    Kurzfassung: Drawing on evolutionary epistemology, process ontology, and a social-cognition approach, this book suggests cognitive evolution, an evolutionary-constructivist social and normative theory of change and stability of international social orders. It argues that practices and their background knowledge survive preferentially, communities of practice serve as their vehicle, and social orders evolve. As an evolutionary theory of world ordering, which does not borrow from the natural sciences, it explains why certain configurations of practices organize and govern social orders epistemically and normatively, and why and how these configurations evolve from one social order to another. Suggesting a multiple and overlapping international social orders' approach, the book uses three running cases of contested orders - Europe's contemporary social order, the cyberspace order, and the corporate order - to illustrate the theory. Based on the concepts of common humanity and epistemological security, the author also submits a normative theory of better practices and of bounded progress.

Many of the landmark protests and social movements had close connections with the neighborhoods, workplaces, and civic space of each city. By the late twentieth century, as the political geography of each city changed rapidly with the commodification of urban land, so too did the patterns of political contention. Using a comparative historical lens, Frazier chronicles the political biographies of these two metropolises and leading centers of manufacturing and finance. Debates over ideology, citizenship, and political representation took material form through clashes over housing, jobs, police violence, public space, among much else, in the lived experience of urban residents. Frazier puts contemporary debates over informal housing, eviction of inner-city residents, scarcities of manufacturing jobs, and questions of unequal citizenship in an illuminating historical context.

These three factors inform the emergence of 'homicidal ecologies' (subnational regions most susceptible to violence) in Latin America. After focusing on the contemporary causes of homicidal violence, the book analyzes the comparative historical origins of weak and complicit public security forces and the rare moments in which successful institutional reform takes place.     Kurzfassung: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings.

In Politics Beyond Black and White, Lauren D. Davenport examines the ascendance of multiracial identities and their implications for American society and the political landscape. Amassing unprecedented evidence, this book systematically investigates how race is constructed and how it influences political behavior. Professor Davenport shows that biracials' identities are the product of family, interpersonal interactions, environment, and, most compellingly, gender stereotypes and social class. These identities, in turn, shape attitudes across a range of political issues, from affirmative action to same-sex marriage, and multiracial identifiers are shown to be culturally and politically progressive. But the book also reveals lingering prejudices against race-mixing, and that intermarriage and identification are highly correlated with economic prosperity. Overall findings suggest that multiracialism is poised to dismantle some racial boundaries, while reinforcing others.

Ebenezer Obadare, University of Kansas Until the 1990s, conflict resolution and peacemaking fell to states, the UN and other intergovernmental organizations. In recent times it is non-armed, non-state actors who have had a pivotal role in seeking to resolve civil wars in Africa. This book examines, for the first time, through an examination of the Liberian Civil War in particular, how non-state actors have impacted upon peace processes. The Liberian Civil War was the first post-Cold War intra-state conflict in West Africa and exemplified the "new wars" breaking out on the continent. The peace process that followed showed how future peacemaking processes might evolve, being not only the first in which a regional economic grouping had a role - in this case ECOWAS - but also involving non-state religious and diaspora actors. Religious actors, initiators of the Liberian peace process, were mediators, dialogue facilitators, watchdogs and trustees of the entire peace process. Although their efforts were mainly influenced by the desire to fulfil the divine mandate to "tend to the flock", they were also able to regain some of the societal influence that organized religion, especially Christianity, enjoyed during the 158 years of minority Americo-Liberian rule. Diaspora actors' roles ranged from being founders and sponsors of warring factions to providing succour to Liberians back home through remittances and engaging in the peace process. Babatunde T. He finds that because of the particular ways the issue of immigrant illegality was racialized, federally proposed anti-immigrant legislation (H.R. 4437) helped transform Latinos' sense of latent group membership into the racial group consciousness that incited their engagement in large-scale collective action. Zepeda-Millán shows how nativist policy threats against disenfranchised undocumented immigrants can provoke a political backlash - on the streets and at the ballot box - from not only 'people without papers', but also naturalized and US-born citizens. This book examines violence at the subnational level to illuminate how practices of violence are embedded within subnational configurations of space and clientelistic networks. In societies shaped by centuries of violence and exclusion, inequality and marginalization prevail at the same time that democratization and neoliberalism have decentralized power to regional and local levels, where democratic and authoritarian practices coexist. Within subnational arenas, unique configurations - of historical legacies, economic structures, identities, institutions, actors, and clientelistic networks - result in particular patterns of violence and vulnerability that are often strikingly different from what is portrayed by aggregate national-level statistics. The chapters of this book examine critical cases from across the region, drawing on new primary data collected in the field to analyze how a range of political actors and institutions shape people's lives and to connect structural and physical forms of violence.

