    Abstract: Zwar ist in den letzten Jahren der Konsens gewachsen, dass Deutschland ein Einwanderungsland ist, aber der Blick auf Migranten hat sich dadurch nicht wesentlich geändert. Auf der Basis des Paradigmas kultureller Differenz gelten sie nach wie vor als die Anderen, die Fremden. Doch die Fremdheit der Migranten als eine Prämisse der Debatte über Einwanderung in Deutschland verstellt den Blick für eine sehr vielfältige und gar nicht unbedingt fremde Lebenswirklichkeit. Die Beiträge dieses Bandes nun stellen diese Prämisse in Frage. Sie untersuchen, wie in den Diskursen von Gesellschaft, Politik und Wissenschaft die kulturelle Differenz vor allem der Einwanderer aus der Türkei immer wieder festgeschrieben wird und diskutieren anhand neuer theoretischer Zugänge alternative Perspektiven. Damit bereichert der Band die gegenwärtige Diskussion um Migration um notwendige innovative Positionen

Daher mangelt es nicht an Gewaltphänomenen, die es genauer zu untersuchen gilt, als dies bislang geschehen ist. In diesem Band werden deswegen Gewalttaten aus neuen Perspektiven untersucht, neue Interpretationen ihrer Entstehung vorgestellt und neue Herausforderungen der sozialwissenschaftlichen Gewaltforschung debattiert. Folgende Fragen werden unter anderem in diesem gesellschaftspolitisch folgenreichen Buch behandelt: Kann der lange dominierende Begriff der physischen Gewalt überhaupt noch leitend sein, und muß die Gewaltanalyse sich nicht wieder stärker der strukturellen Gewalt zuwenden, da zunehmend eine »Gewalt ohne Gesicht« auftritt? Stecken die Ursachen im Gewalthandeln selbst, so daß Hinweise auf soziale Hintergründe etwa in die Irre führen?     Abstract: Die Familienpolitik ist ein spätes Kind des deutschen Sozialstaats. Sie etablierte sich vor dem Hintergrund tief greifender gesellschaftlicher Umbrüche. Der kriegsbedingte Männermangel und der "Scheidungsboom" wurden nach 1945 als Zeichen der Auflösung traditioneller Familienformen gedeutet; später verwiesen Schlagworte wie "Pillenknick" und "sexuelle Revolution" auf einen weit reichenden Wertewandel in Familienfragen. Wie die Familienpolitik auf solche Herausforderungen reagierte, zeigt die Studie im Blick auf drei zentrale Konfliktfelder: den finanziellen Familienlastenausgleich, die Sexualaufklärung und Familienberatung sowie die Vorschulerziehung in Kindergärten. Während der Familienlastenausgleich auf Bundesebene zwischen 1965 und 1975 stagnierte, ist in den beiden anderen Bereichen ein Aufbruch zu beobachten, der in erster Linie von den Bundesländern getragen wurde. Dies wird am Beispiel Bayerns dargestellt. So kombiniert die Studie zwei große Themenkreise: Sie zeigt, wie die Familienpolitik zu einem eigenständigen Politikfeld mit vielfältigen Querschnittsaufgaben wurde, und sie lenkt das Augenmerk auf den Föderalismus als eine charakteristische Funktionsbedingung des deutschen Sozialstaates.

    Abstract: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries

    Abstract: Social inequalities have grown during Vietnam’s transition to a market-based economy, even as average incomes have increased and the number of people living in poverty has lessened. How has the socialist state responded to these challenges? Based on research and analysis of recent conditions, Social Inequality in Vietnam and the Challenges to Reform offers detailed descriptions of disparities in income, spatial access, gender, ethnicity and status, addressing their causes and consequences. The eleven chapters in this book illustrate the changing ways in which people have accumulated wealth, social and cultural capital in Vietnam’s move from a socialist to a market-oriented society. They assemble data from the Northern Uplands to the Mekong delta to explore geographic variability in patterns of social differentiation. Offering critical insights into state policy, the chapters assess the adequacy of government responses and outline local responses and informal solutions to social disadvantage. Sollten die Kinder der Amish von der Schulpflicht befreit sein? Rechte von Minderheiten beschäftigen zunehmend die aktuelle Rechtsprechung und Politik. In der philosophischen Debatte sind sie nicht zuletzt deswegen so umstritten, weil sie dem Gleichheitsgedanken zu widersprechen scheinen. Es zeigt sich jedoch, dass die Anerkennung von Minderheitenrechten unter bestimmten Umständen moralisch gefordert ist.

