    Abstract: This compilation of essays, based on papers presented by young anthropologists at the Trilateral Workshop "How anthropology can contribute to affirmative action in South America in the fields of human rights, gender equity and environmental sustainability", held in Montevideo, Uruguay, in February 2017, wants to leave a trace in the process of building up a world anthropological community. The workshop helped to establish a new generation of anthropological researchers from nine different countries, with experience of fieldwork in the Latin-American region, leading in the longer term to future collaborative projects. The publication wants to give testimony of a rich conversation that took place between researchers, civil society's organizations, workers, and policy makers in Montevideo's metropolitan area. lt shows what are the issues that concerned young anthropologists in their practices as researchers, lecturers and activists in the fields of sustainability, gender, human rights and the constitution of knowledge, in the second decade of the 21 st Century.     Abstract: Alina Ziegler bearbeitet in ihrer MA Arbeit, die von Prof. Michael Bollig betreut wurde, ein Thema, das in der deutschen Ethnologie bislang wenig behandelt wurde: die Konstruktion und Inszenierung sozialer Identitäten in einer (Kölner) Schule, in der 95 Prozent der Schüler einen migrantischen Hintergrund haben. Während derartige Arbeiten in der interkulturellen Pädagogik, teilweise auch in der Soziologie, bislang einen (begrenzten) Platz hatten, stellt Ziegler eindrucksvoll unter Beweis, dass eine spezifisch ethnologische Herangehensweise an die Thematik neue Perspektiven eröffnet. Ziegler greift dabei auf ein klassisches "Instrument" ethnologischer Forschung zurück, die teilnehmende Beobachtung: über zwei Jahre hat sie an selbiger Schule die Nachmittagsbetreuung und Hausaufgabenaufsicht koordiniert, hat vielfältige Schulaktivitäten mit Schülern (vor allem Fünft- und Sechstklässlern) unternommen und sich in anderweitigen schulischen Angelegenheiten eingebracht. Aufbauend auf diese lange Zeit der unmittelbaren Teilhabe am Schulgeschehen hat sie verschiedene Verfahren angewendet. Einige wenige Interviews hat sie mit Lehrern und Schulleitung durchgeführt. Die Informationen zu den Innensichten der Kinder hat sie durchgehend aus unmittelbarer Beobachtung oder aus eigens für die Forschung entworfenen Spielen gewonnen. Auf beeindruckende Art und Weise gelingt es Ziegler so den Kindern eine Stimme zu geben. Ihre Ansichten über Identitäten, Eingrenzung und Ausgrenzung werden authentisch kolportiert und nachvollziehbar analysiert. Zentrales Ergebnis der Arbeit Zieglers ist, dass die Kinder ihr "Ausländer-Sein" sehr gezielt und prononciert inszenieren. "Nicht-deutsch" zu sein verleiht Identität und stiftet Gemeinschaft. Die Schüler distanzieren sich explizit von einer deutschen Identität, obwohl viele von ihnen deutsche Staatsbürger sind oder über eine doppelte Staatsbürgerschaft verfügen. Dabei werden vor allem äußere morphologische Merkmale (Hautfarbe, Haar- und Augenfarbe), Religion aber auch die Kontaktintensität mit dem Herkunftsland der Eltern (oft auch der Großeltern) hervorgehoben. Bestimmte Verhaltensweisen werden plakativ als "Nicht-Deutsch" konstruiert. Die Kinder wollen keineswegs eine hybride Identität sondern eine eindeutige. Identität, hier vor allem nationale Identität, wird hier essentialisiert, auch wenn objektive Gegebenheiten genügend Anlass geben würden, den konstruierten, situativen Charakter von Identität herauszustreichen.

The Max Planck Research Group `Ageing in a Time of Mobility` is a global and interdisciplinary project that investigates the interconnections between ageing populations and global migration and mobility and how they jointly bring about new social transformations. The project will explore the different ways through which older persons are actively embedded in global networks and how they engage with new forms of socio-cultural diversity. It focuses on the migration and mobility of older populations in and from the rapidly ageing regions of Asia, Africa and Latin America. This working paper sets out the agenda of the research group, which runs from 2018 - 2023 and funded by the Max Planck Society.

    Abstract: The impact of neoliberal governance on indigenous peoples in liberal settler states may be both enabling and constraining. This book is distinctive in drawing comparisons between three such states--Australia, Canada and New Zealand. In a series of empirically grounded, interpretive micro-studies, it draws out a shared policy coherence, but also exposes idiosyncracies in the operational dynamics of neoliberal governance both within each state and between them. Read together as a collection, these studies broaden the debate about and the analysis of contemporary government policy. The individual studies reveal the forms of actually existing neoliberalism that are variegated by historical, geographical and legal contexts and complex state arrangements. At the same time, they present examples of a more nuanced agential, bottom-up indigenous governmentality. Focusing on intense and complex matters of social policy rather than on resource development and land rights, they demonstrate how indigenous actors engage in trying to govern various fields of activity by acting on the conduct and contexts of everyday neoliberal life, and also on the conduct of state and corporate actors.

    Description / Table of Contents: This paper investigates the origins of pawning in European-African interaction along the Upper Guinea Coast. Pawning in this context refers to the holding of human beings as security for debt or to ensure that treaty obligations be fulfilled. While pawning was an indigenous practice in Upper Guinea, it is proposed here that when the Portuguese arrived in West Africa, they were already familiar with systems of ransoming, especially of members of the nobility. The adoption of pawning and the associated practice of not enslaving members of social elites may be explained by the fact that these customs were already familiar to both the Portuguese and their West African hosts. Vestiges of these social institutions may be found well into the colonial period on the Upper Guinea Coast.

    Abstract: "The Truth about the Desert explores the living conditions under which Tuareg refugees from northern Mali rebuild their lives in the Nigerien diaspora and how these conditions affect their self-understandings and cultural practices, established status hierarchies, and religious identity formation. The book counterbalances an earlier scholarly preoccupation with Tuareg nobility by zoning in on two inferior social status groups, the Bellah-Iklan and free-born vassals, which have been neglected in conventional accounts of Tuareg society. By offering a multi-layered analysis of social status and identity formation in the diaspora, it pleads for a more dynamic understanding of Tuareg socio-political hierarchies. Analyzing in detail how both status groups rely on moralizing labels and racial stereotyping to reformulate their own social and ethnic identity, the study highlights refugees` aspirations and capacities to remake their imaginary and material worlds in the face of adverse and often deeply humiliating living conditions. The book provides vital insights for refugee studies and for scholarly debates on ethnicity, social identity formation, and memory politics. Souleymane Diallo earned his PhD in socio-cultural anthropology from the University of Cologne. His research interests include forceful migrations and memory politics; Islam, spiritual authority, and power in the Sahara; and the theory and practice of anthropological filmmaking."

    Abstract: THIS PRESENT THESIS concerns the lives of young men living in Swakopmund, Namibia: the 'uranium capital of the world'. The price of uranium on the international market depends in many ways on emotion and global sentiment - the way that geographically distant persons feel about nuclear things has an impact on the price-per-barrel of this radioactive sand. As such, changes in international regard for uranium and its associated industries - for example nuclear weapons or energy - have a deep impact at a local level, in places of extraction such as Swakopmund. This work is a study of men's relationships with others in the context of uranium mining; the geology of uranium inspires a deeper understanding of men's actions and feelings whilst also priming the notion of uranium as an actor itself. It is the first such work to explore a Namibian city located outside of the north of the country. It is focussed primarily on men, and especially on issues of relatedness and intimacy, questioning the forms that these take in Swakopmund as a city in which financial imbalance is exceptionally pronounced and also highly racialised, skewed in favour of European (white) settlers. Everyone in Swakopmund comes from elsewhere - with the exception of a very small minority - leaving behind the direct influence of the extended family. Away from extended kinship networks persons are, more-or-less, able to build the relationships that they want to, rather than following the wishes of their families. At the time of the fieldwork that this thesis is based on, the global price of uranium was significantly low, meaning that locally there were few full-time contracts available, with employment - when present - occurring largely on a temporary or short-term basis. As such, this dissertation places conceptions of relatedness and intimacy into the context of these global fluctuations, especially in terms of insecurity and risk. Rather than reinforce a notion of male hegemony, this work demonstrates that men are often subject to power structures which are not their own and that they are - more often than might be thought - scared, vulnerable and afraid. More than that, however, uranium is conceptualised as a monster, with various tentacles that reach out in order to grasp, influence and change parts of Namibian society in order to maintain its control over them. Each chapter is an exploration of one such tentacle, following the lines of different relationship types and situations in terms of the uranium industry itself, the home and family, formal and informal work, and friendship. In conclusion I point out that whilst geographical - and indeed, cultural - distance often hints at an intrinsic incommensurability between those who are 'here' and those who are 'there', the relationships formed by persons in Swakopmund are often not so geographically bound. A person's involvement in such an international market as that of uranium is clear evidence of that; uranium connects Swakopmund with those outside. Yet aside from working in industry, men also seek to make a multitude of new kin-connections, some of which remain local and some of which do not. By following the interpersonal and the intersubjective, this work sheds light on the new forms of intimacy and relatedness that manifest in Swakopmund and beyond. (Summary)

