    Abstract: Die Möglichkeit von Online-Appellen zur Wählermobilisierung hat im Verlauf der letzten 10 Jahre exponentielle Nutzung erfahren. Alle großen Wahlkampagnen auf lokaler, nationaler und europäischer Ebene wurden sowohl offline als auch online betrieben. Trotz dessen, fangen Wissenschaftler gerade erst an zu verstehen ob und in welchem Ausmaß Online-Appelle tatsächlich ihre intendierte Wirkung erbringen. Diese Arbeit untersucht die Auswirkung von Online-Apellen auf die Wahlbeteiligung auf der Basis von Wahlinformationen der Wahlen zum Europäischen Parlament 2009 aus 15 EU-Ländern. Eine Innovation ist dabei die Möglichkeit zur Kontrolle von Offline-Mobilisierungsappellen, die die Wähler während der Kampagne erhalten haben. Anhand der Verwendung eines “Kausalitätstrichters” und einer Reihe von Strukturgleichungsmodellen kann aufgezeigt werden, dass Online-Appelle, wenn überhaupt, einen sehr begrenzten Effekt (auf die Wahlbeteiligung) haben. Unter Berücksichtigung der Politikinteressen der Befragten, sowie der Anzahl ihrer individuellen Kontaktierungen durch Parteimitglieder über Telefon, Mail, oder auch an der Türschwelle, kann kaum ein zusätzlicher Effekt von Online-Appellen festgestellt werden. Dies unterstreicht die Bedeutung der Kommunikationsform wie auch die Nutzung von Online-Nachrichten in Kampagnen, nämlich hauptsächlich zur Kontakthaltung mit dem jeweiligen eigenen Kern an Unterstützern. Die Analyse schließt mit der Herausstellung des Bedarfs weiterer Untersuchungen zu dem Thema, besonders im Zuge einer zunehmenden Weiterentwicklung von Möglichkeiten der Online-Kontaktierung. Zudem wird festgehalten, dass für den Wahlzyklus 2009 traditionelle Mobilisierungsmethoden effektiver waren als die Methode der Online-Mobilisierung.
    Abstract: The use of online mobilization appeals has grown exponentially in the past decade, with all major campaigns at the local, national and European levels being fought both online and offline. For all their use, scholars are just in the incipient phases of truly understanding whether and to what extent these appeals have their intended effect. This analysis puts to the test the ability of online campaign appeals to increase a voter’s involvement in the election, by relying on information collected during the 2009 European Parliament elections in 15 EU countries. The novel aspect of the study represents the ability to control for offline mobilization attempts which voters might have received during the campaign. By making use of a “funnel of causality” design, and a series of structural equation models, the results presented here suggest that online mobilization messages have a very limited, if any, effect. When taking into account a respondent’s interest in politics, as well as the extent to which they have been personally contacted by a party worker through the phone, mail, or even at the doorstep, there is little added effect which online messages bring. This highlights both a characteristic of the medium of communication, as well as the use of online messages by the campaigns: primarily to maintain contact with their core supporters. The analysis concludes by pointing toward the need for further investigations, needed as online messages become more sophisticated, and by noting that for the 2009 election cycle traditional channels of mobilization proved more effective than online ones.

    Abstract: Die vorliegende Arbeit untersucht die Natur der russisch-türkischen Handelspartnerschaft und fokussiert de-ren Kooperation im natürlichen Gas Sektor. Dabei werden die jeweiligen globalen Bestreben der Länder, ihre Strategien in der Energiepolitik und ihre Motivationen im Handel miteinander ausführlich erforscht. Ziel ist es, die Energieziele und die Zufriedenheit der beiden Länder im Rahmen einer erweiterten Energie Partner-schaft zu untersuchen. Die Ergebnisse der Arbeit zeigen, dass eine neue Ordnung in der Welt Vormachtstel-lung annimmt, die wiederrum von neoliberalen Zügen geprägt ist. Russland und die Türkei sind globale und regionale Potenzen, welche sich im internationalen freien Markt integrieren wollen. In dem sie neue Strate-gien umsetzen, suchen sie ihre Positionen als Hauptakteure in den weltweiten Märkten zu konsolidieren. Trotz signifikanter politischer Unterschiede, stellen Russland und die Türkei den „Pragmatismus“ und die „Unabhängigkeit“ an die erste Stelle ihrer Agenda. Beide Länder wissen, dass sie abhängig voneinander sind, um wirtschaftlich zu wachsen und dass eine multidimensionale ökonomische Allianz eine wichtige Perspektive in regionalen und globalen Punkten darstellt.
    Abstract: This thesis examines the nature of Russian-Turkish trade partnership with particular focus on their coopera-tion in the natural gas sector. In so doing, countries’ Global Aspirations, their Energy Strategies, the role of their National Champions in attaining countries’ broader objectives, and lastly their motivations in trading with each other are extensively explored for to understand the extent to which countries’ energy objectives are fulfilled in the framework of broader energy partnership. The findings of the research suggest that in a new world order influenced by virtues of neoliberal policy Rus-sia and Turkey, aspiring to rise as global and regional powers, are seeking to integrate themselves into the global free market system. By developing new and applicable strategies, they are aiming to consolidate their positions as major actors in the global markets. Hence, despite significant political differences, respective countries continue their trade by placing 'pragmatism' and 'interdependence' high on agenda for Russia and Turkey understand that they need each other for economic growth and that their multidimensional trade partnership holds a prospect for achieve-ment of their Regional and Global aspirations.

    Abstract: Die vorliegende Arbeit untersucht, ausgehend von Michel Foucaults Theorie der „Governmentalität“, Prakti-ken der “Rückkehrförderung irregulärer Migrant_innen“ in Deutschland alsTechniken neoliberalen Regierens globaler „Migrationsströme“. „Regierung“ wird im Sinne Foucaults als „die Führung der Führungen“ konzep-tualisiert, und umfasst somit weit mehr als den Staatsapparat. Es wird eine Genealogie von Formen der Rückkehrförderung in Deutschland aufgezeichnet, welche sich heute verstärkt auf die Person des_der irregu-lären Migrant_in beziehen. Diese Genealogie wird dann zu sich verändernden Rationalisierungen von Migrati-on und globalem Raum in Relation gesetzt. Ich komme zu dem Ergebnis, dass die Einflussnahme auf als ir-regulär subjektivierte Migrant_innen in einer neoliberalen Regierungsrationalität relevant wird,weil diese den freien Fluss der „regulären“ Migrant_innen gefährden.Regulierter freier Fluss reguläre Migrant_innen wiede-rum ist in einer als globaler Raum konzeptualisierten Welt wichtig, da er einen globalen Markt für Humanka-pital darstellt.Weiterhin können aktuelle Programme der „Förderung freiwilliger Rückkehr“ als neoliberale Re-gierungstechniken interpretiert werden, die sich in dasdiskursive Feld der Migration ausbreiten. Dies bedeu-tet nicht, das souveräne Techniken wie Abschiebung durch diese Techniken ersetzt wurden; vielmehr bildet sich ein diskursives Feld des „Regierens von Rückkehr“ heraus, in dem souveräne und neoliberale Techniken logisch verknüpft sind und einander bedingen. Eine Fallstudie, die in einer der in mehreren Bundesländern speziell zur Rückkehrförerung gegründeten Institution durchgeführt wurde, untersucht schliesslich Regie-rungstechniken im Feld „Rückkehr“ auf institutioneller Ebene, und gibt einen Einblick in Subjektivierungen und Konzeptualiserungen der Arbeit und Zielsetzungen dieser Institution durch ihren Direktor. Auch hier, in einer Einrichtung, in der verschiedene (souveräne udnd liberale) Techniken der Rückkehrförderung zusam-menspielen, dominieren neoliberale Rationalisierungen der irregulären Migrant_innen und der angewandten Massnahmen.
    Abstract: Starting from Michel Foucault’s theory of governmentality, this thesis analyses practices of “fostering return of irregular migrants” in Germany as a neoliberal technique of governing global “flows of migration”. “Gov-ernment” is understood through Foucault as the “conduct of conduct”, and thus comprises far more than merely state institutions. The thesis traces a genealogy of fostering return in different forms in Germany, showing that current forms increasingly target irregular migrants. This genealogy is then set in relation to changing rationalizations of migration and world space. I conclude that exercising influence on migrants subjectivized as irregular becomes relevant within a neoliberal rationality of government, because they en-danger the free flow of “regular” migrants. A regulated, free flow of regular migrants in turn is important in a world conceptualized as a global space, because it represents a necessary global market of human capital. Furthermore, current programs of fostering “voluntary return” can be interpreted as neoliberal techniques of government, which are spreading into the discursive field of migration. This does not, however, mean that sovereign techniques such as deportation are being replaced. Rather, a discursive field of “governing return” is opened up, in which neoliberal and sovereign techniques are logically connected and depend on each oth-er. A case study, realized in one of the institutions founded specifically in order to foster return in different federal states in Germany, finally investigates upon government techniques in the field of “return” on an in-stitutional level, and offers insights into the subjectivization and conceptualizationsof the institution’s aims and work practices by its director. I find that within the institution, which is active at the intersection of dif-ferent (neoliberal and sovereign) techniques of fostering return, neoliberal rationalizations of the irregular migrants and the applied measures dominate as well.

