    Abstract: Philippine economic growth slowed to its lowest level in eight years, driven by a rapid deceleration in investment growth in the first half of 2019. GDP growth slowed from 6.3 percent year-on-year (yoy) in the first half of 2018 to 5.5 percent in thesame period in 2019, below government's growth target of 6-7 percent for 2019. The slowdown was primarily driven by a contraction in nominal public investment due to the delayed passage of the 2019 national government budget and the spending ban on new projects before the May election. Public infrastructure spending shrunk by 15.7 percent yoy in nominal terms, from 5.4 percent of GDP in the first half of 2018 to 4.3 percent of GDP in the same period in 2019. In addition, private investment activities also slowed due to uncertainties around the government's ongoing tax reform program and the external environment. In this context, private consumption, which regained momentum thanks to declining inflation and improving labor market conditions, was the main driver of growth

    Abstract: The risk of external and overall debt distress for Guyana remains moderate, but debt dynamics will improve significantly with the start of oil production in 2020. All external debt indicators remain below the relevant indicative vulnerability thresholds under the baseline scenario, which incorporates the average long-term effects of oil on economic growth, fiscal balance, and current account position. The PV of external debt-to-GDP is projected to decline to 3 percent over the long-term as the need for external borrowing is offset by the accumulation of external assets. Stress tests indicate the susceptibility of Guyana's external public debt in a very extreme shock which combines simultaneous shocks to real GDP growth, primary balance, exports, other flows (current transfers and FDI), and nominal exchange rate depreciation, as well as second order effects arising from interactions among these shocks. The combined effects of these shocks and their second order effects cause temporary but significant breaches in the external debt thresholds, prompting a moderate risk rating. Nonetheless, Guyana has substantial space to absorb these shocks, reflecting the current low level of external debt. Guyana's medium- and long-term outlook is very favorable given the incoming oil production and revenues, which will eventually underpin fiscal surpluses and a reduction in external indebtedness. The authorities reiterated their commitment in preserving fiscal discipline

    Abstract: Lao P.D.R.'s risks of external and overall debt distress continue to be assessed as high. Under the revised low-income country debt sustainability framework (LIC DSF), its debt carrying capacity has deteriorated and most external and total public debt indicators breach their respective indicative thresholds and benchmarks under the baseline scenarios. External debt indicators are most vulnerable to shocks to exports and depreciation of the currency. Public and external debt indicators are most sensitive to the contingent liabilities shock, while recent natural disasters underscore the need for strengthening buffers. The low level of reserves adds to these vulnerabilities. Factors, such as the large share of electricity export earnings under long-term intergovernmental power purchase agreements, and a strong and growing electricity exports market help mitigate risks, keeping the debt outlook sustainable. Market access is being maintained, around 65 percent of external debt is concessional, and the stock of expenditure arrears is declining. Rebuilding fiscal space, adopting clear guidelines for sovereign debt issuance and guarantees, assessing risks from contingent liabilities, and improving debt management are immediate priorities. Assessing and targeting infrastructure projects with high growth and social returns and financing these with concessional financing would benefit debt sustainability. Strengthening the business environment and governance, would improve the investment outlook, help diversify and make growth more inclusive. Increasing the export base, continuing to maximize the proportion of concessional loans and improving primary deficits would help to keep the debt burden contained

    Abstract: The promotion of economic opportunities for women is one of the most promising avenues for Malaysia's future development. Closing gaps between men's and women's economic opportunities could boost Malaysia's income per capita by 26.2 percent. Against this backdrop, the report relies on a comprehensive mixed-methods approach to investigate constraints on improving women's economic opportunities. It finds that Malaysia's female labor force participation rate has risen significantly in recent years but is still low compared to other countries in ASEAN. In addition, there are wide gender gap in access to jobs that pay well and offer benefits, social protection, and career prospects. Policy directions for improving the economic opportunities for women in Malaysia should include: (1) expand the availability, quality and affordability of child and elder care to enable more women to stay in the labor market and to work in more productive jobs; (2) strengthen the protection of informal workers and the productivity of workers and business owners to harness women's full economic potential; (3) pursue planned reforms of the legal environment and strengthen the implementation, monitoring and enforcement of laws and regulations, (4) improve support for parents, in line with international legal norms and (5) address gender norms and attitudes in education and among the wider population

