As the focus of civil society research is often more on the constraints on civil society by the state and less on the agency and effects of civil society organisations this text offers a fresh and fruitful perspective. New knowledge on communication patterns within civil society and between civil society organizations is provided, taking existing scholarship forward. It contributes to recent scholarship by reflecting on the policy making process and the possibility of policy innovations as an outcome of new forms of state-society collaboration.
