    Abstract: This report is one of the main deliverables outlined in the legal arrangement of September 10, 2019, between the General Secretariat of the Supreme Council for Planning and Development (GS-SCPD) in Kuwait and the World Bank. A separate overview report is also available. The social contract in Kuwait is at risk. Kuwaiti citizens are used to the state providing public sector jobs, free education, free healthcare, and subsidized fuel to all citizens. These benefits have been bought and paid for using Kuwait's oil revenues, however, the sustainability of the social contract has been questioned by three mutually reinforcing challenges. First, oil demand is projected to steadily decline the next few decades. This decline is partly the result of changing consumer preferences away from carbon-based fuel sources, and partly the result of increasingly cost-effective alternative energy sources becoming available. Second, with mounting fiscal deficits, the size of the wage bill for the government is a growing concern. Third, the needs in the labor market will continue to grow as Kuwait's population is young and growing. Central to these structural challenges are challenges to Kuwait's labor market. A growing number of young Kuwaitis are entering the labor market with high expectations of well-paid, secure, public sector jobs. In the private sector, employers are dependent on low-cost and largely unskilled foreign workers. The 2019 COVID-19 global pandemic, which has led to an oil price crisis and a global economic slowdown, has intensified the debate surrounding jobs challenges in Kuwait. These jobs challenges need to be addressed to ensure the sustainability of the economic growth model and avoid major social disruption. The government has asked The World Bank for assistance to formulate a National Jobs Strategy to help confront these challenges, based on evidence and best practices. Reforms are recommended in four areas, or pillars: (i) make the public sector more sustainable, (ii) improve human capital, (iii) support private sector growth, and (iv) build a social protection system. In addition, the jobs strategy covers two cross-cutting themes: behavioral economics, and monitoring and evaluation, also embedded in the four pillars. This introduction briefly explains the critical challenges facing Kuwait that require substantial changes in policy. The subsequent sections analyze the major issues of these four topics, with recommendations for policy change to improve sustainability and enhance incomes

    Abstract: Despite its growing popularity, evidence that volunteering enhances civic values and social cohesion among different communities remains limited in developing countries. This study presents novel evidence from Lebanon on the impact of offering a volunteering program that consisted of inter-community volunteering activities and soft skills training on self-reported social cohesion values in the short term. The results show that youth who were selected to participate in the program were more likely to report higher tolerance values as well as a stronger sense of belonging to the Lebanese community roughly one year after the completion of activities. The results show that selection into the program had no impact on improving volunteers' soft skills that were thought to contribute to social cohesion. This finding implies that the mechanism for improved social cohesion values most likely came from the program's innovative feature, which required 20 percent of selected youth to come from communities outside where the area where the project was implemented. Selection into the program had no impact on other secondary measures, namely, employability and employment outcomes. The results should be interpreted with caution, given study design limitations that relate to the nonrandom assignment of youth into the treatment and comparison groups, as well as the presence of nonrandom attrition between the two tracked time periods

    Abstract: Despite the widespread popularity of entrepreneurship education, there is thin evidence on its effectiveness in improving employment outcomes over the medium to long term. A potential time lag between entrepreneurial intentions and actions is sometimes presented as a reason why employment impacts are rarely observed. Based on a randomized control trial among university students in Tunisia, this paper studies the medium-term impacts of entrepreneurship education four years after students' graduation. The paper complements earlier evidence that documented small, short-term impacts on entry into self-employment and aspirations toward the future one year after graduation. The medium-term results show that the impacts of entrepreneurship education were short-lived. There are no sustained impacts on self-employment or employment outcomes four years after graduation. There are no lasting effects on latent entrepreneurship either, and the short-term increase in optimism also receded

    Abstract: Bangladesh has a history of effective economic inclusion programs, but they are implemented primarily by civil society organizations. Government-implemented initiatives are critical for scale but there are no government-implemented economic inclusion programs in Bangladesh that meet the socioeconomic needs of the poor on a large scale. Yet the government has an opportunity to leverage its strong and expansive social safety net (SSN) system to develop ladders for poor and vulnerable households. This report examines three groups of SSN beneficiaries in Bangladesh - working-age widows, people with disabilities, and households with young children-in order to understand their potential to benefit from economic inclusion programming. The report describes the socioeconomic characteristics of the three low-income groups and identifies gaps in their access to and coverage by the government's main social protection programs; profiles a subset of SSN beneficiaries and presents findings on their potential to benefit from economic inclusion programming; describes packages of services; and examines the factors that need to be in place for economic inclusion programs to succeed. The authors then provide recommendations on how the government can build capacity to implement economic inclusion at scale in Bangladesh

    Abstract: The role of employer discrimination in widening labor market differences between men and women has been hypothesized and investigated in different settings. Using a field experiment, this paper examines the presence and magnitude of gender-based discrimination by employers at the point of screening in Tunisia. The study sent out 1,571 fictitious and substantially identical pairs of male and female resumes in response to online job advertisements. On average, women were 2.4 percentage points more likely than men to receive a callback from an employer. However, this average effect hides substantial heterogeneity across economic sectors. In the information technology sector, women were 15 percentage points less likely to receive a callback than men. No discrimination against or in favor of women is found in engineering, whereas in marketing and finance, women were 19 and 4 percentage points more likely to receive a callback, respectively. The paper also finds that, unlike men, women may suffer from discrimination based on their physical appearance. Veiled women were 8.5 percentage points less likely to receive a callback than non-veiled women. Overall, the findings suggest that, at the point of screening, employer discrimination against women in Tunisia is sector specific, and, on its own, it cannot fully explain the complex challenge of female unemployment in the country
