Over the past decade, the global geopolitical context has changed significantly, with a geopolitical power shift and a more assertive Russia and China. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. But the need for greater European strategic autonomy appears increasingly evident. But how can this be achieved in the short run? A common answer to this question is that it is impossible or that this can only be achieved in the long run, if at all. The aim of this book is to present a different perspective. It aims at showing that it should be possible to make the most out of the current European system if we adjust our understanding of how it works. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration (DI) is seen as an asset rather than a challenge. While the EU remains the core in such a system (together with NATO in the military domain), there is a multitude of other (bilateral and minilateral) regional and sub-regional integration processes that need to be considered to get the full idea of how a more differentiated European strategic autonomy can be achieved. This book starts by presenting a theoretical framework for how to study European actorness beyond the EU (ch.2), then this framework is applied both to understand Europe as a global actor (ch. 3), Europe as an actor in security and defence (ch. 4) and Europe as a regional actor (ch. 5). Pernille Rieker holds a position as a research professor at the Norwegian Institute of International Affairs (NUPI) and a part-time full professor at the Inland University College (INN). Rieker is part of NUPI's research group on security and defence and is responsible for NUPI's Center for European Studies (NCE).     Abstract: This book is about the making of justice. Despite the growing scholarship on transitional and transformative justice, contested struggles for justice in times of political change fail to get the nuanced attention we think they deserve. It seeks to understand how the making of justice is a craft and how this process of craft making is itself a source of political change. The authors introduce a new and novel conceptual framework of justicecraft which sheds light upon political change by unpacking five key elements—the skills, knowledge, labor, affect, and materiality—involved in contested struggles for justice. Justicecraft illuminates the stories and struggles for justice, enabling a greater understanding of accompanying social, political, and cultural shifts in society which unfold during times of conflict. By framing justice as craft, the authors offer a more fluid understanding of how people are producing justice on the ground—and identify the means, the instruments, the language, and claims involved in the process. Each chapter applies the framework of justicecraft to diverse global case illustrations of struggles against past, present, and future injustices and wrongdoings and draws out the key elements embedded in these processes.     Abstract: Aid organizations usually embrace the idea of digitalization, both in terms of using diverse technologies and processing data digitally for improving their services, making their operations more efficient and even mitigating various risks. While digital fundraising, the use of biometric ID systems or digitalized cash and voucher assistance enjoys widespread attention both in academic and practitioner circles, it is less known how aid organizations navigate between counterterrorism legislations and data protection laws in technical terms. Limiting the discussion to the EU General Data Protection Regulation and by conceptualizing screening — commonly used to prevent the use of donor money for illicit purposes, money-laundering, terrorism finance or corruption — as a data processing operation conducted by larger international aid organizations operating in the Global South, this book focuses on the matter of ‘transparency’ and ‘right to information’ being at the nexus ofsurveillance studies and privacy studies. By means of legal and social science methods, it simultaneously explores screening in light of classic surveillance and analyses whether opacity around screening by NGOs (data controllers) is in line with the spirit of European Union data protection regime from the perspective of individuals (data subjects). In so doing, Paragi also contributes to the discussion on the politics of transparency and highlights the dilemmas and challenges aid organizations operating in authoritarian regimes or conflict settings may face. Beata Paragi is Associate Professor at the Institute of Global Studies at Corvinus University of Budapest. She earned her PhD in Political Science (Multidisciplinary International Relations) in 2008, and additionally holds a MA-degree in ICT Law from the University of Oslo (2022). Her research interests and teaching focus on development and humanitarian studies, the digital dimension of aid operations, the Israeli-Palestinian conflict, and qualitative research methods.

