Keywords: Disaster insurance ; Reinsurance ; Risk management ; Disaster insurance ; Reinsurance ; Risk management
Abstract: In providing support for disaster-prone areas such as the Caribbean, the development community has begun to progress from disaster reconstruction assistance to funding for investment in mitigation as an explicit tool for sustainable development. Now it must enter a new phase, applying risk transfer mechanisms to address the financial risk of exposure to catastrophic events that require funding beyond what can be controlled solely through mitigation and physical measures

Abstract: Even accounting for the large variance induced by different estimation techniques, one probably cannot say much about the flexibility of different labor markets based on comparisons of the estimated elasticity of demand. Colombia, for example, which has severe restrictions on firing workers, has much higher long-run wage elasticities than Chile, which has no such restrictions

Keywords: Competition ; Contracts ; Electric utilities ; Electric utilities Privatization ; Independent power producers ; Competition ; Contracts ; Electric utilities ; Electric utilities Privatization ; Independent power producers
Abstract: Policymakers wishing to introduce wholesale competition into the electricity industry must often reconcile existing independent power producer contracts with new market structures and trading arrangements. For the new market arrangements to bring the benefits of competition to consumers, enough participants must be willing to take market risk. A combination of measures (adaptation of specific market rule, contractual alternatives for enhancing market liquidity, contract buyout provisions, transitional mechanisms) offer promise for reconciling existing contracts with new market structures and reducing the magnitude of above-market costs associated with the contracts

Abstract: Private participation in the development of natural gas distribution networks is often introduced through the award of exclusive concessions for defined geographic zones. Designing such franchises in a megacity poses a challenge in striking a balance between economies of scale (few distributors) and information disclosure for regulation (more distributors). Approaches to making these and related tradeoffs are analyzed through a case study of Mexico City

Abstract: The authors analyze sectoral growth in Ecuador using multivariate cointegration analysis. They find significant long-run relationships between the agricultural industrial and service sectors. Moreover, they are able to derive dynamic sector models that combine the short-run links between the three sectors with long-run dynamics. Their findings suggest that more attention should be paid to interdependencies in sectoral growth, since an improved understanding of intersectoral dynamics may facilitate the implementation of policy aimed at increasing economic growth in Ecuador--Summary

Panel employment data from Colombia, where minimum wages seem high and binding, show that the minimum wage can have important impacts on wages and unemployment across the wage distribution

They are more educated and more likely to hold a job. Other household characteristics, such as gender, marital status, length of residence, and ethnicity are also important predictors of the probability of volunteering. Controlling for household characteristics, there are also large differences across communities in aggregate volunteer levels
