    Abstract: This pioneering work explores a new wave of widely overlooked conflicts that have emerged across the Andean region, coinciding with the implementation of internationally acclaimed indigenous rights. Why are groups that have peacefully cohabited for decades suddenly engaging in hostile and, at times, violent behaviours? What is the link between these conflicts and changes in collective self-identification, claim-making, and rent-seeking dynamics? And how, in turn, are these changes driven by broader institutional, legal and policy reforms? It departs from the author's mourning for her parents, their histories and struggles in Germany as Gastarbeiter, while it also engages with the political mourning of intersectional feminist movements against feminicide in Central and South America; the struggles against state and police misogynoir violence of #SayHerName in the United States; the resistance of refugees and migrantized people against the coloniality of migration in Germany; and the intense political grief work of families, relatives, and friends who lost their loved ones in racist attacks from the 1980s until today in Germany. Bearing witness to their stories and accounts, this book explores how mourning is shaped both by its historical context and the political labor of caring commons, while it also follows the building of a conviviality infrastructure of support against migration-coloniality necropolitics, dwelling toward transformative and reparative practices of common justice.

Synthesizing the rich archaeological record of fortifications, skeletal injury, and material evidence, she presents fresh visions of war and politics among the Moche, Chimú, Inca, and pre-Inca societies of the conflict-ridden Andean highlands. The changing configurations of Andean power and violence serve as case studies to illustrate a sophisticated general model of the different forms of warfare in pre-modern societies. Arkush's book makes the complex pre-history of Andean warfare accessible by providing a birds-eye view of its major patterns and contrasts.

But is this actually true? Nowrasteh and Powell systematically analyze cross-country evidence of potential negative effects caused by immigration relating to economic freedom, corruption, culture, and terrorism. They analyze case studies of mass immigration to the United States, Israel, and Jordan.     Abstract: Indigenous Water Rights in Law and Regulation responds to an unresolved question in legal scholarship: how are (or how might be) indigenous peoples' rights included in contemporary regulatory regimes for water. This book considers that question in the context of two key trajectories of comparative water law and policy. First, the tendency to 'commoditise' the natural environment and use private property rights and market mechanisms in water regulation. Second, the tendency of domestic and international courts and legislatures to devise new legal mechanisms for the management and governance of water resources, in particular 'legal person' models.     Abstract: Elizabeth Thornberry uses historical evidence to shed light on South Africa's contemporary epidemic of sexual violence. Drawing on over a thousand cases from a diverse set of courts, Thornberry reconstructs the history of rape in South Africa's Eastern Cape, from the precolonial era to the triumph of legal and sexual segregation, and digs deep into questions of conceptions of sexual consent. Through this process, Thornberry also demonstrates the political stakes of disputes over sexual consent, and the ways in which debates over the regulation of sexuality shaped both white and black politics in this period. From customary authority to missionary Christianity and humanitarian liberalism to segregationism, political claims implied theories of sexual consent, and enabled distinctive claims to control female sexuality. The political history of rape illuminates not only South Africa's contemporary crisis of sexual violence, but the entangled histories of law, sexuality, and politics across the globe.

    Abstract: Segregation by Design draws on more than 100 years of quantitative and qualitative data from thousands of American cities to explore how local governments generate race and class segregation. Starting in the early twentieth century, cities have used their power of land use control to determine the location and availability of housing, amenities (such as parks), and negative land uses (such as garbage dumps). The result has been segregation - first within cities and more recently between them. Documenting changing patterns of segregation and their political mechanisms, Trounstine argues that city governments have pursued these policies to enhance the wealth and resources of white property owners at the expense of people of color and the poor. Contrary to leading theories of urban politics, local democracy has not functioned to represent all residents. The result is unequal access to fundamental local services - from schools, to safe neighborhoods, to clean water.

    Abstract: For better or for worse, in recent times the rapid growth of international economic exchange has changed our lives. But when did this process of globalization begin, and what effects did it have on economies and societies? Pim de Zwart and Jan Luiten van Zanden argue that the networks of trade established after the voyages of Columbus and Da Gama of the late fifteenth century had transformative effects inaugurating the first era of globalization. The global flows of ships, people, money and commodities between 1500 and 1800 were substantial, and the re-alignment of production and distribution resulting from these connections had important consequences for demography, well-being, state formation and the long-term economic growth prospects of the societies involved in the newly created global economy. Whether early globalization had benign or malignant effects differed by region, but the world economy as we now know it originated in these changes in the early modern period.

