    Abstract: This collection of essays covers a hundred-year history of Russian-language literature in Israel, including the pre-state period. Some of the studies are devoted to an overview of the literary process and the activities of its participants, others—to individual genres and movements. As a result, a complex and multifaceted picture emerges of a not quite fully defined, but very lively and dynamic community that develops in the most difficult conditions. The contributors trace the paths of Russian-Israeli prose, poetry and drama, various waves of avant-garde, fantasy, and critical thought. Today, in Russian-Israeli literature, the voices of writers of various generations and waves of repatriation are intertwined: from the "seventies" to the "war aliyah" of the recent times. Both the Russian-Israeli authors and their critics often hold different opinions of their respective roles in Israel’s historical and literary storms. While disagreeing on the definition of their place on the map of modern culture, Russian-Israeli writers are united by a shared bond with the fate of the Jewish state

Невзирая на высокую инфляцию, пять государств Центральной Азии - Казахстан, Кыргызстан, Таджикистан, Туркменистан и Узбекистан - до сих пор демонстрировали удивительную устойчивость к экономическим потрясениям: денежные переводы зарегистрировали рекордно высокие показатели в первой половине 2022 года, национальные валюты быстро вернулись к довоенному уровню после изначального падения, а приток квалифицированных работников повысил спрос на услуги и гостиничный бизнес. Однако по мере того, как начинают проявляться среднесрочные последствия санкций против России, глобального кризиса стоимости жизни и замедления экономического роста Китая, Центральная Азия сталкивается с затянувшейся неопределенностью. В данной публикации дается оценка краткосрочных последствий войны России для экономик Центральной Азии и ответных мер политики. В ней также анализируются предстоящие задачи, и представлены политические рекомендации, направленные на большую устойчивость и диверсификацию экономик Центральной Азии.

    Abstract: Syöpäprofiileissa kuvataan EU:n 27 jäsenvaltion sekä Islannin ja Norjan vahvuudet, haasteet ja erityiset toiminta-alat, jotka ohjaavat niiden investointeja ja toimia EU:n, kansallisella ja alueellisella tasolla EU:n syöväntorjuntasuunnitelman puitteissa. Kussakin maakohtaisessa syöpäprofiilissa esitetään lyhyt yhteenveto seuraavista: kansallinen syöpätaakka; syövän riskitekijät (joissa keskitytään käyttäytymiseen ja ympäristöön liittyviin riskitekijöihin); (varhaista havaitsemista koskevat ohjelmat; syövän hoidon suorituskyky (jossa keskitytään saatavuuteen, hoidon laatuun, kustannuksiin ja COVID-19:n vaikutukseen syövän hoitoon).

Цифровизация частного сектора требует дальнейшего улучшения рамочных условий, таких как надежный доступ к широкополосным услугам, качество и доступность сетей, а также цифровая безопасность для бизнеса. Основываясь на результатах недавней работы ОЭСР по изучению цифровых рамочных условий, в данном отчете рассматриваются правовые и операционные условия, которые сдерживают цифровую трансформацию частных компаний в Казахстане. Отчет предлагает три группы действий: (1) устранение пробелов в качестве интернета и возможности подключения, в частности, путем мобилизации местных исполнительных органов для повышения качества и плотности сетей, а также путем расширения участия частного сектора в процессе разработки политики; (2) повышение конкуренции и инвестиционной привлекательности телекоммуникационного сектора путем создания независимого национального регулятора телекоммуникаций и разработки целевой стратегии привлечения инвестиций для подготовки к развертыванию сетей связи следующего поколения; и (3) адаптация нормативно-правовой базы для фирм, приспосабливающихся к новым цифровым вызовам, и повышение их осведомленности о цифровой безопасности.

Тем не менее, зависимость региона от ограниченного числа экспортных товаров и узкого круга торговых партнеров подвергает его значительным рискам. Поэтому правительства стран Центральной Азии уделяют первостепенное внимание улучшению транспортной доступности, чтобы лучше интегрироваться в глобальные цепочки создания стоимости, уменьшить географические неудобства и увеличить объем импорта и экспорта. Упрощение торговых процедур играет ключевую роль в достижении этих целей, снижая торговые издержки и способствуя интеграции. Однако Центральная Азия по-прежнему сталкивается с серьезными проблемами, и, несмотря на значительные улучшения, произошедшие за последние годы, она отстает от большинства регионов, охваченных Индикаторами ОЭСР по упрощению торговли (ИУТ). В настоящем отчете подводится итог прогресса ИУТ в Казахстане, Кыргызстане, Таджикистане и Узбекистане, впервые представлены предварительные результаты по Туркменистану и показаны области ИУТ, в которых возможно улучшение. В докладе также дается оценка сохраняющихся торговых барьеров и приводятся рекомендации по реформированию системы содействия торговле, включая необходимость приоритетного учета мнения торговых кругов для оптимизации процедур, цифровизации и гармонизации стандартов, а также внедрения системных механизмов сотрудничества с пограничными службами. Скоординированный подход к совершенствованию системы упрощения процедур торговли в регионе может существенно снизить торговые издержки, что приведет к росту товарооборота и темпов роста

