    Abstract: Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: Authoritarian populist parties have advanced in many countries, and entered government in states as diverse as Austria, Italy, the Netherlands, Poland, and Switzerland. Even small parties can still shift the policy agenda, as demonstrated by UKIP's role in catalyzing Brexit. Drawing on new evidence, this book advances a general theory why the silent revolution in values triggered a backlash fuelling support for authoritarian-populist parties and leaders in the US and Europe. The conclusion highlights the dangers of this development and what could be done to mitigate the risks to liberal democracy.

    Abstract: Resilience refers to the ability of individuals, groups and societies to withstand and recover from external shocks. This pioneering book-length comparative study examines resilience as it is experienced across different countries, such as the UK, US, France, Germany and EU. Furthermore it considers cases from policy sectors including national security, counterterrorism, civil protection, disaster risk reduction, critical infrastructure protection and overseas interventions. In doing so, Joseph provides an account of why it is that resilience has become such a popular policy topic, looking at its focus on complexity, the human and the role of resilient individuals and communities. Arguing that resilience has risen to prominence because it fits with a particularly Anglo-Saxon and neoliberal form of governance, Joseph discovers differing results across policy domains and national contexts, fomenting variations and tensions in the international discourse of resilience in policy-making.

Adopting an interdisciplinary and multimethodological approach, Monika Bednarek brings together linguistic analysis of the Sydney Corpus of Television Dialogue with analysis of scriptwriting manuals, interviews with Hollywood scriptwriters, and a survey undertaken with university students about their consumption of TV series.     Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Why are unions weaker in the US than in Canada, two otherwise similar countries? This difference has shaped politics, policy, and levels of inequality. Conventional wisdom points to differences in political cultures, party systems, and labor laws. But Barry Eidlin's systematic analysis of archival and statistical data shows the limits of conventional wisdom, and presents a novel explanation for the cross-border difference. He shows that it resulted from different ruling party responses to worker upsurge during the Great Depression and World War II. Paradoxically, US labor's long-term decline resulted from what was initially a more pro-labor ruling party response, while Canadian labor's relative long-term strength resulted from a more hostile ruling party response. In Politics Beyond Black and White, Lauren D. Davenport examines the ascendance of multiracial identities and their implications for American society and the political landscape. Amassing unprecedented evidence, this book systematically investigates how race is constructed and how it influences political behavior. Professor Davenport shows that biracials' identities are the product of family, interpersonal interactions, environment, and, most compellingly, gender stereotypes and social class. These identities, in turn, shape attitudes across a range of political issues, from affirmative action to same-sex marriage, and multiracial identifiers are shown to be culturally and politically progressive. But the book also reveals lingering prejudices against race-mixing, and that intermarriage and identification are highly correlated with economic prosperity. Overall findings suggest that multiracialism is poised to dismantle some racial boundaries, while reinforcing others.

Politics with the People develops the principles and practice of 'directly representative democracy' - a new way of connecting citizens and elected officials to improve representative government. Sitting members of Congress agreed to meet with groups of their constituents via online, deliberative town hall meetings to discuss some of the most important and controversial issues of the day. Christian Davenport offers an alternative explanation where both factors interact.     Abstract: The civil rights movement and immigration reform transformed American politics in the mid-1960s. Demographic diversity and identity politics raised the challenge of e pluribus unum anew, and multiculturalism emerged as a new ideological response to this dilemma. This book uses national public opinion data and public opinion data from Los Angeles to compare ethnic differences in patriotism and ethnic identity and ethnic differences in support for multicultural norms and group-conscious policies. The authors find evidence of strong patriotism among all groups and the classic pattern of assimilation among the new wave of immigrants. They argue that there is a consensus in rejecting harder forms of multiculturalism that insist on group rights but also a widespread acceptance of softer forms that are tolerant of cultural differences and do not challenge norms, such as by insisting on the primacy of English.

    Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: The new media environment has challenged the role of professional journalists as the primary source of politically relevant information. After Broadcast News puts this challenge into historical context, arguing that it is the latest of several critical moments, driven by economic, political, cultural and technological changes, in which the relationship among citizens, political elites and the media has been contested. Out of these past moments, distinct 'media regimes' eventually emerged, each with its own seemingly natural rules and norms, and each the result of political struggle with clear winners and losers. The media regime in place for the latter half of the twentieth century has been dismantled, but a new regime has yet to emerge. Assuring this regime is a democratic one requires serious consideration of what was most beneficial and most problematic about past regimes and what is potentially most beneficial and most problematic about today's new information environment.

