    Abstract: The Sahel region of Africa faces multiple crises, which further compound structural economic and human development challenges. The Sahel is one of the world's poorest regions and displays some of the lowest levels of human capital globally. Violence and insecurity in the Sahel have significantly increased in the past decade, with several countries experiencing active armed conflict and unrest. The impacts of climate change compound existing vulnerabilities and risks. Finally, the external shocks of the COVID-19 pandemic and the war in Ukraine have impacted the Sahel, eroding purchasing power and aggravating poverty. Adaptive Social Protection (ASP) plays a critical role in preventing or mitigating the negative impacts of shocks and boosting resilience for long-term development. ASP has emerged as a flexible and dynamic approach to social protection during the past decade. It combines and exploits synergies between social protection, disaster risk management (DRM), and climate change adaptation. Adaptive Social Protection (ASP) plays a critical role in preventing or mitigating the negative impacts of shocks and boosting resilience for long-term development. The Sahel's vulnerability and exposure to shocks and crises is set to increase with accelerating climate change, calling for a shift from often externally funded, ad hoc responses toward building sustainable, government-led system. Over the past decade, ASP has been on a remarkable trajectory in the Sahel, and this is an appropriate time to take stock of the situation. This report provides an overview of the state of ASP across six Sahelian countries - Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal - as well as a set of recommendations for actions to strengthen the adaptiveness and responsiveness of existing systems to shocks

    Abstract: This report is undertaken as a part of the Human Capital Project (HCP), a globalinitiative of the World Bank Group that aims to increase governments' awarenessof the importance of investing in people (World Bank date of publication not identifiedb). One of the maincomponents of the HCP is a cross-country metric--the Human Capital Index (HCI). The HCI estimates the amount of human capital a child born today can expect to accumulate by the age of 18, thus highlighting how current health and education outcomes shape the work productivity of the next generation. Moreover, given the cumulative nature of human capital, the HCI has clear milestones across the entire human life cycle: at birth, children need to survive; during childhood, they need to be well-nourished; at school age, they must complete all schooling and active adequate learning levels; and in adulthood, they need to stay in good health. Finally, the HCI includes a result: a score that ranges from 0 to 1. A country where an average child has virtually no risk of being stunted or dying before age five, receives high-quality education, and becomes a healthy adult, would have an HCI close to 1. Conversely, when the risk of being ill-nourished or prematurely dying is high, access to education is limited, and the quality of learning is low, the HCI would approach zero

    Abstract: The "Comprehensive Assessment of the Childcare Landscape in Lebanon: A Mixed Methods Study" analyzes the supply and demand of formal childcare services for children aged 0-3. It provides a review of Lebanon's regulatory and institutional framework around childcare, maps out the current supply of services including cost and quality aspects, and deepens the understanding of households' childcare needs. Findings show that there is a mismatch between supply and demand, with a gap in provision for the youngest children and that supply is mostly private, costly, and concentrated in coastal areas. Childcare responsibilities limit women's ability to join the labor force, and affordability is a main constraint for families to access services, resulting in low demand for formal childcare. The study proposes measures for an inclusive expansion of quality and affordable childcare services in four areas: (i) an enabling environment for efficient, affordable provision of quality childcare services, (ii) a more equitable distribution of the unpaid care work burden within the household, (iii) improved State support to address households' care needs, and (iv) inclusive family-friendly workplace conditions in the private sector

    Abstract: When it comes to mental health, do social protection programs matter more in times of crisis Using panel data from the Philippines around the onset of the COVID-19 pandemic, this study compares depression rates among beneficiaries of an existing conditional cash transfer program to those of non-beneficiaries of similar socioeconomic status. Depression rates were almost identical for the two groups in late 2019, but significantly lower for conditional cash transfer beneficiaries by July 2020, after the initiation of strict quarantine measures and a large emergency cash transfer program. One interpretation of the increased importance of the conditional cash transfer program during the pandemic is that these transfers have larger protective effects in times of vulnerability. Another possible reason is that the existing infrastructure of the program, by allowing for more timely distribution of the emergency cash, enhanced the effectiveness of the government's pandemic response for conditional cash transfer beneficiaries. This paper finds evidence supporting both explanations