    Abstract: Russian-language edition: One common explanation for the failure of democracy to take root in Russia more quickly and more thoroughly than it has points to inherited cultural values that predispose Russian citizens to favor an autocratic type of governance. Ellen Carnaghan takes aim at this cultural-determinist thesis in her study of Russian attitudes, based on intensive interviews with more than sixty citizens from all walks of life and a variety of political orientations. What she finds is that, rather than being influenced by an antidemocratic and anticapitalist ideology, these ordinary citizens view the economic and political system in Russia today very critically because it simply does not function well for them in meeting their everyday needs. They long for order not because they eschew democracy and free markets in any fundamental way, but because they experience them currently as chaotic and unpredictable, leading to constant frustration. As a result, there is reason to be optimistic about further progress in democratization: it depends on improving the functioning of existing institutions, not transforming deep-rooted cultural norms. In the Conclusion, Carnaghan applies her argument to elucidating the reasons why Russians have responded favorably to what Westerners see as moves in an antidemocratic direction by Vladimir Putin’s government

    Abstract: Mechthild of Hackeborn represents medieval mysticism. Her Revelations were written down in the 1290s in Helfta, Germany. The oldest surviving versions are in Latin, but in the Middle Ages, the Revelations were translated at least into Dutch, English, Swedish, and German. The text was translated into Swedish in 1469 by Jöns Budde, a Bridgettine brother from Naantali. Budde made few omissions but many additions in the text, mainly explanations to meet the needs of the Bridgettine sisters. Budde’s translation is faithful to the original text, and he made few mistakes. My Finnish translation of the text follows Budde’s version where possible. However, Budde translated an abridged version that omitted some chapters, and the only surviving copy of Budde’s translation is incomplete. I have therefore translated the missing sections from Latin and incorporated them in the text. My translation also includes editorial comments on the language, the contents, and the historical and theological contexts of the Revelations

    Abstract: This edited book is the third in a series of yearbooks that introduces the principles and applicability of the method of empathy-based stories. The book presents ten empirical studies which all use this method as a tool for data collection. In addition, the work examines the reliability of the method of empathy-based stories as a method and as part of qualitative research. The research articles in the book provide a current overview of the change in different work and operating environments. These environments include various educational institutions from elementary school to universities, social media, and human resource management. Studies examine the social inclusion, participation and agency of pupils, students, young people, and professionals, as well as the professional and ethical challenges of those working in new environments. The method of empathy-based stories is used to observe, for example, university students’ interpretations of involvement in the curriculum process, pupils' views on co-teaching, different forms of agency of young people who experience sexual harassment online, and the subjectivity of recruiters and the reasons for recruitment choices. Methodologically, the book focuses on the reliability of the method of empathy-based stories and considers the characteristics of the method among qualitative research methods. Reflecting on the research articles, the work discusses what kind of requirements and challenges the method poses for both the researcher and the respondents. The book provides guidelines for evaluating the reliability of the method of empathy-based stories, while participating also in a general discussion of the reliability, potential, and limitations of qualitative research. The book indicates how the method of empathy-based stories can be applied to a wide variety of research in different contexts. The strength of the method is its ability to utilize the respondents' imagination, thus providing the researchers with opportunities to find new perspectives and invent propositions. Kokoomateoksen kymmenessä tutkimusartikkelissa tarkastellaan eläytymismenetelmän avulla näiden muuttuvien ympäristöjen vaikutusta niissä toimivien ihmisten arkeen.     Abstract: Таджикистан определил, что привлечение прямых иностранных инвестиций (ПИИ) является критически важным элементом его национальной стратегии развития, который может помочь в достижении ряда стратегических целей, включая рост частного сектора, создание рабочих мест и диверсификацию экономики. Поскольку пандемия COVID-19 увеличила спрос на ПИИ, во всем мире выросла роль агентств по привлечению инвестиций (АПИ). Работа по привлечению инвестиций и содействию инвестиционной деятельности, осуществляемая специальным агентством по привлечению инвестиций, может помочь в привлечении ПИИ, при условии принятия мер, направленных на улучшение общих инвестиционных условий.

    Abstract: Russian-language edition: In Russia and America a perceived absence of literature gave rise to grandiose notions of literature's importance. This book examines how two traditions worked to refigure cultural lack, not by disputing it but by insisting on it, by representing the nation's (putative) cultural deficit as a moral and aesthetic advantage. Through a comparative study of Gogol and Hawthorne, this book examines parallels that seem particularly striking when we consider that these traditions had virtually no points of contact. Yet the unexpected parallels between these authors are the result of historical similarities: Russians and Americans felt obliged to develop a manifestly national literature ex nihilo, and to do so in an age when an unprecedented diversity of printed texts were circulating among an ever more heterogeneous reading public. Responding to these conditions, Gogol and Hawthorne articulated ideas that would prove influential for their nations' literary development: that is, despite the culture's thinness and deviation from European norms, it would soon produce works that would surpass European literature in significance

The research history and collecting of folklore are also discussed.The historical area of the Ingrians and Votes is located in Ingria, adjacent to St. Petersburg, while the Setos have inhabited both sides of the border of southern Estonia and Russia. All three groups live on the borderline of the Eastern and Western Churches and cultural realms.Currently, the Ingrian and Votic languages are extremely endangered, while the Seto language has approximately 12,000 speakers. There is a high local interest in the maintenance and revitalisation of all three languages and cultural traditions

