Abstract: In 1989-90, Congress enacted two laws, the National Museum of the American Indian Act and the Native American Graves Protection and Repatriation Act, that required museums and other repositories of Native American human remains and cultural items to consult with, share information about, and return some items to federally recognized Indian tribes and Native Alaskan and Hawaiian communities. What effects have these laws had on anthropological practice, theory, and education in the United States? In 2004-2005, the School for Advanced Research and the Society for Applied Anthropology gathered together a group of anthropological archaeologists to address this question. This volume presents their conclusions and urges a continuing and increasing cooperation between anthropologists and indigenous peoples. (Umschlagtext)

Abstract: Providing a wealth of empirical research on the everyday practise of Islam in post-Soviet Central Asia, this book gives a detailed account of how Islam is understood and practised among ordinary Muslims in the region, focusing in particular on Uzbekistan. It shows how individuals negotiate understandings of Islam as an important marker for identity, grounding for morality and as a tool for everyday problem-solving in the economically harsh, socially insecure and politically tense atmosphere of present-day Uzbekistan. Presenting a detailed case-study of the city of Bukhara that focuses upon the local forms of Sufism and saint veneration, the book shows how Islam facilitates the pursuit of more modest goals of agency and belonging, as opposed to the utopian illusions of fundamentalist Muslim doctrines.

Abstract: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

Abstract: Engagement in non-agricultural activities in rural areas can be classified into survival-led or opportunity-led. Survival-led diversification would decrease inequality by increasing the incomes of poorer households and thus reduce poverty. By contrast, opportunity-led diversification would increase inequality and have a minor effect on poverty, as it tends to be confined to non-poor households. Using data from Western Kenya, we confirm the existence of the differently motivated diversification strategies. Yet, the poverty and inequality implications differ somewhat from our expectations. Our findings indicate that in addition to asset constraints, rural households also face limited or relatively risky high-return opportunities outside agriculture.

Abstract: Present drinking water policy for rural Africa is based on the assumption that community-based management entails more local decision-making power, improved access and better sustainability in water supply. Ghana has realized this vision in its National Community Water and Sanitation Program (NCWSP). Ownership and management of hand pumps as well as of small town water systems were transfered from the Ghana Water Company Limited (GWCL) to local water users. Different to the general perception that community-based management was an innovation after centralized management approaches, local water users have always organized and managed their water supply and created a local system of rules and regulation. Thus, community-based water management is not only a policy innnovation but also a long-established practice which underwent historical change. Even though the same policy is applied for rural hand pumps and small town water systems, the first seems to have been more sucessfully implemented. Due to a lack of studies, which describe institutional change in local water management when shifting from hand pumps to piped systems, no explanation could be offered so far for this difference in policy implementation and outcome. The research presents empirical data on the formation and conceptualization of water user groups of improved and unimproved water sources. Especial focus was given to local institutions of household water management as well as their change under the NCWSP. Moreover, local interest and social dynamics in water development projects were investigated. The study shows how the resource water is interwoven with rural and peri-urban livelihood systems in Northern Ghana. It approached the subject household water management via legal anthropology, political economy, political ecology as well as history. The management of household water serves as an example for analysing the interplay between natural, and socio-political environment by stressing changes in local water rights and water allocation practice. Abstract: While many previous books have probed the causes of Iran's Islamic Revolution of 1979, few have focused on the power of religion in shaping a national identity over the decades leading up to it. Islamism and Modernism captures the metamorphosis of the Islamic movement in Iran, from encounters with Great Britain and the United States in the 1920s through twenty-first-century struggles between those seeking to reform Islam's role and those who take a hardline defensive stance.Capturing the views of four generations of Muslim activists, Farhang Rajahee describes how the extremism of the 1960s brought more confidence to concerned Islam-minded Iranians and radicalized the Muslim world while Islamic alternatives to modernity were presented. Subsequent ideologies gave rise to the revolution, which in turn has fed a restructuring of Islam as a faith rather than as an ideology.Presenting thought-provoking discussions of religious thinkers such as Ha'eri, Burujerdi, Bazargan, and Shari'ati, along with contemporaries such as Kadivar, Soroush, and Shabestari, the author sheds rare light on the voices fueling contemporary Islamic thinking in Iran. A comprehensive study of these interwoven aspects of politics, religion, society, and identity, Islamism and Modernism offers crucial new insight into the aftermath of the Iranian Constitutional Revolution fought one hundred years ago - and its ramifications for the newest generation to face the crossroads of modernity and Islamic discourse in modern Iran today.

