    Abstract: Khawaja Sira of Pakistan are a heterogeneous group of marginalized gender nonconforming individuals who defy traditional notions of gender and sexuality. Based on ethnographic fieldwork in Lahore, Pakistan, Governing Thirdness provides important insights about the identity, marginalization and governance of the Khawaja Sira as they try to live an unliveable life. Taking a broad view of governance, this book includes a comprehensive analysis of governance of the Khawaja Sira across legal, social and administrative institutions. It also argues that labels like third gender and transgender fails to account for the gender fluid lives and multiple types of individuals who identify as Khawaja Sira, yet these categories, largely imported from the west, are used without much thought to govern this heterogeneous group

Karen Cook Bell's enlightening and original contribution to the study of slave resistance in eighteenth-century America explores the individual and collective lives of these women and girls of diverse circumstances, while also providing details about what led them to escape. She demonstrates that there were in fact two wars being waged during the Revolutionary Era: a political revolution for independence from Great Britain and a social revolution for emancipation and equality in which Black women played an active role. Running from Bondage broadens and complicates how we study and teach this momentous event, one that emphasizes the chances taken by these 'Black founding mothers' and the important contributions they made to the cause of liberty

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

Focusing on the postcolonial settlement of the Atlantic frontier and Rio de Janeiro, Miki argues that the exclusion and inequality of indigenous and African-descended people became embedded in the very construction of Brazil's remarkably inclusive nationhood.     Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Rwanda and Bosnia both experienced mass violence in the early 1990s. Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights

Fighting the U.S. Youth Sex Trade: Race, Gender, and Politics examines how politically and ideologically diverse activists joined together to change perceptions and public policies on youth involvement in the sex trade over time, reframing "juvenile prostitution" of the 1970s as "commercial sexual exploitation of children" in the 1990s, and then as "domestic minor sex trafficking" in the 2000s. Based on organizational archives and interviews with activists, Baker shows that these campaigns were fundamentally shaped by the politics of gender, race and class, and global anti-trafficking campaigns. The author argues that the very frames that have made these movements so successful in achieving new laws and programs for youth have limited their ability to achieve systematic reforms that could decrease youth vulnerability to involvement in the sex trade"--

    Abstract: When and why do governments promote women's rights? Through comparative analysis of state action in seventy countries from 1975 to 2005, this book shows how different women's rights issues involve different histories, trigger different conflicts, and activate different sets of protagonists. Change on violence against women and workplace equality involves a logic of status politics: feminist movements leverage international norms to contest women's subordination. Family law, abortion, and contraception, which challenge the historical claim of religious groups to regulate kinship and reproduction, conform to a logic of doctrinal politics, which turns on relations between religious groups and the state. Publicly-paid parental leave and child care follow a logic of class politics, in which the strength of Left parties and overall economic conditions are more salient. The book reveals the multiple and complex pathways to gender justice, illuminating the opportunities and obstacles to social change for policymakers, advocates, and others seeking to advance women's rights

    Abstract: Over the past decade, DR Congo and South Africa have attracted global attention for high rates of sexual and gender-based violence. Why is it that courts in eastern DR Congo have offered a robust judicial response, prioritizing gender crimes despite considerable logistical challenges, whilst courts in South Africa, home to a far stronger legal infrastructure and human rights record, have failed to provide justice to victims of similar crimes? Lake shows that state fragility in DR Congo has created openings for human rights NGOs to influence legal processes in ways that have proved impossible in countries like South Africa, where the state is stronger. Yet exploiting opportunities presented by state fragility to pursue narrow human rights goals invites a host of new challenges. Strong NGOs and Weak States documents the promises and pitfalls of human rights and rule of law advocacy undertaken by NGOs in strong and weak states alike

    Abstract: This book uses an intersectional approach to analyze the impact of the experience of race on Afro-Brazilian political behavior in the cities of Salvador, São Paulo, and Rio de Janeiro.     Abstract: Since the US-led invasion and occupation of Iraq in 2003, the challenges of sectarianism and militarism have weighed heavily on the women of Iraq. In this book, Zahra Ali foregrounds a wide-range of interviews with a variety of women involved in women's rights activism, showing how everyday life and intellectual life has developed since the US-led invasion. In addition to this, Ali offers detailed historical research of social, economic and political contexts since the formation of the Iraqi state in the 1920s. Through a transnational and postcolonial feminist approach, this book also considers the ways in which gender norms and practices, Iraqi feminist discourses, and activisms are shaped and developed through state politics, competing nationalisms, religious, tribal and sectarian dynamics, wars, and economic sanctions. The result is a vivid account of the everyday life in today's Iraq and an exceptional analysis of the future of Iraqi feminisms

