    Abstract: The contributors to this volume are motivated by a common apprehension and a common hope. The apprehension was first voiced by Einstein, who lamented the inability of humanity, at the individual and social level, to keep up with the increased speed of technological change brought about by the quantum revolution. As quantum science and technology fast forward into the 21st century, the social sciences remain stuck in classical, 19th century ways of thinking. Can such a mechanistic model of the mind and society possibly help us manage the fully realized technological potential of the quantum? That's where the hope appears: that perhaps quantum is not just a physical science, but a human science too. In Quantum International Relations, James Der Derian and Alexander Wendt gather rising scholars and leading experts to make the case for quantum approaches to world politics. As a fundamental theory of reality and enabler of new technologies, quantum now touches everything, with the potential to revolutionize how we conduct diplomacy, wage war, and make wealth. Contributors present the core principles of quantum mechanics—entanglement, uncertainty, superposition, and the wave function—as significant catalysts and superior heuristics for an accelerating quantum future. Facing a reality which no longer corresponds to an outdated Newtonian worldview of states as billiard balls, individuals as rational actors or power as objective interest, Der Derian and Wendt issue an urgent call for a new human science of quantum International Relations. At the centenary of the first quantum thought experiment in the 1920s, this book offers a diversity of explorations, speculations and approaches for understanding geopolitics in the 21st century.

    Abstract: "Through staging dialogues between scholars, activists and artists from a variety of disciplinary, geographical and historical specializations, Postcolonial and Postsocialist Dialogues explores the possible resonances and dissonances between the postcolonial and the postsocialist in feminist theorizing and practice. While postcolonial and postsocialist perspectives have been explored in feminist studies, the two analytics tend to be viewed separately. This volume brings together attempts to understand if and how postcolonial and postsocialist dimensions of the human condition - historical, existential, political, and ideological - intersect and correlate in feminist experiences, identities, and struggles. In the three sections that probe the intersections, opacities and challenges between the two discourses, the authors put under pressure what postcolonialism and postsocialism mean for feminist scholarship and activism. The contributions address the emergence of new political and cultural formations as well as circuits of bodies and capital in post-Cold War and postcolonial era in currently re-emerging neo-colonial and imperial conflicts. They engage with issues of gender, sexuality, race, migration, diasporas, indigeneity, and disability, while also developing new analytical tools such as postsocialist precarity, queer postsocialist coloniality, uneventful feminism, feminist opacity, feminist queer crip epistemologies. The collection will be of interest for postcolonial and postsocialist researchers, students of gender studies, feminist activists and scholars"--

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: How to handle Russia? This question has become ever more prominent as the Euro-Atlantic community’s relations with Russia languish in systemic crisis, with dialogue suspended, reciprocal sanctions in place and proxy wars raging. The wars in Ukraine and Syria, accusations of Russian interference in domestic politics and the attempted murder of the Skripals on UK soil have all contributed to soaring tension in the relationship. Yet faced with this array of serious challenges, Euro-Atlantic thinking about Russia remains stuck in twentieth-century rhetoric, trapped by misleading abstract labels and unsure whether to engage Moscow in dialogue or enhance deterrence and collective defence. Instead of thinking in these terms, leading Russia expert Andrew Monaghan argues that we must devise a new grand strategy for dealing with the Russians. Examining the ongoing Euro-Atlantic debate over Russia and framing Moscow’s own position towards the West, he sets out the foundations of a forward-looking strategy; one that can accommodate the many complex challenges presented by this new era of competition between Russia, Europe and the United States.

    Abstract: The prospect of a united Muslim world has long inspired both dreams and fears. Many Muslims regard the pan-Islamic community, the umma, as the embodiment of the spiritual kinship of the faith, but it has also often been assumed to be inherently antagonistic to adherents of other faiths. Questions over relations with the Other are mirrored by debates over what constitutes the acceptable contours of Islamic doctrine itself. Indeed, the umma has had variant and contested meanings over time, and divergent perspectives on its inclusiveness or exclusiveness and whether it must have concrete or institutional form have become acute. The rise of jihadist movements has especially brought these related issues to the fore, with the targeting of external and internal 'enemies' presented as part of a purifying and defensive mission to rescue the umma from its current degradation. The anthem of the Islamic State of Iraq and Syria (ISIS), 'My Umma, Dawn Has Appeared', extols Muslims to give up this life in order to revive the umma and assure victory for Islam. The idea of the umma, so central and yet so elusive, has taken on a talismanic quality

