As a consequence, achieving the Netherlands’ skills ambitions will require a whole-of-society approach. The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

This OECD report looks at the implementation of employment and skills development programmes in a sample of cities in the Philippines: Taguig City, Cebu City, and Davao City. Local governments in the Philippines have an active role in the management of employment and skills programmes through Public Employment Service Offices (PESOs). These offices are responsible for the implementation of a number of nationally regulated policies and programmes. All three cities are making a number of investments to better link people to jobs, develop a skilled workforce and attract new investment.

    Abstract: Land use has important consequences for the environment, public health, economic productivity, inequality and social segregation. Land use policies are often complex and require co-ordination across all levels of government as well as across policy sectors. Not surprisingly, land use decisions can be contentious and conflicts over land use are common across the OECD. This report argues that better land use governance requires the use of a broader set of public policies to influence land use. In particular, the incentives for particular land uses provided by fiscal instruments and tax policies need to be better aligned with land use objectives. The report furthermore analyses land use patterns across the OECD based on comprehensive land cover data. It shows that developed land is growing everywhere, but great variation exists between countries. Lastly, the report summarises insights from six in-depth case studies to show concrete examples of land use related challenges in OECD countries and the response of national, regional and local governments to them.

Il évalue ses progrès en matière de développement durable et de croissance verte, avec un accent particulier sur le changement climatique et sur la conservation et l’exploitation durable de la biodiversité. Cette version française est une version abrégée de la version originale de la publication, OECD Environmental Performance Reviews: Chile 2016. The report argues for better networking and partnerships between schools, regional industries and local communities.

    Abstract: The northern sparsely populated areas (NSPA) of Finland, Norway and Sweden are becoming increasingly important to the geopolitical and economic interests of these countries and the European Union. These regions have unique geographical characteristics - low population density and a harsh climate - and face specific challenges due to an ageing population, long distances from markets, and high-cost land transport. However, high productivity growth is possible in low-density regions. This report sets out policy recommendations at cross-border, national and regional scales to enhance prosperity and well-being across the NSPA. This includes closer co-operation with national governments to address shared challenges and opportunities such as improving east-west transport connections and reducing occupational and skills barriers to labour mobility, and addressing barriers to business growth such as access to finance.

The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

It also describes how urban policy, and its place in national political agendas, is evolving. This publication has been prepared for the Habitat III conference and builds on existing United Nations Human Settlements Programme (UN Habitat) methodology. It is inspired by the joint work of UN-Habitat and the OECD following their co-leadership of Policy Unit 3 on National Urban Policies during the preparations for the New Urban Agenda. The findings of this report will contribute to the global monitoring process of National Urban Policy, as will the Global Report on National Urban Policy, jointly produced by UN Habitat and the OECD.

    Abstract: Avec derrière eux deux décennies de croissance soutenue du revenu disponible des ménages et, plus généralement, de leur niveau de vie, les Canadiens jouissent d’un bien-être enviable. Le PIB par habitant est plus élevé que la moyenne OCDE et le Canada se classe parmi les premiers pays membres de l’Organisation pour ce qui est des compétences des élèves. Ses habitants profitent d’un environnement plus préservé que la moyenne de l’OCDE et vivent par ailleurs en meilleure santé. Cela n’empêche pas que des disparités persistent – en effet toutes les catégories de population n’ont pas profité dans la même mesure de l’amélioration des conditions de vie par le passé. Le niveau des inégalités de revenu est proche de la moyenne OCDE et globalement stable depuis une quinzaine d’années, mais le système de prélèvements et prestations assure une redistribution moindre que ceux de la plupart des autres pays membres de l’Organisation. Parallèlement à cela, la croissance de la productivité marque le pas, réduisant d’autant la marge de progression du niveau de vie. Le défi transversal que constituent la persistance d’inégalités multidimensionnelles et la faible croissance de la productivité souligne la nécessité de revoir la fonction d’élaboration des politiques au Canada dans le but de favoriser une croissance plus vigoureuse et plus inclusive. À cet égard, on ne peut que se féliciter de la volonté affichée par le gouvernement de renforcer la classe moyenne et d’offrir à tous ceux qui travaillent dur la possibilité d’y accéder.

