    Abstract: The need to reform water policies is as urgent as ever. Water is essential for economic growth, human health, and the environment. Yet governments around the world face significant challenges in managing their water resources effectively. The problems are multiple and complex: billions of people are still without access to safe water and adequate sanitation; competition for water is increasing among the different uses and users; and major investment is required to maintain and improve water infrastructure in OECD and non-OECD countries. Despite progress on many fronts, governments around the world are still confronted with the need to reform their existing water policies in order to meet current objectives and future challenges. Building on the water challenges identified by the OECD Environment Outlook to 2050, this report examines three fundamental areas that need to be addressed whatever reform agendas are pursued by governments: financing of the water sector; the governance and institutional arrangements that are in place; and coherence between water policies and policies in place in other sectors of the economy. The report provides governments with practical advice and policy tools to pursue urgent reform in their water sectors.

    Abstract: Leaders and academics can improve the quality of higher education teaching, and thereby the quality of their graduates, by reflecting on institution-wide practices. This book explores the interplay between actors within institutions, organisational structure, commitment of senior leadership, involvement of faculty and students, and evaluation instruments. Based on an OECD review of 46 quality teaching initiatives in 20 countries, the report highlights the significant impact of the institutions’ environment, trends in the quality of academia, teaching methods and learning conditions. The sample represents 29 higher education institutions, from technological and vocational institutions to business and economic schools, from small undergraduate institutions to multidisciplinary postgraduate universities. The book illustrates the following factors with examples from around the world: the aims of institutions when fostering quality teaching, their options and the guiding philosophy behind a quality approach; concrete ways to apply quality teaching initiatives, challenges to implementing them, and key actors in their dissemination; evaluation systems and the impacts of institutional support on teaching, research and quality culture; how institution-wide approaches can be combined to enhance quality teaching in a sustainable way.     Abstract: The economics of news production and distribution is in a state of radical change. After very profitable years, newspaper publishers in most OECD countries face declining advertising revenues and significant reductions in titles and circulation. About 20 out of 30 OECD countries face declining newspaper readership, which is now at its lowest among younger people. At the same time, many promising forms of news creation and distribution are being tested. Some of these are empowered by increasing technological sophistication, new information intermediaries and the resulting decentralised forms of content creation. However, despite these new possibilities, no business and/or revenue-sharing models have been found to finance in-depth independent news production. This raises questions about the supply of high-quality journalism in the longer term and roles that government support might take in supporting a diverse and local press without putting its independence at stake. This study provides an in-depth treatment of the global newspaper publishing market and its evolution, with a particular view on the development of online news and related challenges.

    Abstract: Climate change is likely to have significant impacts on the agricultural sector to which farmers will have to adapt. While agriculture is a significant contributor to greenhouse gas emissions, it is also a source of carbon storage in soils. This report examines the economic and policy issues related to the impacts of climate change on agriculture and adaptation responses and to the mitigation of greenhouse gases from agriculture. It outlines research undertaken and underway in other national and international research agencies. It also highlights some of the knowledge gaps on the impacts of climate change on food production and the uncertainties of those impacts in a global context that warrant further research efforts. In particular, the report analyses marginal abatement cost curves, which show the relative costs of achieving reductions in greenhouse gas emission through the implementation of different actions in the agricultural sector. The aim of the report is to help guide policy makers in the design of policies to address climate change issues in agriculture.

    Abstract: The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.

    Abstract: Car ownership is set to triple by 2050, trucking activity will double and air travel could increase fourfold. This book examines how to enable mobility without accelerating climate change. It finds that if we change the way we travel, adopt technologies to improve vehicle efficiency and shift to low-CO2 fuels, we can move onto a different pathway where transport CO2 emissions by 2050 are far below current levels, at costs that are lower than many assume. The report discusses the prospects for shifting more travel to the most efficient modes and reducing travel growth rates, improving vehicle fuel efficiency by up to 50% using cost-effective, incremental technologies, and moving toward electricity, hydrogen, and advanced biofuels to achieve a more secure and sustainable transport future. If governments implement strong policies to achieve this scenario, transport can play its role and dramatically reduce CO2 emissions by 2050.