Abstract: Starting from controversial findings about the relationship between party systems and the prospects of democratic consolidation, this article argues that problems can only be properly addressed on the basis of a differentiated typology of party systems. Contradictory research results do not pose an `African puzzle` but can be explained by different and inadequate approaches. We argue that a modified version of Sartori's typology of party systems provides an appropriate method for classifying African party systems. Based on Sartori's framework, a preponderance of predominant and dominant party systems is identified. This can partly be explained by the prevailing authoritarian nature of many multiparty regimes in Africa as well as by the ethnic plurality of African societies. High ethnic fragmentation is not transformed into highly fragmented party systems. This phenomenon can be attributed to the most frequent `ethnic congress party` which is based on an ethnic elite coalition. (Abstract)

Abstract: A new edition of the highly acclaimed book Multiculturalism and "The Politics of Recognition," this paperback brings together an even wider range of leading philosophers and social scientists to probe the political controversy surrounding multiculturalism. Charles Taylor`s initial inquiry, which considers whether the institutions of liberal democratic government make room — or should make room — for recognizing the worth of distinctive cultural traditions, remains the centerpiece of this discussion. It is now joined by Jürgen Habermas`s extensive essay on the issues of recognition and the democratic constitutional state and by K. Anthony Appiah`s commentary on the tensions between personal and collective identities, such as those shaped by religion, gender, ethnicity, race, and sexuality, and on the dangerous tendency of multicultural politics to gloss over such tensions. These contributions are joined by those of other well-known thinkers, who further relate the demand for recognition to issues of multicultural education, feminism, and cultural separatism.

Abstract: This study of the Indian cinema is concerned particularly with cinema-goers in Madurai, a city in Tamil Nadu, South India. Sara Dickey reviews the history of Tamil film, explains the structure of the industry, and presents the perspective of the filmmakers. However, the core of the book is an analysis of the films themselves and the place they have in the lives of poor people, who organize fan clubs, discuss the films and the actors, and in various ways relate these fantasy worlds to their own lives. Dickey argues that the effect of these films is ultimately conservative, for they glorify poverty while holding out the hope of a better future. Her rich ethnography makes an interesting contribution to the study of film in India and, more generally, to the understanding of popular culture in an Indian city. (Verlagsangaben)

Abstract: Evangelical Protestantism has arguably become the fastest-growing religion in South America, if not the world. For converts, it emphasizes self-discipline and provides a network of communal support, which together have helped many overcome substance abuse, avoid crime and violence, and resolve relationship problems. But can people simply decide to believe in a religion because of the benefits it reportedly delivers? Based on extensive fieldwork among Pentecostal men in Caracas, Venezuela, this rich urban ethnography seeks an explanation for the explosion of Evangelical Protestantism

Abstract: The effect of `locking-in` economic reform and enhancing its credibility is generally re-garded as one of the most important potential effects of regional integration. Based on a detailed review of the theoretical debate, this paper develops a general framework for as-sessment to evaluate the ability of RIAs to serve as effective mechanisms for `commit-ment` and `signalling`. In the second part, this assessment framework is applied to the case of the Syrian-European Association Agreement (AA). Syria initialled an AA with the European Union in October 2004, but two and a half years later, this agreement is still pending formal signature. The empirical findings of this study show that despite several shortcomings, the Syrian-European AA, if it were to come into force, should be able to deliver an appropriate mechanism for signalling and commitment and thus to improve the credibility of the Syrian process of reform at home and abroad. A major loophole of the agreement, however, is represented by its lack of incentives to increase the `rewards for good policy`.

