    Kurzfassung: Human trafficking is one of the most extreme forms of exploitation in the 21st century. It, therefore, is one of the most urgent political challenges of our global age. Christal Morehouse evaluates the anti-human trafficking policy in the United States of America and the Federal Republic of Germany. The author uncovers policy gaps and hidden policy agendas which weaken the German and American governments’ ability to combat human trafficking. She provides recommendations for policy and research which are designed to amend disparities in the anti-human trafficking policy in both countries.     Kurzfassung: Repräsentative empirische Studien über Ausländer sind selten. Vor diesem Hintergrund liefert die Untersuchung von Claudio Caballero auf Basis der Mainzer Ausländerstudie mit fast 1800 Befragten wertvolle Erkenntnisse über Integrationsformen und grundlegende politische Einstellungen von in Deutschland lebenden Ausländern. Die Befürwortung demokratischer Prinzipien sowie die Akzeptanz politischer Institutionen und Akteure konstituieren die Unterstützung des politischen Systems. Der Autor zeigt, dass ein zwar differenzierter, aber dennoch klar positiver Zusammenhang zwischen gesellschaftlicher Integration und politischer Unterstützung besteht. Hier aufgewachsene Ausländer können prinzipiell einen ähnlichen Sozialisationsprozess wie deutsche Staatsbürger durchlaufen, was die Herausbildung eines vergleichbaren, systemstabilisierenden Sets an Grundeinstellungen wahrscheinlich werden lässt. Hingegen können Ausländer als Folge von Integrationsdefiziten negative Einstellungen gegenüber dem politischen System aufweisen. Der Integrationsförderung kommt insofern eine entscheidende Bedeutung zu, als sie langfristig zur Entwicklung von politischer Unterstützung und somit zur Stabilisierung des politischen Systems beiträgt.

    Kurzfassung: Diese Studie analysiert das dialogische Zusammenspiel zwischen den europäischen und türkischen Diskursen um den möglichen EU-Beitritt der Türkei. Die Differenzen stellen in der Perspektive postkolonialer Theorien ein ambivalentes und formatives Moment für die Bildung einer europäischen Identität dar: Die Europäer nehmen die Beitrittsverhandlungen zum Anlass, über ihr Selbstverständnis zu reflektieren, wobei diverse Ost-West-Repräsentationen kommuniziert und strukturiert werden. Die muslimischen Migranten in Europa und die Minderheiten in der Türkei fungieren dabei als interne Symptome, die die Unvollständigkeit der europäischen bzw. türkischen Identitäten sichtbar machen

    Kurzfassung: Jürgen Habermas vertritt die These, dass sich das Konsensprinzip des kommunikativen Handelns in den Meinungs- und Willensbildungsprozess der Politik übertragen lasse. In der vorliegenden grundlegenden Kritik zeigt die Autorin, dass diese These nicht haltbar ist. Anders als Habermas annimmt, findet kommunikatives Handeln keinen Eingang in die Prozeduralität der Politik. Das politische Handeln wird vielmehr durch systemische Vorgaben bestimmt. Diese ergeben sich im Wesentlichen aus der Prozeduralität des ökonomischen Systems sowie aus der über Macht bestimmten Prozeduralität des politischen Systems selbst.

    Kurzfassung: Terrorismus ist schon seit Urzeiten ein Risiko. Aber seit wann zählt er zu den Neuen Risiken? Reichen die bestehenden Konzepte zum Umgang mit Risiken zur gesellschaftlichen Bewältigung von Terrorismus aus? Wo können Alternativen ansetzen? Das vorliegende Werk zeigt, dass die bestehenden Konzepte zum Umgang mit Risiken dem seit den Anschlägen des 11. September als Neues Risiko geltenden Terrorismus eben nicht vollständig gerecht werden. Daher werden Alternativen entwickelt, die wiederum die Funktions- und Wirkungsweise von Terrorismus zum Ansatzpunkt und verstärkt den Schutz der gesellschaftlichen Psyche zum Ziel haben.

    Kurzfassung: Die Rolle des Internationalen Währungsfonds (IWF) in der internationalen Finanzarchitektur ist seit seiner Gründung umstritten. Im Zuge der asiatischen Wirtschafts- und Finanzkrise in der zweiten Hälfte der 1990er Jahre erreichte die Auseinandersetzung eine neue Dimension. Globale Proteststürme und Kritik von Seiten prominenter Experten haben die Legitimität des IWF empfindlich gestört - seine Politik sei krisenverschärfend und einseitig auf Interessen großer Gläubiger ausgerichtet. Mit dem IWF rückte auch der Washington Consensus als neoliberale Entwicklungsprogrammatik verstärkt ins Sichtfeld der Kritiker. Die in Folge unternommenen Versuche, den Aufgabenbereich des IWF zu reformulieren, blieben jedoch relativ erfolglos. Diesen Reformdiskurs analysiert der Autor aus einer machttheoretischen Perspektive und durchleuchtet dabei die Organisation des Washington Consensus

    Kurzfassung: Rassismus in der Mitte der Gesellschaft kann weder durch die herkömmlichen Analysen zu Jugendgewalt und individuumszentrierte Deutungen noch durch ein Rassismusverständnis, das sich definitorisch am deutschen Nationalsozialismus orientiert, hinreichend verstanden werden. Die Autorin untersucht ihn dagegen als gesamtgesellschaftliches und in seinen Erscheinungsformen variables Phänomen. Die Studie verbindet Rassismuskonzepte (Hall, Miles, Balibar) mit Bourdieus Theorie sozialer Ungleichheit zu einem Analysemodell des Rassismus als flexibler symbolischer Ressource. Der empirische Teil zeigt an Gruppendiskussionen mit Akademikern und Facharbeitern, wie diese Ressource in Form spezifischer Argumentationsfiguren kommuniziert wird

