    Abstract: Based on four years of embedded observation in the cabinet of a European Commissioner, this book develops a sociology of international political work. Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. 0As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'.     Abstract: Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public-private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.

    Abstract: In this work, Paul Apostolidis asks what we can learn about social and economic precarity by considering the situation of Latin American migrant day laborers in the United States today. To do so, the author places Latino day laborers' commentaries in dialogue with critical social theory. Apostolidis sees these day laborers' circumstances both as exceptional and as synecdoches for precarious conditions that affect multitudes of workers. Through its combined approach to critical theory and field research with migrant workers, this text makes a case for a politics that is attuned to questions of time and advanced by precarious workers throughout society.

    Abstract: 'The Future of the World' is devoted to the intriguing field of study which emerged after World War Two, futurism or futurology. Jenny Andersson explains how futurist scholars and researchers imagined the Cold War and post Cold War world and the tools and methods they would use to influence and change that world. Futurists were a motley crew of Cold War warriors, nuclear scientists, journalists, and peace activists. Some argued it should be a closed sphere of science defined by delimited probabilities. They were challenged by alternative notions of the future as a potentially open realm. Futurism also drew on an eclectic range of repertoires, some of which were deduced from positivist social science, mathematics, and nuclear physics, and some of which sprung from alternative forms of knowledge in science fiction, journalism, or religion.

    Abstract: Political and scientific debates on migration policies have mostly focused on governments' efforts to control or reduce low-skilled, asylum, and irregular migration or to encourage the return migration of these categories. Less research and constructive discourse has been conducted on the role and effectiveness of policies to attract or retain high-skilled workers. An improved understanding of the drivers and dynamics of high-skilled migration is essential for effective policy-making, as most highly developed and emerging economies experience growing shortages of high-skilled labour supply in certain occupations and sectors, and skilled immigration is often viewed as one way of addressing these. Simplistic assumptions that high-skilled migrants are primarily in pursuit of higher wages raise the expectation that policies which open channels for high-skilled immigration are generally successful.

    Abstract: "Our world is currently divided into territorial states that resist all attempts to change their borders. But what entitles a state, or the people it represents, to assume monopoly control over a particular piece of the Earth's surface? Why are they allowed to prevent others from entering? What if two or more states, or two or more groups of people, claim the same piece of land? Political philosophy, which has had a great deal to say about the relationship between state and citizen, has largely ignored these questions about territory. This book provides answers. It justifies the idea of territory itself in terms of the moral value of political self-determination; it also justifies, within limits, those elements that we normally associate with territorial rights: rights of jurisdiction, rights over resources, right to control borders and so on. The book offers normative guidance over a number of important issues facing us today, all of which involve territory and territorial rights, but which are currently dealt with by ad hoc reasoning: disputes over resources; disputes over boundaries, oceans, unoccupied islands, and the frozen Arctic; disputes rooted in historical injustices with regard to land; secessionist conflicts; and irredentist conflicts.     Abstract: Modern Russian identity and historical experience has been largely shaped by Russia's imperial past: an empire that was founded in the early modern era and endures in large part today. The Russian Empire 1450-1801 surveys how the areas that made up the empire were conquered and how they were governed.     Abstract: Building and sustaining solidarity is a compelling challenge, especially in ethnically and religiously diverse societies. Recent research has concentrated on forces that trigger backlash and exclusion. The Strains of Commitment examines the politics of diversity in the opposite direction, exploring the potential sources of support for an inclusive solidarity, in particular political sources of solidarity. The volume asks three questions: Is solidarity really necessary for successful modern societies? Is diversity really a threat to solidarity? And what types of political communities, political agents, and political institutions and policies help sustain solidarity in contexts of diversity? To answer these questions, the volume brings together leading scholars in both normative political theory and empirical social science. Drawing on in-depth case studies, historical and comparative research, and quantitative cross-national studies, the research suggests that solidarity does not emerge spontaneously or naturally from economic and social processes but is inherently built or eroded though political action. The politics that builds inclusive solidarity may be conflicting in the first instance, but the resulting solidarity is sustained over time when it becomes incorporated into collective (typically national) identities and narratives, when it is reinforced on a recurring basis by political agents, and - most importantly - when it becomes embedded in political institutions and policy regimes. While some of the traditional political sources of solidarity are being challenged or weakened in an era of increased globalization and mobility, the authors explore the potential for new political narratives, coalitions, and policy regimes to sustain inclusive solidarity.--

    Abstract: Internationalist socialism and ethnic nationalism are usually thought of as polar opposites. But for the millions of men and women who made Social Democracy into twentieth-century Europe's most potent political force, they were often mutually reinforcing. 'Workers and Nationalism' explains this apparent paradox by looking at the history of the Social Democratic workers' movement in Habsburg Austria, which was built on the mobilization of German and Czech workers in the Empire's rapidly industrializing regions of Bohemia, Moravia, and Lower Austria. Jakub Benes takes the history of socialism out of the realm of theoretical and parliamentary debates and into the streets, city squares, pubs, and clubs of a vibrant but precarious multi-ethnic society. He reveals how ordinary workers became increasingly nationalist as they came to believe that they were the genuine representatives of their ethnic national communities. Their successful campaign to democratize parliamentary elections in 1905-1907 accelerated such thinking rapidly. It also split Social Democracy apart by 1911. Then, during the First World War, many Czech and German workers embraced revolutionary radicalism, alienating them from the regime-friendly socialist leadership. Benes's study is the first to show the profound connection between major political events and the rich culture of the Austrian workers' movement, revealing this culture's utopian and quasi-religious tendencies as well as its left populist nationalism. Based on research in eight archives and numerous libraries in Prague, Vienna, and Brno, 'Workers and Nationalism' fundamentally rethinks the relationship between socialism, nationalism, and democracy in modern Europe

    Abstract: Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in sympathy with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism

    Abstract: "In 1885, there was The Science of Revolutionary Warfare. In 1971, there was The Anarchist Cookbook. In 2012, the Boston Marathon bombers turned to the Internet to learn how to make explosives. For well over a century, the United States government has regarded the circulation of weapons manuals and instruction booklets by radicals as not only dangerous, but criminal. In The Wrong Hands, Ann Larabee traces the nuanced history of do-it-yourself weapons manuals from the late nineteenth century to the present to explain the trajectory of violent radicalism and how it provokes the state's evolving policy toward radical dissent. Larabee begins with Johann Most's The Science of Revolutionary Warfare, which allegedly served as a cookbook for the accused Haymarket Square bombers of 1886. The judge at the Haymarket trial allowed it to be admitted as evidence, setting a precedent for prosecutorial use of such texts against radicals. Health Is in You!, a bombmaking guide circulated by Italian anarchists, further attracted the attention of federal police, and sabotage books were introduced in show trials of labor activists. In the 1960s, small paramilitary publishers produced instructions, largely drawn from US military sources, to cater to a growing popular interest in do-it-yourself weapons making. Published in 1971, The Anarchist Cookbook achieved legendary status and a lasting presence in the courts. The book's critics immediately connected it to the wave of bombings by left-wing radicals of the era, particularly the Weather Underground. Novelistic instructions for bombmaking, as in Edward Abbey's The Monkey Wrench Gang and William Pierce's The Turner Diaries, provided controversial evidence in prosecutions of radicals on the left and right, including Earth Firsters and Timothy McVeigh.