    Abstract: Despite substantial progress in closing the gender gap, women's labor force participation in the Middle East and North Africa remains one of the lowest globally, at a mere 18 percent. This paper investigates the effect of the introduction of unilateral divorce laws on women's labor outcomes, using data from the Demographic and Health Survey program that spans decades and a quasi-experimental difference-in-differences design in three countries: Morocco, the Arab Republic of Egypt, and Jordan. The results highlight that no-fault divorce legislation was associated with a modest increase in mothers' labor outcomes, measured by current employment, a few years after the reform. These findings are likely induced by a power shift and anticipatory effects that drive women into the labor force. However, when a longer time window is considered, 10 or more years after the reform, the study documents a negative effect of the reform on women's labor outcomes in Morocco, and a positive effect in the Arab Republic of Egypt and Jordan. These differences can be attributed to a set of countervailing effects, including social norms, labor market dynamics, and evolution of the legislation, that make the derived utility from marriage, in some cases, more attractive than that derived from employment, and vice versa. These findings partially confirm results from previous research on the relationship between no-fault divorce and women's agency and empowerment in the Middle East and North Africa region, but, at the same time, contrast with prominent perspectives on legislation that aims at reducing gender-based discrimination. Instead, they show that there might be undesired effects of legislation and provide a policy relevant discussion on that basis

    Abstract: This evaluation is the first stage of the Independent Evaluation Group's assessment of the World Bank's support for more, better, and more inclusive jobs through International Development Association (IDA) financing, and it assesses the implementation of IDA-supported interventions directly supporting its jobs objectives across the three Replenishment cycles from fiscal years 2015 to 2022. Supporting the creation of more, better, and more inclusive jobs is critical towards achieving the goals of poverty reduction and shared prosperity in countries. This is especially true for countries that are eligible for International Development Association (IDA) financing. Since 2014, IDA has included jobs as a special theme, and subsequent IDA replenishments have had what this evaluation calls an 'IDA jobs strategy.' This strategy included explicit objectives, a series of policy commitments to achieve them, and results indicators to track them. This evaluation represents the first stage of the Independent Evaluation Group's assessment of the World Bank's performance in supporting more, better, and more inclusive jobs through IDA financing. It assesses the implementation of IDA-supported interventions that directly supported its jobs objectives across the three Replenishment cycles from fiscal years 2015 to 2022. The evaluation answers two questions: (i) To what extent IDA's strategy on jobs was grounded in sound analytics, adaptive, and operationally relevant (ii) To what extent the strategy has been translated into relevant and effective jobs interventions that directly address the objectives of more, better, and more inclusive jobs The scope of the evaluation is limited to the three main channels for achieving IDA jobs objectives: acting on labor demand, increasing labor supply, and improving labor market flexibility and geographic mobility.     Abstract: Surveys frequently rely on annual recall to capture individuals' labor activities over the preceding year. This paper uses a panel of rural households in Malawi for a survey experiment to test the effect of a long, annual recall window on reported labor supply relative to a set of quarterly interviews. The paper documents large losses in reported labor participation using the long recall window with reductions of over 20 percent of reported activities and months worked and a 2.5 times greater incidence of reported unemployment relative to the shorter window. These losses are greater for activities further in the past and especially for individuals whose labor supply is reported by other family members, reaching up to 50 percent for some outcomes. The profile of households' primary respondents, predominantly male and older, and differential effects by age further suggest that long recall may cause meaningful biases in the resulting data for women and younger household members

    Abstract: South Africa's economic growth and development agenda and to present a harmonized approach for investing in priority areas for human capital formation. The policy note first presents an in-depth diagnostic of the status of human capital in the country, applying a life cycle approach. The life cycle approach places a strong emphasis on investing in human capital development holistically, involving all relevant sectors, and as a continuum, following the trajectory of an individual's life. Focus is given to three critical stages of an individual's life, (i) early childhood; (ii) school age; and (iii) youth to adulthood. Based on the findings of the analysis, the policy note identifies the priority challenges and proposes a framework for action. The findings of this policy note aim to serve as a basis for a much-needed dialogue across key relevant government entities, including sector departments such as the Department of Health, the Department of Basic Education, the Department of Higher Education and Training, Department of Social Development, and others, such as National Treasury, Department of Planning, Monitoring and Evaluation, the Office of the Presidency as well as provincial government departments, on how best to invest in human capital, both in the short and medium-to-long term. The note could also be used to inform a range of stakeholders, including civil society, development partners, and the private sector of the human capital development challenges in South Africa and how certain gaps could be addressed through better coordination of interventions. Lastly, the note aims to motivate further research on key areas where there are information and knowledge gaps on human capital in South Africa

