    Abstract: This book examines the conceptual contributions of constituent representatives in Spain during the nineteenth and twentieth centuries. The Spanish Parliament has been the stage for the political modernisation of the country. Constitutional debates have historically led to the gradual acknowledgement and broadening – usually unevenly – of citizens’ rights. At the same time, constitutional debates have created opportunities to design institutions and settle legal mechanisms to enforce rights and distribute state resources. The book identifies and analyses rhetorical and conceptual innovations produced in such debates from a historical perspective. Francisco J.     Abstract: The book focuses on different practices of associated labor in Brazil and Argentina, in the case of the workers’ recuperated factories, over the past 40 years. Novaes analyses labor practices from a critical Marxist perspective as a reaction to the misery of neoliberalism. Deindustrialization, austerity programs, increasing commodification and international competitiveness have severely deteriorated the living and working conditions of the majority of Latin Americans. However, alternative labor, production and educational practices have developed in this increasingly ruthless neoliberal capitalism. Although they are still small, they indicate a potential way out of the capitalist mode of production. Novaes directs his special attention to the “education beyond capital,” which has accompanied these alternative labor and production practices (from alternative job training in recuperated companies and the movement of landless rural workers MST).     Abstract: This book offers a prospective analysis of the anticipated security consequences of climate change in relation to the North Atlantic Treaty Organization (NATO). Using climate and security literature to complement recent foresight and scenario analysis developed by NATO, the author applies the International Risk Governance Council’s (IRGC) Risk Governance Framework to identify the considerations and actions that could assist NATO in a context where climate and environmental factors more intensively shape security. Tyler Lippert explores how climate change has the potential to increase the need for humanitarian assistance and disaster response, to create tension over shared resources, to renew and enhance geo-political interest in the Arctic, and to deepen concern with respect to the Middle East and North Africa (MENA). Within this new political and environmental reality, NATO must consider how to adapt to meet new demands, prepare for new security challenges, as well as manage unforeseen consequences. Offering a corrective, this book identifies near-term actions for NATO to improve its risk governance posture, providing a basis upon which longer-range policy considerations can be developed. This analysis is only the opening salvo of what is likely to be a complicated process that spans many years, if not decades. However, in mapping the risk governance dimensions to the security and climate nexus from the perspective of NATO, Lippert provides a foundation for risk-based policy planning for NATO.     Abstract: This open access volume provides evidence-based knowledge on European solidarity and citizen responses in times of crisis. Does the crisis of European integration translate into a crisis of European solidarity, and if yes, what are the manifestations at the level of individual citizens? How strongly is solidarity rooted at the individual level, both in terms of attitudes and practices? And which driving factors and mechanisms contribute to the reproduction and/or corrosion of solidarity in times of crisis?     Abstract: This volume analyzes crises in International Relations (IR) in an innovative way. Rather than conceptualizing a crisis as something unexpected that has to be managed, the contributors argue that a crisis needs to be analyzed within a wider context of change: when new discourses are formed, communities are (re)built, and new identities emerge. Focusing on Ukraine, the book explore various questions related to crisis and change, including: How are crises culturally and socially constructed? How do issues of agency and structure come into play in Ukraine? Which subjectivities were brought into existence by Ukraine crisis discourses? Chapters explore the participation of women in Euromaidan, identity shifts in the Crimean Tatar community and diaspora politics, discourses related to corruption, anti-Soviet partisan warfare, and the annexation of Crimea, as well as long distance impacts of the crisis. Erica Resende is Assistant Professor of Political Science at the Superior War College, Brazil, and Affiliate Lecturer at the University of Oklahoma, USA.     Abstract: This monograph reclaims neo-colonialism as an analytical force for making sense of poverty and the failure of ‘development’ strategies within many African states in an era of free market globalisation. Eschewing polemics and weaving three country case studies throughout each chapter (Ghana, Uganda and Zambia), the book offers a rigorous assessment of the origins of ‘neo-colonialism’ as a Marxian concept; provides an examination of two main varieties of neo-colonial intervention in the Africa state and highlights the complicity of certain African elites in perpetuating neo-colonial relations; examines some of the policy outcomes of both varieties of neo-colonialism; and last but not least examines the broader social and environmental consequences of neo-colonialism. The book provides an original contribution to studies of African political economy, demonstrating the on-going relevance of the concept of neo-colonialism, and reclaiming it for scholarly analysis in a global era

    Abstract: This book sheds light on how Hizbullah has transformed religious rituals and supernatural narratives in order to mobilize the Shi’a community. The author examines how Hizbullah has altered its institutional structure and reconstructed Lebanese Shi’a history in a manner similar to that of nationalist movements. Through fieldwork and research, the project finds that Hizbullah has centralized around the concept of Wilayat al-Fagih (Gaurdianship of the Islamic Jurists): in essence, the absolute authority of Iran’s Supreme Leader over the Shi’a “nation.”

