    Kurzfassung: Innerhalb der Vorkriegsgeschichte des Nationalsozialismus besitzt das Jahr 1938 Epochencharakter. Dafür legt die Untersuchung in vier großen Schritten das Publikationswesen eines schon immer "kleinen" akademischen Faches in der damaligen Zeit offen. Sie tut dies anhand der Figur des NS-Meinungspolizisten Matthes Ziegler im Amt Rosenberg aufgrund neuer Quellenerschließungen. Hinzu tritt die Beobachtung der Medienpräsenz des sogenannt Volkskundlichen in den dreißiger Jahren und die Erarbeitung der bislang unbekannten Verlagsgeschichte "Stubenrauch" aus Berlin-Leipzig-Wien sowie eine Geschichte der führenden Zeitschriften. Es geht um die völkische Fokussierung auf das Populäre und um hybride Märsche junger Anhänger des Nationalsozialismus durch die Institutionen, allesamt Anwärter für eine projektierte "Hohe Schule" am Chiemsee

    Kurzfassung: The Apsáalooke people, often referred to as the Crow, are known for their bravery and artistry, and their rich culture has developed over centuries in the Northern Plains. The Apsáalooke Women and Warriors project is a multi-format undertaking that presents a rich narrative of the Apsáalooke cultural past, figures the present-day Apsáalooke identity, and presents a vision for the future. Through writing, images, and sound, contemporary Apsáalooke artists and intellectuals convey the worldview of the Apsáalooke people, with each contributor offering a unique perspective. This book accompanies a multi-site exhibition at the Field Museum and the Neubauer Collegium. It combines images of contemporary and historic Apsáalooke cultural items and includes essays by Apsáalooke writers. While it works in concert with the exhibition, it also stands alone as a significant exploration of the iconography, lifeways, and cosmologies of the Apsáalooke people. All proceeds from this book will benefit Little Big Horn College in Crow Agency, Montana

    Kurzfassung: Following a collapse in the first quarter of 2020, economic activity in China has normalized faster than expected, aided by an effective pandemic-control strategy, strong policy support, and resilient exports. While swift, the recovery has been uneven, with domestic demand recovering more slowly than production and consumption more slowly than investment. Real GDP growth is projected to slow to 2 percent this year before accelerating to 7.9 percent in 2021, as consumer spending and business investment continue to catch up, along with improving corporate profits, labor market conditions, and incomes. The growth outlook is predicated on the assumption that well-targeted containment efforts supported by the gradual rollout of effective COVID-19 vaccines starting in early 2021 will continue to keep new infection rates low and prevent the resurgence of large-scale outbreaks. Economic rebalancing toward services, innovation and consumption driven growth has important spatial implications. This issue is at the heart of the exploratory analysis of the focus chapter in this report. While regional disparities in output, labor productivity, and income have narrowed since the mid-2000s, convergence was driven by a surge in investment in lagging regions. This has led to growing financial imbalances, mounting debt, and diminishing returns that constrained further investment-driven catch-up growth. Moreover, as China seeks to rebalance its economy from investment to a more innovation- and services-driven growth model, it will need to embrace the growth potential of its most developed and innovative metropolitan areas and city clusters, shifting the growth pole back to the coastal regions. Against this backdrop, policies to foster market integration and reduce spatial frictions in factor markets would enable a more efficient spatial allocation of labor and capital, harnessing the benefits of agglomeration and urbanization. Such a shift will inevitably create tensions with other policy objectives, notably the aim to reduce inequality. Therefore, it will need to be accompanied by fiscal policies to ensure a more equitable delivery of public services and investment in human capital to mitigate the very real consequences of resultant spatial disparities on people's lives and opportunities

    Kurzfassung: Though Belarus has achieved improvements in key health outcomes, it faces a growing burden of noncommunicable diseases (NCDs). Demographic processes in the Republic of Belarus are accompanied by a high rate of NCDs, with cardiovascular diseases (CVDs) being a leading cause of mortality and morbidity in the country. The objective of the Advisory Services and Analytics (ASA) was to help the government in developing an understanding of the vision on hospital optimization for 2021-2025, considering lessons learned from other Europe and Central Asian countries. The paper starts with Chapter 1, defining the epidemiological profile of Belarus, its burden of diseases, organization of hospital service delivery, and utilization of these services in a manner that sets the stage for the subsequent discussion; Chapter 2 on the explanation of the health financing mechanism in the country and provides information on imbalances in the financing of the health system in Belarus, referring to the Belarus Health Public Expenditure Review (2018); Chapter 3 of the paper describes the government proposal on the creation of the interregional centers (IRCs) and interdistrict centers (IDCs) and how these centers fit into the health care delivery system and their role and functionality; Chapter 4 shares international practice, to understand how countries such as Estonia, Finland, Denmark, Germany, Netherlands, and Australia are dealing with similar health care issues and how their health care services are organized to address cardiovascular morbidity and mortality; and Chapter 5 proposes some potential options for changes in the organization and delivery of hospital services, based on the discussions and issues raised in the previous chapters as well as on the analysis of hospitals in the two regions of Brest and Gomel