    Abstract: The number of people affected by disasters around the world continues to rise, and countries face recurrent disasters in contexts of conflict and fragility. In 2016 more countries experienced violent conflict than at any time over the past three decades. Much of the recent violence has targeted urban areas and public spaces, and the civilian death toll due to this kind of violent conflict doubled between 2010 and 2016. Extreme poverty is rising in fragile and conflict-affected situations (FCS), and over half of the world's poor are expected to live in FCS by 2030. Culture plays an important role in building and shaping institutions, and it can do so in both positive and negative ways. Additionally, culture and forms of cultural expression can aid institutions in managing competing interests among different groups in society, including creating spaces for inter-group dialogue and opportunities for inter-group social interaction, or establishing education systems that recognize minority languages of instruction or a plurality of historical narratives. In the pages that follow, this paper will present the case for moving culturally-informed approaches from the margins to the forefront of planning and implementation of post-conflict and post-disaster responses, and offer concrete operational guidance for doing so. Section 2 builds on the case for pursuing a culturally-informed approach in FCS. Section 3 offers guidance for policymakers and operational teams on acquiring and applying a culturally-informed approach in very challenging contexts. Section 4 summarizes several real-world examples in which stakeholders have successfully operationalized a culturally-informed perspective to achieve peace-building and reconstruction objectives. Finally, Section 5 offers some concluding remarks

The series of articles take stock of India's major social protection programs, including pension programs, health insurance, the public distribution system, and the Mahatma Gandhi National Rural Employment Guarantee Scheme.     Abstract: The updated DSA suggests that the external risk of debt distress for Vanuatu remains moderate with limited space to absorb shocks. All external debt indicators remain below the relevant indicative thresholds under the baseline scenario, incorporating the average long-term effects of natural disasters on growth and the fiscal and current account balances. A tailored natural disaster shock, reflecting Vanuatu's vulnerability to disasters, would cause the present value (PV) of public and publicly guaranteed (PPG) external debt-to-GDP ratio to breach the threshold from 2024 onwards. The overall risk of debt distress is assessed as moderate. Although the PV of the public-debt-to-GDP ratio remains below the 55 percent benchmark under the baseline scenario, the public-debt-to-GDP ratio would breach the authorities' debt ceiling of 60 percent by 2025. Moreover, a tailored natural disaster shock would lead to a significant deterioration in debt sustainability, breaching the benchmark. The breach of the authorities' debt ceiling and of the benchmark indicates the need for rebuilding fiscal buffers and enhancing resilience against shocks, including from natural disasters. This requires both stronger revenue mobilization measures, including an introduction of the proposed income taxes, and expenditure rationalization in the medium term. When contracting new public infrastructure projects, the authorities are encouraged to seek grants or concessional loans as much as possible to contain its debt burden

    Abstract: Mali remains at moderate risk of external debt distress. This rating is unchanged from the previous analysis and consistent with the May 2018 Staff Report (IMF Country Report/18/141). All the projected external debt burden indicators remain below their thresholds under the baseline. However, the ratio of the external debt service to exports exceeds its threshold in the case of an extreme shock to exports under a customized scenario that incorporates 2 percentage points of GDP larger fiscal deficits over 2019 to 2023 than the baseline.1 The baseline scenario assumes improved fiscal policies and achievement of the WAEMU fiscal deficit convergence criteria by 2019. As illustrated in the customized scenario, continued shortfall in domestic revenue mobilization and a deterioration in security conditions will result in a weakened fiscal position and increase the likelihood of debt distress. Mali's main challenge continues to be ensuring macroeconomic stability while protecting social and investment spending and providing for growing security spending and large development needs. To maintain debt at moderate risk rating, it is essential that the authorities continue their efforts to mobilize domestic revenue and implement reforms. Debt management capacity should be strengthened while deepening structural reforms to diversify the exports base

