    Abstract: Diese Dissertation untersucht die Auswirkungen der Vertreibung auf die Geschlechterrollen und -beziehungen bei syrischen Flüchtlingsfamilien im Libanon und in Deutschland. Sie basiert auf einer achtzehnmonatigen ethnografischen Feldforschung, die zwischen 2017 und 2019 durchgeführt wurde. Die wichtigsten Fragestellungen, die diese Studie geleitet haben, sind wie folgt: Welche Art von Geschlechterrollen- und Beziehungstransformationen erleben syrische Familien im Libanon und in Deutschland? Wie verhandeln syrische Männer und Frauen Beziehungen in der Vertreibung neu? Können unterschiedliche Fluchtsituationen ähnliche Erfahrungen erzeugen? Es wird die These aufgestellt, dass syrische Familien aufgrund der besonderen rechtlichen und bürokratischen Bedingungen im Libanon und in Deutschland eine langwierig-vorübergehende Vertreibung erleben. Dieser Bereich wird als Liminalität konzipiert, einen nichtstrukturellen Kontext, der alternative Dimensionen der „Agency“ ermöglicht. Für jede Fallstudie werden vier Typologien von Transformationen in Geschlechterrollen und -beziehungen bestimmt und anschließend analysiert, wie syrische Männer und Frauen diese neu verhandelt haben. Abschließend werden beide Situationen des Flüchtlingsdaseins verglichen und vorgeschlagen, dass drei Dimensionen der Agency in diesem Schwellenbereich aufgedeckt werden können - eine iterative Dimension, in der die Agency in Richtung Vergangenheit positioniert ist; eine projektive Dimension, die die Agency auf die Zukunft ausrichtet und eine praktische Bewertungsdimension, in der situative Urteile unter konkreten Umständen in einen Kontext gesetzt werden. Diese Dissertation liefert drei Beiträge: Auf theoretischer Ebene verwendete sie die Agency als Linse zur Analyse der Geschlechterverhältnisse bei Zwangsmigration; auf methodischer Ebene verwendet sie eine relationale Perspektive, um verflochtene Beziehungszusammenstellungen zu untersuchen, und auf empirischer Ebene werden zwei Vertreibungssituationen vergleichend analysiert.
    Abstract: This thesis investigates the impact of displacement on gender roles and relationships among Syrian refugee families in Lebanon and Germany. It is based on eighteen months of ethnographic fieldwork carried out between 2017 and 2019. The main research questions that have guided this study are: What kind of gender role and relationship transformations do Syrian families experience in Lebanon and Germany? How do Syrian men and women renegotiate relationships in displacement? Can different displacement situations generate similar experiences? I argue that due to the specific legal and bureaucratic conditions put in place by Lebanon and Germany, Syrian families experienced a protracted-temporary displacement. I conceptualize this space as liminality, a non-structural context that allows for alternative dimensions of agency to take place. For each case study, I identify four typologies of transformations in gender roles and relationships and I analyze how Syrian men and women renegotiated them. Finally, I compare the two refugeehood situations and I suggest that three dimensions of agency can be uncovered in this liminal space – an iterative dimension, where agency is positioned towards the past; a projective dimension, which orientates agency towards the future; and a practical evaluative dimension, in which situational judgments are contextualized within concrete circumstances. This thesis offers three main contributions: a theoretical one, by using agency as a lens to analyze gender relations in forced migration; a methodological one, with its relational perspective that explores interconnected sets of relationships; and an empirical one, based on the comparison of two displacement situations.

    Abstract: Im 21. Jahrhundert, die digitale EinzelhandelsTransparenz und die zunehmende weltweite Ungleichheit brachten eine neue Konsumkategorie: Humanistic Luxury. Diese Verbraucherkategorie von Produkten und Dienstleistungen richtet sich an gebildete Verbraucher der Mittelschicht und verspricht die Möglichkeit Status Güter zu erwerben und gleichzeitig an humanitären Bemühungen teilzunehmen. Ein Oxymoron, das wert ist, untersucht zu werden. Um Schlüsselfunktionen und Konsequenzen der Kategorie aufzuzeigen, wurde eine Methodenforschung der Grounded Theory durchgeführt. Vierzehn globale Verbraucher aus elf Ländern wurden eingehend Statusgruppe, ihre Werte und ihre Funktionen befragt zu definieren. Die Ergebnisse enthüllten drei distinkte Untergruppen innerhalb der Verbraucher, der moralische Überlegenheit anstrebt, und die Verbraucher aus Schwellenländern („Ich konsumiere ganz normal, aber jetzt unterstütze ich meine Gemeinschaft“). Diese Ergebnisse beleuchten die Folgen des humanistischen Luxus und einige der unwahrscheinlichen Quellen lokaler und globaler Ungleichheit Reproduktion im Bereich des Konsums. Diese Kategorie bietet keine Unterscheidung mehr auf der Grundlage des finanziellen, sondern des kulturellen und moralischen Kapitals. Humanistischer Luxus kann zwar dazu beitragen, die Verletzlichkeit des Handwerks zu beseitigen Die Hierarchien sind zementiert aber auch soziale, die bestätigen, wer „würdig“ ist und wer nicht, und was letztendlich die soziale Mobilität auf lokaler und globaler Ebene behindert.
    Abstract: The 21st century, digital (retail) transparency, and increasing worldwide inequality brought a new consumer category: Humanistic Luxury. This consumer category of products and services caters to educated, middle-class consumers, promising them a chance to acquire status goods, while, at the same time, to participate in humanitarian efforts; an oxymoron that is worthy to investigate. To expose key functions and consequences of the category, a grounded theory methodology research was conducted. Fourteen global consumers from eleven countries were deep interviewed to define the status group, its values, and its functions. The findings unveiled three district subgroups within consumers who are seeking moral superiority, that is, consumers of the Americas (“I must consume to change”), consumers of Europe (“I must change to keep consuming”), and the third group of consumers from emerging economies (“I consume as normal but now I support my community”). These findings shed light on the consequences of Humanistic Luxury, and some of the unlikely sources of local and global inequality reproduction in the sphere of consumption. This category is no longer providing a sense of distinction on the base of financial, but on cultural and moral capital. While Humanistic Luxury may help to eliminate artisan vulnerability, it also cements social hierarchies confirming who is “worthy”, and who is not, ultimately hindering social mobility on both local and global levels.