    Abstract: Die Stärke des Selbsthilfegruppen-Ansatzes der Kindernothilfe (KNH) liegt in der expliziten Förderung extrem armer Frauen mit dem Ziel der Armutsreduktion und des ökonomischen, sozialen und politischen Empowerment. Seit 2006 implementiert die lokale Partnerorganisation Kitui Development Centre (KDC) das Projekt in Kitui County, etwa 160 km östlich der Hauptstadt Nairobi im Zentrum Kenias. Sie unterstützt die Gemeinden der Region dabei, die ärmsten Haushalte zu identifizieren und initiiert anschließend die Organisation der Ärmsten der Armen in Selbsthilfegruppen (SHG). Das Projekt spricht explizit Frauen an. Die Frauen sparen gemeinsam kleine Summen und leihen sich gegenseitig Kredite, die zumeist in die Bildung der Kinder und in Einkommen schaffende Tätigkeiten investiert werden. Zum Aufbau von lokalen Kapazitäten werden Trainings zur SHG-Bildung und zu unternehmerischen sowie landwirtschaftlichen Aktivitäten durchgeführt. Die Teilnahme an den SHG verhilft den Frauen nicht nur zu einem steigenden Haushaltseinkommen, sondern auch zu einem höheren Ansehen und Mitspracherecht sowohl in der Familie als auch in der Gemeinde. Mit zunehmender Organisation und wachsendem Kapital setzen sich die Frauen auch für Gemeindebelange ein. Als Reaktion auf die immer wiederkehrenden Dürren wurden zum Beispiel in vielen Dörfern Lebensmittelbanken aufgebaut. Außerdem findet durch die SHG-Struktur eine politische Interessenvertretung zur Verbesserung der Lebensbedingungen der Frauen statt, und der soziale Zusammenhalt wird gestärkt.

In einem Land wie Kambodscha mit relativ hohen Einschulungsraten, aber einer signifikanten Anzahl von Klassenwiederholungen und Schulabbrüchen, vor allem bei armen Schichten, fördert eine morgendliche Schulspeisung (School Feeding) daher den Schulerfolg und führt zu einer Reduzierung der AbbrecherInnen bzw. zu einer Erhöhung derer, die an weiterführende Schulen übergehen.Das World Food Programme (WFP) unterstützt gegenwärtig landesweit in armen Distrikten rund 1.220 Schulen mit derartigen Schulspeisungen. Ab etwa 2020 wird Kambodscha die Maßnahmen in Eigenregie fortsetzen.     Abstract: Le programme mondial de Protection et de Réhabili tation des Sols pour la Sécurité alimentaire au Bénin, abrégé ProSOL, initié par la GIZ (Gesellschaft für Internationale Zusammenarbeit), est mis en œuvre par l`intermédiaire du Ministère béninois de l`agriculture, de l`élevage et de la pêche (MAEP) dans les régions de Zou-Collines et Borgou-Alibori. Cependant, le conseil aux agriculteurs et agricultrices est assuré par le personnel d`encadrement d`Organisations non gouvernementales (ONG) travaillant sur place. Les mesures mises en œuvre par ProSOL se basent sur les expériences réunies lors de projets antérieurs dédiés à la gestion des ressources et sur un certain nombre d`études fondées qui ont été réalisées avant le lancement du projet. À cela s`ajoutent des travaux de recherche réalisés parallèlement au projet, en particulier dans le domaine de la conservation et de la réhabilitation des sols. Dans les villages cibles, les petits producteurs reçoivent une formation de cinq jours aux techniques agricoles de conservation des eaux et des sols. La formation a lieu par groupes de 30 personnes, dont au moins neuf femmes. Les techniques culturales abordées incluent le paillage ( mulching ), l`introduction de cultures intercalaires (p. ex. les légumineuses), l`utilisation du fumier, l`aménagement sur les versants de cordons pierreux parallèles aux courbes de niveau, ainsi que d`autres mesures visant d`une part à permettre à l`eau de pluie de s`infiltrer dans le sol aussi lentement et uniformément que possible, d`autre part à restaurer la fertilité des sols.L`impact sur les rendements de cultures telles que le maïs, le sorgho et d`autres produits est considérable. Les petites exploitations agricoles enregistrent des rendements au moins deux fois plus importants qu`avant. De plus, des terres cultivables que l`on croyait « perdues » peuvent de nouveau être exploitées. Ces mesures profitent en particulier aux femmes, à qui leurs maris laissent souvent les champs de qualité inférieure. Les revenus additionnels sont investis essentiellement dans la nourriture, la scolarisation des enfants, la construction de maisons ou leur rénovation, ainsi que dans l`achat d`intrants agricoles pour la prochaine saison de culture.

    Abstract: Menschenkinder, die für eine gewisse Zeit ausschließlich unter Tieren aufgewachsen sind, werden als Wolfskinder bezeichnet. Es gibt viele Mythen über sie, aber auch einige nachgewiesene Fälle, denen ich in meiner Arbeit nachgehe. Kamala aus Indien, Marcos aus Spanien und Oxana aus der Ukraine lebten jeweils mehrere Jahre in der Obhut von Wölfen bzw. Hunden und haben sich fast vollständig an deren Lebensweise angepasst. Der Versuch, sie in die menschliche Gesellschaft zu resozialisieren zeigt, wie tiefgreifend die tierische Sozialisierung war. Vor allem Kommunikation und Körperkontakt mit den jeweiligen Tieren waren wesentlich für ihre Entwicklung und Prägung. Die spätere Identität der Wolfskinder führte zurück auf den tiefgreifenden Einfluss ihrer nicht-menschlichen Eltern. Die Erkenntnis, man wird zu dem, der einen umgibt, zeigt, dass ein Großteil der eigenen Wesenszüge nicht genetisch sondern durch die Umgebung bedingt ist. Das Phänomen der Wolfskinder sugge-riert, dass diese Eigenschaften austauschbar sind. Die Existenz von Wolfskindern hinterfragt die Grenze zwischen menschlichen und nichtmenschlichen Tieren und fordert eine Neubetrachtung unserer einzigartigen Positi-on im Tierreich.

    Abstract: Migration als Phänomen wird oft mit Fluss- und Flut-Metaphern beschrieben, aber man könnte auch über die "Wellen" und "Gezeiten" von humanitären Akteuren, "Volontouristen" und Forschern sprechen, die sich in jüngster Zeit für Migration und Flucht interessieren (sowie von Förderungswellen für Forschung und humanitäre Intervention, die damit einhergehen). Das im Kontext der europäischen "Flüchtlingskrise" (2015-16) erwachte Interesse an Migration und Vertreibung, verweist auf das bewegliche und changierende Wesen von humanitärer und ethnologischer Intervention, die beide oft auf einer gemeinsamen Logik der Dringlichkeit und der Krise basieren. Dieses Arbeitspapier umreißt die Schlüsselprobleme und Fallstricke in gegenwärtigen ethnologischen Trends in der Erforschung von Vertreibung und verknüpft sie mit verschiedenen Eigenheiten des Ethnologie-Gewerbes. Daran anschließend überdenke ich mögliche Auswege, die Vertreibung sowohl konzeptuell als auch empirisch de-exzeptionalisieren und somit gegen das dominante Verständnis von Migration als Krise wirken können.

    Abstract: Until recently, conflicts have been escalating in Tienko, a small sub-prefecture in north-western Côte d`Ivoire bordering Mali. Agricultural space has increased due to the promotion of cash crops, including cotton, and perennial plants and trees, such as cashew. Furthermore, more and more local farmers have included cattle raising in their livelihood, thereby reducing freely available cattle rangeland. Access to water and pastureland became more complex and challenging, exacerbating conflicts over agro-pastoral resources. In addition, the sociopolitical crisis of 2002 till 2011 transformed interactions between these actors and further instigated conflicts between farmers and herders. However, actors interviewed in 2016 reported that violent conflicts had turned into peacefull interactions. Based on ethnographic date, this article sheds light on the reasons behind the seeming disappearance of conflicts over agro-pastoral resources in Tienko.

    Abstract: Die Maßnahme des Improving Livelihoods and Food Security Project (ILF I- II) zielt darauf ab, Neulandbauern und -bäuerinnen (NLB), die im Zuge einer "Sozialen Landkonzession" in den Provinzen Kampong Speu, Kampong Thom, Kratie und neuerdings Kampong Chhnang je Haushalt ca. zwei Hektar Land zugewiesen bekommen haben, dazu zu befähigen, eine effektive Landbewirtschaftung zu begründen. Wenn sie nach fünf Jahren den Nachweis einer nachhaltigen Landnutzung erbringen können, erhalten sie vom Staat einen dauerhaften Landtiteleintrag. Diese kostenfreie, d.h. "soziale" Landvergabe wurde zwischen 2008 und 2015 vom Weltbank-Projekt LASED (Land Allocation for Social and Economic Development) unterstützt, wobei vor allem die Bewerbung und Zuteilung der Neulandflächen gefördert wurde. Ignoriert wurde dabei, dass die Basisinfrastruktur in den neu gegründeten Dörfern zunächst völlig unzureichend blieb sowie Überbrückungshilfen (für die NLB) bis zur ersten Ernte fehlten, so dass auch nach drei Jahren nur ein kleiner Teil der begünstigten Familien ihr Land effektiv nutzen konnte und viele mangels finanzieller Ressourcen überhaupt nicht in die neue Heimat übergesiedelt waren. Mit dem deutschen Beitrag, der durch das kambodschanische Landwirtschaftsministerium umgesetzt wird, erhalten die NLB deshalb heute eine Überbrückungshilfe, Aus- und Fortbildung in Landwirtschaftstechniken, Maßnahmen zur Einkommensförderung und nicht zuletzt die notwendige Technik, um die schlecht vorbereiteten Buschlandflächen in ebene Felder verwandeln und damit für den Anbau nutzen zu können. Das Projekt zeigt deutlich, dass die Verteilung von Land an arme Haushalte sehr gut zur Armutsminderung beiträgt, dass aber Minimalvoraussetzungen wie Infrastruktur, Training und materielle Überbrückungsleistungen gegeben sein müssen, damit Familien, die ihr Leben bislang als TagelöhnerInnen gefristet haben, erfolgreiche Bauern und Bäuerinnen werden können.