Further considerations support the high-risk assessment: the debt indicators are sensitive to standard stress tests; macroeconomic projections are highly uncertain in a volatile security environment; and sizeable contingent liabilities, notably related to the large stock of unaudited potential domestic arrears and the limited financial information available on state-owned enterprises, could materialize. C.A.R.'s debt sustainability is also sensitive to a deterioration of the financing mix. A tailored scenario in which grant financing (of 2 percent of GDP) is replaced by concessional external debt-financing from 2021 onwards would worsen debt sustainability considerably. This shows that the government's investment program requires grant financing, with concessional debt financing to be considered in exceptional cases

    Abstract: Over the past two decades, two trends in tax administration reform have emerged - granting increased autonomy to tax administrations and establishing a unified integrated revenue authority (IRA) charged with administering both tax and customs laws and, in some cases, social security. This paper reviews the theory and practice of these revenue administration models and synthesizes lessons learned from the World Bank's engagement with clients in recent years. The paper looks at several case studies across the world on the reform design as well as results of integration or increased autonomy. Semi-autonomous and integrated revenue administration models have the potential to bring crucial improvements to the efficiency and effectiveness of tax administration.     Abstract: A health protection system based on social health insurance has had a long tradition in Slovenia. Several forms of health insurance schemes were implemented from 1896 until 1992, when health care reform legislation was passed, establishing compulsory health insurance (CHI). CHI is provided by a single provider the Health Insurance Institute of Slovenia (HIIS), which is a public legal entity. Everyone with permanent residency in Slovenia is covered under the unique CHI scheme, either as a mandatory member or as a family dependent. The system is funded through CHI contributions of employees and employers (for the active population), and other required contributions (by the self-employed, farmers, pensioners, et cetera). The entire population is insured. Since the establishment of HIIS in 1992, the implementation of information and communications technologies (ICTs) to support key CHI processes has been a matter of strategic importance. HIIS has developed an information center to support CHI's key business processes. Infrastructure, applications, data, and security systems in the central public administration are being increasingly integrated to provide citizens with comprehensive services, and to facilitate their access to them. E-government is the area in which the expectations, needs, and habits of citizens are linked to the business processes of the public sector, as well as to e-business technological solutions. Because e-government projects in Slovenia have been introducing e-business into public administration over the past decade, the exchange of data between institutions has been improved and technologically updated

    Abstract: The ID4D-Findex data was collected as part of the 2017 round of the World Bank's Global Findex survey, carried out by Gallup, Incorporated as part of its Gallup World poll. The survey was conducted on representative samples of the non-institutionalized civilian population over age 15.8 The survey included three questions related to ID that were asked in 97 countries: (1) whether or not a person had their country's national ID or equivalent foundational ID credential; (2) for those with the ID, whether they had used it for specific purposes; and (3) for those without the ID, what their reasons were for not having one. In five economies with no ID system or very limited coverage, people were asked a single question on whether or not they had been unable to access certain services due to lack of identity documents (see Annex 2 for full text of questions). Combined with other individual-level indicators from the 2017 Global Findex, these data provide new insights into who has an ID, how they are used, and persistent barriers to access. At the same time, the data have some limitations. First, while the ID4D-Findex questions cover countries that represent close the three-quarters of the world's population, they do not cover all countries. For example, most high-income countries, some low- and middle-income countries, and some smaller economies are not included. In total, the countries included in the ID4D-Findex data account for a little over 80 percent of the population in low and lower-middle income countries. Second, the Findex survey is limited to people ages 15 and older, and therefore does not capture the identity gap or correlates of identification for the youngest people. Importantly, we have restricted the analysis in this paper to those respondents who are above the age when the ID is mandatory, using information from the ID4D Global Dataset. In countries where the mandatory ID age is greater than 15 years old, excluding these observations provides more conservative estimates of the gap in identification than if they were included, as young people may not have an ID simply because they are not yet eligible or required to have one

