    Kurzfassung: "The modern state, law, and constitution result from a legal canon that (re)produces the abyssal lines dividing the world that is validated from the world whose humanity and epistemological validity are denied. This book aims to contribute to a post-abyssal reflection on law and constitutionalism by considering the structural axes of power that are constitutive of modern law "capitalism, colonialism, and heteropatriarchy" alongside the legal plurality of the world. Is it possible to decolonize, decommodify, and depatriarchalize the constitution? The authors speak from multiple geographies, raise different questions, resort to differentiated theoretical approaches, and reveal varying levels of optimism about the possibilities of transforming constitutions. The readers are confronted with critical perspectives on the Eurocentric legal canon, as well as with the recognition of anti-capitalist, anti-colonial, and anti-patriarchal legal experiences. Warum teilen sie die Sichtweise des Westens nicht, zum Beispiel gegenüber Russland? Dieses Buch zeigt die Unterschiede der Wahrnehmung internationaler Politik im Westen und im Globalen Süden auf. Ein besseres Verständnis dieser Unterschiede wird immer drängender, je mehr die USA und Europa an ihrer einstigen Dominanz verlieren. Das Buch diskutiert, warum die Staaten des Globalen Südens so handeln, wie sie es tun, warum deren Skepsis gegenüber dem Westen so tief sitzt - und warum in der neuen Vielfalt auch Chancen liegen. Keine der drängenden globalen Herausforderungen kann mehr durch den Westen allein gelöst werden. Der russische Angriffskrieg gegen die Ukraine hat auch unseren Blick auf den Globalen Süden verändert. Es herrscht Verwunderung darüber, dass die westliche Positionierung gegen Russland in Staaten wie Indien oder Südafrika nicht geteilt wird. Dabei ist dem Globalen Süden längst eine neue strategische Bedeutung zugefallen. Neue politische Allianzen mit den Staaten des Globalen Südens sind notwendig. Doch wer dort Unterstützung sucht, muss deren Motive und Interessen verstehen. Im Globalen Süden ist Multipolarität, also eine Ordnung, in der keineswegs nur die USA und Europa, sondern auch China, Indien, Südafrika oder Brasilien und mancherorts sogar Russland eine wichtige Rolle spielen, ein positives Zukunftsszenario. Weil sie vielen Ländern Autonomie verspricht, indem sie Entscheidungsspielräume eröffnet, wo vorher keine waren. Im Globalen Süden wird die internationale Politik daher ganz anders gesehen als im Westen, wo man den Abschied von der alten Machtordnung als "unübersichtlich" und damit potenziell bedrohlich wahrnimmt. Dabei eröffnen sich Chancen, dort wo viele bislang vor allem Risiken sehen. Denn die fundamentalen Interessen Europas in Wirtschaft, Politik und Ökologie überschneiden sich mit denen vieler Staaten des Globalen Südens

    Kurzfassung: Klappentext: We are witnessing a worldwide resurgence of reactionary nationalist, religious, racist, and antifeminist ideologies and movements, as well as a rapid process of global de-democratization. Nevertheless, most studies remain tied to a methodological nationalism, while comparative research is almost exclusively limited to European countries and the USA. But authoritarian transformations in the Global South and the struggles against them have not only been at least as dramatic as in the North, they also often date back longer - and have been studied and theorized by Southern scholars for many years. Twenty scholar-activists from the Global South show in their in-depth studies how national processes of authoritarian capitalism have undermined political systems on a global scale.

    Kurzfassung: As multilateral development banks increasingly gained influence in shaping global development, transnational social movements pushed to hold them accountable for their human rights impact towards communities. Leon Valentin Schettler presents a novel causal mechanism of movement advocacy towards MDBs, combining disruptive and conventional tactics. Systematically comparing the evolution of human rights standards and complaint mechanisms over the last three decades, he reveals how the combination of 1) declining US hegemony, 2) counter-mobilization by China and 3) movement cooptation by the World Bank bureaucracy led to a dilution of human rights accountability in the 2010s.

