    Abstract: Every year, over 1,000 public schools are permanently closed across the United States. And yet, little is known about their impacts on American democracy. Closed for Democracy is the first book to systematically study the political causes and democratic consequences of mass public school closures in the United States. The book investigates the declining presence of public schools in large cities and their impacts on the Americans most directly affected - poor Black citizens. It documents how these mass school closure policies target minority communities, making them feel excluded from the public goods afforded to equal citizens. In response, targeted communities become superlative participators to make their voices heard. Nevertheless, the high costs and low responsiveness associated with the policy process undermines their faith in the power of political participation. Ultimately, the book reveals that when schools shut down, so too does Black citizens' access to, and belief in, American democracy.

    Abstract: Christian and Muslim schools have become important target points in families and pupils' quests for new study opportunities and securing a 'good life' in Tanzania. These schools combine secular education with the moral (self-)formation of young people, triggering new realignments of the fields of education with interreligious co-existence and class formation in the country's urban centres. Hansjörg Dilger explores the emerging entanglements of faith, morality, and the educational market in Dar es Salaam, thereby shedding light on processes of religious institutionalisation and their individual and collective embodiment. By contextualising these dynamics through analysis of the politics of Christian-Muslim relations in postcolonial Tanzania, this book shows how the field of education has shaped the positions of these highly diverse religious communities in diverging ways. In doing so, Dilger suggests that students and teachers' religious experience and practice in faith-oriented schools are shaped by the search for socio-moral belonging as well as by the power relations and inequalities of an interconnected world.

    Abstract: The 'Rhodesian crisis' of the 1960s and 1970s, and the early 1980s crisis of independent Zimbabwe, can be understood against the background of Cold War historical transformations brought on by, among other things, African decolonization in the 1960s; the failure of American power in Vietnam and the rise of Third World political power at the UN and elsewhere. In this African history of the diplomacy of decolonization in Zimbabwe, Timothy Lewis Scarnecchia examines the relationship and rivalry between Joshua Nkomo and Robert Mugabe over many years of diplomacy, and how both leaders took advantage of Cold War racialized thinking about what Zimbabwe should be, including Anglo-American preoccupations with keeping whites from leaving after Independence. Based on a wealth of archival source materials, including materials that have recently become available through thirty-year rules in the UK and South Africa, it uncovers how foreign relations bureaucracies the US, UK, and SA created a Cold War 'race state' notion of Zimbabwe that permitted them to rationalize Mugabe's state crimes in return for Cold War loyalty to Western powers.     Abstract: Violent Islamic extremism is affecting a growing number of countries in sub-Saharan Africa. In some, jihadi Salafi organizations have established home bases and turned into permanent security challengers. However, other countries have managed to prevent the formation or curb the spread of homegrown jihadi Salafi organizations. In this book, Sebastian Elischer provides a comparative analysis of how different West and East African states have engaged with fundamentalist Muslim groups between the 1950s and today. In doing so, he establishes a causal link between state-imposed organizational gatekeepers in the Islamic sphere and the absence of homegrown jihadi Salafism.     Abstract: Thomas Simpson provides an innovative account of how distinctive forms of colonial power and knowledge developed at the territorial fringes of colonial India during the nineteenth century. Through critical interventions in a wide range of theoretical and historiographical fields, he speaks to historians of empire and science, anthropologists, and geographers alike. The Frontier in British India provides the first connected and comparative analysis of frontiers in northwest and northeast India and draws on visual and written materials from an array of archives across the subcontinent and the UK. Colonial interventions in frontier spaces and populations were, it shows, enormously destructive but also prone to confusion and failure on their own terms. British frontier administrators did not merely suffer 'turbulent' frontiers, but actively worked to generate and uphold these regions as spaces of governmental and scientific exception. Accordingly, India's frontiers became crucial spaces of imperial practice and imagination throughout the nineteenth century.

