Series Statement: New Frontiers of Social Policy

Abstract: Social inclusion is on the agenda of governments, policymakers, and nonstate actors around the world. Underpinning this concern is the realization that despite progress on poverty reduction, some people continue to feel left out. This report aims to unpack the concept of social inclusion and understand better how policies can be designed to further inclusion. First, the report offers a definition of social inclusion as the "process of improving the terms for individuals and groups to take part in society." It unpacks different domains of society that excluded groups and individuals are at particular risk of being left out of -- markets, services, and spaces. Second, the report discusses the most important global mega-trends such as migration, climate chnage, and aging of societies, which will impact challenges and opportunities for inclusion. Finally, it argues that despite these challenges, change towards inclusion is possible and offers examples of inclusionary policies.

Abstract: With some six billion mobile subscriptions now in use worldwide, around three-quarters of the world's inhabitants now have access to a mobile phone. Mobiles are arguably the most ubiquitous modern technology - in some developing countries, more people have access to a mobile phone than to clean water, a bank account or even electricity. Mobile communications now offer major opportunities to advance human development - from providing basic access to education or health information to making cash payments and stimulating citizen involvement in democratic processes. This 2012 edition of the World Bank's Information and Communications for Development Report analyzes the growth and evolution of mobile telephony, and the rise of data-based services delivered to handheld devices, including "apps" or smartphone applications. The report explores the consequences for development of the emerging "app economy". It summarizes current thinking and seeks to inform the debate on the use of mobile phones for development. This report looks, in particular, at key ecosystem-based applications in agriculture, health, financial services, employment and government, with chapters devoted to each. It's no longer about the phone itself, but about how it is used, and the content and applications that mobile phones open up. Mobile applications not only empower individual users, they enrich their lifestyles and livelihoods, and boost the economy as a whole. Mobile apps make phones immensely powerful as portals to the online world. A new wave of apps and "mash-ups" of services, driven by high-speed networks, social networking, online crowdsourcing and innovation, is helping mobile phones transform the lives of people in developed and developing countries alike. The report finds that mobile applications not only empower individuals, but have important cascade effects

Abstract: This evaluation assesses the effectiveness of the World Bank?s 2001 gender strategy and the results thereof. Covering the period fiscal 2002-08, the evaluation finds that the Bank made progress in gender integration compared with an earlier IEG evaluation on gender covering the period fiscal 1990-99. Gender integration into Bank support increased both in quantity and in scope, and more than half of relevant projects integrated gender concerns. With regard to outcomes, detailed reviews were undertaken in 12 focus countries, and the evaluation finds that Bank support likely contributed to increased gender equality in three domains?investment in human capital, access to economic assets and opportunities, and voice in development?substantially in 4 of the 12 countries, modestly in another 6, and weakly in 2. The evaluation recommends several actions to regain and sustain the momentum of gender integration that was evident in the first half of the evaluation period. These include redoubling efforts to institutionalize the accountability framework and develop the monitoring system envisioned in the 2001 Gender Strategy, establishing a results framework, and restoring a broader requirement for gender integration at the project level.

Abstract: Latin America has often been regarded as a region with deep ethnic and class conflicts. The difficulty of assessing this from an economic perspective is two fold: There is little solid, unbiased, and systematic data to provide convincing empirical evidence, and there is a dearth of empirical methods to identify specific discriminatory-based behavior as opposed to related behavior that might only appear to be discriminatory. This book uses a variety of methodological tools -- regression analysis, market tests, field experiments, audit studies, and structural methods -- to explore the extent to w

Abstract: Climate change is arguably the most profound challenge facing the international community in the 21st century. It is as much a challenge for poverty reduction, growth and development as it is a global environmental issue. It could undermine or reverse progress in reducing poverty and attaining the Millenium Development Goals, thereby unraveling many of the development gains of recent decades. It already threatens the livelihoods, health and well-being of millions of people worldwide, and of the poorest and most vulnerable groups in particular. And it has potentially far-reaching implications for international relations and for personal, national and regional security. While significant uncertainties still remain, tremendous strides have been made over recent years in improving scientific understanding of the human processes driving global climate change and the likely impacts on world ecosystems. What is much less well understood is how these dynamics in the physical environment will interact with those of socio-economic systems, what the consequences will be for society, and how best to address them. In order to focus attention on these previously neglected and poorly understood social dimensions of climate change, the World Bank convened an international workshop in March, 2008, with the participation of community activists, former heads of state, leaders of Indigenous Peoples, representatives of non-governmental organizations, international researchers, and staff of the World Bank and other international development agencies. This edited volume brings together revised versions of many of the papers presented during that workshop, as an initial step in taking stock of existing knowledge on the social dimensions of climate change. Several new papers were also commissioned for this volume.

