations while simultaneously balancing the Army's requirement to maintain a healthy force, deploy a medical force to support military operations, and manage/meet access-to-care demands for all military health system beneficiaries. PROFIS allows health care providers to practice in a military treatment facility when not deployed, which contributes to the maintenance of their medical and technical skills. The PROFIS Deployment System, developed in 2005, is an internal management system that is used to battle roster deploying units with the correct PROFIS personnel so that the U.S. Army Medical Command can plan proactively for deployments. Recently, there have been concerns over how PROFIS affects the medical readiness and availability of providers for training with the unit preparing to deploy. This report describes the functionality of the Army's PROFIS in the current operating environment and assesses potential modifications or improvements to the system. Using a literature review, interviews, a survey, and administrative data, this research sought to identify and understand the effect of PROFIS, and deployments more broadly, on providers and other military personnel. The study also assessed modifications and alternatives to the current PROFIS that might address the identified issues

    Kurzfassung: The Department of Defense has long been able to play a major role in international humanitarian assistance and disaster response (HA/DR) due to its unique capabilities, manpower, and forward-deployed resources. The Asia-Pacific region is of particular importance to the United States because it bears the brunt of more than half of the world's natural disasters and is home to numerous key U.S. allies. In an effort to improve the effectiveness of HA/DR operations in the future, this report analyzes recent operations in Burma, Indonesia, Pakistan, and Japan, and identifies lessons that have emerged in the areas of (1) interagency coordination, (2) communication with the affected country, (3) coordination with other state and non-state actors, (4) prospects for U.S. security cooperation and building partner capacity for HA/DR, and (5) prospects for the increased involvement of regional organizations in HA/DR. This report also identifies complementary capabilities and comparative advantages that exist around the region, presents options for leveraging these capabilities to deal with future disasters, and assesses various crisis management mechanisms involving allies and partners that can be applied to other contingencies

This report characterizes security cooperation mechanisms used by combatant commands for BPC, produces a detailed database of the mechanism elements, develops and applies a preliminary means of evaluating the effectiveness and efficiency of select mechanisms, and draws on the analysis from the case studies to recommend ways to improve the effectiveness and efficiency of those mechanisms in the future

These documents define the mission, set goals for diversity, and provide a general strategic framework for achieving these goals. The purpose of this report is to provide a framework to support DoD in the implementation of its strategic plan and to ensure that the resources devoted to these efforts are targeted for long-term success. The framework emphasizes the creation of an enduring accountability system; categorizes the strategic initiatives specified in DoD's strategic plan along three key dimensions -- compliance, communication, and coordination ("the three Cs"); and prioritizes them across time -- short, medium, and long term. The framework can help all DoD components work toward the vision described in the strategic plan in a deliberate, synchronized effort by complying with current laws, regulations, and directives; communicating effectively to internal as well as external stakeholders; and coordinating efforts to ensure continuing change

    Kurzfassung: This study examines the likely effects of the Affordable Care Act (ACA) on average annual consumer health care spending and the risk of catastrophic medical costs for the United States overall and in two large states that have decided not to expand their Medicaid programs (Texas and Florida). The ACA will have varied impacts on individuals' and families' spending on health care, depending on income level and on estimated 2016 insurance status without the ACA. The authors find that average out-of-pocket spending is expected to decrease for all groups considered in the analysis, although decreases in out-of-pocket spending will be largest for those who would otherwise be uninsured. People who would otherwise be uninsured who transition to the individual market under the ACA will have higher total health care spending on average after implementation of the ACA because they will now incur the cost of health insurance premiums. The authors also find that risk of catastrophic health care spending will decrease for individuals of all income levels for the insurance transitions considered; decreases will be greatest for those at the lowest income levels. Case studies found that in Texas and Florida, Medicaid expansion would substantially reduce out-of-pocket and total health care spending for those with incomes below 100 percent of the federal poverty level, compared with a scenario in which the ACA is implemented without Medicaid expansion. Expansion would reduce the risk of high medical spending for those covered under Medicaid who would remain uninsured without expansion

    Kurzfassung: Identifying an agile and adaptable acquisition process that can field new information technology capabilities and services in relatively short and responsive time frames is a pressing issue for the U.S. Navy. Damaging malware can mutate within hours or days, requiring a defense that is sufficiently responsive to mitigate each variant. The Navy's Program Manager, Warfare (PMW) 130, an office in the Navy's Program Executive Office for Command, Control, Communications, Computers, and Intelligence, is focused on rapidly and proactively fielding innovative capabilities to stay ahead of cyber threats. It requires an acquisition and fielding cycle that can deliver hardware security products within 12-18 months, software security products within six to 12 months, and incremental development for both hardware and software every three months. These time frames are far shorter than the Navy's traditional acquisition cycle time, which can be 36 months from concept approval to initial operational capability or eight to ten years for full operational capability. With a focus on these goals, a RAND study sought to identify ways to accelerate or bypass the traditional acquisition process in response to the unique demands of PMW 130 information technology and cyber programs, with lessons derived from and recommendations applicable to programs across the U.S. Department of Defense

