    Abstract: "Subjects and Sojourners explores how French colonial rule in Indochina extended Indochina's colonial society into France. Perhaps two hundred thousand Indochinese sojourned in France between conquest in the 1850s and decolonization a century later. They came from all parts of colonial society, from ruling monarchs to the most marginal laborers. In France, they studied, labored, fought, and lived in contexts that, although still within the empire, remained profoundly different from their places of origin. Their French sojourns were socially, culturally, and politically transformative. And when these sojourners returned to Indochina, virtually all parts of colonial society bore traces of their experiences abroad. Subjects and Sojourners shows, in short, that Indochina did not simply receive and refashion 'France' in the colony: they went and lived it for themselves"--

Moralist writing, a distinctively French genre, draws on philosophical and literary traditions extending back to classical antiquity.     Abstract: Fair Enough? proposes and tests a new framework for studying attitudes toward redistributive social policies. These attitudes, the book argues, are shaped by at least two motives. First, people support policies that increase their own expected income. Second, they support policies that move the status quo closer to what is prescribed by shared norms of fairness. In most circumstances, saying the fair thing is easier than reasoning according to one's pocketbook. But there are important exceptions: when policies have large and certain pocketbook consequences, people take the self-interested position instead of the 'fair' one. Fair Enough? builds on this simple framework to explain puzzling attitudinal trends in post-industrial democracies including a decline in support for redistribution in Great Britain, the erosion of social solidarity in France, and a declining correlation between income and support for redistribution in the United States

It assesses the assumptions of an imminent wave of domestic violence against reliable data from crime statistics, surveys, and various institutions responding to domestic violence. Collecting partner country reports from Austria, Finland, France, Germany, Hungary, Portugal, Scotland and Slovenia, it demonstrates the effects that lockdown measures starting March 2020 had on reported DV incidents. It considers the differences between each country with respect to policing, legal systems, social and cultural factors and highlights best practices to prevent conditions resulting from Covid-19 lockdown undermining victims’ security and frontline responders’ capacities to provide services and prevent domestic violence.

    Abstract: This book traces the development of U.S-led global nuclear non-proliferation diplomacy during the three decades since the Eisenhower’s “Atoms for Peace” in 1953. The U.S. non-proliferation efforts had diverse obstacles. It had to prevent nuclear states’ export of nuclear technology while dissuading non-nuclear states from developing nuclear weapons. In addition, building non-proliferation regime was not always its top foreign policy priority. To understand the complex process of non-proliferation, the book examines the relations among three different actors in the nuclear field: a global non-proliferation regime builder (U.S.), a potential nuclear proliferator (France) and a would-be nuclear state (Republic of Korea). In tracing how they developed nuclear strategies, conflicting and compromising with one another, the book pays special attention to how the transforming Cold War structure in the 1970s not only affected foreign policies of the involved countries but also complicated their relationship. The exploration ultimately highlights the multidimensional nature of international discussion on nuclear non-proliferation as the ROK’s nuclear development attempts, U.S. non-proliferation efforts, and the U.S.-France nuclear technology cooperation in the 1970s were all deeply connected. .

    Abstract: The Starving Empire traces the history of famine in the modern French Empire, showing that hunger is intensely local and sweepingly global, shaped by regional contexts and the transnational interplay of ideas and policies all at once. By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Yan Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects-and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. The Starving Empire not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food-this most basic of human needs-to its central place in the formation of modern political obligation and humanitarian ethics

    Abstract: After West African migrants arrived in France in the 1960s, the authorities opened residences for them known as "foyers." Initially intended to contain the West African population, these hostels for single men fostered the emergence of Black communities in the heart of Paris and other cities. More recently, however, a nationwide renovation program sought to replace the collective living arrangements of foyers with more individualized spaces by constructing new buildings or drastically reshaping existing ones-and casting the West African presence as a threat to French identity.Aïssatou Mbodj-Pouye examines the changing roles that foyers have played in the lives of generations of West African migrants, weaving together rich ethnographic description with a critical historical account. She shows how migrants settled in foyers through kinship ties, making these buildings key parts of diasporic networks. Migrants also forged a sense of place in foyers, in an intricate relationship with bureaucratic requirements such as having an address. Mbodj-Pouye scrutinizes the physical and social evolution of foyers and the administrative dynamics that governed them. She argues that even though these buildings originated in state attempts to manage migrants along racial lines, the shared way of life that they encouraged helped spark a sense of political agency and belonging whose significance extends far beyond their walls.Combining close attention to the social and cultural meanings of the foyers and keenly observed portraits of Black experiences in France across decades, An Address in Paris offers a new lens on the global African diaspora.