    Abstract: An innovative examination of American society, culture, and politics, The Age of Charisma argues that the modern relationship between American leaders and followers grew out of a unique group of charismatic social movements prominent in the late-nineteenth and early-twentieth centuries. Drawing on hundreds of letters and testimonials, Jeremy C. Young illustrates how 'personal magnetism' in public speaking shaped society by enabling a shift from emotionally-inaccessible leadership to emotionally-available leadership. This charismatic speaking style caused a rapid transformation in the leader-follower relationship, creating an emotional link between speakers and listeners, and the effects of this social transformation remain with us today. Young argues that ultimately, charismatic movements enhanced American democracy by encouraging the personalization of leadership - creating a culture in which today's leaders appeal directly to Americans through mass media

    Abstract: It is a little known fact that as early as the thirteenth century, Europe's political and religious powers tried to physically mark and distinguish the Jews from the rest of society. During the Renaissance, Italian Jews first had to wear a yellow round badge on their chest, and then later, a yellow beret. The discriminatory marks were a widespread phenomenon with serious consequences for Jewish communities and their relations with Christians.     Abstract: This is a revolutionary reinterpretation of the French past from the early fifteenth century to the establishment of the Third Republic, focused on public challenges and defenses of masculine hierarchy in relations between women and men. Karen Offen surveys heated exchanges around women's 'influence'; their exclusion from 'authority'; the increasing prominence of biomedical thinking and population issues; concerns about education, intellect, and the sexual politics of knowledge; and the politics of women's work. Initially, the majority of commentators were literate and influential men. However, as more and more women attained literacy, they too began to analyze their situation in print and to contest men's claims about who women were and should be, and what they should be restrained from doing, and why. As urban print culture exploded and revolutionary ideas of 'equality' fuelled women's claims for emancipation, this question resonated throughout francophone Europe and, ultimately, across the seas

    Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

    Abstract: Meaningful Resistance explores the origins and dynamics of resistance to markets through an examination of two social movements that emerged to voice and channel opposition to market reforms. Protests against water privatization in Cochabamba, Bolivia, and rising corn prices in Mexico City, Mexico, offer a lens to analyze the mechanisms by which perceived, market-driven threats to material livelihood can prompt resistance. By exploring connections among marketization, local practices, and political protest, the book shows how the material and the ideational are inextricably linked in resistance to subsistence threats. When people perceive that markets have put subsistence at risk, material and symbolic worlds are both at stake; citizens take to the streets not only to defend their pocketbooks, but also their conceptions of community. The book advances contemporary scholarship by showing how attention to grievances in general, and subsistence resources in particular, can add explanatory leverage to analyses of contentious politics

    Abstract: "Politicising Europe presents the most comprehensive contribution to empirical research on politicisation to date. The study is innovative in both conceptual and empirical terms. Conceptually, the contributors develop and apply a new index and typology of politicisation. Empirically, the volume presents a huge amount of original data, tracing politicisation in a comparative perspective over more than forty years. Focusing on six European countries (Austria, France, Germany, Sweden, Switzerland and the UK) from the 1970s to the current euro crisis, the book examines conflicts over Europe in election campaigns, street protests, and public debates on every major step in the integration process. It shows that European integration has indeed become politicised. However, the patterns and developments differ markedly across countries and arenas, and many of the key hypotheses on the driving forces of change need to be revisited in view of new findings"--

    Abstract: Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees

    Abstract: Political revolutions, economic meltdowns, mass ideological conversions and collective innovation adoptions occur often, but when they do happen, they tend to be the least expected. Based on the paradigm of 'leading from the periphery', this groundbreaking analysis offers an explanation for such spontaneity and apparent lack of leadership in contentious collective action. Contrary to existing theories, the author argues that network effects in collective action originating from marginal leaders can benefit from a total lack of communication. Such network effects persist in isolated islands of contention instead of overarching action cascades, and are shown to escalate in globally dispersed, but locally concentrated networks of contention. This is a trait that can empower marginal leaders and set forth social dynamics distinct from those originating in the limelight.     Abstract: This book offers a fresh approach to some of the most studied documents relating to Christian female asceticism in the Roman era. Focusing on the letters of advice to the women of the noble Anicia family, Kate Wilkinson argues that conventional descriptions of feminine modesty can reveal spaces of agency and self-formation in early Christian women's lives. She uses comparative data from contemporary ethnographic studies of Muslim, Hindu, and indigenous Pakistani women to draw out the possibilities inherent in codes of modesty. Her analysis also draws on performance studies for close readings of Ambrose, Augustine, Jerome and Pelagius. The book begins by locating itself within the complex terrain of feminist historiography, and then addresses three main modes of modest behavior - dress, domesticity and silence. Finally, it addresses the theme of false modesty and explores women's agency in light of Augustinian and Pelagian conceptions of choice