    Kurzfassung: Why does religion become a fault line of communal violence in some pluralistic countries and not others? Under what conditions will religious identity - as opposed to other salient ethnic cleavages - become the spark that ignites communal violence? Contemporary world politics since 9/11 is increasingly marked by intra-state communal clashes in which religious identity is the main fault line. Yet, violence erupts only in some religiously pluralistic countries, and only in some parts of those countries. This study argues that prominent theories in the study of civil conflict cannot adequately account for the variation in subnational identity-based violence. Examining this variation in the context of Nigeria's pluralistic north-central region, this book finds support for a new theory of power-sharing. It finds that communities are less likely to fall prey to a divisive narrative of religious difference where local leaders informally agreed to abide by an inclusive, local government power-sharing arrangement.

    Kurzfassung: This book examines security in three cities that suffer from chronic violence: Rio de Janeiro, Brazil; Medellin, Colombia; and Kingston, Jamaica. In each, democratic states contend with subnational armed groups that dominate territory and play important roles in politics even as they contribute to fear and insecurity. Through a nested three-city six-neighborhood analysis of the role of criminal groups in governance, this research provides a deep understanding of the impact of crime on political experience. Neighborhoods controlled by different types of armed actors, operating in the same institutional context, build alliances with state officials and participate in political life through the structures created by these armed actors. The data demonstrate the effects criminal dominance can have on security, civil society, elections, and policymaking. Far from reflecting a breakdown of order, varying types of criminal groups generate different local lived political experiences.

Every attempt to tame Chinese and Malay languages resulted in failures of translation, competence, and governance, exposing both the deep fragility of a monoglot state in polyglot milieux, and the essential untameable nature of languages in motion.

Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees.

Patricia Boling argues that we need to think realistically about how to create political and policy change in this vital area. She evaluates policy approaches in the US, France, Germany and Japan, analyzing their policy histories, power resources, and political institutions to explain their approaches, and to propose realistic trajectories toward change. Arguing that much of the story lies in the way that job markets are structured, Boling shows that when women have reasonable chances of resuming their careers after giving birth, they are more likely to have children than in countries where even brief breaks put an end to a career, or where motherhood restricts them to part-time work.

    Kurzfassung: This book argues that nationalist violence in developed countries is the product of unresponsive political elites and nationalists blocked from attracting supporters through legal channels. Political elites are prone to ignoring a regional polity when their clout in that region is negligible and they do not rely on the region's support to maintain their positions of power. Conversely, when nationalists cannot make inroads through legal channels, incentives for violence are ripe. Thus, when nationalists in postwar Europe found elites unresponsive, it was state repression that helped radicals build a new group of support around militant action. The larger this new constituency legitimizing violence grew, the longer the conflict lasted. The book elucidates this complex dynamic through a deft combination of theoretical modeling, statistical methods and comparative case studies from the Basque Country, Catalonia, Corsica, Northern Ireland, Sardinia and Wales.

Anxious Politics explores the emotional life of politics, with particular emphasis on how political anxieties affect public life. When the world is scary, when politics is passionate, when the citizenry is anxious, does this politics resemble politics under more serene conditions? If politicians use threatening appeals to persuade citizens, how does the public respond? Anxious Politics argues that political anxiety triggers engagement in politics in ways that are potentially both promising and damaging for democracy. Using four substantive policy areas (public health, immigration, terrorism, and climate change), the book seeks to demonstrate that anxiety affects how we consume political news, who we trust, and what politics we support. Anxiety about politics triggers coping strategies in the political world, where these strategies are often shaped by partisan agendas.

