    Abstract: "Pseudodemokratie in Rußland" untersucht den Prozeß der Herausbildung regionaler politischer Institutionen in Rußland nach 1990. Die Arbeit geht dabei der Frage nach, welche Faktoren die Entstehung nicht-demokratischer Strukturen in den russischen Regionen ermöglicht haben. Empirische Grundlage der Untersuchung ist eine ausführliche Fallstudie der Republik Baschkortostan, die als eines der autoritärsten regionalen Regime in Rußland gilt. Als Schlüssel zur Erklärung des politisch-institutionellen Wandels wird die Rolle informeller Institutionen (Netzwerke, Verpflichtungsbeziehungen) und überkommener Strukturen aus dem alten System herausgestellt. Die Arbeit wendet sich damit einem in der Transformations- und Demokratisierungsforschung bislang zu wenig beachteten Problem zu, das indes sowohl demokratietheoretisch als auch reformpolitisch von entscheidender Bedeutung ist: Wie ist es zu erklären, daß selbst dort, wo Demokratisierung das Gebot der Stunde zu sein scheint, bloß pseudodemokratische, ihrem Wesen nach eher autoritäre Regime nicht nur entstehen, sondern sich sogar konsolidieren können? Im Unterschied zu Deutungen, die Demokratiedefizite pauschal kulturellen Mängeln zuschreiben oder sich auf den deskriptiven Verweis auf Elitenkontinuität beschränken, rückt diese Arbeit funktionale Gründe für die Bestandsfähigkeit eines autoritär-patrimonialen Regimes in der Vordergrund. Pseudodemokratien, so die zentrale These, können durchaus stabil sein, sofern sie in Zeiten raschen sozialen Wandels für wesentliche Teile der Elite zur Reduktion von Unsicherheit beitragen und ihnen gegenüber leistungsfähig sind.
    Abstract: "Pseudo-Democracy in Russia" analyses the emergence of regional political institutions in Russia after 1990. The study aims to explain which factors were instrumental in bringing about non-democratic structures in the Russian regions. Empirically, the analysis is based on an in-depth case study of the Republic of Bashkortostan which is widely regarded as one of the most authoritarian regional regimes in Russia. As key to explaining the particular way political institutions changed, the study highlights the role of informal institutions (such as networks of mutual commitment) as well as structural legacies of the old system. It addresses an almost neglected problem of transition and democratisation research which, at the same time, is of great importance for both democratisation theory and the design of reform policies: How is it possible that in an environment where democratisation seems to be the order of the day pseudo-democratic regimes that have more in common with authoritarianism than with democracy can not only emerge but even consolidate? In contrast to interpretations which account democratic deficits wholesale to cultural deficiencies or refer rather generally to elite continuity, this study stresses functional reasons for the stability of an authoritarian patrimonial regime. The central argument is that pseudo-democracies can be stable if in times of rapid social change they contribute toward a reduction of uncertainty for significant parts of the elite and remain able to deliver benefits to them.

    Abstract: The book presents a unique combination of the study of contemporary and historical practices between Asia and Europe and brings forth some of the latest thinking on the subject. Recent debates have centered primarily on contemporary aspects of the Europe-Asia partnership in terms of international relations and economic linkages. The present volume complements this political and economic interest in Europe-Asia relationship by focusing on the academic, social and cultural connections between the two regions.     Abstract: In this provocative book, first published in 2004, John Keane calls for a fresh understanding of the vexed relationship between democracy and violence. Taking issue with the common sense view that 'human nature' is violent, Keane shows why mature democracies do not wage war upon each other, and why they are unusually sensitive to violence. He argues that we need to think more discriminatingly about the origins of violence, its consequences, its uses and remedies. He probes the disputed meanings of the term violence, and asks why violence is the greatest enemy of democracy, and why today's global 'triangle of violence' is tempting politicians to invoke undemocratic emergency powers. Throughout, Keane gives prominence to ethical questions, such as the circumstances in which violence can be justified, and argues that violent behaviour and means of violence can and should be 'democratised' - made publicly accountable to others, so encouraging efforts to erase surplus violence from the world