    Abstract: The Yugoslav state of the interwar period was a child of the Great European War. Its borders were superimposed onto a topography of conflict and killing, for it housed many war veterans who had served or fought in opposing armies (those of the Central Powers and the Entente) during the war. These veterans had been adversaries but after 1918 became fellow subjects of a single state, yet in many cases they carried into peace the divisions of the war years. John Paul Newman tells their story, showing how the South Slav state was unable to escape out of the shadow cast by the First World War. Newman reveals how the deep fracture left by war cut across the fragile states of 'New Europe' in the interwar period, worsening their many political and social problems and bringing the region into a new conflict at the end of the interwar period

    Abstract: In this book, David Bello offers a new and radical interpretation of how China's last dynasty, the Qing (1644–1911), relied on the interrelationship between ecology and ethnicity to incorporate the country's far-flung borderlands into the dynasty's expanding empire. The dynasty tried to manage the sustainable survival and compatibility of discrete borderland ethnic regimes in Manchuria, Inner Mongolia, and Yunnan within a corporatist 'Han Chinese' imperial political order. This unprecedented imperial unification resulted in the great human and ecological diversity that exists today. Using natural science literature in conjunction with under-utilized and new sources in the Manchu language, Bello demonstrates how Qing expansion and consolidation of empire was dependent on a precise and intense manipulation of regional environmental relationships

    Abstract: After spending a year in Tokyo, American teacher Alice Mabel Bacon (1858–1918) became the first author to usher Western readers into the graceful, paper-walled realm of the Japanese woman. An intimate friend of several Japanese ladies, Bacon was privy to a domestic world which remained closed to male visitors. This 1891 work begins with birth and childhood, including the colourful, kimono-like dress of infants, their ornate dolls, and their education in handwriting, flower painting and etiquette. Trained for a lifetime of service to her husband and his parents, the Japanese woman was praised for her loyalty and obedience. But new Western influences, especially on education, were challenging the old ways. Bacon evocatively depicts Japanese women unsettled by their modern education, yet saddled with traditional cultural expectations. With its insight into Japan's class system, cultural history and moral framework, this book remains an essential complement to any study of Japanese social history

    Abstract: "After the abolition of slavery in 1897, Islamic courts in Zanzibar (East Africa) became central institutions where former slaves negotiated socio-economic participation. By using difficult-to-read Islamic court records in Arabic, Elke Stockreiter reassesses the workings of these courts as well as gender and social relations in Zanzibar Town during British colonial rule (1890-1963). She shows how Muslim judges maintained their autonomy within the sphere of family law and describes how these judges helped advance the rights of women, ex-slaves and other marginalised groups. As was common in other parts of the Muslim world, women usually had to buy their divorce. Thus, Muslim judges played important roles as litigants, moving up the social hierarchy, with ethnicisation increasingly influencing all factors. Drawing upon these previously unexplored sources, this study investigates how Muslim judges both mediated and generated discourses of inclusion and exclusion based on social status rather than gender"--

    Abstract: "This book explores an issue central to the study of age and ageing: Do we wish to preserve old age as a discrete stage of life, to be protected by welfare policies specifically targeting 'the old'? Should old age be accorded a privileged status? This may recognise the needs of a particular age group with regard to health, income and social care. But by doing so, we support the inaccurate and possibly offensive definition of 'old age' as the stage of life beyond age 65 - a demarcation line which has no biological or cognitive significance, since human beings age at very different rates. Defining old age in this way may ghettoise and marginalise one group of people in society, encouraging prejudice against them via policies that 'single out, stigmatise and isolate the aged from the rest of society', in a way that can be seen as subtly ageist. On the other hand, should we dispense with age as a categorisation and work towards an 'age-irrelevant', 'age-neutral' or 'ageless' society - one in which individuals will be judged by the content of their character, rather than their chronological age? Is the concept of old age an outmoded relic from the past?"..