    Abstract: Diese Dissertation handelt von Grenz- und Fremdheitskonstruktionen in iranischen Reiseberichten (sowohl Europa- als auch Russlandreiseberichte) des 19. Jahrhunderts. Durch die Untersuchung der zentralen sozialen und kulturellen Strukturen und Prozesse der Grenz- und Fremdheitserzeugung ist in dieser Studie, die iranische Gesellschaft, in den Besonderheiten ihrer eigenen Geschichte, durch ihre äußeren Begegnungen und Interdependenzen geforscht worden. Anhand der theoretischen Fokussierung auf zwei Konzepte, nämlich Fremdheit und kulturelle und soziale Grenze, wurde die Entwicklung der iranischen Gesellschaft in Anbetracht ihrer Beziehung zu den europäischen Ländern im Laufe des 19. Jahrhunderts rekonstruiert. Zwar ist die Arbeit primär eine soziologische Studie, konnte aber den historischen Kontext der Ereignisse und die literarische Beschaffenheit der Reisetexte nicht unbeachtet lassen.
    Abstract: This work is a comprehensive sociological study on travelogues, specifically with focus on the Iran’s 19th century history (Qajar Dynasty). It presents an analysis that sociologically and systematically registers the staging of cultural boundaries and the socio-historical construction of foreignness in the Iranian society, on the basis of selected Persian travel literature. This study has tried to show that cultural and social boundaries are relational and historical constructs which, in case of Iran, are dramatically affected by the encounters of Iranians (statesmen, students, tourists, etc.) with western countries (Western Europe and Russia).

    Abstract: Studies of rainwater harvesting regularly highlight the rich diversity of technologies used for rainwater harvesting in cities, but rarely devote attention to the equally diverse logics driving rainwater harvesting projects (RWHPs). To rectify this omission this paper presents research from a city – Berlin – which has a long pedigree of rainwater harvesting that has given rise, over the past 30 years, to an astonishingly varied range of schemes. We analyse and compare three cases encapsulating three distinct project types prevalent in the city: public, grassroots and commercial. The paper demonstrates the nature of diversity between the three and illustrates how diverse logics of rainwater harvesting co-exist within one city. More fundamentally, it unpacks these logics using concepts of sociotechnical imaginaries, urban infrastructures in transition and institutional obduracy and change. It is demonstrated, thereby, how each project reflects a particular imaginary of why urban rainwater should be harvested, how and for whom, and how these imaginaries have emerged out of particular institutional and infrastructural contexts in the course of Berlin’s post-reunification development. The paper concludes with reflections on the implications of this conceptually grounded, cross-case comparison for environmental research and policy.

These empirical findings are interpreted using STS concepts relating to sociotechnical imaginaries, urban infrastructures in transition and institutional obduracy and change.

    Abstract: Diese Dissertation vereint Theorien ethnischer Gruppen und Grenzen (M. Weber, F. Barth, A.D. Smith, A. Wimmer, R. Brubaker, M. Lamont, V. Molnár, C. Tilly) mit den Macht- und Konflikttheorien von H. Popitz und R.V. Gould sowie der cultural sociology J.C. Alexanders in einer Performanztheorie gewalttätiger ethnischer Gruppenkonflikte. Mit Hilfe dieser theoretischen Konzeption gelingt es, anhand einer empirischen Verlaufsanalyse des Nordirlandkonflikts (1966–2013) eine Erklärung für dessen lange Dauer und spätere Transformation in einen gewaltfreien Konflikt zu geben. Der Verlauf der Gewalthandlungen (soziale Grenzen) wird in Beziehung gesetzt zu den zeitlichen Wandlungen der zentralen visuellen Propagandamedien der Akteure (symbolische Grenzen), den Murals in den Hochburgen der Republikaner und Loyalisten. Die Bilder (als nachträgliche Bühnenbilder) entzogen ab den frühen 1980ern auf Seiten der Republikaner (PIRA) die Anwendung von Gewalt der Logik eines Kampfes um "bindende Aktionsmacht" (Popitz). Die Gewalttätigkeiten konnten daher trotz der sich damals abzeichnenden Pattsituation fortgesetzt werden. Paradoxer Weise legten diese frühen Murals zugleich den Grundstein für die spätere Transformation des Konflikts gerade dadurch, dass sie Gewalt nicht mehr als Mittel zum Zweck legitimierten, sondern zu etwas relativ 'Beliebigem' stilisierten. Auf loyalistischer Seite (UDA, UVF) kam es zeitgleich zu vergleichsweise größeren Brüchen auf visuell-symbolischer Ebene. In Vergleich zu den republikanischen Murals zeichneten sich die der Loyalisten nicht durch eine relativ geradlinige und einheitliche Entwicklung aus, sondern durch eine Diversifikation der Motive und die Suche nach (neuen) Symbolen, die die eigene Gruppe neu begründen und einen konnten. Die Möglichkeit zur Konfliktfortsetzung und -transformation wurzelte hier nicht in einem systematischen symbolischen Wandel, sondern in einem patchwork divergierender (alter und neuer) Selbstverständnisse.
    Abstract: This doctoral thesis develops a performance theory of violent ethnic group conflicts by combining theories of ethnicity and boundaries (M. Weber, F. Barth, A.D. Smith, A. Wimmer, R. Brubaker, M. Lamont, V. Molnár, C. Tilly) with theories of power and violent conflicts (H. Popitz, R.V. Gould) and the cultural sociology of J.C. Alexander. This theoretical framework is applied on the Northern Ireland conflict (1966–2013). The result is an explanation for its long duration and later transformation into a non-violent one (peace process). The empirical analysis traces the relations between social and symbolic boundaries throughout the conflict. The development of social boundaries is reconstructed through an analysis of violent events during the conflict, the development of symbolic boundaries is reconstructed based on the central visual means of political communication used by the protagonists of the conflict, i.e. the murals painted in republican and loyalist strongholds. The development of murals (understood as belated stage settings) is interpreted in the context of the course of the violent conflict. In the early 1980s – a stalemate had developed on the level of social boundaries – the murals on the republican side (PIRA) transformed the meaning of violence: It was disconnected from an instrumental logic. Paradoxically, this transformation enabled at the same time the continuation of the violent conflict as well as its later transformation into a non-violent one. The loyalist murals (UDA, UVF) – compared to the republican ones – were characterized by ruptures and a lack of a coherent development. They exhibited a diversification of themes and a search for new (re-)uniting collective symbols. They did not enable the continuation and transformation of the conflict through systematic symbolic changes, but through the emergence of a patchwork of diverse (old and new) collective symbols and 'identities'.

    Abstract: Much social science literature on water reuse focuses on problems of acceptance and economic problems, while the spatial and political dimensions remain under-researched. This paper addresses this deficit by reformulating the issue in terms of sociospatial politics of water reuse. It does this by drawing on the work of Mollinga (2008) and the Territory Place Scale Network (TPSN) framework (Jessop et al., 2008) to develop an analytical approach to the sociospatial politics of water in general, and water reuse in particular. The paper argues that Mollinga’s understanding of water politics as contested technical/physical, organisational/ managerial and regulatory/socioeconomic planes of human interventions can be deepened through further reflection on their implications for the four sociospatial dimensions of the TPSN framework. Such a comprehensive, multidimensional approach re-imagines the politics of water reuse, providing researchers with a heuristic device to trace the interventions through which water reuse plans disrupt existing arrangements, and avoid a concern for individual preferences and simplified notions of barriers and enablers. The potential of the analytical framework is explored using an empirical illustration of water reuse politics in the Berlin-Brandenburg region in Germany.