    Abstract: In January 1987, the Indian state-run television began broadcasting a Hindu epic in serial form, The Ramayana, to nationwide audiences, violating a decades-old taboo on religious partisanship. What resulted was the largest political campaign in post-independence times, around the symbol of Lord Ram, led by Hindu nationalists. The complexion of Indian politics was irrevocably changed thereafter. In this book, Arvind Rajagopal analyses this extraordinary series of events. While audiences may have thought they were harking back to an epic golden age, Hindu nationalist leaders were embracing the prospects of neoliberalism and globalisation. Television was the device that hinged these movements together, symbolising the new possibilities of politics, at once more inclusive and authoritarian. Simultaneously, this study examines how the larger historical context was woven into and changed the character of Hindu nationalism.

    Abstract: This work analyses in a historical and comparative perspective the relationship between the family and the welfare state in two Mediterranean countries: Italy and Spain. Two aims form the focus of the book. Firstly, to open the black box of the family in welfare state analysis, introducing a focus on inter-generational and kin relations.     Abstract: Arnd Uhle untersucht das Verhältnis von freiheitlichem Verfassungsstaat und kultureller Identität, das bislang kaum – wenn, dann lediglich partiell – erforscht wurde. Der Autor beleuchtet die Relevanz der kulturellen Identität für Entstehung, Gestalt und Fortbestand des freiheitlichen Verfassungsstaates aus verfassungstheoretischer, aus verfassungsrechtlicher und schließlich aus europarechtlicher Perspektive.Bereits aus verfassungstheoretischer Sicht ergibt sich dabei, daß die kulturelle Identität gleichermaßen Entstehungs- wie auch Geltungsbedingung freiheitlicher Verfassungsstaatlichkeit ist, weil der freiheitliche Staat in vielfältiger Weise an die kulturelle Identität anknüpft. Eine Betrachtung aus verfassungsrechtlicher Perspektive unterstreicht diesen Befund und belegt, daß namentlich das deutsche Grundgesetz in einer prima facie zwar komplex und unüberschaubar erscheinenden, letztlich aber systematisch geordneten und differenzierenden Weise an die kulturelle Identität anknüpft – und diese angesichts ihrer Bedeutung für den dauerhaften Fortbestand des freiheitlichen Verfassungsstaates überdies durch das in der Habilitationsschrift erstmals entfaltete grundgesetzliche Staatsziel der Vitalität und Dauerhaftigkeit der freiheitlichen Verfassungsordnung mit verfassungsrechtlichem Schutz umhegt. In der Konsequenz dieses Staatsziels ist der grundgesetzgebundene Staat zur Pflege und zum Schutz der kulturellen Identität verpflichtet. Eine abschließende europarechtliche Betrachtung verdeutlicht, daß die grundgesetzliche Anknüpfung an die kulturelle Identität wie auch deren verfassungsrechtliche Sicherung den Schutz des Art. 6 Abs.3 EUV genießen, der die Achtung der nationalen Identität anordnet.

    Abstract: In the last two decades of the twentieth century, a wave of "people power" movements erupted throughout the nondemocratic world. In South Africa, the Philippines, Nepal, Thailand, Burma (Myanmar), China, and elsewhere, mass protest demonstrations, strikes, boycotts, civil disobedience, and other nonviolent actions were brought to bear on a rigid political status quo. Kurt Schock compares the successes of the anti-apartheid movement in South Africa, the people power movement in the Philippines, the pro-democracy movement in Nepal, and the antimilitary movement in Thailand with the failures of the pro-democracy movement in China and the anti-regime challenge in Burma. Schock develops a synthetic framework that allows him to identify which characteristics increase the resilience of a challenge to state repression, and which aspects of a state's relations can be exploited by such a challenge. By looking at how these methods of protest promoted regime change in some countries but not in others, this book provides rare insight into the often overlooked and little understood power of nonviolent action.

