    Kurzfassung: OECD governments have long assigned a high priority to improving conditions for access to finance for new, innovative and fast-growing SMEs and established firms pursuing expansion. This report analyses the potential and challenges of mezzanine finance for addressing diverse financing needs of SMEs and entrepreneurs, highlighting the advantages and costs in relation to other financing techniques. It is the first in a broader series of studies to map and analyse the full range of financing instruments for SMEs alternative to traditional bank credit. It describes the types of SMEs – or stages in their life cycle – for which mezzanine finance is best suited and the ways in which it is used to finance SMEs, comments on the evolution of mezzanine finance in the wake of the financial crisis, and analyses policy approaches to support its broader use.

    Kurzfassung: This paper discusses the financial systems of OECD Enhanced Engagement Countries (EE5: Brazil, China, India, Indonesia, and South Africa). Rather than providing a comprehensive survey of each financial system, it is designed to highlight some of the salient features of EE5 financial systems, emphasising those aspects of the system that these countries have in common and those that are different from those in OECD countries. While there are significant differences among EE5 countries, this group shares some distinctive characteristics. EE5 have relatively lower financial assets/GDP ratios and their financial intermediation remains relatively bank dominated and less international. Equity markets have reached proportions comparable to those of OECD countries, but fixed income markets (especially private debt markets) remain relatively backward. At the same time, the financial systems of EE5 countries have been developing rapidly supported by steady reforms. Going forward, many institutions outside OECD countries are likely to become bigger players in financial markets, and the emergence of large asset holdings, rising shares of world equity and bond markets and the emergence of powerful financial institutions in new regions of the world are likely to influence the contours of the world financial system in years to come.

    Kurzfassung: A significant number of entrepreneurs and small and medium-sized enterprises (SMEs) could use funds productively if they were available, but are often denied access to financing. This impedes their creation and growth. The "financing gap" was the subject of the OECD Global Conference on "Better Financing for Entrepreneurship & SME Growth", held in Brasilia, Brazil in March 2006. This book presents a synthesis of the Conference discussions on the credit and equity financing gaps, as well as on private equity definitions and measurements. It also offers a selection of papers given by some of the key stakeholders (SMEs, government and financial institutions) confronting these important issues.