    Abstract: "Nicole Oresme was one of the most original and influential thinkers of the fourteenth century. He is best known for his mathematical discoveries, his economic theories, as well as his vernacular translations of cosmological and ethical texts that were undertaken at the request of King Charles V. This volume sheds light on the beginning of Oresme's scientific activity at the University of Paris (ca. 1340 - ca. 1350), a period of his intellectual career about which little is known. Over the course of this decade, Oresme lectured on many Aristotelian texts on natural philosophy, such as the Physics, On the Heavens, On generation and corruption, Meteorology, and On the Soul. Oresme's commentaries on Aristotle's Meteorology count among his only unpublished texts. This volume presents the first critical edition of books I-II.10 of the second redaction of Oresme's Questions on Meteorology. The edition is preceded by a historical and philological introduction that discusses the context of Oresme's scientific career and examines the manuscript tradition"--

    Abstract: This book [Mediatized power and the return of the political] describes Finnish decision-makers’ relationship with the media. It is based on surveys in 2009 and 2019. In 2009 there were 419 and in 2019 484 respondents, all of them having an influential position in some of the eight societal sectors covered in the study. The results show a moderate change from a consensus-oriented and networking decision-making culture towards a more ideologic and power-based way of negotiating. However, it seems that this has not affected how open or transparent the negotiation-processes are or how prone the decision-makers are to leak confidential information. The decision-makers’ relationship with media publicity has become more professional and strategic. The results point to an increased role of social media in communications management while the role of the news media seems to be diminishing. Even though the decision-makers view publicity as an even more risky and strategic arena of political struggle than they did before, they also seem now acknowledge more clearly the rational aspects of journalism. The self-reported role of media publicity as a source of personal authority has somewhat diminished while there seems to be no change in how prone the decision-makers think they are for the impacts of media publicity

    Abstract: В эпоху корпусных исследований и создания цифровых информационных ресурсов, содержащих большие объемы текстов, применение количественных методов анализа языковых единиц становится неотъемлемой частью лингвистических описаний. В книге представлены результаты сопоставительного исследования коннекторов с использованием количественных методов анализа, выполненного в рамках совместного российско-швейцарского проекта «Контрастивное корпусное исследование коннекторов русского языка». Исследование коннекторов проводилось с использованием нового уникального лингвистического ресурса – Надкорпусной базы данных (НБД) коннекторов. В первой главе монографии описаны структура НБД и возможности, которые она дает лингвистам для применения количественных и контрастивных методов исследования. Во второй и третьей главе монографии представлены результаты применения этих методов для исследования коннекторов как показателей логико-семантических отношений сопутствования и переформулирования в русском и французском языках. В четвертой, заключительной, главе монографии количественные методы применены к анализу результатов машинного перевода, одного из перспективных направлений в области компьютерной лингвистики. A l’époque du développement de la linguistique de corpus, de l’élaboration de corpus de textes annotés qui contiennent un volume important de données, l’application des méthodes quantitatives d’analyse devient une partie inhérente de toute étude linguistique. Le livre contient les résultats de l’étude contrastive (russe-français) des connecteurs avec l’utilisation des méthodes quantitatives qui a été menée dans le cadre du projet de recherche conjoint (Suisse-Russie) soutenu par le FNS et par la Fondation pour la recherche fondamentale de la Fédération de Russie (RFBR). Les données statistiques pour l’étude contrastive des connecteurs ont été obtenus grâce à une nouvelle ressource informatique : une base de données des connecteurs qui contient des textes parallèles en russe et en français. Le premier chapitre décrit la base de données, ses fonctionnalités et les possibilités qu’elle offre aux linguistes pour l’analyse contrastive, qualitative et quantitative, des connecteurs. Le deuxième et le troisième chapitres présentent les résultats de l’application de ce type d’analyse des connecteurs russes et français en tant que marqueurs des relations discursives de concomitance et de reformulation. Dans le quatrième chapitre ces méthodes sont appliquées à l’analyse des résultats de traduction automatique, un domaine de recherche qui se trouve actuellement au centre des intérêts de la linguistique de corpus et de la linguistique computationnelle

    Abstract: The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The volume is related to the Academy of Finland research project “Making and Interpreting National Pasts – Role of Finnish Archives as Networks of Power and Sites of Memory” (no 25257, 2011–2014/2019), University of Turku.     Abstract: For the first time worldwide, this collection brings together analyses of the last two centuries of historical change around the shores and drainage basin of Lake Ladoga, Europe’s largest lake. The main focus of the narrative is the Northern Ladoga region, which was a Finnish administrative area between 1812 and 1944. After the Second World War, the entire shoreline of Lake Ladoga was incorporated into the northeast part of Russia’s border region, the Autonomous Republic of Karelia and the Leningrad Province. The main theme uniting this collection is how the relationship between humans and nature is shaped by industrialization and modernization in society. Other key issues include protecting nature and perspectives on particular places and times, which are reflected in the methodological and thematic choices made in this volume. The research framework set by the editor, Professor Maria Lähteenmäki, is the new lakefront history (Finn. uusi rantahistoria), focusing on approaches to environmental, economic and sensory history of lakes. To draw broad conclusions, on the one hand, the multilevel changes on the lakefront cannot be understood without knowledge of the history of the wider drainage basin, and awareness of the geopolitics of the region and the climate changes. On the other hand, the human relationship to natural waters has changed significantly in 200 years. Thinking in terms of economic benefit has gradually given way to principles of sustainable development.     Abstract: Societal impact is an integral part of academic research today and researchers are expected to share their findings with research participants. Efforts to develop scientific research and science communication from one-way communication towards different forms of co-creation where the researcher and research participants produce knowledge and negotiate about its meaning and applicability through joint actions are in great demand. For the researcher, such developments have brought a new kind of access into the world of research participants and also novel reflections on one’s professional knowledge and identity and their boundaries. This book focuses on the human and social sciences and draws particular attention to the diverse encounters that occur between researchers and research participants at all stages of the research process when studying human subjects and activities. The book presents case studies of applied conversation analysis in a variety of professional contexts. The aim of the book is to shed light on the practices, possibilities, and challenges of applied research within the conversation analytic framework where the research participants’ authentic social situations become the target of the researcher’s detailed analysis. The articles of the book investigate social interaction in occupational health care, mental health rehabilitation, elderly care, welfare education, theatre rehearsals, social circus, military organization, software development, and workplace community break taking. These articles represent applied conversation analysis in different ways. The results of the research have been used in some of the articles, for example, in developing the professional practices of the workplace community whereas in some other articles the whole study has been undertaken collaboratively between researchers and professionals. Each article is divided into two parts: a conventional research report that analyses the patterns of social interaction in a particular professional setting is followed by a story where the authors reflect on how their study originated, how it progressed, and what kinds of encounters and choices it involved. The stories highlighting reciprocal interactions of the researcher and the research participants across the research process bring forth various voices and perspectives that conventionally are not considered as part of the research report. The book brings important information not only on the interactional phenomena examined in the articles but also on the diverse issues of conducting and applying research in professional contexts. It also discusses the practices and definitions of applied conversation analysis within the broader framework of applied research, universities’ third mission, and forms of knowledge and expertise in contemporary society

