Abstract: The textbook provides an in-depth overview of African history and politics from the Atlantic slave trade, through the phases of colonialism and decolonization, to the development problems of the present. Various development theories are used to explain successful and failed development paths of individual countries after 1960. Thematic foci include Europe's colonial legacy, state formation and state failure, democratization, the curse of raw materials, population growth, hunger and poverty, ethnic conflicts, and the roles of the World Bank, EU, and China as external actors in Africa. This book is a translation of the original German 1st edition Afrika by Rainer Tetzlaff, published by Springer Fachmedien Wiesbaden GmbH, part of Springer Nature in 2018.The translation was done with the help of artificial intelligence (machine translation by the service DeepL.com). A subsequent human revision was done primarily in terms of content, so that the book will read stylistically differently from a conventional translation. Springer Nature works continuously to further the development of tools for the production of books and on the related technologies to support the authors. The target groups: Students and lecturers of social science subjects.- Teachers of history and social studies at upper secondary level.- Professionals in NGOs.- Scholars, journalists and cultural workers with a focus on international relations and development policy. The author Prof. Dr. em. Rainer Tetzlaff is a lecturer at the Europa-Kolleg of the University of Hamburg, Chairman of the Afrika-Kollegium Hamburg and Senior Research Fellow of the Academy of World Regions Hamburg.

Abstract: In the last decades, violent non-state actors (VNSAs) such as rebel and terrorist organizations have proved their capacity to break international law. The international community, particularly the United Nations (UN), has reacted to this development by redirecting its conflict resolution efforts to these non-state entities. This has turned targeted sanctions into one of the most vital and indispensable foreign policy tools available to the UN Security Council in combating terrorism and contributing to the peaceful resolution of (intra-state) conflicts. Despite the UN Security Council’s growing tendency to sanction VNSAs, there has been little research analyzing the effects of UN targeted sanctions on these non-government actors. This book seeks to fill this gap and shifts the focus on non-state actors by ascertaining the general mechanisms through and conditions under which UN targeted sanctions imposed on VNSAs tend to be effective. The tripartite empirical analysis combining quantitative and qualitative research methods demonstrates that the state-centric understanding of how sanctions work is not simply applicable to the effective sanctioning of violent non-state actors such as rebel and terrorist movements. About the author Christopher Huber is a Research Fellow associated with the GIGA German Institute for Global and Area Studies in Hamburg. His research focuses on international sanctions, counterterrorism and religious conflicts.