    Abstract: White workers occupied a unique social position in apartheid-era South Africa. Shielded from black labour competition in exchange for support for the white minority regime, their race-based status effectively concealed their class-based vulnerability. Centred on this entanglement of race and class, Privileged Precariat examines how South Africa's white workers experienced the dismantling of the racial state and the establishment of black majority rule. Starting from the 1970s, it shows how apartheid reforms constituted the withdrawal of state support for working-class whiteness, sending workers in search of new ways to safeguard their interests in a rapidly changing world. Danelle van Zyl-Hermann tracks the shifting strategies of the blue-collar Mineworkers' Union, culminating in its reinvention, by the 2010s, as the Solidarity Movement, a social movement appealing to cultural nationalism. Integrating unique historical and ethnographic evidence with global debates, Privileged Precariat offers a chronological and interpretative rethinking of South Africa's recent past and contributes new insights from the Global South to debates on race and class in the era of neoliberalism.     Abstract: Religious pluralism, as encountered in multi-faith settings such as Nigeria's biggest city Lagos, challenges much of what we have long taken for granted about religion, including the ready-made binaries of Christianity versus Islam, religion versus secularism, religious monism versus polytheism, and tradition versus modernity. In this book, Marlies Janson offers a rich ethnography of religions, religious pluralism and practice in Lagos, analysing how so-called "religious shoppers" cross religions boundaries, and the co-existence of different religious traditions where practitioners engage with these simultaneously. Prompted to develop a broader conception of religion that shifts from a narrow analysis of religious tradition as mutually exclusive, Hanson instead offers a perspective that focuses on the complex dynamics of their acutal entanglements. Including real-life examples to illustrate religion in Lagos through religious practice and lived experiences, this study takes account of the ambivalence, inconsistency and unpredictability of lived religion, proposing assemblage as an analytical frame for exploring the conceptual and methodological possibilities that may open as a result.     Abstract: Property rights are important for economic exchange, but many governments don't protect them. Private market organizations can fill this gap by providing an institutional structure to enforce agreements, but with this power comes the ability to extort group members. Under what circumstances, then, will private organizations provide a stable environment for economic activity? Based on market case studies and a representative survey of traders in Lagos, Nigeria, this book argues that threats from the government can force an association to behave in ways that promote trade. The findings challenge the conventional wisdom that private good governance in developing countries thrives when the government keeps its hands off private group affairs. Instead, the author argues, leaders among traders behave in ways that promote trade primarily because of the threat of government intrusion.

    Abstract: In a world no longer centered on the West, what should political theory become? Although Western intellectual traditions continue to dominate academic journals and course syllabi in political theory, up-and-coming contributions of 'comparative political theory' are rapidly transforming the field. Deparochializing Political Theory creates a space for conversation amongst leading scholars who differ widely in their approaches to political theory. These scholars converge on the belief that we bear a collective responsibility to engage and support the transformation of political theory. In these exchanges, 'deparochializing' political theory emerges as an intellectual, educational and political practice that cuts across methodological approaches. Because it is also an intergenerational project, this book presses us to re-imagine our teaching and curriculum design. Bearing the marks of its beginnings in East Asia, Deparochializing Political Theory seeks to de-center Western thought and explore the evolving tasks of political theory in an age of global modernity.

    Abstract: The 2011 Arab Spring is the story of what happens when autocrats prepare their militaries to thwart coups but unexpectedly face massive popular uprisings instead. When demonstrators took to the streets in 2011, some militaries remained loyal to the autocratic regimes, some defected, whilst others splintered. The widespread consequences of this military agency ranged from facilitating transition to democracy, to reconfiguring authoritarianism, or triggering civil war. This study aims to explain the military politics of 2011. Building on interviews with Arab officers, extensive fieldwork and archival research, as well as hundreds of memoirs published by Arab officers, Hicham Bou Nassif shows how divergent combinations of coup-proofing tactics accounted for different patterns of military behaviour in 2011, both in Egypt and Syria, and across Tunisia, and Libya.

    Abstract: A conceptually rich, historically informed, and interdisciplinary study of the contentious politics emerging out of decades of authoritarian neoliberal economic reform, The Roots of Revolt examines the contested political economy of Egypt from Nasser to Mubarak, just prior to the Arab Uprisings of 2010-11. Based on extensive fieldwork conducted across rural and urban Egypt, Angela Joya employs an 'on the ground' approach to critical political economy that challenges the interpretations of Egyptian politics put forward by scholars of both democratization and authoritarianism. By critically reassessing the relationship between democracy and capitalist development, Joya demonstrates how renewed authoritarian politics were required to institutionalize neoliberal reforms demanded by the International Monetary Fund, presenting the real-world impact of economic policy on the lives of ordinary Egyptians before the Arab Uprisings.