    Kurzfassung: In September 2017, Hurricane Irma devastated housing on the island of Sint Maarten. Between January and March of 2019, a World Bank team carried out this Rapid Housing Sector Diagnostic. The Diagnostic is based on information gathered during a one-week mission to Sint Maarten, desktop research, and analysis of drone- and street-view imagery gathered by the World Bank's Global Program for Resilient Housing. In the field, the team met with representatives of the government departments responsible for housing, as well as private sector players (developers, builders, engineers, banks, union representatives). The team also visited several social housing developments and informal settlements. Because this is the first assessment undertaken in Sint Maarten since the hurricane, housing data remains scarce. The Diagnostic's findings are therefore more qualitative than quantitative. They do, however, present a broad picture of the current state of the island's housing sector, which should be viewed as the start of a dialogue on housing with the Sint Maarten government, and as a foundation for the Bank to develop a longer-term engagement in the sector

    Kurzfassung: The reforms of the Colombian Health System in the last decade have sought to position primary health care (PHC) as an essential strategy to guarantee integrated and comprehensive care of the population's health needs. The Primary Health Care approach includes three integrated, interdependent components: health services, intersectoriality, and social participation in terms of empowering individuals, families and communities to take charge of their own health. Within this conceptual framework, Colombia has tackled the SARS CoV-2 (COVID-19) pandemic formally announcedby the World Health Organization (WHO) on March 11, 2020. This report examines the role of PHC in Colombia's preparation for, response to, and recovery from the pandemic. The main features of the pandemic affecting the country are described first, followed by observations stemming from analysis of the regulatory component, the healthcare services delivered, and the role of public health communication and surveillance. This review focused on: (a) assessing the status of implementation of the policy recommendations and action plan developed after the first review in 2006, as well as its impact on the accountancy profession, (b) assessing and identifying any emerging issues that relate to A and A practices that require strengthening, and (c) proposing policy recommendations to strengthen the profession.     Kurzfassung: Since the first case of COVID-19 was confirmed, on March 6, 2020, the Primary Health Care (PHC) system in Colombia has been on trial, displayinga variability in governance capacity across the national territory. The response of the Colombian health system to COVID-19 and the role that PHChas played highlight several of its strengths and weaknesses. Barriers to access to health services related to distance and cost perceived by the Colombian population have steadily decreased since 2010, while barriers corresponding to perceived quality of services have remained relativelyconstant. Although barriers have been reduced and the availability of services has increased in the Health Service Delivery Institutions (HSDI) of the country, aspects related to the quality of care they provide continue to show weaknesses such as in the continuity of care, adherence of providers to clinical guidelines and aspects of patient safety. In the system, inequities of access, quality and coverage of PHC services persist throughout the national territory. To achieve a high-performing PHC system, this report proposes a series of recommendations, including: (a) Implement a new model of care focused on PHC, which offers a comprehensive package of services and reflects the health needs of the population; (b) Prepare the next generation of technicians and health professionals in PHC to work in multidisciplinary teams, and (c) Use PHC as a strategy to reduce inequities in health

    Kurzfassung: The forest tenure assessment tool (FTAT) and user guide consists of an integrated set of methodologies and guidelines for assessing both why it is important to secure community-based forest tenure in a specific national or sub-national context, and what needs to be done to strengthen forest tenure in that context. It is a companion piece to the analytical framework (AF), developed during phase one of the securing forest tenure rights for rural development initiative. The AF highlights the relevance of secure community-based forest tenure to sustainable development goals (SDG), and presents a set of key elements derived from evidence and best practice in securing community forest tenure. Community-based forest tenure is important because tenure security is key in achieving a range of SDGs. One part of the assessment methodology presented asks, why forest tenure reform? It focuses on consolidating country-specific evidence of the linkages between community-based forest tenure security and several, particularly relevant SDG. The methodology involves exploring opportunities to achieve development goals by strengthening tenure security, as well as risks to the achievement of development outcomes where tenure is insecure. This part of the methodology is aimed at developing policy rationales for dialogue with high-level decision-makers in governments and the World Bank. A second part of the methodology presented here examines how to secure collective forest tenure and focuses on assessing the current status of community tenure security in forest areas. The objective is to enable participatory diagnostic assessments of the strengths and weaknesses of current land and forest tenure frameworks, capacities, and implementation processes. This assessment tool is designed for anyone interested in understanding and strengthening community-based tenure security in forest landscapes in any country or region. The following sections provide an overview of the two part assessment methodology for understanding the why and how dimensions of community-based forest tenure in section two; step-by-step process guidelines for conducting assessments in section three; a final section that identifies five broad categories of Bank products and services that can benefit from the FTAT and a range of modalities of implementation that vary in cost and duration in section four