Abstract: The paper tries to shed light on the conceptual link between international crises like the one following September 11, 2001, the Asian financial crisis of 1997/1998, the end of the Cold War or major international conflicts, and processes of change in the international system. It argues that cultural structures rest on their continuous instantiation through social practices, thereby making them coterminous with process. Process is constituted by meaningful acts of social agents, and can thus only be grasped by analysing meaning. Meaning is transmitted by language. Meaningful language is never reducible to individual speakers; it is a social act. In the paper, I call this process discourse. Linking Critical Discourse Analysis (CDA) with the theory of hegemony developed by Ernesto Laclau and Chantal Mouffe, I will finally be able to show how hegemonic discourses serve as the nexus between crises and cultural structures and how they make cultural change possible.

Abstract: There has been great interest and investment in reforming scientific institutions throughout the post-Soviet world. To date however, no thorough analysis of the role of organized intellectual activity in the region is available. Through careful historical and ethnographic research and the extensive use of local scholarly works, this book provides a persuasive and careful analysis of the production of knowledge in Central Asia. The author demonstrates that classical theories of scientific revolution or science and society are inadequate for understanding the science project in Central Asia. Instead, a critical understanding of local science is more appropriate. In the region, the professional and political ethos of Marxismâ??Leninism was incorporated into the logic of science on the periphery of the Soviet empire. Local academics assimilated, negotiated and resisted its priorities in their work. Similarly, after the end of Soviet rule, they interacted with the new post-Soviet "logic of the market"and democratic ethos of science in an effort to refashion a new science for their new society. The scientists' work to establish themselves "between Marx and the market" is therefore creating new political economies of knowledge at the periphery of the scientific world system.

Abstract: Examining the history and intellectual activity of the medieval Svetambara Jain renunciant order, the Tapa Gaccha, this book focuses on the consolidation by the Tapa Gaccha from the thirteenth century of its identity as the leading Svetambara order. The author argues that this was variously effected by negotiating the primacy of lineage, the posthumous divinity of one of its leaders the validity of styles of scriptural exegesis and customary practice and the status of non-Jains through the medium of chronicles and poetry and polemical engagement with other Jain orders and dissident elements within its own ranks. Drawing on largely unstudied primary sources, the author demonstrates how Tapa Gaccha writers created a sophisticated intellectual culture which was a vehicle for the maintenance of sectarian identity in the early modern period. The book explores issues which have been central to our understanding of many of the questions currently being asked about the development not just of Jainism but of South Asian religions in general, such as the manner in which authority is established in relation to texts, the relationship between scripture, commentary and tradition and tensions both between and within sects.

Abstract: This volume brings together an innovative set of readings of complex interactions between Australian Aboriginal people and colonisers. The underlying theme is that of `transgression`, and Michel Foucault`s account of the necessary dynamic that exists between transgression and limit. We know what constitutes the limit, not by tracing or re-stating the boundaries, but by crossing over them. By exploring the mechanisms by which limits are set and maintained, unexamined cultural assumptions and dominant ideas are illuminated. We see the expectations and the structures that inform and support them revealed, often as they unravel. Such illuminations and revelations are at the core of the Australian Indigenous histories presented in this collection.