    Abstract: Infrastructures are key interfaces of urban resource use, connecting production to consumption, cities to their hinterland and energy to water and land use. They have, however, received scant attention in debates on nexus thinking in general, and the urban nexus in particular. Drawing on an emergent critical literature on the nexus in urban studies and science and technology studies, this article examines practices of (attempted) inter-sectoral infrastructure integration at the interface of urban wastewater treatment and regional energy provision in Germany. It analyses the nexus approaches and experiences of eight German cities / city-regions as so-called ‘flexibility providers’ in regional energy markets for electricity, gas and heating. It demonstrates how the practices of wastewater utilities operating in energy markets involve far more than technical adaptation, requiring in addition a major reordering of existing material, spatial and institutional configurations to both wastewater and energy systems. This is proving a deeply political process with important implications for our understanding of socio-technical transitions at the water-energy nexus.

    Abstract: Der Artikel stellt die Ergebnisse des Tutoriums “Entwicklung von konstruktiver Feedbackkultur unter Peers mithilfe von (Selbst)Videografie” vor. Nachdem einleitend die Bedeutung von Feedbackkultur für zwischenmenschliche Kommunikationsprozesse erläutert wird, stellt die Verfasserin und Tutorin anschließend die Forschungsfragen vor. Im weiteren Verlauf werden die zwei Phasen des Tutoriums beschrieben und Kernbausteine des Tutoriums genannt. Kommunikationstheoretische Aspekte und die praktische Anwendung und Vertiefung dieses Wissens gehen dabei Hand in Hand. Im dritten Schritt wird das im Rahmen des Tutoriums entwickelte Modell zur konstruktiven Feedbackkultur mit seinen drei Dimensionen dargestellt. Am Beispiel der Generalisierung wird aufgezeigt, dass alle drei Dimensionen des Modells miteinander interagieren. Besondere Betonung erhält die Erkenntnis, dass Feedback nicht einfach Kritik ist, sondern vielmehr einer grundlegenden Einstellung – basierend auf einem entsprechenden Menschenbild – bedarf. Der positive Beitrag zur Persönlichkeitsentwicklung und der positive Einfluss auf das Kommunikationsverhalten aller Teilnehmenden sowie die Vorteile der Videografie werden aufgeführt. Abschließend wird betont, dass dieses Modell gruppenspezifisch an den Kontext angepasst werden muss. Im Rahmen eines weiteren Tutoriums soll das Modell versuchsweise in der Lehrer_innenbildung angewandt werden.

    Abstract: Seit 2011 ist erstmalig seit der faktischen Abschaffung des Rechts auf Asyl 1993 die Einwanderung in die Bundesrepublik im Vergleich zur Auswanderung wieder gestiegen. Während Migrant_innen aus südeuropäischen Ländern medial als „neue Einwanderer-Elite“ willkommen geheißen wurden, kam es Ende des Jahres 2013 zu einer Skandalisierung sogenannter Armutsmigration aus Bulgarien und Rumänien. Ziel unseres Q-Tutoriums war es, mithilfe von Konzepten wie „Transnationalismus“, „Autonomie der Migration“ und „Stratifizierung von Rechten“ hinter diese zugespitzte Gegenüberstellung zu blicken und rassistische Konjunkturen zu entschlüsseln. Die im Tutorium entstandenen explorativen Untersuchungen beschreiben Veränderungen im gegenwärtigen Migrationsregime aus unterschiedlichen Perspektiven. Sie fokussieren sowohl diskursive Grenzziehungen und mediale Diskurse als auch konkrete Momente des Ein- und Ausschlusses von in der Bundesrepublik lebenden EU-Migrant_innen.

    Abstract: In unserem Q-Tutorium haben wir uns auf Medien und Mediensysteme in Süd- und Südostasien fokussiert. Nicht erst seit dem "Arabischen Frühling" weiß man um die Relevanz von Medien im Transformationsprozess von Gesellschaften und Staaten. In demokratischen politischen Systemen gehören Massenmedien zu den wichtigsten Vermittlern im politischen Prozess der demokratischen Meinungsbildung. Welche Funktion haben die Medien aber in den Transformationsländern Süd- und Südostasiens inne? Und wie wandeln sich die Mediensysteme in diesen Ländern durch die zunehmende Medienkonvergenz und durch die gleichzeitig stattfindende Internationalisierung/ Globalisierung? Sind westliche Konzepte und Theorien der Medienforschung eins zu eins auf die Länder Süd- und Südostasiens übertragbar oder gibt es bessere lokale Alternativen, welche die kulturelle Diversität dieser Länder widerspiegeln?

Nach der Skizzierung des Zusammenhangs von Liebe und Herrschaft wird abschließend die Frage angerissen, ob aus emanzipatorischer Perspektive an Elementen der Liebe festgehalten werden sollte.

    Abstract: Issues of connectivity between different infrastructure sectors have received surprisingly little attention in recent research. Despite huge interest in issues of sectoral integration surrounding the water–energy nexus, researchers have rarely considered what this might mean for the coupling of infrastructure systems for water/wastewater and energy services. Consequently, the implications of greater connectivity for the governance and socio-spatial constitution of infrastructures are largely unexplored. This paper addresses this research gap with a case study of an attempt to use treated wastewater to produce biomass for energy on degraded land in the Berlin-Brandenburg region of Germany. It takes water reuse for energy crop production as an exemplar of work at the water–energy nexus in order to explore the institutional, spatial and physical dimensions involved in connecting two infrastructure systems to this end. It argues that cross-sectoral integration reaches far beyond issues of technological compatibility, revealing often hidden but crucial differences in the institutional and spatial configuration of energy and wastewater systems. On the basis of a comparative analysis of the institutional arrangements of the region’s wastewater and energy systems together with an empirical study of initiatives to use treated wastewater to grow energy crops the paper draws conclusions, firstly, on the potential and limitations of this particular exemplar and, secondly, on the broader implications of the case for understanding institutional challenges of cross-sectoral connectivity on the one hand and prospects for reconfiguring infrastructural relations between cities and rural areas on the other.