    Kurzfassung: Real GDP growth exceeded 6 percent during the two years before COVID-19 (coronavirus) struck, supported by rebounding confidence, investment, low interest rates, and growing tourism. Investment accounted for over 22 percent of GDP in 2019, three-fifths of which was private. The tourism market had weathered the collapse of Thomas Cook UK and expanded into new markets. Industry was the fastest-growing sector in 2019, partly due to the issuance of oil-prospecting licenses, but also due to strong investment in construction fueled by remittances from the diaspora. On the other hand, agriculture had contracted, affected by erratic rainfall and the late supply of inputs. Tourism arrivals had started the year in line with 2019 but collapsed by 50 percent in March and are expected to fall by 63 percent in 2020. However, official remittances grew at record pace in the second quarter, perhaps due to travel restrictions closing informal channels. Favorable rainfall, good access to inputs, and few pest outbreaks bode well for agriculture. It registered the lowest fiscal deficit since 2009 and a primary surplus after 2009. This came despite increased expenditure, as revenues rose due to increased excises and levies and improved revenue administration capacity. Both budget and project grants also increased. The Government continues to make large transfers to state-owned enterprises (SOEs), however, the fiscal burden of which is estimated to be around 6 percent of 2019 GDP. Pressures from COVID-19 saw the deficit rise in the first half of 2020 although the tax authorities still managed to exceed their revised collection targets. Tax exemptions, although declining, continue to be sizeable-without discretionary exemptions, the deficit in the first half of 2020 would have been reduced by 0.7 percent of GDP. Non-tax revenue has been boosted by one-off items such as the sale of assets, which partly compensated for the tax decline. The Government initially responded to pandemic-related spending pressures through budgetary reallocation. In July, the National Assembly passed a supplementary bill aimed at providing further relief and stimulating recovery

Hoping to provide jobs in places with little economic activity, governments have designated new industrial zones supported by spatially targeted business incentives.Yet the results of these place-based initiatives in MENA are limited. The disparities between capital cities and lagging areas, and between richer and poorer quarters of cities, remain stark. Across much of the region, a fortunate few are connected to opportunity, while many more people are marginal to the formal economy-or live outside it, seemingly forgotten. These factors can be accommodating or constraining for firms and play an important role in whether an economy's private sector will thrive or not.     Kurzfassung: In June 2014, armed conflict between the government and armed groups began to spread across much of the Republic of Yemen. The conflict, which escalated in March 2015, has caused major loss of life, internal displacement, and damage to infrastructure and service delivery throughout the economy and society. To understand the effect of the evolving conflict on the Yemeni people and estimate preliminary recovery and reconstruction needs, the World Bank Group (WBG), in close cooperation with the Government of Yemen (GoY), initiated the multi-phased Yemen Dynamic Needs Assessment (DNA) in September 2015. This assessment is the third phase in the series of DNAs that the WBG has conducted since 2015. It was conducted in 2018, and updated in 2020. The key objective of the third phase of the Yemen DNA is to provide the WBG, the GoY, and the international community with an update on the impact of the crisis on the population, physical assets, infrastructure, service delivery, and institutions of the Republic of Yemen. It also provides a preliminary estimate of the need for reconstruction of physical infrastructure and restoration of service delivery that may be useful in planning recovery. Temporal scope: Damage and needs were calculated according to a March 2015 baseline situation, compared to data and information collected as of January 2020. Sectoral scope: The assessment is conducted for the following 12 sectors: education, food security, governance, health, housing, information and communications technology (ICT), power, social protection, social resilience, solid waste management, transport, and water and sanitation (WASH). Geographic scope: The third phase of the Yemen DNA is primarily a city-level assessment for the following 16 cities: Ad-Dhale, Aden, Al Hazm, Amran, Bayhan, Dhamar, Hodeidah, Khoka, Lahj, Lodar, Ma'rib City, Mocha, Rada'a, Sa'da, Sana'a, and Taiz. Whenever sufficient and accurate information was available, the assessment was extended to cover the governorates in which the target cities are located.     Kurzfassung: This note presents the results of the second round of a nationally representative telephone survey (HFPS). Data collection took place between July 20 and August 14, 2020. The 1,968 households that were successfully interviewed during the first round were called and 1,860 (94.5 percent of the 1,968) were interviewed with success in the second round. In addition, 242 additional household were sampled in the rural strata during the second round, in order to increase representativeness in this area. Of the 242 households in the sample, 177 households (73.14 percent of 242 attempts) were contacted and interviewed successfully. The entire sample of the second round includes 2,037 households. For this second round, the questionnaire includes two key modules that were already administered in the first pass, namely, access to food and basic services (health, education, et cetera), and employment and income. Four new modules are added, covering the following themes : food security, shocks, fragility, conflict and violence

    Kurzfassung: The Mozambique country procurement assessment based on the methodology for assessing procurement systems (MAPS II) methodology was carried out from September 2018 to June 2019, at the initiative of the Government of Mozambique (GOM) through the functional unit for supervision of procurement (UFSA). MAPS II methodology, 2018 is a universal tool reflective of leading international procurement practice that serves as a guide towards sustainable and inclusive public procurement (PP) reform. Mozambique government decided to benefit from MAPS II upgraded analytical framework in order to get more visibility into the PP existing challenges and opportunities that lie ahead. Based on these findings, a comprehensive and inclusive strategic plan was formulated to guide the way forward, towards improved procurement outcomes. The assessment of the Mozambique PP systems against the criteria set out in the MAPS II methodology, confirmed the progress achieved in the establishment of the legal and institutional framework for PP. The focus of this report is the core government procurement under the Regulamento, while briefly addressing PP under the state owned enterprises (SOE) and public private partnership (PPP) laws