    Abstract: Das Ziel dieser Arbeit ist die strukturellen Determinanten der türkischen Politik auf dem Balkan in der letzten Zeit zu erklären. Es wird versucht, mit einem konstruktivistischen Ansatz der internationalen Beziehungen und Alexander Wendts Auffassung über die Agentur-Struktur-Beziehungen in der internationalen Politik fol-gende Fragen zu beantworten: Ob und inwieweit werden das traditionelle Verständnis der Außenpolitik, die Identität und das Verhalten der neuen Akteure in der türkischen Außenpolitik beeinflusst?; Welche Elemente der "alten" idealistischen Struktur können in den aktuellen Beziehungen zwischen der Türkei und dem Balkan beobachtet werden? Ich benutze die außenpolitischen Grundsätze der Türkei, welche aus der Zeit der Grün-dung der Republik bis zum Ende des Kalten Krieges wahrnehmbar sind, als eine gegebene Struktur und ver-suche zu zeigen, wie sie die Gestaltung der sogenannten neuen türkischen Außenpolitik und das Verhalten der Türkei auf dem Balkan in der Zeit von 2009, als Ahmet Davutoğlu das Amt des Außenministers nahm, beeinflussen. Ich bin der Meinung, dass diese traditionellen Prinzipien ein grundlegender Teil Davutoğlus Vorstellung über die türkischen Beziehungen mit dem Balkan bilden und dass sie in den außenpolitischen Be-ziehungen zu den Balkan-Ländern sogar noch sichtbarer sind. In diesem Sinne unterstütze ich das Argu-ment, dass keine große Veränderung in der ideellen Struktur der Außenpolitik der Türkei seit dem Amtsan-tritt Davutoğlu passiert ist und dass die seit langem etablierten Prinzipien der türkischen Außenpolitik noch immer nachvollziehbar in der AKP - Ära liegen.
    Abstract: The aim of this thesis is to use the constructivist approach to international relations and Alexander Wendt's conception of agency-structure relationships in international politics to explain structural determinants of Turkey's policy towards the Balkans in the recent period. I’ll try to answer the question of how and to what extent the traditional foreign policy understanding influences the identity and behavior of new actors in Tur-key’s foreign policy and which are the elements of the “old” ideational structure that could be observed in the current relations between Turkey and the Balkans. I take Turkey’s foreign policy principles, observable from the period of founding of the Republic till the end of the Cold War as a given structure, and try to show how they influence the formulation of what is called Turkey’s new foreign policy and the behavior of Turkey towards the Balkans in the period from 2009, when Ahmet Davutoğlu took office of Minister of Foreign Af-fairs. I argue that traditional principles constitutively participate in Davutoğlu’s imagination of Turkey’s rela-tion with the Balkans and are even more observable in its foreign policy behavior towards Balkan countries. In that sense I support the argument that there was no great shift in the ideational structure of Turkey’s for-eign policy since Davutoğlu took office and that long-established principles of Turkish foreign policy are still traceable in the AKP Era.

    Abstract: Für die EU - vielleicht der wichtigste Akteur, der für das Verhindern der weiteren Ausbreitung von Massen-zerstörungswaffen eingetreten ist und immer noch eintritt - sind die Verhandlungen mit dem Iran im Zu-sammenhang mit dem iranischen Nuklear-Programm sehr wichtig; vor allem wenn man auf die zukünftigen weltweiten Sicherheitsmaβnamen blickt. Wenn aber die Resultate dieser Verhandlungen genauer betrachtet werden wird deutlich, dass sowohl die Strategien der E3, sowie der späteren EU, nur von geringer Bedeutung geblieben sind. Im Groβen und Ganzen ist es nicht gelungen den Iran dazu zu bewegen, auf die Forderungen der internationalen Gemeinschaft einzugehen. Diese Dissertation versucht das Engagement der EU näher zu diskutieren und geht im Besonderen auf die „Coercive Diplomacy“ des Irans ein, um zu untersuchen inwiefern diese Strategie in der Realpolitik des Irans sichtbar wird. Wichtig in diesem Zusammenhang ist zu erörtern, ob diese Art von Diplomatie Erfolge aufzeigt und welche möglichen negativen Konsequenzen sie mitbringt. Auf dem Gebiet der Analysen und Ausarbei-tungen der „Coercive Diplomacy“ wird in der vorliegenden Arbeit Alexander George’s Theorie als wichtigste Expertenmeinung hinzugezogen.
    Abstract: As one main actor seeking for non-proliferation of weapons of mass destruction, the negotiations with Iran on its nuclear programme looms large in the EU’s aspirations for future security matters. However, consider-ing the outcomes of the negotiation process with Iran so far, it is apparent that both the initial E3 and then the EU strategies could not manage to dissuade Iran from its non-compliance with the demands of the inter-national community. This study tries to examine the European Union’s engagement with Iran on its nuclear programme in terms of coercive diplomacy implementations of the EU over Iran. In this regard; the concep-tual framework of the coercive diplomacy theory and the practical employment of the theory into the case are respectively dealt with. Thus, the major aim of this thesis is to answer the questions of, first, to what ex-tend the EU has achieved applying a successful coercive diplomacy strategy over Iran and second, what parts of its strategy have not been meeting the conditions favoring an eventual success. With an eye to dif-ferent depictions and analyzes subscribed by scholars through time, through this study the contributions conducted by Alexander George to the theorization of coercive diplomacy will be taken as the primary meth-odological assessment.