    Abstract: This book analyzes the ‘Five Eyes’ nations’ concerns and policies relating to national security threats through an interdisciplinary theoretical engagement with the Political, Information, Security and Economic (PISE) Model. Through the analysis of secondary data sources such as scholarly and government reports, policy documents, press releases and interviews, the author analyzes the five case studies—Australia, Canada, New Zealand, UK, and the USA—to determine how and why nations use the PISE variables to shape favorable homeland security outcomes, to determine what the points of homeland intersectoral collaboration are among the ‘Five Eyes’ nations. In so doing, Weaver determines that although the ‘Five Eyes’ countries have concerns about homeland security and each, individually, identifies threats and hazards, they do also employ collaborative measures to build resilience and increase efforts to prepare for anticipated security breaches. John Weaver is an associate professor of Intelligence Analysis at York College of Pennsylvania (USA), a retired DOD civilian from the United States’ Intelligence Community, and has served as an officer in the US Army (retiring at the rank of lieutenant colonel). He has lived and worked on four continents and in 19 countries respectively, spending nearly eight years overseas (on behalf of the US government). His experience includes multiple combat deployments, peace enforcement, peacekeeping, humanitarian relief and disaster assistance support in both conventional and unconventional/non-traditional units. John has trained and certified multinational NATO reconnaissance teams based in the Netherlands, Germany and Spain for worldwide deployment in full-spectrum mission sets. He has also personally led several reconnaissance missions throughout Europe, the Middle East, and Asia (including multiple missions in Afghanistan).

Based in Heidelberg, the American ID was the senior American military intelligence organisation in occupied Germany, responsible for the security of American forces in Europe.     Abstract: This book investigates why peace and reform processes across the world have recently been stagnating or have become blocked. They have failed to maintain security, rights, development, and justice in the liberal international order. The book identifies the related rise of counter-peace processes at the heart of failed peacemaking efforts, and explores the implications for an emerging multi-polar order where local and international tools for peace and reform appear to be ineffective. Across a range of recent cases, from Cambodia, the Balkans, the Sahel region, DRC, Colombia, Afghanistan, and many others, such dynamics are becoming clearer. In particular, small-scale blocking tactics across different peace processes have been evolving into larger political strategies which are then disseminated within revisionist and revanchist international networks. Ultimately, this phenomenon has undermined liberal international order. Spoilers and tactical blockages to peace have connected across local, national, regional and international scales, highlighting ideological divisions. Drawing on counter-revolutionary theory, the concept of counter-peace is used as a tool to critically interrogate a systemic array of blockages to peace. Distinct counter-peace patterns are now entangled in peace and reform processes, including the stalemate pattern, the limited counter-peace, and the unmitigated counter-peace patterns. Across cases, once tactical blockages begin to form these patterns, they become systemic and ultimately enable conflict escalation. Consequently, the intimate entanglement of the existing international peace architecture with counter-peace processes points to ideological divisions in international order, as well as the growing gulf between diminished practices of peace and reform with critical scholarship on peace, justice, and sustainability.     Abstract: This book analyzes the ideological roots, structures and operational methods of Jihadi intelligence and counterintelligence activities.     Abstract: Much has been written on security in Africa—its democratic deficit, poor civil-military relations, and myriad conflicts—but these are often treated in isolation from one another. This book takes a different approach, as it links all of these issues to the dynamics of the Anthropocene. Penned by African scholars on the continent and in the diaspora, it examines the different challenges not as separate entities but as outcomes of the Anthropocene Age. In this geological epoch, humans have become a global force—unfortunately, not necessarily for good. The interaction between humans and the climate, the effects of waste, the impact of pollution on marine and terrestrial ecosystems, the loss of biodiversity, and the change in the chemical composition of the soil, oceans and atmosphere are key identifiers of the age of the Anthropocene. This has fueled conflict and instability from the vast swathes of the Sahel to Somalia. Responding to these issues of insecurity without understanding their inter-connectedness and how this relates to the environment can only result in failure. From this perspective, the current structures in place are inadequate for the task of confronting insecurity at the state and continental levels, as represented by the African Union. What is needed is a radical reevaluation of Africa’s security architecture and approach to security. This necessitates pooling sovereignty on a continental and global level.     Abstract: Great powers have often found that military adventurism to force their will in distant lands comes with the risk of spending excessive military, economic, and moral capital to the extent that war is no longer sustainable. Written by a former BBC Afghanistan correspondent who set up the corporation’s bureau in Kabul in the early 1990s, this book draws both from scholarly knowledge as well as first-hand insights on how the Americans met that fate in Vietnam, and the Soviets and Americans in Afghanistan.     Abstract: British Foreign Policy in former Yugoslavia 1989-1999: Brotherhood and Unity Lost, gives a broad analysis of Britain’s foreign policy during the wars of Yugoslav secession from 1992 to 1999. Normative approaches to Britain’s foreign policy during this period ‘have tended to place it’ in to two halves. The notion, there was a new morality in Britain’s foreign policy appeared after New Labour‘s election victory on 1 May 1997. Robin Cook declared shortly after the victory there would be an ‘ethical dimension’ to Labour‘s foreign policy, and this appeared to chart new territory. This would be a departure from what former US Assistant Secretary of State, James Rubin, believed was the hyper-realism of the traditional British kind under Major. In due course, the acceptance that there was a radical change in the British government’s policy direction irritated Conservative politicians such as Tony Baldry, and Douglas Hurd, who commented in 1997, ‘What is slightly irritating….is to pretend that a shift of two to three degrees is a shift of 180 degrees and that all his (Robin Cook‘s) predecessors are immoral rogues’. Thus, this book includes interviews with key actors, provides new archive material and re-examines claims by the ‘New Orthodoxy’ which became prevalent after 1999. John P McCumiskey received his PhD from Manchester Metropolitan University in 2013. He has taught Critical Thinking and History at various universities in Asia and Europe.