Abstract: Poverty in developing countries is a result of various factors which affect people's well being. This study analyses parameters surrounding gender biased access to land in investigating the phenomena of poverty in Lindi district, south east Tanzania. Of particular importance are gendered rights of land use, access, ownership and control. In this study, gender as a tool of analysis has been used throughout and this has broadened the perspective of women's land rights in a village (rural) setting. Since Tanzania is an agrarian country, land can be considered as one of the fundamental factors in analysing poverty. While few people in rural Tanzania enjoy other modes of survival, for example wage employment, many Tanzanians are mostly engaged in farming activities. However, little is known about the increasing insecurity of women over land matters. Most of the country's land tenure systems give women access to land not in their own right. Their right is widely determined by their relationship with men, in particular as wives. In this sense, land tenure systems have affected women and men differently. Consequentially, the relative distribution of poverty between women and men differs significantly. The study addresses women's disadvantages in land matters and establishes a connection to their poor socio-economic situation. This study establishes a close relationship between marriage and women's land rights. This suggests that gender role is a major factor influencing women's land rights at household level. It has increased women's land tenure insecurity and hence increased their vulnerability to poverty. The main focus of this study is directed towards gender related aspects of land tenure rights. In addition, the study analyses the kind of land rights that societies in Tanzania (represented by the Nyangao case study) accord to women on their own capacity. Other specific objectives are: 1. to analyse local views on poverty 2. to assess the conditions under which women acquire and control land 3. to identify factors which either facilitate or constrain women's efforts towards poverty reduction as far as ownership and control over land is concerned in a male dominated socio-economic framework 4. to assess the gender division of labour and household decision making. The findings from this study shows that women's vulnerability to poverty in Nyangao village is a result of both socio-cultural and socio-economic factors. Those findings point to the fact that women heads of households in Nyangao village enjoy land tenure rights through allocation by the village government. Furthermore, the findings report that there is an increase in the number of female-headed households who were allocated land by their parents. This is contrary to the patriarchal orientation (currently followed by societies in south-east Tanzania) and poses a challenge to that system as it encourages the evolution of land transfers beyond patriarchially defined procedures. The study also reveals that the Nyangao women?s land holding status is threatened by the agrarian reforms as influenced by the Structural Adjustment Programmes (SAPs) and economic liberalization. In this, land allocation provided by parents which were beneficial to women especially single mothers are increasingly being threatened by land privatisation and commoditization. Furthermore the findings reveal that the relatively gender sensitive intra-household redistribution of land and the encouraging new direction (as obtained from the respondents views) towards equal inheritance rights between female and male children suggests that this may lead to the eventual creation of women's economic independence. Women's access and control over land may create welfare, efficiency, equity and empowerment. This is expected to reduce gender inequality which is an important mechanism for poverty reduction. This study is based on the qualitative and quantitative data, collected between August and December 2003. The primary emphasis is placed on qualitative data due to the nature of the study. Both primary and secondary sources of data collection were consulted. A case study of Nyangao village located in Lindi rural district, Lindi region, south-east Tanzania was selected and used as a source of primary data. The qualitative data were collected through Focus Group Discussions (FGDs), in-depth interviews, life histories and observation. The study also used structured questionnaires. A total of 180 sampled respondents from 180 sampled households were selected. While quantitative data was analysed by using the SPSS package, the qualitative data was manually processed and interpreted. (Verlagsangaben)

Abstract: Am 14.

(Verlagsangaben)

Abstract: In recent years anthropology has rediscovered its interest in politics. Building on the findings of this research, this book, first published in 2007, analyses the relationship between culture and politics, with special attention to democracy, nationalism, the state and political violence. Beginning with scenes from an unruly early 1980s election campaign in Sri Lanka, it covers issues from rural policing in north India to slum housing in Delhi, presenting arguments about secularism and pluralism, and the ambiguous energies released by electoral democracy across the subcontinent. It ends by discussing feminist peace activists in Sri Lanka, struggling to sustain a window of shared humanity after two decades of war. Bringing together and linking the themes of democracy, identity and conflict, this important new study shows how anthropology can take a central role in understanding other people's politics, especially the issues that seem to have divided the world since 9/11

Abstract: Der Sammelband diskutiert transkulturelle Prozesse und Räume sowie Geschlechterverhältnisse in unterschiedlichen lateinamerikanischen Kontexten.

