    Kurzfassung: This report assesses the elaboration and implementation of SME policy in eight Middle East and North African economies of the southern Mediterranean shore. The assessment is structured according to the ten policy principles covered in the Small Business Act for Europe (the SBA). One of the main findings is that over the last five years there has been progress in SME policy elaboration and implementation in spite of the political and economic turmoil. However, that progress has been modest, incremental and uneven across economies and dimensions. Political and economic stability, as well as institutional development, had a major impact on policy performance.

    Kurzfassung: The SME Policy Index is a benchmarking tool designed for emerging economies to assess SME policy frameworks and monitor progress in policy implementation over time. The Index has been developed by the OECD in partnership with the European Commission (EC), the European Bank for Reconstruction and Development (EBRD), and the European Training Foundation (ETF) in 2006 for the Western Balkans. The South East European Centre for Entrepreneurial Learning (SEECEL) joined as an additional partner in 2014. The SME Policy Index has since 2006 been applied in four regions and nine assessment rounds overall. The SME Policy Index: Western Balkans and Turkey 2016 presents the results of the fourth assessment of the Small Business Act for Europe in the Western Balkans and, since 2012, Turkey. The assessment framework is structured around the ten principles of the Small Business Act for Europe (SBA). It provides a wide-range of pro-enterprise measures to guide the design and implementation of SME policies based on good practices promoted by the EU and the OECD. The Index identifies strengths and weaknesses in policy design, implementation and monitoring. It allows for comparison across countries and measures convergence towards good practices and relevant policy standards. It aims to support governments in setting targets for SME policy development and to identify strategic priorities to further improve the business environment. It also helps to engage governments in policy dialogue and exchange good practices within the region and with OECD and EU members.

    Kurzfassung: This report provides an in-depth analysis of major reforms undertaken between 2014 and 2018 to promote micro, small and medium-sized enterprise development in Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the Palestinian Authority and Tunisia. The report focuses on five strategic areas for SME policy making: SME definitions, statistics and institutions; improving business environments for SMEs and entrepreneurs; fostering access to finance; nurturing start-ups and SME growth; and the development of entrepreneurial human capital. The report aims to showcase good practices and to point to areas where more efforts are needed. It provides valuable guidance for governments, private sector organisations, multilateral bodies and other stakeholders to intensify their efforts to support SMEs as essential vehicles for jobs and competitiveness. This is particularly relevant in a region striving to boost economic diversification, employment creation and the inclusion of youth and women in the economy. The report is the result of a process of close collaboration among governments, the OECD, the European Training Foundation and the European Commission.