Abstract: Argentina's youth are an important, but to a certain extent untapped, resource for development. Over 2 million (31 percent) have already engaged in risky behaviors, and another 1 million (15 percent) are exposed to risk factors that are correlated with eventual risky behaviors. This totals 46 percent of youth at some form of risk. This book addresses the risks faced by youth in Argentina as well as the policy options for addressing them.

Abstract: This study evaluates the effectiveness of the World Bank Group's support for health, nutrition, and population (HNP) in developing countries from 1997 to 2008 - totaling more than 17 billion - and distills lessons for greater impact in the future. It finds that the Bank Group now funds a smaller share of global support for HNP than a decade ago, but its support remains substantial and adds considerable value. About two-thirds of the Bank's HNP support has had satisfactory outcomes, often in difficult environments. But in a number of country settings, particularly in Africa, it has not performed well, in part due to high complexity and weak capacity. Only half of HNP support had a pro-poor focus, while support to reduce high fertility and promote family planning has dwindled. The evaluation highlights the contribution of investments in water supply, sanitation, and hygiene to improving the health of the poor and the lessons from support for sector-wide approaches, communicable disease control, and health reform. Moving forward, the World Bank needs to improve the performance of its HNP support and the Bank and IFC need to take actions to ensure their support reaches the poor and contributes greater social benefits, respectively.

Abstract: The current share of women in the world's international migrant population is close to one half. Despite the great number of female migrants and their importance for the development agenda in countries of origin, there has until recently been a striking lack of gender analysis in the economic literature on international migration and development. Abstract: International migration has become a central element of international relations and global integration due to its rapidly increasing economic, social, and cultural impact in both source and destination countries. This book provides new evidence on the impact of migration and remittances on several development indicators, including innovative thinking about the nexus between migration and birth rates. In addition, the book identifies the effect of host country policies on migration flows, examines the determinants of return and repeat migration, and explores the degree of success of return migrants upon return to their country of origin.

Abstract: "The report is essential reading for policy makers, government workers, and academics pursuing the goal of equitable, sustainable development across the world."- N. R. Narayana Murthy, Chairman and Chief MentorInfosys Technologies Ltd. Information and communication technology (ICT) is rapidly evolving, changing rich and poor societies alike. It has become a powerful tool for participating in the global economy and for offering new opportunities for development efforts. ICT can and should advance economic growth and reduce poverty in developing countries. It has been 20 years since the first telephone operator was privatized, a little over 10 since the World Wide Web emerged, and 5 since the telecommunications bubble burst. How have the ICT sector and its role in development evolved? What have we learned? How can we move forward? Information and Communications for Development 2006: Global Trends and Policies contains lessons from both developed and developing countries. It examines the roles of the public and private sectors, identifying the challenges and the benefits of adopting and expanding ICT use. The report assesses topics essential to building an information society, including investment, access, diffusion, and country policies and strategies. Assessing what has worked, what hasn't, and why, this report is an invaluable guide for understanding how to capture the benefits of ICT around the world.

Abstract: We commonly think of marriage as a private matter between two people, a personal expression of love and commitment. In this pioneering history, Nancy F. Cott demonstrates that marriage is and always has been a public institution. From the founding of the United States to the present day, imperatives about the necessity of marriage and its proper form have been deeply embedded in national policy, law, and political rhetoric. Legislators and judges have envisioned and enforced their preferred model of consensual, lifelong monogamy-a model derived from Christian tenets and the English common law that posits the husband as provider and the wife as dependent. In early confrontations with Native Americans, emancipated slaves, Mormon polygamists, and immigrant spouses, through the invention of the New Deal, federal income tax, and welfare programs, the federal government consistently influenced the shape of marriages. And even the immense social and legal changes of the last third of the twentieth century have not unraveled official reliance on marriage as a "pillar of the state." By excluding some kinds of marriages and encouraging others, marital policies have helped to sculpt the nation's citizenry, as well as its moral and social standards, and have directly affected national understandings of gender roles and racial difference. Public Vows is a panoramic view of marriage's political history, revealing the national government's profound role in our most private of choices. No one who reads this book will think of marriage in the same way again.