This volume approaches the question from an anthropological perspective, which means that the starting point of the analysis is not the concept of the state, but instead, what kinds of structures the state consists of, what kinds of effects these structures have, and how states are experienced by the people who inhabit, make, enact, and resist them. Capitalist Rationality and its Critique in Juha Seppälä’s Novels Yhtiökumppanit (The Partners, 2002), Paholaisen haarukka (Devil’s Fork, 2008) and Mr. Smith (2012). Juha Seppälä’s early literary works, published in the 1980s and in the early 1990s, usually described spiritually lonely men who suffered from an existential loss of meaning and serious alienation problems in the modern world. After this, Seppälä turned to deal with the transformation of the Finnish way of life and its cultural base, until after the turn of the new millennium he began to critically judge society’s ongoing marketization process. This study analyses his capitalism-critical works, particularly his novels Yhtiökumppanit (The Partners, 2002), Paholaisen haarukka (Devil’s Fork, 2008) and Mr. Smith (2012). These works do not, primarily, consider contemporary market capitalism from a class perspective, although this sort of perspective is also included in them. They are, above all, critical of market capitalist rationality. According to Seppälä, the basic problem of modern economic profit-seeking lies in the fact that in its unchecked form it is largely indifferent with respect to existential, moral, social and ecological values and principles. Free market economy or market capitalism has, therefore, a destructive influence on individuals, communities and ecological systems. The novels at issue emphasize that due to this it is also, in a deeper sense, incapable of producing existentially meaningful ways of life

    Abstract: The topic of the book is the incremental growth of linguistic knowledge from lexical to structural-cum-textual during the so-called later language development. Language mastery does not presuppose any acquaintance with prescriptive grammar but, instead, concerns the core of language which the so-called consensus principle applies to: the most frequent words and structures are mastered with certainty by everybody, but uncertainty increases as less frequent and more variable phenomena are taken into consideration. It is the goal of the study to make explicit the knowledge that is common to school children of different age groups, and to show how it develops both in its core and in its fringe areas. The mastery of less common aspects exhibits considerable statistical variation. The research embodies methodological pluralism insofar as it has been carried out by means both of the corpus method and the experimental method. Here experimental subsumes writing tasks, paper-and-pencil tests, and behavior under experimental conditions. The amount of participants native in Finnish varies from 300–2000. This was the first decade of both Finnish independence and of Soviet power in Russia. The period was characterized by forced collectivization in the Soviet Union and, in Finland, by the rise of the right-wing Lapua Movement that emerged at the onset of the Great Depression, laying the foundations for the most severe crisis in the relations during 1929–1930 when the issues surrounding these events destabilized simultaneously the society and political decision-making in both countries

Paradigm is a framework of prevalent principles, beliefs, values, and norms, and incorporates ideas about what is correct in terms of theory and methodology. Accordingly, paradigm always leads to struggles of authority in relation to other trends and ways of thinking. This book grapples with the historical, contemporary, and ever-shifting paradigms and methods of cultural research. What was being researched in the early 20th century and how was the research conducted? What happened in the 1960s–1980s in this field of research? What methods do our peers use? What kinds of affiliations and antagonisms emerge with the changing paradigms? And how do the different ’turns’ direct research?

The book shows that language is not necessarily what separates us from other creatures. В частности, программы поддержки экологически чистого общественного транспорта делают упор на снижение уровня загрязнения воздуха и сокращение выбросов парниковых газов, генерируемых целевым сектором, прежде всего, в крупных городах. Реализация данных программ станет наглядным примером того, как можно использовать ограниченные государственные ресурсы для поощрения инвестиций частного сектора в проекты, дающие значительную экологическую и социально-экономическую выгоду.

