    Abstract: This Open Access Pivot represents the first extensive exploration of social accountability within the Arab world following the 2011 Arab uprisings. Drawing on insights from development studies, comparative politics, and Middle East studies, the authors explore the evolution of accountability as a governance concept, review theories on social accountability’s role in improving public service delivery, and categorize types of social accountability initiatives, highlighting respective strengths and weaknesses. Detailed country chapters provide a solid basis for the comparative approach which reveals major variations in meanings of accountability, mobilization strategies, and official responses, rooted in the specific sociopolitical contexts of each country. Moreover, the book analyzes the influence of political and economic elites as well as the nature of popular mobilisation on accountability dynamics in the region. The authors conclude by discerning differences and commonalities across cases and offer recommendations for policymakers, donors, and practitioners seeking to enhance the effectiveness of social accountability initiatives. They address challenges such as the lack of enforcement mechanisms, the difficulty of scaling up initiatives, and the ambiguous effects of international interventions.     Abstract: Durable authoritarian rule often rests on the co-optation of challengers. The conventional story is straightforward: rulers entice opposition groups to "sell out," offering them benefits if they set aside their antiauthoritarian aspirations and become part of the system. However, co-optation does not always neutralize former adversaries, and even seemingly domesticated opponents can turn on their rulers. Co-optation does weaken opposition - but it is not as simple, reliable, or transactional as existing theories claim. Shouting in a Cage offers new ways to understand co-optation's power and its limits by examining two co-opted parties, the Wafd Party in Egypt and the Istiqlal Party in Morocco. Sofia Fenner argues that co-optation is less a corrupt bargain than a discursive contest - a clash of competing interpretations. Co-opted parties conjure up imagined futures in which their short-term choices will lead to the realization of their long-term democratic goals. Meanwhile, other actors point to the disconnect between these parties’ antiauthoritarian aspirations and their participation in authoritarian systems. Fenner demonstrates that co-opted parties come to look hypocritical precisely because they refuse to give up their oppositional commitments. Their credibility sapped, they become unappealing allies and, eventually, political afterthoughts. However, such parties retain a surprising capacity for opposition, rooted in the literal and metaphorical idea of "party as family." Based on extensive archival research and ethnographic fieldwork in North Africa, Shouting in a Cage broadens our understanding of political behavior under authoritarianism.

    Abstract: This book conceptualizes the EU’s ambition at exercising a “joined up approach” (i.e. the mobilization of EU sectoral policies to realize EU foreign policy goals towards a third country). The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states’ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach. Alexandre Veuthey is a researcher at the University of Geneva, Switzerland. He has published various works on the EU's external relations, mainly EU-Switzerland relations, Brexit and its impact on EU-Switzerland relations, as well as the external relations of EU agencies.

    Abstract: Contrary to other world regions, political regimes in the Middle East and North Africa (MENA) remain largely authoritarian. While the search for explanations is still ongoing, Christian Neugebauer draws attention to a hitherto underresearched factor: economic liberalization. Being part of a global shift from state-led development towards structural adjustment in the economy, these policies also deeply affected the countries of the MENA region. This makes the resilience of authoritarianism in the region all the more puzzling, as a large part of the scientific community expected economic liberalization to undermine authoritarian regimes. Neugebauer strives to solve the puzzle with a comparative case study that covers four countries (Egypt, Tunisia, Jordan, and Morocco) and their political regimes, from independence in the 1950s to the Arab Spring in 2011. He shows that two specific policies of economic liberalization might in fact have been relevant for regime stability: consumer-price liberalization and privatization. About the author Christian Neugebauer was a PhD candidate and lecturer in political economy of the Middle East and North Africa at the Center for Near and Middle Eastern Studies (CNMS), University of Marburg, Germany. He currently works as a regional expert (Middle East, North Africa, and Turkey) for an institution of the private economy. .

    Abstract: What does it mean to connect as a people through mass media? This book approaches that question by exploring how Moroccans engage communicative failure as they seek to shape social and political relations in urban Fez. Over the last decade, laments of language and media failure in Fez have focused not just on social relations that used to be and have been lost but also on what ought to be and had yet to be realized. Such laments have transpired in a range of communication channels, from objects such as devotional prayer beads and remote controls; to interactional forms such as storytelling, dress styles, and orthography; to media platforms like television news, religious stations, or WhatsApp group chats. Channeling Moroccanness examines these laments as ways of speaking that created Moroccanness, the feeling of participating in the ongoing formations of Moroccan relationality. Rather than furthering the discourse about Morocco's conflict between liberal secularists and religious conservatives, this ethnography shows the subtle range of ideologies and practices evoked in Fassi homes to calibrate Moroccan sociality and political consciousness

    Abstract: "This edited volume addresses memory practices among youth, families, cultural workers, activists, and engaged citizens in Lebanon and Morocco. In making a claim for the social life of memory, the introduction discusses a particular research field of memory studies, elaborating an approach to memory in terms of social production and engagement. The Arab Spring is evoked to draw attention to new rifts within and between history and remembrance in the regions of North Africa and the Middle East. As authoritarian forms of governance are challenged, official panoramic narratives are confronted with a multiplicity of memories of violent pasts. The eight chapters trace personal and public inventories of violence, trauma, and testimony, addressing memory in cinema, in newspapers and periodicals, as an experience of public environments, through transnational and diasporic mediums, and amongst younger generations."--