Abstract: Jan Brülle shows how poverty risks in Germany between 1992 and 2012 increased concentrated on those with low educational levels, in lower occupational positions, and with precarious employment careers, as the country’s welfare state failed to adapt to widening inequalities in households’ market incomes. Contrasting the German experience with Great Britain, where social transfers to low-income families in concert with favourable labour market conditions helped to reduce poverty between 1992 and the global financial crisis, he presents the most comprehensive comparative study on poverty trends in these two countries to date. Moving beyond a cross-sectional perspective on poverty, the author analyses why it became not only more frequent in Germany, but also more persistent in individual life-courses, and why faster exits have driven the decline in poverty in Great Britain. Contents Concepts and Explanations of Poverty The Changing Structure of Poverty Risks Labour Market Risks, Households, Social Security The Dynamics of Relative Income Poverty Income Poverty and Material Deprivation Target Groups Lecturers and students of sociology, social policy, economics Practitioners working in social policy The Author Dr. Jan Brülle is a researcher at Goethe-University Frankfurt. Abstract: Domenica Preysing offers a critical reading of “transitional justice” that focuses on political dynamics in post-revolutionary Tunisia, from the ouster of president Ben Ali in January 2011 until the adoption of transitional justice bill in December 2013. She explores the role, structure and characteristics of evolving transitional justice policy discourse to provide a better understanding of how, by who, and to what effect the policy label “transitional justice” is progressively filled with meaning. She shows that conflicting interpretations of both the past and the present have been both deeply embedded in and an expression of the dynamic context of domestic political transformation, as old and new elites struggle over the political identity and direction of post-Ben Ali Tunisia. Abstract: Katharina Crepaz investigates how two-dimensional ('top-down' and 'bottom-up') Europeanization processes affect minority communities by using a comparative approach, encompassing cases from both „old" (pre-2004) and „new" EU member-states. The author thereby bridges two dichotomies made in the literature so far, and outlines how Europeanization takes place in non-acquis areas. She does so by looking at four very different case studies: the German-speaking minority in South Tyrol/Italy, the Bretons in France, the German minority in Silesia/Poland, and the Italian minority in Istria/Croatia. Abstract: This book is focussing on the results of the mobil.LAB Doctoral Research Group “Sustainable mobility in the metropolitan region of Munich” for its first phase. It highlights the key findings of young scientists from diverse disciplines on selected issues of sustainable mobility, such as neighbourhood mobility, sustainable modes, regional governance and spatial aspects. This includes insights of methods used to assess sustainable mobility, the way how to study and how to conceptualize sustainable development in each of the contributions. Each chapter is built on case studies in cooperation with practice partners and based on empirical data in the metropolitan region of Munich. Moreover, a common understanding of sustainable mobility in metropolitan regions and future research perspectives on mobility cultures are developed. In consequence, the knowledge and experiences are shared in order to generate strategies and actions to address, promote and support sustainable mobility in metropolitan regions. Abstract: The volume critically discusses theoretical discourses and theoretically informed case studies on state violence and state terror. How do states justify their acts of violence? How are these justifications critiqued? Although legally state terrorism does not exist, some states nonetheless commit acts of violence that qualify as state terror as a social fact. In which cases and under what circumstances do (illegitimate) acts of violence qualify as state terrorism? Geographically, the volume covers cases and discourses from the Caucasus, South East and Central Asia, the Middle East, and North America. Abstract: By using the example of Germany and Poland this multi-level policy dependency analysis by Marco Wedel researches constraints and dependencies of the European Integration of the promotion of renewable energy source electricity (RES-E).To gain insightful results, the author does not only take a look at the implementation effectiveness of the relevant Directive 2009/28/EC, but much more generally analyses the potentially conflicting polity implications of the entities involved, as well as their respective policy preferences and processes in light of RES-(E). Combined, these give rise to multi-level constraints and dependencies for the European Integration of RES-(E) promotion. Abstract: In this book, Barbora Moormann-Kimáková analyses the possibility of finding an optimal language regime in multinational and multiethnic countries – either by defining the contents of an optimal language regime, or with the help of a criterion enabling to evaluate whether a language regime is optimal or not. The process of the selection or change of a language regime often becomes a matter of a language-related conflict. These conflicts are mostly accompanied by other political or social conflicts, as for example in Ukraine or former Yugoslavia, which render solutions – and their evaluation – difficult. The author claims that language regimes can be evaluated based on the increase or lack of their legitimacy in the eyes of the relevant actors. This is demonstrated in four language regime studies on the European Union, Soviet Union, Bosnia and Herzegovina, and South Africa. Content The search for the optimal language regime The conflict potential of multilingualism Actors in language-related conflicts The dimensions of language-related conflicts Monolingualism Multilingualism without and with a lingua franca Target Groups • Lecturers and students of the social sciences, humanities and sociolinguistics. • Readers interested in language-related political issues and diversity politics. About the Author Barbora Moormann-Kimáková received her doctorate in political science from the Institut für Sozialwissenschaften, Humboldt-Universität zu Berlin, Germany.

Abstract: Sandu-Daniel Kopp investigates whether carbon reduction targets are compatible with market-driven competition in gas (and power) industries, and whether security of supply is compatible with competitive markets. He examines the policy trade-offs which need to be made between the three different elements, and whether these policy judgements should be economically or politically based. The analysis shows the need for a complex set of politically determined options to protect (competitive) markets from price risks and emergency events and demonstrates that this has thus far failed the policy test. Overall, the author argues that the three major elements of EU energy policy are incompatible in important respects and thereby challenges much of the conventional wisdom of EU and Member State policies of the past decade. Abstract: Nora E. Sánchez Gassen analyses how demographic trends and electoral law have influenced the German electorate in the past and projects their future impact. A set of population projections illustrates how the size and age structure of the electorate will change until 2030 due to ongoing demographic changes. Additional analyses reveal how reforms of electoral law and citizenship law could be used to influence these trends. Overall, the author combines demographic methods with democratic theory in order to investigate a topic that has so far received little attention in discussions on demographic change: the future of the democratic system. Abstract: Mai Sato examines public attitudes to the death penalty in Japan, focusing on knowledge and attitudinal factors relating to support for, and opposition to, the death penalty. She uses a mixed-method approach and mounts quantitative and qualitative surveys to assess Japanese death penalty attitudes. The author’s main findings show that death penalty attitudes are not fixed but fluid. Information has a significant impact on reducing support for the death penalty while retributive attitudes are associated with support. This book offers a new conceptual framework in understanding the death penalty without relying on the usual human rights approach, which can be widely applied not just to Japan but to other retentionist countries. Abstract: Taiwan has been excluded from the United Nations and other organizations for which statehood is required and its presence in IGOs is mainly limited to functional and regional organizations that allow flexible models of participation, having a specific name, status and activity space in each organization. Taiwans exclusion from major IGOs derives from its unique international status as well as the political controversy over the representation of China in the international arena. (Björn Alexander) br〉Lindemann provides a substantial analysis of the relationship between Taiwan and China in and with regard to IGOs in the time period between 2002 and 2011. Based on a neoclassical realist approach, he takes a look at the case studies of the WTO, APEC, WHO and UN, and explains Taiwans new IGO strategy under President Ma Ying-jeou after 2008 and its impact on Taiwans international space.