Social revolutions have been rare but undeniably of enormous importance in modern world history. States and Social Revolutions provides a new frame of reference for analyzing the causes, the conflicts, and the outcomes of such revolutions. It develops a rigorous, comparative historical analysis of three major cases: the French Revolution of 1787 through the early 1800s, the Russian Revolution of 1917 through the 1930s, and the Chinese Revolution of 1911 through the 1960s. Believing that existing theories of revolution, both Marxist and non-Marxist, are inadequate to explain the actual historical patterns of revolutions, Skocpol urges us to adopt fresh perspectives. Above all, she maintains that states conceived as administrative and coercive organizations potentially autonomous from class controls and interests must be made central to explanations of revolutions.

    Kurzfassung: Do Evangelical activists control the Republican Party? Do secular activists control the Democratic Party? In Godless Democrats and Pious Republicans, Ryan Claassen carefully assesses the way campaign activists represent religious and non-religious groups in American political parties dating back to the 1960s. By providing a new theoretical framework for investigating the connections between macro social and political trends, the results challenge a conventional wisdom in which recently mobilized religious and Secular extremists captured the parties and created a God gap. The new approach reveals that very basic social and demographic trends matter far more than previously recognized and that mobilization matters far less. The God gap in voting is real, but it was not created by Christian Right mobilization efforts and a Secular backlash. Where others see culture wars and captured parties, Claassen finds many religious divisions in American politics are artifacts of basic social changes. This very basic insight leads to many profoundly different conclusions about the motivations of religious and non-religious activists and voters.

    Kurzfassung: The twenty-first century has seen a further dramatic increase in the use of quantitative knowledge for governing social life after its explosion in the 1980s. Indicators and rankings play an increasing role in the way governmental and non-governmental organizations distribute attention, make decisions, and allocate scarce resources. Quantitative knowledge promises to be more objective and straightforward as well as more transparent and open for public debate than qualitative knowledge, thus producing more democratic decision-making. However, we know little about the social processes through which this knowledge is constituted nor its effects. Understanding how such numeric knowledge is produced and used is increasingly important as proliferating technologies of quantification alter modes of knowing in subtle and often unrecognized ways. This book explores the implications of the global multiplication of indicators as a specific technology of numeric knowledge production used in governance.

    Kurzfassung: Toby Matthiesen traces the politics of the Shia in the Eastern Province of Saudi Arabia from the nineteenth century until the present day. This book outlines the difficult experiences of being Shia in a Wahhabi state, and casts new light on how the Shia have mobilised politically to change their position. Shia petitioned the rulers, joined secular opposition parties and founded Islamist movements. Most Saudi Shia opposition activists profited from an amnesty in 1993 and subsequently found a place in civil society and the public sphere. However, since 2011 a new Shia protest movement has again challenged the state. The Other Saudis shows how exclusionary state practices created an internal Other and how sectarian discrimination has strengthened Shia communal identities. The book is based on little-known Arabic sources, extensive fieldwork in Saudi Arabia and interviews with key activists. Of immense geopolitical importance, the oil-rich Eastern Province is a crucial but little known factor in regional politics and Gulf security.

    Kurzfassung: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

    Kurzfassung: The civil rights movement and immigration reform transformed American politics in the mid-1960s. Demographic diversity and identity politics raised the challenge of e pluribus unum anew, and multiculturalism emerged as a new ideological response to this dilemma. This book uses national public opinion data and public opinion data from Los Angeles to compare ethnic differences in patriotism and ethnic identity and ethnic differences in support for multicultural norms and group-conscious policies. The authors find evidence of strong patriotism among all groups and the classic pattern of assimilation among the new wave of immigrants. They argue that there is a consensus in rejecting harder forms of multiculturalism that insist on group rights but also a widespread acceptance of softer forms that are tolerant of cultural differences and do not challenge norms, such as by insisting on the primacy of English.