    Kurzfassung: RAND evaluated a terrorism risk modeling tool developed by the Transportation Security Administration and Boeing to help guide program planning for aviation security. This tool, the Risk Management Analysis Tool, or RMAT, is used by TSA to estimate the terrorism risk-reduction benefits attributable to new and existing security programs, technologies, and procedures. RMAT simulates terrorist behavior and success in attacking vulnerabilities in the domestic commercial air transportation system, drawing on estimates of terrorist resources, capabilities, preferences, decision processes, intelligence collection, and operational planning. It describes how the layers of security protecting the air transportation system are likely to perform when confronted by more than 60 types of attacks, drawing on detailed blast and other physical modeling to understand the damage produced by different weapons and attacks, and calculating expected loss of life and the direct and indirect economic consequences of that damage. This report describes RAND's conclusions about the validity of RMAT for TSA's intended uses and its recommendations for how TSA should perform cost-benefit analyses of its security programs

The frequent adjustments and systematic tightening of security around the aviation system that have occurred since 9/11 have also put the collateral and intangible effects of security efforts into the national spotlight, with significant controversy about the intrusiveness of security, and have stimulated both analysis and debate about whether the benefits of new security measures outweigh their costs. This document seeks to contribute to the national debate on aviation security by examining a set of issues that are either overlooked or not well captured in analyses of the costs and benefits of security measures. Our effort is motivated by the position that the goal of aviation security is not just to reduce risk in the aviation system, but to do so efficiently, particularly in an era when fiscal constraints require difficult choices between spending resources on security or other important national priorities.     Kurzfassung: Tobacco takes a staggering toll on the health, well being, and finances of states. This report provides an independent evaluation of the performance of Arkansas' seven health-related programs funded by the state's share of the multi-state tobacco Master Settlement Agreement (MSA), includes an historical overview and summary of the activities of the Arkansas Tobacco Settlement Commission (ATSC), and examines changes in health outcomes attributed to the MSA-funded Arkansas programs over the past decade. MSA imposed no restrictions on how states could spend their payments, and states chose to allocate them to a wide variety of activities. In Arkansas, virtually all of the state's share of MSA funds were allocated to health related programs, with approximately one-third dedicated to tobacco prevention and cessation. The authors' findings are drawn from quarterly reports and spending and funding data compiled by the ATSC and the seven funded programs, as well as data provided by the programs to calculate unit costs for key program initiatives. Secondary data sources employed to assess health-related outcomes included national surveys plus state supplements for the Behavioral Risk Factor Surveillance System (BRFSS); U.S. Census data; data summaries from non-profit organizations such as the American Lung Association, Campaign for Tobacco Free Kids, and the United Healthcare Foundation; and statistics from the Arkansas Department of Health. The contents of this report should be of interest to national and state policymakers, health care researchers and providers, and others concerned with the effect of the tobacco settlement funds on the health of Arkansans

    Kurzfassung: Discussions about reducing the harms associated with drug use and antidrug policies are often politicized, infused with questionable data, and unproductive. This paper provides a nonpartisan primer that should be of interest to those who are new to the field of drug policy, as well as those who have been working in the trenches. It begins with an overview of problems and policies related to illegal drugs in the United States, including the nonmedical use of prescription drugs. It then discusses the efficacy of U.S. drug policies and programs, including long-standing issues that deserve additional attention. Next, the paper lists the major funders of research and analysis in the area and describes their priorities. By highlighting the issues that receive most of the funding, this discussion identifies where gaps remain. Comparing these needs, old and new, to the current funding patterns suggests eight opportunities to improve understanding of drug problems and drug policies in the United States: (1) sponsor young scholars and strengthen the infrastructure of the field, (2) accelerate the diffusion of good ideas and reliable information to decision-makers, (3) replicate and evaluate cutting-edge programs in an expedited fashion, (4) support nonpartisan research on marijuana policy, (5) investigate ways to reduce drug-related violence in Mexico and Central America, (6) improve understanding of the markets for diverted pharmaceuticals, (7) help build and sustain comprehensive community prevention efforts, and (8) develop more sensible sentencing policies that reduce the excessive levels of incarceration for drug offenses and address the extreme racial disparities. The document offers some specific suggestions for researchers and potential research funders in each of the eight areas

What is the impact of this shortfall on a MEU's ability to complete the tasks associated with its mission, especially when the mission includes reconstruction and stabilization operations? Close examination reveals that, in general, MEUs do not fail as a result of these equipment shortfalls; Marine Corps commanders are able to make use of the equipment they have in innovative and creative ways to accomplish the tasks at hand. However, equipment shortfalls do force shortcuts and sometimes sacrifice the quality and speed of task completion. This report describes the development of an automated tool for allocating both equipment and personnel to complete the tasks associated with 15 MEU missions, highlighting the associated equipment implications

Instruction during the summer has the potential to stop these losses and propel students toward higher achievement. A review of the literature on summer learning loss and summer learning programs, coupled with data from ongoing programs offered by districts and private providers across the United States, demonstrates the potential of summer programs to improve achievement as well as the challenges in creating and maintaining such programs. School districts and summer programming providers can benefit from the existing research and lessons learned by other programs in terms of developing strategies to maximize program effectiveness and quality, student participation, and strategic partnerships and funding.