Analiz sfokusirovan na ocenke dvuch osnovnych tipov subsidij na iskopaemye vidy topliva: prjamych transfertach sredstv proizvoditeljam i potrebiteljam i nalogovych raschodach. V doklade kratko rassmotreny mery politiki v oblasti nalogoobloženija i cenoobrazovanija v ėnergosektore, kotorye neposredstvenno ili kosvenno vlijajut na dinamiku subsidij v ėtom regione. V priloženijach k dokladu privedeny detalʹnye ocenki vsech mer podderžki dlja každoj iz šesti stran.
    Abstract: На основе стандартной методологии ОЭСР в исследовании приведены количественные оценки мер государственной поддержки как на потребление, так и на производство угля, нефти, нефтепродуктов, природного газа, а также электрической и тепловой энергии, производимой на основе этих видов ископаемого топлива. В докладе представлены основные выводы анализа механизмов субсидирования ископаемых видов топлива в шести странах Восточного партнерства (ВП) Европейского союза: Армении, Азербайджане, Беларуси, Грузии, Республике Молдова и Украине. В исследовании обновлены оценки публикации 2018 года «Энергетические субсидии в странах Восточного партнерства ЕС» с представлением данных и оценок за 2016-2019 годы. Анализ сфокусирован на оценке двух основных типов субсидий на ископаемые виды топлива: прямых трансфертах средств производителям и потребителям и налоговых расходах. В докладе кратко рассмотрены меры политики в области налогообложения и ценообразования в энергосекторе, которые непосредственно или косвенно влияют на динамику субсидий в этом регионе. В приложениях к докладу приведены детальные оценки всех мер поддержки для каждой из шести стран.

    Abstract: Как и во многих странах, пандемия COVID-19 отрицательно сказалась на экономике стран Восточной Европы, Кавказа и Центральной Азии, ответные меры правительств которых заключались в смягчении воздействия пандемии на систему здравоохранения и оказании поддержки затронутым пандемией предприятиям и работникам. В рамках ответных мер, большинство стран ВЕКЦА также реализовали меры, которые могут способствовать достижению экологических целей. Тем не менее многое еще остается сделать, чтобы планы восстановления ускорили переход к «зеленой» экономике, тем самым повышая устойчивость к внешним шокам. В настоящем отчете проводится анализ мер, направленных на борьбу с COVID-19, предпринимаемых в 11 странах ВЕКЦА, на основании их потенциала к ускорению перехода к более «зеленой», стойкой к изменению климата и низкоуглеродной экономике. В рекомендациях предлагаются способы обеспечения содействия усилий правительств восстановлению экономики с учетом целей по борьбе с изменением климата, сохранению биологического разнообразия и расширению природоохранной деятельности.

    Abstract: "The stability and quality of work careers are major social and economic issues, as the funding of the Nordic welfare state is based on the employment of working-age people and the tax revenue collected from work, production and consumption. This edited volume examines how work careers have developed in specific industrial sectors and at different levels of education in recent decades. The research results are based on the linked employer-employee data of Statistics Finland, company statistics and interviews with industry experts. Careers are examined from several different perspectives, including career stability, employment status, income development, mobility between industries and places of work, and on-the-job training. Based on the results, careers have not weakened between cohorts on average in Finland. Instead of the often-expressed perception of greater job instability, there is high stability of employment combined with high mobility within the careers, owing to the high frequency of changing industries and jobs. However, the career development of women and the low-skilled lags behind that of men and the more highly educated, meaning that equality in earnings has not progressed. Other key findings of the study suggest that adult education differs according to the level of education, and that companies' investments in intangible capital anticipate positive career outcomes for employees."