    Abstract: International, national and local legal frameworks have impacts on elephant conservation and the livelihoods of locals that share their existence with wildlife. Legal frameworks of all levels commodify the African elephant. This gives rise to an ethical dilemma, as what is best for conservation of the species may have detrimental effects on livelihoods, in particular where locals are unable to effectively address human-wildlife conflicts with the tools at their disposal, or where they lack motivation to participate in conservation efforts because the relevant commodity - the elephant - does not economically benefit them. Drawing from two case studies from National Parks in northeastern Namibia, the thesis examines the impact of international actors and CITES decisions on elephant conservation and local livelihoods, suggesting that sustainable profitability for local livelihoods is paramount to ensure elephant conservation is successful.

    Abstract: Das von der Welthungerhilfe und der äthiopischen Nichtregierungsorganisation ORDA (Organization for Rehabilitation and Development in Amhara) durchgeführte Projekt "Multi-dimensional food and nutrition security in Amhara" arbeitet in drei Woredas (Distrikten) im Hochland Nordäthiopiens. Etwa 10.400 kleinbäuerliche Haushalte mit insgesamt 50.000 Menschen profitieren von den Projektmaßnahmen. Das Projekt geht das Problem der Ernährungssicherung in der Region von mehreren Seiten an. Zum einen wird die landwirtschaftliche Produktion gesteigert und damit direkt im kleinbäuerlichen Betrieb mehr Nahrung produziert. Erosionsschutz, Kompostbildung, Bewässerung und andere Maßnahmen helfen, die landwirtschaftliche Produktion nachhaltig zu steigern. Bislang konnten die Kleinbauern und Kleinbäuerinnen im Regenfeldbau lediglich eine Ernte pro Jahr erzielen. Nun sind es bis zu drei Ernten im Jahr. Zum anderen werden modellhaft verbesserte Speicher zur Verfügung gestellt, um die hohen Nachernteverluste zu minimieren. Ein drittes Interventionsgebiet ist die Fortbildung von Männern und Frauen in verbesserter Hygiene und Ernährung, verbunden mit Gender-Training. Die Teilnahme am Projekt hat bei allen im Rahmen dieser Studie befragten Familien zu einer quantitativ und qualitativ verbesserten Ernährung sowie zu einem höheren Einkommen geführt. Die Einführung von Spar- und Kreditgruppen hilft den Menschen, ihr zusätzliches Einkommen gewinnbringend einzusetzen. Das zusätzliche Einkommen wird zuerst in die Ausbildung und Versorgung der Kinder investiert. Neben der ökonomischen Wirkung des Projekts schätzen die Bauern und Bäuerinnen auch die sozialen Wirkungen, die das Ansehen der armen Familien erhöht und den Zusammenhalt in der Gemeinde gestärkt haben.

    Abstract: Samburu ist der sechsärmste Bezirk in Kenia. Insbesondere auf dem Land ist die Ernährungsunsicherheit stark ausgeprägt. Ein Großteil der Haushalte lebt von der (semi)-nomadischen Viehhaltung (Pastoralismus), die in den niederschlagreicheren Zonen durch Landwirtschaft begleitet wird. Die Region leidet einerseits an immer wiederkehrenden Viehdiebstählen durch Personen aus den Nachbarbezirken. Andererseits stellen die häufig auftretenden Dürreperioden eine Bedrohung der Existenzgrundlage vieler Haushalte dar. Diesen Herausforderungen versuchte das von der Europäischen Union (EU) finanzierte Projekt "Samburu Livelihood Improvement Project" (SAPLIP) zu begegnen. World Vision Kenia führt SAPLIP gemeinsam mit der nationalen Behörde zum Management von Dürre (NDMA) durch. Mittels eines multisektoralen Ansatzes (u.a. Beiträge zu Viehhaltung, Ackerbau, Forstwirtschaft, Anpassung an den Klimawandel und Wasserversorgung) leistet das Vorhaben einen wichtigen Beitrag, die Widerstandsfähigkeit gegenüber Naturkatastrophen der 21.700 an den Projektmaßnahmen beteiligten Personen zu stärken, ihre Einkommen sowie Ernährungssicherheit durch die Förderung einer nachhaltigen Landwirtschaft zu verbessern und die Konflikte um die Viehdiebstähle zu entschärfen. Konkrete Maßnahmen waren die Einführung von Pflanzenzucht in Gewächshäusern, das Anlegen von Gemüsegärten und verschiedene Fortbildungsmaßnahmen zur nachhaltigen Ressourcennutzung (u.a. die Regenwasserspeicherung und kontrollierte Weidenutzung). Ferner wurden verbesserte Tierrassen, dürreresistentes Saatgut, verbesserte Bienenstöcke und landwirtschaftliche Gerätschaften an die in Gruppen organisierten Teilnehmenden vergeben. Die Befragungen des Instituts für Entwicklung und Frieden (INEF) in Samburu kommen zu dem Ergebnis, dass 46% der 203 befragten ProjektteilnehmerInnen eine mittlere Verbesserung ihrer Lebensumstände und 47% sogar Verbesserungen im hohen Ausmaß verzeichnen konnten. Da die Beteiligten sich neue landwirtschaftliche Kompetenzen aneignen konnten, besteht für sie dank SAPLIP die ausschließliche Abhängigkeit von der Viehhaltung nicht länger. Dies schlägt sich auch in einer gesteigerten Nahrungsmittelerzeugung und im Viehhaltungsbereich insbesondere von erhöhter Milchproduktion nieder.

    Abstract: The study of the quest for the good life and the morality and value it presupposes is not new. To the contrary, this is an ancient issue; its intellectual history can be traced back to Aristotle. In anthropology, the study of morality and value has always been a central concern, despite the claim of some scholars that the recent upsurge of interest in these issues is new. What is novel is how scholars in many disciplines are posing the value question in new ways. The global economic alignments of the present pose many political, moral and theoretical questions, but the central issue the essays in this collection address is: how do relatively poor people of the Australia-Pacific region survive in current precarious times? In looking to answer this question, contributors directly engage the values and concepts of their interlocutors. At a time when understanding local implications of global processes is taking on new urgency, these essays bring finely honed anthropological perspectives to matters of universal human concern--they offer radical empirical critique based on intensive fieldwork that will be of great interest to those seeking to comprehend the bigger picture.

    Abstract: The relationship between women and energy is more apparent in energy poor communities that use biomass fuel to meet their household energy needs. Women in energy poor communities often have the responsibility of suppling and using energy in their homes due to socially assigned roles such as cooking. A significant number of these women reside in rural areas and deal with the daily constraints of poverty. Hence, access to modern energy such as electricity is an asset that enables women to expand their livelihoods and social status. Micro-hydroelectricity generation is one of the innovative and sustainable ways of using natural resources to provide electricity access to remote and inaccessible communities. This study explores how access to electricity through a micro-hydroelectricity scheme has influenced the socio-economic wellbeing of women in Chipendeke village. Different methods of data collection were used during fieldwork. These include participant observation, interviewing, focus group discussions, free listing and pile sorting. The results show that, electricity access enables women to engage in or improve different livelihood strategies such as chicken rearing projects and refrigerating produce for sale. The value of these activities is evident in their ability to enable the financial independence of women and widen the net of sustenance for households within a rural agricultural based economy. Electricity also plays a major role in improving maternal health services at local clinics and women`s use of communication technologies such as cell phones. In addition, the lighting provided by electricity extends the domestic work hours of women. (Verlagsangaben)

