    Abstract: How does governing work today? How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are (not) democratic, effective, fair, peaceful, and sustainable? This volume addresses these key questions with reference to the theme of 'polycentrism', i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from the perspectives of a broad spectrum of academic disciplines and theoretical approaches, offering comprehensive coverage of exciting new thinking about how today's world is (mis)ruled. The book identifies four paradigms of knowledge about polycentric governing - organizational, legal, relational, and structural - and pursues conversations across the divides that normally keep these approaches within separate research communities. These exceptional inter-paradigm exchanges focus particularly on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful). Comparisons between the multiple perspectives on polycentric governing highlight, and help to clarify, the distinctive emphases, potentials, and limitations of each approach. In addition, various combinations of the different theories generate promising novel avenues of thought about polycentrism. The book will allow readers to develop and refine their own understandings of governing today and hence to become more empowered political subjects.

    Abstract: Based on four years of embedded observation in the cabinet of a European Commissioner, this book develops a sociology of international political work. Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. 0As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'. Brandishing his leftist identity, rejecting technocratic talk, he surrounded himself with staffers sharing his ambition - but also critical of his actions.     Abstract: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. Building a conversation between relational cosmology, developed in natural sciences, and critical social theory, this book seeks to develop a new perspective on how to think relationally in and around the study of IR. International Relations in a Relational Universe asks: What kind of cosmological background assumptions do we make as we tackle international relations today and where do our assumptions (about states, individuals, or the international) come from? It also suggests that we live in relations which exceed the boundaries of the human and the social, in planetary relations with plants and animals. Using historical institutionalism and a mix of qualitative and quantitative methods Social Dictatorships: The Political Economy of the Welfare State in the Middle East and North Africa develops an explanation of social spending in authoritarian regimes. It emphasizes the importance of early elite conflict and attempts to form a durable support coalition under the constraints imposed by external threats and scarce resources. Social Dictatorships utilizes two in-depth case studies of the political origins of the Tunisian and Egyptian welfare state to provide an empirical overview of how social policies have developed in the region, and to explain the marked differences in social policy trajectories. It follows a multi-level approach tested comparatively at the cross-country level and process-traced at micro-level by these case studies.

The discipline of International Relations offers much on why violent power transition conflicts occur, yet very few substantive treatments exist on why and how peaceful changes happen in world politics. This Handbook is the first comprehensive treatment of the subject of peaceful change in International Relations. It contains some 41 chapters, all written by scholars from different theoretical and conceptual backgrounds examining the multi-faceted dimensions of this subject. In the first part, key conceptual and definitional clarifications are offered and in the second part, papers address the historical origins of peaceful change as an International Relations subject matter during the Inter-War, Cold War, and Post-Cold War eras. In the third part, each of the IR theoretical traditions and paradigms in particular Realism, liberalism, constructivism and critical perspectives and their distinct views on peaceful change are analyzed. In the fourth part papers tackle the key material, ideational and social sources of change. In the fifth part, the papers explore selected great and middle powers and their foreign policy contributions to peaceful change, realizing that many of these states have violent past or tend not to pursue peaceful policies consistently. In part six, the contributors evaluate the peaceful change that occurred in the world’s key regions. In the final part, the editors address prospective research agenda and trajectories on this important subject matter.

    Abstract: This work maps the interplay of conservative and feminist women in Indiana during the second half of the twentieth century and proposes an alternative framework for understanding the second wave feminist movement. The central theme is that rightwing women's understanding of one-worldism - a conspiracy theory refined by grassroots anticommunists during the height of the Cold War - shaped conservative women's response to the second wave feminist movement and circumscribed feminist activism.

    Abstract: This book reveals what happens to applications for post-conviction review when those in England, Wales, and Northern Ireland who believe they are wrongfully convicted apply to the Criminal Cases Review Commission, the only body that can refer a case back to the Court of Appeal once appellants opportunities for direct appeal are exhausted. While the Court is obliged to hear all such referrals, the Commission can only refer a case where it believes there is a real possibility that the Court will quash the conviction. The first empirical study of all stages of decision-making within the Commission, this book starts from the premise that the test applied by the Commission (the real possibility test) is not inflexible. Though created by statute and refined through case law, it must be determined on a case-by-case basis, drawing too on cultural and structural variables, alongside fresh evidence gathered by the Commission. Through in-depth analysis of case files and interviews, Hoyle and Sato scrutinize the Commissions operational practices, its working rules and assumptions, considering how these influence its understanding of the real possibility test. Situating their rich empirical data within a framework of the Commissions social, organizational, and legal contexts, this book demonstrates that in its open-ended investigations there is considerable scope for discretion; for thorough exploration of all possible avenues or for choosing a more superficial consideration of a case. It emerges that while structured internal guidance, drawing heavily on Court jurisprudence, shapes decision-making, creating consistency in approach, there remains some variability across cases, over time, that can be accounted for by the different professional backgrounds and personalities of Commission staff