    Abstract: This book examines the strategies of regional powers in the Middle East regarding their response to cases of state failure in the region, thus connecting the theoretical concepts of statehood, state failure, and revisionist and pro-status quo interventionist behavior. Through a detailed comparative analysis of five case studies of failed states occurring in the region during 1960–2010s –Yemen (1962–1970), Lebanon (1975–1989), Iraq (2003–2020), Yemen (2004–2020), and Syria (2011–2020) – the author employs the conceptual theory of balance of power to analyze the behavior of five regional powers in the Middle East: Egypt, Iran, Israel, Syria (pre-2011), Saudi Arabia, and Turkey toward each one of those cases. The book proposes that when states become failed states, regional powers with revisionist strategies expand into them, which in turn induce status quo regional powers to react by imposing balancing action, and that this power struggle turns failed states into battlegrounds for regional power (im)balances. This book offers empirical and theoretical insights into regional politics of the Middle East over the past six decades, contributes to international policy and security studies scholarship from a Middle East regional perspective, and draws attention to the importance of analyzing the destabilizing and historical consequences of state failures for contemporary contexts. Aso M. Ali is an expert on regional politics and political transformations in the Middle East. He received his M.A in Politics and International Relations from the University of Kurdistan-Hawler in Iraq and his Ph.D. in Political Science from Southern Illinois University. He has worked as a lecturer at University of Salahaddin in Erbil (2010–2012) teaching international law and politics and modern political theories.

    Abstract: This book explores how Russia’s War on Ukraine has changed the global nuclear order. The Russian aggression against Ukraine questioned the values of the liberal regimes and systems upon which the global nuclear order is built. At the heart of this nuclear order lies the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which remains until today the cornerstone of the global nuclear disarmament and nonproliferation regime. In this context, the book examines new challenges and threats to the global nuclear order. It discusses the deterioration of nuclear norms, as well as the increasing number of the states further challenging the NPT regime by attempts to develop nuclear weapons. The book further sheds light on a growing number of states trying to resolve their territorial claims using the nuclear coercion and the umbrella function of their nuclear arsenals. The authors present the loopholes in the existing arms control system and the arms trade, which became obvious in the course of the war, and analyze the further split between the supporters of the NPT and the Treaty on the Prohibition of Nuclear Weapons (TPNW). Srutinizing the deepening polarization of the supporters and the opponents of nuclear weapons, the book includes a new debate about the competing narratives on nuclear deterrence and disarmament. Finally, the volume discusses the development and the increase of new missiles and disruptive technologies such as hypersonic missiles, drones, and artificial intelligence. This book will appeal to students and scholars of international relations and political science in general, and security studies, military and defense studies, peace and conflict studies, and foreign policy in particular, as well as policy-makers interested in a better understanding of nuclear deterrence, the global nuclear order, and the impact of Russia's war on Ukraine.