This paper seeks to identify the attractiveness factors of the public service in the French regions and across the member countries of the European Union, particularly within a context of major trends in public employment that are constantly changing. The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Abstract: "This book is a history of the field of sociology as it existed from the interwar, wartime, and postwar periods in France and its Empire. This does not refer just to sociologists who did some work in the colonies, or occasionally thought about them in their metropolitan work, but a specific field which was constituted to understand and then govern these colonies. The author argues that the re-founding of French sociology during and after World War II - which spawned the likes of Raymond Aron, Jacques Berque, Georges Balandier, and Pierre Bourdieu - occurred within the context of the re-founding of the French empire. Though there was been much discussion of "decolonizing" sociology in the postwar period, the deep history of sociology's connection to French colonialism and empire has been ignored when, the author argues, it is central. The main driver of the expansion of sociology in this period was colonial developmentalism. Sociologists became favored partners of colonial governments, applying their expertise to an array of "social problems," such as de-tribalization, poverty, labor migration, rapid urbanization and the growth of shantytowns, and the decay of traditional families and religious beliefs, and working on "modernizing" solutions. Many sociologists whose careers began in the overseas colonies formulated concepts and theories that quickly entered metropolitan (and then global) sociology, and their origins were forgotten. Steinmetz examines the ways in colonial sociologists differed from the rest of the discipline -in many ways they represented its most dynamic cutting edge-and how their locations may have affected their intellectual agendas and scholarship. He explores the ways in which these sociologists networked and tracks their major intellectual innovations and influence as a group. He also explores the marginalization faced by both sociologists working in the colonies and those born there, while showing the ways in which they were able to overcome them. The specific challenges of colonial sociology-including some very strongly anticolonial colonial sociologists-shaped sociological theory in ways that are still dominant. Connecting the rise of all the social sciences with efforts by France and other imperial powers to consolidate control over their crisis-ridden colonies, Steinmetz argues that colonial research represented a crucial core of the renascent academic discipline of sociology, especially between the late 1930s and the 1960s. It was also the period in which the camera began to be widely available. Colonial authorities were quick to recognise the power of this new technology, which they used to humiliate defeated opponents and to project an image of supremacy across the world.Drawing on a wealth of visual materials, from soldiers' personal albums to the collections of press agencies and government archives, this book offers a new account of how conflict photography developed in the decades leading up to the First World War. It explores the various ways in which the camera was used to impose order on subject populations in Africa and Asia and to generate propaganda for the public in Europe, where a visual economy of violence was rapidly taking shape. In this book, Henry Sayre traces the origins of this usage in one of art history's most famous and racially charged paintings, Manet's Olympia. Masterfully researched and argued, this bold study reveals the extraordinary weight of history and politics that Manet's painting bears, and the presence of slavery at modernism's roots. Sayre shows that it was Émile Zola who introduced a new "law of values" to art criticism in an 1867 essay on Manet. Unpacking the intricate contexts of Zola's essay and of several related paintings of Manet, Sayre argues that Zola's use of the economic metaphor of "value" was doubly coded. On the one hand, it was a feint that deflected attention away from Olympia's actual subject and toward the painting's formal qualities.     Abstract: This book undertakes a thorough study of Reindeer in the Upper Pleniglacial and Tardiglacial societies in France. It addresses two main topics - the economy of animal resources within the societies and the exploitation of Reindeer organized within the annual cycle, in terms of space and time, between 30,000 and 14,000 cal BP in France. The author proposes an analysis and hypothesis regarding the economy of animal resources and the nomadic cycle of the last Paleolithic hunter-gatherer societies, in order to identify a "Reindeer system." The author discusses the relationship between Reindeer and human mobility and offers some conclusions regarding the annual cycles of nomadism. The volume scrutinizes the distinct eco systems in three regions and its effects on the movements of both human and animal. This book is of interest to zooarchaeologists and prehistorians.