Violence and Belonging explores the crucial formative role of violence in shaping people's ideas of who they are in uncertain postcolonial contexts where, as resources dwindle and wealth is contested, identities and ideas of belonging become a focal area of conflict and negotiation. Focusing on fieldwork from across the continent, its case studies consider how routine everyday violence ties in with wider regional and political upheavals, and how individuals experience and legitimize violence in its different forms. The Zimbabwean and Sudanese civil wars, Kenyan Kikuyu domestic conflicts, Rwandan massacres and South African Truth and Reconciliation processes, are among the contexts explored.

    Abstract: Racial discrimination embodies inequality, exclusion, and injustice and as such has no place in a democratic society. And yet racial matters pervade nearly every aspect of American life, influencing where we live, what schools we attend, the friends we make, the votes we cast, the opportunities we enjoy, and even the television shows we watch. Joel Olson contends that, given the history of slavery and segregation in the United States, American citizenship is a form of racial privilege in which whites are equal to each other but superior to everyone else. In Olson's analysis we see how the tension in this equation produces a passive form of democracy that discourages extensive participation in politics because it treats citizenship as an identity to possess rather than as a source of empowerment. Olson traces this tension and its disenfranchising effects from the colonial era to our own, demonstrating how, after the civil rights movement, whiteness has become less a form of standing and more a norm that cements white advantages in the ordinary operations of modern society. To break this pattern, Olson suggests an "abolitionist-democratic" political theory that makes the fight against racial discrimination a prerequisite for expanding democratic participation.

    Abstract: Zwar ist in den letzten Jahren der Konsens gewachsen, dass Deutschland ein Einwanderungsland ist, aber der Blick auf Migranten hat sich dadurch nicht wesentlich geändert. Auf der Basis des Paradigmas kultureller Differenz gelten sie nach wie vor als die Anderen, die Fremden. Doch die Fremdheit der Migranten als eine Prämisse der Debatte über Einwanderung in Deutschland verstellt den Blick für eine sehr vielfältige und gar nicht unbedingt fremde Lebenswirklichkeit. Die Beiträge dieses Bandes nun stellen diese Prämisse in Frage.     Abstract: Die Familienpolitik ist ein spätes Kind des deutschen Sozialstaats. Sie etablierte sich vor dem Hintergrund tief greifender gesellschaftlicher Umbrüche. Der kriegsbedingte Männermangel und der "Scheidungsboom" wurden nach 1945 als Zeichen der Auflösung traditioneller Familienformen gedeutet; später verwiesen Schlagworte wie "Pillenknick" und "sexuelle Revolution" auf einen weit reichenden Wertewandel in Familienfragen. Wie die Familienpolitik auf solche Herausforderungen reagierte, zeigt die Studie im Blick auf drei zentrale Konfliktfelder: den finanziellen Familienlastenausgleich, die Sexualaufklärung und Familienberatung sowie die Vorschulerziehung in Kindergärten. Während der Familienlastenausgleich auf Bundesebene zwischen 1965 und 1975 stagnierte, ist in den beiden anderen Bereichen ein Aufbruch zu beobachten, der in erster Linie von den Bundesländern getragen wurde. Dies wird am Beispiel Bayerns dargestellt. So kombiniert die Studie zwei große Themenkreise: Sie zeigt, wie die Familienpolitik zu einem eigenständigen Politikfeld mit vielfältigen Querschnittsaufgaben wurde, und sie lenkt das Augenmerk auf den Föderalismus als eine charakteristische Funktionsbedingung des deutschen Sozialstaates.