    Abstract: This article takes an historical perspective on current attempts to ‘open up’ established, centralized systems of urban infrastructure to alternative technologies designed to minimize resource use and environmental pollution. The process of introducing alternative technologies into, or alongside, centralized urban infrastructures is not a novel phenomenon, as is often assumed. The physical and institutional entrenchment of large technical systems for urban energy, water or sanitation services in industrialized countries in the late 19th and early 20th centuries did not close the door completely on alternatives. I investigate a number of alternative technologies used in Berlin in the interwar period (1920–1939), in order to reveal the rationales developed around each technology and the ways in which each emerged, disappeared and re-emerged or survived across highly diverse political regimes. The selection of cases is guided by the desire to illustrate three different phenomena of alternative technology diffusion (and exclusion) experienced in Berlin: (1) technologies promoted by early pioneers and discarded by their successors (waste-to-energy), (2) technologies modifying traditional practices that were at odds with modernized systems (wastewater reuse for agriculture) and (3) technologies co-existing alongside the dominant centralized system throughout the 20th century (cogeneration). The empirical findings are interpreted with reference to their contribution to scholarship on urban socio-technical transitions.

    Abstract: This paper explores new geographies of coproduction emerging in urban energy politics. It analyses processes of remunicipalisation of urban utilities, involving the re-establishment of public ownership with a strong democratic and ecological agenda for governing energy infrastructures, with case studies of the German cities of Berlin and Hamburg. Seeking ways of understanding these developments which transcend conventional binaries such as public vs. private ownership or consumer vs. producer, we interpret them in relation to debates first about coproduction and then about urban commons. This latter concept, we argue, provides deeper analytical purchase on new grassroots energy initiatives and the politics that unfold in remunicipalisation conflicts, offering a new avenue for enriching research on the coproduction of energy.

    Abstract: Whilst cities are widely regarded as playing a pivotal role in energy transitions, recent research is highlighting the enormous variety of urban responses. This differentiated picture of urban energy transitions is helpfully opening up the debate to the multifarious factors shaping urban energy policy. What is in danger of getting lost in these powerfully 'presentist' narratives is a sense of where these urban responses are coming from and how historical legacies of energy production and use are influencing future options. This paper uses a comparative historical analysis of two iconic 'electric cities' - Berlin and Hong Kong - to explore the legacies of past socio-technical configurations for today's attempts to realign urban energy systems. It investigates firstly, how, in response to their respective geo-political isolation prior to reunification in 1990/1997, the two cities strove to maximise local energy autarky for security reasons. The paper, secondly, demonstrates how political and economic reintegration in the 1990s has initiated a realignment of each city's energy policy, as power grids become regionalised and local generation capacity questioned. We conclude by drawing implications from these historical legacies of energy autarky and regionalisation for the cities' responses to the low carbon challenge today.

    Abstract: This paper presents the application of a methodological approach originally developed for urban planning to urban anthropology. This research approach focuses on different materialities in order to analyze functional zones, special areas and several categories of markers of up- and downgrading processes within a city. This focus on materialities and their integration patterns into urban space enables to make systematic comparisons between different areas within a city as well as between different cities. Using examples of transects carried out in two Southern Caucasian capitals – Baku (Azerbaijan) and Tbilisi (Georgia) – different ways of implementing a transect, collecting and recording the data are discussed.

    Abstract: The aim of this paper is to explore how classic upstream-downstream conflicts of water resources management can be interpreted more broadly in terms of spatial misfits and disparities between the river basin, territorial jurisdictions, degrees of political influence and socio-economic conditions. It applies the analytical concept of spatial fit in order to explore issues of governance in managing water in the Dongjiang River basin, selected by virtue of the huge political and economic asymmetries existing between the upstream Jiangxi Province and the downstream Pearl River delta region. Using the concept of spatial fit, the paper explores the complex environmental, socio-economic and political geographies which frame the interdependencies of water use and management within the river basin. It analyses attempts by stakeholders at different levels and locations in the basin to advance their own water-related interests and the initiatives some are developing to share benefits and costs more equitably across the basin.

    Abstract: This paper uses an empirical analysis of a water conflict in the German state of Brandenburg to explore diverse constructions of vulnerability to water scarcity by local stakeholders. It demonstrates how, in the absence of effective formal institutions, these constructions are getting translated into conflictual resilience strategies practiced by these stakeholders, creating situations in which “your resilience is my vulnerability”. The novel contribution of the paper to resilience research is threefold. Firstly, it illustrates how the vulnerability and resilience of a socio-ecological system—such as small catchment—are socially constructed; that is, how they are not given but rather the product of stakeholders’ perceptions of threats and suitable responses to them. Secondly, the paper emphasizes the role of institutions—both formal and informal—in framing these vulnerability constructions and resilience strategies. Particular attention is paid to the importance of informal ‘rules in use’ emerging in the wake of (formal) ‘institutional voids’ and how they work against collective solutions. Thirdly, by choosing a small-scale, commonplace dispute to study vulnerability and resilience, the paper seeks to redress the imbalance of resilience research (and policy) on dramatic disaster events by revealing the relevance of everyday vulnerabilities, which may be less eye-catching but are far more widespread.

    Abstract: This editorial sets the scene for the special feature by explaining the importance of geography to the commons and its governance, critically appraising the existing literature on this theme, highlighting important contributions from recent research and mapping out a future research agenda. It begins by reflecting on how little explicit attention has been paid to date to the spatial dimensions of the commons. The author critiques on the one hand the literature on the commons for conceiving of spatiality primarily as the local, physical context of commons use and regulation but also, on the other hand, the spatial science literature for generally neglecting the commons, both conceptually and empirically. The paper then pinpoints important exceptions in the fields of human geography and planning studies, assessing how these works contribute to a more thorough and robust understanding of the relationship between spatiality, the commons and their governance. The analysis of these select works making explicit reference to the commons is complemented with a reflection on how broader debates in the spatial sciences can enrich spatial research on the commons. The final section turns to the papers of the special feature, summarizing each of the papers in order and indicating how they each contribute to the themes developed in the editorial.

    Abstract: Scholars of environmental governance are increasingly intrigued by issues of scale. Efforts to institutionalise river basin management represent a pertinent exemplar, as they aspire to strengthen hydrological vis-à-vis political-administrative scales of governance. The EU Wa-ter Framework Directive (WFD) is one of the most ambitious policy initiatives worldwide to reconfigure water management planning around the hydrological scale of river basins. Whilst it is widely assumed that the WFD is rescaling water governance in Europe, few em-pirical studies have been conducted to ascertain how far this is the case, what scalar strate-gies and practices are emerging and to what effect. The paper addresses these open issues with a study analysing the multi-scalar actions of water authorities, water management or-ganisations, local authorities and interest groups involved in implementing the WFD. It in-vestigates how stakeholders are acting scalar from the local to the European scale and back to further their interests in the course of WFD implementation, focussing on the Wupper sub-basin in Germany. Drawing for conceptual insight on the human geography debate on the politics of scale and processes of rescaling, we demonstrate how all relevant stakeholders are increasingly working across scales to advance their interests but in very different ways, with different degrees of deliberation and to different effect. A typology of multi-scalar action is developed to interpret this diversity. The paper draws conclusions on how multi-scalar action is altering not only power relations between the actors but also the scalar configurations themselves.

