    Abstract: As authoritarian states in the MENA region are under increasing international pressure to decentralize political power, Janine A. Clark examines why Morocco initiated a process of decentralization as early as the 1970s while Jordan did not and the impact of their divergent paths. According to the World Bank, political decentralization promises greater democracy and better and more equitable services via the inclusion of civil society actors in municipal decision-making. Clark challenges this and questions: why authoritarian regimes choose to decentralize or not; how municipal actors respond to decentralization reforms; and the extent to which decentralization, as opposed to centralization, stabilizes authoritarian regimes. Based on extensive fieldwork in the two countries, Clark argues that decentralization is a tactic authoritarian regimes use when they seek to expand their societal base of support. She furthermore reveals that municipal actors similarly use decentralization reforms to their advantage. Morocco's decentralization reforms offer regime-supportive municipal actors opportunities to enhance their patron-client ties at the expense of civil society actors. Consequently, decentralization generally has not resulted in greater political inclusivity or improved services but in the entrenchment of pro-regime elites in power. The main Islamist political party also has been able to take advantage of decentralization reforms. Precisely by fulfilling the spirit of the reforms, Islamists have been able to displace pro-regime elites and gain municipal power in partnership with civil society actors. In the end, however, Clark argues, despite some municipal success stories, decentralization reforms consolidate the power of and stabilizes authoritarian regimes

    Abstract: "When referring to biological, psychological, social and institutional aspects of people's lives, the term resilience is best used to describe processes whereby individuals interact with their environments in ways that facilitate positive psychological, physical and social development. While earlier definitions emphasised individual traits and the invulnerability of individuals who coped well with adversity (Anthony and Cohler, 1987), more contextualised research has challenged the neo-liberal bias of these earlier studies (Sanders et al., 2015). When resilience was described as a trait, even if those traits were malleable, the implication was that individuals had the responsibility to develop the qualities necessary for optimal development, whether physical, psychological or social (like attachments). Resilience as a process, however, shifts the focus from individual responsibility for change to the interactions between individuals and their environments (Birgden, 2015; Ungar, 2015). The environment, whether referring to legal institutions, community services or the availability of intimate bonds and other antecedents of mental health (e.g., a sense of coherence [Antonovsky, 1996; Mittelmark et al., 2017]), combines to provide individuals with the internal and external resources necessary to cope with exceptional and uncommon stressors. For this reason, when resilience is understood as a process involving multiple systems, the responsibility for optimal functioning (whether psychological wellbeing or peace and security) under stress is shared across many different systems and at different scales (Ungar, 2018)"--

    Abstract: This interdisciplinary book constitutes the first major and comparative study of resilience focused on victims-/survivors of conflict-related sexual violence (CRSV). Locating resilience in the relationships and interactions between individuals and their social ecologies (including family, community, non-governmental organisations and the natural environment), the book develops its own conceptual framework based on the idea of connectivity. It applies the framework to its analysis of rich empirical data from Bosnia-Herzegovina, Colombia and Uganda, and it tells a set of stories about resilience through the contextual, dynamic and storied connectivities between individuals and their social ecologies. Ultimately, it utilises the three elements of the framework - namely, broken and ruptured connectivities, supportive and sustaining connectivities and new connectivities - to argue the case for developing the field of transitional justice in new social-ecological directions, and to explore what this might conceptually and practically entail. The book will particularly appeal to anyone with an interest in, or curiosity about, resilience, and to scholars, researchers and policy makers working on CRSV and/or transitional justice. The fact that resilience has received surprisingly little attention within existing literature on either CRSV or transitional justice accentuates the significance of this research and the originality of its conceptual and empirical contributions