    Abstract: In der immer noch nicht fest etablierten Taxonomie von politisch-ökonomischen Herausforderungen, denen sich Länder stellen müssen, die reich an mineralischen Bodenschätzen sind, kann zwischen Fragen guter politischer Governance und wirtschaftlichem Management unterschieden werden. Wirtschaftliche Herausforderungen können weiter unterteilt werden in solche, die zu volkswirtschaftlicher Sparsamkeit einladen, und wachstumsfördernde Strukturpolitik. Das Papier untersucht diese Fragen im Lichte der neueren Literatur zum sogenannten Ressourcenfluch und der Holländischen Krankheit. Systematisch betrachtet resultiert ein Teil der damit zusammenhängenden Probleme aus der Eigenart der extraktiven Industrie, zu isoliert vom Rest der Realwirtschaft zu sein, um ohne weiteres als volkswirtschaftlicher Leitsektor zu funktionieren und positive linkage- und spillover-Effekte zu erzeugen, während negative spillovers in Form von Umweltschäden vorwiegen. Dies verlangt nach einem ersten Bündel industriepolitischer Maßnahmen innerhalb und in der Peripherie von Minen und Ölplattformen. Auf der anderen Seite ist die extraktive Industrie "zu nahe"an dem Rest der Realwirtschaft und belastet sie über die Transmissionskanäle der Holländischen Krankheit. Das Papier untersucht die drei klassischen Kanäle, fügt einen vierten und fünften hinzu, die ebenfalls inklusives Wachstum behindern. Es unternimmt dann eine Neubehandlung der Lösungsvorschläge für die typische Depression in den meisten Branchen mit handelbaren Gütern auf Kosten einiger Branchen, die nicht-handelbare Güter produzieren, -eine Depression, von der nur die mineralischen Produkte selbst ausgenommen sind. Während einige in der Literatur vorgeschlagene Eingriffe einsichtig sind, erscheinen die meisten aktuellen Vorschläge zur Lösung besonders des Transferproblems aus der extraktiven in die restliche Realwirtschaft unplausibel. Neue Ansätze von Industriepolitik weit abseits von Bergbau und Ölförderung werden diskutiert, die erforderlich sind, um der benachteiligten Realwirtschaft aufzuhelfen. Das Papier schließt mit einer Abwägung der Komplexität solcher Strukturpolitik gegen die politischen Herausforderungen von Klientelismus und Korruption. Selbst Regierungen, die diese politischen und moralischen Risiken beherrschen, haben enorme wirtschaftliche Probleme zu lösen und benötigen daher gute technische Hilfe. Der Ressourcenflucht ist also nicht ureigenst ein institutionelles Problem. Internationale Strategien zur `Ressourcensicherung`, die Industrieländer ins Werk setzen, helfen auch nicht bei der Lösung der Kernprobleme in den Produzentenländern.

    Abstract: From the early 2000s, a new discourse emerged, in Africa and the international donor community, that higher education was important for development in Africa. Within this `zeitgeist` of converging interests, a range of agencies agreed that a different, collaborative approach to linking higher education to development was necessary. This led to the establishment of the Higher Education Research and Advocacy Network in Africa (Herana) to concentrate on research and advocacy about the possible role and contribution of universities to development in Africa. This book is the final publication to emerge from the Herana project. The project has also published more than 100 articles, chapters, reports, manuals and datasets, and many presentations have been delivered to share insights gained from the work done by Herana. Given its prolific dissemination, it seems reasonable to ask whether this fourth and final publication will offer the reader anything new. This book is certainly different from previous publications in several respects. First, it is the only book to include an analysis of eight African universities based on the full 15 years of empirical data collected by the project. Second, previous books and reports were published mid-project. This book has benefited from an extended gestation period allowing the authors and contributors to reflect on the project without the distractions associated with managing and participating in a large-scale project. For the first time, some of those who have been involved in Herana since its inception have had the opportunity to at least make an attempt to see part of the wood for the trees. Different does not necessarily mean new. An emphasis on the `newness` of the data and perspectives presented in this book is important because it shows that it is more than a historical record of a donor-funded project. Rather, each chapter in this book brings, to a lesser or greater extent, something new to our understanding of universities, research and development in Africa. (Verlagsangaben)

    Abstract: This article deals with the Cambodian Health Equity Fund (HEF), which, in a modified form since 2000, has enabled around three million people classified as extremely poor, i.e. around 20% of the country`s total population, to receive free health care at various levels. The service financed by the HEF starts with the services of local health centres and extends from district and provincial hospitals (Referral Hospitals) to special treatment in the capital Phnom Penh. The surveys carried out in 2017-2018 by the Institute for Development and Peace (INEF), University of Duisburg-Essen, within the framework of a study in a total of 28 health facilities and among numerous actors in their environment confirm the positive effects of the HEF-supported care system on poor patients. On the one hand, many people who could not afford any medical care before are now visiting the state institutions for treatment purposes. On the other hand, the services offered there have improved significantly compared to earlier years. This is also due to the fact that part of the payments from the HEF (60%) goes to the staff, whose motivation is significantly increased in this way. In particular, mothers-to-be (e.g. free births in qualified health facilities) and women with small children benefit from comprehensive aftercare, which also includes nutrition counselling and thus addresses the problem of widespread malnutrition in Cambodia, especially among children. One challenge remains the fact that a large part of Cambodia`s population is vulnerable (including the extreme- ly poor, this is around 55%), so that a solution must also be found for people living just above the poverty line to enable them affordable access to health services.

    Abstract: Justin McDaniel`s most recent book theorizes `Buddhist leisure` through a critical comparison of public Buddhist sites in several countries.     Abstract: Cities and urban life have become more and more important on the African continent. Between 1995 and 2015, Africa`s urban growth rate has been the highest in the world, over ten times faster than in Europe. With an average annual 3.4% population growth between 1995 and 2015, African cities had the highest urbanization growth rate worldwide (UNHABITAT 2016: 7). While being aware of the significance of changing urban environments, policy and development paths, the contributions of this volume focus on different aspects. Instead of examining structural transformations, the authors examine what it means to live in a city and how it is possible to study these experiences. It is necessary to keep in mind that neither numbers on urban development rates nor data on the rising average income of city dwellers can describe the meaningfulness of life in African cities. But what is the relation of "The Metropolis and Mental Life" (Simmel 1971 [1903]) and can we find a special way of "Urbanism as a way of life" (Wirth 1938) in 21st century African settings? If we can answer these questions positively, how can we understand the specific qualities of life in African cities? To answer these and more questions, the proposed volume aims to examine aspects of living in African cities from an interdisciplinary point of view with a focus on qualitative approaches. By considering the hows and whys in several settings - Nairobi, Khartoum, Addis Ababa and Dar es Salaam - the texts collected here want to give a more precise description by qualitative account and not by quantitative research: The contributions study social groups, actors including practices and influences such as politics that shape contemporary African cities and urban spaces. They also raise methodological questions regarding research on living in African cities. The different approaches to practices, politics, city dwellers and their cities complement each other and open new analytical perspectives to study the dynamics and the fluid processes of living in urban Africa. This reciprocal relationship of cities and their residents in the African context also discloses differentiations in power relations, lifestyles and milieus, which influence mechanisms of inclusion and exclusion in the everyday life of urban spaces.

    Abstract: This study focuses on one small but rapidly urbanizing city in arid northwest Namibia, where urban and peri-urban crop cultivation has been expanding in recent decades, yet the reasons behind this development are unclear. This thesis aims to identify the factors that are driving this change through three analytical lenses: demographic, socio-economic, and environmental. To achieve this, an understanding of the local food system was established both from the consumption and production side. A market survey was conducted, and farmer and agency interviews were carried out during a six-week research period on site in Opuwo, Namibia. The main drivers for crop expansion that emerged from this study include: environmental stressors, population pressure and urban migration; economic savings and dietary supplement; and supporting the informal social safety net. This paper discusses how these closely interconnected and complex factors work to influence the growth of cultivation in this water scarce landscape. (Verlagsangaben)

    Abstract: In diesem Beitrag geht es um den kambodschanischen Gesundheitsfonds für Arme (Health Equity Fund, HEF), der in modifizierter Form seit dem Jahr 2000 rund drei Millionen als extrem arm eingestuften Menschen, d.h. etwa 20% der Gesamtbevölkerung des Landes, eine kostenfreie Gesundheitsversorgung auf verschiedenen Ebenen ermöglicht. Der über den HEF finanzierte Service beginnt bei den Leistungen lokaler Gesundheitszentren (Health Centers) und führt über Distrikt- und Provinzkrankenhäuser (Referral Hospitals) bis hin zur Spezialbehandlung in der Hauptstadt Phnom Penh. Die im Rahmen einer Studie des Instituts für Entwicklung und Frieden (INEF) der Universität Duisburg-Essen im Jahre 2017 durchgeführten Befragungen in insgesamt 28 Gesundheitseinrichtungen und bei zahlreichen Akteuren in deren Umfeld bestätigen die positiven Wirkungen des HEF-geförderten Versorgungssystems auf die armen PatientInnen. Einerseits suchen nun sehr viele Personen, die sich zuvor gar keine medizinische Versorgung leisten konnten, die staatlichen Einrichtungen zu Behandlungszwecken auf. Andererseits sind die dort angebotenen Leistungen im Vergleich zu früher in den letzten Jahren deutlich verbessert worden. Dies liegt auch daran, dass ein Teil der Zahlungen aus dem HEF (60%) an das Personal geht, dessen Motivation auf diese Weise deutlich gesteigert wird. Besonders profitieren vom HEF werdende Mütter (z.B. kostenfreie Geburten in qualifizierten Gesundheitseinrichtungen) und Frauen mit Kleinkindern durch eine umfassende Nachbetreuung, die auch Ernährungsberatung umfasst und damit das Problem weit verbreiteter Mangelernährung in Kambodscha gerade bei Kindern angeht. Eine Herausforderung bleibt die Tatsache, dass ein großer Teil der Bevölkerung Kambodschas vulne- rabel ist (inklusive der extrem Armen sind dies rund 55%), so dass auch für die Menschen, die nur knapp oberhalb der Armutsgrenze leben, eine Lösung gefunden werden muss, die ihnen einen erschwinglichen Zugang zu Gesundheitsdienstleistungen ermöglicht.