    Abstract: As one of the most ambitious national energy transition initiatives worldwide, the German Energiewende is attracting a huge amount of attention globally in both policy and research circles. The paper explores the implementation of Germany’s energy transition through the lens of organization and ownership in urban and regional contexts. Following a summary of the principal institutional challenges of the Energiewende at local and regional levels the paper develops a novel way of conceptualizing the institutional to urban and regional energy transitions in terms of agency and power, ideas and discourse, and commons and ownership. This analytical heuristic is applied to a two-tier empirical study of the Berlin-Brandenburg region. The first tier involves a survey of the organizational landscape of energy infrastructures and services in cities, towns and villages in Brandenburg. The second tier comprises a case study of current, competing initiatives for (re-)gaining ownership of the power grid and utility in Berlin. The paper draws conclusions on the diverse and dynamic organizational responses to the Energiewende at the local level, what these tell us about urban and regional energy governance and how they are inspired by – or in opposition to – new forms of collective ownership resonant of recent debates on reclaiming the commons. It concludes with observations on how relational approaches to institutional research and the notion of the commons can guide and inspire future research on socio-technical transitions in general, and urban energy transitions in particular.

    Abstract: The working paper deals with the making of the African elite in late colonial Belgian Congo and the role of cultural embourgeoisement in negotiating its place in the social order. It follows the premise that the discourse on social categories and the political attempts to invent, maintain and transform the colonial order has to be combined with what the actors made of it. By investigating the discussion and politics of officially recognizing the African elite as well as their medial, social and private spaces, it argues that by playing out their ascribed intermediary position between colonizers and colonized, the évolués strived for a better place in the social order. The main argument is that cultural embourgeoisement was crucial to the making of the African elite. Cultural embourgeoisement will be analyzed as both an empowerment strategy of colonial subjects for upward mobility, and the colonial state’s policy to assert difference and maintain social order in times of crisis. The African elite were thus representations of a two-folded and highly ambivalent colonial change.

Es belegt anhand zweier Fallbeispiele aus den Krisenjahren 1903 bis 1906, dass in revolutionären und gewaltbezogenen Situationen gewaltfreie Strategien der Repräsentation funktionierten, und dass die untersuchten Gouverneure gewaltfreie Handlungsoptionen und Instrumentelle Macht dem Einsatz von Gewalt vorzogen.

    Abstract: The concept of knowledge society has been invented by the social sciences in order to describe perspectives of modern societies. Nowadays the concept circulates increasingly in the political, educational, and economic field and in the media and has already crossed-over the geographical boundaries to which it had been applied first. Taking knowledge society as a representation serving to interpret and shape social practices, the paper outlines from an interdisciplinary perspective academic debates on the concepts and on notions of knowledge. The paper argues that certain paradigms of social progress and of science as inherent in knowledge society prevent « users » of the concept from considering contesting notions of knowledge, increasing forms of incoherent knowledge, and the accelerating devaluation of knowledge.

    Abstract: Around 1970, the impression of being ignored by the authorities was widespread in London’s Nothing Hill area. Therefore, actors from different fields decided that it was time to make a change and to take things into their own hands. This paper argues that practices of staging played a crucial role in initiating social change. According to the overall concept of the collaborative research centre, the practices of staging are understood as representations since they both revealed the actors’ conceptions of their being-in-the world and challenged the social order. In order to analyse these practices of staging and their effects, this paper starts with a short overview of the grievances that were identified by Nothing Hill’s inhabitants around 1970 before presenting two different initiatives which were intended to solve these grievances: Firstly, the struggle for more and better playspace; and secondly, the Afro-Caribbeans’ fight against the police and for equality during as well as after the so-called Mangrove demonstration.

    Abstract: The workshop »Global Atoms«, held at the Collaborative Research Centre »Representations« at Humboldt University in Berlin in November 2011, intended to open threads into a global history of the »nuclear age«. The participants discussed the history of the civil and military use of nuclear technologies and mapped out social and political developments after the Second World War. They presented a wide range of case studies from Europe, Eastern Europe, and East Asia. During the discussion, participants sought to investigate cultural differences and similarities in dealing with the risks of nuclear technologies. They discussed possible perspectives of a global historiography of the »nuclear age«. The first panel, »Cultures«, focused on how nuclear tech- nologies changed the everyday life of people. The second panel, »Crises«, revolved around the question of how different societies reacted to nuclear disaster. After the workshop, the Swiss writer Adolf Muschg and the German human rights campaigner Sebastian Pflugbeil met for a panel discussion in the premises of the Berlin-based newspaper »Die Tageszeitung«. Muschg and Pflugbeil expressed their pessimism regarding the ability of mankind to draw lessons from nuclear catastrophes like Chernobyl or Fukushima. The workshop and the panel discussion were organized by Nadin Heé, Daniel Hedinger, and Matthias Braun.

    Abstract: This paper argues that the theoretical categories, descriptive and analytical frameworks applied to the phenomenon of Diasporas have become overused, overtheorized, yet at the same time uncontested and taken for granted in the scholarly discussion. In most cases, the classical Diaspora theoretical framework focuses on ethnic representations, the reasons and conditions of dispersal, traumatic pasts and connections with the homeland. It also concentrates on integration issues in host societies, but not on where and how these people lived before actual migration to their current place of residence and, most importantly, what cultural baggage (symbolic or otherwise) they continue to bring with them from their countries of (re-)migration to a concrete local community.

    Abstract: The geographical and cultural boundaries of Europe are constantly disputed. Especially in the debates regarding the Euro-Mediterranean Partnership, politicians and experts in Spain, France, and Germany had to reflect about their images of Europe. The paper argues that in this context short-term interests conflicted with traditional self-concepts of the European Union. The paper analyses scientific and media statements of Spanish, French, and German politicians and experts in order to find representations of Europe inherent in their self-concepts and self-images.

    Abstract: This Working Paper argues that German historians often regard the term « representation » as imported from France. Kaelble insists that the transfer led to a more restricted use of the term, which resulted from four obstacles encountered during the process. Nevertheless, Kaelble writes, research on representations is a developing field in German historical science. As contemporary historians tend to be increasingly interested in crises and global encounters the use of the concept of representations gains momentum.