Abstract: Murray amd Sanders investigate the rising trend in the late 1940s and early 1950s of the practice of 'medicine murder' in the British colony of Lesotho. They analyse the political, cultural and social circumstances which allowed the practice to thrive and the circumstances which saw its demise.A detailed and highly readable study of medicine murder in the mid-twentieth century Medicine murder involved the cutting of body parts from victims, usually while they were still alive, to be used for the preparation of medicines intended to enhance the power of the perpetrators. A 'very startling' increase in cases of medicine murder apparently took place in Basutoland (now Lesotho), in southern Africa, in the late 1940s and the early 1950s. It gave rise to a dramatic crisis of late colonial rule. Was this increase a real one? If so, why did it happen? How far does it explain the crisis? What other factors contributed? This book offers some comprehensive answers to these difficult, complex and controversial questions and a highly readable analysis of how the crisis arose and of how it fell away. The authors draw sensitively and critically on many different and often conflicting sources of evidence.

Abstract: First published in 1789, Jeremy Bentham's best-known work remains a classic of modern philosophy and jurisprudence. Its definitions of the foundations of utilitarian philosophy and its groundbreaking studies of crime and punishment retain their relevance to modern issues of moral and political philosophy, economics, and legal theory.Based on the assumption that individuals seek pleasure and avoid pain, Bentham's utilitarian perspective forms a guide to moral decision-making. With the "greatest happiness of the greatest number" as his objective, the author attempts to identify the sources and varieties of pleasure and pain as well as the ways in which they can be measured in assessing moral options. Considerations of intentionality, consciousness, motives, and dispositions support Bentham's arguments. The text concludes with his survey of purpose and the role of law and jurisprudence, a fascinating exercise in the theory of social reform that explores conflicts between the interests of the majority and individual freedom. Abstract: In this book Anthony Giddens addresses a range of issues concerning current developments in social theory, relating them to the prospects for sociology in the closing decades of the twentieth century. Composed of closely integrated papers, all written over the past few years, the book includes seven essays not previously published, plus two have not appeared in English before. In assessing the likely future evolution of sociology in particular, and the social sciences in general, the author both draws upon ideas established in his more abstract theoretical writings and examines critically competing traditions of thought.

Abstract: In this, his most influential work, legal theorist and political philosopher Carl Schmitt argues that liberalism`s basis in individual rights cannot provide a reasonable justification for sacrificing oneself for the state - a critique as cogent today as when it first appeared. George Schwab`s introduction to his translation of the 1932 German edition highlights Schmitt`s intellectual journey through the turbulent period of German history leading to the Hitlerian one-party state. In addition to analysis by Leo Strauss and a foreword by Tracy B. Strong placing Schmitt`s work into contemporary context, this expanded edition also includes a translation of Schmitt`s 1929 lecture "The Age of Neutralizations and Depoliticizations," which the author himself added to the 1932 edition of the book. An essential update on a modern classic, The Concept of the Political, Expanded Edition belongs on the bookshelf of anyone interested in political theory or philosophy.

Abstract: Regional powers can be distinguished by four pivotal criteria: claim to leadership, power resources, employment of foreign policy instruments, and acceptance of leadership. Ap-plying these indicators to the South African case, the analysis demonstrates the crucial significance of institutional foreign policy instruments. But although the South African government is ready to pay the costs of co-operative hegemony (such as capacity building for regional institutions and peacekeeping), the regional acceptance of South Africa`s leadership is constrained by its historical legacy. Additionally, Pretoria`s foreign policy is based on ideational resources such as its reputation as an advocate of democracy and human rights and the legitimacy derived from its paradigmatic behaviour as a `good global citizen`. However, the Mbeki presidency is more successful in converting these resources into discursive instruments of interest-assertion in global, rather than in regional bargains. In effect the regional power`s reformist South-oriented multilateralism is challenging some of the guiding principles of the current international system.