    Abstract: This book explores the media coverage of three prominent Finnish labor market cases in the newspaper Helsingin Sanomat. It analyzes how this arena supported or undermined the power positions of each side and the reaching of the contract. The cases in study are the first proper general agreement in 1968 (Liinamaa 1) and the endeavors for so-called “social contract” by the Government of Esko Aho (1991) and Juha Sipilä (2015). The study identifies changes and continuities in the political discourses, in the ways of making validity claims in political argumentation, and in media/journalistic interventionism.     Abstract: " Voting advice applications (VAA) have supported Finnish voters for over 20 years in their voting decisions in general elections. Most Finnish VAAs are planned and provided by the media, and they are based on matching opinions of individual candidates with an individual VAA users before elections. Nowadays, in Finland, VAAs are important for almost all age groups. Among the youngest voters VAAs are viewed as the most important source of information to support voting decisions. The book provides up-to-date and comprehensive picture over the role and significance of VAAs in the Finnish political system and in the political communication arena. Research topics deal also with VAA journalism and how candidates perceive VAAs. Research data and data materials in use are wide-ranging.     Abstract: "This research-based edited volume offers a clear, multifaceted and practical overview of the Finnish health and social care sector trends in the 2020s. The health and social care reform is again current as new ways of organising the sector are being developed on the foundation of the reform that fell through in spring 2019. The book introduces the Finnish health and social care services reform from three perspectives. The first part of the book looks at the sector from a macro perspective, that is, from the perspective of the service system reform. The articles deal with a historical overview of previous reforms, integration, and research on effectiveness and cost-effectiveness. The second part focuses on the organisational level issues such as reform of management and know-how and the challenges digitalisation poses for the health and social services. The third part of the book centres on the perspective of the people who implement the changes. The themes of the articles include care workers’ multi-actor collaboration, person-centred case management and client involvement. The book is based on research done at the University of Eastern Finland as well as Finnish and international research literature. The authors represent various disciplines: health and social management, social work, social psychology and other social sciences and law. The book is aimed at managers and professionals, experts, decision makers, researchers and teachers in the field of health and social care. It is also suitable as a textbook for management studies at the university level."
    Abstract: "Tämä tutkimukseen perustuva kokoomateos tarjoaa selkeän, monipuolisen ja käytännönläheisen yleiskatsauksen siitä, mihin suuntaan suomalainen sosiaali- ja terveysala on kehittymässä 2020-luvulla. Sosiaali- ja terveydenhuollon uudistus on jälleen hyvin ajankohtainen, kun keväällä 2019 kariutuneen uudistuksen perustalle ollaan rakentamassa uudenlaisia hyvinvointialueita tai sote-maakuntia ja monialaisia sosiaali- ja terveyskeskuksia. Kirjassa avataan monipuolisesti maamme sosiaali- ja terveyspalvelujen uudistumista kolmesta eri näkökulmasta. Teoksen ensimmäisessä osassa tarkastellaan sosiaali- ja terveysalaa makrotason eli palvelujärjestelmän uudistumisen näkökulmasta. Artikkelien aiheina ovat historiallinen katsaus aiempiin uudistuksiin, integraatio sekä vaikuttavuuden ja kustannusvaikuttavuuden tutkimus. Toinen osa kohdistuu organisaatiotason kysymyksiin, kuten johtamisen ja osaamisen uudistumiseen sekä sosiaali- ja terveysalan digitalisaation haasteisiin. Kirjan kolmas osa keskittyy sosiaali- ja terveysalan muutoksiin niitä toteuttavien ihmisten näkökulmasta. Artikkeleiden teemoina ovat sote-työntekijöiden monitoimijainen yhteistyö, asiakaslähtöinen palveluohjaus sekä asiakasosallisuus. Kirja pohjautuu Itä-Suomen yliopistossa tehtyihin tutkimuksiin sekä kotimaiseen ja kansainväliseen tutkimuskirjallisuuteen. Kirjoittajat edustavat monia eri tieteenaloja: sosiaali- ja terveysjohtamista, sosiaalityötä, sosiaalipsykologiaa ja muita yhteiskuntatieteitä sekä oikeustieteitä. Kirja on suunnattu sosiaali- ja terveysalan johtajille ja ammattilaisille, asiantuntijoille, päätöksentekijöille, tutkijoille ja opettajille.     Abstract: The ten articles in this edited volume examine the city of Varkaus as a small city struggling with structural change using historical documents as well as survey and interview data. The city of Varkaus, which has a long industrial history, has lost a large part of its industrial jobs in the first decades of this millennium and its population has fallen sharply in recent years. However, a survey of the adult population shows that the inhabitants of Varkaus are typically satisfied with their work, with their social relationships and their lives in general. Varkaus is seen as a safe and good living environment. A central element of well-being is couple relationship, as well as other social relationships. The lack of well-being often stems from unemployment, low income and feelings of not belonging to the place of residence. Young adults value their place of residence as well as their family relationships, but there are tensions in their life regarding work and income. The tranquility and proximity to nature of Varkaus are appreciated, but there are also many who long for more urban heartbeat in their hometown
    Abstract: Tässä kymmenestä artikkelista koostuvassa kokoomateoksessa tarkastellaan Varkautta rakennemuutoksen kanssa kamppailevana pienenä kaupunkina historiallisia dokumentteja sekä vuosina 2016–2017 kerättyjä kysely- ja haastatteluaineistoa hyödyntäen. Pitkän teollisuushistorian omaava Varkauden kaupunki on tämän vuosituhannen ensimmäisinä vuosikymmeninä menettänyt suuren osan teollisista työpaikoistaan ja sen väestö on supistunut voimakkaasti. Kuitenkin koko aikuisväestöä edustava kysely kertoo, että varkautelaiset ovat tyypillisesti tyytyväisiä työhönsä, sosiaalisiin suhteisiinsa ja elämäänsä muutenkin. Varkaus nähdään turvallisena ja hyvän elämän puitteet tarjoavana asuinpaikkana. Hyvinvoinnin tärkeitä osatekijöitä ovat parisuhde ja muut sosiaaliset suhteet. Hyvinvoinnin puutteet liittyvät työttömyyteen, pienituloisuuteen sekä ulkopuolisuuden tunteisiin suhteessa asuinpaikkaan. Nuoret aikuiset arvostavat omaa asuinpaikkakuntaansa sekä perhe- ja sukulaisuussuhteitaan, mutta arkielämään liittyy jännitteitä työn ja toimeentulon osalta. Varkauden rauhallisuutta ja luonnonläheisyyttä arvostetaan, mutta monet toivoivat siltä myös enemmän kaupunkimaista sykettä

    Abstract: "Drawing on the debate on mediatization of politics this study identifies cultural meanings, institutional practices and styles of argumentation as three theoretical dimensions that illuminate both the construction of journalistic publicity and its potential uses in political action. Based on the theoretical model, environmental politics is identified as a specific context for mediatization. In environmental politics, the interplay of cultural meanings, institutional practices and styles of argumentation define the construction and use of journalistic publicity in a way that differs from other fields of politics. The empirical part of this study analyzes the newspaper coverage of three Finnish environmental conflicts from 1971, 1994 and 2012. The theoretical model is transformed into an analytical framework that focuses on discursive construction of the conflicts (cultural meanings), journalistic frames, narration and opinion-giving in the coverage of the conflicts and the publicity practices adopted by actors during the conflicts (institutional practices) and legitimation of arguments (styles of argumentation). According to this study, the relation between media and politics in the field of environmental politics is defined by the increasing cultural significance of environmental protection from the 1970s to the present. In the newspaper coverage of the three environmental conflicts studied, changes on the frames, narration and opinion-giving of journalism resonated with this cultural change. However, the significance of environmental protection in the framing, narration and opinion-giving of journalism was greater in the national newspaper studied compared to the local newspapers selected based on their proximity to the conflict sites. Styles of argumentation appeared to be more case dependent. The increasing cultural significance of environmental protection did not have a clear effect on how arguments were legitimated. "