    Kurzfassung: Conceived in order to provide a crucial baseline in research on internationalization in MENA, this report draws on available data to respond to both a real need for regional analysis and a direct demand from stakeholders, including tertiary education institutions in the region. Encouraging internationalization to be mainstreamed throughout MENA is the objective that this report seeks to achieve by way of stimulating regional policy dialogue on the subject. The report presents some global trends in internationalization and details its main benefits, before providing an overview of the current status of internationalization in the MENA region, including an in-depth analysis of student mobility. In its reflections on the way forward for the region, the report situates its recommendations in the context of COVID-19, within which, despite serious challenges due to a lack of attractiveness of the region, MENA may find a key opportunity. It suggests that adapting to the "new normal" through the deeper implementation of internationalization "at home" - a dimension that does not require physical mobility and, being implemented within domestic environments, has a much wider reach - may help enable the region to make strides towards catching up on the internationalization agenda

    Kurzfassung: Through successive royal speeches and digital transformation strategies, Morocco has identified the digital transformation of government, the economy, and society as high priorities for the country's new development model and for strengthening the social contract between the state and citizens. This case study examines the data governance ecosystem in Morocco by applying a regional assessment tool developed the World Bank's Middle East and North Africa (MENA) tech initiative. The case provides an assessment of existing practices to optimize the management and generation of data for development outcomes. Morocco has the opportunity to achieve its strategic digital transformation aspirations by reinforcing and effectively implementing a robust technical infrastructure and policy, legal, and regulatory framework for data governance to enable trusted data collection, processing, and (re)use by government, civil society, and the private sector. Enabling effective implementation of this data governance framework and better use by civil servants and individual users will also require investment to build institutional capacity and digital skills of all actors in the data ecosystem. Finally, an inclusive communications and dissemination campaign to increase public awareness and acceptance, can foster trust in data use in a country and region with a fragile social contract

    Kurzfassung: In 2018, Indonesia's poverty rate fell below 10 percent for the first time; poverty rates had halved over the previous two decades, driven in large part by strong economic growth in the country. Continued economic growth, rather than changes in distribution, will continue to be a key driver of poverty reduction. The objective of continued economic growth and poverty reduction is apparent in the Government of Indonesia's new medium-term development plan (Rencana Pembanguanan Jangka Menengah Nasional or RPJMN) (2020-2024). Investments in gender equality to close specific gender gaps have the potential to contribute to greater economic growth for Indonesia, thereby contributing to further poverty reduction. The objectives of this report are to review the current status of gender equality and women's issues in Indonesia; and to provide an evidence base for the Indonesian Government on specific actions and priority responses needed to close gender gaps to drive the growth and human capital potential of the country. Specifically, the assessment focuses on areas where demonstrated improvements in gender equality can contribute to economic growth, both in the short term through improvements in economic participation, but also over the medium term through investments in human capital. The report starts by providing the assessment framework and context to understand patterns of gender equality in Indonesia in chapter one and chapter two. It then moves to a discussion on women's economic participation to elucidate the key factors underlying these current trends in chapter three, before moving to a discussion of the current areas Indonesia will need to address to ensure the equivalent human capital accumulation of women across the country in chapter four. It then summarizes some of the early dual health and economic impacts of the novel coronavirus (COVID-19) pandemic in chapter five, before providing a set of strategic priority actions to advance the country's growth and poverty reduction objectives through investments in gender equality in chapter six

This note argues that, given the benefits of trade and technological developments outlined herein, the time is right to move from cooperation agreements towards the operationalization and implementation of trade by developing the necessary institutional and regulatory building blocks. Innovative technologies and wider economic trends are converging in new ways that amplify synergies within traditional energy sectors (such as oil, gas, and power) and foster emerging sectors such as hydrogen. Subsequent sections will review the state of electricity and gas trade in the region; sub-regional initiatives to promote interconnections and market integration; and prospects for these sectors. The Sudanese authorities attempted to act quickly in the face of the spreading virus. In March 2020 the government established a high-level emergency committee to oversee the operations to deal with the Coronavirus (COVID-19) pandemic. The government imposed closure of schools, airports, ports, and land crossings, banned travel between states, and prohibited mass gatherings. A partial lockdown was imposed in Khartoum State in mid-March 2020. Restrictions on movement are expected to make the economic situation worse, with commodity prices soaring across the country. The rapid spread of Coronavirus (COVID-19) in Sudan and the government's containment measures could negatively affect household welfare including loss of employment and income, decreased access to basic commodities and services, and food security. The objective of the Sudan high frequency survey on Coronavirus (COVID-19) is to quickly collect household (and firm-level) information, using phones, to monitor the crisis and assess the dynamics of the impacts of Coronavirus (COVID-19) on households and micro, small and medium enterprises [MSMEs] in Sudan. The survey will help inform dialogue and mitigation measures. The survey focuses on the socioeconomic impacts of Coronavirus (COVID-19) on households in urban and rural areas and provides near real-time data, supporting an evidence-based response to the crisis