    Abstract: This book focuses on the methodology of research on historical memory and contributes to theoretical discussions concerning the use of historical memory as a variable to explain political action and social movement. The chapters of the book conceptualize the relationship between historical memory and national identity formation, perceptions, and policy-making. The author particularly analyses how contested memory and the related social discourse can lead to nationalism and international conflict. Based on theories and research from multiple fields of studies, this book proposes a series of analytic frameworks for the purpose of conceptualizing the functions of historical memory. These analytic frameworks can help categorize, measure, and subsequently demonstrate the effects of historical memory. This book also discusses how to use public opinion polls, textbooks, important texts and documents, monuments and memory sites for conducting research to examine the functions of historical memory. Zheng Wang is the Director of the Center for Peace and Conflict Studies and Professor in the School of Diplomacy and International Relations at Seton Hall University, USA. He is also a Carnegie Fellow at New America and a Global Fellow at the Woodrow Wilson International Center for Scholars. Wang is the author of Never Forget National Humiliation: Historic Memory in Chinese Politics and Foreign Relations, which received the International Studies Association's Yale H. Ferguson Award

Felipe Amin Filomeno is Assistant Professor of Political Science and Global Studies at the University of Maryland, Baltimore County, USA. He holds a Ph.D. in Sociology from the Johns Hopkins University, USA. His research examines development issues affecting Latin America and is currently focused on the governance of international migration.     Abstract: This study provides a conceptual framework for analysing Results-Based Approaches to improving public sector effectiveness and efficiency according to their actor constellation and shared characteristics. Though there is consensus regarding the importance of functioning public sector agencies and organizations for sustainable development, public sector reform efforts have historically only had modest success. Results-Based Approaches aim at improving public sector performance through the establishment of reward modalities on the domestic as well as international levels, and the authors of this work evaluate the potential of these approaches to provide an entry point for development cooperation. Applying their framework to empirical data obtained from fieldwork in Rwanda, they analyse the main domestic performance approach - Imhigo - and suggest how the system might be strengthened. Stephan Klingebiel is Department Head (Bilateral and Multilateral Development Policy) at the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE). His research and university teaching focus on political economy of aid, aid and development effectiveness, political economy and governance issues in sub-Saharan Africa, and crisis prevention and conflict management.     Abstract: This book begins with an account of the evolution of improvised explosive devices using a number of micro case studies to explore how and why actors have initiated IED campaigns; how new and old technologies and expertise have been exploited and how ethical barriers to IED development and deployment have been dealt with. It proceeds to bring the evidence from the case studies together to identify themes and trends in IED development, before looking at what can realistically be done to mitigate the threat of IEDs in the new wars of the twenty first century. The book suggests that the advance and availability of a combination of technological factors, in conjunction with changes in the nature of contemporary conflicts, have led to the emergence of IEDs as the paradigmatic weapons of new wars. However their prevalence in contemporary and future conflicts is not inevitable, but rather depends on the willingness of multiple sets of actors at different levels to build a web of preventative measures to mitigate - if not eradicate - IED development and deployment.     Abstract: This book presents a conceptualization of social emergence in international relations as a novel angle to analyse institutional dynamics in East Asia, introducing the concept of emergence from a critical realist perspective. The author examines East Asia’s characteristic mesh work of regional institutions that affect integrative processes and regional policies, exploring how such institutions emerge and acquire their own nature and why this pattern persists over time, an unresolved and contested subject in the field of International Relations. This book suggests that regional institutions are emergent entities of the international system that arise as forms of self-organization by states to achieve certain emergent properties and powers. The author’s approach sheds light on the particular emergent properties and powers of regional institutions and identifies discourse as a key mechanism of social emergence.     Abstract: This book is the definitive analysis of the 2016 Irish general election and is the eighth book in the well-established How Ireland Voted series. The 2011 election in Ireland was characterised as an earthquake, but the aftershocks visible in the 2016 election were equally dramatic. This election saw the rout of the government that had presided over a remarkable economic recovery, and marked a new low for the strength of the traditional party system, as smaller parties and independents attracted almost half of all votes. The first chapter sets the context, and later ones investigate the extent to which the outgoing government fulfilled its 2011 pledges, and how candidates were selected. The success or otherwise of campaign strategies is assessed, the results and the behaviour of voters are analysed, and the aftermath, when it took a record length of time to form a government, is explored. Other chapters examine the consequence of new gender quotas for candidate selection, consider the reasons for the unusual success of independents, and reflect on the implications.     Abstract: This book investigates the Israeli engagement with international law in relation to the Occupied Palestinian Territories (OPT) between 1967 and 2009. Grounded in a field-based study of the military International Law Department, it examines the dynamic position and impact that international law has had in the OPT. By analysing the Israeli 2008/9 offensive in Gaza as an example of contemporary warfare, the author argues that law and military agenda have become intertwined in ‘lawfare’, a condition sanctioning new forms of law and violence. The military legal system is central to the Israeli management of the OPT, yet despite the great interest in the legal aspects of the Israeli occupation, scholarly accounts of this institution are scarce. Negotiating an end to a civil war is extremely difficult, and many signed peace agreements subsequently unravel, ushering in renewed conflict. In response, important international actors have become increasingly involved in conflict mediation, peacekeeping, and post-conflict reconstruction around the globe. Policymakers and scholars alike have identified spoilers-violent actors who often rise up and attempt to challenge or derail the peace process-as one of the greatest threats to peace. Using a mixed-method approach combining quantitative and qualitative analyses of a newly created, global dataset of spoiling, Reiter demonstrates that this type of violence occurs in predictable circumstances and only represents a threat to peace under specific conditions. The book also shows that spoiling often serves to bring agreement flaws and implementation failures to light and in turn forces actors to recommit to an accord, thereby strengthening peace in the long term

