    Abstract: 'New speakers' is a term used to describe those who have learnt a minority language not within their home or community settings, but through bilingual education, immersion or migration. Looking specifically at the impact of new speakers on language policy, this book provides an authoritative and detailed examination of minority language policy in Wales, Scotland, Ireland, the Basque Autonomous Community, Navarre, Catalonia and Galicia. Based on interviews with politicians, senior civil servants, academics and civil society activists, it assesses the extent to which interventions derived from a new speakers' perspective has been incorporated into official language practice. It describes several challenges faced by new speakers, before proposing specific recommendations on how to integrate them into established minority language communities. Shedding new light on the deeper issues faced by minority language communities, it is essential reading for students and researchers in sociolinguistics, language policy and planning, language education, bi- and multilingualism

    Abstract: China has had constitutional minority language rights for decades, but what do they mean today? Answering with nuance and empirical detail, this book examines the rights through a sociolinguistic study of Zhuang, the language of China's largest minority group. The analysis traces language policy from the Constitution to local government practices, investigating how Zhuang language rights are experienced as opening or restricting socioeconomic opportunity. The study finds that language rights do not challenge ascendant marketised and mobility-focused language ideologies which ascribe low value to Zhuang. However, people still value a Zhuang identity validated by government policy and practice. Rooted in a Bourdieusian approach to language, power and legal discourse, this is the first major publication to integrate contemporary debates in linguistics about mobility, capitalism and globalization into a study of China's language policy. The book refines Grey's award-winning doctoral dissertation, which received the Joshua A. Fishman Award in 2018. The judges said the study "decenter[s] all types of sociolinguistic assumptions." It is a thought-provoking work on minority rights and language politics, relevant beyond China

    Abstract: Taking aim at the conventional narrative that standard, national languages transform 'peasants' into citizens, Gina Anne Tam centers the history of the Chinese nation and national identity on fangyan - languages like Shanghainese, Cantonese, and dozens of others that are categorically different from the Chinese national language, Mandarin. She traces how, on the one hand, linguists, policy-makers, bureaucrats and workaday educators framed fangyan as non-standard 'variants' of the Chinese language, subsidiary in symbolic importance to standard Mandarin. She simultaneously highlights, on the other hand, the folksong collectors, playwrights, hip-hop artists and popular protestors who argued that fangyan were more authentic and representative of China's national culture and its history. From the late Qing through the height of the Maoist period, these intertwined visions of the Chinese nation - one spoken in one voice, one spoken in many - interacted and shaped one another, and in the process, shaped the basis for national identity itself

    Abstract: Focusing on language and media in Asian Russia, particularly in Buryat territories, Mixed Messages engages debates about the role of minority media in society, alternative visions of modernity, and the impact of media on everyday language use. Graber demonstrates that language and the production, circulation, and consumption of media are practices by which residents of the region perform and negotiate competing possible identities. What languages should be used in newspapers, magazines, or radio and television broadcasts? Who should produce them? What kinds of publics are and are not possible through media? How exactly do discourses move into, out of, and through the media to affect everyday social practices? Mixed Messages addresses these questions through a rich ethnography of the Russian Federation's Buryat territories, a multilingual and multiethnic region on the Mongolian border with a complex relationship to both Europe and Asia.Mixed Messages shows that belonging in Asian Russia is a dynamic process that one cannot capture analytically by using straightforward categories of ethnolinguistic identity

    Abstract: This book provides an insight into the standardisation process of German in eighteenth-century Austria. It describes how norms prescribed by grammarians were actually implemented via a school reform carried out by educationalist Johann Ignaz Felbiger on the order of Empress Maria Theresa. Quantitative and qualitative analyses were undertaken of certain Upper German features (e-apocope, the absence of the prefix ge- and the ending -t in past participles, and variants of the verb form sind) in reading primers, issues of the Wienerisches Diarium / Wiener Zeitung and petitionary letters. These reveal how such variants became increasingly 'invisible' in writing. This process of 'invisibilisation', i.e. a process of stigmatization which prevents the use of certain varieties and variants in writing, can be attributed to a number of factors: Empress Maria Theresa's appeal for a language reform, the normative work by eighteenth-century grammarians, the implementation of educational reforms, and the early introduction of East Central German variants in newspaper issues

    Abstract: Transforming Indigeneity is an examination of the role that language revitalization efforts play in cultural politics in the small city of São Gabriel da Cachoeira, located in the Brazilian Amazon. Sarah Shulist concentrates on how debates, discussions, and practices aimed at providing support for the Indigenous languages of the region shed light on both global issues of language revitalization and on the meaning of Indigeneity in contemporary Brazil. With 19 Indigenous languages still spoken today, São Gabriel is characterized by a high proportion of Indigenous people and an extraordinary amount of linguistic diversity. Shulist investigates what it means to be Indigenous in this setting of urbanization, multilingualism, and state intervention, and how that relates to the use and transmission of Indigenous languages. Drawing on perspectives from Indigenous and non-Indigenous political leaders, educators, students, and state agents, and by examining the experiences of urban populations, Transforming Indigeneity provides insight on the revitalization of Amazonian Indigenous languages amidst large social change