    Abstract: Abortion, divorce, and the family: how did the state make policy decisions in these areas in Argentina, Brazil, and Chile during the last third of the twentieth century? As the three countries transitioned from democratic to authoritarian forms of government (and back), they confronted challenges posed by the rise of the feminist movement, social changes, and the power of the Catholic Church. The results were often surprising: women's rights were expanded under military dictatorships, divorce was legalized in authoritarian Brazil but not in democratic Chile, and no Latin American country changed its laws on abortion. Sex and the State explores these patterns of gender-related policy reform and shows how they mattered for the peoples of Latin America and for a broader understanding of the logic behind the state's role in shaping private lives and gender relations everywhere

    Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Are there any commonalities between such phenomena as soccer hooliganism, sabotage by peasants of landlords' property, incidents of road rage, and even the events of September 11? With striking historical scope and command of the literature of many disciplines, this book, first published in 2003, seeks the common causes of these events in collective violence. In collective violence, social interaction immediately inflicts physical damage, involves at least two perpetrators of damage, and results in part from coordination among the persons who perform the damaging acts. Professor Tilly argues that collective violence is complicated, changeable, and unpredictable in some regards, yet that it also results from similar causes variously combined in different times and places. Pinpointing the causes, combinations, and settings helps to explain collective violence and its variations, and also helps to identify the best ways to mitigate violence and create democracies with a minimum of damage to persons and property

    Abstract: Studies of social movements and of political parties have usually treated them as separate and distinct. In fact they are deeply intertwined. Social movements often shape electoral competition and party policies; they can even give rise to new parties. At the same time, political parties and campaigns shape the opportunities, personnel, and outcomes of social movements. In many countries, electoral democracy itself is the outcome of social movement actions. This book, first published in 2003, examines the interaction of social movements and party politics since the 1950s, both in the United States and around the world. In studies of the US Civil Rights movement, the New Left, the Czechoslovak dissident movements, the Mexican struggle for democracy, and other episodes, this volume shows how party politics and social movements cannot be understood without appreciating their intimate relationship

    Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice

    Abstract: During and especially after the Second World War, a group of leading scholars who had been perilously close to the war's devastation joined others fortunate enough to have been protected by distance in an effort to redefine and reinvigorate Western liberal ideals for a radically new age. Treating evil as an analytical category, they sought to discover the sources of twentieth-century horror and the potentialities of the modern state in the wake of western desolation. In the process, they devised strikingly new ways to understand politics, sociology and history that reverberate still. In this major intellectual history, Ira Katznelson examines the works of Hannah Arendt, Robert Dahl, Richard Hofstadter, Harold Lasswell, Charles Lindblom, Karl Polanyi, and David Truman, detailing their engagement with the larger project of reclaiming the West's moral bearing. In light of their epoch's calamities these intellectuals insisted that the tradition of Enlightenment thought required a new realism, a good deal of renovation, and much recommitment. This array of historians, political philosophers, and social scientists understood that a simple reassertion of liberal modernism had been made radically insufficient by the enormities and moral catastrophes of war, totalitarianism, and holocaust. Confronting their period's dashed hopes for reason and knowledge, they asked not just whether the Enlightenment should define modernity, but which Enlightenment we should wish to have. Decades later, in the midst of a new type of war and reanimated discussions of the concept of evil, we share no small stake in assessing their successes and limitations.

Why, unlike the Scots, Welsh, Irish and most of continental Europe, do the English find it so difficult to say who they are? The Making of English National Identity, first published in 2003, is a fascinating exploration of Englishness and what it means to be English. Drawing on historical, sociological and literary theory, Krishan Kumar examines the rise of English nationalism and issues of race and ethnicity from earliest times to the present day.     Abstract: "This book looks at the theoretical issue of how a democracy can defend itself from those wishing to subvert or destroy it without being required to take measures that would impinge upon the basic principles of the democratic idea, such as human rights, freedom of speech and the freedom to form political organisations. This dilemma has captured the attention of philosophers as well as legal scholars for many years, but has thus far been rarely studied employing institutional and social frameworks. In this book such frameworks are incorporated into the discussion of the 'paradox' in an attempt to provide an answer to the question: is there a golden path which can reconcile between the democratic polity's need to defend itself and, at the same time, maintain responsibility to protect and safeguard the basic right of its citizens? It takes as its case study of this issue the Israeli response to Jewish extremism and violence, which tests the theoretical framework outlined in the first chapter of the book. Providing an extensive diachronic scrutiny of the State's response to extremist political parties, violent organisations and the infrastructure of extremism and intolerance within Israeli society.     Abstract: With the outbreak of the Korean War, the poor, rural West German state of Rhineland-Palatinate became home to some of the largest American military installations outside the United States. In GIs and Frauleins, Maria Hohn offers a rich social history of this German-American encounter and provides new insights into how West Germans negotiated their transition from National Socialism to a consumer democracy during the 1950s. Focusing on the conservative reaction to the American military presence, Hohn shows that Germany's Christian Democrats, though eager to be allied politically and militarily with the United States, were appalled by the apparent Americanization of daily life and the decline in morality that accompanied the troops to the provinces. Conservatives condemned the jazz clubs and striptease parlors that Holocaust survivors from Eastern Europe opened to cater to the troops, and they expressed scorn toward the German women who eagerly pursued white and black American GIs. While most Germans rejected the conservative effort to punish as prostitutes all women who associated with American GIs, they vilified the sexual relationships between African American men and German women. Hohn demonstrates that German anxieties over widespread Americanization were always debates about proper gender norms and racial boundaries, and that while the American military brought democracy with them to Germany, it also brought Jim Crow.