    Abstract: This book offers an in-depth analysis of the WTO security exceptions and relevant rulings by WTO dispute settlement panels. The WTO security exceptions are commonly regarded as the "box of Pandora" of the WTO system, since WTO Member States can invoke them in order to justify trade restrictions violating WTO law which they consider necessary for their essential security interests. The Members of the WTO and the GATT 1947 have hesitated for decades to rely on these security exceptions. In recent years, however, these clauses have been invoked for the first time in high-profile disputes involving Russia and Ukraine, Saudi Arabia and Qatar, as well as the US, China, the EU and other nations. This has been regarded as the turn of an era in view of the risk that the security exceptions could be instrumentalized to undermine the WTO and the international economic governance system more generally. This study therefore thoroughly analyses the WTO panel reports issued in these landmark cases. It also explains the geopolitical relevance of the increasing invocation of security clauses and argues that the legally and methodologically sound application of the WTO security exceptions, which have often been regarded as “self-judging” provisions, requires a proportionality analysis encompassing tests of the suitability and necessity of the trade measures to be justified under these truly exceptional clauses.

    Abstract: The Russian Invasion of Ukraine and Implications for the Central Region addresses national security threats and strategic opportunities for the United States and its allies in the Middle East and Central Asia following Russia’s invasion of Ukraine. Recognizing that integrated deterrence is not constrained by geography or domain, this book focuses on the complex threats and challenges confronting U.S. national security and foreign policy in a post-Ukraine invasion environment. That is to say, what happens in Ukraine does not stay in Ukraine. It affects everyone from the region to the cyberspace domain to people on the other side of the world, due to changes in commodity prices. Specifically, this volume explores how revised analyses of Russia may alter U.S. and allied strategies in a shifting international system and within the framing of strategic competition. Experts in this volume examine how the war in Ukraine will influence Russian strategy and foreign policy in the Middle East, Central Asia, and globally; what effect the Ukraine invasion could have on global and regional geopolitics and geoeconomics; and the United States’ ability to protect national interests in the Central Region. The reasons for this are multiple and complex. In this volume, we explore many issues that have confounded security experts by asking questions such as: What happens after the Russian invasion?     Abstract: In light of many crises in the last two decades, including democratic recession, climate change, economic crises, and massive waves of migration affecting perceptions of security around the world, this book examines the impact of cultural change in political communities on the global political and security environment. Through various case studies of political communities around the world, the book analyzes contemporary responses to cultural change, often culminating in the rise of political populism and extremism. The book is divided into two parts and presents a foreword by Larry Diamond and an afterword by Eric Shiraev. The first part focuses on the micro-level of cultural change in political communities and discusses conflict mechanisms and the role of political participation in producing changes. The second part features studies on extremism and populism, analyzing their impact on cultural change in Europe. The book is intended for scholars and students in a variety of disciplines, including international relations, security studies, cultural studies, and related fields.

