    Abstract: How can assessment and evaluation policies work together more effectively to improve student outcomes in primary and secondary schools? The country reports in this series analyse major issues facing evaluation and assessment policy to identify improvements that can be made to enhance the quality, equity and efficiency of school education. The Republic of North Macedonia has made remarkable progress in expanding access to education and strengthening institutional capacity. Yet, the majority of young Macedonians leave school without mastering the basic competencies for life and work and students’ background continues to influence performance. This review, developed in cooperation with UNICEF, provides North Macedonia with recommendations to help strengthen its evaluation and assessment system, by moving towards a system where assessment provides students with helpful feedback to improve learning. It will be of interest to North Macedonia, as well as other countries looking to make more effective use of their evaluation and assessment system to improve quality and equity, and result in better outcomes for all students.

    Abstract: Evaluation is widely recognised as an important component for learning and improving development effectiveness. Evaluation responds to public and taxpayer demands for credible information and independent assessment of development co-operation activities. The Development Assistance Committee’s Network on Development Evaluation supports members in their efforts to strengthen and continuously improve evaluation systems. The 2016 review of evaluation systems in development co-operation looks at the changes and trends in evaluation systems over the last five years. The report describes the role and management of evaluation in development agencies, ministries and multilateral banks. It provides information about the specific institutional settings, resources, policies and practices of DAC Evaluation Network members, and includes specific profiles on each member’s evaluation system. The study identifies major trends and current challenges in development evaluation. It covers issues such as human and financial resources, institutional setups and policies, independence of the evaluation function, reporting and use of evaluation findings, joint evaluation, and the involvement of partner countries in evaluation work. This report is part of the DAC Network on Development Evaluation’s ongoing efforts to increase the effectiveness of development co-operation policies and programmes by promoting high-quality, independent evaluation.

    Abstract: The OECD has initiated PISA for Development (PISA-D) in response to the rising need of developing countries to collect data about their education systems and the capacity of their student bodies. This report aims to compare and contrast approaches regarding the instruments that are used to collect data on (a) component skills and cognitive instruments, (b) contextual frameworks, and (c) the implementation of the different international assessments, as well as approaches to include children who are not at school, and the ways in which data are used. It then seeks to identify assessment practices in these three areas that will be useful for developing countries. This report reviews the major international and regional large-scale educational assessments: large-scale international surveys, school-based surveys and household-based surveys. For each of the issues discussed, there is a description of the prevailing international situation, followed by a consideration of the issue for developing countries and then a description of the relevance of the issue to PISA for Development.

    Abstract: In some countries the concept – not to mention the use – of teacher appraisal sparks discussion whenever it is mentioned. According to what criteria? Who decides? And what should the results of teacher appraisals be used for? But education stakeholders are beginning to find some agreement in the idea that teacher appraisal can be a key lever for focusing more on teaching quality and continuous professional development for teachers, in keeping with the growing recognition that the quality of teaching affects student learning outcomes. Teacher appraisal also provides opportunities to incentivise, recognise and reward teaching competence and high performance, which, in turn, may help to address concerns about the attractiveness of teaching as a career choice and about the image and status of teachers, including teachers’ feelings that their work is not sufficiently valued. The third International Summit on the Teaching Profession, hosted by the Netherlands, the OECD and Education International, brings together education ministers, union leaders and other teacher leaders from high-performing and rapidly improving education systems, as measured by the OECD Programme for International Student Assessment (PISA), to discuss how teacher quality is defined and what standards are set and by whom; what systems are in place for teacher evaluation and how evaluations are conducted; and how teacher evaluation contributes to school improvement and teacher self-efficacy.

    Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Abstract: Occupational pensions play a major role in OECD countries and worldwide, complementing retirement income from state sources. At the end of 2009, private pension savings reached USD 25 trillion. Population ageing has led many OECD countries to undertake a wide range of pension reforms – the overall effect of which has been to reduce public pension promises and, in turn, to increase the importance of private pension savings for retirement. The Core Principles cover seven key areas: i) Conditions for effective regulation and supervision; ; ii) Establishment of pension plans, pension funds, and pension fund managing companies; iii) Pension plan liabilities, funding rules, winding up, and insurance; iv) Asset Management; v) Rights of members and beneficiaries and adequacy of benefits; vi) Governance; and vii) Supervision. Each of the seven core principles consists of a main text and a set of implementing guidelines. In the case of the core principle of supervision, the supporting guidelines integrate the IOPS Principles of Private Pension Supervision. The Methodology provides a structured approach for evaluating a jurisdiction’s occupational pension regulatory system in relation to the OECD Core Principles of Occupational Pension Regulation.

Drawing upon evidence gathered in country reports, exemplary case studies and international literature reviews, it examines the impact and implementation of different teaching, learning and assessment practices for adult LLN learners; the way innovative programmes address the very diverse needs and goals of this population; and the policies that support or hinder effective practice. This book provides a strong foundation for understanding the fundamental issues at stake in the adult LLN education, and can guide future policy, practice and research.     Abstract: Economic valuation is widely used in OECD countries as a way of assessing the (usually monetary) value of goods that have no markets. In the rural context, valuation methods are used to argue for or against projects and policy choices in areas as diverse as agricultural support policies, local economic development, land use and biodiversity assessment. This volume reviews a range of different valuation methodologies -- stated preferences, cost-benefit, revealed preferences, and others -- and looks at how these different approaches influence choices in rural policy. For the first time, Measuring the Role of Tourism in OECD Economies: The OECD Manual on Tourism Satellite Accounts and Employment reports on the most recent national experiences in implementing Tourism Satellite Accounts and presents the results of efforts made over the past decade to develop new methods to analyse tourism and tourism-related employment. Through its descriptions of the application of Tourism Satellite Accounts in 16 OECD countries, this new book aims to create awareness of the growing economic importance of tourism, and provides a methodology for the implementation of tools to measure the impact of tourism and for the interpretation of the results.