    Kurzfassung: One of three kingdoms in Africa, the Kingdom of Eswatini (formerly Swaziland) is a small, homogeneous, and landlocked country that is quasi-enclaved within South Africa. Eswatini is one of the world's most trade-dependent economies, with South Africa as its most important trading partner. The COVID-19 pandemic is expected to worsen Eswatini's growth outlook in the near to medium term, which will exacerbate the triple problems of high unemployment, poverty, and inequality. Eswatini has high levels of poverty and income inequality, which are not commensurate with its middle-income status. This Systematic Country Diagnostic views addressing inequality of opportunity, manifested in people's unequal access to assets, markets, services, and rights, as central to accelerating poverty reduction and shared prosperity in Eswatini. To this end, it identifies five interconnected, broad priority policy areas that could potentially make the greatest contribution to eliminating extreme poverty and boosting shared prosperity. These are: (a) strengthening macroeconomic management; (b) diversifying the economy and creating jobs; (c) strengthening human capital and the inclusive delivery of public services; (d) improving resilience to natural disasters and economic shocks; and across these four areas, (e) demonstrating credible commitment to transparent and effective policy implementation

    Kurzfassung: The COVID-19 (coronavirus) pandemic created an urgent need for timely information to help monitor and mitigate the social and economic impacts of the crisis. This information is essential to inform policy measures for protecting the welfare of Zimbabweans. Responding to this need, the Zimbabwe Statistics Agency (ZIMSTAT), together with the World Bank and UNICEF, designed a high-frequency telephone survey of households to measure the socio-economic impacts of COVID-19 in Zimbabwe. The survey builds on the Poverty, Income, Consumption and Expenditure Surveys (PICES) of 2017 and 2019 and used a sample of 1747 households in round 1 and 1639 households in round 2 from all ten provinces of Zimbabwe. The sample is representative of urban as well as rural areas. This survey is referred to as the Rapid PICES Monitoring Telephone Survey and is jointly funded by the Zimbabwe Reconstruction Fund (ZIMREF) and UNICEF, and implemented by ZIMSTAT with technical support from the World Bank and UNICEF. This brief report summarizes the results of the second round of the Rapid PICES, conducted from August 24th to September 23rd, 2020, and compares them to the findings of the first round conducted between July 6th and 24th, 2020. Computer-Assisted Personal Interviewing (CAPI) was used for data collection. An overview of the findings of the key indicators for both rounds is provided at the end of this note

The domestic financial sector is also exposed to a higher risk of growing non-performing loans if support measures are withdrawn

    Kurzfassung: he COVID-19 pandemic has abruptly interrupted more than two decades of sustained socio-economic progress in Morocco. In 2020 the country will suffer its first recession since mid-1990s, and the economic contraction registered in the second quarter (broadly coinciding with the confinement) is the largest on record. This is the result of the combined supply, demand and external shocks triggered by the pandemic, but also of the effects of adverse weather conditions on agricultural output. The crisis is having a severe impact on jobs and household incomes, generating a spike in unemployment and a deterioration of poverty and vulnerability indicators. Although the Moroccan economy exhibits some signs of recovery, the situation remains fragile given that epidemiological trends are worse now than they were during the first wave of contagions