A book needs to be written on this to make sense, from a theoretical perspective, why this invasion has occurred and what the main actors are pursuing. The originality rests on testing main international relations theories: realism, liberalism and constructivism to the war that emerges with the practices and approaches during the Cold War to date from the North Atlantic Treaty Organisation (NATO), the Soviet Union (and now Russia) and Ukraine. The monograph commences with a historical overview of NATO and how it has engaged in expansionism policy to further contain Russia in contemporary international affairs with the accession of additional former Soviet states. This helps to explain the current Russian invasion of Ukraine that would attract great readership. The main argument presented rests on the pursuance of realist interests by NATO, Ukraine and Russia for containment, national security interests and as a response to the security dilemma respectively. This has served as the main catalyst of this conflict that has made diplomacy, international law and collective security measures problematic to implement.     Abstract: The aim of the book is to present the war in its two versions and dimensions, i.e., the media image and the human factor. The choice of these two areas has not been random. Due to the situation, communication, also the one that mobilizes and shapes attitudes toward war, has moved to the Internet. From the first days of the war, pieces of information have generated various emotions, which translated into individual feelings, but also evoked broadly understood movement—in the area of spreading (dis) information and direct behavior. This movement was multi-level—we see the mobilization of people in the area of conspiracy theories, the expression of difficult emotions in memes, as well as a test of strength in the information war between Russia and Ukraine. The presentation of Volodymir and Olena Zelenski in the media also had an undeniable impact of mobilization, and their attitude built the image of heroic Ukraine from the very beginning. These and other relationships between the indicated factors are presented in the book. Agnieszka Turska-Kawa is Director of the Institute of Political Science, specializing in psychology of politics, particularly in the context of political behavior, motivations and emotions ruling politics, and cognitive aspects of political choices at the University of Silesia in Katowice, Poland. Agnieszka Kasińska-Metryka is Professor of Political Science and Director of the Institute of International Relations and Public Policy, specializing in political leadership, social communication, political marketing, and women political activity at the Jan Kochanowski University in Kielce, Poland.     Abstract: This volume presents the key informational, communication, and socio-political drivers of the Ukrainian state's national security. Since the beginning of the third millennium, there has been an aggravation of global inter-civilizational confrontations, which in 2022 has already resulted in an open military aggression against Ukraine. The hybrid wars against the world of democracy have put ensuring the national security of states on the front pages of world and national agendas. Using the example of Ukraine, the book demonstrates how, in order to achieve their geopolitical interests, authoritarian regimes incite information wars as a prerequisite for the transition to an armed "hot" war. It further shows how these processes actualize the formation of a fundamentally new state policy to ensure information and, more broadly, national security. The book identifies the main threats to national security in modern states and identifies ways of protecting Ukraine's national interests. The book will appeal to scholars, students, and researchers of political science, international relations, social sciences, and neighboring disciplines, as well as practitioners and policy-makers interested in a better understanding of national security drivers and protecting national interests.

    Abstract: This book discusses the impact of the process of accession to the European Union (EU) – i.e. Europeanisation – on the formulation of the ethnic identity of Bosnian Serbs and the political identity of Republika Srpska (RS) in Bosnia and Herzegovina (BiH). The centrepiece of the book is an examination of how it is possible that the expected effect of Europeanisation on ethnic identities in a post-conflict environment – a transformation of ethnic identities through desecuritisation – does not materialise in the case of BiH and the RS. The book starts from the assumption that the political elite in the RS uses Europeanisation as a context for the securitization of two sources of threats – the internal and external Other. This prevents the transformation of ethnic identities in BiH, and as a result also the desecuritisation of antagonisms among the ethnic groups of BiH. The results show that any attempt at a more active engagement by the EU and international community was interpreted by the RS political elite as Bosniak agenda aimed against the RS. In this respect, the book demonstrates that BiH’s EU accession process or a clearer EU perspective alone in scrutinized critical junctures did not outweigh the potential costs for the RS political elite if reforms aimed at creating a more functional BiH were to succeed. In all three analysed critical junctures, the political elite in RS presented motions for a more functional BiH as attempts to centralise the country and framed them as the beginning of the end for the RS as a political entity. Faris Kočan is Assistant Professor at University of Ljubljana, Faculty of Social Sciences. His research is focused on the Europeanisation of the Western Balkans and the role of the European integration in addressing the troubled past of post-Yugoslav space. He has published, among others, in the Nationalities Papers, Ethnopolitics, Southeast European and Black Sea Studies, and contributed chapters to monographs published in international publishing houses (Peter Lang, Ibidem). He has been working on many research projects, including those funded by Horizon 2020, JM/Erasmus+ and Slovenian Research Council.