    Abstract: This book investigates the maintenance of multilingualism and minority languages in 12 different minority communities across Europe, all of which are underrepresented in international minority language studies. The book presents a number of case studies covering a broad range of highly diverse minorities and languages with different historical and socio-political backgrounds. Despite current legislation and institutional and educational support, the authors surmise there is no guarantee for the maintenance of minority languages, suggesting changes in attitudes and language ideologies are the key to promoting true multilingualism. The book also introduces a new tool, the European Language Vitality Barometer, for assessing the maintenance of minority languages on the basis of survey data. The book is based on the European Language Diversity for All (ELDIA) research project which was funded by the European Commission (7th framework programme, 2010–2013)

    Abstract: Development is based on communication through language. With more than two thousand languages being used in Africa, language becomes a highly relevant factor in all sectors of political, social, cultural and economic life. This important sociolinguistic dimension hitherto remains underrated and under-researched in 'Western' mainstream development studies. The book discusses the resourcefulness of languages, both local and global, in view of the ongoing transformation of African societies as much as for economic development. From a novel 'applied African sociolinguistics' perspective it analyses the continuing effects of linguistic imperialism on postcolonial African societies, in particular regarding the educational sector, through imposed hegemonic languages such as Arabic and the ex-colonial languages of European provenance. It offers a broad interdisciplinary scientific approach to the linguistic dimensions of sociocultural modernisation and economic development in Africa, written for both the non-linguistically trained reader as much as for the linguistically trained researcher and language practitioner

    Abstract: Languages have deep political significance beyond communication: a common language can strengthen cultural bonds and social trust, or it may exacerbate cultural differences and power imbalances. Language regimes that emerge from political bargains can centralize power by favoring the language of one ethnolinguistic group, share power by recognizing multiple mother tongues, or neutralize power through the use of a lingua franca. Cultural egoism, communicative efficiency, or collective equality determines the choice. As Amy H. Liu demonstrates, the conditions surrounding the choice of a language regime also have a number of implications for a nation's economy.Standardizing Diversity examines the relationship between the distribution of linguistic power and economic growth. Using a newly assembled dataset of all language-in-education policies in Asia from 1945 to 2005 and drawing on fieldwork data from Malaysia and Singapore, Liu shows language regimes that recognize a lingua franca exclusively—or at least above all others—tend to develop social trust, attract foreign investment, and stimulate economic growth. Particularly at high levels of heterogeneity, the recognition of a lingua franca fosters equality and facilitates efficiency. Her findings challenge the prevailing belief that linguistic diversity inhibits economic growth, suggesting instead that governments in even the most ethnically heterogeneous countries have institutional tools to standardize their diversity and to thrive economically

    Abstract: This book brings together the contributions of twelve scholars engaged in language activism, in research and in promoting peace. The writers are keenly attuned to the potentially genocidal consequences of language differences. In the articles they have written, they make compelling cases for indigenous non-hegemonic languages to be used and promoted, not only as a means of communication but to preserve the multilingual communities inhabiting the world. The book is a product of a collegial effort resulting from a symposium on Language Policy and the Promotion of Peace or the Prevention of Conflict, which was held at the University of Osnabrück, Germany, in 2011. While many different 'angles of vision', positions, approaches and emphases are argued in the contributors' commentaries and in their case studies, the twelve scholars and activists are united in their call for a multilingual global habitus.
    Abstract: Neville Edward Alexander, the principal editor of this compilation, spent about 30 years studying and making policy proposals about the language question in South Africa. In that country, eleven languages are officially recognised by the post-apartheid government, and yet only two, English and Afrikaans, enjoy high-status functions in official communications. Alexander persistently called for mother-tongue instruction for children in their formative years of schooling. Sadly, this radical scholar and acknowledged sociologist of language died of lung cancer while he was working on this volume in 2012. Arnulf von Scheliha, the co-editor of this compilation, is professor of Systematic Theology at the University of Osnabrück in Germany. His main research topics are political ethics, interreligious hermeneutics, history of theology, and transformation of religion in pluralistic societies.

    Abstract: During the turbulent period prior to colonial India’s partition and independence, Muslim intellectuals in Hyderabad sought to secularize and reformulate their linguistic, historical, religious, and literary traditions for the sake of a newly conceived national public. Responding to the model of secular education introduced to South Asia by the British, Indian academics launched a spirited debate about the reform of Islamic education, the importance of education in the spoken languages of the country, the shape of Urdu and its past, and the significance of the histories of Islam and India for their present. The Language of Secular Islam pursues an alternative account of the political disagreements between Hindus and Muslims in South Asia, conflicts too often described as the product of primordial and unchanging attachments to religion. The author suggests that the political struggles of India in the 1930s, the very decade in which the demand for Pakistan began to be articulated, should not be understood as the product of an inadequate or incomplete secularism, but as the clashing of competing secular agendas. Her work explores negotiations over language, education, and religion at Osmania University, the first university in India to use a modern Indian language (Urdu) as its medium of instruction, and sheds light on questions of colonial displacement and national belonging.Grounded in close attention to historical evidence, The Language of Secular Islam has broad ramifications for some of the most difficult issues currently debated in the humanities and social sciences: the significance and legacies of European colonialism, the inclusions and exclusions enacted by nationalist projects, the place of minorities in the forging of nationalism, and the relationship between religion and modern politics. It will be of interest to historians of colonial India, scholars of Islam, and anyone who follows the politics of Urdu

