    Kurzfassung: The purpose of this study is to increase the understanding of decision making processes and decision making capacity at the community level. It studies the decision making processes and components of decision making capacity within Inuit communities and organizations and links in the surrounding decision making system by investigating the issue of contaminants in country foods in the community of Nain, Labrador. It is argued that a community's decision making ability is characterized by a set of components, and that communities exhibiting strength in a number of these components are flexible, and able to adapt and make decisions more effectively in complex, rapidly evolving environments.

Surveying over 10,000 advertisements from the past 40 years, "Endless Propaganda" underscores the presence of advertising rhetoric, even in the context of apparently non-partisan collective health issues such as cancer." "The public sphere, argues Paul Rutherford, has been transformed into a huge marketplace of goods and signs. Civil advocacy has become a special art of authority that subjects politics, social behaviour, and public morals to the philosophy and discipline of marketing. Without suggesting that there is one simple way to understand the transformation that democracy has undergone because of this phenomenon, the author introduces and applies the cultural theories of several important philosophers: Habermas, Gramsci, Foucault, Ricoeur, and Baudrillard.     Kurzfassung: In dieser Arbeit werden die bereits vorhandenen Modelle zur Auswahl und Gestaltung von Nachrichten mit Hilfe der Chaostheorie und des erkenntnistheoretischen Konstruktivismus in einen neuen Systemzusammenhang eingebunden und weiterentwickelt. Die gängigen Nachrichtenmodelle sind unzulänglich, so daß ein Perspektivenwechsel notwendig ist. Die Chaostheorie zeigt, daß sich auf die Vorgänge bei der Nachrichtenauswahl und -gestaltung zum Beispiel die Grundsätze der dynamischen Ordnungsbildung, der Unschärfe und der iterativen Eigendynamik anwenden lassen. Und der Konstruktivismus verdeutlicht, welche Bedeutung für den Nachrichtenjournalismus beispielsweise soziale Kopplung, informale Rollen und erforderliche Vielfalt haben. Anhand von Beispielen (der Entwicklung eines Ereignisses und der Organisation verschiedener Nachrichtenredaktionen) werden die Bausteine einer neuen, systemischen Nachrichtentheorie entworfen. Es handelt sich hierbei um den seit Jahrzehnten ersten systematischen Versuch einer Weiterentwicklung der Nachrichtentheorie

    Kurzfassung: Here Christina Wolbrecht demonstrates how the Republican and Democratic parties have helped transform, and have been transformed by, American public debate and policy on women's rights. She begins by showing the evolution of the positions of both parties on women's rights over the past five decades. In the 1950s and early 1960s, Republicans were slightly more favorable than Democrats, but by the early 1980s, the parties had polarized sharply, with Democrats supporting, and Republicans opposing, such policies as the Equal Rights Amendment and abortion rights. Wolbrecht not only traces the development of this shift in the parties' relative positions--focusing on party platforms, the words and actions of presidents and presidential candidates, and the behavior of the parties' delegations in Congress--but also seeks to explain the realignment. --From publisher's description

    Kurzfassung: This revealing book synthesizes research from many fields to offer the first complete history of the roles played by weather and climate in American life from colonial times to the present. Author William B. Meyer characterizes weather events as neutral phenomena that are inherently neither hazards nor resources, but can become either depending on the activities with which they interact. Meyer documents the ways in which different kinds of weather throughout history have represented hazards and resources not only for such exposed outdoor pursuits as agriculture, warfare, transportation, construction, and recreation, but for other realms of life ranging from manufacturing to migration to human health. He points out that while the weather and climate by themselves have never determined the course of human events, their significance as been continuously altered for better and for worse by the evolution of American life

The current controversy, centered on lawsuits for money damages, is characterized by sharp disagreement among stakeholders about the kinds of suits being filed, whether plaintiffs' claims are meritorious, and whether resolutions to class actions are fair or socially desirable. Ultimately, these concerns lead many to wonder, "Are class actions worth their costs to society and to business? Do they do more harm than good?" To describe the landscape of current damage class action litigation, elucidate problems, and identify solutions, the RAND Institute for Civil Justice conducted a study using qualitative and quantitative research methods. The researchers concluded that the controversy over damage class actions has proven intractable because it implicates deeply held but sharply contested ideological views among stakeholders. Nevertheless, many of the political antagonists agree that class action practices merit improvement. The authors argue that both practices and outcomes could be substantially improved if more judges would supervise class action litigation more actively and scrutinize proposed settlements and fee awards more carefully. Educating and empowering judges to take more responsibility for case outcomes--and ensuring that they have the resources to do so--can help the civil justice system achieve a better balance between the public goals of class actions and the private interests that drive them