    Abstract: By tracing connotations of the word « representation » in history, Roger Chartier elaborates on the word’s various meanings. On the one hand, representation refers to someone or something acting in place of an absent person or object. On the other hand, representation can also refer to public presence. Furthermore, Chartier describes how collective representations and social order are closely related. Finally, Chartier touches on the problem of historical representation itself. He suggests that historical discourse may be a mere representation of the past.

    Abstract: Global change is posing a major challenge to existing forms of natural resource use, socio-economic development and institutional regulation. Although trends such as climate change, socio-economic transformation and institutional change are global in their scope, they have very specific regional outcomes. Regionally distinct coping strategies are required which take into account both the diversity of regional impacts of global change and the local contexts of appropriate responses. This paper explores the impacts of global change on the management of water infrastructure systems in the Berlin-Brandenburg region in terms of three concurrent and overlapping challenges: climate change, socio-economic change and institutional change. It subsequently examines how regional actors in the water sector are addressing these three dimensions of global change.

    Abstract: The location of burial places within the sepulchral practice of the Neapolitan nobility of the 14th and 15th centuries throw light upon the structuring of the urban space of the city. Besides the big churches of the mendicant orders in the centre of Naples, the churches of Santa Chiara, San Giovanni a Carbonara and Santa Maria di Monteoliveto, which hosted the tombs of the dynasties, were used despite their peripheral location as prestigious burial places. This paper examines exemplarily the involvement of the Neapolitan nobleman in the decoration of the two dynastic sepulchral churches of Santa Chiara (Anjou) and Santa Maria di Monteoliveto (Aragon). Both churches reveal a continuity in the sepulchral practice of the Neapolitan nobility because of their status as “royal churches”. This continuity was maintained through dynastic crises across the 14th and 15th centuries. Nevertheless, there was a formal and stylistic development in the tomb monuments of both churches. Santa Chiara houses the Gothic types that were typical for the 14th and the early 15th century, while in Santa Maria di Monteoliveto a variety of innovative types of the early Renaissance can be found.

    Abstract: The concept of knowledge society has been invented by the social sciences in order to describe perspectives of modern societies. Nowadays the concept circulates increasingly in the political, educational, and economical field and in the media and has already crossed-over the geographical boundaries to which it had been applied first. Taking knowledge society as a representation serving to interpret and shape social practice, the paper outlines from an interdisciplinary perspective academic debates on the concepts and on notions of knowledge. The paper argues that certain paradigms of social progress and of science as inherent in knowledge society prevent “users” of the concept from considering contesting notions of knowledge, increasing forms of incoherent knowledge, and the accelerating devaluation of knowledge.

    Abstract: Environmental governance and management are facing a multiplicity of challenges related to spatial scales and multiple levels of governance. Water management is a field particularly sensitive to issues of scale because the hydrological system with its different scalar levels from small catchments to large river basins plays such a prominent role. It thus exemplifies fundamental issues and dilemmas of scale in modern environmental management and governance. In this introductory article to an Environmental Management special feature on “Multilevel Water Governance: Coping with Problems of Scale,” we delineate our understanding of problems of scale and the dimensions of scalar politics that are central to water resource management. We provide an overview of the contributions to this special feature, concluding with a discussion of how scalar research can usefully challenge conventional wisdom on water resource management. We hope that this discussion of water governance stimulates a broader debate and inquiry relating to the scalar dimensions of environmental governance and management in general.

    Abstract: This paper makes the case for studying intermediary organisations as a window on the shifting governance of water and energy services in Europe today. It explores the notion of intermediaries and intermediation in a wide range of literatures and demonstrates how the governance concept can provide focus to the term, indicating how intermediaries can influence the pursuit of collective goals under shifting governance structures and processes. Against this conceptual backdrop the paper sets out the key governance challenges emerging from the ongoing transformation of socio-technical systems (addressing water and energy services) in terms of changing relations between the state and the utility, between service provider and user, between infrastructure and urban systems and between infrastructure and the environment. It subsequently provides empirical illustration of the emergence of intermediaries in the water sector across Europe, the relational nature of their work, the interests they pursue and the impacts they are having.

    Abstract: This paper explores the unfamiliar, but increasingly prevalent problem of overcapacity in urban infrastructure systems in regions subject to dramatic socio-economic restructuring. Taking the case of water supply and wastewater disposal systems in Eastern Germany as an example, it examines firstly how infrastructure overcapacities have emerged since reunification in 1990, resulting from sharply declining water consumption in the wake of ‘shrinking’ processes but also from infrastructure expansion. Secondly, the paper analyses what impact chronic overcapacity is having on the governance of water infrastructure systems. This empirical analysis is framed conceptually in terms of the current debate on the changing relationship between infrastructures and the localities they serve. It assesses specifically how far and in what ways the phenomenon of overcapacity in technical networks resonates with the ‘splintering urbanism’ thesis developed by Stephen Graham and Simon Marvin. It argues that the serious technical and economic problems posed by overcapacity are intensifying spatial disparities in service quality and price and – more fundamentally –are challenging the supply-driven ‘modern infrastructural ideal’ of universal and equitable water services.

    Abstract: In der soziologischen Theoriebildung besteht ein weitgehender Konsens darüber, dass die theoriebildende Leitdifferenz von Handlung und Struktur nicht mehr dichotom konzeptualisiert werden kann, sondern analytisch überwunden werden muss. Die vorliegende Arbeit konzentriert sich auf die Arbeiten von Anthony Giddens und prüft, inwiefern der hierin entwickelte Ansatz eines strukturierungstheoretischen Theoriemodells die bestehenden Defizite der soziologischen Theorie überwinden kann. Hierfür werden Kategorien für einen Theorievergleich entwickelt, auf Grundlage derer die Kernannahmen der Strukturierungstheorie in sozialtheoretischer, soziologischer und analytischer Hinsicht systematisch rekonstruiert werden. Angesichts der zentralen Thesen von Giddens, wonach das bislang dualistisch bestimmte Verhältnis von Handeln und Struktur in eine wechselseitige Dualität überführt werden müsse, die soziologische Ordnungsproblematik von ihrer Norm- und Wertzentriertheit auf eine Formzentriertheit, die die Kategorien von Raum und Zeit in die Analyse mit auf nimmt, umgestellt wird und sich damit auch die Bestimmung der Grunddimensionen der Moderne grundlegend ändern, lässt sich die Theorie der Strukturierung als eine Theorie mit Allgemeinheitsanspruch charakterisieren. Zwar finden sich in Giddens Arbeiten theoretisch weitreichende Vorschläge, die soziologischen Grundprobleme neu zu bestimmen, gleichzeitig zeigt sich aber auch, dass er es versäumt hat, die Relationen zwischen den einzelnen Problemebenen ausreichend zu reflektieren. Es wird aber auch deutlich, dass auf der Grundlage der bisher vorliegenden strukturierungstheoretischen Begriffe und Methoden ein analytisches Modell entwickelt werden kann, auf dessen Basis sich konkrete soziale Prozesse und Felder aufklären lassen. Strukturierung stellt somit kein neues Paradigma im Sinne einer Metatheorie dar, sondern umfasst eine Vielzahl von grundlegenden Einsichten und analytischen Möglichkeiten für ein soziologisches Forschungsprogramm, das es noch deutlicher auszuarbeiten gilt.
    Abstract: In the sociological theory formation, there is a far-reaching agreement that a theory forming difference between action and structure cannot be conceptualised bipartitely but has to be overcome analytically. This paper is concentrating on the works of Anthony Giddens and examines to what extent the developed approach of a theoretical concept may overcome the existing deficits of the sociological theory. For a theory comparison, categories have been developed which systematically reconstruct the central acceptances of the theory of structuration in theoretical, sociological, and analytical regard. In view of Giddens’s major theses, according to which the relationship of action and structure determined till now dualistically must be convicted into a mutual duality, the questions of sociological order must change from a concentration on standards and values to a category which includes in its analysis both scope and time and thus fundamentally change the basic dimensions of the modern age, the theory of structuration can be characterized as a theory of general validity. However, in Giddens’s work we find far-reaching theoretical suggestions for a determination of the sociological basic problems, however, it turns out that he failed to reflect the relation between the individual problem levels sufficiently. On the other side, it is evident that on the basis of the theoretical concepts and methods existing till now an analytical model can be developed which contributes to the solution of concrete social processes and fields. Therefore, the theory of structuration doesn’t represent a new paradigm in the sense of a metatheory but contains a variety of basic insights and analytical possibilities for a sociological research program which has to be worked out still more considerably.