    Abstract: Das Globalvorhaben Bodenschutz und Bodenrehabi litierung für Ernährungssicherung der Gesellschaft für Internationale Zusammenarbeit (GIZ) in Benin, dort kurz ProSOL genannt, wird über das Ministerium für Landwirtschaft, Viehhaltung und Fischerei (MAEP) in den beiden Regionen Zou-Collines und Borgou-Alibori implementiert. Die Beratung der Bauern und Bäuerinnen erfolgt jedoch über lokale Nichtregierungsorganisationen (NRO). ProSOL gründet seine Aktivitäten auf den Erfahrungen von früheren Projekten, die im Ressourcenmanagement tätig waren, sowie auf einer Reihe fundierter Studien, die vor Projektbeginn durchgeführt wurden. Hinzu kommt projektbegleitende Forschung, vor allem im Bereich Bodenschutz und Bodenfruchtbarkeit. In den Projektdörfern werden jeweils Gruppen mit 30 Mitgliedern, davon mindestens neun Frauen, fünf Tage lang in Kulturtechniken fortgebildet, die dem Boden- und Wasserschutz dienen. Dazu gehören Mulchen, die Anlage einer Zwischenkultur z.B. mit Leguminosen, die Nutzung von Kuhdung, die Errichtung von hangkonturparallelen Steinreihen und anderen Maßnahmen, die zum einen den Niederschlägen ermöglichen, möglichst langsam und gleichmäßig in den Boden zu infiltrieren und zum anderen die Bodenfruchtbarkeit wiederherstellen. Die Wirkungen auf die Ernteerträge bei Mais, Sorghum und anderen Kulturen sind beträchtlich. Die Bauern und Bäuerinnen verzeichnen mindestens das Doppelte ihrer vorigen Erträge. Bereits "verloren" geglaubte Äcker können zudem wieder bewirtschaftet werden. Vor allem Frauen, denen oft von ihren Männern minderwertige Felder zur Bearbeitung überlassen werden, profitieren von den Maßnahmen. Das erwirtschaftete Einkommen wird vor allem in die Ernährung der Familie investiert, in den Schulbesuch der Kinder, den Hausbau oder deren Renovierung sowie in landwirtschaftliche Inputs für die nächste Anbausaison.

    Abstract: This thesis attempts to critically engage with urbanization processes through the lens of informality. That is, urban informality as an enduring concept that defines, describes, and delineates urban development. Using case studies from Delhi, it theorizes informality as a practice and seeks to understand its complex social and power dynamics. The research, based on secondary archival and primary qualitative data, shows the role of informality in the production of space, the everyday politics and reasoning of those who are involved in such practices. This thesis develops on how urban informality forms a critical lens in understanding the urbanization process in India rather than understanding informality via the urbanization process. It is broken down into three components, each of which yields a different scale to the analysis. The first component explores the discursive construction of slums in the Indian parliamentary debates. The slum is a contested settlement category, which provides a very specific illustration of urban informality`s contested notions. This section analyses the debates related to slums from the upper house (Rajya Sabha) of the Indian Parliament over a period of 61 years from 1953 until 2014. Using a Foucauldian framework of governmentality and biopolitics, this part outlines the historical progression of the debates, the rationale around conceptualization of slums, and how they transformed into actions via policy and/or legislation. This section analyses the discursive transformation of the notion of slums from a political subject to a technical object and in the process, how the state makes itself indispensable to deal with urban informality. The second component investigates the role of urban informality in producing the city. It takes the informal dumpling (momos) manufacturing-and-selling sector in Delhi`s Chirag Dilli settlement as a case study. Building on a Lefebvrian conceptualization of space, it illustrates how this particular informal cottage industry contributes to the social production of the city as well as of the physical settlement in which it is located. The results show, first, how the built form of the inhabited settlement gets co-produced with newer living patterns and building typologies. Second, they demonstrate the contribution of informality to the production of the city. Thus, taking an alternate narrative to the state or the conflict with the state being the primary agent in the production of the city. The third component of the research aims to understand how informality is being produced, and why the same actors oscillate between formal and informal practices. In this regard, a study of water supply management and solid waste management in and around the slum settlement of Jagdamba Camp is taken as a case study. This part of the thesis theorizes informality as a practice using Bourdieu and demonstrates through the case study that the production of informality is a highly varied and nuanced process. It takes the urban infrastructure as a medium to understand social and political aspects of the society. The results argue that informality as a practice is not completely dependent on the habitus of the actors, but on the rules of the field in which these actors operate. This opens the analytical possibility to understand how and why the same actors practice both formality and informality in different fields. The three components are the core chapters of this thesis-by-article. They come together in understanding the urbanization process via informality rather than using formal urbanization to understand informality. The first part outlines the larger historical development of informality resulting in various state legislations. The following two components outline how the people cope, adapt, and influence these legislations resulting in a distinct urbanization process. The overall results are framed using perspectives from southern theory and show how informal practices are universal, but these practices get differentially connoted and acted upon. (Abstract)

    Description / Table of Contents: Constitution-making plays an increasingly important role for conflict resolution and state-building. Both scholars and practitioners assume that legal procedures and standards of constitution-making can provide useful structures for resolving potentially violent political contest and debate, and thereby contribute to reconciliation and consensus finding. This paper revisits these assumptions by offering an empirical perspective on the Libyan constitution-making process.After a synopsis of current approaches to constitution-making, this paper turns to a detailed description of the Libyan constitution-making process. It provides an overview of the actors engaged in the constitution-making process and the ways in which law, including constitutional law-making, is actually used and put to work in a post-conflict scenario. In Libya, the constitution-making process did not bring the desired security and stability, but instead was marked by the same socio-political rifts that dominated Libya`s overall transition. The final constitutional draft is highly contested and is unlikely to serve as the basis for a new Libyan state.While acknowledging that each constitution-making process needs to be understood in its own terms, the conclusion reassesses the role that constitution-making may play in post-conflict scenarios more broadly. The Libyan constitution-making process shows that when societal conflict is great and the political landscape is deeply divided, a constitution-making process is unlikely to serve as a catalyst for peace or national unity. On the contrary, given the importance attributed to the constitution for the long-term distribution of political power, constitution-making risks becoming a high-stakes arena of political conflict. This paper highlights the pitfalls of seeking constitutional settlement in post-conflict environments and casts doubt on the technocratic vision that states can be built in a rational and orderly fashion.

    Abstract: The emergent literature on mainstreaming immigrant integration frequently references the term superdiversity. The diversification of migration is put forward as one rational for implementing measures to support immigrant integration across policy fields and across levels of policy making. In this paper I reflect on those assertions and argue that contrarily using superdiversity is not an argument in favour of mainstreaming immigrant integration, but that instead a superdiversity lens is uniquely placed to critically examine whether the goal of mainstreaming should be integration at all. To move this argument forward I propose more concertedly thinking about the merits of better understanding convivial disintegration as a more adequate starting point for thinking through the social and economic implications of international migration and how to address them through policy interventions.

    Abstract: The global demand for water has been increasing at a rate of about 1% per year over the past decades as a function of population growth, economic development and changing consumption patterns, among other factors, and it will continue to grow significantly over the foreseeable future. Industrial and domestic demand for water will increase much faster than agricultural demand, although agriculture will remain the largest user overall. The vast majority of the growth in demand for water will occur in countries with developing or emerging economies.At the same time, the global water cycle is intensifying due to climate change, with wetter regions generally becoming wetter and drier regions becoming even drier. Other global changes (e.g., urbanisation, de-forestation, intensification of agriculture) add to these challenges.The United Nations World Water Development Report, Nature-based Solutions for Water, launched 19 March 2018 during the 8th World Water Forum, and in conjunction to the World Water Day, demonstrates how nature-based solutions (NBS) offer a vital means of moving beyond business-as-usual to address many of the world`s water challenges while simultaneously delivering additional benefits vital to all aspects of sustainable development.NBS use or mimic natural processes to enhance water availability (e.g., soil moisture retention, groundwater recharge), improve water quality (e.g., natural and constructed wetlands, riparian buffer strips), and reduce risks associated with water-related disasters and climate change (e.g., floodplain restoration, green roofs).Currently, water management remains heavily dominated by traditional, human-built (i.e. `grey`) infrastructure and the enormous potential for NBS remains under-utilized. NBS include green infrastructure that can substitute, augment or work in parallel with grey infrastructure in a cost-effective manner. The goal is to find the most appropriate blend of green and grey investments to maximize benefits and system efficiency while minimizing costs and trade-offs.