    Abstract: Growing flows of knowledge, people and financing cross national borders and feed both worldwide collaboration and competition. These effects of globalisation increasingly impact higher education. How then might the future higher education scene look at the global level?     Abstract: Encouraging Student Interest in Science and Technology Studies examines overall trends in higher education enrolments and the evolution of S&T compared with other disciplines. The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

    Abstract: Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements. The study is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

    Abstract: The analysis of the inner workings of the firm has been largely absent from economic assessments of environmental policy. In an effort to partly fill this vacuum, this book summarises the results of an OECD project which collected and analysed data from over 4,000 facilities in seven OECD countries. Issues addressed include the role of 'flexible' policy instruments in encouraging clean production strategies and environmental research and development; the effectiveness of different environmental policy incentives on the introduction of environmental management systems and tools; and the relationship between environmental and commercial performance.

    Abstract: This report assesses the implications of climate change on winter tourism and natural hazards management in the European Alps, with a particular focus on how these activities can adapt to climate change. The report presents the first systematic cross-country analysis of the effects of climate change on snow-reliability in the European Alps. It also examines the implications of climate change for a range of natural hazards prevalent in the Alps, with a particular focus on frameworks and financial mechanisms to manage natural hazards in three countries: France, Switzerland and Austria. Technological and behavioural adaptation measures, together with institutional structures and risk transfer mechanisms, are also reviewed.

    Abstract: Our climate is changing. Less certain, however, is the timing and magnitude of climate change, and the cost of transition to a low-carbon world. This book identifies how climate change policy uncertainty may affect investment behaviour in the power sector. For power companies, where capital stock is intensive and long-lived, those risks rank among the biggest and can create an incentive to delay investment. Our analysis results show that the risk premiums of climate change uncertainty can add 40% of construction costs of the plant for power investors, and 10% of price surcharges for the electricity end-users. Climate Policy Uncertainty and Investment Risk tells what can be done in policy design to reduce these costs.

    Abstract: The relationship between environment and children’s health has been the subject of increasing interest these last ten years. For example, many OECD member countries are reporting asthma epidemics exacerbated by air pollution: in the United States nearly 1 in 13 school-age children (approximately 4.8 million) has asthma, and the rate is increasing more rapidly in school-age children than in any other group. The importance of this issue has resulted in a growing number of epidemiological studies aiming at better understanding and better characterising the relationship between environmental pollution and the health of children. However, in many respects, the valuation of children’s health strongly differs from the valuation of adults’ health and constitutes a real challenge for analysts as well as for decision-makers. Consequently, this book proposes an in depth analysis of the main methodological difficulties associated with estimating the social value of a reduction in risk to children. Questions such as how to elicit children’s preferences, what valuation methodology and benefit measure to choose, how to discount benefits to children’s health, and how to account for economic uncertainties in this specific context of economic valuation will be systematically examined in order to define key policy implications and to pave the way for further research.

    Abstract: Ireland was one of the first European countries to grasp the economic importance of education. But higher education in Ireland is now at a crossroads, with significant challenges to overcome.     Abstract: When William Shakespeare wrote Love’s Labour’s Lost he would have used light from tallow candles at a cost (today) of £12,000 per million-lumen hours. The same amount of light from electric lamps now costs only £2! But today’s low-cost illumination still has a dark side. Globally, lighting consumes more electricity than is produced by either hydro or nuclear power and results in CO2 emissions equivalent to two thirds of the world’s cars. This book documents a broad range of policy measures to stimulate efficient lighting being implemented around the world and suggests new ways these could be strengthened to prevent light’s labour from being lost.