    Abstract: This book is a study of the increasing territorial variations in the development of sub-national welfare systems that have occurred as an effect of the decentralization of health care and social assistance policies in Italy, Spain and Great Britain. The author examines the political factors that underlie these variations by combining cross-regional and cross-country comparisons using mixed methods. Vampa’s main finding is that regionalist parties have played a key role in sub-national welfare building and have used social policy to strengthen their legitimacy in the political struggle against central authorities. In this context, functional political competition between Left and Right has been partly replaced by territorial competition between Centre and Periphery as the main determinant of social policy making. Additionally, mainstream left-wing parties have been torn between maintaining territorial uniformity in social protection and responding to demands for more extensive social services tailored to the needs and preferences of specific regional communities.     Abstract: This book is the first full-spectrum analysis of Russian and European norms of political action, ranging from international law, ethics, and strategy, to the specific norms for the use of force. It brings together leading scholars from these various fields, examining the differences in norm understanding between Russia and Europe. In light of the 2014 occupation and annexation of Crimea by Russia, and its subsequent covert participation in the internal affairs of Ukraine, including aggressive flying and major military exercises, Russia seems to be a classical revisionist power, intent on changing the balance of power in Europe in particular. It also reaches beyond Europe, inserting itself as the key actor in the Syrian war. The book therefore considers how we should understand Russia.     Abstract: In this book, Barbora Moormann-Kimáková analyses the possibility of finding an optimal language regime in multinational and multiethnic countries – either by defining the contents of an optimal language regime, or with the help of a criterion enabling to evaluate whether a language regime is optimal or not. The process of the selection or change of a language regime often becomes a matter of a language-related conflict. These conflicts are mostly accompanied by other political or social conflicts, as for example in Ukraine or former Yugoslavia, which render solutions – and their evaluation – difficult. The author claims that language regimes can be evaluated based on the increase or lack of their legitimacy in the eyes of the relevant actors.     Abstract: This book examines how Ronald Reagan’s electrifying 1964 televised speech, “A Time For Choosing,” ignited the conservative movement within the GOP. Ronald Reagan’s televised speech, or what many conservatives today simply call “The Speech,” was a call for action, telling Americans that now was “A Time for Choosing.” “The Speech” catapulted Reagan into national politics, the California governorship, and ultimately the presidency. The themes of the speech, including anti-Communism, strong national defense, and the need to protect the average American from taxes and bureaucracy, ignited the conservative movement in the GOP, resulting over time in the sidelining of the more liberal, establishment wing of the Republican Party. The contributors in this edited volume show how Ronald Reagan’s “coming out” speech on the national stage helped set the political agenda for the next three decades

    Abstract: This book presents a study of the relationship between Cabinet-level Ministers and top civil servants in Ireland. The nature of this relationship can potentially have far-reaching effects on people’s lives as it can influence the type of public policy agreed at top levels of government. A total of sixteen interviews were carried out for the research, eight with retired Cabinet-level Ministers and eight with retired Secretaries General of Irish government departments. Anonymity, not just for the participants but also for the government departments in which they had served, was vital to the success of the research. Also vital was the fact that only retirees were interviewed as this removed the fear for participants that their careers might suffer if they spoke too frankly. The result is a collection of interviews containing frank and open views on the relationship between Ministers and their officials and on how this relationship influences public policy development. Aodhán Mac Cormaic was born in Dublin and is a graduate of the London School of Economics and Political Science, UK, and Dublin City University, Ireland. He was awarded a Doctorate in Governance by Queen’s University Belfast, Northern Ireland, in 2015. He has worked for almost 30 years in the Irish civil service, for most of that time in the Department of Arts, Heritage and the Gaeltacht. Aodhán has worked closely with numerous Government Ministers, including Éamon Ó Cuív and Síle De Valera, both grandchildren of Éamon De Valera. He also worked for a time with President of Ireland, Michael D. Higgins, during his term as Minister for Arts, Culture and the Gaeltacht