    Abstract: This present study examines the impact of conservancies on community livelihoods and the environment by the example of Impalila Conservancy, a conservancy located in the most north-eastern part of Namibia. The data is based on a literature research, informal interviews, unstructured interviews and 20 semi-structured interviews with representatives of the different stakeholder groups, i.e. the conservancy management, the tourism sector and the community, to assess respective problems and perception of stakeholders within the conservancy setting. First, a survey is given on the theoretical framework of the conservancy approach that is based on the concepts of sustainability, ubuntu/ indigenous knowledge systems and community-based natural resource management. The data revealed that Impalila Conservancy currently does not belong to the successful Namibian conservancies. Deficits, some with different priorities depending on the stakeholder group, were identified at different levels, such as (1) institutional development and governance, (2) natural resource management and conservation, (3) economic conservation approaches and livelihood diversification, and (4) stakeholder relations. These deficits were largely attributed to previous mismanagements. (Verlagsangaben)

    Abstract: The Bounty from the Beach is a collection of cross-disciplinary essays, capitalising on a widely shared fascination for the Bounty story in order to draw scholarly attention to Oceania. It aims to reorient the Bounty focus away from the West, where most Bounty narratives and studies have emerged, to the Pacific, where most of the original events unfolded. It investigates the Bounty heritage from the standpoint of the beach, Greg Dening`s metaphor for culture contact and conflict in the Pacific Islands: this liminal place that transforms Islanders and voyagers, islands and ships, each time it is crossed. It analyses the way newcomers create new islands, and how these changes may occasionally impact the world. This volume examines the `little people`, to use another of Dening`s expressions, who stand `on both sides of the beach`: they are Polynesian or European or, as beaches are crossed and remade, no longer one without the other, but bound together in processes of change. Among these people are Bounty sailors, beachcombers, Pitcairners and indigenous Pacific Islanders of the past and the present.This collection also explores the works of some renowned Western writers and actors who, turning mutineers after their own fashion and in their own times, themselves crossed the beach and attempted to illuminate the `little people` involved in the Bounty narratives. These prominent writers and actors put the spotlight on characters who were silenced on account of race, class or geographical distance from the dominant centres of power. Inspired by Dening`s empowering voice, our purpose is to fill that silence.Just as it criss-crosses the ocean, progressing with the ship through time and space, The Bounty from the Beach ranges far and wide across disciplines, methodologies and scholarly styles. Its multidisciplinary course contributes to illuminate the multiple ways in which the Bounty heritage embraces diverse horizons. It throws light on the colonial discourse that undertook to stifle Pacific Islander agency, and the neocolonial policies that have been applied to Oceania, and still are: hegemonic moves that have led to global environmental, nuclear and ecological hazards.     Abstract: The Lives of Stories traces three stories of Aboriginal-settler friendships that intersect with the ways in which Australians remember founding national stories, build narratives for cultural revival, and work on reconciliation and self-determination. These three stories, which are still being told with creativity and commitment by storytellers today, are the story of James Morrill's adoption by Birri-Gubba people and re-adoption 17 years later into the new colony of Queensland, the story of Bennelong and his relationship with Governor Phillip and the Sydney colonists, and the story of friendship between Wiradjuri leader Windradyne and the Suttor family. Each is an intimate story about people involved in relationships of goodwill, care, adoptive kinship and mutual learning across cultures, and the strains of maintaining or relinquishing these bonds as they took part in the larger events that signified the colonisation of Aboriginal lands by the British. Each is a story in which cross-cultural understanding and misunderstanding are deeply embedded, and in which the act of storytelling itself has always been an engagement in cross-cultural relations. The Lives of Stories reflects on the nature of story as part of our cultural inheritance, and seeks to engage the reader in becoming more conscious of our own effect as history-makers as we retell old stories with new meanings in the present, and pass them on to new generations.

    Abstract: The Australian Federal Native Title Act 1993 marked a revolution in the recognition of the rights of Australia's Indigenous peoples. The legislation established a means whereby Indigenous Australians could make application to the Federal Court for the recognition of their rights to traditional country. The fiction that Australia was terra nullius (or 'void country'), which had prevailed since European settlement, was overturned. The ensuing legal cases, mediated resolutions and agreements made within the terms of the Native Title Act quickly proved the importance of having sound, scholarly and well-researched anthropology conducted with claimants so that the fundamentals of the claims made could be properly established. In turn, this meant that those opposing the claims would also benefit from anthropological expertise. This is a book about the practical aspects of anthropology that are relevant to the exercise of the discipline within the native title context. The engagement of anthropology with legal process, determined by federal legislation, raises significant practical as well as ethical issues that are explored in this book. It will be of interest to all involved in the native title process, including anthropologists and other researchers, lawyers and judges, as well as those who manage the claim process. It will also be relevant to all who seek to explore the role of anthropology in relation to Indigenous rights, legislation and the state.

    Abstract: From September 1990 to June 1991, the UK deployed 53,462 military personnel in the Gulf War. After the end of the conflict anecdotal reports of various disorders affecting troops who fought in the Gulf began to surface. This mysterious illness was given the name "Gulf War Syndrome" (GWS). This book is an investigation into this recently emergent illness, particularly relevant given ongoing UK deployments to Iraq, describing how the illness became a potent symbol for a plethora of issues, anxieties, and concerns. At present, the debate about GWS is polarized along two lines: there are those who think it is a unique, organic condition caused by Gulf War toxins and those who argue that it is probably a psychological condition that can be seen as part of a larger group of illnesses. Using the methods and perspective of anthropology, with its focus on nuances and subtleties, the author provides a new approach to understanding GWS, one that makes sense of the cultural circumstances, specific and general, which gave rise to the illness.     Abstract: This paper gives an account of the unmaking of Soviet workers at the Vernissage in Armenia. I argue that the unmaking of Soviet workers, first, is the irrelevance of Soviet workers as workers once they lost their jobs after the collapse of the Soviet Union and came to the Vernissage to trade. During the Soviet period, private trade was forbidden, and the Soviet government persecuted people who dared to engage in it. Consequently, many people grew up thinking of trade as a criminal activity that was non-productive and parasitic, as opposed to productive work that facilitated the modernization of the USSR. After the dissolution of the USSR, when trade was liberalized and many former Soviet workers were pushed into trade as they lost their jobs, it still retained its quality of not being "real" work, to borrow Roberman`s (2013) wording. Even 25 years after the dissolution of the USSR, former Soviet workers at the Vernissage still want to be identified with their former Soviet occupations and not with trade. However, now engaged in trade, former Soviet workers came up with a "new" way of establishing identity and hierarchy—through production. I describe this "new" way as "the identification game"; employing it, I demonstrate how former Soviet workers at the Vernissage identify and represent themselves as masters, whose work is productive and intellectual. In doing so, they single out resellers, people who resell the work of other masters, by implying that their work is parasitic and selfish. However, this "identification game" is reified only by the older generation of traders, former Soviet workers. The younger generation of traders at the Vernissage, which does not have any experience of being Soviet workers, is disengaged from it, thus undermining the Soviet view of trade as not "real" work and making it irrelevant in the postsocialist era. Thus, I contend that the unmaking of Soviet workers consists in, first, their irrelevance as workers in a postsocialist period, and second, the irrelevance of their ideas about trade as not "real" work. Furthermore, to support my depiction of a master who engages in "the identification game" and a younger-generation trader who is disengaged from it, I give two ethnographic portraits of traders at the Vernissage. I assert that the disengagement of a younger generation of traders at the Vernissage signals a change in the perception of trade as "real" work and runs parallel to the unmaking of Soviet workers.