    Kurzfassung: Tunisia is expecting a sharper decline in growth than most of its regional peers, having entered the COVID-19 (coronavirus) crisis whilst already experiencing slow growth and rising debt levels. After an expected 9.2 percent contraction in 2020, growth is temporarily expected to accelerate to 5.8 percent in 2021 as the pandemic's effects begin to abate, before returning to a more subdued growth trajectory at around 2 percent by 2022, reflecting pre-existing structural weaknesses. With this, some of the past gains in job creation and poverty reduction will be lost as unemployment edges up and the share of the population vulnerable to falling into poverty increases. In this difficult context, restoring the credibility of the macroeconomic framework is a critical next step for Tunisia to successfully navigate its way through this crisis and lay the foundation for a more durable recovery in growth.     Kurzfassung: Coronavirus 2019 (COVID-19) has highlighted the need for accelerating digital adoption in Burundi. Burundi's current sectoral strategies acknowledge the importance of investing in digital technology. However, these lack an overarching approach with an actionable roadmap and clear resources behind it. Burundi's mobile network coverage and mobile broadband uptake continues to be characterized by a stark urban-rural divide. Digital platforms are paramount in connecting people, businesses, and the government - enabling both transactions and the exchange of information, goods, and services in more efficient and convenient ways. At present Burundi's digital entrepreneurship sector remains embryonic, hampered by barriers such as limited ecosystem support and weak access to financing. Whether through the provision of public services closer to its citizens with digital platforms, or through increased financial inclusion enabled by digital financial services and dynamic digital ecosystems, Burundi stands to gain from a continued investment in the foundations of its digital economy. Chapter one gives introduction. Chapter two reviews cross-cutting factors that affect the strategic, institutional, and regulatory environment for the digital agenda in Burundi. The report proceeds to explore the five foundational pillars of the digital economy, in more depth. Chapter three looks at the access, quality, and usage of digital infrastructure, as well as the dynamics of the connectivity market, including what it will take to get more Burundians online. Chapter four discusses the current state of digital skills attainment and coverage. Chapter five analyzes the current application and scope for expanding the use of digital platforms - both in the public and private sector. Chapter six examines the state and uptake of digital financial services (DFS) among individuals, businesses and by government.     Kurzfassung: In 2020, the country experienced its sharpest recession in twenty years due to the impact of a triple shock related to the direct health impact of the pandemic; the economic impact of domestic restrictions on movement; and the impact of a synchronized global recession on Malaysia's tradeable sectors. Malaysia's economy is projected to grow by 6.7 percent in 2021, after contracting by 5.8 percent in 2020. However, the rebound in economic activity is subject to numerous uncertainties such as the deployment of an effective vaccine and the robustness of a rebound in global growth. Notwithstanding a growth rebound in 2021, Malaysia is not expected to recover fully from the shock of COVID-19 within the next few years. The Malaysian government has delivered a series of economic response packages to mitigate the impact of the crisis. Public policies, including cash transfers, wage subsidies and loan moratoria, have helped reduce the impact of the pandemic on vulnerable households and firms. While these measures have been vitally necessary, they have been implemented at a time when the government is experiencing a dramatic decline in revenues, creating a challenge to the medium-term fiscal outlook. Like governments across the world, Malaysia has depleted much of its available fiscal space and will exit the crisis with a larger burden of debt and contingent liabilities. This has resulted in difficult intertemporal constraints for the government to further expand expenditures on relief measures and consumption-supporting stimulus today, which may leave the government less equipped to invest in lasting recovery and growth tomorrow without the support of a stronger revenue base. When the current situation stabilizes and recovery becomes more entrenched, the government should refocus its fiscal policy to rebuild buffers against future shocks and to sustain public financing for inclusive, long-term growth. Addressing the fiscal legacies of the present crisis and the pre-existing structural weaknesses constraining the governments' ability to sustainably finance shared prosperity will require comprehensive medium-term plans to enhance revenue mobilization

Trade facilitation measures are non-discriminatory and apply to all traders in their design; however, these measures may not necessarily impact or benefit all traders in similar ways. There is a global lack of data on how trade facilitation interventions impact traders by gender at the firm level. There is also a global vacuum of knowledge of the exact proportion of cross-border traders that are women. Few countries, if any, can easily confirm the number of women that undertake cross-border trade in their respective countries. This note presents findings of the survey work in Timor-Leste. Timor-Leste is a small island country within the Malay Archi-pelago. It includes the enclave of Oecussi-Ambeno, situated on the Western (Indonesian) part of the island and the islands of Atauro and Jaco. There are ports on Oecusse and Atauro Island that provide domestic ferry traffic, and Dili Port operates as the only international port for Timor-Leste. Indonesia is Timor-Leste's biggest trading partner

    Kurzfassung: Over the past several decades, robust economic growth and sustained poverty reduction have made the Dominican Republic (DR) a regional success story, yet the country's adolescent pregnancy rate remains far above the average for Latin America and the Caribbean (LAC) and is closer to the levels observed in Sub-Saharan Africa (SSA). Adolescent pregnancy poses severe risks to girls and young women, including elevated rates of maternal1 and child mortality, and is strongly correlated with sexual abuse and domestic violence. This report analyzes the DR's persistently high rate of adolescent pregnancy, identifies its main determinants and consequences, and evaluates the effectiveness of policies and programs designed to help reduce adolescent pregnancy and mitigate its adverse personal and social impacts. This report presents a set of stylized facts on adolescent pregnancy in the DR and uses an econometric model to estimate the statistical significance of risk factors for adolescent pregnancy and its negative effects at the individual and household levels. Finally, an assessment of early adolescent versus late adolescent pregnancy reveals important differences in their causes and implications

    Kurzfassung: Air pollution is a major cause of death and disease. 'Ambient air pollution' refers to contamination of outdoor air; 'household air pollution' refers to contamination of indoor air. Ambient (or outdoor) air pollution is the world's leading environmental risk to health and the cause of morbidity and mortality from diseases such as ischemic heart disease, lung cancer, chronic obstructive pulmonary disease, stroke, and pneumonia. Most deaths related to air pollution are caused by human exposure to fine inhalable particles or fine particulate matter, also known as PM2.5. An estimated 4.1 million people died prematurely worldwide in 2016 due to exposure to outdoor PM2.5. About 90 percent of those deaths occurred in low- and middle-income countries. This report provides an estimate of the global, regional, and national costs of health damage-that is, premature mortality and morbidity-from exposure to ambient PM2.5 air pollution in 2016. Using the estimates of mortality and morbidity from ambient PM2.5 published in the Global Burden of Disease 2016 study, this report estimates the global cost of premature mortality and morbidity from exposure to ambient PM2.5 air pollution to be USD 5.7 trillion in 2016, equivalent to 4.8 percent of global gross domestic product in the same year. Global health crises further highlight the need for continued action in addressing a global and cross-cutting challenge such as air pollution. The current global COVID-19 pandemic underscores the importance of reducing air pollution through preventive and abatement measures. People who contract COVID-19 and have underlying medical problems such as heart disease, lung disease, and cancer, which are also associated with air pollution, are at a higher risk of developing serious illnesses that could lead to death