    Kurzfassung: Based on empirical analysis using configuration theory and multi-dimensional scaling, this book provides insight into types of relationships that can be found between groups of countries with certain institutional context features, and into the quality and equity of their education system. In this volume, the authors take up the challenge of considering what a European 'settlement' might look like. In doing so, they take into account worldwide trends and the increasing evidence of convergence across educational systems. The outcomes of comparative analyses seem to suggest that strong education systems in terms of finance, governance and choice could be preferable. To a greater or lesser extent, therefore, all the systems of education currently in use in Europe face some common challenges. The way in which these challenges are addressed will determine the future of these systems. Key elements in the current debate that are considered in greater detail in this volume include changing views on (a) centre-local relations with signs of an increasing commitment to decentralisation as a guiding principle for developing school governance, (b) school autonomy which is now increasingly regarded as the engine-room for school improvement, especially in relation to sustaining it, and (c) the celebration of community and school choice as a means of securing higher levels of parental involvement. This volume will be of interest to researchers and practitioners working in education, educational research and sociology of education. It will also be of relevance to those interested in the comparison of various education systems and in governance, funding of education and school choice.

    Kurzfassung: Pension reform has emerged as a major political issue in most advanced welfare states. Sluggish economic growth and rising unemployment put public pension systems under increasing financial pressure. In combination with a rapidly ageing population in the decades to come, these pressures render major adjustements in pension policy design inevitable, especially in countries with costly earnings-related benefit arrangements. However, timely and successful adjustement is anything but guaranteed. Both cuts of pension benefits and increases in contribution levels are bound to be highly unpopular and entail massive political risks. Thus, pension politics these days is as much about adjusting pension arrangements to changing demographic and economic conditions as it is about overcoming widespread political resistance to reforms that impose tangible losses on large parts of the population. This study reveals striking differences in the extent to which pension policy makers were able to generate a sufficient political support basis for their reform initiatives. As a consequence, pension reform outcomes reach from successful restructuring of existing pension arrangements all the way down to instances of outright policy failure. By tracing the political process of pension reform in Austria, France, Germany, Italy and Sweden since the late 1980s the book also provides us with deeper insights about the factors that facilitate - or impede - social policy reforms in the context of fiscal austerity
    Kurzfassung: Een haperende economie, toenemende werkloosheid en vergrijzing zorgen voor een groeiende druk op de pensioenregelingen en vragen om een hervorming van het pensioensysteem. Op scherpzinnige wijze analyseert Martin Schludi in deze vergelijkende studie het politieke proces van de hervormingen in Frankrijk, Duitsland, Italië, Oostenrijk en Zweden vanaf de jaren '80. Schludi ontrafelt de complexe politieke en economische factoren die het succes bepalen van sociale beleidsveranderingen. Zo blijkt het verkrijgen van politieke steun ten grondslag te liggen aan een succesvolle hervorming van het pensioenstelsel.     Kurzfassung: Die Medien repräsentieren den älteren türkischen Migranten oft als traditionalistischen "Islam-Macho", der die Integration seiner Frau und seiner Töchter in die Gastgesellschaft bremst oder aktiv behindert. Diese weit verbreitete Stereotype beruht überwiegend auf "Bildern aus zweiter Hand". Im Unterschied dazu rückt die Publikation von Margret Spohn die türkischen Männer der ersten Migrantengeneration explizit in den Mittelpunkt der Analysen, wo sie als "Experten ihrer eigenen Geschichte" ausführlich selbst zu Wort kommen. Das feine Geflecht der hier erzählten und sensibel interpretierten Lebensgeschichten gibt Raum für die Reflexionen der Befragten über ihr Verhältnis zu den eigenen Eltern, zur Ehefrau, zu den Kindern und zu ihrem Leben in "zwei Heimaten". Damit liefert die Arbeit einen Schlüssel zu einem besseren Verständnis der Männer dieser Migrantengeneration, die vor fast einem halben Jahrhundert das Wagnis auf sich genommen haben, sich und ihren Familien in einem fremden Land eine Zukunft aufzubauen

    Kurzfassung: Begegnungen mit dem Fremden sind uns vertraut, auch wenn wir den Anderen dabei häufig als unvertraut wahrnehmen. Doch es sind weniger die fremden, als vielmehr die eigenen Wirklichkeitsvorstellungen und Umgangspraktiken, die den »Einen« zum »Anderen« machen. Die Autorin analysiert diese Praktiken der Fremdsetzung, die sich von der alltäglichen Etikettierung und Stigmatisierung bis hin zu wissenschaftlichen Praktiken des »Othering« erstrecken: Rekonstruiert werden sowohl Simmels »Händler«, Parks »Mulatte«, Schütz' »Emigrant«, Meads »signifikanter/verallgemeinerter Andere« als auch ethnografische Praktiken der »Ver-Anderung« des Fremden. Dabei wird der Blick immer wieder von den vertrauten Bildern des Fremden hin zu ihren subtilen Herstellungsprozessen und Resonanzen gelenkt, was es möglich macht, von den Konstruktionen des Fremden auf die Konstruktionen des Eigenen zurückzuschließen.