    Abstract: Des inégalités sociales face à la gestion de l`environnement urbain sont de plus en plus marquées dans le monde en développement dont l`Afrique subsaharienne. Confrontées à la production croissante des déchets solides et à la pollution engendrée, la plupart des villes africaines connaissent depuis quelques décennies des changements dans les systèmes de gouvernance, engageant notamment le secteur privé dans le service de propreté urbaine. Cette thèse cherche à comprendre comment les inégalités environnementales se construisent en milieu urbain autour de la collecte, du transport, et de la mise en décharge des déchets solides municipaux dans le cadre d`un partenariat public-privé.La présente recherche combine différentes approches théoriques et méthodologiques associées aux questions d`inégalités et de justice environnementales en ville, en s`inspirant du champ de réflexion plus large de la urban political ecology. Elle permet ainsi d`examiner les facteurs de production des inégalités environnementales à travers des liens de pouvoir et de politique entre institutions et acteurs de déchets. Plus précisément, elle analyse les causes du rendu partiel du service de propreté urbaine dans les quartiers planifiés et non planifiés de Bafoussam, ville moyenne et capitale régionale de l`ouest Cameroun.Des méthodes quantitatives et surtout qualitatives, y compris l`observation participante, mobilisées dans l`étude permettent d`interroger la société urbaine, mais aussi les pouvoirs publics et privés, ainsi que les pratiques quotidiennes d`une complexité d`acteurs et de secteurs formels et informels dans leurs itinéraires et espaces urbains respectifs autour d`une ressource à la fois disputée et rejetée. La thèse s`appuie sur plusieurs enquêtes de terrain effectuées sur environ huit mois entre 2014 et 2016 auprès de différents acteurs de la gestion des déchets, notamment la société privée HYSACAM (Hygiène et Salubrité du Cameroun) dans la ville de Bafoussam.Les résultats indiquent que le circuit des déchets (du point de production à la mise en décharge, y compris les espaces de collecte et de transport) traduit diverses formes d`inégalités liées à l`accès au service de propreté urbaine, aux pratiques de collecte, mais aussi à l`exposition de certains groupes d`habitants à la pollution de la décharge municipale.Les processus d`urbanisation et de la fragmentation urbaine entrainent des inégalités variées selon le cadre socioéconomique, institutionnel et politique qui entoure les nombreux acteurs de la chaîne de gestion de déchets. Ces inégalités sont pacifiquement combattues par les urbains dont les habitants du quartier de la décharge municipale.La thèse soutient que l`analyse de la gestion des déchets solides municipaux sous l`intervention d`un partenariat public-privé dans les espaces de la ville intermédiaire d`Afrique subsaharienne ne rend pas exclusivement compte d`une formule salvatrice de l`amélioration de la qualité de l`environnement urbain, mais permet de retracer les moments de production des inégalités environnementales en milieu urbain.     Abstract: Der vorliegende Beitrag rückt eine vernachlässigte Perspektive auf das Migrationsrecht ins Zentrum. Die Perspektive, wonach das Migrationsrecht in erster Linie Zugangsrechte zu Institutionengefügen zuteilt und deren Übertragung regelt. Ausgehend von der neuen Institutionenökonomie wird diese Perspektive hergeleitet und aufgezeigt, dass sie in den bisher formulierten Prämissen des Migrationsrechts nicht integriert werden kann. Sie ist ergänzend zu diesen Prämissen hilfreich und kann deren blinden Flecken aufdecken. Eine institutionenökonomische Perspektive auf das Migrationsrecht hilft uns aber nicht nur besser, die Wirkungsweise dieses Rechtsgebietes - insbesondere seine Verteilungswirkung - besser zu verstehen, sondern ist auch für ein besseres Verständnis des zu regulierenden Phänomens hilfreich. Insbesondere zeigt die institutionenökonomische Perspektive auf das Migrationsrecht, warum die Kontrolle über die eigene Migration ein Gut ist, zu dem es kaum Surrogate gibt und warum es unwahrscheinlich ist, dass Migration einfacher zu regulieren wird, wenn globale Wohlstandsunterschiede sich verringern sollten. Zuletzt hilft die Perspektive, eine Reihe von normativen Problemen in der Migrationsethik neu zu formulieren.

    Abstract: Die Identifikation (Targeting) der (extrem) Armen ist ein Muss für eine gezielte und effiziente Unterstützung vor allem im Rahmen von sozialen Sicherungssystemen. Die Vermeidung von Inklusions- und Exklusionsfehlern stellt dabei eine Herausforderung da, zudem wird nur allzuhäufig Targeting in zu großen zeitlichen Abständen durchgeführt. Mit dem System ID Poor wurde in Kambodscha ein Verfahren entwickelt, das durch Partizipation an der Basis und Transparenz relativ wenige Inklusions- und Exklusionsfehler aufweist. Zudem erfolgt der Targeting-Prozess regelmäßig, bisher landesweit alle drei Jahre, und wie dieser INEF-Bericht zeigt, ist seit 2018 auch eine Nachidentifikation bisher nicht berücksichtigter armer Personen zwischen den Gesamterhebungen möglich.

    Abstract: A growing literature discusses the access of migrants to property rights over assets as a requirement for the protection of their human rights and basic interests. Little attention, however, has been paid to the fact that the right to decide to migrate to a given place is itself a property right. This paper aims to close this gap by describing international treaties regarding migration as mechanisms to transfer bundles of these property rights. This approach allows for the comparison of the distributional effects of different treaties regarding migration. It also allows to demonstrate that such treaties often do not limit themselves to transactions of property rights among states but are capable of transacting property rights from states to individuals. A property rights approach highlights that the exclusion of potential immigrants from would-be receiving countries means to impose a - sometimes negative - external effect on them and their country of origin. A review of different types of treaties highlights the tendency in all of them to internalize such external effects. The paper thus predicts that the prevention of migration will get more expensive as the external effects of this activity will have to be internalized to a growing degree.

    Abstract: Wide-ranging contact networks ensure the dissemination and transfer of knowledge and goods as well as cultural values. The transport of loads and people can be seen as one of the most important cornerstones of such exchange systems. Therefore, the search for means of transportation and the development of suitable vehicles have probably been firmly anchored in human thought since time immemorial. The contributions presented here are based on the papers presented at the conference "Transports, Transport Routes and Transport Structures" of the Bronze Age Working Group and the Collaborative Research Center 1070 Resource Cultures. They not only summarize existing evidence on transport routes and vehicles as well as statements on infrastructure in the archaeological record of the Bronze Age, but also add numerous aspects worth knowing. What can these findings tell us about the transport vehicles and their significance? What characteristics did they have? Were the found objects worn out or deliberately destroyed vehicles or parts of such vehicles? Which implications on the technological and social level can be connected with the findings? How should we imagine the Bronze Age infrastructure in different regions? To what extent did traffic routes and exchange form a resource?     Abstract: Weiträumige Kontaktnetzwerke sorgen für Verbreitung und Transfer von Wissen und Gütern sowie von kulturellen Werten. Der Transport von Lasten und Menschen kann als einer der wichtigsten Eckpfeiler solcher Austauschsysteme gesehen werden. Daher dürften die Suche nach Transportmöglichkeiten und die Entwicklung geeigneter Vehikel in der menschlichen Gedankenwelt seit jeher fest verankert sein. Die hier vorliegenden Beiträge basieren auf den Vorträgen der Tagung „Transporte, Transportwege und Transportstrukturen“ der Arbeitsgemeinschaft Bronzezeit und des Sonderforschungsbereiches 1070 RessourcenKulturen. Sie fassen im archäologischen Befund der Bronzezeit vorhandene Evidenzen zu Transportwegen und -fahrzeugen sowie Aussagen zu Infrastruktur nicht nur zusammen, sondern ergänzen diese um zahlreiche wissenswerte Aspekte. Was können diese Befunde über die Transportvehikel und ihre Bedeutung aussagen? Welche Eigenschaften wiesen diese auf? Handelt es sich bei den Fundstücken um abgenutzte oder mutwillig zerstörte Fahrzeuge bzw. Teile von solchen?     Abstract: The Dutch and English East India Companies were formidable organisations that were gifted with expansive powers that allowed them to conduct diplomacy, raise armies and seize territorial possessions. Ein Phänomen, das natürlich auch Einfluss auf den Ausdruck von Eigenschaftskonzepten hat.

    Abstract: Between the Plough and the Pick deepens our understanding of informal, artisanal and small-scale mining, popularly known as ASM. The book engages with wider scholarly conceptualisations of contemporary global social, agrarian and political changes, whilst underlining the roles that local social-political-historical contexts play in shaping mineral extractive processes and practices. It shows that the people who are engaged in these mining practices are often the poorest and most exploited labourers--erstwhile peasants caught in the vortex of global change, who perform the most insecure and dangerous tasks. Although these people are located at the margins of mainstream economic life, they collectively produce enormous amounts of diverse material commodities and find a livelihood (and often a pathway out of oppressive poverty). The contributions to this book bring these people to the forefront of debates on resource politics. The contributors are international scholars and practitioners who explore the complexities in the histories, in labour and production practices, the forces driving such mining, the creative agency and capacities of these miners, as well as the human and environmental costs of ASM. They show how these informal, artisanal and small-scale miners are inextricably engaged with, or bound to, global commodity values, are intimately involved in the production of new extractive territories and rural economies, and how their labour reshapes agrarian communities and landscapes of resource access and control. This book drives home the understanding that, collectively, this social and economic milieu redefines our conceptualisation of resource politics, mineral-dependent livelihoods, extractive geographies of resources and commodities, and their multiple meanings.

    Abstract: There are many different methods in qualitative research and also many ways to approach the analysis of qualitative data. Even though nowadays, the use of Computer-Aided Qualitative Data Analysis Software (CAQDAS) is widespread, usually in the books and papers that describe an approach, it is not explained how to implement the analysis using software; it is assumed that this is self-explanatory. This often leads to frustration when using an analysis package ((Weber 2014), up to the point where the analysis is given up and researchers return to paper and pencil. To work with CAQDAS, one must first know which requirements the chosen analysis approach has. Then one needs to be familiar with the features that the software offers. And thirdly, one needs to know how the individual methodological steps can be implemented. This paper shows how the phases of a selected Thematic Content Analysis (TCA) can be realized in a software-aided analysis. The sample project that is used here for illustration purposes was provided by Jacks Soratto and Denise Pires. It is about job satisfaction and the dissatisfaction of professionals working in the Family Health System in Brazil. The implementation is described by the CAQDAS expert Susanne Friese. Before presenting the implementation, the different approaches of TCA are presented, and the individual analysis phases are explained. This paper is the second in a series that describes how a qualitative data analysis approach can be implemented using computerized qualitative data analysis software. The first one was on how to conduct a Grounded Theory analysis with ATLAS.ti (Friese, 2016).