    Abstract: This report is intended to inform public debate and policymaking on income inequality in Thailand. It aims to provide a comprehensive analysis of income inequality in Thailand and identify opportunities to promote more inclusive growth. The analysis uses a wealth of data from a variety of sources (detailed in Appendix A) to examine the pattern, structure, and drivers of income inequality in the country, with a special focus on inequality and labor market supply-side factors. It is structured as follows. This section has laid the foundation for analysis, examining historical trends in both consumption - and income-based measures of inequality while providing geographic context and data on public perceptions about inequality. It also provided a summary of literature findings. Section 2 analyzes the pandemic's impacts on inequality, including the role that social assistance played in mitigating its effects but also the potential scarring effects on children's human capital development. Section 3 examines the structural drivers of inequality and its persistence, focusing on the role of inequality of opportunity in human capital development and access to basic services. Finally, Section 4 provides policy options to create a more inclusive society by addressing the root causes of persistent inequality and mitigating the challenges brought about by the pandemic. In particular, since a significant share of the poor in Thailand are engaged in agriculture, the report underscores that improving farm incomes is crucial for alleviating poverty and reducing inequality. As such, Section 4 draws its recommendations from a recent study on the key challenges and opportunities facing Thai farmers to raise agricultural productivity and incomes

    Abstract: Reforming social protection systems has become more important recently due to various global crises, drawing attention to this unfinished agenda in the Western Balkans. The six Western Balkan countries, Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia, need social protection more than ever. Millions of people in the region remain vulnerable to a range of well-known risks, with shocks and new sources of vulnerability exacerbating the urgency of reform. These countries are taking steps to improve their social protection systems to make them fairer, more sustainable, more effective, and better able to respond to people's needs. However, progress is slow and uneven. Social protection systems across the Western Balkans are comprehensive and complex, spanning multiple objectives. To reduce poverty and vulnerability, reforms are necessary, and governments should focus on four main areas: (i) establishing strong foundations for social protection systems to better respond to crises; (ii) expanding coverage and effectiveness of poverty-targeted programs to improve inclusion and support for vulnerable populations; (iii) facilitating access to better employment opportunities and promoting labor market inclusion; and (iv) ensuring the financial sustainability of social protection programs for long-term effectiveness

    Abstract: Closing the gender digital divide by ensuring equal access to and benefit of the internet may reduce economic inequalities and close the gender gap in employment by providing new economic opportunities and facilitating access to market information. This paper estimates the impact of digital inclusion, measured by the Inclusive Internet Index on the female-to-male labor force participation ratio, while controlling for other economic and social factors. Using data from the World Development Indicators, the Economist Intelligence Unit database, and the World Bank's Women, Business and the Law database for 13 countries in the Middle East and North Africa region for four years (2018 to 2021), a pooled cross section dataset is constructed. The model is estimated using generalized least squares to control for heteroskedasticity. The results show that an inclusive internet environment would reduce the gender gap in the labor force. Other key drivers include the structure of the economic growth, norms, and gender roles in the society. These results are relevant for the United Nations Sustainable Development Goals agenda, mainly goals 5 and 10

    Abstract: Refugees face important barriers to participation in the formal market, which locks them in informal employment and makes them more vulnerable to shocks. Using data from Jordan, this paper compares the job finding and separation rates of Syrian refugees to those of their hosts before and after the onset of the COVID-19 pandemic. The findings show the change in these rates over time for Syrians to be similar to those of their Jordanian hosts prior to the pandemic, with a significant divergence after the start of the pandemic. Distinguishing between Syrians living in camps and those living in host communities shows that the Syrian disadvantage was entirely explained by living in camps

    Abstract: Can rising tides in the labor market lift the poor out of social assistance Although a substantial literature has studied the capacity of safety nets to expand automatically during labor market shocks, less is known about the dynamics of social assistance when labor market conditions improve, and who may benefit from positive changes. This paper studies how rising formal employment at the municipal level affects the likelihood of beneficiary families to exit Bolsa Familia, Brazil's dynamic means-tested cash transfer. The analysis exploits panel data from Brazil's vast social registry, matched with seven years of Bolsa Familia payroll information and formal employment records. The data reveal that the Bolsa Familia program displays significant and heterogeneous dynamism, with beneficiaries with higher levels of education and fewer constraints to labor supply taking fewer years to exit. The analysis then uses fixed-effects estimates, combined with an instrumental variable approach, to identify the effects of exogenous changes in the local labor market on exits. The findings show that the increase in local employment leads to a small, statistically significant rise in the probability of exiting from Bolsa Familia. These effects are concentrated in households with spare labor supply and those with medium levels of education