В исследовании 2020 года представлен всесторонний обзор хода реализации десяти рекомендаций закона, а также анализируются успехи, достигнутые странами региона с 2016 года. Кроме того, в исследовании рассматриваются существующие проблемы, затрагивающие МСП в странах ВП, и предлагаются рекомендации по их решению на основе примеров передовой практики ЕС и других стран мира. В издание 2020 года также включена оценка трех новых направлений (защита конкуренции, принудительное исполнение договоров и коммерческая добросовестность), выходящих за рамки политики развития МСП и охватывающих ключевые приоритеты структурных реформ, которые имеют решающее значение для создания равных условий для предприятий всех размеров и форм собственности.

    Abstract: В докладе рассматриваются основные результаты проекта, отвечающего на вопрос: как приток финансовых средств сможет активизировать развитие экологически чистого общественного транспорта и тем самым сократить выбросы в атмосферу загрязняющих веществ и парниковых газов (ПГ) в крупных городах Кыргызстана, предоставив тем самым анализ для разработки Программы зеленых государственных инвестиций в этой отрасли. Инвестиции в данную отрасль открывают Кыргызстану возможность решить ключевые задачи своей экологической и климатической политики в рамках перехода страны на «зеленый» экономический путь развития. Помимо этого, инвестиционная программа направлена на поддержку процесса модернизации городского общественного транспорта в стране и на стимулирование внутреннего рынка к переходу на современные автобусы, в частности, работающие на экологически чистых видах топлива. Планируется, что Программа будет осуществлена в два этапа: первый будет охватывать города Бишкек и Ош, а второй ‑ районы за пределами пилотных городов (т.е. городские пригороды, а также междугородний транспорт). Ожидается, что данные инвестиции принесут значительные экологические, общественные и социально‑экономические выгоды.

    Abstract: "This book provides the reader with understanding of the phenomenon of silent resistance, collecting and presenting research on it. Regulating, governing or controlling human activity often generates open resistance, which has been studied from the points of view of democracy, civil disobedience or political activism, for example. However, power relations and conflicts can also involve another kind of resistance, which may not necessarily even be recognised as resistance at first. It can be called silent, passive, invisible or everyday resistance. Silent resistance is a way of the subjugated or otherwise marginalised to challenge the dominant rules or systems. Because it does not proclaim resistance but rather tries to stay out of publicity, it is risk-free and low-profile activity that is seemingly non-political – and you can get away with it. Silent resistance can take many different forms: it may appear, for example, as silence and grumbling, isolation, avoiding and hindering issues or shifting attention to something irrelevant. The importance of everyday resistance rises from the signals of small networks in a situation where open confrontation is not possible or desired, but total inactivity is not an option either. Moreover, silent resistance remaining in the margin cannot be considered separate from open resistance, but as an important part in the process of realising more open resistance. Although power relations serve as the event framework of the phenomenon, silent resistance is a weapon not only in the hands of the subjugated. Its tactics can also be used by those who hold power. With the articles in the book, the reader can follow the most diverse situations of silent resistance through both historical and contemporary events. The cases outline different forms of silent resistance, as well as its mechanisms and motives. The articles in the collection reveal aspects of sociology, cultural anthropology, cultural research, youth research and historical research. This emphasises the wide spectrum of silent resistance, its loudness and multidisciplinary character. "
    Abstract: "Kirja tekee näkyväksi vähän käsiteltyä hiljaisen vastarinnan ilmiötä sekä kokoaa yhteen ja esittelee sitä koskevaa tutkimusta. Kun ihmisen toimintaa säädellään, hallitaan tai kontrolloidaan, ilmenee usein myös avointa vastarintaa, jota on tutkittu esimerkiksi demokratian toteutumisen, kansalaistottelemattomuuden tai poliittisen aktivismin näkökulmista. Valta-asetelmiin ja konflikteihin voi kuitenkin liittyä myös toisenlaista vastarintaa, jota ei välttämättä ensin edes huomata vastarinnaksi. Sitä voidaan kutsua hiljaiseksi, passiiviseksi, näkymättömäksi tai arkipäivän vastarinnaksi. Hiljainen vastarinta on alistettujen tai muuten marginaalisiksi jääneiden tapa asettua poikkiteloin hallitsevien sääntöjen tai järjestelmien kanssa. Koska se ei julistaudu vastarinnaksi, vaan pikemminkin pyrkii pysymään poissa julkisuudesta, se on riskitöntä matalan profiilin toimintaa, joka on näennäisesti epäpoliittista ja josta ei jää kiinni.     Abstract: В Казахстане, с тех пор, как он стал независимым, зафиксированы впечатляющие темпы экономического роста, в основном в результате экспорта биржевых товаров и высокого уровня использования энергии. Эти темпы неустойчивы и создают значительное загрязнение воздуха, особенно из стационарных промышленных источников. Это ставит под угрозу устремления страны в области развития к 2050 году стать одной из ведущих экономик мира и приблизиться по уровню жизни к государствам — членам ОЭСР. В данной публикации, которая опирается на более ранние исследования ОЭСР, показано, что в Казахстане экологические платежи (экологические налоги, взыскания за несоблюдение требований и компенсация экологического ущерба) за промышленные загрязнители воздуха, применяемые в настоящее время, препятствуют энергоэффективности и борьбе с загрязнением жесткими мерами реагирования на несоблюдение требований и сосредоточенностью на привлечении доходов. Кроме того, они увеличивают издержки, связанные с ведением бизнеса в стране, и приносят мало пользы окружающей среде. Необходимо провести дальнейшие серьезные реформы регулирования экологических платежей в духе принципа «загрязнитель платит». В данном отчете представлены руководящие принципы реформ, основанные на положениях о загрязнении воздуха государств — членов ОЭСР и результатах анализа системы Казахстана, который ОЭСР проводила в тесном сотрудничестве с Правительством Казахстана.