    Abstract: Mit Hinweis darauf, dass sich rechts-populistische Bewegungen immer mehr in der westlichen Welt verbrei-ten, ist eine Neubewertung des extrem rechten politischen Denkens und der Bereitschaft in der Bevölkerung dies zu unterstützen angesagt. Dies is besonders notwendig aufgrund der Flut des kürzlichen Tea Party-esquen Aktivismus in Nordamerika, in Form der unverhohlenen Verehrung für die von 'Menschen angeführ-ten' pro Markt Revolution und der so genannten "Minutemen" Miliz, und die umfassende Kommunikation und Zusammenarbeit zwischen den verschiedenen rechtsextremen Bewegungen in den europäischen Natio-nen, bis hin zu den jüngsten Gräueltaten in Norwegen. Dieses Papier stellt einen wichtigen Schritt auf dem Weg dar, die Probleme bezüglich rechts-populistischer Tendenzen der heutigen Zeit zu addressieren, vor al-lem im sozialen Bereich, wo viele Menschen Gefahr laufen, von diesen Bewegungen stark ausgegrenzt zu werden. Durch die vergleichende Analyse wirft diese Untersuchung einen Blick auf zwei rechts-populistische Bewegungen: die Tea Party in den USA und Pro-Köln in Deutschland und wie sie sich in einer Reihe von Vari-ablen unterscheiden, auch wenn ihre Anforderungen an die Gesellschaft sehr ähnlich sind.
    Abstract: With evidence that right-wing populist movements are becoming increasingly more widespread throughout the Western world, a reevaluation of far-right political thought and their propensity for popular support is in order. This is particularly necessary given the spate of recent Tea Party-esqe ‘activism’ throughout North America, in the form of unabashed reverence for ‘people-led’ pro market revolution and so called ‘minute-men’ militia, and the extensive communication and cooperation between the various far-right movements throughout the European nations, capped by the recent atrocities in Norway. This paper shall provide an im-portant stepping stone into addressing the very real problems concerning rightwing populist trends of today, particularly in the social realm, where many people run the risk of being severely marginalized by these movements. Through comparative analysis, this exploration takes a look at two right-wing populist move-ments, The Tea Party in America and Pro-Köln in Germany, and how they differ in a range of variables, even though their demands on society are very similar.

    Abstract: Diese Untersuchung soll zeigen, inwieweit die aktuellen Methoden, die sich rund um die Corporate Social Responsibility (CSR) entwickeln, in den Rahmen der neoliberalen Kunst des Regierens in der Türkei eingebettet werden können. Aufgrund der Tatsache, dass seine Bedeutung im Verlauf der letzten zehn Jahre weiter gewachsen ist, findet das Konzept immer mehr Beachtung seitens verschiedener Unternehmen und der akademischen Welt auf sich. Während sich der größte Teil der Literatur damit beschäftigt, wer die Akteure der CSR sind und was diese tun, versucht diese Untersuchung darüber hinaus zu gehen und unter Anwendung von ‚Governmentality Studies' die Rationalität hinter dem Aufkommen und der Entwicklung des Konzepts in der Türkei zu erforschen.
    Abstract: The purpose of this study is to show to what extend the current practices evolving around Corporate Social Responsibility (CSR) can be placed in the realm of neo-liberal art of governing in Turkey. Having become increasingly relevant in the last decade, the concept has been attracting more and more attention from various organizations and academia. While most of the literature deals with who the CSR actors are and what they do, this study attempts to go beyond that and explore the rationality behind the emergence and development of the concept in Turkey, through the application of governmentality studies.

    Abstract: In dieser Masterarbeit wird eine konstruktivistische Diskursanalyse durchgeführt um die These zu unterstüt-zen, dass eine grundlegende Umgestaltung im amerikanischen Verständnis der türkisch-amerikanischen Be-ziehung unter Präsident Obama im zuge eines übergeordneten Wandels der amerikanischen Außenpolitik stattgefunden hat. Anhand einer analytischen Betrachtung diverser hochrangiger Diskurse und Präsidenten-Reden seit der Ära Ronald Reagans versucht diese Arbeit den chronologischen Weg der amerikanischen Au-ßenpolitik anhand politischer Sprache, politischem Handeln und struktureller Veränderung, unter besonderer Berücksichtigung der Türkei, aufzuzeigen. Die Formbarkeit dieser Beziehung soll mittels Anwendung der konstruktivistischen Theorie besonders hervorgehoben werden. Zudem wird der Frage nachgegangen, wie sich das Verständnis amerikanischer Führungspolitiker in Bezug auf ihre Rolle in der Welt und der Beziehung zur Türkei, abseits des strikten Kurs des Realismus, in den letzten Jahrzehnten verändert hat.
    Abstract: Using a constructivist discourse analysis, this thesis argues that there has been a fundamental shift in the American understanding of the U.S.-Turkish relationship under President Obama, situated within a broader change in the nature of American foreign policy making. By analyzing presidential and other high-level dis-course beginning in the Reagan era, this thesis examines the chronological path of American foreign policy, specifically in relation to Turkey, delving into political language, actions, and structural changes. By engaging constructivist theory, this thesis highlights the fluid nature of relations, endeavoring to answer the underly-ing question of how the high-level understanding of the U.S. role in world affairs generally, and in relation to Turkey specifically, has moved beyond a strict realist foundation over the past decades.

Analysiert wird die Partei Die Linke. Das Ziel der Studie ist nicht, der schon existierenden Literatur über Die Linke, welche versucht den Erfolg der Partei mit dem rückläufigen wirtschaftlichen Wohlstand der Massen und dem erfolglosen ‚policy making‘ der anderen Parteien zu erklären, zu widersprechen. Um den Aufstieg von Die Linke besser verständlich zu machen, sollen jedoch linguistische Dimensionen der Analyse hinzugefügt werden. Um dieses Ziel zu erreichen, untersucht die Arbeit zuerst die diskursiven Strategien eines ausgewählten Texts und diskutiert anschließend die kontextualen Auswirkungen auf die beobachteten Strategien, in dem die Grundlagen der Kritischen Diskurs Analyse herangezogen werden. Die zentrale Hypothese dieser Untersuchung ist, dass der politische Diskurs von Die Linke als Teil einer politischen Strategie betrachtet werden sollte, welche versucht gegenhegemoniale diskursive Praktiken zu kreieren und darauf abzielt Prozesse des ‚policy-making‘ zu beeinflussen. Dass Die Linke erfolgreich die Lücke im linken Spektrum füllen konnte, hängt nicht nur mit dem erfolglosen ‚policy-making‘ der anderen Parteien zusammen, sondern ist auch der Kompetenz der Partei, Wähler mit Hilfe von politischen Diskursen zu beeinflussen, geschuldet.
    Abstract: The thesis ‘Die Linke: A Political Discourse Analysis’ tries to understand a) how and by which means language in politics can be strategically used in order to influence voters b) what kind of social and political context have an influence on the formation of political discourses and c) what kind of effects do political discourses have on actual policy making processes on the basis of the analysis of The Left Party (Die Linke in German). The overall aim of this study is not to oppose the already existing literature on Die Linke, which try to explain the party’s success with the declining economic prosperity of the masses and the unsuccessful policy making of its opponents but to add the linguistic dimension to the analysis in order to understand the rise of Die Linke more comprehensively. In order to achieve this aim, the research first identifies the discursive strategies of the selected text and then discusses the contextual impacts on the observed discursive strategies by adopting the main principles of Critical Discourse Analysis. The main hypothesis of this research is that political discourses of Die Linke should be considered as a part of the political strategy which tries to create counter-hegemonic discursive practices and aims to affect policy-making process. Die Linke’s success for filling the gap in the left is not only dependent on other parties’ unsuccessful policy-making but also on the party’s capacity to influence voters by its political discourses.

