    Abstract: "How much room to manoeuvre do administrators of municipal social services feel they have in meeting organizational objectives? How much latitude do staff in these services have to utilize their own expertise in performing tasks? What challenges do welfare services face due to cultural diversity? Can new ways of working contribute to increased learning for students in the practice field? These are among the questions addressed in this book, in which challenges associated with maintaining society’s objectives in municipal health, care and child welfare services are focused on. The goal is to provide the reader with insight into degree of latitude pratictioners have when seeking to utilize their own expertise in the context of their job. The book is a collection of ten scholarly articles that, via new empirical studies and theoretical contributions, shed light on manoeuvering room within the practical fulfilment of professional welfare services in the two main municipal healthcare and child welfare organizations. Both services must comply with public regulatory measures in an increasingly more complex field; both are therefore examined in the same anthology. Latitude in Professional Welfare Administration is directed primarily toward students in nursing, child welfare and social education, but may be of interest to students in other health and caregiving fields as well. Employees within municipal health and family services including child welfare services, and politicians involved in development within this sector, will also find this anthology useful.     Abstract: "Hvordan opplever ledere handlingsrommet for å ivareta kommunale tjenesters samfunnsoppdrag? Hvilket handlingsrom har ansatte når de skal benytte sin kompetanse for å løse oppgaver? Hvordan utfordres tjenesteutøvelsen av kulturelt mangfold? Kan nye arbeidsmåter bidra til å styrke studenters læring i praksisfeltet? Dette er spørsmål som tas opp i denne boken, der utfordringer knyttet til ivaretakelse av samfunnsoppdraget i de kommunale helse-, omsorg- og barneverntjenestene står sentralt. Hensikten er å gi leseren innblikk i tjenesteutøvernes handlingsrom når de søker å benytte sin kompetanse i tjenesteutøvelsen.     Abstract: This book explores the political history of abortion in Norway from the beginning of the 1900s up to the present day. Applying a historically oriented political science perspective, it offers an analysis of recurring mobilization efforts to obtain legal abortion, and the many political processes that followed in their wake. Empirical sources such as documents from the political processes, various archival material, as well as publications from conferences, women organizations, newspapers and journals are analysed. The book shows that the labour women's movement contributed decisively to the legalization of abortion before the new women's movement emerged in the early 1970s. Som følge av internasjonal migrasjon og norsk bosettingspolitikk bor det i dag innvandrere i alle landets kommuner. Det er bred enighet om at den beste måten å håndtere dette på er gjennom integrering. Men hva betyr dette, og hva slags effekter har det for de som kommer og for de som allerede er bosatt i de ulike lokalsamfunnene? Bokas kapitler tar utgangspunkt i at integrering er en prosess som berører alle innbyggere, og utforsker hva integrering som forståelser, praksiser og erfaringer innebærer. De empiriske undersøkelsesområdene spenner vidt: fra praksiser i offentlige integreringstjenester til dugnader, kunstprosjekter og medieoppslag i lokalaviser, til konflikthåndtering blant ungdommer og transnasjonale hverdagsliv i innvandrerfamilier.     Abstract: Cette recherche porte sur les roms (vlach) qui séjournent périodiquement en Suisse italienne, en camping-cars ou en caravanes, pratiquant un semi-nomadisme lié à des motivations principalement économiques, mais également familiales et religieuses. Elle poursuit simultanément deux objectifs. Le premier est lié à un souci de médiation culturelle, qui rejoint les réflexions sur la façon de gérer au mieux les conflits entre les diverses composantes du vivre ensemble. Le second vise à approfondir la connaissance des populations roms concernées (lovara, ćurara ou kalderaśa, de nationalités italienne, française et espagnole). Les deux objectifs sont évidemment reliés, car comprendre les dynamiques conflictuelles exige la connaissance approfondie des acteurs en interaction. Les relations entre résidents tessinois et roms ont évolué dans le temps, avec des oscillations entre le pôle du refus et celui de l’attraction, entre rejet et reconnaissance, méfiance et confiance. Ces variations historiques renvoient à un fondement commun, à une dynamique des oppositions réciproques. L’analyse anthropologique a fait apparaître le rôle ambivalent du conflit dans la production et la reproduction de la relation d’altérité. L’exclusion des roms fournit à certaines tendances politiques locales l’occasion d’apparaître comme les protecteurs des résidents contre les étrangers ; inversement, l’opposition des roms aux gažés leur permet de resserrer leur communauté et de prévenir l’assimilation. La médiation culturelle peut espérer gérer cette dynamique relationnelle, certainement pas la faire disparaître. Le modèle intégratif traditionnel de l’État-nation se révèle trop étroit pour accueillir la culture rom. Casser la résistance des roms envers le travail salarié et envers la scolarisation obligatoire, entraver leur semi-nomadisme, refuser de reconnaître leur organe de justice interne et leur langue, tout cela ne ferait que concourir à leur disparition culturelle. Les roms sont conscients de ces possibilités, raison pour laquelle ils maintiennent une ambivalence relationnelle avec les gažés, quitte à apparaître comme des « tsiganes indésirables »