    Abstract: This book examines the ideological underpinnings of language-in-education policies that explicitly focus on adding a new language to the learners' existing repertoire. It examines policies for foreign languages, immigrant languages, indigenous languages and external language spread.     Abstract: As China experiences tremendous economic and social transformation in the reform years, language use in China has also undergone remarkable changes in the past couple decades: the national obsession with learning the global English, which becomes both a resource for modernization and a source of contention; the expanding use of local languages and dialects in mass media, where standard Mandarin is promoted and legally prescribed as the principal language; the emergence of the Internet language that has become a creative source for constructing a distinct youth identity; the Cantonese writing movement that challenges the hegemony of the Chinese writing system, which is traditionally based on northern Mandarin, to name a few. The nine papers collected in this volume examine recent trends in language use in mainland China, and the associated social, economic, political, and cultural manifestations. Drawing on their backgrounds and expertise in sociolinguistics, cognitive linguistics, linguistic anthropology, and cultural studies, the authors offer interdisciplinary, insightful, and critical analysis of linguistic struggles and linguistic politics in contemporary China. As such, the carefully presented details of emerging language use in this book will be of value to scholars interested in language and culture in contemporary China. It may be used as a supplementary text for students in Chinese (socio-)linguistics, Chinese language, Chinese cultural studies, Chinese anthropology, Chinese sociology, and Chinese studies in general

    Abstract: Language policy is all about choices. If you are bilingual or plurilingual, you have to choose which language to use. Even if you speak only one language, you have choices of dialects and styles. Some of these choices are the result of management, reflecting conscious and explicit efforts by language managers to control the choices. This book presents a specific theory of language management. Bernard Spolsky reviews research on the family, religion, the workplace, the media, schools, legal and health institutions, the military and government. Also discussed are language activists, international organisations, and human rights relative to language, and the book concludes with a review of language managers and management agencies. A model is developed that recognises the complexity of language management, makes sense of the various forces involved, and clarifies why it is such a difficult enterprise

    Abstract: This highly accessible book examines linguistic diversity in Galicia, one of the devolved regions of Spain. Its principal hypotheses are: that the Galician language is an intrinsic characteristic of Galician ethnic identity: that policy and planning impact on the behavioural practices of language users, reflected in loyalty and prestige factors: that whilst a reversal in traditional perceptions and attitudes is resulting in a reaffirmation of Galician as the autochthonous language, its sociolinguistic relationship with Castilian has not been resolved: that Galicians have to negotiate multiple identities, subject to constant change and adjustment. Through its innovative and in-depth analysis of Galician linguistic, sociolinguistic, ethnic and cultural revival and revitalisation processes, it also serves to emphasise the wider relevance of such studies to the case of minoritised languages in general

Her analysis expands the range of factors typically thought to explain attitudes in such policy areas, emphasizing in particular the role that civic republicanism's call for active and responsible citizenship plays in shaping opinion on language issues. Using focus groups and survey data, Schildkraut develops a model of public conceptions of what it means to be American and demonstrates the complex ways in which people draw on these conceptions when forming and explaining their views. In so doing she illustrates how focus group methodology can help yield vital new insights into opinion formation.     Abstract: While literacy has always been central to language planning work, there are fewer studies which focus primarily on literacy as a language planning activity. Often planning for literacy is treated as an aspect of status, corpus or language-in-education planning, rather than addressing literate practice itself as a planning objective. This volume investigates the complex issues and social and political pressures relating to literacy in a variety of language planning contexts around the world. The studies presented in this book examine language planning for literacy in official and vernacular languages and address issues relating to literacy in first and additional languages in North America, Asia, Africa, Europe and the Pacific. As a collection, these studies show that language planning for literacy is not simply a matter of planning a written version of a language, but involves more complex questions relating to the nature and practice of literacy and the power relations which exist within societies

    Abstract: Language policy is an issue of critical importance in the world today. In this introduction, Bernard Spolsky explores many debates at the forefront of language policy: ideas of correctness and bad language; bilingualism and multilingualism; language death and efforts to preserve endangered languages; language choice as a human and civil right; and language education policy. Through looking at the language practices, beliefs and management of social groups from families to supra-national organizations, he develops a theory of modern national language policy and the major forces controlling it, such as the demands for efficient communication, the pressure for national identity, the attractions of (and resistance to) English as a global language, and the growing concern for human and civil rights as they impinge on language. Two central questions asked in this wide-ranging survey are of how to recognize language policies, and whether or not language can be managed at all