    Abstract: Die (vergleichende) Wohlfahrtsstaatforschung neigt zum Gebrauch absoluter Kategorien wie „Staat“, „Markt“, „Klasse“ oder „Soziale Gerechtigkeit“, um die Entstehung und Entwicklung von Wohlfahrtsstaaten zu erklären, zu messen oder zu kategorisieren. Insbesondere auf der Grundlage der Arbeiten Michel Foucault‘s zum Thema Gouvernementalität versucht diese Masterarbeitarbeit, alternative Perspektiven auf die Trans-formation von Wohlfahrtsstaaten zu bieten und die Entwicklungen in ihrer historischen Gebundenheit und der Komplexität der sich in ihnen widerspiegelnden sozialen Beziehungen zu verstehen. Dafür werden Episoden türkischer Gesundheitspolitik seit dem späten Osmanischen Reich interpretiert. Die Kernthemen sind die sich ändernde politischen Vorstellungen von Gesundheit einerseits und andererseits Techniken und Strategien, die politische Akteure anwenden, um das Politikfeld Gesundheit zu strukturieren und das Verhalten relevan-ter Akteure zu steuern. Die Arbeit greift insbesondere auf Primärquellen, wie offizielle Regierungspapiere, Reden, oder Leitfadeninterviews mit Experten zurück. Die Analyse zeichnet den politischen Diskurs über Ge-sundheit(spolitik) nach, der von „Barmherzigkeit und Gnade“ über die „Sicherung der Stärke der Nation“ bis hin zu der Idee eines „Rechtes auf Gesundheit“ reicht, welche seit den 1980er Jahren durch neoliberales Vo-kabular wie „(minimaler) Universalismus“, „Eigenverantwortung“ oder „Effizienz und Wettbewerb“ ergänzt wird. Derweil blieben trotz der Entstehung und Ausdehnung des Politikfeldes mit zugeordnetem bürokrati-schen Apparat, viele Programme und Projekte aufgrund der gesellschaftlichen und wirtschaftlichen Struktur sowie fortlaufender Konflikte zwischen unterschiedlichen Regierungsmentalitäten inkonsistent und unvollen-det. Erst mit dem sogenannten Health Transformation Program, das seit 2003 unter der Partei für Gerechtig-keit und Fortschritt (AKP) implementiert wird, scheint ein Gesundheitssystem entstanden zu sein, welches sich durchgängig auf eine neoliberale Regierungslogik bezieht und die formalen Prinzipien einer Marktwirt-schaft als Regierungsprinzip auf die Erstellung von Programmen, Projekten und Regulierungen im Gesund-heitssektor projeziert.
    Abstract: Scholars of the welfare state tend to use absolute categories such as “class”, “state”, “market” or “social jus-tice” to measure, classify and compare welfare states. Drawing predominantly on Michel Foucault’s lectures on governmentality, this master’s thesis attempts to offer alternative perspectives on the transformation of welfare states by analyzing developments in the Turkish health system in consideration of their historicity and of the complexity of social relations reflected in them. Interpreting different historical episodes of Turk-ish health policies since the late Ottoman Empire, special attention is paid not only to changing political con-ceptions of health, but also to the techniques and strategies that governments have relied on to influence the conduct of providers and receivers of health services. The study draws predominantly on primary sources such as official government papers, speeches and expert interviews. Dominant political discourses on health have reached from “charity and favor” under the Sultans over “securing the strength of the nation” in the early Republic to the idea of everybody’s “right to health”, that is eventually mixed and complemented with neoliberal vocabulary such as “(minimal) universalism”, “individual responsibility”, or “efficiency and compe-tition”. In spite of the emergence of healthcare as a policy area being attached to an expanding bureaucratic apparatus, most programs and projects have remained inconsistent and fragmentary due to the composition of Turkish society and economy and the persistent struggles between different forms of governments. The findings suggest that only with the so-called Health Transformation Program (HTP) that is implemented since 2003 under the government of the Justice and Development Party (JDP), a health system has emerged that is consistently based on a distinguished mode of government. Neoliberalism, understood as the attempt to take the formal principles of a market economy and projecting them onto a general art of government, con-stitutes the underlying tenet of the HTP’s wide net of programs, projects and regulations by which the gov-ernment attempts to create, rather actively but from a distance, a health system in which all players act ra-tional, economically and self-responsible.

    Abstract: Der Artikel präsentiert grundlegende Ergebnisse einer empirischen Forschung, die 2007 aus ethnologisch-kulturanthropologischer Perspektive zu Lebenssituation, (Arbeits)Alltag sowie zu spezifischen Handlungspraxen von Menschen ohne gültige Aufenthaltsgenehmigung („sans-papiers“) in der mediterranen Hafenstadt Marseille durchgeführt wurde. Die Untersuchung stellte sich einerseits die Aufgabe, die prekären Lebensrealitäten „illegalisierter“ Migranten zu beschreiben. Dies impliziert, die mehrdimensionalen Begrenzungen rechtlicher, sozialer und ökonomischer Art zu benennen, die auf der Ebene europäischer und nationalstaatlicher Migrationspolitik ein starres Korsett zwingender Herrschaftsverhältnisse bilden. Andererseits spürte die Autorin auf individuell-subjektiver Ebene des täglichen Lebens nach den konkreten Wahrnehmungen von „Illegalität“ und den Selbstpositionierungen betroffener algerischer und türkisch-kurdischer Protagonisten. Es wird deutlich, dass die spezifischen Umstände ihrer gelebten Wirklichkeit im Zwischenraum von einer Dialektik existentieller Notwendigkeiten, sozialer und politischer Gegebenheiten und dem prioritären Ziel der Regularisierung geprägt sind. Entwickelte Handlungsroutinen und Widerstandsräume müssen jeden Tag auf’s neue ausgehandelt werden.

    Abstract: Pieper analysiert das Lagersystem in Deutschland seit 1980 und definiert es als dezentrales halboffenes Lagersystem. Es werden systematisch verschiedene Lagertypen analysiert und Ziele des Lagersystems in Deutschland herausgearbeitet, darunter die Festsetzung, Kontrolle und Verwaltung von Menschen. Der Text stellt in einer detaillierten Analyse die konkreten Ausschlussmechanismen des Lagersystems dar, unter anderem indem die Veränderungen in der öffentlich artikulierten Legitimation der Lagerunterbringung und ihre historischen Entwicklungen dargestellt werden. Die Lagerunterbringung bildet demnach die materielle Struktur einer Migrationspolitik die es sich im Namen der nationalen Sicherheit zur Aufgabe gemacht hat, Einwanderung zu regulieren bzw. zu verhindern. Piepers Analyse des Lagers als sozialen Raum zeigt, dass durch den Einschluss (ins Lager) ein (gesellschaftlicher) Ausschluss stattfindet, der die Menschen in vielerlei Hinsicht zerstört und einzig die „Illegalität“ die Möglichkeit des Ausbruchs bietet. Somit findet systematisch eine Praxis der Entrechtung statt. Durch die Dezentralität des Geschehens bleibt diese Entrechtung in ihrem Ausmaß scheinbar unsichtbar. Perspektivisch sieht Pieper eine Entwicklung weg vom dezentralen halboffenen Lagersystem hin zu multifunktionellen Sammellagerkomplexen, in welchen die Menschen den engen Lagerkreislauf überhaupt nicht mehr verlassen sollen. Damit solle den Menschen ihre Perspektivlosigkeit frühzeitig vor Augen geführt werden und somit zu einer kostengünstigeren schnellen Freiwilligkeit der Rückkehr führen.