    Abstract: Durch die Analyse der Beziehungen zwischen NGOs, dem UN-Sicherheitsrat und den Menschenrechten wird in diesem Buch argumentiert, dass sowohl NGOs als auch der UN-Sicherheitsrat die Menschenrechtssemantik selektiv in Bezug auf die Orte und Akteure, die sie betreffen, anwenden. Es beobachtet Wissen und Macht als Kräfte, die sich gegenseitig beeinflussen, was eine Erklärung dafür sein kann, wie Global Governance funktioniert. Darüber hinaus untersucht das Buch die Idee, dass Recht, abgesehen von der Durchdringung traditioneller Strukturen, von der Basis der Gesellschaft in Richtung institutioneller Bereiche aufsteigen kann. In diesem Zusammenhang schlägt der Autor vor, dass das Zusammenspiel zwischen nichtstaatlichen Akteuren und politischen Institutionen die Bottom-up-Prozesse im Zusammenhang mit der Gesetzgebung und der Gestaltung politischer Entscheidungen fördert. In Anbetracht der kritischen Probleme, die sowohl die NRO als auch der UN-Sicherheitsrat in Bezug auf Repräsentation und Reaktionsfähigkeit haben, stellt die Arbeit fest, dass die Beziehung zwischen ihnen auf eine ausschließende, technokratische und arkane Weise stattfindet.

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: This book argues that the «international community» created and managed the dysfunctional state of Bosnia and Herzegovina by effectively rewarding ethnic cleansing, drawing up a transitional constitution which, in turn, generated a complex ethnifying polity incapable of independent reform. This constitution, which was only added as an annex to the Dayton Peace Agreement, has continued to encourage ethnification, understood in this book as the reproduction of imagined communities of descent. While accepting that foreign interference was necessary to end the war in the late 1990s, the book offers a critical review of the actions of the Office of the High Representative of the International Community (OHR) and other foreign actors since that period. It includes meticulous examination of hundreds of OHR decisions, as well as secret diplomatic cables published by Wikileaks revealing how the US embassy intervened in the country's trade and foreign policy. Drawing on a process-sociological perspective, the book interrogates the notion of ethnicity and offers a radical new perspective on post-war state-building in Bosnia and Herzegovina.

    Abstract: Whether inspired by the Frankfurt School or Antonio Gramsci, the impact of critical theory on the study of international relations has grown considerably since its advent in the early 1980s. This book offers the first intellectual history of critical international theory. Richard Devetak approaches this history by locating its emergence in the rising prestige of theory and the theoretical persona. As theory's prestige rose in the discipline of international relations it opened the way for normative and metatheoretical reconsiderations of the discipline and the world. The book traces the lines of intellectual inheritance through the Frankfurt School to the Enlightenment, German idealism, and historical materialism, to reveal the construction of a particular kind of intellectual persona: the critical international theorist who has mastered reflexive, dialectical forms of social philosophy. . In addition to the extensive treatment of critical theory's reception and development in international relations, the book recovers a rival form of theory that originates outside the usual inheritance of critical international theory in Renaissance humanism and the civil Enlightenment. This historical mode of theorising was intended to combat metaphysical encroachments on politics and international relations and to prioritise the mundane demands of civil government over the self-reflective demands of dialectical social philosophies. By proposing contextualist intellectual history as a form of critical theory, Critical International Theory defends a mode of historical critique that refuses the normative temptations to project present conceptions onto an alien past, and to abstract from the offices of civil government.