Abstract: Family policy variation in Europe is still enormous and there is very limited knowledge about the publics´ attitudes toward family-policy measures in a comparative perspective. Monika Mischke addresses this research gap by combining a profound analysis of existing family-policy measures with a thorough analysis of public attitudes. Based on institutional theory, which argues that institutions structure the process of orientation, the empirical analysis sheds light on the relationship between the current family-policy setup, the social context, and public attitudes toward particular family-policy measures in 12 countries of the European Union. The results demonstrate that the social context needs to be taken into account in order to improve our understanding of attitudinal variation among different countries and family-policy contexts. Moreover, the author points out that only a few patterns of social polarization are quasi universal, whereas many others are specific to individual countries or certain groups of countries. Abstract: Maximilian Kuhn investigates one of the most pressing, yet neglected subjects in the field of global energy politics: the integration of the Iranian gas market. Possessing the world’s second-largest proven natural gas reserves, Iran is a hypothetical energy giant-in-waiting. Yet over three decades of internal divisions, coupled with crippling international sanctions, have left Iran unable to capitalize on its vast energy potential. Increasing global demand for natural gas and a government in constant need of finding new sources of revenue to meet the needs of a fast-growing population should lead Iran to eventually become a large-scale gas exporter. How this could take place and what the implications for global gas markets would be are the central research questions tackled by this study. The study allows a look beyond international politics, Iranian political decision-making, investment laws, and pipeline games. Contents · Evolution of the global natural gas market · Iran’s political system, institutions, and power structure · Iran’s energy policy and energy decision making · Iran’s contractual and legal framework for foreign investments · International relations Target Groups · Lecturers, students and practitioners of political science, economics, law with a focus on energy · Executives and consultants from the energy sector, as well as public authorities The Author Maximilian Kuhn is Chief Editor at the European Center for Energy and Resource Security (EUCERS), King’s College London and Lecturer at HULT International Business School, London (UK)

Abstract: Corruption is usually understood as hampering political development, economic growth and democratic participation of citizens, but comparing the effects of corruption for different political regimes presents astonishingly complex findings. The ongoing persistence of corruption underlines that it is not only dysfunctional, but can be highly functional as well. This special issue brings together contributions from comparative politics, political science and economics which precisely focus on these (dys)functionalities of corruption in political regimes across various world regions. The question of methodological pluralism is especially important for studying corruption comparatively. While on an international level a trend towards an increased use of quantitative methods in political science as well as in economics can be observed, the special issue underlines the importance of having a pluralistic approach for grasping the complex and multi-layered effects of the phenomenon. Of similar importance is the adoption of a comparative perspective that includes different world regions in order to understand the different roles of corruption in developing, transforming and developed countries alike. Dr. Tobias Debiel is Director of the Centre for Global Cooperation Research and of the Institute for Development and Peace (INEF). Since 2006, he is also Professor in International Relations and Development Policy, Institute of Political Science, University of Duisburg-Essen. Dr. Andrea Gawrich is Professor for International Integration at the University of Gießen

Abstract: Reconciliation is an important agenda for postwar countries. It plays a major role in harmonizing bilateral and regional relations. Lin Ren compares reconciliations between the Sino-Japanese and the Franco-German dyads. Each dyad shares a deep-rooted historic antagonism. Nevertheless, France and Germany reached a far deeper degree of reconciliation. Therefore, this book devotes to explore the "trouble-creators that led to the diverse outcomes, so as to challenge taking rationality as the single micro-foundation of decision making concerning reconciliation.

Abstract: The political participation of names such as Mowassat, Demirel, or Özdemir alongside conventional German names such as Schmidt, Maier, or Beck is already becoming a routine aspect in German politics. Recent political debates on introducing special quotas to motivate more political aspirants with migration background adds emphasis on the necessity to elaborate whether and how having a ‘migration background’ is negotiated in political practice. Abstract: The present anthology stems from the perception of a widespread and manifest uneasiness concerning the business of military intervention in our times. Indeed, the West is for quite some time engaged in a deep introspection about his military intervention policies in the years to come and reflects about this. What will Western military intervention policies look like in the future; what kind of military intervention policies is wanted and what kind of military intervention policies is financially, politically and socio-culturally possible and militarily feasible? The hypothesis pursued in this volume states that, in the foreseeable future, we may see a different kind of military intervention policy and intervention posture of the West that will lead to different military interventions. It may be argued that we are witnessing the dawn of a new era, the era of military post-interventionism.