    Abstract: Die Geschichte des Visuellen erforschte Cord Pagenstecher bereits in verschiedenen Arbeiten mit Blick auf Migration. Im hier vorliegenden Artikel befasst er sich konkret mit der visuellen Verarbeitung des Motivs „Das Boot ist voll. . . “. Es taucht über einige Jahrzehnte hinweg als Synonym für die angeblich von Flüchtlingen überflutete Bundesrepublik in den Printmedien auf. Die Flüchtlinge rassistisch, fremdenfeindlich karikierenden Titel von Zeitschriften werden mit der Zeit auch in Tageszeitungen wieder aufgenommen. Darauf aufbauend analysiert Pagenstecher, wie eine Atmosphäre der Hilflosigkeit und Angst verbreitet wird und Flüchtlinge nicht als Opfer, sondern als Täter – quasi als Angreifer, als Feinde der Bundesrepublik schlussendlich mit Steinhagel außerhalb der Bilderwelt begrüßt werden.

    Abstract: Wenn die kritische Forschung in der kritischen Praxis via Personalunion ihr Pendant findet, wirft dies desillusionierende Fragen auf – scheinbar. Denn jede der vielen Fragen Johanna Karpensteins birgt die Hoffnung auf und den Glauben an eine Andersartigkeit sowie den Willen diese andersartige Praxis umsetzen zu können. Es kommt allerdings auf viele Versuche an, denn hier ist nicht der/die Forscher_in mit ihrem Material allein, sondern sieht sich vielen Perspektiven z. B. im Feld individueller Beratung ausgesetzt, die alle ihre jeweilige Berechtigung haben und zum Teil auch vehement behaupten. Also ist auch eine Würdigung und Auseinandersetzung, also Zeit für Freundschaft, Zeit für Vertrauen und Zeit für materielle Absicherung dafür notwendige Bedingung – dies bei allen Beteiligten. Daraus ergeben sich der/dem Forschenden Stoff für neue Überlegungen, die sich in Versuche grundlegender Annahmen für eine kritische Migrationsforschung transformieren lassen.

    Abstract: Der folgende Text stellt sich die Aufgabe, die wichtigsten strukturellen Rahmenbedingungen von Sozialer Arbeit im Handlungsfeld Flucht und Migration im Rahmen einer machttheoretisch inspirierten Analyse umrisshaft zur Darstellung zu bringen. Hierfür wird es im ersten Teil (2–4) darum gehen, das Zusammenwirken der dispositiven Homogenität und Ökonomie bei der Hervorbringung einer spezifischen Auffassungsweise des Handlungsfeldes zu veranschaulichen und in deren Inkongruenz mögliche Lösungswege für die Gestaltung einer sich als kritisch verstehenden Sozialarbeit aufzuzeigen. Im zweiten Teil (5–7) wird die Rolle der Sozialen Arbeit als Akteurin im postfordistischen Migrationsregime einer Analyse und Kritik unterzogen und schließlich Perspektiven einer kritischen Sozialen Arbeit im Handlungsfeld Flucht und Migration aufgezeigt.

    Abstract: Neben den Bildern im rassistischen „Das Boot ist voll“-Diskurs, welche in Cord Pagenstechers Beitrag in diesem Band thematisiert werden, zeigt Eva Leitolf in ihren Bildern die vermeintlich idyllischen, ruhigen Tatorte des tagtäglich stattfindenden Rassismus in Deutschland. Diese sind damit insofern als Ergänzung zu den Bildern brennender Flüchtlingslager zu sehen, da Eva Leitolf damit einerseits die strukturellen Aspekte von Rassismus sowie andererseits dessen Normalisierung durch die Dominanzgesellschaft sichtbar macht. Das Bild ist demnach auch als Werkzeug für die Betrachtenden intendiert, welches zum Hinterfragen des Bildkonsums und zum Bruch im eigenen Denken von „Normalität“ und letztendlich zu kritischem Umgang mit Bildwelten anregen kann.

    Abstract: Um Verschiebungen im Diskurs um Menschenhandel auf EU-Ebene geht es den Mitstreiterinnen des Netzwerks kritische Migrations- und Grenzregimeforschung Marina Ginal und Eva Bahl. Zentral ist dabei die Erzählung von einer anderen Perspektive auf den Opfer- sowie Täterbegriff in der Sexarbeit. Die Autorinnen fokussieren aktuelle Debatten, die sie z. B. auf zeitnahen Konferenzen zwischen den TeilnehmerInnen aus NGOs, international tätigen Regierungsorganisationen und VertreterInnen der Forschung zusammengestellt haben. So zeigen Bahl und Ginal nicht nur wie Opfer gemacht, sondern auch ihre Rückführung in Herkunftsländer der SexarbeiterInnen als einzig menschenrechtlich möglicher Umgang mit MigrantInnen in diesem monetär wirkungsmächtigen Arbeitsbereich politisch konstruiert wird. Eine Einordnung in theoretisch-akademische Diskurse über Begriffe wie Sexarbeit oder auch Debatten um die Europäisierung der Flüchtlingspolitiken in Bezug auf Menschenhandel nehmen die Autorinnen ebenfalls vor.

    Abstract: Die Arbeiten Michel Foucaults werden in den Geisteswissenschaften stark rezipiert, insbesondere die Methoden Foucaults, weniger seine Begriffe erlangen dabei große Bedeutung. Ein Begriff ist für Foucault sehr zentral, jedoch wird er in Foucaults Werk sichtbar als Praxis: Kritik. Worin sich seine Kritikpraxis zeigt und wodurch sie zu foucaultscher Methode, insbesondere für die Geisteswissenschaftler_innen werden kann, versucht Franziska Brückner in werkanalytischer Perspektive herauszuarbeiten. Dabei soll sowohl die Entwicklungsgeschichte des Kritikbegriffs als Praxis, aber auch dessen Anwendung Foucaults auf sich selbst bzw. auf seine Forschung aufgezeigt werden.

    Abstract: Grada Kilomba gelingt eine Gradwanderung aus persönlichen Erfahrungen als schwarze Wissenschaftlerin in Deutschland und den rassistischen Implikationen von weißer, eurozentristischer Wissensproduktion, die zunächst als Tatsache festgestellt wird. Da Wissen jedoch immer eine bestimmte politische Implementation aufweist, auch wenn es noch so sehr nach objektivierenden Kriterien produziert zu sein scheint, lässt sich die in ihm aufzeigbare Perspektivität nach Kilombas Ansicht auch anders besetzen. Bereits an gewählten Forschungsfeldern bzw. ihren Rahmenbedingungen, Begriffen oder auch Ausdrucksweisen oder vom unberücksichtigt Bleiben nicht-weißer WissenschaftlerInnen bzw. ihrer Publikationen, zeigen sich ausgrenzende Praktiken. Damit fängt der Rassismus im Feld der Wissenschaft weder an, noch hört er dort auf, wie Kilomba fortführt.

    Abstract: Seit 2007 sind „Grundkenntnisse der deutschen Sprache“ Voraussetzung für einen Antrag auf Einbürgerung in Deutschland. Die Beschreibung eines Deutschkurses am Goethe-Institut in Accra, Ghana führt die Auswirkungen dieser Regelung vor Augen. Mit der Einführung der Deutschprüfung wurde ein weiteres Hindernis geschaffen, dessen Überwindung den Betroffenen eine hohe zeitliche und finanzielle Investition abverlangt. In der Analyse dieses Selektionsinstrumentes, das nur für Angehörige bestimmter Staaten Gültigkeit hat, wird zudem die ökonomische Grundlage deutscher Einwanderungspolitik deutlich.

