It debunks the myth that social rights are 'second-generation rights' - rights that appeared after World War II as additions to a rights corpus stretching back to the Enlightenment.     Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: This is a study of Vietnam's socialist transition and state transformation, generally known as đổi mới. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: This book uses an intersectional approach to analyze the impact of the experience of race on Afro-Brazilian political behavior in the cities of Salvador, São Paulo, and Rio de Janeiro. Using a theoretical framework that takes into account racial group attachment and the experience of racial discrimination, it seeks to explain Afro-Brazilian political behavior with a focus on affirmative action policy and Law 10.639 (requiring that African and Afro-Brazilian history be taught in schools). It fills an important gap in studies of Afro-Brazilian underrepresentation by using an intersectional framework to examine the perspectives of everyday citizens. The book will be an important reference for scholars and students interested in the issue of racial politics in Latin America and beyond

    Abstract: This ambitious book provides a new framework for analysing global international society (GIS). In doing so, it also links the English School's approach more closely to classical sociology, constructivism, liberal institutionalism, realism and postcolonialism. It retells the expansion of international society story to explain why the differences among states are as important as their similarities in understanding the structure and dynamics of contemporary GIS. Drawing on differentiation theory, it sets out four ideal-type models for international society. These cover the 'like units' of the classical English School, as well as differentiation by geography, hierarchy/privilege, and function. These models offer a systematic way to integrate international and world society, and to understand the relationship between the deep structure of primary institutions, and the vast array of intergovernmental and international non-governmental organisations. In this pioneering book, Buzan and Schouenborg present the reader with the first systematic attempt to define criteria for assessing whether international society is becoming stronger or weaker

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

Settle argues that in the context of increasing partisan polarization among American political elites, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public. Frenemies introduces the END Framework of social media interaction. END refers to a subset of content that circulates in a social media ecosystem: a personalized, quantified blend of politically informative 'expression', 'news', and 'discussion' seamlessly interwoven into a wider variety of socially informative content. Scrolling through the News Feed triggers a cascade of processes that result in negative attitudes about those who disagree with us politically. The inherent features of Facebook, paired with the norms of how people use the site, heighten awareness of political identity, bias the inferences people make about others' political views, and foster stereotyped evaluations of the political out-group

    Abstract: The regulation of civil society provides the framework under which those organisations can most effectively provide services in education, health, social services, housing, development aid and so on. Civil Society in Europe identifies common principles of civil society law in two ways. First, the approaches of the Council of Europe and the European Union are explored. Next civil society regulation in twelve domestic legal systems are investigated on a broad range of substantive areas of law including internal organisation, registration, external supervision, public benefit organisations and international activities.     Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

    Abstract: "Politicising Europe presents the most comprehensive contribution to empirical research on politicisation to date. The study is innovative in both conceptual and empirical terms. Conceptually, the contributors develop and apply a new index and typology of politicisation. Empirically, the volume presents a huge amount of original data, tracing politicisation in a comparative perspective over more than forty years. Focusing on six European countries (Austria, France, Germany, Sweden, Switzerland and the UK) from the 1970s to the current euro crisis, the book examines conflicts over Europe in election campaigns, street protests, and public debates on every major step in the integration process. It shows that European integration has indeed become politicised. However, the patterns and developments differ markedly across countries and arenas, and many of the key hypotheses on the driving forces of change need to be revisited in view of new findings"--

    Abstract: Political revolutions, economic meltdowns, mass ideological conversions and collective innovation adoptions occur often, but when they do happen, they tend to be the least expected. Based on the paradigm of 'leading from the periphery', this groundbreaking analysis offers an explanation for such spontaneity and apparent lack of leadership in contentious collective action. Contrary to existing theories, the author argues that network effects in collective action originating from marginal leaders can benefit from a total lack of communication. Such network effects persist in isolated islands of contention instead of overarching action cascades, and are shown to escalate in globally dispersed, but locally concentrated networks of contention. This is a trait that can empower marginal leaders and set forth social dynamics distinct from those originating in the limelight. Leading from the Periphery and Network Collective Action provides evidence from two Middle Eastern uprisings, as well as behavioral experiments of collective risk-taking in social networks

