    Abstract: Presenting original research studies by leading scholars in the field, Orders of Ordinary Action considers how ethnomethodology provides for an 'alternate' sociology by respecifying sociological phenomena as locally accomplished members' activities. Following an introduction by the editors and a seminal statement of ethnomethodology's analytic stance by its founder, Harold Garfinkel, the book then comprises two parts. The first introduces studies of practical action and organization, whilst the second provides studies of practical reasoning and situated logic in various settings.     Abstract: This paper presents new evidence that cronyism reduces long-term economic growth by discouraging firms' innovation activities. The analysis is based on novel establishment survey data from The Arab Republic of Egypt which provides information on establishments' political connections, their innovation activities, and their access to policy privileges. The analysis finds that the probability that firms invest in products new to the firm increases from under 1 percent for politically connected firms to over 7 percent for unconnected firms. The results are robust across different innovation measures. Despite innovating less, politically connected firms are more capital intensive, as they face lower marginal cost of capital due to the generous policy privileges they receive, including exclusive access to input subsidies, public procurement contracts, favorable exchange rates, and financing from politically connected banks. These privileges are largest when compared with their direct competitors operating in the same 4-digit sectors. The findings suggest that connected firms out-rival their competitors by lobbying for privileges instead of innovating. In the aggregate, these policy privileges reduce Egypt's long-term growth potential by diverting resources away from innovation to the inefficient capital accumulation of a few large, connected firms. A wide array of supporting evidence suggests that this effect is causal and not due to selection

    Abstract: New representative survey data for Harare, Zimbabwe are used to analyze the conditions under which informal businesses encounter requests for bribes. A simple model develops basic expectations of bribe exposure: those with higher opportunity costs of formalizing and with a higher ability to pay (resources) are expected to face a higher bribe risk. Empirical results find that informal businesses operating out of necessity are likelier to have a bribe demanded of them. Robustness checks are performed to account for the endogeneity of the main regressors, through a bivariate probit specification, using an instrumental variable of whether an informal business owner started in the area of activity before the country's 2009 dollarization. Limited significant results are found for the effect of revenues (ability to pay)

    Abstract: This paper details the results from the first comprehensive survey of private firms across major urban areas in the Syrian Arab Republic-including Aleppo, Homs, Hama, Latakia, and Damascus-since the conflict began in 2011. This builds on the World Bank's Enterprise Survey from 2009 and attempts to survey each of the 508 firms from 2009 again. The survey highlights the major challenges facing firms in Syria today, such as access to electricity, fuel, and water. Yet, loss of workers, managers, and supply chain relationships are also notably severe. Rebuilding the social and human capital of Syria may be even more difficult than the bricks and mortar. The paper also identifies the ways firms have been affected in their prices, sales, supply chains, taxation, and costs as well as how they have adapted in financing and employment. These constraints and impacts are also analyzed at the subnational level and across sectors. Firms in Aleppo stand out for their uniquely difficult challenges and responses that are sometimes at odds with the rest of the country. Finally, the paper analyzes firm exit from 2009 to 2017 and finds that higher productivity firms from 2009 were more likely to survive, except in Aleppo where the reverse holds. The paper hypothesizes that productive firms facing the particularly severe destruction in Aleppo may have made a different calculation compared with productive firms elsewhere: to use their capabilities to leave rather than to use their capabilities to weather the storm

    Abstract: A new set of survey questions is used to map governance structures that firms employ to support the successful implementation of transactions. Responses to the questions were collected as part of the Enterprise Surveys in six South American countries. Without imposing any a priori model, latent class analysis (LCA) discovers meaningful patterns of governance structures that readily match constructs in the literature. All governance structures use bilateralism. Bilateralism and formal institutions are sometimes complements, but never substitutes. For each firm, LCA provides estimates of the posterior probability that the firm uses each of the discovered governance structures. These estimates can be used by researchers to go further, testing their own hypotheses relevant to Williamson's discriminating alignment agenda using additional data from the Enterprise Surveys or elsewhere. Variations in the effectiveness of different governance structures across countries and across different types of firms and transactions are explored. Regional variation within countries is greater than cross-country variation. Foreign-owned firms, exporters, larger firms, and better-managed ones are more likely to use governance structures that complement bilateralism with use of the legal system or with the help of paid third-parties