    Abstract: This human capital review assesses human capital outcomes in Mauritania and identifies actions to strengthen, utilize, and protect human capital. The government of Mauritania has demonstrated a strong commitment to placing human capital at the forefront of its long-term vision, with dedicated efforts focused on enhancing childhood health and education outcomes. Despite Mauritania's positive initiatives, the country's human capital wealth per capita has declined over the last 20 years; and it is imperative to look at ways to quickly reverse this situation. Children born today in Mauritania will only be 38 percent as productive when they grow up as they could have been had they enjoyed complete education and full health. Increasing the productivity of Mauritanians--both men and women--and thus allowing them to fully contribute to the development of their society entails transforming the human capital challenge to a human capital opportunity.     Abstract: El Salvador is marked by high vulnerability to risks and hazards, such as crime, natural disasters, and migration. Therefore, it is crucial to understand the vulnerability patterns of its population. This paper applies an innovative approach to estimate the population's vulnerability to poverty and analyze its underlying drivers. The findings show that ex-ante vulnerability to poverty decreased over 2016 to 2019, a parallel trend to the poverty reduction observed in the country during this period. This finding comes hand in hand with an increase in the importance of risk factors relative to a low accumulation of assets driving vulnerability. Additionally, household-level shocks play a more significant role than community-level shocks.     Abstract: Kuwaiti women working in Kuwait's civil service earn, on average, 18 percent less than Kuwaiti men. Using a unique data set of all Kuwaiti nationals working in Kuwait's civil service, this paper analyzes the relationship between wages, gender, and the relative dominance of women in occupations and workplaces. The main finding is that an important portion of the association between gender and wages is explained not by human capital but by occupational and workplace segregation of men and women. Occupations with a higher ratio of women to men tend to have lower wages for both genders when compared to workers in occupations with a lower ratio of women to men. This finding is especially true for women. Workplaces with a higher female-to-male ratio exhibit lower male wages but slightly higher female wages than workplaces with lower female-to-male workplace ratios. The paper calls this latter novel finding the female-worker representation effect

    Abstract: Good quality jobs are key to accelerating poverty reduction and enhancing social cohesion in Togo. Following a decade of significant progress in reducing poverty, the COVID-19 pandemic and of Russia's invasion of Ukraine are likely to have reversed some of these gains in living standards, however. The creation of more good quality jobs plays a key role in any country's poverty reduction efforts, and will be essential to recover from recent shocks and reinforce earlier gains made in Togo. International research also points to lack of economic opportunities and insufficient social services as key drivers of radicalization of young people. Security threats in the northern region of the country have been growing, with terrorist attacks in Burkina Faso close to the Togolese border increasing in number and severity since 2018, and a first attack reported on Togolese territory in November 2021 in the Savanes region. Access to good quality jobs with a stable income for young Togolese will thus also be part of the solution to the security threats

    Abstract: In Iraq, like many countries around the world, the informal sector is a major contributor to employment and business activity. The Iraq Labor Force Survey (LFS) of 2021 estimated that more than half of the workers in the country do not contribute to social insurance, consequently informal. Recent surveys conducted by the Central Statistics Organization (CSO) and the Kurdistan Region Statistics Office (KRSO) in collaboration with the United Nations Development Program (UNDP) found that 80 percent and 60 percent of businesses, respectively, are not registered with any public entity, consequently informal. Recognizing the prevalence of this sector and its role in people's earning and consumption, this report extends the knowledge about Iraq's urban informality through a new survey. The Informal Sector Enterprise Survey (ISES) was led by the World Bank, with the objective of further illuminating the characteristics of urban informal businesses and their workers. It was conducted in four key cities: Baghdad, Basrah, Najaf and Sulaymaniyah. It is complemented by two other World Bank surveys fielded around the same time: the World Bank Enterprise Survey (WBES) and the Micro-enterprise survey of 2022, both of which focus on formal businesses. The next sections are organized as follows. Section II explains the data collection process and final sample. Section III highlights the key findings. Section IV proposes some key policy and program priorities to improve the lives of the people who work in the sector and the performance of the businesses. Section VII concludes with a few remarks on the potential for future research on Iraq's informality