Действующая отраслевая политика требует значительной модернизации, оптимизации и развития ВСиВО, повышений эффективности эксплуатации (сокращения доли воды, которая не приносит дохода, и численности персонала на тысячу абонентов и т.д.) – в соответствии с международными и отечественными обязательствами страны (включая Соглашение об ассоциации с ЕС, Цели устойчивого развития, Парижское соглашение по климату и национальную стратегию по водоснабжению и водоотведению). В отчете предложены пути и средства усиления способности правительства Молдовы обеспечить надлежащее регулирование сектора и способности операторов достичь более высоких стандартов предоставления услуг ВСиВО при обеспечении их ценовой доступности. Такие изменения не могут произойти за ночь, они потребуют системы экономического регулирования, способствующей ценовой доступности ВСиВО, полному покрытию затрат операторов и обслуживанию долга, а также движению по реалистичному пути улучшения показателей деятельности организаций водоснабжения и водоотведения.

Aperitiff is approached from the viewpoints of source materials; information, media technologies, and conceptualism; facsimiles as images of writing; methodological and thematic humour and comedy; Situationist reading strategies; realist and neorealist cinema; and Aperitiff‘s relation to the contemporary Finnish experimental novel, especially to Neuromaani by Jaakko Yli-Juonikas. The collection also reprints Aronpuro’s early essay on the reception of Aperitiff, and extracts from the typescript of the novel’s second edition
    Abstract: Tämä artikkelikokoelma on laajin Kari Aronpuron Aperitiff – avoin kaupunki -romaanin kolmea versiota (1965, 1978, 2015) käsittelevä teos. Kokoelma tarjoaa teoreettisesti monipuolisen ja otteeltaan tuoreen johdatuksen paitsi Aperitiffiin myös yleisemmin kollaasiromaanin edelleen ajankohtaiseen lajiin ja kollaasin käsitteeseen. Antologian kirjoittajien valitsemat näkökulmat kertovat Aperitiffin moniaineksisuudesta, moniulotteisuudesta ja monitulkintaisuudesta. Artikkeleissa inventoidaan ja kartoitetaan Aperitiffin laajoja aineistoja sekä konkreettisten lainausten että laajemman intertekstuaalisuuden näkökulmista. Aperitiffia käsitellään myös informaation ja mediateknologioiden kautta. Samalla romaani kytketään suuntaukseen, joka on ollut keskeinen Kari Aronpurolle 2000-luvulla: kirjalliseen konseptualismiin, käsitteelliseen tai ”epäluovaan” kirjoittamiseen. Artikkeleissa keskitytään lisäksi tekstikollaasille oleelliseen menetelmään, tekotapaan tai tyyppiin: faksimileen. Samalla puretaan sanan ja kuvan käsiteparia analysoimalla kirjoituksen itsensä kuvallisuutta, tyypittelemällä tekstikollaaseja faksimilen näkökulmasta sekä ottamalla huomioon kirjan sivun teknologiaa. Aiheena on myös Aperitiffin huumori ja komiikka metodisten ja temaattisten tekijöiden yhteisvaikutuksena. Kollaasit, tekstilainaukset ja -luettelot sekä teoksen ontologialla leikittely ovat romaanin omalaatuisen huumorin rakennusaineita. Aperitiffia luetaan niin ikään urbaanin suunnistamisen ja harhailun näkökulmasta, erityisesti hyödyntämällä Kansainvälisiltä Situationisteilta peräisin olevia käsitteitä. Aperitiffia lähestytään myös kuvallisuuden, erityisesti elokuvallisuuden kautta ja tarkastellaan sen yhteyksiä realismin ja neorealismin traditioihin sekä ”todellisuuden” esittämiseen liittyviin diskursseihin. Aperitiffin pitkittäisvaikutuksia suomalaisessa kirjallisuudessa tutkitaan Jaakko Yli-Juonikkaan Neuromaani-romaanin (2012) kautta, teosten julkaisuajankohtia ja rakennusperiaatteita vertaillen. Tämän luennan valossa moniaineksisten avantgarde-romaanien poetiikka näyttäytyy edelleen erittäin elin- ja ilmaisuvoimaisena. Antologian liitteenä on myös arkistoharvinaisuuksia: pienoisessee, jossa Aronpuro ruotii tuoreeltaan (marraskuussa 1965) romaaninsa vastaanottoa ja kommentoi omaa teostaan, sekä otteita toisen painoksen (1978) lisämateriaalien käsikirjoitusliuskoista