Abstract: This collection of articles aims to stimulate the exploration of African initiative and creativity and to go beyond immediate socio-economic and political circumstances by analyzing those initiatives that offer alternatives to the prevailing paradigms. It moves away from African `victimhood` by stressing African `agency` and by demonstrating that societies in Africa have always showed the ability to negotiate whatever constraining ecological, economic and political circumstances they faced. This is further detailed in the context of the literary contest between local and global; of issues of land rights and property; of livelihoods and poverty; of the popular culture; of demystifying African migrations; the changing parameters of territoriality; and the dynamics of the tourist encounter. Abstract: The modern enterprise of anthropology, with all of its important implications for cross-cultural perceptions, perspectives, and self-consciousness emerged from the eighteenth-century intellectual context of the Enlightenment. If the Renaissance discovered perspective in art, it was the Enlightenment that articulated and explored the problem of perspective in viewing history, culture, and society. If the Renaissance was the age of oceanic discovery—most dramatically the discovery of the New World of America—the critical reflections of the Enlightenment brought about an intellectual rediscovery of the New World and thus laid the foundations for modern anthropology. The contributions that constitute this book present the multiple anthropological facets of the Enlightenment, and suggest that the character of its intellectual engagements—acknowledging global diversity, interpreting human societies, and bridging cultural difference—must be understood as a whole to be fundamentally anthropological. Abstract: Since the early 1970s, the Ethiopian society witnessed swift, incredibly dramatic and profound changes in Ethiopia, the country to which the Bible's description of heaven was said to refer. It had turned into a nightmare in a span of two decades. The myth of Ethiopia as the breadbasket of the Horn of Africa was shattered by hunger and starvation taking its toll on millions of lives. The "Sun King", Haile Selassie I, was dethroned by a middle-class revolution and labelled as the "prominent reactionary". A country whose culture was said to be based on the philosophy of human love and dignity turned into a place of terror, torture, and horrifying scenes of dead corpses on the streets. The tradition of appreciating the merits of bravery and kindness was replaced by judging people on their ethnic affiliation, a changed criterion used to redefine the collective identity and the reorganization of state and society. The Evolution of Ethiopian Absolutism is conceived out of professional curiosity and desire to understand and to set these changes in their broader historical context. This book synthesis the development of the Ethiopian state and society at a particular historical stage: the appearance of a new type of power centralization synchronized with Ethiopia's integration into an international state system and capitalist world economy. Adopting a system approach and analysis as a method of cognition, this book reviews major interpretation of the historical process and presents an alternative understanding as well as explanation of the period. It identifies the distinct fiscal systems of the state, reveals the secrets of the Ethiopian independence, and presents a fresh view on the structural problems of economic development. The work is based on a wide range of primary source materials and most essential literature. The empirical data are analyzed within an elaborated hypothesis and theoretical framework to attain reliable information. (Verlagsangaben)

Abstract: The prize was great - not just land, but the riches it held. Southern Africa was once regarded as a worthless jumble of British colonies, Boer republics and African chiefdoms, a troublesome region of little interest to the outside world. But in 1871, everything changed. Prospectors exploring a remote stretch of sun-scorched scrubland chanced upon the world's richest deposits of diamonds. Fifteen years later, an itinerant digger stumbled across the rocky outcrop of a gold-bearing reef on a highveld ridge known as Witwatersrand. Beneath lay the richest deposits of gold ever discovered.Suddenly, the region was a glittering prize. What followed was a titanic struggle fought by the British to gain supremacy throughout southern Africa and by the Boers to preserve the independence of their republics. In this vivid and gripping history of the turbulent years leading up to the founding of the modern state of South Africa in 1910, the author portrays the great wealth and raw power, the deceit and corruption that lay behind Britain's empire-building in southern Africa. Here too are some of the most iconic tales of British imperial history, including the Zulus at Rorke's Drift, the Jameson Raid and the siege and relief of Mafeking. It is a portrait of history red in tooth and claw, of a period when fortunes were made and lost; and when great men had their reputations forged, or dashed, and sometimes both. Among them were two men who came to personify the struggle between the British and the Boers: Cecil Rhodes, the son of an English country parson who used his huge fortune from diamonds and gold to promote the expansion of the British empire as well as his own business interests; and Paul Kruger, the Boer leader and landowner who defied Britain's prime ministers and generals for nearly a quarter of a century. Meredith concludes his magisterial account of the making of South Africa on a note of foreboding.Though the new state was launched on a tide of goodwill, the legacy of hatred and bitterness engendered by the Anglo-Boer war and its cruel aftermath gave rise to a virulent Afrikaner nationalism that eventually took hold of South Africa, with repercussions lasting nearly a century. Abstract: Capturing a unique historical moment, this book examines the changes in urban life since the collapse of the Soviet Union from an ethnographic perspective, thus addressing significant gaps in the literature on cities, Central Asia and post-socialism. It encompasses Tashkent, Almaty, Astana and Ulan-Ude: four cities with quite different responses to the fall of the Soviet Union. Each chapter takes a theme of central significance across this huge geographical terrain, addresses it through one city and contextualizes it by reference to the other sites in this volume. The structure of the book moves from nostalgia and memories of the Soviet past to examine how current changes are being experienced and imagined through the shifting materialities, temporalities and political economies of urban life. Privatization is giving rise to new social geographies, while ethnic and religious sensibilities are creating emergent networks of sacred sites. But, however much ideologies are changing, cities also provide a constant lived mnemonic of lost configurations of ideology and practice, acting as signposts to bankrupted futures. Urban Life in Post-Soviet Asia provides a detailed account of the changing nature of urban life in post-Soviet Asia, clearly elucidating the centrality of these urban transformations to citizens' understandings of their own socio-economic condition.