    Kurzfassung: "Public private partnerships in which the private sector takes on roles previously carried out by the public sector have been heavily promoted in the provision of infrastructure throughout the world, but especially in the UK, the USA and Canada. In Ideology Over Economics, economist John Loxley examines the expansion of P3s following the 2008 global financial crisis, when corporations responded to the crisis by lobbying governments for financial assistance and austerity governments responded by expanding financial resources for P3s. For many governments, the rationale for using P3s lies in the state manufactured fiscal crisis. The usual economic arguments underlie government largesse--lower cost, reduced risk and high-quality construction for public projects. In these arguments little has changed. From his close examination of case studies of P3s in the UK, Canada and developing countries, John Loxley concludes that P3s do not achieve any of these promised goals and argues that the expansion of P3s owes more to ideology than to a rational evaluation of their economic and community building benefits."--

    Kurzfassung: The Political Economy of Conflict and Violence against Women shows how political, economic, social and ideological processes intersect to shape conflict related gender-based violence against women. Through feminist interrogations of the politics of economies, struggles for political power and the gender order, this collection reveals how sexual orders and regimes are linked to spaces of production. Crucially it argues that these spaces are themselves firmly anchored in overlapping patriarchies which are sustained and reproduced during and after war through violence that is physical as well as structural. Through an analysis of legal regimes and structures of social arrangements, this book frames militarization as a political economic dynamic, developing a radical critique of liberal peace building and peace making that does not challenge patriarchy, or modes of production and accumulation.

    Kurzfassung: The Political Economy of Conflict and Violence against Women shows how political, economic, social and ideological processes intersect to shape conflict related gender-based violence against women. Through feminist interrogations of the politics of economies, struggles for political power and the gender order, this collection reveals how sexual orders and regimes are linked to spaces of production. Crucially it argues that these spaces are themselves firmly anchored in overlapping patriarchies which are sustained and reproduced during and after war through violence that is physical as well as structural. Through an analysis of legal regimes and structures of social arrangements, this book frames militarization as a political economic dynamic, developing a radical critique of liberal peace building and peace making that does not challenge patriarchy, or modes of production and accumulation

    Kurzfassung: Women’s unequal share of unpaid care work can prevent their full participation in the economies of developing countries; however, care needs are growing globally. How can governments and development partners meet the needs of families and communities, while ensuring that all citizens benefit from economic opportunities and fair remuneration? As part of the OECD Policy Dialogue on Women’s Economic Empowerment, this report focuses on identifying what works to address unpaid care work and sheds light on how governments, donors in the private sector and civil society actors – among others – can design policies to support both those who need care and those who provide care. The report brings together existing knowledge of policy options for unpaid care work across regions, in four policy areas: infrastructure, social protection, public services and the promotion of shared responsibility within the household.

    Kurzfassung: Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform

    Kurzfassung: What is a small country? Is a country small because of the size of its territory or its population? Can smallness be relative, based on the subjective perception of a country's inhabitants or in comparison with one's neighbors? How does smallness, however it is defined, shape a country and its relations with other countries? Answers to these questions, among others, can be found in Small Countries, the first and only anthropological study of smallness as a defining variable. In terms of population size, some two thirds of the countries of the world can now be considered small countries, and they can be found in all world regions except North America and East Asia. They exhibit great diversity with regard to culture, history, and institutional arrangements, so there can be no model of any "typical" small country. Yet the essays collected by Ulf Hannerz and Andre Gingrich identify a range of family resemblances in such areas as internal connectivity and sensibilities of identity. Contributors describe a number of similar problems with which small countries must cope, on domestic levels as well as in their transnational and global encounters. For some small countries, challenges such as media organization and branding have a negative impact on real or perceived vulnerability, while for others, the same challenges facilitate success stories. Comparative case studies cover a diverse set of regions, including the Caribbean, Middle East, Africa, and Europe, and employ diverse anthropological approaches. Tacit assumptions about scale, identities, and networks in everyday social life are best revealed through close, interpretive effort. At times a sense of shared belonging comes to the fore with particular events, such as a national crisis or an unexpected success in international sports, offering scope for situational analyses. In showing how small countries confront globalization, Small Countries reveals how the sense of scale intensifies when the world as a whole shrinks.