    Abstract: "The medieval theory of the caliphate, epitomized by the Abbasids (750-1258), was the construct of jurists who conceived it as a contractual leadership of the Muslim community in succession to the Prophet Muhammed's political authority. In this book, Huseyin Yilmaz traces how a new conception of the caliphate emerged under the Ottomans, who redefined the caliph as at once a ruler, a spiritual guide, and a lawmaker corresponding to the prophet's three natures.Challenging conventional narratives that portray the Ottoman caliphate as a fading relic of medieval Islamic law, Yilmaz offers a novel interpretation of authority, sovereignty, and imperial ideology by examining how Ottoman political discourse led to the mystification of Muslim political ideals and redefined the caliphate. He illuminates how Ottoman Sufis reimagined the caliphate as a manifestation and extension of cosmic divine governance. The Ottoman Empire arose in Western Anatolia and the Balkans, where charismatic Sufi leaders were perceived to be God's deputies on earth.     Abstract: Since the end of the Second World War, not only the number of international regimes and organisations, but also the number of regional organisations and groups increased considerably. Today, states are often members of regional and international organisations at the same time and cover similar policies in both. This contributes to a regionalisation of international relations since not only states, but also regional actors are active in international negotiations. This book provides a comprehensive analysis of how active and influential regional actors are in today’s international negotiations. Based on a quantitative analysis of more than 500 international negotiations and three in-depth case studies, the book explains why some regional actors are more vocal than others in international organisations, and why they differ concerning their prospects for success.

    Abstract: "'The refugee problem' is a term that it has become almost impossible to escape. Although used by a wide range of actors involved in work related to forced migration, these actors do not often explain what exactly 'the problem' is that they are working to solve, leading to an unfortunate conflation of two quite different 'problems': the problems that refugees face and the problems that refugees pose. Beginning from the simple, yet too often overlooked, observation that how one conceives of solving a problem is inseparable from what one understands that problem to be, Saunders' study explores the questions raised about how to address 'the refugee problem' if we recognise that there may not be just one 'problem', and that not all actors involved with the refugee regime conceive of their work as addressing the same 'problem'. Utilising the work of Michel Foucault, the book first charts how different 'problems' lend themselves to particular kinds of solutions, arguing that the international refugee regime is best understood as developed to 'solve' the refugee (as) problem, rather than refugees' problems. Turning to the work of Hannah Arendt, the book then reframes 'the refugee problem' from the perspective of the refugee, rather than the state, and investigates the extent to which doing so can open up creative space for rethinking the more traditional solutions to the refugee (as) problem. Cases of refugee protest in Europe, and the burgeoning Sanctuary Movement in the UK, are examined as two sub-state and popular movements which could constitute such creative solutions to a reframed problem"--

Specifically, it seeks to further explicate the social dimensions of power as the capacity to shape how actors think about the world, in contrast to the more typical conception emphasizing material properties such as military or economic capabilities. Participating in international institutions and being seen as 'law-abiding' is a potent source of status for states and non-state actors alike. In engaging with the law, actors are inducted into a complex set of collective expectations that profoundly shape the way they frame their interests and pursue their policy goals. This process is first examined theoretically, and then through a detailed evaluation of two prominent-and challenging-multilateral institutions, the ban on antipersonnel mines and the International Criminal Court

    Abstract: "In Mandarins and Heretics, Wu Junqing explores the denunciation and persecution of lay religious groups in late imperial (14th to 20th century) China. These groups varied greatly in their organisation and teaching, yet in official state records they are routinely portrayed as belonging to the same esoteric tradition, stigmatised under generic labels such as "White Lotus" and "evil teaching", and accused of black magic, sedition and messianic agitation. Wu Junqing convincingly demonstrates that this "heresy construct" was not a reflection of historical reality but a product of the Chinese historiographical tradition, with its uncritical reliance on official sources. The imperial heresy construct remains influential in modern China, where it contributes to shaping policy towards unlicensed religious groups."--

In this timely book, Stephen Chan explores the historical and philosophical roots of difference and discord in the international system. He begins with the introduction of the Westphalian system, showing how, throughout the 20th century, new states - from the Middle East, Asia and Africa - entered that system with reservations, preconditions, and great efforts to introduce new forms of concerts and congresses but without seriously challenging the international status-quo. By contrast, the 21st century has brought turmoil and change in the form of militant Islam - be it the Taleban, Al Qaeda, or ISIS - whose varied roots and fluid emergence have so far prevented the West from being able to understand and combat it. Developing Kissinger's suspicion of Saudi Arabia as an Islamic state in Westphalian dress, Chan argues that what is at stake today is not the development of a new Caliphate or an old radicalism - but the effort to supplant and replace the Westphalian system itself.