Abstract: The number of migrants from conflict regions in Africa has been increasing dramatically. The European Union shares dual responsibility for the continuing migration pressure: First, because it fostered over decades corrupt and autocratic regimes with dire disregard to principles of `good governance`. The aftermath of these regimes is still felt today and constitutes one of the underlying factors for politically motivated migration. Second, the EU contributed to Africa`s economic misery due to its selfish external trade policy. Nevertheless, the prevailing perspective of the EU and of its member countries concerning African immigration remains to be focused on security, the foreclosure of its external borders and prevention. Current EU programs and concepts to fight African migration are questionable. Even development-oriented approaches are bound to fail, if not backed by sustainable immigration policies.

Abstract: As the 'Washington Consensus' reforms are losing momentum in Latin America, the Inter-American Development Bank (IDB) is calling for shifting the focus from the content of policy choices to the political process of their implementation. As this paper studies the paradigmatic case of telecommunications reform in Costa Rica it underscores the importance of these 'politics of policies'. The analysis finds, however, that the failure of repeated liberalization initiatives was not only due to policy-makers' errors in steering the project through 'the messy world of politics' (IDB); instead, as liberalization remained unpopular, policy content indeed mattered, and only the interaction of both explains the outcome. Particular attention is drawn to the political feed-back effects, as the failed reform, precisely because it had been backed by bi-partisan support, became a catalyst for the disintegration of the country's long-standing two-party system.

Abstract: Scholars of institutional design attribute large importance to the choice of new institutions. The comparative analysis of how Rwanda and Zambia crafted their new electoral systems and the systems of government regards procedural, structural and rational choice variables which may influence the option for particular solutions. External influences and the type of transition are determinants that can decide which actors make their interests prevail. The degree of innovation or conservatism of new institutions is mainly a result of the speed of the process and the kind of actors involved. However, rational reflections on how to produce legitimacy and minimize personal risks which take into consideration the state of conflict in the country decide on the speed and on innovative outcomes. The structured analysis of only two cases uncovers already that it is rather difficult to realise the transfer of design recommendations into reality. (Abstract)

Abstract: On 1 May 2004, the world witnessed the largest expansion in the history of the European Union (EU). This process has lent new weight to the idea of an expanded EU involvement in East Asia. This paper will examine the question of whether there has been a change in the EU`s foreign policy with respect to its Taiwan policy after the fifth enlargement. It analyses the EU`s policy statements on Asia and China to find evidence. The political behaviour of the EU has not changed, although there has been a slight modification in rhetoric. The EU - notwithstanding its claim to be a global actor - currently continues to keep itself out of one of the biggest conflicts in East Asia. The new members` interests in the East Asia region are too weak to alter the EU`s agenda, and their economic priorities are rather linked to the programmes of the EU than vice versa. (Abstract)