    Abstract: Ein Viertel der britischen Beschäftigten und mehr als ein Fünftel der Beschäftigten in Deutschland arbeiten Teilzeit, mit steigender Tendenz in beiden Ländern. In der vorliegenden Arbeit werden die Teilzeit als am weitesten verbreitete Form flexibler Beschäftigung und ihre Konsequenzen untersucht, um zu diskutieren, welche Möglichkeiten und Schwierigkeiten hieraus für die Erwerbstätigen entstehen. Darüber hinaus werden die Konsequenzen für den regulierten deutschen und den flexiblen britischen Arbeitsmarkt kontrastiert. Befürworter der Arbeitsmarktflexibilisierung argumentieren, dass Teilzeit als Arbeitsmarktchance anzusehen ist, etwa für solche Beschäftigtengruppen wie Frauen, die bislang vom Normalarbeitsverhältnis, durch unbefristete Vollzeitbeschäftigung charakterisiert, ausgeschlossen waren (Inklusionsthese). Deshalb ist eine Egalisierung von weiblichen und männlichen Erwerbsverläufen zu erwarten. Im Gegensatz dazu argumentieren Gegner flexibler Beschäftigung, eine Ausweitung der Teilzeit bedroht gültige Beschäftigungsstandards und führt zu einer Zunahme sozialer Ungleichheit im segmentierten Arbeitsmarkt (Exklusionsthese). Ergebnisse auf der Basis des British Household Panel Survey 1991 bis 2001 und des Deutschen Sozio-ökonomischen Panel 1984 bis 1991 zeigen auf, dass Teilzeit großes Potenzial hat, Individuen in den Arbeitsmarkt zu integrieren, das bislang jedoch nicht vollständig genutzt wird. Besonders für Frauen entstehen Arbeitsmarktchancen durch Teilzeit. Allerdings sind Beschäftigte mit höheren Bildungsinvestitionen, wie nach der Humankapitaltheorie zu erwarten war, stärker an Vollzeitbeschäftigung interessiert, um ihre Einkommen zu maximieren. Außerdem sind Teilzeitbeschäftigungsverhältnisse von durchschnittlich geringerer Dauer und Teilzeitbeschäftigte weisen ein höheres (geringeres) Risiko auf, im Falle eines beruflichen Wechsels abzusteigen (aufzusteigen) als Vollzeitbeschäftigte. Zusammengenommen weisen diese Ergebnisse darauf hin, dass die Ungleichheit zwischen den Geschlechtern auf dem Arbeitsmarkt zwar abnimmt, bedingt durch die Heterogenisierung sowohl der weiblichen als auch der männlichen Beschäftigten, jedoch ein Bedarf an attraktiven Teilzeitstellen auf dem Level qualifizierter Beschäftigung fortbesteht.
    Abstract: A quarter of British employees and more than one in five German employees are part-timers, with a rising tendency in both countries. In this study, part-time as the most widespread type of flexible employment and their consequences are investigated to discuss opportunities and problems emerging for individual employees. Additionally, these consequences are compared for the strongly regulated German and the highly flexible British labour market. Proponents of flexible employment state that part-time gives labour market opportunities to those groups such as women which have been formerly excluded from the standard employment relationship, characterised by permanent full-time contracts (Inclusion hypothesis). Therefore, an equalisation between male and female employees is expected. In contrast, opponents of flexible employment argue that an expansion of part-time threatens existing employment standards and produces higher social inequality in a segmented labour market (Exclusion hypothesis). Evidence based on the British Household Panel Survey from 1991 to 2001 and the German Socio-economic Panel from 1984 to 1991 shows that part-time employment has a huge potential to integrate individuals in the labour market which has not been fully used so far. Especially for women, employment opportunities emerge. However, employees with high investments in their human capital are more interested in full-time employment to maximise their income as expected according to the human capital theory. Moreover, part-time episodes are on average of shorter duration and part-timers have a higher (lower) risk to experience downward (upward) mobility than their full-time employed counterparts. These results suggest that while there is a decrease of gender inequality in the labour market due to the increasing heterogeneity of both, female and male employees, there is still a need for more attractive part-time positions on the level of skilled work.

    Abstract: The task of restoring floodplains, as a means of improving flood protection or providing other benefits, poses multi-dimensional challenges to policy-makers and project managers alike. Involving essentially a reconfiguration of the interaction between a river and adjacent low-lying land, floodplain restoration affects a wide range of institutions designed to secure a variety of private and public goods associated with water and land use. A scheme to restore a floodplain requires the successful enrolment of these institutions in such a way as to create a result acceptable to the principal stakeholders. This is a highly complex process. This paper, based on EU-funded research on the policy contexts and selected pilot schemes of floodplain restoration in Germany, France and England and Wales, provides a critical appraisal of the institutional drivers and constraints of floodplain restoration. In particular, it explores how recent shifts in problem awareness and problem-solving in a number of relevant policy fields are creating windows of opportunity for more integrated approaches to restoring floodplains. At the same time it demonstrates the emergence of a new policy delivery gap emanating from the growing complexity of new generation floodplain restoration schemes.

