    Kurzfassung: Uncertainty faced by households and firms affects economic activity. The rise in uncertainty since the beginning of the sovereign debt crisis in Greece could be one factor that has contributed to the steep and long-lasting recession. This paper presents a brief empirical analysis quantifying this phenomenon and compares it with developments in Ireland and Portugal. Overall, this analysis shows that the uncertainty impact on growth has been relatively small in Greece between 2008 and 2013, although stronger than in Ireland or Portugal. This quantification appears to be robust to various specification changes of the vector auto regressive models developed for this exercise.     Kurzfassung: The transfer study, a technique used in cost-benefit analysis, is an increasingly important tool used by government agencies to assess environmental regulatory policy. This innovative book develops protocols for using the transfer method to approach environmental problems and introduces several significant conceptual and methodological advances that refine the transfer process. The transfer approach to quantitative policy analysis adapts information and data from existing studies and so provides an economical way to assess potential benefits and costs for projects. The book presents a detailed framework for examining the transfer of information, outlines the basic steps of the method, and discusses solutions to frequently encountered problems. It then illustrates the method with an extensive case study of environmental externalities from electricity generation. In answer to this question, this book focuses on the impact of regulatory policies on competitiveness and employment at the firm level. It investigates the trade-off between environmental regulations and competitiveness across countries and regions throughout Europe, using the food processing industry as a case study. The authors compare and contrast the experiences of similar firms across Europe to examine the different costs firms face in applying environmental regulations and the different levels of competitiveness they achieve as a result. The investigation includes a detailed and thorough comparison of the European food processing industries using 67 company case studies. The results show that firms can achieve national or international levels of competitiveness even when they face a relatively unfavourable level of regulatory costs.     Kurzfassung: In this innovative book the author examines the link between environmental, trade and industrial policies within an interregional setting. He models how regional governments, using tax rates on real capital and pollutant emissions, determine policies to favour their residents in terms of the provision of public goods and reduction in environmental degradation. Regions or countries engage in competition for mobile capital in a world where production causes pollution and tax revenues are required to finance public goods. In Fiscal Policy and Environmental Welfare the author considers the efficiency consequences when governments act strategically and seek to manage trade, capital flows and emissions. Using formal models, which extend and modify existing literature, the author demonstrates that interjurisdictional competition typically leads to inefficiencies. He argues that although interjurisdictional competition may lead to the overprovision of public goods and to an inefficiently high environmental quality, often the opposite seems to occur. This book will be welcomed by environmental economists, and those scholars interested in welfare and fiscal policy

Concentrating on greenhouse gas abatement and the transport sector, they use quantitative techniques to compare alternative policy solutions. This quantitative approach overcomes problems of some inconclusive theoretical prescriptions, which often depend on combinations of particular parameter values. In addition, this method makes it possible to investigate the costs and benefits of a particular solution, and the distribution effects between different groups. This approach also provides insights into the economic consequences of the application of local versus national or federal policies. Si des changements fondamentaux n'interviennent pas dans les systèmes de retraite et dans la répartition du temps entre formation, travail et temps libre, des tensions budgétaires et sociales risquent de se faire jour. Certains groupes pourraient être injustement soumis à une lourde fiscalité alors que d'autres constateraient une dégradation inattendue de leur niveau de vie. Pour qu'elle soit pertinente, la réponse des pouvoirs publics doit être diversifiée, et faire intervenir les politiques budgétaires et sociales, mais aussi les politiques du marché du travail, de la santé et de l'éducation. Encourager les gens à travailler plus longtemps, en rendant financièrement plus intéressante la poursuite d'une activité, est au coeur de la stratégie à mettre en oeuvre pour préserver la prospérité dans une société vieillissante. Sans doute faudra-t-il aussi réformer les systèmes publics de retraite traditionnels et les autres politiques sociales et encourager le développement de formules destinées à remplacer les systèmes de retraite publics et donnant aux individus plus de souplesse pour planifier leur départ en retraite. L'infrastructure des marchés financiers devra par conséquent être renforcée pour absorber la forte augmentation des avoirs détenus par les fonds de pension privés. A travers cette étude pluridisciplinaire, l'OCDE souligne la nécessité d'agir dès à présent en mettant en place un train de politiques cohérent et complet.

    Kurzfassung: This paper examines the likely influence of recent stock market fluctuations on major OECD economies, focusing on wealth effects and consumption. After reviewing the relevant theoretical framework and available empirical evidence, consumption functions are estimated for the US including the influence of financial wealth. The resulting estimates of the marginal propensity to consume out of financial wealth are extrapolated to other G7 countries, allowing for differences in stock market capitalisation, and compared with ones obtained more directly from consumption functions that include stock market prices as an explanatory variable. Simulations are then carried out to assess the potential world impact of a major fall in stock market prices in the G7 countries using a version of the OECD INTERLINK model which embodies the latter equations.     Kurzfassung: Economy and Ecosystems in Change addresses ecological problems from an economic perspective, and provides policy suggestions for resource management and environmental sustainability based on integrated, multidisciplinary information, methods and applications. The book begins by introducing the different approaches and applications within ecological economics and clarifying new elements and fundamental principles. This initial discussion includes a comparison between ecological and environmental economics and the evaluation and function of ecosystems. The authors then examine the macroeconomy-ecosystem relationship with reference to national and global processes, focusing specifically on employment versus sustainability, trade, industrial transformation and rural development. In the third part there is an evaluation of whether ecosystems and economics can be treated independently; it is argued that the integration of these fields provides more complete insights and information for addressing the complex relationships between human activities and natural processes. Finally, the authors consider the institutional environment and policies affecting public ecosystems subject to economic uses. Using case study evidence, they conclude that public policy often supports an unsustainable use of resources. To counter this the authors propose policy and management options based on natural resource accounts, practical policy objectives and the precautionary principle.     Kurzfassung: This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment.     Kurzfassung: This paper examines the possible short- and medium-term macroeconomic consequences of changes in trend factor productivity growth for the major OECD economies. The analysis includes a range of different scenarios based on the recently re-estimated OECD INTERLINK model, in particular its supply-side properties, which illustrate a range of uncertainties and the sensitivity of the adjustment mechanisms to macroeconomic and structural factors. Overall the results suggest that a rise in trend factor productivity will lead to higher levels of production and real income, but employment adjustment will depend on the extent to which the long-run equilibrium of an economy is affected. Though unemployment could rise temporarily, there are important mechanisms present which, if functioning correctly, should prevent any permanent increase in unemployment.     Kurzfassung: This paper reviews the methods used for estimating potential output in OECD countries and the use of the resulting output gaps for the calculation of structural budget balances. The "split time trend" method for estimating trend output that was previously used for calculating structural budget balances is compared with two alternative methods, smoothing real GDP using a Hodrick Prescott filter and estimating potential output using a production function approach. It is concluded that the production function approach for estimating potential output provides the best method for estimating output gaps and for calculating structural budget balances, with the results obtained by smoothing GDP providing a cross check.