    Abstract: Costa Rica’s strong agricultural sector is underpinned by the country’s political stability, robust economic growth and high levels of human development. The sector has achieved significant export success, yet raising productivity and staying competitive in world markets will require efforts to address bottlenecks in infrastructure, innovation and access to financial services. Maximising Costa Rica’s comparative advantage in higher-value niche products will depend upon more efficient services to agriculture, including better implementation of programmes, improved co-ordination among institutions, and reduced bureaucracy. While overall protection for agriculture is relatively low compared to OECD countries, it is nonetheless highly distorting to production and trade. Managing the transition to scheduled liberalisation presents an opportunity to reform costly policies, and to implement an alternative policy package with new investments in innovation, productivity and diversification, supported by transition assistance where needed. Costa Rican agriculture’s vulnerability to extreme weather events is expected to worsen with climate change, and even while the country is among global leaders in environmental protection, sustainable development and climate change mitigation, further adaptation efforts will be necessary.

    Abstract: After two decades of solid growth of household disposable income and living standards more generally, Canadians generally enjoy a high level of well-being. However, disparities persist – not all population groups have benefitted equally strongly from past improvements in living standards. Income inequality is close to the OECD average, but the tax and benefit system is less redistributive than those in most OECD countries. Despite high social mobility over a number of different dimensions such as health, earnings, social class or education, middle class self-identification has fallen in recent years. At the same time, productivity growth has slowed own, limiting the potential for further improvements in living standards. The slowdown in productivity growth is linked to a growing divide between high-productivity frontier firms and low-productivity laggards, as well as a weakening of business dynamism. The cross-cutting challenge presented by the persistence of multidimensional inequalities and weak productivity growth underlines the need for a reappraisal of Canada’s policy making process with the aim of fostering stronger and more inclusive growth.

    Abstract: This report assesses the state of Armenia’s sanitation services, which are in poor shape, and proposes ways forward for reforming the sector by: ensuring equitable access by all and identifying solutions that work for the poorest and most remote communities; generating economies of scale and scope, and reducing both investment and operational costs for the efficient delivery of sanitation services; and moving towards sustainable cost recovery for the sanitation sector, by identifying how much funding can be mobilised from within the sector and how much external transfers are required. The state of Armenia’s sanitation services are inadequate, with 51% of the population in rural areas using unimproved facilities, causing direct damage to the environment and exposing inhabitants to health risks, and better access but degraded sewerage-system infrastructure in urban areas, posing health hazards due to potential cross-contamination between sewage and drinking water. According to preliminary estimates, EUR 2.6 billion of investments will be required to meet Armenia’s sanitation needs, with approximately EUR 1 billion needing to be spent in the next 7 to 10 years. Given the country’s current economic situation, this investment will have to be spread over time and targeted to avoid further deterioration of infrastructure and increase of the financing gap.

Higher education institutions play a critical role in Ireland’s economy and innovation system, which is based on a strong and growing engagement agenda with industry and local communities, the emergence of new learning environments and strong multidisciplinary research teams. This report offers practical recommendations on how Ireland can enhance and sustain the outcomes.

    Abstract: A major challenge facing the Republic of Buryatia, subject of the Russian Federation, is how to balance the task of protecting Lake Baikal – a unique water object and ecological system included in the UNESCO list of World Natural Heritage Areas – with the need for dynamic and sustainable socio-economic development of the republic. This requires streamlining and improving water policy jointly with economic, administrative, information and other policy instruments. The recommendations in this report aim to help achieve this objective. They include the introduction of abstraction charges for irrigation water as a natural resource; enhancement of state support to the water sector; and improvement of economic instruments for managing risks of water-related hazards (such as compulsory insurance and differentiated land tax rates in flood prone areas). A few innovative instruments are also recommended for pilot testing such as establishing limits for discharges of certain hazardous substances in a pilot area (e.g. Selenga river basin) and progressive development of market for tradable quotas for discharges of the “capped” pollutants; and introducing a charge (tax) on toxic agricultural chemicals (pesticides, herbicides, etc.) and synthetic detergents so that to create incentives for the reduction of diffuse water pollution.

    Abstract: The economic performance of Peru in recent times has been impressive. There is now a transition underway as commodity prices fall, and the key challenge for Peru is how to improve productivity and maintain this growth trajectory. Peru is a territorially diverse country and addressing these challenges will require policies that are designed for the specific needs of different cities and regions. The importance of regional policies is particularly important for the case of Peru. Within the OECD only four countries have a larger land mass. The physical geography of the country is shaped by a thin coastal region, the Andes and the Amazon forest in the interior. These different areas are not well connected and have vastly different levels of service provision and infrastructure. The report sets out how regional policies can be improved to address these challenges. This includes ensuring the preconditions (such as revenues, capabilities and coordinating mechanisms) are in place for decentralisation to work. Lifting national productivity will largely depend on well-functioning cities. The report also includes recommendations for how Peru can develop a comprehensive approach to urban policy, including enhancing linkages with rural areas.

    Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

    Abstract: This report examines the green growth potential and identifies best practices for policy and governance as well as ways to strengthen current practices. As the third largest city in Vietnam, Hai Phong’s economy is growing remarkably at an average rate of 8.7% (2015) in tandem with the growth of the Hai Phong Port. Economic growth and urbanisation, however, have posed serious environmental challenges, including: increased greenhouse gas emissions from industry and transport; rapid depletion of underground water sources; pollution of water sources from untreated commercial, medical, domestic and agricultural waste water; and inefficient waste management, where less than 10% of domestic waste is composted and recyclable materials are mixed with other waste and landfilled. Furthermore, Hai Phong ranks among the 20 cities most vulnerable to costal flooding due to climate change. Nevertheless, there is much untapped potential for green growth in Viet Nam and Hai Phong city. The ultimate goal is to build a stronger, more resilient and greener city.

    Abstract: One of five datasets that make up the OECD Regional database, regional social and environmental indicators includes regional data on the environment, including air pollution and municipality waste; health, including physician and hospital beds density; safety, indcluding homicides, car theft and mortality due to transport; social inclusion, including the rate of young people neither in employment nor in education and training (NEET) and, the rate of early leavers from education and training; and housing, including the number of rooms per capita and housing cost as a share of household income. The territorial grids (TL2 and TL3) used in this database are officially established and relatively stable in all OECD member countries, and are used by many as a framework for implementing regional policies.

Food insecurity and poverty are highly interlinked and have a strong territorial dimension. To provide effective long-term solutions, policy responses must therefore be tailored to the specific challenges of each territory, taking into account a multidimensional response that includes food availability, access, utilisation and stability. This report highlights five case studies and the OECD New Rural Paradigm, presenting an effective framework for addressing food insecurity and malnutrition.

    Abstract: Bandung Metropolitan Area (BMA) is home to 8.6 million people and is Indonesia’s second-largest urban agglomeration. The BMA also faces several acute disaster risks primarily related to flooding and seismic activity. The area will need to address these challenges in order to continue sustainable development and to benefit from its environmental assets. Urban green growth policies encourage economic development while reducing either its negative environmental or the consumption of natural resources and environmental assets, including water, energy and undeveloped land. This report, part of the OECD Urban Green Growth in Dynamic Asia project, explores policies, practices and governance systems to promote green growth in Bandung, Indonesia, and provides recommendations for enhancing Bandung’s green growth potential.

    Abstract: The Slovak Republic joined the European Union in 2004, the Schengen area in 2007 and the euro in 2009. These events, coupled with decentralisation reform and the creation of administrative regions, have brought significant change. While overall growth has been impressive compared to OECD countries overall, benefits have not accrued equally across the country. Public investment could potentially improve regional conditions and attract private funding, but governance bottlenecks stand in the way. This case study shows that the main obstacles to effective public investment are linked to high local fragmentation as well as the challenges national and subnational administrations face in designing and implementing investment strategies that correspond to local needs. Drawing on a detailed set of indicators, the study provides recommendations to address these challenges and make the most of public investment in the Slovak Republic.

    Abstract: This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

It increases prosperity by generating economic opportunities, reducing transport costs and supporting agglomeration economies. However, the increased traffic flows also generate environmental and social costs. In Korea, the amount of paved roads increased dramatically between 1951 and 2014, from 580 kilometres to over 87 000 kilometres. This expansion of Korea’s expressway, highway and major road network has created benefits for cities and rural areas across the country, contributing to both economic growth and inclusiveness. This rapid development of road infrastructure and motorisation has also resulted in relatively high traffic fatality rates. This report combines empirical research on the relationship between road infrastructure, inclusive economic development and traffic safety with an assessment of policies and governance structures to help governments find ways to create effective, safe and inclusive transport infrastructures.

    Abstract: The Regional well-being dataset presents nine dimensions central for well-being at local level and for OECD regions, covering material conditions (jobs and housing) and quality of life (education, health, environment, safety and access to services). The set of indicators selected to measure these dimensions is a combination of people's individual attributes and their local conditions. This dataset, the website and the publication "How’s life in your region?" are outputs designed from the framework for regional and local well-being, which starts with the consideration that making better policies for better lives means understanding what matters to people. The Regional income distribution dataset presents comparable data on sub-national differences in income inequality and poverty for OECD countries. The data by region provide information on income distribution within regions (Gini coefficients and income quintiles), and relative income poverty (with poverty thresholds set in respect of the national population), for OECD countries. These new data complement international assessments of differences across regions in living conditions by documenting how household income is distributed within regions and how many people are poor relatively to the typical citizen of their country.