When the Spaniards arrived in 1519, the indigenous hereditary nobles that governed Tetzcoco faced both opportunities and challenges, and were forced to adapt from the very moment of contact. This book examines how the city's nobility navigated this tumultuous period of conquest and colonialism, and negotiated a place for themselves under Spanish rule. While Tetzcoco's native nobles experienced a remarkable degree of continuity with the pre-contact period, especially in the first few decades after conquest, various forces and issues, such as changing access to economic resources, interethnic marriage, and intra-familial conflict, transformed Tetzcoco's ruling family into colonial subjects by the century's end.

    Abstract: To what extent are global rule-of-law norms, which external actors promote in post-conflict states, localized? Who decides whether global standards or local particularities prevail? This book offers a new approach to the debate about how the dilemma between the diffusion of global norms and their localization is dealt with in global politics. Studying the promotion of children's rights, access to public information, and an international commission against impunity in Guatemala, Lisbeth Zimmermann demonstrates that rule-of-law promotion triggers domestic contestation and thereby changes the approach taken by external actors, and ultimately the manner in which global norms are translated. However, the leeway in local translation is determined by the precision of global norms. Based on an innovative theoretical approach and an in-depth study of rule-of-law translation, Zimmermann argues for a shift in norm promotion from context sensitivity to democratic appropriation, speaking to scholars of international relations, peacebuilding, democratization studies, international law, and political theory.

    Abstract: Why do ethnic politics emerge in some ethnically diverse societies but not others? Focusing on sub-Saharan Africa, Dominika Koter argues that the prevailing social structures of a country play a central role in how politicians attempt to mobilize voters. In particular, politicians consider the strength of local leaders, such as chiefs or religious dignitaries, who have historically played a crucial role in many parts of rural Africa. Local leaders can change the electoral dynamics by helping politicians secure votes among people of different ethnicities. Ethnic politics thus can be avoided where there are local leaders who can serve as credible electoral intermediaries between voters and politicians. Koter shows that there is widespread variation in the standing of local leaders across Africa, as a result of long-term historical trends, which has meant that politicians have mobilized voters in qualitatively different ways, resulting in different levels of ethnic politics across the continent.

    Abstract: As a definitive study of the poorly understood Apaches de paz, this book explains how war-weary, mutually suspicious Apaches and Spaniards negotiated an ambivalent compromise after 1786 that produced over four decades of uneasy peace across the region. In response to drought and military pressure, thousands of Apaches settled near Spanish presidios in a system of reservation-like establecimientos, or settlements, stretching from Laredo to Tucson. Far more significant than previously assumed, the establecimientos constituted the earliest and most extensive set of military-run reservations in the Americas and served as an important precedent for Indian reservations in the United States. As a case study of indigenous adaptation to imperial power on colonial frontiers and borderlands, this book reveals the importance of Apache-Hispanic diplomacy in reducing cross-cultural violence and the limits of indigenous acculturation and assimilation into empires and states.

    Abstract: The Paradox of Traditional Chiefs in Democratic Africa shows that unelected traditional leaders can facilitate democratic responsiveness. Ironically, chiefs' undemocratic character gives them a capacity to organize responses to rural problems that elected politicians and state institutions lack. Specifically, chiefs' longer time horizons encourage investment in local institutions that enable the provision of local public goods. This is the paradox of traditional chiefs in democratic Africa: elected politicians can only effectively respond to rural constituents through institutions constructed and maintained by local leaders who are not worried about electoral terms. Furthermore, the critical role played by chiefs in brokering local development projects forces us to reassess how we understand the basis of their political influence during elections. The book examines the effects of traditional leaders on the electoral connection in Africa through a multi-method approach that combines qualitative research, surveys, and experiments, with particular attention to the Zambian case.

Christian Davenport offers an alternative explanation where both factors interact.     Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: The Danish geologist and geographer Hinrich Rink (1819–93) amassed decades of experience in exploring Greenland, becoming well versed in the language and customs of the Inuit. The present work is a condensed version of his investigations into indigenous culture, first published in two volumes in 1866 and 1871. Rink revised and translated the work from Danish into English for this 1875 publication, and the text was emended by the Scottish scientist and explorer Robert Brown (1842–95). In the book's first part, Rink describes succinctly the Inuit mode of life in Greenland. The second part, which is significantly longer, recounts the legends and folk tales that Rink had recorded on his travels. The book also includes a number of illustrations drawn and engraved by the Inuit people themselves. This work will appeal to those interested in the history of Inuit culture and nineteenth-century ethnography.