    Abstract: The discovery of oil in Uganda in 2006 ushered in an oil-age era with new prospects of unforeseen riches. However, after an initial exploration boom developments stalled. Unlike other countries with major oil discoveries, Uganda has been slow in developing its oil. In fact, over ten years after the first discoveries, there is still no oil. During the time of the research for this book between 2012 and 2015, Uganda`s oil had not yet fully materialised but was becoming. The overarching characteristic of this research project was waiting for the big changes to come: a waiting characterised by indeterminacy. There is a timeline but every year it gets expanded and in 2018 having oil still seems to belong to an uncertain future. This book looks at the waiting period as a time of not-yet-ness and describes the practices of future- and resource-making in Uganda. How did Ugandans handle the new resource wealth and how did they imagine their future with oil to be? This ethnography is concerned with Uganda`s oil and the way Ugandans anticipated different futures with it: promising futures of wealth and development and disturbing futures of destruction and suffering. The book works out how uncertainty was an underlying feature of these anticipations and how risks and risk discourses shaped the imaginations of possible futures. Much of the talk around the oil involved the dichotomy of blessing or curse and it was not clear, which one the oil would be. Rather than adding another assessment of what the future with oil will be like, this book describes the predictions and prophesies as an essential part of how resources are being made. This ethnography shows how various actors in Uganda, from the state, the oil industry, the civil society, and the extractive communities, have tried to negotiate their position in the oil arena. Annika Witte argues in this book that by establishing their risks and using them as power resources actors can influence the becoming of oil as a resource and their own place in a petro-future. The book offers one of the first ethnographic accounts of Uganda`s oil and the negotiations that took place in an oil state to be. (Verlagsangaben)

    Abstract: Cette étude agroécologique du développement maraicher porte sur la transformation des rapports entre un environnement naturel (les terroirs maraichers des zones de Réo et de Ouagadougou), une population, et des activités qui les relient. Elle aborde le maraichage du point de vue socioéconomique de la subsistance, en l`articulant à une écologie humaine centrée sur le système agroalimentaire. L`agroécologie est mobilisée en premier lieu en tant que méthode, elle apparaît aussi en tant qu`objet d`étude à travers les projets et les pratiques agroécologiques. Si le maraichage est déjà pratiqué au Burkina Faso avant le XXe siècle, il gagne en importance à la suite des crises alimentaires des années 1970-1980. La nécessité de sécuriser les ressources hydriques et de développer les cultures de saison sèche mène en effet à la construction de près de 2`000 petits barrages. Cette évolution s`inscrit aussi dans des changements plus profonds de l`habitat et des modes de vie. Les champs individuels et plus particulièrement les jardins de bas-fonds prennent un rôle économique capital dans les exploitations familiales, ce qui se traduit par une emprise plus grande dans le paysage. Surtout, on assiste conjointement à la rupture de l`autarcie et à l`apparition d`un commerce alimentaire duquel dépend l`approvisionnement urbain. On glisse dès lors d`une économie de subsistance qui se limite à la satisfaction des besoins avec les moyens de l`exploitation familiale à une économie de marché moderne. Pour les paysans qui entreprennent une activité maraichère, celle-ci apporte une grande part des revenus de l`exploitation. L`activité est rentable et permet de satisfaire les besoins monétaires de la famille, bien qu`il existe de fortes disparités entre les exploitations. Mais elle ne se substitue que partiellement aux autres activités paysannes, et l`évolution ne se réduit pas à une simple transition. Les exploitants conservent une certaine autonomie alimentaire grâce aux cultures pluviales vivrières, ils pratiquent un petit élevage qui fait office d`assurance et d`épargne, et certains entreprennent des activités extra-agricoles comme le petit commerce ou la mécanique. La situation des exploitations familiales maraichères est avant tout caractérisée par une grande diversité. Quelques points marquants des transformations peuvent toutefois être soulignés : complexification de l`organisation foncière ; individualisation de l`organisation du travail ; monétarisation de l`économie et processus partiel de marchandisation ; modernisation de l`outillage ; artificialisation du milieu, avec les aménagements hydroagricoles ou plus généralement l`ouverture des écosystèmes sur le plan énergétique et matériel. L`évolution du maraichage, au-delà de l`adaptation du milieu naturel, n`est que très peu dépendante de l`aide au développement. Quelques maraichers bénéficient d`appuis, mais ce sont tous des exploitants relativement aisés. Les projets agroécologiques ne réussissent d`ailleurs pas mieux à toucher les populations les plus démunies. Seule une réponse simpliste et techniciste est donnée aux enjeux du développement maraicher. Les deux principales solutions contemporaines consistent ainsi soit à diffuser un package conventionnel comprenant un système d`irrigation goutte-à-goutte à bas coût, soit à promouvoir des pratiques agroécologiques du maraichage. Ces deux orientations s`opposent au niveau des discours, mais sont similaires sur le plan opérationnel. Elles reposent toutes deux sur des projets pilotés et financés par des structures du Nord et sur une diffusion de l`innovation technique à travers des fermes-écoles ou des fermes-vitrines. Le virage agroécologique, s`il constitue une voie prometteuse répondant en partie aux enjeux du secteur maraicher au Burkina Faso, nécessite d`être entrepris de manière plus endogène et plus en phase avec les réalités paysannes. La critique idéologique portée par l`agroécologie doit se prolonger sur le plan des pratiques de développement pour fournir une alternative écologiste globale au modèle moderniste et ainsi ouvrir des voies vers un système agroalimentaire durable.     Abstract: "Voluntourismus", eine Form des Reisens, welche Urlaub und Freiwilligenarbeit vereint und meist im sogenannten globalen Süden stattfindet, hat in den letzten Jahren an beachtlicher Beliebtheit gewonnen. Die in diesem Kontext entstehenden Begegnungen zwischen VoluntouristInnen (größtenteils aus dem "globalen Norden")und der lokalen Bevölkerung im "globalen Süden"sind oftmals durch hierarchische Beziehungen der Fürsorge geprägt. Diese Beziehungen beruhen auf tradierten geographischen Annahmen eines Gegensatzes zwischen ei-nem aktiven und helfenden Norden und einem passiven und dankbaren Süden, welche auf das koloniale Erbe nicht nur im Tourismus, sondern auch in humanitären Kontexten zurückgeführt werden können. Anhand einer Analyse von vier teilstrukturierten Interviews mit RepräsentantInnen aufnehmender Organisationen in Tansaniawurden die Auswirkungen jener ungleichen Beziehungen untersucht. Die Ergebnisse verweisen auf einen Balanceakt der RepräsentantInnen zwischen der Darstellung von Autorität und Handlungsmacht einerseits, und Hilfsbedürftigkeit und Abhängigkeit andererseits. Dieses Verhalten bestätigt somit nicht die medial verbreitete Annahmeder Passivität von Akteuren in und aus dem globalen Süden, sondern betont vielmehr deren aktive, stra-tegische Verortung in globalen hierarchischen Netzwerken zur Förderung ihrer Projekte.

    Abstract: Virtuous Waters is the first study of mineral waters and bathing in Mexico. It traces the evolving ideas about these waters, from European contact to the present, in order to shed new light on human-environment relations in the modern world. Our relation to water is among the most urgent of global issues, as increasing scarcity and pollution threaten food shortages, deteriorating public health, and the collapse of aquatic ecosystems. Drawing on ideas from political ecology, the author brings together an analysis of the shifts in the concept of water and a material history of environments, infrastructures, and bathing. The book analyzes a range of issues concerning complex "water cultures" that have formed around Mexican groundwaters over time and suggests that this understanding might also help us comprehend and confront the water crisis that is coming to a head in the twenty-first century.     Abstract: This book covers the missionary activity in Australia conducted by non-English speaking missionaries from Catholic and Protestant mission societies from its beginnings to the end of the mission era. It looks through the eyes of the missionaries and their helpers, as well as incorporating Indigenous perspectives and offering a balanced assessment of missionary endeavour in Australia, attuned to the controversies that surround mission history.     Abstract: Archaeologists have long been interested in understanding the antiquity and evolution of human occupation of the world`s islands, but relatively limited attention has been given to small islands. With evidence for human occupation at least 13,000 years ago, California`s eight Channel Islands have a long record of coastal settlement and land use, but key questions remain about the smallest islands of Anacapa and Santa Barbara, each less than 3 km2.This volume focuses on the archaeology of Anacapa Island by synthesizing data from excavation, survey, and radiocarbon dating on the island, particularly its eastern segment, during the past 15 years. Anacapa was occupied for at least 5,500 years through the Historic period and likely since the terminal Pleistocene or Early Holocene. People resided on the island during all seasons of the year, with several sites indicating occupation during the early part of the Late Holocene (~3,700 and 2,500 years ago). During this period on Anacapa, people were making bone fishhooks and expedient tools from locally obtained chert. Mammal, fish, and bird bones suggest intensive maritime harvest of a variety of animals, especially harbor seals, albatross, and California sheephead. Island fox bones document the only occurrence of this endemic species outside of the six largest islands. Numerous deer bones indicate trade/interaction with the mainland. Surprisingly, only a handful of gull bones were recovered despite the fact that scores of gulls breed on Anacapa today, suggesting shifts in the island`s ecosystems during historical and modern times. People were also harvesting a variety of nearshore shellfish, especially California mussel, black abalone, and owl limpet. Although small in size and lacking abundant fresh water, the smallest Channel Islands have much to tell us about human prehistory and environmental change on the California coast and on other islands around the world.