    Abstract: “Profit over Peace in Western Sahara examines the role of natural resources in the occupation of Africa's last colony. Not well known to the wider public, the territory of Western Sahara is considered by the United Nations to be awaiting decolonization. Its liberation from colonial rule has come to a standstill due to Morocco's continued military occupation of a part of the territory. The protracted conflict has dramatic consequences for the Sahrawi people of Western Sahara. This book details, among other things, a remarkable vote in the European Parliament in 2011 when EU offshore fisheries were rejected by the territory. The battle over the fisheries elegantly illustrates how the EU--for political reasons and financial self-interest--has ignored basic principles of international law. This publication is edited by Erik Hagen and the artist Mario Pfeifer, who has been researching the region since 2011 and provides visual material for the book. Erik Hagen has followed the issue of resources in Western Sahara since 2002, both as a journalist and as a campaigner for the organization Western Sahara Resource Watch. An essay by lawyer Jeffrey J.     Abstract: "A rich investigation into Morocco's urban politics Over the past thirty years, Morocco's cities have transformed dramatically. To take just one example, Casablanca's medina is now obscured behind skyscrapers that are funded by global capital and encouraged by Morocco's monarchy, which hopes to transform this city into a regional leader of finance and commerce. Such changes have occurred throughout Morocco. Megaprojects are redesigning the cityscapes of Rabat, Tangiers, and Casablanca, turning the nation's urban centers into laboratories of capital accumulation, political dominance, and social control. In Globalized Authoritarianism, Koenraad Bogaert links more abstract questions of government, globalization, and neoliberalism with concrete changes in the city. Bogaert goes deep beneath the surface of Morocco's urban prosperity to reveal how neoliberal government and the increased connectivity engendered by global capitalism transformed Morocco's leading urban spaces, opening up new sites for capital accumulation, creating enormous class divisions, and enabling new innovations in state authoritarianism. Analyzing these transformations, he argues that economic globalization does not necessarily lead to increased democratization but to authoritarianism with a different face, to a form of authoritarian government that becomes more and more a globalized affair. Showing how Morocco's experiences have helped produce new forms of globalization, Bogaert offers a bridge between in-depth issues of Middle Eastern studies and broader questions of power, class, and capital as they continue to evolve in the twenty-first century."     Abstract: or more than a century, urban North Africans have sought to protect and revive Andalusi music, a prestigious Arabic-language performance tradition said to originate in the lost paradise of medieval Islamic Spain. Yet despite the Andalusi repertoire s enshrinement as the national classical music of postcolonial North Africa, its devotees continue to describe it as being in danger of disappearance. In "The Lost Paradise", Jonathan Glasser explores the close connection between the paradox of patrimony and the questions of embodiment, genealogy, secrecy, and social class that have long been central to Andalusi musical practice. Through a historical and ethnographic account of the Andalusi music of Algiers, Tlemcen, and their Algerian and Moroccan borderlands since the end of the nineteenth century, Glasser shows how anxiety about Andalusi music's disappearance has emerged from within the practice itself and come to be central to its ethos. The result is a sophisticated examination of musical survival and transformation that is also a meditation on temporality, labor, colonialism and nationalism, and the relationship of the living to the dead. - Jonathan Glasser is assistant professor of anthropology at the College of William and Mary."

    Abstract: This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy. Yıldız applies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This volume not only contributes to the issue of the external dimension of EU immigration policy by incorporating transit countries into the debate, but also expands upon our understanding of the EU’s contested external governance paradigm.     Abstract: Black Morocco: A History of Slavery, Race, and Islam chronicles the experiences, identity and achievements of enslaved black people in Morocco from the sixteenth century to the beginning of the twentieth century. Chouki El Hamel argues that we cannot rely solely on Islamic ideology as the key to explain social relations and particularly the history of black slavery in the Muslim world, for this viewpoint yields an inaccurate historical record of the people, institutions and social practices of slavery in Northwest Africa. El Hamel focuses on black Moroccans' collective experience beginning with their enslavement to serve as the loyal army of the Sultan Isma'il. By the time the Sultan died in 1727, they had become a political force, making and unmaking rulers well into the nineteenth century. The emphasis on the political history of the black army is augmented by a close examination of the continuity of black Moroccan identity through the musical and cultural practices of the Gnawa

    Abstract: "Before French conquest, education played an important role in Moroccan society as a means of cultural reproduction and as a form of cultural capital that defined a person's social position. Primarily religious and legal in character, the Moroccan educational system did not pursue European educational ideals. Following the French conquest of Morocco, however, the French established a network of colonial schools for Moroccan Muslims designed to further the agendas of the conquerors. The Moroccan Soul examines the history of the French education system in colonial Morocco, the development of French conceptions about the "Moroccan Soul," and the effect of these ideas on pedagogy, policy making, and politics. Fueled in large part by French conceptions of "Moroccanness" as a static, natural, and neatly bounded identity, colonial schooling was designed to minimize conflict by promoting the consent of the colonized. This same colonial school system, however, was also a site of interaction between colonial authorities and Moroccan Muslims, and became a locus of changing strategies of Moroccan resistance and contestation, which culminated in the rise of the Moroccan nationalist movement." -- Book jacket.

    Abstract: "Paradoxes of Social Capital〈i/〉 critically examines the robustness of social capital theory as an analytical tool in explaining the various 'integration' patterns amongst Moroccans in London. The book also considers how structural factors impact on the ways in which Moroccans - across generations - sustain, access and use social capital at the levels of family, ethnic community, migrant associations and schools. Furthermore, this research elaborates on how social capital serves as an identity (re)source that is continuously negotiated and redefined through (in)active group (family, ethnic, religious and national) memberships. An original model of studying the second-generation processes of adaptation - viewed as 'transversal adaptation'- is also introduced, shifting the focus from predetermined 'integration' patterns to a circular and a longitudinal approach to 'integration', where new opportunities and constraints emerge, structured by the temporal flow of life trajectories"--Publisher's description