    Kurzfassung: The Philippine Parametric Catastrophe Risk Insurance Program (the 'parametric program') represents a key milestone in this partnership. In July of 2017, the Philippines placed on the international financial markets a portfolio of catastrophe risk that transferred typhoon and earthquake risk from the Philippines through the World Bank to the international reinsurance market in local currency. In 2018, the GOP purchased a second insurance policy, doubling the amount of coverage. The two-year pilot has now ended, although many of the lessons learned and technical work undertaken have proved useful in the subsequent preparation and placement of the GOP catastrophe (CAT) bond in December 2019. As part of closing this activity, the World Bank commissioned a lessons-learned evaluation to help all par ties involved better understand the successes and challenges of the program, and guide their continued efforts to improve financial preparedness to disasters in the Philippines. The evaluation is also mean t to build the evidence base on parametric insurance and allow for knowledge sharing with similar programs that are being explored or implemented in other countries.     Kurzfassung: Romania's income per capita has increased from 26 percent of the EU-28 average in 2000 to 63 percent in 2017, but this economic success rests on the wobbly foundations of unfavorable demographics, weak human capital, and ineffective institutions. Going forward, stronger competition and better human capital are critical to increasing the economy's growth potential. Romanian manufacturing arms are exposed to domestic and international competition, ensuring the allow of resources and market shares to more efficient players. This has not been the case for services, where anticompetitive regulations and direct state control often limit efficiency gains. Romanian state-owned enterprises do not compete on an equal footing with private sector firms, distorting market outcomes and hampering the efficient allocation of resources. Removal of these restrictions would have a significant positive impact on GDP growth. Competitively neutral policies are needed to ensure that all enterprises, public or private, domestic or foreign, face the same set of rules. Romania's human capital accumulation--proxied by the World Bank's Human Capital Index (HCI)--is the lowest in the European Union and varies widely across counties. Disparities in education outcomes remain relevant across and within regions of Romania. Learning gaps in primary and secondary education persist. These can be seen clearly between urban and rural areas, across regions, and across social groups, requiring changes both at the systems level and at the learning-center level. In the labor market, the automation of production processes has started driving demand for higher levels of cognitive skills, while jobs involving the routine application of procedural knowledge are shrinking in number. A paradigm shift would require reforms in primary and secondary schooling, in addition to more targeted actions, to establish an effective skills development system to bolster human capital

Recent developments, including a new oil price shock, and the outbreak of the Covid-19 epidemic will push the region into recession. Many countries are struggling to contain the spread of the Covid-19 epidemic while avoiding a dramatic decline in economic activity. The report analyzes how to think about this tradeoff. It estimates the potential health costs, assesses the effectiveness of diverse containment strategies, and discusses how large the economic cost could be. The current crisis is unprecedented because it combines a fall in global demand, tighter financial conditions and a major supply shock. The response needs to consider how to socialize the losses, how to prevent a collapse of the financial sector, how to protect jobs and livelihoods, and how to manage and divest the assets that will inevitably end up in the hands of the state

    Kurzfassung: Growth in the developing East Asia and Pacific region slowed sharply in 2020Q1 because of the negative impact of the Covid-19 on economic activity. The decline has been broad-based reflecting the interconnectedness of the EAP economies and reverberations from the global economy as the virus turned into a pandemic. The Covid-19 outbreak followed an extended period of subdued growth in the region amid multiple external headwinds and heightened trade policy uncertainty. China and other regional economies have implemented monetary and fiscal policy measures to mitigate the negative impact of the outbreak. Growth in the East Asia and Pacific (EAP) region is projected to slow from 5.8 percent in 2019 to lower-than-expected [5.2 percent in 2020], reflecting the expected negative effects of the COVID-19. In this baseline scenario, which is subject to significant uncertainty, growth in the region is expected to recover to [5.6 percent in 2021], as the impact of Covid-19 gradually dissipates. In the medium-term regional growth is expected to continue its downward trend reflecting multiple structural headwinds. Policymakers should focus on designing economically efficient transmission control policies that consider both the marginal costs and the marginal benefits of preventive measures. Such policies would ideally be based on countries' preparedness and exposure as well as economic circumstances. Targeted fiscal and monetary polices can help reduce the economic disruption caused by COVID-19 in the short term. In the medium-term, there is need to restore depleted buffers, address sources of financial instability, and invest in preventing and coping with infectious disease. Given the growing interdependence between EAP countries, coordinated policies and investments could increase resilience to shocks