    Abstract: Governments around the developing world face pressure to intervene actively to help jobseekers find employment. Two of the most common policies used are job training, based on the idea that many of those seeking jobs lack the skills employers want, and job search assistance, based on the possibility that even if workers have the skills demanded, search and matching frictions make it difficult for workers to be hired in the jobs that need these skills. However, reviews of the first generation of evaluations of these programs found typical impacts to be small, casting doubt on the usefulness and cost-effectiveness of these programs. This paper reexamines the arguments for whether, when, and how developing country governments should undertake job training and job search assistance policies. The authors use their experience with policy implementation, and evidence from recent impact evaluations, to argue that there is still a role for governments in using these programs. However, success depends critically on program design and delivery elements that can be difficult to scale effectively, and in many cases the binding constraint may be a lack of firms with job openings, rather than a lack of workers with the skills to fill these openings

    Abstract: This paper describes a new survey designed to collect comprehensive and granular information about required skills and tasks for detailed occupations in Vietnam. The Survey of Detailed Skills asks workers in Vietnam about their skills and tasks for a set of 30 occupations that are in demand or of strategic importance for economic growth. In doing so, the survey generates practical, detailed information at the occupation level that policy makers and practitioners can use to inform their efforts to build skills in Vietnam. The Survey of Detailed Skills makes several contributions. Most existing efforts to profile occupational skills and tasks in developing countries draw on data from other countries, most frequently the Occupational Information Network (O*NET) in the United States. However, recent research has shown that translating these data across countries via occupational crosswalks yields inaccurate results. The Survey of Detailed Skills is among the first surveys to collect detailed O*NET-type information at the detailed occupational level in a developing country setting. The collection of information about detailed skills means that these skills can be flexibly grouped into different categories (for example, socioemotional skills, digital skills, routine skills, and interpersonal skills) as needed. The use of a consistent scale anchored to the time spent using or performing a skill or task creates clarity for respondents while also yielding a measure of skill and task importance that is easily interpreted. The Survey of Detailed Skills requires outlays on administering the survey, and inclusion of all occupations in Vietnam with regular updating would require ongoing investment

    Abstract: Recent research suggests that the effects of stigma, discrimination, and exclusion against lesbian, gay, bisexual, transgender, and intersex (LGBTI) people could be costing economies billions of dollars. There are numerous reasons for these costs, including adverse educational environments, employment discrimination, physical and mental health disparities, and violence. This research aims to estimate the economic cost of exclusion based on sexual orientation, gender identity and expression, and sex characteristics (SOGIESC) in the Republic of Serbia and to provide the country's policy makers, civil society, and development partners with new evidence on the ongoing policy dialogue on strengthening the social inclusion of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people. To estimate the cost of exclusion, this report presents two theoretical models focused on the labor market and related issues. The first model centers mainly on the accumulated loss of individual wages due to the consequences of exclusion. The second model calculates the negative effect of exclusion on accumulated fiscal revenues (due to lower income and payroll taxes) and expenditures (due to higher expenditures for unemployment benefits and active labor market programs)

    Abstract: This study demonstrates systematic bias against women in public perceptions of the fairness of wages. In nationally representative survey experiments across more than 70,000 individual vignettes posed to 4,500 respondents in three Central Asian countries, respondents were 13 percent more likely to say wages were "too high" when the randomly assigned person described in the vignette (subject) was a woman, and 34 percent more likely to say they were "too low" when the subject was a man. The pattern of bias favoring higher wages for men is statistically significant at conventional levels in all three countries, among both male and female respondents, and in each of the eight occupations studied. The results also demonstrate the presence of significant bias in favor or older workers, specifically for white-collar occupations, and the absence of this relationship for the blue-collar occupations included in the experiment. The findings reinforce the importance of bias as a contributing factor to the gender pay gap, and the value of equal pay regulations to prevent gender discrimination in wage setting

    Abstract: This paper studies the effect of a civil service reform on the skills profile of new teachers in Mexico. The reform mandated the use of rule-based recruitment over discretionary hiring. The results show that the reform led to hiring teachers with higher cognitive skills. The paper also shows that an improvement in the bottom of the skills distribution of new hires drove this change. Two channels explain these effects. First, the reform decreased the prevalence of discretionary hires, who tended to be drawn from the bottom of the skills distribution. Second, the reform improved the screening efficiency of rule-based hiring, making cognitive skills more important determinants of hiring outcomes