    Abstract: South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history of chiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that these government centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is a Lecturer in African History at the University of Durham, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa.     Abstract: When Louis Antoine de Bougainville reached Tahiti in 1768, he was struck by the way in which 'All these people came crying out tayo, which means friend, and gave a thousand signs of friendship; they all asked nails and ear-rings of us.' Reading the archive of early contact in Oceania against European traditions of thinking about intimacy and exchange, Vanessa Smith illuminates the traditions and desires that led Bougainville and other European voyagers to believe that the first word they heard in the Pacific was the word for friend. Her book encompasses forty years of encounters from the arrival of the Dolphin in Tahiti in June 1767, through Cook's and Bligh's voyages, to early missionary and beachcomber settlement in the Marquesas. It unpacks both the political and emotional significances of ideas of friendship for late eighteenth-century European, and particularly British, explorations of Oceania.

    Abstract: The First Ethiopians explores the images of Africa and Africans that evolved in ancient Egypt, in classical Greece and imperial Rome, in the early Mediterranean world, and in the early domains of Christianity. Inspired by curiosity regarding the origins of racism in southern Africa, Malvern van Wyk Smith consulted a wide range of sources: from rock art to classical travel writing; from the pre-Dynastic African beginnings of Egyptian and Nubian civilisations to Greek and Roman perceptions of Africa; from Khoisan cultural expressions to early Christian conceptions of Africa and its people as 'demonic'; from Aristotelian climatology to medieval cartography; and from the geo-linguistic history of Africa to the most recent revelations regarding the genome profile of the continent's peoples. His research led to a startling proposition: Western racism has its roots in Africa itself, notably in late New Kingdom Egypt, as its ruling elites sought to distance Egyptian civilisation from its African origins. Kushite Nubians, founders of Napata and Meroë who, in the eighth century BCE, furnished the black rulers of the twenty-fifth Dynasty in Egypt, adopted and adapted such Dynastic discriminations in order to differentiate their own 'superior' Meroitic civilisation from the world of 'other Ethiopians'. In due course, archaic Greeks, who began to arrive in the Nile Delta in the seventh century BCE, internalised these distinctions in terms of Homer's identification of 'two Ethiopias', an eastern and a western, to create a racialised (and racist) discourse of 'worthy' and 'savage Ethiopians'. Such conceptions would inspire virtually all subsequent Roman and early medieval thinking about Africa and Africans, and become foundational in European thought. The book concludes with a survey of the special place that Aksumite Ethiopia - later Abyssinia - has held in both European and African conceptual worlds as the site of 'worthy Ethiopia', as well as in the wider context of discourses of ethnicity and race.

    Abstract: Tracing the political origins of the Mexican indigenous rights movement, from the colonial encounter to the Zapatista uprising, and from Chiapas to Geneva, Courtney Jung locates indigenous identity in the history of Mexican state formation. She argues that indigenous identity is not an accident of birth but a political achievement that offers a new voice to many of the world's poorest and most dispossessed. The moral force of indigenous claims rests not on the existence of cultural differences, or identity, but on the history of exclusion and selective inclusion that constitutes indigenous identity. As a result, the book shows that privatizing or protecting such groups is a mistake and develops a theory of critical liberalism that commits democratic government to active engagement with the claims of culture. This book will appeal to scholars and students of political theory, philosophy, sociology, and anthropology studying multiculturalism and the politics of culture.

    Abstract: Why does the introduction of private property rights sometimes result in poverty, rather than development? Most analyses of institutional change emphasize the design of formal institutions, but this study of land privatization in the Russia-Ukraine borderlands shows how informal politics at the local level instead can drive outcomes. Local officials in both countries pursued strategies that produced a record of reform, even as they worked behind the scenes to maintain the status quo. The end result was a facade of private ownership: a Potemkin village for the post-Soviet era. Far from creating private property that would bring development to the post-Soviet rural heartland, privatization policy deprived former collective farm members of their few remaining rights and ushered in a new era of state control over land resources. This study draws upon the author's extensive primary research in the Black Earth region conducted over a period of nine years.

    Abstract: Some rebel groups abuse noncombatant populations, while others exhibit restraint. Insurgent leaders in some countries transform local structures of government, while others simply extract resources for their own benefit. In some contexts, groups kill their victims selectively, while in other environments violence appears indiscriminate, even random. This book presents a theory that accounts for the different strategies pursued by rebel groups in civil war, explaining why patterns of insurgent violence vary so much across conflicts. It does so by examining the membership, structure, and behavior of four insurgent movements in Uganda, Mozambique, and Peru. Drawing on interviews with nearly two hundred combatants and civilians who experienced violence firsthand, it shows that rebels' strategies depend in important ways on how difficult it is to launch a rebellion. The book thus demonstrates how characteristics of the environment in which rebellions emerge constrain rebel organization and shape the patterns of violence that civilians experience.

Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies.