    Kurzfassung: Main description: On the basis of a study of reproach activities ('in situ reproaches', 'mock reproaches' and reconstructions of previous reproach interactions in 'complaint stories') the monograph examines prosodic, grammatical, rhetorical/stylistic processes and their functions in everyday usage. Following an analysis of the constitution of these reproach genres the study charts the consequences for a theory of communicative practice and discusses aspects such as the genre-specific function of grammatical structures, the interaction between prosodic and syntactic procedures in the production of communicative meaning, and the role of indexical signs in the negotiation of meaning.

    Kurzfassung: The years 1989/1990 saw the fall of the Iron Curtain. Following forty years of significant restrictions, legal and non-bureaucratic travel from East-Central and Eastern European countries was once again possible and travelling and returning to those countries became just as easy. Immediately following the end of the East-West conflict, people from East-Central and Eastern European countries took advantage of their new freedom of travel. Many sought to emigrate to Western countries. However, when faced with such immigration, the euphoria which met the end of the political divisions in the West evaporated quickly. Several polls and surveys, projections and prognoses served to unsettle people more than the reality of immigration. This gave rise to a sometimes blind and specious – yet nevertheless politically effective – fear of a new mass migration of peoples. Now, more than ten years after the fall of the Iron Curtain, the actual scale and development of the East-West migration in Europe be clearly evaluated. This book attempts to do just that, including a comprehensive overview and eleven country-specific chapters. Each chapter includes a historical review, an account of the most important changes since 1989/1990 and a forecast of future migration developments. 1989/90 fiel der Eiserne Vorhang. Nach mehr als 40 Jahren erheblicher Einschränkungen wurde die legale und unbürokratische Anreise aus den Staaten Ostmittel- und Osteuropas wieder möglich. Genauso leicht wurde die Ein- und Rückreise dorthin. Unmittelbar nach Ende des Ost-West-Konflikts begannen die Bürger Ostmittel- und Osteuropas, von dieser neuen Reisefreiheit Gebrauch zu machen. Etliche versuchten, in ein westliches Land auszuwandern. Angesichts solcher Zuwanderung verflog die Euphorie über das Ende der politischen Spaltung Europas im Westen relativ rasch. Mehr noch als die tatsächliche Migration beunruhigten aber diverse Umfragen, Hochrechnungen und Prognosen die öffentliche Meinung. Es entstand eine teilweise unreflektierte und vordergründige, aber politisch höchst wirksame Angst vor einer neuen Völkerwanderung in Europa. Mehr als zehn Jahre nach dem Fall des Eisernen Vorhangs können nun tatsächliche Größe und Entwicklung der Ost-West-Wanderung in Europa klar abgeschätzt werden. Damit befasst sich dieses Buch. Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as "unreformable

    Kurzfassung: For Americans entering the twenty-first century, it is the best of times and the worst of times. Material wealth is at record levels, yet disturbing social problems reflect a deep spiritual poverty. In this compelling book, well-known social psychologist David G. Myers asks how this paradox has come to be and, more importantly, how to spark social renewal and dream a new American dream. Myers explores the research on social ills from the 1960s through the 1990s and concludes that the materialism and radical individualism of this period have cost us dearly, imperiling our children, corroding general civility, and diminishing our happiness. However, in the voices of public figures and ordinary citizens he now hears a spirit of optimism. The national dialogue is shifting away from the expansion of personal rights and towards enhancement of communal civility, away from efforts to raise self-esteem and towards attempts to arouse social responsibility, away from "whose values?" and towards "our values". Myers analyses in detail the research on educational and other programmes that deal with social problems, explaining which seem to work and why. He then offers positive and well-reasoned advice, suggesting that a renewed social ecology for America will rest on policies that balance "me thinking" with "we thinking."