    Kurzfassung: This book argues that political and economic inequalities following group lines generate grievances that in turn can motivate civil war. Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

Laudani documents the appearance of 'disobedience' in the political lexicon from ancient times to the present, and explains the word's manifestations, showing how its semantic wealth transcended its liberal interpretations in the 1960s and 1970s. Disobedience, Laudani finds, is not merely an alternative to revolution and rebellion, but a different way of conceiving radical politics, one based on withdrawal of consent and defection in relation to the established order.

    Kurzfassung: Through richly detailed anthropological case studies of the rural economics and administrative policies in Burkina Faso, and reassessment of current models of conflict, resource management and modern administration, this book explores the current political, economic and social transformation of Western Africa. Ethnic tensions, the case studies suggest, are a strategic part of social and economic local relations - a pattern that is repeated when ethnic stereotyping finds its way into the higher echelons of national administration and of international development cooperation. Conflicts are shown to be ethnicized by local and administrative elites, creating screens impenetrable to those involved in the states' formal administration, and behind which informal local economies thrive. In these 'concealed economies' individuals exploit the ethnic divide by hiding friendly and profitable inter-ethnic relations behind a rhetoric of ethnic tensions and staged conflict. Cultivating ties across ethnic divides is not limited, however, to rural relations but becomes common practice at almost all levels of national and civil administration. Andreas Dafinger is Associate Professor of Social Anthropology at the Central European University, Budapest. He has worked on Burkina Faso for almost twenty years.

    Kurzfassung: With the Japanese posing as the leader of the world's colored peoples before World War II, many Ethiopians turned to Japan for inspiration. By offering them commercial opportunities, by seeking their military support, and by reaching out to popular Japanese opinion, Ethiopians tried to soften the stark reality of a stronger Italy encroaching on their country. Europeans feared Japan's growing economic and political influence in the colonial world. Jealously guarding its claimed rights in Ethiopia against all comers, among Italy's reasons for going to war was the perceived need to blunt Japan's commercial and military advances into Northeast Africa. Meanwhile, throughout 1934 and the summer of 1935, Moscow worked hard and in ways contrary to its claimed ideological imperatives to make Collective Security work. Ethiopia was a small price to pay Italy for cooperation against Nazi Germany in Austria and Imperial Japan in China. 'Yellow' Japanese and 'black' Ethiopian collaboration before the war illuminates the pernicious and flexible use of race in international diplomacy. In odious terms, Italians used race to justify their actions as defending western and 'white' civilization. The Japanese used race to explain their tilt toward Ethiopia. The Soviets used race to justify their support for Italy until late 1935. Ethiopia used race to attract help, and 'colored' peoples worldwide rallied to Ethiopia's call. J. Calvitt Clarke III is Professor Emeritus of History at Jacksonville University, Florida.

    Kurzfassung: Inspired by the events leading up to the overthrow of Doctor Hastings Kamuzu Banda's Life Presidency, this book explores the deep logic of Malawi's political culture as it emerged in the colonial and early post-colonial periods. It draws on archival sources from three continents and oral testimonies gathered over a ten-year period provided by those who lived these events. Power narrates how anti-colonial protest was made relevant to the African majority through the painstaking engagement of politicians in local grievances and struggles, which they then linked to the fight against white settler domination in the guise of the Central African Federation. She also explores how Doctor Banda (leader of independent Malawi for thirty years), the Nyasaland African Congress, and its successor, the Malawi Congress Party, functioned within this political culture, and how the MCP became a formidable political machine. Central to this process was the deployment of women and youth to cut across parochial politics and consolidate a broad base of support. No less important was the deliberate manipulation of history and the use of rumor and innuendo, symbol and pageantry, persecution and reward. It was this mix that made people both accept and reject the MCP regime, sometimes simultaneously. Joey Power is professor of history at Ryerson University, Toronto, Ontario.