    Abstract: In dieser Studie werden Einstellungen zu sozialer Ungleichheit bzw. Gerechtigkeitseinstellungen und die Wahrnehmung von Einkommensungerechtigkeit durch die Bevölkerung in postkommunistischen und westlich-kapitalistischen Ländern zu verschiedenen Zeitpunkten untersucht. Im Zentrum stehen vor allem die Determinanten dieser subjektiven Bewertungen und Wahrnehmungen auf der Makro-Ebene. Wie lassen sich Unterschiede in den Einstellungen und Wahrnehmungen zwischen Ländern erklären? Für westliche Länder wird davon ausgegangen, dass im Wesentlichen der Wohlfahrtsstaat als zentrales Verteilungsarrangement jeweils prägend wirkt. Um den Einfluss des Wohlfahrtsstaates zu überprüfen, wird einerseits eine Typologie wohlfahrtsstaatlicher Regime herangezogen. Andererseits wird auch der Einfluss wohlfahrtsstaatsbezogener Makroindikatoren als nähere Charakterisierung der ausgewählten Länder getestet, was in der international vergleichenden Einstellungsforschung bislang vernachlässigt wurde. In postkommunistischen Ländern, die seit dem Systemwechsel im Vergleich zu westlichen Ländern nicht durch lange wohlfahrtsstaatliche Traditionen geprägt wurden, stehen eher die unterschiedlichen Transformationsverläufe als Erklärungshintergrund von Einstellungs- und Wahrnehmungsunterschieden auf Makro-Ebene zur Verfügung. Da die objektiven Strukturen, Institutionen und individuellen Lagen in postkommunistischen Ländern einem stärkeren sozialen Wandel unterlagen, ist hier im Gegensatz zu westlichen Ländern auch mit einem entsprechend stärkeren Wandel der Gerechtigkeitseinstellungen und Bewertungen zu rechnen. Die Daten für diese Studie stammen aus zwei internationalen Umfrageprojekten, dem ''International Social Justice Project'' (ISJP) von 1991, 1996 und 2000 sowie dem ''International Social Survey Programme'' (ISSP) von 1987, 1992 und 1999. Die Ergebnisse zeigen, dass sich Gerechtigkeitseinstellungen, die als normative Grundhaltungen von Menschen eher prinzipieller Art sind, besser durch wohlfahrtsstaatliche Regimes erklären lassen, die diese Grundhaltungen institutionell inkorporieren und strukturell transportieren, während subjektive Wahrnehmungen von Einkommensungerechtigkeit besser durch konkretere wohlfahrtsstaatliche Makroindikatoren beeinflusst werden.
    Abstract: This study analyzes attitudes towards social inequality, justice ideologies and the perceived amount of injustice with respect to the distribution of income in post-communist and western-capitalist countries at different times, with a specific focus on the macro level determinants of subjective judgements and perceptions. How can country differences with respect to subjective judgements and perceptions be explained? One can assume that, for western countries, the welfare state is the main distribution arrangement shaping these subjective aspects. In order to analyze the influence of the welfare state, a typology of welfare state regimes is developed. In addition, the effects of macro indicators of the welfare state, conceptualized as more specific characteristics of the selected countries, are tested, which has been previously neglected in cross-national attitude research. In post-communist countries, which were not shaped by long national welfare state traditions as much as in western countries, the different transformation processes and their success are more suitable for explaining divergent macro-level attitudes and perceptions. As objective structures, institutions and the individual situations in post-communist countries have gone through a stronger process of social change than in western countries, a stronger change in justice attitudes, evaluations and perceptions can be accounted here accordingly. Data for this study come from two international survey projects, the ''International Social Justice Project'' (ISJP) 1991, 1996 and 2000 and the ''International Social Survey Programme'' (ISSP) 1987, 1992 and 1999. The results demonstrate that justice attitudes, which are rather basic normative attitudes, can be better explained by welfare state regimes which incorporate these basic attitudes institutionally and transport them structurally, whereas subjective perceptions, such as the perception of social injustice with respect to the income distribution, are affected by more concrete welfare related macro indicators.

    Abstract: This paper summarises the main results from a study into methods of imple-menting sustainable development principles in EU Structural programmes. It demon-strates how 12 pilot regions translated the concept of sustainable development into practical applications which are compatible with structural funding procedures, rele-vant to the needs of specific programme areas and acceptable to programme partner-ships. The selected regions – from France, Germany, the UK, Sweden and the Neth-erlands – vary considerably in terms of their size and structural characteristics. These differences had an important bearing on the paths they chose to integrate sustainable development principles into their Structural Funds programmes and management practices. Conclusions are drawn on how other regions might promote sustainable devel-opment in the context of Structural Funds programmes on the basis of these experi-ences in terms of developing new methodologies, redesigning programme objectives, adapting management tools and opening up procedures to greater participation and dialogue.

    Abstract: This paper assesses and compares the experiences of 12 Objective 1 and 2 regions across the EU which conducted pilot projects on methods of promoting sustainable development by means of Structural Funds programmes. It demonstrates how the regions translated the concept of sustainable development into practical applications which are compatible with structural funding procedures, relevant to the needs of specific programme areas and acceptable to programme partnerships. The paper analyses their experiences in terms of developing new methodologies, redesigning programme objectives, adapting management tools and opening up procedures to greater participation and dialogue. A central argument is that the success of the efforts to promote sustainable development via structural funding depends to a considerable extent on the ability of those involved to address local or regional issues of concern, to build on existing procedures and objectives of programme management and to respect the institutional framework of operation.

    Abstract: This paper examines the prospects for the interactive governance of water and land use following an initiative to institutionalise integrated river basin management. Taking an institutionalist perspective it first presents river basin management as a tool for overcoming problems of spatial fit and institutional interplay over water and land use. A case study of the implementation of the EU Water Framework Directive in Germany then explores opportunities and requirements for governance in future water management. On the basis of these findings the paper tests the validity of the thesis that the success of EU policy reform depends on the degree of ‘fit’ with existing institutional structures and practices.

    Abstract: This paper explores the interrelationships between urban land use, resource consumption and utility service provision with a study of brownfield regeneration from an infrastructure perspective. Drawing on recent research into the spatial strategies of utility companies following liberalisation and privatisation the paper identifies disused industrial sites as “cold-spots” of infrastructure systems where energy and water consumption has recently collapsed. A case study of Berlin analyses first the challenges facing the city’s three major utilities as a result of shifting patterns of resource consumption and over-capacity in parts of their networks. The second part examines the responses of the three utilities to these challenges in the context of recent institutional changes to infrastructure provision, examining how the utilities are moving towards greater spatial differentiation in their network management and what interest they have in brownfield regeneration.