    Abstract: From the French Revolution onwards, constituent power has been a key concept for thinking about the principle of popular power, and how it should be realised through the state and its institutions. Tracing the history of constituent power across five key moments - the French Revolution, nineteenth-century French politics, the Weimar Republic, post-WWII constitutionalism, and political philosophy in the 1960s - Lucia Rubinelli reconstructs and examines the history of the principle. She argues that, at any given time, constituent power offered an alternative understanding of the power of the people to those offered by ideas of sovereignty. Constituent Power: A History also examines how, in turn, these competing understandings of popular power resulted in different institutional structures and reflects on why contemporary political thought is so prone to conflating constituent power with sovereignty.

    Abstract: Although it is usually assumed that only the federal government can confer citizenship, localities often give residents who are noncitizens at the federal level the benefits of local citizenship: access to medical care, education, housing, security, labor and consumer markets, and even voting rights. In this work, Kenneth A. Stahl demonstrates that while the existence of these 'noncitizen citizens' has helped to reconcile competing commitments within liberal democracy to equality and community, the advance of globalization and the rise of nationalist political leaders like Donald Trump has caused local and federal citizenship to clash. For nationalists, localities' flexible approach to citizenship is a Trojan horse undermining state sovereignty from within, while liberals see local citizenship as the antidote to a reactionary ethnic nationalism. This book should be read by anyone who wants to understand why citizenship has become one of the most important issues in national politics today.

    Abstract: State responsibility in international law is considered one of the cornerstones of the field. For a long time it remained the exclusive responsibility system due to the primacy of States as subjects of international law. Its unique position has nonetheless been challenged by several developments both within and outside the international legal order, such as the rise of alternative responsibility ideas and practices, as well as globalization and its consequences. This book adopts a critical and holistic approach to the law of State responsibility and analyzes the functionality of the general rules of State responsibility in a changed international landscape characterized by the fragmentation of responsibility. It is argued that State responsibility is not equally relevant across the broad spectrum of international obligations, and that alternative constructions of responsibility, namely international criminal law and international liability, have increased in standing.

    Abstract: "Why should we care about religious liberty? Leading commentators, United Kingdom courts, and the European Court of Human Rights have de-emphasised the special importance of religious liberty. They frequently contend it falls within a more general concern for personal autonomy. In this liberal egalitarian account, religious liberty claims are often rejected when faced with competing individual interests - the neutral secular state must protect us against the liberty-constraining acts of religions. Joel Harrison challenges this account. He argues that it is rooted in a theologically derived narrative of secularisation: rather than being neutral, it rests on a specific construction of 'secular' and 'religious' spheres. This challenge makes space for an alternative theological, political, and legal vision. Drawing from Christian thought, from St Augustine to John Milbank, Harrison develops a post-liberal focus on association. Religious liberty, he argues, facilitates creating communities seeking solidarity, fraternity, and charity - goals that are central to our common good"--

    Abstract: "An article that appeared in the April 1797 edition of the Monthly Magazine entitled "On Artificial Taste" offered readers a meditation on two of the most widely noted dimensions of this popular theme: "a taste for rural scenes" and the more "natural" quality of poetry that had been "written in the infancy of society." In some ways, both of these were standard topics, frequently discussed in the literary magazines of the day, though the article addressed them with compelling rigour and clarity, and with a refreshing impatience for empty poses and cultural double standards. It was curious, the author suggested, given people's widely professed love of nature, "how few people seem to contemplate nature with their own eyes. I have 'brushed the dew away' in the morning; but, pacing over the printless grass, I have wondered that, in such delightful situations, the sun was allowed to rise in solitary majesty, whilst my eyes alone hailed its beautifying beams." Having offered a no-nonsense reflection on the state of people's real interest in nature beyond the sort of "romantic kind of declamation" that was so much in vogue, the author moved on to offer a fairly standard list of the age's assumptions: poetry is a "transcript of immediate emotions" transfigured by the effects of those "happy moment[s]" in which the poet is enriched by images "spontaneously bursting on him" without the need for any recourse to "understanding or memory." This account of creativity, like the article's definition of the poet as "a man of strong feelings" giving "us a picture of his mind when he was actually alone, conversing with himself, and marking the impression which nature made on his own heart" seemed to converge with William Wordsworth's ideas about poetry in his Preface to the Lyrical Ballads. Its related insistence on the higher spiritual worth of those moments when the poet worshipped "in a temple not made with hands, and the world seems to contain only the mind that formed and contemplates it" seemed to echo Pysche's declaration of sublime internalization in Keats' ode. Except, of course, that the article was published in April 1797, well ahead of Wordsworth's account in the Preface to the 1800 edition of the Lyrical Ballads and a full generation before Keats's work"--