    Kurzfassung: In this absorbing new study, Niyi Afolabi exposes the tensions between the official position on racial harmony and the reality of marginalization experienced by Afro-Brazilians by exploring Afro-Brazilian cultural production as a considered response to this exclusion. The author examines major contributions in music, history, literature, film, and popular culture in the nineteenth and twentieth centuries to reveal how each performance by an Afro-Brazilian artist addresses issues of identity and racism through a variety of veils that entertain, ridicule, invoke, provoke, protest, and demand change at the same time. Raising cogent questions such as the vital role of Afro-Brazilians in the making of Brazilian national identity; the representation of Brazilian women as hapless, exploited, and abandoned; the erosion of the influence of black movements due to fragmentation and internal disharmony; and the portrayal of Afro-Brazilians on the national screen as domestics, Afolabi provides insightful, nuanced analyses that tease out the complexities of the dilemma in their appropriate historical, political, and social contexts. Niyi Afolabi teaches Luso-Brazilian, Yoruba, and African Diaspora studies in the Department of Spanish and Portuguese as well as the John L. Warfield Center for African and African American Studies at the University of Texas at Austin.

    Kurzfassung: Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.

    Kurzfassung: The advance of economic globalization has led many academics, policy-makers, and activists to warn that it leads to a 'race to the bottom'. In a world increasingly free of restrictions on trade and capital flows, developing nations that cut public services are risking detrimental effects to the populace. Conventional wisdom suggests that it is the poorer members of these societies who stand to lose the most from these pressures on welfare protections, but this new study argues for a more complex conceptualization of the subject. Nita Rudra demonstrates how and why domestic institutions in developing nations have historically ignored the social needs of the poor; globalization neither takes away nor advances what never existed in the first place.     Kurzfassung: People decide about political parties by taking into account the preferences, values, expectations, and perceptions of their family, friends, colleagues, and neighbours. As most people live with others, members of their households influence each other's political decisions. How and what they think about politics and what they do are the outcomes of social processes. Applying varied statistical models to data from extensive German and British household surveys, this book shows that wives and husbands influence each other; young adults influence their parents, especially their mothers. Wives and mothers sit at the centre of households: their partisanship influences the partisanship of everyone else, and the others affect them. Politics in households interacts with competition among the political parties to sustain bounded partisanship. People ignore one of the major parties and vary their preference of its major rival over time. Election campaigns reinforce these choices.

Hearing the Other Side examines this theme in the context of the contemporary United States. It is unique in its effort to link political theory with empirical research.     Kurzfassung: More than a quarter of century after the end of the war in 1975, the Lao leadership is still in search for a compelling nationalist narration. Its politics of culture and representation appear to be caught between the rhetoric of preservation and the desire for modernity. Meanwhile, originating from the periphery where ethnic minorities had hitherto been symbolically, politically and administratively confined, the participation of some of their members in the Indochina Wars (1945-75) exposed these individuals to socialization and politicization processes. This rigorously researched and cogently argued book is a fine-grained analysis of substantial ethnographic material, showing the politics of identity, the geographies of memory and the power of narratives of some members of ethnic minority groups who fought during the Vietnam War in the Lao People's Liberation Army and/or were educated within the revolutionary administration. No study has ever been conducted on the latter's views on the national(ist) project of the late socialist era. Their own perceptions of their membership of the nation have been overlooked. Post-War Laos is a set to be a landmark study, and an original contribution which refines established theories of nationalism, such as Anderson's 'imagined community', by addressing a common weakness: namely, their tendency to deny agency to individuals, who in fact interpret their relationship to, and place within, the nation in a variety of ways that may change according to time and circumstance.

In a world rent by a growing number of such conflicts, the questions posed about why, how and when such challenges to the state are mounted are becoming increasingly urgent. Throughout the author analyses these questions through the lens of social movement theory, considering in particular politico-social structures, resource mobilization strategies and cultural identity. His conclusions offer some thought-provoking insights into Kurdish nationalism, as well as into the strengths and weaknesses of various social movement theories. While the book offers a rigorous conceptual approach, the empirical material - the result of the author's personal experiences - makes it a compelling read. It will find a readership amongst students of the Middle East, and also amongst those interested in ethnic relations, minority rights, terrorism, state repression, social movement theories and many other related issues.