    Abstract: This report presents a diagnostic study of barriers to private sector participation focusing on young Kuwaitis. The General Secretariat of the Supreme Council for Planning and Development (GSSCPD), Kuwait Public Policy Centre (KPPC) and the World Bank's behavioral science team, the Mind, Behavior, and Development Unit (eMBeD), partnered to conduct a series of data collection activities seeking to identify key structural and behavioral barriers that prevent higher youth participation in the private sector. The right of every Kuwaiti to work is mentioned in Articles 26 and 41 of the Constitution and in various Emiri decrees. The Constitution also commits to state provision of allowances for housing, health care, education, as well as social security, pensions, and disability benefits. Overall, Kuwaiti citizens tend to consider public sector employment to be superior to private sector employment. Reasons for this include greater job security, less burdensome responsibilities, generous pay and benefits, and shorter working hours in the public sector compared to private sector (Towards a National Jobs Strategy in Kuwait, 2021). Given this, there is limited incentive for Kuwaitis to work in the private sector. Indeed, Kuwaiti nationals account for only 4.3 percent of the private sector workforce (Labor Market Information System, 2019), the majority of which is made up of expatriates. The public sector, on the other hand, employs 76 percent of Kuwaiti citizens (Labor Market Information System, 2019). However, the sustainability and efficiency of this system is more than ever under question. High population growth and expected entry of many Kuwaiti nationals into the jobs market by 2022 is putting pressure on public sector employment, and the rising wage bill presents further fiscal challenges (International Monetary Fund, 2019). Persons with disabilities represent 16 percent of the global population and face widespread forms of social and economic marginalization yet have received little attention in prior studies of climate change and social inequality. The mortality rate of persons with disabilities in natural disasters is "up to four times higher than people without disabilities" (Stein and Stein 2021). How do the fast-moving shocks, flooding, drought, heatwaves and slower-moving social and economic effects of climate change impact persons with disabilities How can climate change adaptation efforts be disability inclusive This study examines these questions through original fieldwork and qualitative interviews conducted in Uzbekistan. In November 2022, the authors interviewed persons with disabilities in three regions of the country. The resulting qualitative data afford key insights into how climate change and disability status interact to generate distinct vulnerabilities. Within the nascent field of climate change and disability studies, this report represents one of the first fieldwork-based accounts of how climate change presents heightened risks to persons with disabilities in a developing country context

    Abstract: This paper studies the impacts of the COVID-19 pandemic on Indonesia's labor market by exploiting the exogeneous timing of the pandemic in a seasonal difference-in-differences framework. The analysis uses multiple rounds of Indonesia's National Labor Force Survey from 2016 to 2020 to establish a pre-pandemic employment trend and then attribute any excess difference in employment outcomes from this trend as the estimated effect of the pandemic on individual employment outcomes. The results suggest that the pandemic has had mixed effects on the Indonesian labor market. While the pandemic has narrowed the gender gaps in employment participation through the "added worker effect" among women, it has also lowered the overall employment quality among both gender groups. The findings show that the increase in female employment is primarily driven by women in rural areas without high school education, entering informal work, agricultural employment, or unpaid family work. For men, the pandemic has had adverse impacts on their employment across the board in all sub-populations. Consistent with findings from other studies, steeper employment declines are observed in urban areas, particularly among males. Among those employed, both women and men work fewer hours and earn lower wages

    Abstract: Ethnic fractionalization has both positive and negative consequences. It is contended that the positive effects due to skill complementarity in the production process apply to large firms that have more complex and diversified production structures. Because small businesses rely more on public goods and have less access to institutions, the negative effects of lower quality public goods and higher transaction costs have a greater impact on them. Consistent with this viewpoint, it is found that a larger firm size significantly mitigates the negative impact of higher ethnic fractionalization on the level and growth rate of labor productivity in manufacturing firms across 84 developing countries. There is no robust and significant impact of ethnic fractionalization on large firms for the main and most of the other firm size categorizations considered. The results are confirmed by the instrumental variables estimation method, which uses the duration of early human settlement in each country to instrument ethnic fractionalization. Evidence is provided on the potential mechanisms by which ethnic fractionalization affects small versus large firms. The findings have significant policy implications, which are discussed in detail