    Abstract: Muslim Belonging in Secular India surveys the experience of some of India's most prominent Muslim communities in the early postcolonial period. Muslims who remained in India after the Partition of 1947 faced distrust and discrimination, and were consequently compelled to seek new ways of defining their relationship with fellow citizens of India and its governments. Using the forcible integration of the princely state of Hyderabad in 1948 as a case study, Taylor C. Sherman reveals the fragile and contested nature of Muslim belonging in the decade that followed independence. In this context, she demonstrates how Muslim claims to citizenship in Hyderabad contributed to intense debates over the nature of democracy and secularism in independent India. Drawing on detailed new archival research, Dr Sherman provides a thorough and compelling examination of the early governmental policies and popular strategies that have helped to shape the history of Muslims in India since 1947

    Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies.     Abstract: During the Haitian Revolution of 1791–1804, arguably the most radical revolution of the modern world, slaves and former slaves succeeded in ending slavery and establishing an independent state.     Abstract: The sectional conflict over slavery in the United States was not only a clash between labour systems and political ideologies but also a viscerally felt part of the lives of antebellum Americans. This book contributes to the growing field of emotions history by exploring how specific emotions shaped Americans' perceptions of, and responses to, the sectional conflict in order to explain why it culminated in disunion and war. Emotions from indignation to jealousy were inextricably embedded in antebellum understandings of morality, citizenship, and political affiliation. Their arousal in the context of political debates encouraged Northerners and Southerners alike to identify with antagonistic sectional communities and to view the conflicts between them as worth fighting over. Michael E. Woods synthesizes two schools of thought on Civil War causation: the fundamentalist, which foregrounds deep-rooted economic, cultural, and political conflict, and the revisionist, which stresses contingency, individual agency, and collective passion

    Abstract: This book is about the creation and development of ethnic identity among the Kamba. Comprising approximately one-eighth of Kenya's population, the British considered the Kamba East Africa's premier 'martial race' by the mid-twentieth century: a people with an apparent aptitude for soldiering. The reputation, indeed, was one that Kamba leaders used to leverage financial rewards from the colonial state. However, beneath this simplistic exterior was a maelstrom of argument and debate. Men and women, young and old, Christians and non-Christians, and the elite and poor fought over the virtues they considered worthy of honor in their communities, and which of their visions should constitute 'Kamba' identity. Based on extensive archival research and more than 150 interviews, Ethnicity and Empire is one of the first books to analyze the complex process of building and shaping 'tribe' over more than two centuries. It reveals new ways to think about themes crucial to the history of colonialism: soldiering, 'loyalty', martial race, and indeed the nature of empire itself

    Abstract: Stephen H. Norwood has written the first systematic study of the American far left's role in both propagating and combating antisemitism. This book covers Communists from 1920 onward, Trotskyists, the New Left and its black nationalist allies, and the contemporary remnants of the New Left. Professor Norwood analyzes the deficiencies of the American far left's explanations of Nazism and the Holocaust. He explores far left approaches to militant Islam, from condemnation of its fierce antisemitism in the 1930s to recent apologies for jihad. Norwood discusses the far left's use of long-standing theological and economic antisemitic stereotypes that the far right also embraced. The study analyzes the far left's antipathy to Jewish culture, as well as its occasional efforts to promote it. He considers how early Marxist and Bolshevik paradigms continued to shape American far left views of Jewish identity, Zionism, Israel, and antisemitism

    Abstract: This history of African motherhood over the longue durée demonstrates that it was, ideologically and practically, central to social, economic, cultural and political life. The book explores how people in the North Nyanzan societies of Uganda used an ideology of motherhood to shape their communities. More than biology, motherhood created essential social and political connections that cut across patrilineal and cultural-linguistic divides. The importance of motherhood as an ideology and a social institution meant that in chiefdoms and kingdoms queen mothers were powerful officials who legitimated the power of kings. This was the case in Buganda, the many kingdoms of Busoga, and the polities of Bugwere. By taking a long-term perspective from c.700 to 1900 CE and using an interdisciplinary approach - drawing on historical linguistics, comparative ethnography, and oral traditions and literature, as well as archival sources - this book shows the durability, mutability and complexity of ideologies of motherhood in this region