    Abstract: Following the burst of the dot-com bubble in 2000, scepticism about e-learning replaced over-enthusiasm. Rhetoric aside, where do we stand? Why and how do different kinds of tertiary education institutions engage in e-learning? What do institutions perceive to be the pedagogic impact of e-learning in its different forms? How do institutions understand the costs of e-learning? How might e-learning impact staffing and staff development? This book addresses these and many other questions. The study is based on a qualitative survey of practices and strategies carried out by the OECD Centre for Educational Research and Innovation (CERI) at 19 tertiary education institutions from 11 OECD member countries – Australia, Canada, France, Germany, Japan, Mexico, New Zealand, Spain, Switzerland, the United Kingdom and the United States – and 2 non-member countries – Brazil and Thailand. This qualitative survey is complemented by the findings of a quantitative survey of e-learning in tertiary education carried out in 2004 by the Observatory on Borderless Higher Education (OBHE) in some Commonwealth countries.

    Abstract: This book is the product of a collaborative effort between the OECD Environment and Development Co-operation directorates on mainstreaming responses to climate change in development planning and assistance. This volume synthesises insights from six country case studies that review climate change impacts and vulnerabilities, analyse relevant national plans and aid investments in terms of their exposure and attention to climate risks, and examine in-depth key systems where climate change is closely intertwined with development and natural resource management. The case studies cover the Nepal Himalayas, Mount Kilimanjaro in Tanzania, the Nile in Egypt, the Bangladesh Sundarbans, coastal mangroves in Fiji, and agriculture and forestry sectors in Uruguay. Overall, the volume suggests a rich agenda for research and policy action which should be of considerable interest to donor agencies, sectoral planners and development practioners, as well as climate change experts and policy makers.

    Abstract: OECD Environment Ministers agreed in 2001, on an ambitious Environmental Strategy for the first decade of the 21st century. The strategy sets out clear directions for environmentally sustainable policies and includes these key objectives: maintaining the integrity of ecosystems through the efficient management of natural resources; decoupling environmental pressures from economic growth; improving information for decision-making; measuring progress through indicators; the social and environmental interface; enhancing the quality of life; global environmental interdependence; improving governance and co-operation. In addition to highlighting the challenges and obstacles that remain if countries are to achieve the objectives by the planned date of 2010, this report assesses the progress that OECD countries have made, as well as in applying the 71 national actions they agreed on, as part of the Environmental Strategy. The book is for policy makers and environmental economists.

    Abstract: The Environment Ministers of OECD member countries endorsed the Guidelines for moving towards Environmentally Sustainable Transport (EST) at their meeting in May 2001. These Guidelines are based on the results and conclusions of the EST project involving many OECD and non-OECD countries and provide a solution to making transport policy more sustainable and enhancing quality of life. They have been developed to enable economic development and individual welfare without causing undue health and environmental impacts and depletion of finite resources. The EST Guidelines will assist governments at all levels in the development and implementation of strategies towards EST. Effective implementation of the EST Guidelines requires strategies that accommodate the particular geographic and socio-economic conditions of countries or regions.These guidelines guidelines represent a desirable and feasible approach for the transport sector that may also be of value in the sustainable development of other sectors.

    Abstract: Voluntary approaches are schemes whereby firms make commitments to improve their environmental performance.They cover arrangements such as public voluntary programmes, negotiated agreements or unilateral commitments. Until recently, voluntary approaches have not been subject to systematic analysis, inasmuch as, unlike taxes and tradable permits, they have not been prescribed by economic theory. Voluntary approaches were "invented" by those who devise and implement them: policy-makers, business associations, individual firms, non-governmental associations, etc. The use of voluntary approaches in environmental policy (e.g.negotiated agreements between Government and industry) is spreading and attracting growing interest in OECD countries. This book provides a systematic analysis of the different types of voluntary approaches, their economic characteristics, their role and effectiveness.

    Abstract: The use of tradable permit systems for the protection of the environment is attracting growing interest in many countries and on the international scene. While the United States’ practice has been extensively analysed, relatively little is known of experiments in other countries. This book reviews the issues related to the implementation of domestic tradable permits systems in different areas (air, water, land) and in several OECD countries. It addresses key questions such as : what lessons can be drawn from existing experience? Why has the introduction of tradable permits failed in some instances? How can tradable permits be combined with other policy instruments such as taxes? What are the competitiveness implications of tradable permit systems? Not only should the lessons drawn from existing experience help the further use of domestic systems, it should also provide helpful insights for the possible implementation of tradable permits at the international level, in particular for managing greenhouse gases.