    Abstract: In this volume the focus is on the interrelations of the global and the local in their consequences for work. The process of restructuring of work is analyzed as an ongoing, locally situated process in which actors within work organizations play an important role. Nevertheless, when taking the context of work organizations into account, the increasing importance of the global on the local processes is obvious. Local practices keep their central importance, but the global doesn't function only as a context for the local anymore but forms more and more a practice of itself in which an increasing number of actors play their part.As we can see on the World Wide Web, people and firms are both emitters and receptors and act on the local and global level at the same time. Local diversity in a world with increasing interdependencies is shown in a number of contributions from different parts of the world. These contributions are clustered around two main themes: Labor markets in global and local scenarios - From industry to services; Global industries - Restructuring and local jobs.     Abstract: Klappentext: Die DuMont-Forschungsreihe MEDIOLOGIE: Die politischen Ideologien, besonders des 20. Jahrhunderts, verlockten zur Bildung von Gesinnungsgemeinschaften, zur Bestimmung von Freund und Feind. In diesem Kontext schillert der politische Seitenwechsel in vielen Farben: Bekehrung und Denunziation, enttäuschte Verweigerung, Spaltung und Spionage. Die Medientheorien des 20. Jahrhunderts bildeten sich zwischen sozialen Modellen und ihren politischen Anwendungen. Der Seitenwechsel stand im Zentrum der Theoriebildung: in der teilnehmenden Beobachtung von Propaganda und Massenmedien, Kriegstechnik und Pazifismus, Werbung und Konsumkritik. Was wird aus diesem politischen Kern der Medien und der Medientheorie nach dem Kalten Krieg und im 21. Jahrhundert? Ist die Rede vom Verrat noch eine tragende politische Größe, etwa in der Enttäuschung über staatliche und wirtschaftliche Versprechen? Und welche Rolle spielen mediale Feindbilder heute in den Widersprüchen der Weltgesellschaft etwa wenn man George Bush und Osama Bin Ladin aus nigerianischer Perspektive verfolgt? Die Herausgeber: Cornelia Epping-Jäger ist wissenschaftliche Mitarbeiterin am Kulturwissenschaftlichen Forschungskolleg der Universität zu Köln. Ihre Arbeitsschwerpunkte sind Mediengeschichte und Medientheorie. Torsten Hahn ist Wissenschaftlicher Assistent am Institut für deutsche Sprache und Literatur der Universität zu Köln. Sein aktueller Arbeitsschwerpunkt ist Literatur um 1800 als Gesellschaftsbobachtung. Erhard Schüttpelz war von 1998 bis 2003 Wissenschaftlicher Mitarbeiter am Kulturwissenschaftlichen Forschungskolleg "Medien und kulturelle Kommunikation" der Universität zu Köln. Er ist derzeit Koordinator der Forschungsstelle "Kulturtheorie und Theorie des politischen Imaginären" an der Universität Konstanz.     Abstract: Das 20. Jahrhundert ist oft als das Jahrhundert der Gewalt bezeichnet worden. Daher mangelt es nicht an Gewaltphänomenen, die es genauer zu untersuchen gilt, als dies bislang geschehen ist. In diesem Band werden deswegen Gewalttaten aus neuen Perspektiven untersucht, neue Interpretationen ihrer Entstehung vorgestellt und neue Herausforderungen der sozialwissenschaftlichen Gewaltforschung debattiert. Folgende Fragen werden unter anderem in diesem gesellschaftspolitisch folgenreichen Buch behandelt: Kann der lange dominierende Begriff der physischen Gewalt überhaupt noch leitend sein, und muß die Gewaltanalyse sich nicht wieder stärker der strukturellen Gewalt zuwenden, da zunehmend eine »Gewalt ohne Gesicht« auftritt? Stecken die Ursachen im Gewalthandeln selbst, so daß Hinweise auf soziale Hintergründe etwa in die Irre führen? Verlieren sozialwissenschaftliche Forschungen aufgrund neuer biologischer Ansätze völlig an Relevanz? Biographische Informationen Wilhelm Heitmeyer, geboren 1945, war von 1996 bis 2013 Direktor des Instituts für interdisziplinäre Konflikt- und Gewaltforschung der Universität Bielefeld und arbeitet dort jetzt als Forschungsprofessor.     Abstract: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.