    Abstract: "Women in Jazz: Musicality, Femininity, Marginalization examines the invisible discrimination against female musicians in the French jazz world and the ways women thrive as professionals despite such conditions. The author shines a light on the paradox for women in jazz: to express oneself in a "feminine" way is to be denigrated for it, yet to behave in a "masculine" manner is to be devalued for a lack of femininity. This masculine world ensures it is more difficult for women to be recognized as jazz musicians than it is for men-even when musicians, critics, and audiences are ideologically opposed to discrimination. Female singers are confined by the feminine stereotypes of their profession, while female instrumentalists must comport themselves into traditionally masculine roles. The author explores the academic and professional socializations of these musicians, the musical choice they make, and how they are perceived by jazz professionals as a result. First published in French by CNRS Editions in 2007 (and later reissued in paperback in 2018, with the author's postscript that "nothing much has changed"), Women in Jazz: Musicality, Femininity, Marginalization expands the conversation beyond the French border, identifying female jazz musicians as a discriminated minority all around the world"--

    Abstract: This book explores the creation and career of the French Constitution of 1795, operative from the start of the Directory until Napoleon’s takeover in 1799. It explores the composition, history and replacement of the French Revolution’s third Constitution through a focus on the speeches and writings of four sets of political voices discernible in late 1790s France. The four main chapters present these voices as Thermidorians, Conservatives, Republicans and Brumairiens. They reveal the intensity and breadth of the debates generated by the permanent tension between the Constitution and the many ongoing conflicts of the Revolution. Set within and beyond the government and the two legislative chambers, the debates feature numerous conflicts central to the French Revolution including the composition and functions of the public powers, the legitimacy of exceptional laws, the regulation of the press and freedom of religion. This sustained focus on the relationship between the political nation and the Constitution provides a fresh reading of the political culture of the Directory. Marcus Ackroyd was educated at the Victoria University of Manchester and Balliol College, Oxford. He has worked as a researcher, translator and writer on a variety of literary, legal and academic projects.

    Abstract: This edited book takes an interdisciplinary approach to shed light on the complex dynamics involved in the incidence of online hate speech against migrants in user-generated contexts. The authors draw on case studies from Finland, France, Germany, Italy, Poland and the UK, bringing together qualitative and quantitative analyses on user-generated online comments. The authors argue that online hate speech against migrants must be understood as a symptom of a representation crisis on migration, which can only be fully perceived through the study of the complex linguistic, interactional and connective processes within which it emerges. They focus on representations and shared meanings, community building and otherness, and delve into the role of network ecosystems in the process of the construction of public problems. This book will be of interest to undergraduate and post-graduate students as well as academics working on hate speech and migration studies in a variety of fields, and can also contribute to improving research protocols for automated analyses and detections of online hate speech. Angeliki Monnier is Professor in Information and Communication Sciences at Université de Lorraine, Metz, France, and director of the Centre for Research on Mediations (CREM).     Abstract: This book provides a critical analysis of visual images of British and international finance during the nineteenth century. Its focus is on the financiers themselves, contrasting the depiction of the respectable Merchant Princes with the less than perfect charlatans (white-collar criminals) who defrauded investors of millions. The breakdown of trust between financiers and investors that evolved during this period is represented visually in depictions of the emotional response of investors to the uncertain financial climate. Throughout the book a PEARL methodology has been used to critique the images reflecting the impact of any Publisher’s political bias, the Editorial and Artistic techniques used to convey the messages in the images, and the Legal context (especially a concern in countries such as France and Germany where censorship was strict). The book concludes that white-collar criminals were invariably secretly admired in Britain, and rarely severely satirised. Similarly, Merchant Princes were depicted favourably in Britain as members of the ruling elite during the latter half of the century. This is contrasted with the more extreme anti-monopolistic images in the US and the extreme anti-Semitic treatment of Jewish financiers in France and Germany. Henry Sless is currently a Research Associate at Henley Business School at the University of Reading, UK. He received a Master’s in historical cartoons from the University of Kent, UK, and a doctorate in visual images of finance in the Victorian era from the University of Reading.

    Abstract: Digital healthcare is heterogeneous along the entire treatment pathway, ranging from monitoring applications and artificial-intelligence-based diagnostics, to support for virtual reality surgery. Since the introduction of the Digital Health Act in Germany in early 2020, there has been a push toward digital innovative solutions, especially in the outpatient sector. This book analyzes current digital health law from an economic perspective, combining theory with real-world applications. It examines both the incentives and market access pathways for digital solutions and the price effects brought about by the new regulatory framework in Germany. Further, it discusses the difficulties in pricing due to the monopolistic BfArM register and negotiations with the association of all German health insurance companies.