    Abstract: Climate change is one of the key challenges facing the international community. The world’s industrial countries and those with economies in transition have, under the 1997 Kyoto Protocol, collectively agreed sharp limitations of their greenhouse gas emissions. Innovative provisions in this Protocol offer potentially cost-effective ways to meet these pledges. They allow investors - nations, as well as companies - to credit emission reductions they accomplish in foreign countries against their own commitments. The two schemes, Joint Implementation and the Clean Development Mechanism, will encourage investment in climate-friendly projects worldwide, especially in developing countries. So far, however, no detailed rules have been adopted to govern the new mechanisms or to evaluate just how many emission credits a particular project should generate. Rigorous methodological analysis is required before any decision can be taken. This book provides that analysis, examining issues in the development of emission baselines in four key sectors: electricity; cement; energy efficiency; and iron and steel. This book moves the debate from the theoretical to the practical. It provides insights on how to develop credible, workable and transparent baselines from which to quantify the mitigation effects of projects initiated under the "Kyoto mechanisms". In so doing, it sails uncharted waters. It attempts, indeed, to "estimate the unknown".

    Abstract: Substantial amounts of money continue to be spent in OECD countries on measures to support agriculture, energy, transportation and industrial activities. Many of these support measures encourage the emission of environmentally harmful pollutants, the generation of waste, and the excessive use of natural resources; and they constitute a large drain on government budgets. In addition, much of the money spent on support may not reach the intended recipients as it can leak away to other sectors of the economy instead. As such, it is likely that the reform or removal of these subsidies could lead to "win-win" benefits through increased economic efficiency, reduced government spending and improved environmental quality. This publication compiles eight case studies undertaken as part of an OECD study on how economic support measures actually affect the economy and, as a result, the environment. These case studies analyse the effects of particular support schemes and/or the possibilities for their reform. The objective is to further develop understanding of how the combination of the particular elements of a support scheme, the sector it is applied in, and other factors impact on the environment. A wide range of sectors are examined, including agriculture, energy, transport, industry, and metals production.

    Abstract: Environmental taxes are receiving growing interest world-wide. From an environmental perspective, a key driver has been the search for more efficient and cost-effective approaches for implementing domestic environmental policies. From a fiscal policy perspective, growing pressures have been exerted to reduce income tax rates and to offset this by broadening the tax base. These reforms provide opportunities to introduce new environmental taxes in a revenue-neutral manner and simultaneously to achieve environmental and fiscal policy objectives. This volume presents recent developments in designing and implementing environmental taxes in China and OECD countries. Key challenges and opportunities are highlighted, including the role of removing or reforming existing distortionary subsidies that are damaging to the environment; restructuring existing taxes; and introducing new environmental taxes. The papers, which were presented at an OECD Workshop held in October 1998, provide the reader with a unique comparative analysis.

    Abstract: Governments need to implement appropriate policies to ensure both the private and the public goods values of biological diversity are realised. Unless the users of biological resources are given incentives to sustainably use these resources, valuable biodiversity will continue to be lost. Because of the inherent complexity of biological systems, and the range of pressures that act on them, a "bundle" of carefully-designed and complementary incentive measures are often necessary to provide the appropriate signals to prevent biodiversity loss. This unique Handbook draws on the experiences described in 22 case studies to develop a comprehensive step-by-step process for identifying and implementing appropriate incentive measures for biodiversity conservation, and the sustainable use of its components. It identifies the incentive measures that are most suitable for particular ecosystems, and for addressing the specific sectoral pressures in effect, describing both the advantages and the disadvantages of each incentive measure. A wide range of incentive measures are described, including both the more common economic and regulatory incentives, and also the necessary framework conditions, such as scientific and technical capacity building, education and awareness raising, and the involvement of local populations and other stakeholders.