The need to confront new changes clearly signifies that the professionalism of teachers cannot be limited to competencies and skills learning, however, it does require new strategic dimensions of professional activation, oriented towards better identifying personal goals and strategies to be achieved. The text re-draws the paradigm of the continuing teacher professional development by integrating the capability approach with the models of competencies. Starting from the analysis of European policies on teacher education, the text carry out an experimental research into pre-school settings to explore the importance of individual choice: throught the creation of innovative research tools and a self-training methodology, pre-school teachers involved improved their self-determine agency and better qualified professional development. The text meets the interests of researchers, as a important contribution to rethink the topic of teacher training, also for the chosen methodological approach; for teachers, it wants to deepen the sense of educational professionalism, updated to the most recent topics and issues; finally, it meets the interests of aspiring in-training teachers or aspiring researchers for the richness of its contents, in order to inspire the elaboration of new, original research perspectives."

    Abstract: "Post-war expansion of the welfare state is one of the most central changes in Norwegian society today and is often a topic in public debate. When certain conceptions about the welfare state are developed and they are no longer based on systematic analyses but rather ideas and attitudes, they can turn into myths. However, to be termed myths requires documentation, and here social research plays an important role. This book rejects and elaborates central myths in the public debate about the welfare state. The book is structured as an anthology, written by six welfare sociologists at the University of Bergen. The first article introduces the history of The Myth of the Welfare State, a book published by Pax in 1970, then revised a few years later, and with a follow-up version in 1995, 25 years after that. The book became a flaming light within the social policy debate, because it criticized the welfare state for not solving the problem of poverty. Although this problem, relatively seen, is reduced, the following five articles show that, within the framework of the welfare state, there is room for new important critical discussions. One myth focuses on the idea that a combination of a comprehensive state and an active civil society with much voluntary work is not possible. Another concerns the idea that welfare results in dependency. A third is about the “Elder Boom”. A fourth concerns single mothers and assumes that these unlawfully try to get access to welfare. And finally, the last discusses the ideas that crime should result in punishment and “prison pain”. Together, the articles are a contribution to make the debate about the welfare state richer and more dynamic."

At det er snakk om myter, må imidlertid dokumenteres, og her spiller samfunnsforskningen en viktig rolle. Denne boken tilbakeviser og nyanserer sentrale myter i den offentlige debatt om velferdsstaten. Boken er bygget opp som en antologi, skrevet av seks velferdssosiologer fra Universitetet i Bergen. Den første artikkelen gir en innføring i historien om Myten om velferdsstaten, en bok utgitt av Pax i 1970, siden revidert noen år etter og med en oppfølger i 1995, 25 år etter. Boken ble en brannfakkel i den sosialpolitiske debatt, fordi den kritiserte velferdsstaten for ikke å håndtere fattigdomsproblemet.