    Abstract: This book focuses on three main subjects: the DPRK's inability to survive as a nuclear state; the importance of China’s role in encouraging denuclearization of the Korean Peninsula; and the possibility of an alternative political organization for the DPRK including a transition to a market-economy in exchange for giving up its nuclear weapons. The book approaches North Korean issues from the perspective that the regime cannot survive without nuclear weapons which, rather than being a genuine danger to other states, are bargaining chips for security and survival. The book includes views from prominent academics and practitioners, including a former British ambassador to North Korea, putting forward an ambitious set of recommendations and analyses based on hands-on experience in the region.     Abstract: This book aims to analyze from a multidisciplinary perspective the current geopolitical conflict between East and West, between two differentiated and apparently conflicting cosmogonic visions. The geopolitical evolution of the current panorama seems to lead to a new world in the field of international relations, a new board played on a planetary level. Once again, bloc geopolitics can be glimpsed in the immediate future, in which the most important actors such as Russia, China, the United States of America, and the European Union are called to position themselves with respect to the territorial and strategic ambitions of the opponent. International law seems to be overwhelmed by military actions and factual pressure on the ground, while the battle of ideas extends to the technological field and cyberspace. The different origins of the authors, with extensive academic, military, police forces, and business experience undoubtedly enriches the unique perspective that this work intends to address, always in the attempt to enforce international law and the channels of dialogue between nations, such as the best solution to conflicts.

    Abstract: This book sheds light on the so-called ‘Moro Doctrine’, an Italian state security policy which has been portrayed in literature as an under-the-counter agreement made between Italy and Palestinian movement during the Cold War. The Moro Doctrine, or ‘Lodo Moro’ as it is known in Italy, aimed to protect the peninsula from Palestinian attacks by allowing terrorists to use Italian territory as a base for weapons and guerrilla fighters. Responsibility for the ‘Lodo’ was instrumentally placed on Aldo Moro, the five- time Prime Minister of Italy, after his death, and since then his name has become indelibly linked with the shame of having negotiated with Palestinian terrorists. Thanks to records collected from over twenty archives in Italy, the USA, France, Germany, Britain and Russia, concrete evidence shows that the significance of this agreement needs to be rethought. The author argues that the decision to adopt the Lodo was not solely made by Moro, but also involved key figures of the Christian Democrat and Socialist parties, various magistrates and even the President of the Republic. It illustrates how terrorism was used as an effective tool in international diplomacy to influence foreign and domestic policies. Offering a re-examination of Italian counter-terrorist policy, this book analyses how Italy responded to international terrorism during the Cold War, providing a useful read for those researching Italian and European history, Cold War studies, the history of international relations and diplomacy, and Middle-East history. Valentine Lomellini is Associate Professor in the Department of Political Science, Law and International Studies at the University of Padua in Italy. Here, she teaches Terrorism and Security in International History, and the History of International Relations. She is also the author of La diplomazia del terrore: 1967–1989 (2023).

    Abstract: This volume offers systematic research on regionalism in Africa and explores the role and impact of external partners on the dynamics, institutional design, and performance of regional integration projects. It acknowledges and elaborates the multilevel and multidimensional nature of regionalism, with its variety of cooperative institutions and policy areas, while closely considering uneven relationships to external actors in African regional organizations. The book’s two comprehensive mapping studies examine patterns of asymmetric inter-dependence between regionalism in Africa and external partners in Europe, with a focus on trade and donor funding, and highlight structural imbalances and (un)intended consequences. Five additional case studies provide in-depth analyses of a variety of African regional organizations, mainly with a focus on security regionalism, and elaborate how external partners influence and affect integration processes and projects. Although regionalism in Africa benefitted from external relations and partnerships with Europe, contributions in this volume question this positive impression, highlighting some of the major undermining factors and actors. Johannes Muntschick is a researcher and lecturer in the Department of Political Science at the Johannes Gutenberg-Universität Mainz, Germany. His research and teaching experience lies in the fields of international relations theory, international institutions, and regionalism in the Global South.