    Abstract: Der selbstorganisierte türkische Verein Allemende e. V. definiert sich als sozialer Raum, der die Möglichkeit zum politischen und kulturellen Austausch bietet. Im Interview mit MiRA beschreiben Allmende-Mitglieder ihre Arbeitsweise nach Innen und Außen, ihre Schwierigkeiten und Ziele. In den Fokus rückt die Frage nach den Beziehungen zwischen politischen Aktivist_innen in der Türkei und Deutschland. Sie nehmen Stellung zu diversen Themen des bundespolitischen Diskurses. So treten sie dem Vorwurf der Parallelgesellschaft entgegen und üben Kritik am Integrationsbegriff. Ein Mittelpunkt ihrer Arbeit ist die Forderung nach politischer Gleichberechtigung über das Wahlrecht für alle Migrant_innen bei gleichzeitiger Kritik am parlamentarischen System insgesamt. Darüber hinaus werden Probleme der alltäglichen Arbeit angesprochen: Die Finanzierungsproblematik von politischen Vereinen ebenso wie die Schwierigkeiten, türkische Jugendliche für ihre Arbeit zu gewinnen. Dahinter steht die grundsätzliche Frage, wie migrantische Politik im Kontext einer ablehnenden Haltung der Mehrheitsgesellschaft gestaltet werden kann.

    Abstract: Krause stellt sich in seinem Essay die Frage, wie der Tod von tausenden Menschen beim Versuch nach Europa einzureisen von den EuropäerInnen bedauert, aber doch als legitim hingenommen wird. Seine Argumentation zeigt, dass das EU-Grenzregime in einen Diskurs des Ausnahmezustands gebettet ist und deshalb andere ethische Standards zur Geltung gebracht werden. Die Diskussion geht zurück auf die Entstehung des modernen Territorialstaats, bei welcher der Aufenthalt eines Bürgers/einer Bürgerin in einem anderen als ihrem Staat als anormal konstruiert wurde. Diese Norm liegt bis heute dem migrationspolitischen Diskurs zugrunde und dient als Grundlage der Kriminalisierung der Migration. In einem nächsten diskursiven Schritt werde dann „illegale“ Migration als Sicherheitsproblem für Europa konstruiert und dann gelten andere moralische und ethische Standards und Gewalt kann legitimiert werden. Krause stellt fest, dass dieser diskursive Prozess die Migration in die EU in den Bereich des Ausnahmezustands verschoben habe und somit die menschenrechtlich unerträgliche Ereignisse wieder als normal ins Moralbewusstsein integriert werden können.

    Abstract: In den vergangenen zehn Jahren hat sich in der internationalen Migrationspolitik ein neues Konzept etabliert: ‚Migrationsmanagement‘. ‚Migration muss gemanagt werden, um die Vorteile der Migration maximieren und ihre negativen Folgen minimieren‘ zu können, so lautet die utilitaristische Kernbotschaft. Ausgangspunkt dieses politischen Projekts war der ökonomische Globalisierungsschub nach der Weltwirtschaftskrise 1973. In seiner Folge verstärkte sich die internationale Mobilität von Menschen: Migration wurde zu einer offensiven und aus staatlicher Sicht potenziell unkontrollierbaren Strategie vieler Menschen, mit der sie auf die Folgen neoliberaler Reformen reagierten. Unter dem Etikett Migrationsmanagement propagierten Expert_innen aus dem Umfeld u. a. der International Organization for Migration (IOM) und des International Centre for Migration Policy Development (ICMPD) eine Gegenstrategie: Die staatlichen Fähigkeiten zur Begrenzung unerwünschter Migration sollen gesteigert werden, um eine ,regulierte Offenheit’ gegenüber ‚nützlicher‘ Zuwanderung beherrschbar zu machen. Politisch lässt sich das Projekt der liberalen Strömung in den internationalen Beziehungen zuordnen. Migration wird als positiv betrachtet, weil und insofern sie ökonomisch nützlich ist. So wird deutlich, dass das Projekt den Interessen wirtschaftlich und politischer dominierender Kräfte im Weltsystem eher nutzt, als der großen Mehrheit der Weltbevölkerung.

    Abstract: With the fall of the Stalinist regime in Albania, one of the poorest countries in Europe, the people of a remote mountain village, Rrogam, are faced with the dilemma of how to re-allocate the land and flocks after 40 years of collectivism. For the first time they have to make their own decisions in the face of an uncertain, changing future, and eke out an existence without the direction from above to which they have become accustomed. Rrogam is a small Catholic village more than 3,000 feel above sea level in Northern Albania. Closed to foreigners since the second world war, the Disappearing World team were the first outsiders to fully explore this area in the north. Traditional Northern Albanian society stressed honour and etiquette. Today these traditional codes have been replaced with Albanian law, effecting the Rrogamis deeply. But Northern Albanians still follow their own rules for interpersonal relations and stick to traditional behaviour when it does not conflict with new Albanian law.

The filmmakers, while they are officially welcomed and given permission to film, in practice many people hid their faces, would not co-operate and even threw stones. The film team tried to find an explanation of the Maya hostility to the camera.

    Abstract: A further visit to the Mursi of Southern Ethiopia, with whom contact was established 17 years ago, for an important coming of age ceremony which has had to be postponed many times. An elder of the Mursi faces his last and most important challenge -- to arrange this ceremony. The date has been finally set but life has been very difficult for the Mursi over the past few years owing to attacks by hostile tribes, drought, famine, disease and cattle raiders and even now the ceremony may not take palace. There was a meningitis epidemic from which many people died until a vaccination and treatment programme ended it. This time we visit the South, the heartland of the Mursi, but everyone is fearful for the future.

    Abstract: The proper time for a man to go through the Age Set Ceremony, the nitha, is just as he reaches physical maturity. But many years may elapse from one nitha to the next, so it is inevitable that some men will be well past this stage before they become 'adults'. Thus the occasion of this nitha, performed by the Mursi of Southwest Ehtiopia, gives adulthood to an entire generation for the first time in thirty years. The ceremony affirms individual identities as adults as well as their group identity as Mursi. The ceremony is performed admidst fears that this may be the last nitha. The continuing attacks on the tribe by the Bume and other neighbouring enemies using automatic weapons and the constant threat of drought and famine all undermine the existence of the Mursi.

    Abstract: The Kalasha are a tribal people, 3,000 strong, who live in the high valleys of the Hindu Kush mountains in the North West Frontier Province of Pakistan. The Kalasha are unique as a pagan people in this Islamic Republic. Joshi, their three day festival of song and dance, rituals and sacrifice and the re-telling of legends celebrates the coming of spring and encourages chivalrous romance between the sexes. All this provides a colourful focus for this film which explores the life and customs of the Kalasha. Before the menfolk depart to the high mountain pastures for the goats’ summer grazing they present the women with goats’ milk and bread that has been ritually purified. The women sing their thanks, praise and food and clamour for more. Whilst the men are away, the women stay in the narrow valleys, tending their tiny terraced fields of wheat, maize and millet. The Kalasha are worried that their way of life is under threat. The naively mortgaged land and walnut trees to their Chitrali Muslim neighbours, often in exchange for paltry loands. The Chitralis now covet the profits to be made from exploiting the cedar and holm oak which grow in the Kalasha valleys. The Pakistan government is aware of the problems and would like to safeguard the Kalashas’ existence as a flourishing minority culture and tourist industry. But a future as a ‘zoo people’ within a tourist park does not appeal to the Kalasha. They are happy to welcome tourists at their festivities and they appreciate interest in their customs, but they are pragmatic about its value to them.