    Kurzfassung: The profound transformations that preceded the downfall of Communism originated in Poland and Hungary, but played out in strikingly different ways. Hungary led through economic reform, Poland through open political struggle. Analysis of these transformational variants yields important insights into systemic change, marketization, and democratization. This book shows how these changes were possible in authoritarian regimes as, over time, state and society became mutually vulnerable, neither fully able to dictate the terms of engagement. For Poland this meant principled confrontation; for Hungary, innovative accommodation. This book argues that different conceptual frameworks and strategies of persuasion account for these divergences in virtually identical institutional settings. Seleny traces the different political-institutional residues which, in both Hungary and Poland, now function as constraining or enabling legacies. In particular, she demonstrates that state socialist legacies account for salient differences between these two new capitalist democracies, and now condition their prospects in the European Union.

    Kurzfassung: The Killing Trap, first published in 2005, offers a comparative analysis of the genocides, politicides and ethnic cleansings of the twentieth century, which are estimated to have cost upwards of forty million lives. The book seeks to understand both the occurrence and magnitude of genocide, based on the conviction that such comparative analysis may contribute towards prevention of genocide in the future. Manus Midlarsky compares socio-economic circumstances and international contexts and includes in his analysis the Jews of Europe, Armenians in the Ottoman Empire, Tutsi in Rwanda, black Africans in Darfur, Cambodians, Bosnians, and the victims of conflict in Ireland. The occurrence of genocide is explained by means of a framework that gives equal emphasis to the non-occurrence of genocide, a critical element not found in other comparisons, and victims are given a prominence equal to that of perpetrators in understanding the magnitude of genocide.

    Kurzfassung: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse.

    Kurzfassung: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future.

    Kurzfassung: In the last two decades, the study of social stereotypes and prejudice has become one of the central interests in social psychology in particular. One reflection of this growing interest is the focus on shared stereotypes and prejudices. The primary reason for this development is the recognition that stereotypes and prejudice play a determinative role in shaping intergroup relations. In situations of conflict, they are simultaneously outcomes of the accumulated animosity between the involved groups and also feed on the continuation of the conflict by furnishing the cognitive-affective basis for the experienced mistrust by the parties. In spite of this recognition, no systematic analysis of the stereotypes and prejudice was carried out in real situations. This book tries to rectify this by applying a general and universal conceptual framework to the study of the acquisition and development of stereotypes and prejudice in a society involved in an intractable conflict.

    Kurzfassung: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.

Recent debates have centered primarily on contemporary aspects of the Europe-Asia partnership in terms of international relations and economic linkages. The present volume complements this political and economic interest in Europe-Asia relationship by focusing on the academic, social and cultural connections between the two regions. The contributions in this volume have a contemporary focus but contextualize the themes within a historical perspective. They deal with academic discourses on the region, on modernity and entrepreneurship; they discuss the long-term exchange of knowledge in specific scientific fields; and they focus on the cultural interconnections in the area of film, literature and migration. The originality of this book lies in its interdisciplinary approach to the question of Asia-Europe and in its emphasis on the multifaceted complexity of the relationship between these two regions. It brings together the diversity of local histories, ideas, and agencies in both Europe and Asia into a universal project of knowledge formation in order to reveal their contribution to the making of the world we are in. They claim that the claims of white nationalists need to be aired in open, public forums, where they can be vigorously challenged and subjected to refutation.

    Kurzfassung: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice.

As the three countries transitioned from democratic to authoritarian forms of government (and back), they confronted challenges posed by the rise of the feminist movement, social changes, and the power of the Catholic Church. The results were often surprising: women's rights were expanded under military dictatorships, divorce was legalized in authoritarian Brazil but not in democratic Chile, and no Latin American country changed its laws on abortion. Sex and the State explores these patterns of gender-related policy reform and shows how they mattered for the peoples of Latin America and for a broader understanding of the logic behind the state's role in shaping private lives and gender relations everywhere.