    Abstract: Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees

Should old age be accorded a privileged status? This may recognise the needs of a particular age group with regard to health, income and social care. But by doing so, we support the inaccurate and possibly offensive definition of 'old age' as the stage of life beyond age 65 - a demarcation line which has no biological or cognitive significance, since human beings age at very different rates. Defining old age in this way may ghettoise and marginalise one group of people in society, encouraging prejudice against them via policies that 'single out, stigmatise and isolate the aged from the rest of society', in a way that can be seen as subtly ageist. On the other hand, should we dispense with age as a categorisation and work towards an 'age-irrelevant', 'age-neutral' or 'ageless' society - one in which individuals will be judged by the content of their character, rather than their chronological age? Is the concept of old age an outmoded relic from the past?"..

    Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies.     Abstract: This book tells the dramatic story of the economic, social, political, and cultural transformation of Europe during the transition from the Cold War to the European Union. Ivan Berend charts, in particular, the overwhelming impact of the collapse of communism on every aspect of European life. Europe became safer and more united, and Central and Eastern Europe started on the difficult road to economic modernization. However, the western half of Europe also changed. European integration gained momentum. The single market and the common currency were introduced, and the Union enlarged from nine to twenty-seven countries. This period also saw a revolution in information and communication technology, the increasing impact of globalization and the radical restructuring of the political system. The book explores the impact of all of these changes as well as the new challenges posed by the economic crisis of 2008–9 and asks which way now for Europe?

    Abstract: The media environment is changing. Today in the United States, the average viewer can choose from hundreds of channels, including several twenty-four hour news channels. News is on cell phones, on iPods, and online; it has become a ubiquitous and unavoidable reality in modern society.     Abstract: The profound transformations that preceded the downfall of Communism originated in Poland and Hungary, but played out in strikingly different ways. Hungary led through economic reform, Poland through open political struggle. Analysis of these transformational variants yields important insights into systemic change, marketization, and democratization. This book shows how these changes were possible in authoritarian regimes as, over time, state and society became mutually vulnerable, neither fully able to dictate the terms of engagement. For Poland this meant principled confrontation; for Hungary, innovative accommodation. This book argues that different conceptual frameworks and strategies of persuasion account for these divergences in virtually identical institutional settings. Seleny traces the different political-institutional residues which, in both Hungary and Poland, now function as constraining or enabling legacies. In particular, she demonstrates that state socialist legacies account for salient differences between these two new capitalist democracies, and now condition their prospects in the European Union

    Abstract: 'Religion and politics', as the old saying goes, 'should never be discussed in mixed company.'And yet fostering discussions that cross lines of political difference has long been a central concern of political theorists. More recently, it has also become a cause célèbre for pundits and civic-minded citizens wanting to improve the health of American democracy. But only recently have scholars begun empirical investigations of where and with what consequences people interact with those whose political views differ from their own. Hearing the Other Side examines this theme in the context of the contemporary United States. It is unique in its effort to link political theory with empirical research. Drawing on her empirical work, Mutz suggests that it is doubtful that an extremely activist political culture can also be a heavily deliberative one

    Abstract: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse

    Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future

    Abstract: In January 1987, the Indian state-run television began broadcasting a Hindu epic in serial form, The Ramayana, to nationwide audiences, violating a decades-old taboo on religious partisanship. What resulted was the largest political campaign in post-independence times, around the symbol of Lord Ram, led by Hindu nationalists. The complexion of Indian politics was irrevocably changed thereafter. In this book, Arvind Rajagopal analyses this extraordinary series of events. While audiences may have thought they were harking back to an epic golden age, Hindu nationalist leaders were embracing the prospects of neoliberalism and globalisation. Television was the device that hinged these movements together, symbolising the new possibilities of politics, at once more inclusive and authoritarian. Simultaneously, this study examines how the larger historical context was woven into and changed the character of Hindu nationalism.

    Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

    Abstract: Fatherhood is on the political agenda in many countries, often cast in terms of crisis. One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs. In Making Men into Fathers, prominent scholars in gender studies and the critical studies of men consider how varied institutional settings and policy logics around cash and care contour the possibilities and constraints for new models of fatherhood, determining the choices open to men.     Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens.     Abstract: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies

    Abstract: People's perceptions of the attitudes and experiences of mass collectives are an increasingly important force in contemporary political life. In Impersonal Influence, Mutz goes beyond simply providing examples of how impersonal influence matters in the political process to provide a micro-level understanding of why information about distant and impersonal others often influence people's political attitudes and behaviors. Impersonal Influence is worthy of attention both from the standpoint of its impact on contemporary politics, and because of its potential to expand the boundaries of our understanding of social influence processes, and media's relation to them. The book's conclusions do not exonerate media from the effects of inaccurate portrayals of collective experience or opinion, but they suggest that the ways in which people are influenced by these perceptions are in themselves, not so much deleterious to democracy as absolutely necessary to promoting accountability in a large scale society

    Abstract: This book presents empirical research on the nature and structure of political violence. While most studies of social movements focus on single - nations, Donatella della Porta uses a comparative research design to analyse movements in two countries - Italy and Germany - from the 1960s to the 1990s. Through extensive usage of official documents and in-depth interviews, della Porta is able to explain the actors' construction of external political reality. The empirical data are used to build a middle-range theory of political violence that incorporates an analysis of the interactions between social movements and the state at the macro-level, an analysis of the development of radical organizations as entrepreneurs for political violence at the meso-level, and an analysis of the construction of 'militant' identities and countercultures at the micro-level

    Abstract: Factionalism is an important force of social transformation, and this volume examines how factional competition in the kinship and political structures in ancient New World societies led to the development of chiefdoms, states and empires. The case studies, from a range of New World societies, represent all levels of non-egalitarian societies and a wide variety of ecological settings in the New World. They document the effects of factionalism on the structure of particular polities: for example, how it might have led to the growth of social inequality, or to changing patterns of chiefly authority, or to state formation and expansion, or institutional specialisation.     Abstract: This eminently readable 1994 collection of high-quality, country-specific essays on Third World politics provides, through a variety of well-integrated themes and approaches, an examination of 'state theory' as it has been practised in the past, and how it must be refined for the future. The contributors go beyond the previously articulated 'bringing the state back in' model to offer their own 'state-in-society' approach. They argue that states, which should be disaggregated for meaningful comparative study, are best analysed as parts of societies. States may help mould, but are also continually moulded by, the societies within which they are embedded. States' capacities, further, will vary depending on their ties to other social forces. And other social forces will be capable of being mobilised into political contention only under certain conditions.     Abstract: Until the late 1960s, most Western scholars studying the history, culture, social and political life and economy of Russia and the Soviet Union, paid scant attention to the participation and experience of women. The multifarious ways in which gender roles and perceptions of gender were influenced by and in turn influenced the heterogeneous cultures of the Soviet empire were largely ignored. However, this neglect has slowly been rectified and now the study of women and gender relations has become one of the most productive fields of research into Russian and Soviet society. This volume demonstrates the originality and diversity of this recent research. Written by leading Western scholars, it spans the last decade of tsarist Russia, the 1917 revolutions and the Soviet period.     Abstract: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation

    Abstract: Harry Goulbourne's theme is how post-imperial Britain has come to define the national community in terms of ethnic affinity, instead of a traditional multi-ethnic/multi-racial understanding of the nation. He argues that the continuing 'reception-experience' of non-white groups in post-war Britain not only arose out of an ethnic perception of the British nation by the indigenous population, as expressed through state action, but has also, in turn, encouraged an equally ethnic awakening or mobilisation among non-white minorities. The result is a failure to construct a common national ground or sense of community by all those claiming a formal British identity. Goulbourne draws upon a diverse literature, including race relations, politics and history. His two case studies of the Khalistan question in the Punjab and democracy in Guyana are examples of how exilic politics may affect Britain's ethnic minorities, partly as a result of the experience of exclusion from British society