    Abstract: The Tuvinians live deep inside the Soviet Union, at the very centre of Asia. Tuva is geographically closer to Beijing than to Moscow. It only entered the USSR in 1944 and was closed to foreigners until 1988. According to the film-makers the last known British visitors were members of the Carruthers expedition in 1910-11. With 'glasnost', the new openness, a Disappearing World film crew was given permission to film the nomadic yak-herders of Mongun-Taiga, a rugged district on the border with Mongolia. Mongun-Taiga or 'sacred wilderness' is, even at its lowest point, 6,000 feet above sea level. Two huge mountains dominate the landscape and provide a stunning backdrop for the film, accompanied at times on the film sound track by the traditional throat singing. Arable farming is impossible and the inhabitants are dependent on the nomadic herding of yak, sheep, goats and horses. Families live alone or in groups of two to three felt tents (yurts). Following the seasons and the pastures, they move camp several times each year. The film looks at the methods the herders use to protect their children from destructive spirits. A child, dressed in a traditional frock, is revealed in the film to be a boy. This cross-dressing of the sexes continues until a child is three or four, when it is believed that its soul is more firmly attached to its body and not so easily stolen by spirits. Shamanic beliefs continue, despite state disapproval, and include worship of the spirits of mountains, purification by the water of sacred springs, sacrifice, and the use of animals in exorcism, omens and divination. The opportunities for modern Soviet life which attract many young people are countered by the pull of an independent Mongolia, which is much closer to the Tuvinians in culture and way of life. Under Gorbachev, new systems of herding have been introduced which allow families to work for themselves as well as the state farms. The herders, however, still have reservations about the new ways. 'How are you doing with perestroika?' asks the daughter of Chugluur-Ool, a herder. 'Perestroika's doing all right,' he replies. Part of what makes this film interesting is the film-makers' admission of the material they were not able to obtain. Continually throughout the film, the narrator mentions the confusion and frustration the film-makers felt. This gives a refreshing honesty to the film as a whole.

    Abstract: The 130 villagers of Navalguijo in the Sierra de Gredos of Central Spain live in a village perched high in the mountains and they face an extreme climate with very cold winters and hot summers. The soil is acid and poor, and the steep slopes and short growing season mean that agriculture cannot provide a living. Collectively the villagers own summer pastures high in the mountains, and individually they hold smaller autumn pastures. With access to winter pastures across the mountains in the region of Extremadura, they are able to maintain a large herd of beef cattle, which form their main source of wealth and which are their dearest possessions. To make this film, the crew joined the village men on their trek to Extremadura, when they drive their cattle down the mountains. This cattle drive is a mixture of hard work and holiday, with passing round of leather wine bottles, story-telling and evening stopovers at favourite inns punctuating the long march. This film portrays a society whose ideals of village co-operation and the rigid and efficient organisation of tasks have given the village a strong sense of identity over generations. It remains to be seen if this sense of identity survives the breakdown of their isolation from the outside world as tourists discover 'hidden Spain' and better communications and roads bring increasing contact with the rest of the country.

    Abstract: Early in 1989 the Kayapo rallied other Brazilian Indians to attend a reunification of the tribes at Altamira-the proposed site of a massive hydro-electric dam that will flood large parts of the Xingu valley. The gathering also served as a media event as the Kayapo and their allies demonstrated their case to the assembled international press. The film focuses on the Kayapo's ability to manipulate the media, including Chief Rop-ni stage-managing his entrance to arrive with the pop-star Sting. However, much of the power of this film, made for Granada Television's Disappearing World series, comes from the tensions that revolve around the intricate planning behind the Altamira meeting. A Kayapo warrior, Payakan, brings together previously hostile and warring factions in a common cause. Tension mounts when, only days before the conference, he is rushed to hospital for major surgery, and must force himself from his hospital bed to ensure the survival of the alliance he has created.

    Abstract: The Whale Hunters of Lamalera was filmed over a period of four weeks during June 1987. Lamalera is a village which is perched on the rocky slopes of an active volcano on the southern coast of the island of Lembata, in Nusa Tenggara Timur in eastern Indonesia. An anonymous Portuguese document of 1624 describes the islanders as hunting whales with harpoons for their oil, and implies that they collected and sold ambergris. This report confirms that whaling took place in the waters of the Suva Sea at least two centuries before the appearance of American and English whaling ships at the beginning of the nineteenth century. The film follows the daily life of the villagers of Lamalera, a community of about 1500 people. The Christian Mission has been in place in the community for a hundred years, schools have been established and a training workshop teaches carpentry. It is a fishing village in a region where most communities support themselves by agriculture. Lamalera has very little productive land, so the villagers have to fish in order to survive. Their preferred quarry is sperm whale. Catching sperm whale with hand-thrown harpoons from small open boats powered by muscle and palm-leaf sail is no easy task, and the hunt is by no means uneven between man and whale. The tail flukes of a whale can smash the timbers of the boats and many boats are temporarily disabled by their prey. Harpooners have been disabled and killed. But the attraction of the whale is its size. The flesh of the whale (and shark and manta ray) is cut into strips and sun dried in the village. The meat is then carried to small markets where it is bartered with mountain villagers. One strip of dried fish or meat is equivalent to twelve ears of maize, twelve bananas, twelve pieces of dried sweet potatoes, twelve sections of sugar cane, or twelve sirih peppers plus twelve pinang nuts. Commercial whaling is banned throughout much of the world, but subsistence whaling is permitted by International Whaling Commission regulations in Alaska, the USA, the USSR and Greenland. Indonesia is not, however, a signatory to the IWC. Seven whales were caught in Lamalera in 1987.

    Abstract: 'Across the Tracks' is a gripping film for the general viewer ... It is beautifully filmed in observational style (lingering scenes of muddy courtyards) with enough subtitled interview material to provide context. Rom is the word that describes Vlach Gypsies, unassimilated descendents of Gypsy slaves in Wallachia in Romania in the 19th century. A larger group, the Romungro, are more obviously part of Hungarian society: they speak Hungarian, not Romany. Romungros are the people who play violins in restaurants; 'true' Rom, the Vlach, wouldn't dream of it. The total Gypsy population in Hungary forms 3% of the Hungarian population the same proportion as people of Asian or Caribbean origin in Britain. This Disappearing World film explores the Vlach Gypsies' position in socialist Hungary through the eyes of three related families. Maron and her husband Jozi work in conventional jobs where work is compulsory: this is the fundamental first principle of the 'official' economy. Maron and Jozi use their income to improve their impoverished lives. They are becoming more like the gazo — the contemptuous Romany term for all Hungarians, meaning 'peasants'. Jozi's first wife, Terez, and her husband Mokus try to realise their dreams in a more Gypsy-like fashion. Terez scavenges in rubbish bins for bread to fatten pigs which she hopes to sell for Mokus to buy horses. Mokus reluctantly works in a factory but wants to be a horse dealer like his brother-in-law Sera. He is disqualified from work by a dubious disability, and instead buys and sells horses, 'turning money around, so that more comes to me.' The market is central to the Gypsy economy, but is not seen as a means of accumulating wealth. The market exists to circulate wealth, to ensure money passes through as many hands as possible – so that all may benefit from it. If a Gypsy acquires money, he is expected to celebrate with his friends, his 'brothers'. Horses are like temporary bank deposits, ready to be exchanged or cashed in when a 'brother' needs money. This film provides an interesting view of the tensions between the Hungarian state and the Gypsies, and of the complex contradictions of the Gypsies' lives. It is recommended for classes in anthropology, sociology, European studies, ethnicity, ecology, and political studies.

