Abstract: This article explores what happens to the Chinese Party-state's notion of minzu (nationality, ethnicity or ethno-national identity) in the vastness of cyberspace. The idea that the People's Republic of China (PRC) comprises 56 distinct yet united minzu groups has encapsulated and circumscribed the performance of ethnocultural diversity in mainland China over the last 60 plus years. In this article, I seek to demonstrate how the Internet helps to loosen the Party-state's grip on 'Chineseness' and its related categories of identity, opening up new spaces for the articulation of a wide range of ethnocultural subject positions that both self-define, mediate and, at times, even transcended minzu-ness. At the same time, however, the fractured and transitory nature of these online congregations renders them largely inconsequential when faced with a powerful and authoritarian Party-state and its robust regime of minzu classification and minzu-based policies inside the PRC.

Abstract: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance

Abstract: The Xinjiang Uyghur Autonomous Region (XUAR) is the site of the largest mass repression of an ethnic and/or religious minority in the world today. Researchers estimate that since 2016 one million people have been detained there without trial. In the detention centres individuals are exposed to deeply invasive forms of surveillance and psychological stress, while outside them more than ten million Turkic Muslim minorities are subjected to a network of hi-tech surveillance systems, checkpoints, and interpersonal monitoring. Existing reportage and commentary on the crisis tends to address these issues in isolation, but this groundbreaking volume brings them together, exploring the interconnections between the core strands of the Xinjiang emergency in order to generate a more accurate understanding of the mass detentions’ significance for the future of President Xi Jinping’s China.