    Abstract: This book tells the story of constitutional government in America during the period of the 'social question'. After the Civil War and Reconstruction, and before the 'second Reconstruction' and cultural revolution of the 1960s, Americans dealt with the challenges of the urban and industrial revolutions. In the crises of the American Revolution and the Civil War, the American founders - and then Lincoln and the Republicans - returned to a long tradition of Anglo-American constitutional principles. During the Industrial Revolution, American political thinkers and actors gradually abandoned those principles for a set of modern ideas, initially called progressivism. The social crisis, culminating in the Great Depression, did not produce a Lincoln to return to the founders' principles, but rather a series of leaders who repudiated them. Since the New Deal, Americans have lived in a constitutional twilight, not having completely abandoned the natural-rights constitutionalism of the founders, nor embraced the entitlement-based welfare state of modern liberalism

China's late imperial government was arguably more concerned about gender and sexuality among its subjects than any other pre-modern state. How did these and other late imperial legacies shape twentieth-century notions of gender and sexuality in modern China? Susan Mann answers this by focusing on state policy, ideas about the physical body and notions of sexuality and difference in China's recent history, from medicine to the theater to the gay bars; from law to art and sports. More broadly, the book shows how changes in attitudes toward sex and gender in China during the twentieth century have cast a new light on the process of becoming modern, while simultaneously challenging the universalizing assumptions of Western modernity

It demonstrates that the publics of virtually all advanced industrial societies have been moving toward more secular orientations during the past half century, but also that the world as a whole now has more people with traditional religious views than ever before.     Abstract: The Muslim conquest of the East in the seventh century entailed the subjugation of Christians, Jews, Zoroastrians and others. Although much has been written about the status of non-Muslims in the Islamic empire, no previous works have examined how the rules applying to minorities were formulated. Milka Levy-Rubin's remarkable book traces the emergence of these regulations from the first surrender agreements in the immediate aftermath of conquest to the formation of the canonic document called the Pact of 'Umar, which was formalized under the early 'Abbasids, in the first half of the ninth century. The study reveals that the conquered peoples themselves played a major role in the creation of these policies and that they were based on long-standing traditions, customs and institutions from earlier pre-Islamic cultures that originated in the worlds of both the conquerors and the conquered. In its connections to Roman, Byzantine and Sasanian traditions, the book will appeal to historians of Europe as well as Arabia and Persia

    Abstract: This is a volume of studies concerned with death and its impact on the social order. The first topic considered is gladiatorial combat; not merely popular entertainment, it was also an important element in Roman politics. The book then investigates the composition of the political elite in the late Republic and Principate (249 BC – AD 235), showing that ideals of hereditary succession disguised high rates of social mobility. The final chapter ranges over aristocratic death rituals and tombs, funerals and ghost stories, to the search for immortality and the power of the Roman dead in distributing property by written wills

    Abstract: This collection of essays, four of which are published in English for the first time, represents the life's work of the historian Tim Mason, one of the most original and perceptive scholars of National Socialism, who pioneered its social and labour history. His provocative articles and essays, written between 1964 and 1990, exhibit a combination of empirical rigour and theoretical astuteness which made them landmarks in the definition and elaboration of major debates in the historiography of National Socialism. These ten essays collect together Mason's most significant writings, including discussions of the domestic origins of the Second World War, the role of Hitler, and the character of working-class resistance, as well as his pathbreaking study of women under National Socialism, and examples of comparative work on fascism and Nazism. But they are now postponing marriage and bearing fewer children, and Japan has become one of the least fertile and fastest aging countries in the world. Why are so many Japanese women opting out of family life? To answer this question, the author draws on in-depth interviews and extensive survey data to examine Japanese mothers' perspectives and experiences of marriage, parenting, and family life.     Abstract: In Russian politics reliable information is scarce, formal relations are of relatively little significance, and things are seldom what they seem. Applying an original theory of political language to narratives taken from interviews with 34 of Russia's leading political figures, Michael Urban explores the ways in which political actors construct themselves with words. By tracing individual narratives back to the discourses available to speakers, he identifies what can and cannot be intelligibly said within the bounds of the country's political culture, and then documents how elites rely on the personal elements of political discourse at the expense of those addressed to the political community. Urban shows that this discursive orientation is congruent with social relations prevailing in Russia and helps to account for the fact that, despite two revolutions proclaiming democracy in the last century, Russia remains an authoritarian state