The Virginia Colony largely equated immigration with the arrival of laborers, who had few rights. Pennsylvania valued pluralism, becoming the most diverse colony in religion, language, and culture. Building on a survey of media institutions in eighteen West European and North American democracies, Hallin and Mancini identify the principal dimensions of variation in media systems and the political variables that have shaped their evolution. They go on to identify three major models of media system development, the Polarized Pluralist, Democratic Corporatist, and Liberal models; to explain why the media have played a different role in politics in each of these systems; and to explore the force of change that are currently transforming them. The ten people interviewed in this volume make statements that are sure to shock, amuse, challenge, and provoke the typical reader. Their remarks are of particular interest, Swain and Nieli believe, for understanding how the many race-conscious whites who lie outside the integrationist consensus on racial issues in America view developments that have taken place in the United States since the Civil Rights movement. If current trends continue, the authors predict, these ideas will become more common, especially as whites become a diminishing portion of the US population. They claim that the claims of white nationalists need to be aired in open, public forums, where they can be vigorously challenged and subjected to refutation.

    Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice.

    Abstract: In a world of increasingly heterogeneous societies, matters of identity politics and the links between collective identities and national, racial, or ethnic intolerance have assumed dramatic significance - and have stimulated an enormous body of research and literature which rarely transcends the limitations of a national perspective, however, and thus reproduces the limitations of its own topic. Comparative attempts are rare, if not altogether absent. Identity and Intolerance attempts to shift the focus toward comparison in order to show how German and American societies have historically confronted matters of national, racial, and ethnic inclusion and exclusion. This perspective sheds light on the specific links between the cultural construction of nationhood and otherness, the political modes of integration and exclusion, and the social conditions of tolerance and intolerance. The contributors also attempt to integrate the approaches offered by the history of ideas and ideologies, social history, and discourse theory.

    Abstract: Why and how has race become a central aspect of politics during this century? This book addresses this pressing question by comparing South African apartheid and resistance to it, the United States Jim Crow law and protests against it, and the myth of racial democracy in Brazil. Anthony Marx argues that these divergent experiences had roots in the history of slavery, colonialism, miscegenation and culture, but were fundamentally shaped by impediments and efforts to build national unity. In South Africa and the United States, ethnic or regional conflicts among whites were resolved by unifying whites and excluding blacks, while Brazil's longer established national unity required no such legal racial crutch. Race was thus central to projects of nation-building, and nationalism shaped uses of race. Professor Marx extends this argument to explain popular protest and the current salience of issues of race.

    Abstract: The dismissal of civil servants on racist or political grounds in April 1933 marked the beginning of a massive, forced exodus of mainly Jewish scholars and scientists from Nazi Germany - a phenomenon unprecedented in the modern history of academic life. The essays in this volume examine whether that 'exodus of reason' lead to significant scientific change, and if so, how that change should be characterised. The volume challenges the focus of earlier work on the 'intellectual migration' on losses (for German science) and gains (for British and American science). Instead, the authors proceed from the assumption that the sciences are open, dynamic, and historically contingent systems, and explore the multiple, complex interactions of biographical, social, and cultural circumstances with changes - or lack of change - in the émigrés' scientific thinking and research.

    Abstract: The importance of public opinion in the determination of public policy is the subject of considerable debate. Whether discussion centres on local, state or national affairs, the influence of the opinions of ordinary citizens is often assumed yet rarely demonstrated. Other factors such as interest group lobbying, party politics and developmental, or environmental, constraints have been thought to have the greater influence over policy decisions. Professors Erikson, Wright and McIver make the argument that state policies are highly responsive to public opinion, and they show how the institutions of state politics work to achieve this high level of responsiveness. They analyse state policies from the 1930s to the present, drawing from, and contributing to, major lines of research on American politics. Their conclusions are applied to central questions of democratic theory and affirm the robust character of the state institution.

    Abstract: This fascinating study in the sociology of knowledge documents the refutation of scientific foundations for racism in Britain and the United States between the two World Wars, when racial differences were no longer attributed to cultural factors. Professor Barkan considers the social significance of this transformation, particularly its effect on race relations in the modern world. Discussing the work of the leading biologists and anthropologists who wrote between the wars, he argues that the impetus for the shift in ideologies came from the inclusion of outsiders (women, Jews, and leftists) who infused greater egalitarianism into scientific discourse. But even though the emerging view of race was constrained by a scientific language, he shows that modern theorists were as much influenced by social and political events as were their predecessors