Abstract: This volume takes examples from Morocco, Egypt, Palestine, Iraq, Syria and Germany to demonstrate the potential and the limitations of youth research in the Arab world and beyond. The study of young adults is still underdeveloped as an area of research. Despite growing awareness of its vital significance since September 11th, not a single comprehensive youth study exists for an Arab country. Current research is often scattered, partly inaccessible, and to a great extent concentrates on specialized topics. It is crucial, not merely for Arab societies, to know more about the attitude of almost two-thirds of the Arab population to social and political issues. Apart from one qualitative contribution on young men in Iraq, the volume focuses less on data analysis than on data collection and methodology in very difficult surroundings. The majority of Arab states do not allow opinion surveys to be conducted in their countries. Both major international research centres and individual researchers have had severe problems. Abstract: Haile was born in Ethiopia in 1965 and lived there until she was eleven years old. When the Emperor was deposed by a military coup, Haile's father was shot while 'resisting arrest'. Barely surviving, he escaped with his family and settled in central Minnesota where they struggled with the cultural and financial strain of their drastically changed circumstances. Haile grew up in America, attended Williams College and went on to graduate from Harvard Law School. In 2001, she was the first member of her family to return to Ethiopia. Rebecca Haile's book brings into focus the challenges and consequences of three decades of political upheaval in Ethiopia.

Abstract: Sometime around 1500 A.D., an African farmer planted a maize seed imported from the New World. That act set in motion the remarkable saga of one of the world's most influential crops - one that would transform the future of Africa and of the Atlantic world. Africa's experience with maize is distinctive but also instructive from a global perspective: experts predict that by 2020 maize will become the world's most cultivated crop.

Abstract: This dissertation deals with three major issues: Kyrgyz nomadic customs, Islamic revival, and the emergence of a new national ideology, Tengirchilik . These three factors have current significance in post-Soviet Kyrgyz society and in the development of Kyrgyz national identity. The socio-cultural legacy of nomadic life and the worldview of Tengirchilik, which are closely related to each other, conflict with fundamentalist Islamic ideas and practices, which come from outside. In the past, the nomadic Kazakhs and Kyrgyz easily adopted Sufism, especially the veneration of Sufi saints, because its idea of 'saint worship' was similar to their native religious concept of 'ancestor cult.' Today, unlike Sufism, which was tolerant of people's traditional religious beliefs and practices, foreign and underground Islamic fundamentalist groups in Kyrgyzstan, such as Hizb-ut Tahrir al-Islamiyya (Party of Islamic Liberation), are becoming intolerant towards many Kyrgyz customs and religious practices, and condemn them as bid'ah, idolatrous innovations. In Kyrgyzstan, the clash between 'normative Islam' and 'local Islam' is most evident in traditional religious practices and customs, such as funerals. Traditional funeral rituals among the Kyrgyz and Kazakhs form an institutionalized custom, which is deeply connected with the socio-economic necessities of nomadic life, and that they were able to survive by incorporating some Islamic practices. However, the core native customs and rituals continue to play a significant role in Kazakh and Kyrgyz societies. In response to the competing Islamic and Christian religious activities in their countries, native Kazakh and Kyrgyz intellectuals are trying to revive the ancient, but living worldview of Tengirchilik, which comes from the Old Turkic word Tangri (Sky/God). To replace the commonly accepted term 'shamanism,' which focuses on the figure of the shaman, native intellectuals coined a new term, Tengirchilik, by systematizing all the native religious beliefs and practices shared by Turkic peoples. The advocates of Tengirchilik believe that this ancient worldview offers much more sophisticated views about life and the world than other world religions such as Islam and Christianity. Tengirchilik might find universal support in the future, especially among international environmental organizations, for it treats Nature as God and puts it above everything.