    Abstract: Momentous changes in the relation between women and the state have advanced women's status around the globe. Women were barred from public affairs a century ago, yet almost every state now recognizes equal voting rights and exhibits a national policy bureau for the advancement of women. Sex quotas for national legislatures are increasingly common. Ann E. Towns explains these changes by providing a novel account of how norms work in international society. She argues that norms don't just provide standards for states, they rank them, providing comparative judgments which place states in hierarchical social orders. This focus on the link between norms and ranking hierarchies helps to account better for how a new policy, such as equality for women in public life, is spread around the world. Women and States thus offers a new view of the relationship between women and the state, and of the influence of norms in international politics

    Abstract: The twentieth century gave rise to profound changes in traditional sex roles. However, the force of this 'rising tide' has varied among rich and poor societies around the globe, as well as among younger and older generations. Rising Tide sets out to understand how modernization has changed cultural attitudes towards gender equality and to analyze the political consequences of this process. The core argument suggests that women and men's lives have been altered in a two-stage modernization process consisting of (i) the shift from agrarian to industrialized societies and (ii) the move from industrial towards post industrial societies. This book is the first to systematically compare attitudes towards gender equality worldwide, comparing almost 70 nations that run the gamut from rich to poor, agrarian to postindustrial.     Abstract: Janet Afary is a native of Iran and a leading historian. Her work focuses on gender and sexuality and draws on her experience of growing up in Iran and her involvement with Iranian women of different ages and social strata. These observations, and a wealth of historical documents, form the kernel of this book, which charts the history of the nation's sexual revolution from the nineteenth century to today. What comes across is the extraordinary resilience of the Iranian people, who have drawn on a rich social and cultural heritage to defy the repression and hardship of the Islamist state and its predecessors.     Abstract: The media environment is changing. Today in the United States, the average viewer can choose from hundreds of channels, including several twenty-four hour news channels. News is on cell phones, on iPods, and online; it has become a ubiquitous and unavoidable reality in modern society. The purpose of this 2007 book is to examine systematically, how these differences in access and form of media affect political behaviour. Using experiments and survey data, it shows how changes in the media environment reverberate through the political system, affecting news exposure, political learning, turnout, and voting behaviour

    Abstract: Sexual harassment, in particular in the workplace, is a controversial topic which often makes headline news. What accounts for the cross-national variation in laws, employer policies, and implementation of policies dealing with sexual harassment in the workplace? Why was the United States on the forefront of policy and legal solutions, and how did this affect politicization of sexual harassment in the European Union and its member states? Exploring the way sexual harassment has become a global issue, Kathrin Zippel draws on theories of comparative feminist policy, gender and welfare state regimes, and social movements to explore the distinct paths that the United States, the European Union and its member states, specifically Germany, have embarked on to address the issue. This comparison provides invaluable insights on the role of transnational movements in combatting sexual harassment, and on future efforts to implement the European Union Directive of 2002

    Abstract: The profound transformations that preceded the downfall of Communism originated in Poland and Hungary, but played out in strikingly different ways. Hungary led through economic reform, Poland through open political struggle. Analysis of these transformational variants yields important insights into systemic change, marketization, and democratization. This book shows how these changes were possible in authoritarian regimes as, over time, state and society became mutually vulnerable, neither fully able to dictate the terms of engagement. For Poland this meant principled confrontation; for Hungary, innovative accommodation. This book argues that different conceptual frameworks and strategies of persuasion account for these divergences in virtually identical institutional settings. Seleny traces the different political-institutional residues which, in both Hungary and Poland, now function as constraining or enabling legacies. In particular, she demonstrates that state socialist legacies account for salient differences between these two new capitalist democracies, and now condition their prospects in the European Union

    Abstract: 'Religion and politics', as the old saying goes, 'should never be discussed in mixed company.'And yet fostering discussions that cross lines of political difference has long been a central concern of political theorists. More recently, it has also become a cause célèbre for pundits and civic-minded citizens wanting to improve the health of American democracy. But only recently have scholars begun empirical investigations of where and with what consequences people interact with those whose political views differ from their own. Hearing the Other Side examines this theme in the context of the contemporary United States. It is unique in its effort to link political theory with empirical research. Drawing on her empirical work, Mutz suggests that it is doubtful that an extremely activist political culture can also be a heavily deliberative one