In many countries, electoral democracy itself is the outcome of social movement actions. This book, first published in 2003, examines the interaction of social movements and party politics since the 1950s, both in the United States and around the world. In studies of the US Civil Rights movement, the New Left, the Czechoslovak dissident movements, the Mexican struggle for democracy, and other episodes, this volume shows how party politics and social movements cannot be understood without appreciating their intimate relationship.

    Kurzfassung: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

    Kurzfassung: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action.

    Kurzfassung: Andreas Wimmer argues that nationalist and ethnic politics have shaped modern societies to a far greater extent than has been acknowledged by social scientists. The modern state governs in the name of a people defined in ethnic and national terms. Democratic participation, equality before the law and protection from arbitrary violence were offered only to the ethnic group in a privileged relationship with the emerging nation-state. Depending on circumstances, the dynamics of exclusion took on different forms. Where nation building was 'successful', immigrants and 'ethnic minorities' are excluded from full participation; they risk being targets of xenophobia and racism. In weaker states, political closure proceeded along ethnic, rather than national lines and leads to corresponding forms of conflict and violence. In chapters on Mexico, Iraq and Switzerland, Wimmer provides extended case studies that support and contextualise this argument.

Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'.

    Kurzfassung: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy.

    Kurzfassung: Societies work best where citizens trust their fellow citizens, work cooperatively for common goals, and thus share a civic culture. The accumulation of reciprocal trust, as demonstrated by voluntary efforts for the creation of common goods, builds social capital and contributes to effective government. This volume advances the study of social capital across chronological and geographical space. It examines voluntary associations, comparatively and cross-culturally, as important indicators of citizen readiness for civic engagement. An important conclusion, along the way, is that social capital may not be continuous, or endure. Several of the authors wonder if the accumulation and diminution of social capital will prove cyclical. Or has there been a societal deterioration as we enter a more anonymous age? This book is ultimately about the pattern of social and civic interactions in past times, and how these patterns may no longer exist.

    Kurzfassung: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies.

    Kurzfassung: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic.

    Kurzfassung: This book, first published in 2000, is a full-length study of the representation of deceit and lies in classical Athens. Dr Hesk traces the ways in which Athenian drama, democratic oratory and elite prose-writing construct and theorize a relationship between dishonesty and civic identity. He focuses on the ideology of military trickery, notions of the 'noble lie' and the developing associations of rhetorical language with deceptive communication. Deception and Democracy in Classical Athens combines close analysis of Athenian texts with lively critiques of modern theorists and classical scholars. Athenian democratic culture was crucially informed by a nuanced, anxious and dynamic discourse on the problems and opportunities which deception presented for its citizenry. Mobilizing comparisons with twentieth-century democracies, the author argues that Athenian literature made deception a fundamental concern for democratic citizenship. This ancient discourse on lying highlights the dangers of modern resignation and postmodern complacency concerning the politics and morality of deception.

    Kurzfassung: Fundamentalism, Sectarianism, and Revolution is a major comparative analysis of fundamentalist movements in cultural and political context, with an emphasis on the contemporary scene. Leading sociologist S. N. Eisenstadt examines the meaning of the global rise of fundamentalism as one very forceful contemporary response to tensions in modernity and the dynamics of civilization. He compares modern fundamentalist movements with the proto-fundamentalist movements which arose in the 'axial civilizations' in pre-modern times; he shows how the great revolutions in Europe which arose in connection with these movements shaped the political and cultural programmes of modernity; and he contrasts post-Second World War Moslem, Jewish and Protestant fundamentalist movements with communal national movements, notably in Asia. The central theme of the book is the distinctively Jacobin features of fundamentalist movements and their ambivalent attitude to tradition: above all their attempts to essentialize tradition in an ideologically totalistic way. Eisenstadt has won the Amalfi book prize.

The contributors criticise conventional forms of comparative method, and introduce new comparative strategies, ranging from abstract model building to ethnographically based methods. They represent a wide variety of theoretical positions, from rational choice theory to interpretivism, and the issues are clarified in the cut and thrust of debate. This will be an excellent case book for courses on comparison across the social sciences.