    Abstract: In 2018, after decades of conflicts, peace negotiations finally concluded with the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), recently approved through the 2019 Bangsamoro autonomy plebiscite, which is envisioned to have greater autonomy, more resources, and larger territory than its predecessor. BARMM has faced serious challenges in both access and quality of basic education even while the Philippines as a whole has made remarkable progress in the basic education reform over past decades. In BARMM, only 1 out of every 10 students who began primary education completes junior high school (JHS) on time. Out-of-school youth and adults (OSYA) have thus accumulated over the generations. The share of OSYA in BARMM is double the national average. The figures point to a crisis in the delivery of basic education in the BARMM area - a crisis which needs to be addressed as a first priority to keep children in school and to provide better quality education to them. Complementary to the efforts in provide quality education for Filipino children, the Alternative Learning System (ALS) has been operated by the Department of Education (DepEd) offering second-chance learning programs for the past few decades throughout the country for OSYA who have limited skills and bleak employment prospects. The World Bank has undertaken a series of evaluations of ALS with the DepEd since 2013. The findings show significant and positive impacts on labor market outcomes among ALS learners who could pass the accreditation and equivalency (AandE) exam. The previous evaluations of ALS have not to date covered the BARMM area. This study fills that gap and aims to provide the new BARMM government essential evidence based on new data for designing and undertaking reform interventions to improve the program delivery for its beneficiaries

    Abstract: Agriculture continues to play a very important role in Myanmar's economy. For many years, understanding the dynamics and performance of Myanmar's agriculture has been difficult due to the absence of reliable, up-to-date data, at sectoral, sub-sectoral, or microeconomic level. During the past five years, significant changes have occurred in Myanmar's demographics, economy, and public spending and in its integration into world and regional markets for agro-food products. While Myanmar's agriculture has experienced some considerable diversification over the past decade, rice, and bean or pulses remain core elements of the sector. Rice remains an important crop and commodity for the economy and welfare of Myanmar. Myanmar's paddy production has realized modest gains, yet it continues to under-perform, relative to peers and to its potential. One positive development at the production level has been a significant increase in labor productivity. One potentially disturbing trend has been a significant increase in agro-chemicals use in paddy production. Elsewhere in the rice value chain, many functions are characterized by low levels of operational efficiency and/or inadequate quality management. Myanmar is the world's third largest producer of pulses, after India and Canada. Myanmar is also a major exporter of pulses globally and the largest in the ASEAN region. After several years of promising trade results, the pulses sub-sector experienced major problems in 2017 following India's imposition of import restrictions on back gram, chick peas and other commodities.     Abstract: This technical paper investigates the potential economic and environmental outcomesassociated with the use of Article 6 of the Paris Agreement by participating countries.The extent to which countries use Article 6, and how they use it, will be informed by design choices agreed upon by negotiators in forthcoming Conference of the Parties (COP) meetings, particularly the next one to be held at COP 25 in Chile and by the agreements made between participating parties. We use the Global Change Assessment Model (GCAM), an integrated assessment model, to quantify the economic potential of Article 6. We go on to discuss real world considerations and potential implications of design choices currently under consideration by negotiators. We find that Article 6 has the potential to reduce the total cost of implementing nationally determined contributions (NDCs) by more than half (~250 billion dollars/year in 2030), or alternatively facilitate the removal of 50 percent more emissions (~5 gigatonnes ofcarbon dioxide per year [GtCO2/year] in 2030), at no additional cost. We note, however, that careful framing in both the design and implementation of Article 6 is essential. A poorly designed and implemented framework could frustrate the achievement of Paris goals, whilea well-designed and implemented framework could further them. We conclude by identifying gaps in the research that would be useful to address before COP 25 in Chile