    Abstract: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse

    Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future

    Abstract: The Politics of Commonwealth offers a major reinterpretation of urban political culture in England during the sixteenth and seventeenth centuries. Examining what it meant to be a freeman and citizen in early modern England, it also shows the increasingly pivotal place of cities and boroughs within the national polity. It considers the practices that constituted urban citizenship as well as its impact on the economic, patriarchal and religious life of towns and the larger commonwealth. The author has recovered the language and concepts used at the time, whether by eminent citizens like Andrew Marvell or more humble tradesmen and craftsmen. Unprecedented in terms of the range of its sources and freshness of its approach, the book reveals a dimension of early modern culture that has major implications for how we understand the English state, economy and 'public sphere'; the political upheavals of the mid-seventeenth-century and popular political participation more generally

    Abstract: Yasir Suleiman's 2004 book considers national identity in relation to language, the way in which language can be manipulated to signal political, cultural or even historical difference. As a language with a long-recorded heritage and one spoken by the majority of those in the Middle East in a variety of dialects, Arabic is a particularly appropriate vehicle for such an investigation. It is also a penetrating device for exploring the conflicts of the Middle East, the diversity of its peoples and the diversity of their viewpoints. Suleiman's book offers a wealth of empirical material, and intriguing, often poignant illustrations of antagonisms articulated through pun or double entendre

    Abstract: This book takes a look at the 'age of reform', from 1780 when reform became a common object of aspiration, to the 1830s - the era of the 'Reform Ministry' and of the Great Reform Act of 1832 - and beyond, when such aspirations were realized more frequently. It pays close attention to what contemporaries termed 'reform', identifying two strands, institutional and moral, which interacted in complex ways. Particular reforming initiatives singled out for attention include those targeting parliament, government, the law, the Church, medicine, slavery, regimens of self-care, opera, theatre, and art institutions, while later chapters situate British reform in its imperial and European contexts.     Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: Fatherhood is on the political agenda in many countries, often cast in terms of crisis. One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs. In Making Men into Fathers, prominent scholars in gender studies and the critical studies of men consider how varied institutional settings and policy logics around cash and care contour the possibilities and constraints for new models of fatherhood, determining the choices open to men.     Abstract: In this major book Martha Nussbaum, one of the most innovative and influential philosophical voices of our time, proposes a kind of feminism that is genuinely international, argues for an ethical underpinning to all thought about development planning and public policy, and dramatically moves beyond the abstractions of economists and philosophers to embed thought about justice in the concrete reality of the struggles of poor women. Nussbaum argues that international political and economic thought must be sensitive to gender difference as a problem of justice, and that feminist thought must begin to focus on the problems of women in the third world.     Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy

    Abstract: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies

    Abstract: Recent critiques of neoevolutionary formulations that focus primarily on the development of powerful hierarchies have called for broadening the empirical base for complex society studies. Redressing the neglect of sub-Saharan examples in comparative discussions on complex society, this book considers how case material from the region can enhance our understanding of the nature, origins and development of complexity. The archaeological, historical and anthropological case materials are relevant to a number of recent concerns, revealing how complexity has emerged and developed in a variety of ways. Contributors engage important theoretical issues, including the continuing influence of deeply embedded evolutionary notions in archaeological concepts of complexity, the importance of alternative modes of complex organization such as flexible hierarchies, multiple overlapping hierarchies, and horizontal differentiation, and the significance of different forms of power.     Abstract: Leading anthropologists and political scientists are brought together in this volume to debate the problem of comparison, taking up a variety of topics from nationalist violence and labour strikes to ritual forms and religious practices. The contributors criticise conventional forms of comparative method, and introduce new comparative strategies, ranging from abstract model building to ethnographically based methods. They represent a wide variety of theoretical positions, from rational choice theory to interpretivism, and the issues are clarified in the cut and thrust of debate. This will be an excellent case book for courses on comparison across the social sciences

    Abstract: In this major contribution to Ideas in Context Anne McLaren explores the consequences for English political culture when, with the accession of Elizabeth I, imperial 'kingship' came to be invested in the person of a female ruler. She looks at how Elizabeth managed to be queen, in the face of considerable male opposition, and demonstrates how that opposition was enacted. Dr McLaren argues that during Elizabeth's reign men were able to accept the rule of a woman partly by inventing a new definition of 'citizen', one that made it an exclusively male identity, and she emphasizes the continuities between Elizabeth's reign and the outbreak of the English civil wars in the seventeenth century.