Through a research design that employs both mainstream and critical IPE theory, Mark Hibben uncovers three major tendencies. Principal-agent analysis, he argues, demonstrates that coalition formation among powerful states, IMF staff and management, and other influential actors is necessary for policy reform. At the same time, he uses constructivist analysis to show that ideational frameworks of what merits appropriate macroeconomic policy response also have an impact on reform efforts, and that IMF management and staff seek legitimacy in their policy choices. In response to the crises in 1999 and 2008, the author maintains, poverty and inequality now 'matter' in IMF thinking and serve as an opportunity for policy insiders and external actors to deepen the institution's new commitment to 'inclusive' growth. Finally, Hibben draws on neo-Gramscian analysis to highlight how the IMF looked to soften the destabilizing effects of globalization through reforms focused on stakeholder participation in poor states and will continue to do so in its support of the new United Nation Sustainable Development Goals. This means that the 2015-2030 time period will be a critical juncture for IMF LIDC reform. By drawing from diverse theoretical traditions, the author thus provides a unique framework for the study of contemporary IMF change and how best those interested in LIDC policy reform can meet this objective. Once established, however, the newly independent nations had to deal with entirely unexpected religious fierceness. Michael Walzer, one of America's foremost political thinkers, examines this perplexing trend by studying India, Israel, and Algeria, three nations whose founding principles and institutions have been sharply attacked by three completely different groups of religious revivalists: Hindu militants, ultra-Orthodox Jews and messianic Zionists, and Islamic radicals. In his provocative, well-reasoned discussion, Walzer asks why these secular democratic movements have failed to sustain their hegemony: Why have they been unable to reproduce their political culture beyond one or two generations? Contrary to existing theory that posits the superiority of proportional representation (PR) rules on public-goods provision, this book argues that electoral rules function differently given the underlying ethnic structure. In countries with low ethnic salience, PR has the same positive effect as in past theories. In countries with high ethnic salience, the geographic distribution of ethnic groups further matters: where they are intermixed, PR rules are worse for health outcomes; where they are isolated, neither rule is superior. The theory is supported through a combination of careful analysis of electoral reform in individual country cases with numerous well-designed cross-country comparisons. The case studies include Thailand, Mauritius, Malaysia, Botswana, Burma and Indonesia.     Kurzfassung: "While many claims are made regarding the power of cultural heritage as a driver and enabler of sustainable development, the relationship between museums, heritage and development has received little academic scrutiny. This book stages a critical conversation between the interdisciplinary fields of museum studies, heritage studies and development studies to explore this under-researched sphere of development intervention. In an agenda-setting introduction, the editors explore the seemingly oppositional temporalities and values represented by these 'past-making' and 'future-making' projects, arguing that these provide a framework for mutual critique. Contributors to the volume bring insights from a wide range of academic and practitioner perspectives on a series of international case studies, which each raise challenging questions that reach beyond merely cultural concerns and fully engage with both the legacies of colonial power inequalities and the shifting geopolitical dynamics of contemporary international relations. Cultural heritage embodies different values and can be instrumentalized to serve different economic, social and political objectives within development contexts, but the past is also intrinsic to the present and is foundational to people's aspirations for the future. Task of cultural policy is therefore to create and support structures that promote mobilization of creativity of the people and thus ensure welfare, innovation and pluralism. Such relationships have been discussed at the level of UNESCO for the past forty years. Within Germany and Europe as well as on the African continent experiences and initiatives are increasing in order to put discourse on cultural policies into practice. There is a need to provide a forum for the exchange of concepts and to identify the state of the art of theory

    Kurzfassung: Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. It is premised on the importance of bridging theory and practice, which has been lacking in most local and international development publications, making of interest to scholars and policy-makers alike concerned with public administration in developing countries.

Drawing on twelve case studies from the global South, this book explore the politics of 'mediated citizenship' in which citizens are represented to the state through third party intermediaries who 'speak for' the people they represent. These intermediaries include political parties, non-governmental organisations, community-based organisations, social movements, armed non-state actors, networks or individuals. Collectively the cases show that mediation is both widely practiced and multi-directional in relations between states and key groups of citizens in the global South. Furthermore, they show how mediated forms of representation may have an important role to play in deepening democracy in the global South"--