    Abstract: In this biography, Ula Taylor explores the life and ideas of one of the most important, if largely unsung, Pan-African freedom fighters of the twentieth century: Amy Jacques Garvey (1895-1973). Born in Jamaica, Amy Jacques moved in 1917 to Harlem, where she became involved in the Universal Negro Improvement Association (UNIA), the largest Pan-African organization of its time. She served as the private secretary of UNIA leader Marcus Garvey; in 1922, they married. Soon after, she began to give speeches and to publish editorials urging black women to participate in the Pan-African movement and addressing issues that affected people of African descent across the globe. After her husband's death in 1940, Jacques Garvey emerged as a gifted organizer for the Pan-African cause. Although she faced considerable male chauvinism, she persisted in creating a distinctive feminist voice within the movement. In her final decades, Jacques Garvey constructed a thriving network of Pan-African contacts, including Nnamdi Azikiwe, Kwame Nkrumah, George Padmore, and W. E. B. Du Bois. Taylor examines the many roles Jacques Garvey played throughout her life, as feminist, black nationalist, journalist, daughter, mother, and wife. Tracing her political and intellectual evolution, the book illuminates the leadership and enduring influence of this remarkable activist.

Das "Internationale Handbuch der Gewaltforschung" füllt diese Lücke. Es stellt die langfristigen Entwicklungen umfassend dar, berücksichtigt aber auch ganz aktuelle Ereignisse. Insgesamt dominiert dabei der soziologische Schwerpunkt: Gewalt als soziales Phänomen. Entsprechend sind die Artikel gruppiert nach sozialstrukturellen Verhältnissen und Gewalt, Sozialisation und Lernen von Gewalt, Gewalterfahrungen und Gewalttätigkeiten etc. Ge-waltopfer werden ebenso thematisiert wie die Gewalt in gesellschaftlichen Institutionen, im öffentlichen Raum, durch politische Gruppen oder in bezie-hungsweise durch staatliche Institutionen. Thematisiert werden auch die jeweiligen Gewaltdiskurse, Rechtfertigungen und Verarbeitungen, mithin die ganze Prozessdynamik. Die 62 Artikel von Autorinnen und Autoren aus zehn Ländern liefern aber auch Analysen mit sozialpsychologischen, kulturwis-senschaftlichen, rechtswissenschaftlichen, politikwissenschaftlichen und historischen Hintergründen sowie soziobiologischer und psychologischer Herkunft. Auf diese Weise entsteht ein komplexes, mehrperspektivisches Bild eines schwierigen Forschungsfeldes zwischen Ordnung, Zerstörung und Macht

    Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

Das feine Geflecht der hier erzählten und sensibel interpretierten Lebensgeschichten gibt Raum für die Reflexionen der Befragten über ihr Verhältnis zu den eigenen Eltern, zur Ehefrau, zu den Kindern und zu ihrem Leben in "zwei Heimaten".     Abstract: Begegnungen mit dem Fremden sind uns vertraut, auch wenn wir den Anderen dabei häufig als unvertraut wahrnehmen. Doch es sind weniger die fremden, als vielmehr die eigenen Wirklichkeitsvorstellungen und Umgangspraktiken, die den »Einen« zum »Anderen« machen. Die Autorin analysiert diese Praktiken der Fremdsetzung, die sich von der alltäglichen Etikettierung und Stigmatisierung bis hin zu wissenschaftlichen Praktiken des »Othering« erstrecken: Rekonstruiert werden sowohl Simmels »Händler«, Parks »Mulatte«, Schütz' »Emigrant«, Meads »signifikanter/verallgemeinerter Andere« als auch ethnografische Praktiken der »Ver-Anderung« des Fremden. Dabei wird der Blick immer wieder von den vertrauten Bildern des Fremden hin zu ihren subtilen Herstellungsprozessen und Resonanzen gelenkt, was es möglich macht, von den Konstruktionen des Fremden auf die Konstruktionen des Eigenen zurückzuschließen.

    Abstract: Fatherhood is on the political agenda in many countries, often cast in terms of crisis. One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs. In Making Men into Fathers, prominent scholars in gender studies and the critical studies of men consider how varied institutional settings and policy logics around cash and care contour the possibilities and constraints for new models of fatherhood, determining the choices open to men. From different historical and societal perspectives, the authors provide insights into the studies of men as gendered subjects, including the role of transnational and global issues of fatherhood, and the emergence of men's movements, contesting and reimaging fatherhood

    Abstract: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products