    Abstract: The Solidarity movement of the early 1980s not only triggered a transformation in Polish society, it forced a fundamental reconsideration of the nature of socialism throughout the Soviet Union and Eastern Europe. Seen as one of the most important social movements of the twentieth century, Michael Kennedy develops a theoretical conception of Soviet-type societies by analysing Solidarity's significance. He explains the background to the nature of the conflict between Solidarity and the authorities and considers the implications of Solidarity's struggle for the theory of the Soviet-type system's reproduction and transformation. Then, the internal constitution of Solidarity in terms of gender and, in particular, cross-class alliances is examined, which is followed by the implications of his analysis both for understanding perestroika in the Soviet Union and more generally for reformulating a critical sociology of Soviet-type societies

    Abstract: Control of office has long been regarded as the key element in understanding power and policy in the Soviet system. What, however, accounts for the control of office and how are individuals recruited into positions of power and responsibility? In An Algebra of Soviet Power, Michael Urban adopts a fresh approach and introduces into the field of political elite studies the sociological technique of vacancy chain analysis. This treats the movements of actors as sequences of complex inter-relations that are structured by the properties and powers of the personnel system rather than by the consequences of individual intentions or characteristics. This algebraic method is applied to a large body of career data of officials from the Soviet Republic of Belorussia for the period 1966–86. The author documents how, despite the formal systems of nomenklatura - central control over personnel placement - the flow of individuals through the hierarchy of offices in Belorussia has not been influenced by any coordinating policy issuing from Moscow or Minsk. Instead regionalism has played an important, and patronage the decisive, role in the system

    Abstract: It has become something of an orthodoxy of contemporary sociology that modern democratic industrial societies are essentially alike, and that they are confronted by uniform challenges, whether industrial (strikes and demonstrations), social (the 'crisis of the welfare state'), or political. In this important collection of studies Professor Birnbaum asserts, however, that the very existence of differentiation, challenge such a hypothesis. Linking historical and sociological investigation, Birnbaum argues that it is only through divergent state-formation that regional and national state variations in, for example, industrial conflict, policing or ideological configuration can be explained. His analysis of the influence of each type of state upon the development of various collective action and mobilisation processes establishes the crucial importance of the state as a quasi-independent variable

    Abstract: Most of the independent nations of the twentieth century have been racked by political disorder and social instability. Ireland is one of the few to have successfully established a stable democratic order. In this book, Jeffrey Prager examines the first decade of Irish independence in order to explain how the Republic of Ireland achieved democracy. In so doing, he provides a deeper understanding of the Irish case while shedding light on the process of democratic consolidation in modern state-building.     Abstract: The years 1965–8 were the 'liberal hour' for race relations policy in Britain. Laws were then enacted, enforcement agencies created, and community relations councils established. These bodies, and their personnel, have been called 'the race relations industry'. To many people, the output of this 'industry' appears disappointing relative to the input into it. This book examines a variety of optimistic assumptions about the speed with which immigrants adjust to a new environment; inadequate minority bargaining power; insufficiently speedy and decisive action by the central government; unwillingness on the part of the white majority to accept the desirability of such action; and the difficulty of fitting a race relations policy into an administrative system created to serve an ethnically homogeneous population. The policies initiated in 1965 reflected the ascendancy of liberal over conservative assumptions about race relations. Now these are under sharp attack from a radical standpoint. Promoting Racial Harmony shows how the debate has changed, drawing upon recent economic theory to formulate the issues in an original but non-technical manner

    Abstract: As a result of the strength and dominance of the centralized state, ritual action in China often takes its logic from political action. In this book Emily Ahern explores the implications of this. She argues that forms of control attempted ritually on non-human persons (gods and other spirits) in China parallel those forms of control which people regard as effective in ordinary life, namely political control, and draws important conclusions from this. She shows that in China it is possible to discard terms such as 'magic', which imply that acts directed to spirits operate on a different basis from acts in ordinary life. She also challenges claims in anthropology that, since they seem arbitrary and the actions of participants in them highly predictable, rituals support established authority. Her book will be of interest not only to specialists in Chinese studies, but to social anthropologists and others interested in the link between ritual and political processes