    Abstract: This paper presents results from a randomized field experiment that examined the effects of mass media campaigns informing about a new technology on the adoption decisions of households in rural Senegal. While some communities were exposed to a campaign broadcasted on national radio that informed households about the general benefits and quality of solar lamps, other communities were exposed to the same radio campaign complemented with information that singled out the most suitable lamp type for all main technological applications. The authors exploit the difference between the two campaigns to examine the extent to which certain information characteristics matter for the uptake of the technological innovation. Results from our experiment show that information on optimal lamp types was required to increase adoption of solar lamps on the extensive margin (more people investing in lamps). However, the type-unspecific information increased adoption on the intensive margin (existing users investing in more lamps). These findings can be explained by a simple learning model of selective attention that the authors adjusted to the study setting, where households engage in home production and spend time as well as mental energy to learn about technological features that maximize returns

    Abstract: This case study on Malaysia is part of phase two of the multicountry Universal Health Coverage study series (UNICO), which explores propoor universal health coverage (UHC) programs, which expanded one or more of the three dimensions of the UHC cube, breadth of population coverage, depth of service coverage, and height of financial coverage, in a manner that is propoor. Malaysia is one of only a handful of global examples of low-income or middle-income healthcare systems which had been able to deliver equitable and effective health outcomes at low cost and with strong financial protection, through public sector supply-side investments. The experiences and lessons learnt from Malaysia's Public Healthcare System (PHS) are hence relevant for low, and low-middle-income countries considering such a pathway to UHC. Sections two to four of this case study describes the political, economic, and population context in which PHS exists, and covers two important aspects of PHS, service delivery and health financing, which are instrumental to its success. PHS coexists with a large parallel private sector, which is described together in these sections. Additional topics on PHS, its institutional architecture, management of its benefits package, and information environment, are covered in sections five to seven. Two major focus areas are then discussed: the first focus area (section eight) discusses how PHS achieved propoor coverage through implicit targeting, while the second focus area explores the interrelationship between PHS and the private sector.     Abstract: Long-term unemployment has been a persisting problem in Europe since the 2008 economic crisis. Long-term unemployment is widespread across Europe, with Southern European countries most heavily affected (e.g. in Greece, the share of long-term unemployed out of the total number of unemployed accounted for 70 percent in 2018). The composition of a country's long-term unemployed (LTU) population can be very heterogeneous, however, there are oftentimes similarities across countries. Lower levels of education and outdated skills are typical characteristics of long-term unemployed. Older workers, migrant workers, ethnic minorities, as well as people with health problems or disabilities are also more vulnerable to long-term unemployment. Many long-term unemployed face multiple barriers to labor market integration. International experience suggests that intensive and comprehensive approaches are needed to effectively support the long-term unemployed. The European Union (EU) has put in place a 'Recommendation on the integration of the long-term unemployed (LTU) into the labor market' highlighting the need for prevention, individualized support and partnerships with employers and other institutions to effectively support this group. Single, isolated measures (e.g. training or wage-subsidies alone) tend to be ineffective. While there is an increasing interest to serve the long-term unemployed in Kosovo (e.g. social assistance beneficiaries), structures and resources of the Employment Agency of Kosovo (EARK) will need to be strengthened to effectively support this target group. Current structures and resources (e.g. in terms of caseload of counselors) are not suited to provide the intensive support the long-term unemployed require. In order to build its capacity to serve the LTU, EARK may need to consider a mix of short-term strategies (incl. partnerships with non-public providers to overcome internal capacity constraints) and medium and long-term strategies (i.e. build capacity, increase resources, and experiment with tailored intervention strategies)