    Kurzfassung: The International Comparison Program (ICP) is a worldwide statistical initiative led by the World Bank under the auspices of the United Nations Statistical Commission. It produces comparable price and volume measures of gross domestic product (GDP) and its expenditure aggregates across economies. Through a partnership with international, regional, sub-regional and national agencies, the ICP collects price data and GDP expenditures to estimate purchasing power parities (PPPs) for the world's economies. The report provides ICP results for the benchmark year 2017 and revised results for earlier years. ICP data are used for socio-economic analyses by researchers, academics, policy makers at the national and international levels, and by organizations such as the European Union, the International Monetary Fund, the Organization for Economic Co-operation and Development, the United Nations, and the World Bank. Notably, PPPs and ICP data are used in indicators monitoring progress towards eight goals of the United Nations' 2030 Agenda for Sustainable Development, the World Bank's international poverty lines, and the construction of the Human Development Index by the United Nations, among others. The use of PPPs continues to grow and the ICP website (icp.worldbank.org) lists many applications of the data by the development community, academia, media and others

    Kurzfassung: The COVID-19 (coronavirus) pandemic created an urgent need for timely information to help monitor and mitigate the social and economic impacts of the crisis. This information is essential to inform policy measures for protecting the welfare of Zimbabweans. Responding to this need, the Zimbabwe Statistical Agency (ZIMSTAT), together with the World Bank and UNICEF, designed a high-frequency telephone survey of households to measure the socio-economic impacts of COVID-19 in Zimbabwe. The survey builds on the Poverty, Income, Consumption and Expenditure Surveys (PICES) of 2017 and 2019 and uses a sample of 1747 households from all ten provinces of Zimbabwe. The sample is representative for urban as well as rural areas. This survey is referred to as the Rapid PICES Monitoring Telephone Survey and is funded by the Zimbabwe Reconstruction Fund (ZIMREF), and implemented by ZIMSTAT with technical support from the World Bank and UNICEF. This brief report summarizes the results of the first round of the Rapid PICES, conducted between 6th and 24th July, 2020. The telephone interview lasted for 25 minutes on average and covered topics such as knowledge of COVID and mitigation measures, access to and participation in educational activities during school closures, access to basic necessities, employment dynamics, income losses, food security and assistance received. The plan is to repeat the interviews every 4-6 weeks. Computer Assisted Personal Interviewing (CAPI) was used for data collection

    Kurzfassung: Mangroves provide essential ecosystem functions and services that support coastal communities. Despite their importance, they have been degraded and removed globally resulting in loss of resilience of coastlines, their communities, and economies. Myanmar in particular has suffered from high levels of mangrove loss and has the highest current rate of mangrove loss among mangrove holding nations. The role of mangroves in protecting coastlines and communities from storms and flooding, regulating carbon and nutrient cycles, and supporting fisheries has been well established. Yet, the effects of deforestation have resulted in lowering the capacity of mangrove forests to effectively act as a buffer against waves and storm surges. With the development goal of enhancing economic and environmental conditions, in 2016 the government launched the Myanmar Reforestation and Rehabilitation Program (MRRP 2017- 2026). The MRRP aims to create impact through a shift from degraded forests to better quality forests and income improvement of local communities. This study comprises intensive data collection, including mapping and on-ground assessment of mangrove resources, detailed household surveys on how community members use mangroves and what incomes they receive, accumulation of knowledge of costs for restoration, and management activities by governments and non-government organizations

As Coronavirus (COVID-19) cases surged, stricter measures were enforced in Fall 2020 and new social transfers were announced. This Iran Economic Monitor (IEM) provides an update on key economic developments and policies. It examines these economic developments and policies in a longer-term and global context, and assesses their implications for the outlook for the country. Its coverage has ranged from the macroeconomy to financial markets to indicators of human welfare and development. The Special Focus chapter of this report presents recent poverty figures and assesses the welfare and poverty impacts of the Coronavirus (COVID-19) pandemic in Iran

    Kurzfassung: This briefing note presents some recent developments in satellite-based earth observation (EO) and how new and disruptive technology can improve understanding on tropical dry forests. It focuses on tools and algorithms developed by the Satellite Monitoring for Forest Management (SMFM) project financed by the Global Environment Facility (GEF) and implemented by the World Bank in 2017-2020. This note summarizes the key aspects on using satellite data in dry forest monitoring and its target audience is senior forest managers, policy makers and other users of forest data. For more technology focused audience, the SMFM project also prepared a series of other documents: i) good practice guidance - a guidance document for dry forest assessment and monitoring; ii) validation compliance report; iii) project implementation summary; and iv) working practice document (manual) for each tool developed under the project

    Kurzfassung: The COVID-19 pandemic had a significant adverse impact on the Tajik economy. Real GDP growth slowed to 4.2 percent year-on-year in the first nine months of 2020, compared to 7.2 percent a year earlier. Restrictions on labor mobility and economic activity at home and abroad resulted in lower migrant remittances, weaker consumer demand, and reduced investments. Although exports enjoyed a record global demand for gold, the domestic market collapsed, suggesting a more severe impact of COVID-19 on domestic jobs and incomes. A growing share of the population reported reducing their food consumption, and the inability of previously returned migrants to travel abroad led to a significant increase in the unemployment rate. The healthcare system faces unprecedented pressure to accommodate a sudden influx of patients. International financial institutions and partner countries rushed with financial and in-kind aid to help Tajikistan contain the pandemic's impact. In an effort to ameliorate the economic fallout, the authorities deferred tax collections, boosted health and social spending, and eased monetary policy. They established an interagency task force to address health challenges emerging from the pandemic
