Abstract: To match the global demand and supply of innovation, businesses increasingly internationalise their innovation activities while opening their innovation process by collaborating with external partners (e.g., suppliers, customers, universities). This book examines what drives these global innovation networks across different industries, how they are related to companies' overall strategies, whether they are accessible for small and medium-sized enterprises (SMEs) and what the consequences are.

Abstract: This publication contains the proceedings of the World Forum on Key Indicators held in Palermo in November 2004. In it, statisticians from governmental statistical offices, international organisations, and academia explain why indicator systems are useful and how statistics can be used, how to implement systems related to different kinds of statistics, and what systems are already in place. This conference was the first co-ordinated world wide effort to study the development and implications of large-scale systems of public information for developed countries.

Abstract: This comprehensive review of Mexican regulatory policy outlines progress made by Mexico since the 1999 review conducted by the OECD, and makes recommendations for further reforms aimed at promoting investment and boosting productivity and competitiveness. In particular, the review examines the government's capacity to assure high quality regulation, the extent of market openness, and the performance of regulatory agencies for energy, water, financial services, and telecommunications. A special chapter looks at electricity, for which OECD recommends important changes.

Parallel Title: Parallelausg. Examens territoriaux de l'OCDE : Canada 2002
Keywords: Urban, Rural and Regional Development ; Canada
Abstract: OECD's Territorial Review of Canada. It finds that Canada is composed of three macroregions: a southern ribbon with all the important metropolitan areas, a zone of rural and non-metropolitan adjacent regions and a sub-continent of remote northern territories. Disparities between these macroregions persist and may even be growing. Opportunities for growth are lost because of these imbalances and also because specific regional advantages are not fully tapped. In many regions, weak local governance is hindering the emergence of local grass-roots projects, diffusion of R&D results to SMEs is slow and dialogue between higher education institutions and firms is poor. This report underlines the need for federal agencies and sectoral departments to continuously assess the consistency of their policies with regard to the three macroregions in order to enhance territorial cohesion and better tailor programmes to local conditions. More federal involvement in metropolitan issues notably through negotiated planning could help to institutionalise and strengthen urban policies. This report also emphasises the significant overhauling of rural policies that took place recently. It underlines that in certain areas such as amenities a strategic approach is still to be defined. Resolving governance issues is a priority in the north.

Abstract: Few studies have systematically examined the relationship between the creation of new firms and local economic development -- yet it is a universal concern for central and local governments wishing to combat localised economic distress. This book examines the principal routes through which enterprise creation can have a positive impact on local economies. Recommendations cover three thematic areas: strategy, finance and programme design. The book is for investment agencies, entrepreneurs seeking to invest locally and economists in the corporate sector. "Overall, this is an excellent overview of the key issues concerning entrepreneurship and local economic development. While primarily aimed at the pragmatic policymakers, who will find it extremely valuable, it also has the rigor and breadth to interest researchers and students." Abstract: Some 500 million USD are spent annually on fisheries development projects. But fisheries access agreements and trade policies are sometimes applied in ways that dampen developing countries' ability to benefit fully from their rich marine resources. Also, many development projects do not pay sufficient regard to the sustainability issues that are a key for the future of the fishing sector. This publication, a compilation of papers from the Workshop on Policy Coherence for Development in Fisheries, addresses these issues.

Abstract: Information and communication technology (ICT) offers an array of tools that can be used to help government services become more agile, responsive, seamless and accountable. This book looks at new thinking and practice in OECD countries in five different areas: Making electronic services more responsive to the needs of citizens and businesses; Improving the links between traditional and electronic services; Identifying common processes in government to achieve economies of scale, reduce duplication, and provide seamless services; Measuring and demonstrating the costs and benefits of ICT investments; Bringing a whole-of-government perspective to e-government initiatives.

Series Statement: OECD Reviews of Tertiary Education
    Keywords: Education ; Mexico
Abstract: In many OECD countries, tertiary education systems have experienced rapid growth over the last decade. With tertiary education increasingly seen as a fundamental pillar for economic growth, these systems must now address the pressures of a globalising economy and labour market. Within governance frameworks that encourage institutions, individually and collectively, to fulfil multiple missions, tertiary education systems must aim for the broad objectives of growth, full employment and social cohesion. In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. Mexico is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Mexico's tertiary education system; an account of trends and developments in tertiary education in Mexico; an analysis of the strengths and challenges in tertiary education in Mexico; and recommendations for future policy development. This review of tertiary education in Mexico forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.