    Abstract: Rapidly changing labor markets are affecting the service delivery model of Pubic Employment Agencies (PEAs). PEAs in Europe and beyond have come to adopt more comprehensive and client-centric services to satisfy the increasing needs of jobseekers and firms. In addition to expanding their range of services, PEAs have also become subject to increasing demands to improve their quality and efficiency. PEAs around the world are responding to increased demands by engaging in different types of partnerships. Besides collaboration with other public bodies, partnerships with non-public labor market actors such as private employment agencies, private training providers, and NGOs have become an increasingly important instrument for PEAs to increase coverage, quality, and efficiency of services. The main advantages of partnerships relate to improved exchange of information, better access to external expertise, as well as greater innovation and flexibility. International experience suggests that PEAs mainly benefit from better exchange of labor market information, access to a larger pool of vacancies and CVs, as well as flexibility and efficiency gains through contracting out employment services, training and other active measures to external providers. The Public Employment Agency of Kosovo can strongly benefit from engaging in partnerships with non-public providers. Kosovo's employment policy framework acknowledges the role of non-public providers in delivering services. Given the limited experience with partnerships so far, however, it is important to follow a "learning by doing" approach that allows for the piloting and adequate sequencing of partnership arrangements while building capacity to manage such partnerships along the way

    Abstract: The World Bank has been supporting the Ministry of Labor, Invalids, and Social Affairs (MOLISA) in their efforts to bring about reforms in the administration and efficient delivery of social security programs. Several countries have been using technological advances in banking as well as telecommunications to digitize and improve welfare delivery programs. Electronic payments have the potential to improve client experience and reduce program costs. Social protection (SP) and social assistance (SA), programs will benefit by moving from current models of cash disbursement to non-cash, direct-to-account electronic payment models. This report provides an assessment of the status of social protection payments in Vietnam, the legal and regulatory framework, and the technical infrastructure for electronic payments and discusses steps towards implementation of digital payment for social protection programs in Vietnam. After assessing payment infrastructure, regulatory framework, and program policies, some significant changes are proposed to enable a transition from cash to non-cash payments. There are also several next steps for MoLISA and VSS to take right away, in addition to actions needed by other key stakeholders

    Abstract: Slavonia's economy is now amongst the poorest in the European Union (EU) and has been growing more slowly than comparable regions. Some Polish and Romanian counties were less advanced until 2013 but have now overtaken Slavonia. Achieving a turnaround is difficult: only 9 percent of lagging regions in the EU have managed to graduate. Part of the answer lies in smart use of EU funds, as demonstrated by Pomorskie region in Poland. Top priority actions to seize these opportunities can be taken by ministers, county prefects, and regional coordinators. Each opportunity is constrained by several issues: a lack of collaboration within Slavonia; a need for national reforms; and alignment of ministries around shared priorities. It suggests a methodological framework for assessment of BACI as a tool to support a shift in drought policy and programs from crisis management to a risk management approach. The framework should be systematic enough to allow for comparability across countries and contexts, with the option of being tailored to the context in which it is being used. In proposing an initial framework for BACI analysis, the authors use the ten-step methodology for developing drought strategies that was created by Wilhite and others and subsequently codified by IDMP to help organize the assessment. In this way, the authors embed the BACI assessment in the overall development of a drought risk management strategy. This document is a first approach to guide those responsible for drought management and BACI assessments to ask the right questions at the different stages. Key next steps are to experiment with this draft approach by applying it in multiple contexts to test its usability and to develop more case study examples to showcase how this process can be undertaken and how it can be advantageous to stimulate positive action

    Abstract: This study seeks to assess the effects of post-crisis regulatory reforms on derivatives used to hedge infrastructure finance transactions in Emerging Market and Developing Economies (EMDEs). The motivation for this analysis stems from the importance of infrastructure in EMDEs, the mandate of the WBG to mobilize financing for infrastructure, and the role that derivatives play in the structuring of infrastructure financing transactions. Although this study suggests that there has been an impact resulting from regulatory reforms, the effect on infrastructure finance transactions in EMDEs has been mitigated by several factors.