    Abstract: ... Is the Wodaabe world disappearing? and how are we to place the painted male faces? The very considerable success of this film is the ways it answers these questions. The Wodaabe follow their herds in an endless migration across the borders of Niger, Nigeria, Chad and Cameroon in search of pasture. The droughts which have ravaged the Sahel since the late 1960s have devastated Wodaabe cattle herds, and this film looks at the daily pattern of survival of one hard-pressed family group at the height of the dry season. Gorjo bi Rima and his family have been the focus of Mette Bovin's fieldwork since 1968 and she has seen his herds decline from more than 300 cows to less than half a dozen. Yet, as she emphasises, the Wodaabe see their life as a balance between hardship and joy, and the film expresses this in sequences which record a child's naming feast and the Wodaabe's obsession with male beauty and adornment. 'We like beauty,' Gorjo says. 'We like to see people who are young and handsome and this is why we put on make-up.' The elaborate make-up of the young men and their dances, a kind of male beauty contest to gain the attention of women, are linked to a complex system of taboos which the Wodaabe insist they will maintain despite mounting pressures to abandon their nomadic lives.

    Abstract: In her book 'The Circle of Mountains' Sandra Ott provided a fascinating analysis of social reciprocity ... The film highlights the village's contemporary dilemmas and thereby complements rather than visualises the arguments in Ott's published ethnography ... The approach is to be applauded since the book and the film now make excellent companion pieces that can usefully be employed in any course on European ethnography. This film follows the lives over one year, shot during three intervals, of two Basque shepherding families who live in Santazi, a village in the foothills of the French Pyrenees. The film is the only Disappearing World film made in western Europe and it focuses on the continuity and change in the community. Change has come to the village of Santazi in recent years along the avenues of introduced roads and improved communication systems with the outside world. The effects stretch from people's relationship with the Catholic religion to inheritance customs. Television has of course also entered these villagers' homes. The traditional life of shepherding is also changing amidst the conflict of interest between those who have formed a syndicated in an effort to maintain the viability of shepherding and the sons who have taken jobs as linemen for the electricity company. This film shows the rationality behind the choice the villagers are making. This film is recommended for courses in anthropology, sociology, culture change, and European communities.

    Abstract: Pierre Miranda and a team from Granada Television have made a fine film exploring the troubled realities of the people of the lagoon in the 1980s. This film focuses on the people of Lau lagoon in the Solomon Islands who live on artificial islands near the island of Malaita. These islands are built of coral rubble and the people moved to them in an attempt to escape the dangers of malaria and enemies, and to find better fishing. The film focuses on change and conflict. The concept of 'custom' is vital to the islanders' identity, yet this is being eroded, particularly by Christian missionaries. The conflict between Christian and Pagan now pervades daily life, creating divisions in families and eroding knowledge of traditional life. Two 'custom' priests recently committed ritual suicide, one by swimming under a canoe containing women and the other by deliberately making a mistake in a ceremony. Within weeks, both priests physically died. The despair in the ability of 'custom' to continue that these priests must have felt is presented visually throughout the film. Few of the islanders remember more than a fraction of the hundreds of traditional spirits and the young are turning more and more to the traditions and commodities of Western culture. That this theme is a common one makes it no less powerful or relevant. Spurred by the presence of the Disappearing World camera crew, the islanders built a house in which to store their traditional and ritual objects. A commendable act of preservation on the part of the islanders, but at the same time the implications of their act are saddening. They are taking their ritual things out of the sphere of living, daily tradition and placing them in the realm of objective history. The Lau is recommended for courses in anthropology, sociology, development, culture change, Melanesia, religion, and ecology.

    Abstract: This film focuses on the conflicts and determination of a group of people trying to survive and maintain their ethnic identity in the face of almost overpowering odds. The film contrasts the reactions of two groups of Kayapo to outside influence. The Kapot have opposed contact and resisted both non-indigenous Brazilian settlers and gold miners. The Gorotire, by contrast, were invaded by gold miners who strip-mined their land and polluted their rivers. The miners paid the Gorotire very little for the destruction until 1985 when the Gorotire forced the miners to raise the commission by 5% when 200 warriors seized the airstrip. This commission amounts to two million dollars per year for the tribe and the tribe is learning to cope with the money, both with the problems it brings and the power it gives. They have trained several of their number to deal effectively with the outside world on behalf of the rest of the tribe and they now run a plane (and hire a pilot) to patrol their land against intruders. The Kapot, in their own way, are also trying to assert their identity and independence. This portion of the film shows the Kapot in the traditional activities of building and dismantling a hunting camp. The hunters returning with the tortoises they have caught are a particularly impressive sight. The now famous Chief Rop-ni is featured as a leader of the Kapot and he states eloquently his opposition to the Gorotire's acceptance of the gold miners. Despite their adherence to tradition, however, the Kapot use modern technology – video, radios, etc. – to protect their interests and record their rituals. This is a political film and would be excellent for courses in anthropology, Latin American studies, ecology, development, and international politics.

    Abstract: Spencer represents the link between the armchair anthropologist and the modern fieldworking anthropologist. The series begins by following in the footstep of the British scientist. It shows his work with the Australian Aborigines – who had, up until then, been regarded as a step in the evolutionary ladder between Neolithic men and the 'civilised' Victorian. Spencer went to Australia in 1887 as Professor of Biology at Melbourne University. While there he was invited to join the Horn expedition, an ambitious project to explore Australia's still largely unknown interior. At Alice Springs, Spencer met Frank J. Gillen, the operator of the telegraphic station and an initiated elder of the Aranda tribe. It was Gillen's special place in Aboriginal society that enabled Spencer to document the world of this ancient and complex culture through books, glass-plate photographs, wax cylinder recordings and some of the earliest cine films shot outside Europe. Spencer and Gillen made several expeditions together; the data they collected fueled the theories of anthropologists around the world. Some of their film was used in the programme.

    Abstract: The film confronts the accordion music of Chicano immigrants in southern Texas with the traditional music of accordion players in Austria. Without making any final judgments on the ‘roots’ of ‘conjunto’ music of the Chicanos, the film is able to reveal the different claims to ethnic identity. Most interestingly, Chicanos in Mexico and Texas and Austrians comment upon each others’ way of playing Polka.

    Abstract: The Migrants is the third film in the trilogy In Search of Cool Ground made for Granada Television's Disappearing World series. It is about a drought-induced migration of Mursi from their traditional territory in the Omo valley to the Mago valley, about fifty miles away. This migration has brought them, for the first time, into contact with the market economy of the Ethiopian Highlands. David Turton notes that, when he first met the Mursi, men were seldom, and women never, seen at the highland markets. Now the Mago migrants, and especially women, are familiar figures in the weekly market at Berka, just four hours' walk from their new settlements. With their foothold in the pastoral economy weakening (tsetse flies make the Mago area quite unsuitable for cattle herding) and their dependence on market exchange growing, the migrants are in the process of becoming settled agriculturalists, like their highland neighbours, the Ari. By tracing the present and likely impact of this move on the lives of the migrants, the film shows how they are beginning to carve out a new ethnic identity for themselves, as well as a new home.