    Abstract: Urban transport is a major driver of global carbon dioxide emissions. Without strong mitigation policies, rapid urbanization, especially in developing countries, is expected to exacerbate the problem. There is a growing consensus on the fundamental role of carbon pricing for achieving reductions in carbon dioxide emissions. However, carbon pricing policies are frequently criticized and resisted for having adverse distributional impacts, which could hinder their implementation, particularly when implemented as a fuel levy-which would impact private vehicle usage but may also affect transit services such as buses. Currently, there is a lack of evidence that quantifies these negative impacts, especially on people's ability to reach economic opportunities and services. To this end, this paper studies the impact of a uniform carbon price, as one of the most commonly discussed climate policies, on access to employment opportunities via transit services in Kinshasa and Rio de Janeiro. Reduced access to jobs would contribute to fragmented urban labor markets and thus lead to negative social outcomes. Unlike most previous studies, this study defines access as being constrained by both travel time and travel budget. The results indicate that fuel price increases (simulating increases induced by a carbon tax) reduce accessibility, but the effect is lower in more compact and walkable cities as well as in cities that have green transit options. The paper also shows that fuel price increases have spatially and socially disparate outcomes, with the lowest income communities not necessarily being the most affected, in part because even in the absence of carbon pricing, they are found to be priced out of using transit services. The results demonstrate the importance of strategies and investments, such as land use planning and decarbonized transit services, but also possibly complementary social protection programs (such as targeted subsidies, or even cash transfers), to mitigate the negative distributional consequences of carbon pricing policies

    Abstract: The International Development Association (IDA) has included jobs as a special theme since the 17th Replenishment of IDA (IDA17) in 2014, when it explicitly recognized the role played by labor markets in intermediating between growth and inclusion. This acknowledgment of jobs marked a shift in IDA's inclusive growth strategy. Before the IDA17 strategy paper, IDA emphasized growth and the use of social safety nets to mitigate the effects of poverty. Beginning in 2014, however, jobs became more central to IDA's strategy for inclusive growth and for achieving the twin goals. IDA17, the 18th Replenishment of IDA, and the 19th Replenishment of IDA established specific policy commitments and results indicators under the jobs-related special theme. At the same time, the World Bank Group expanded and deepened its attention to jobs, resulting in an increasingly multidimensional jobs agenda characterized by a growing body of lending, technical assistance and diagnostics, and a strong focus on IDA-eligible countries, including through use of the Country Private Sector Diagnostic and IDA's private sector window. This evaluation will assess IDA's support for jobs-related objectives over fiscal years (FY)14-22, the period covering three IDA replenishments during which jobs became an IDA special theme (IDA17, the 18th Replenishment of IDA, and the 19th Replenishment of IDA). The objectives of this assessment are to interrogate the contribution of IDA's Bank Group financing to improving outcomes related to more, better paying, and more inclusive jobs; the role of IDA's jobs strategy at the corporate, country, and operational levels in this context; and the analytical underpinnings of jobs-related interventions. The evaluation will provide lessons and recommendations to inform the design of the Bank Group's future multidimensional jobs support and enhance IDA's effectiveness in this space based on eight years of strategic, diagnostic, and operational experience

    Abstract: This paper examines the labor market consequences of recent global supply chain disruptions induced by COVID-19. Specifically, it considers a temporary increase in international trade costs similar to the one observed during the pandemic and analyzes its effects on labor market outcomes using a quantitative trade model with downward nominal wage rigidities. Even omitting any health-related impacts of the pandemic, the increase in trade costs leads to a temporary but prolonged decline in U.S. labor force participation. However, there is a temporary increase in manufacturing employment as the United States is a net importer of manufactured goods, which become costlier to obtain from abroad. By contrast, service and agricultural employment experience temporary declines. Nominal frictions lead to temporary unemployment when the shock dissipates, but this depends on the degree of monetary accommodation. Overall, the shock results in a 0.14 percent welfare loss for the United States. The impact on labor force participation and welfare across countries varies depending on the initial degree of openness and sectoral deficits

    Abstract: The agri-food system (AFS) employs about one third of the global workforce and contributes about one third of global greenhouse gas (GHG) emissions. This together with its large exposure to the effects of climate change and environmental degradation makes what happens in AFS central to the green transition and its implications for jobs and the structural transformation. Microeconomic evidence suggests that the adoption of climate smart agricultural practices will increase labor requirements, at least in the short run and at lower levels of incomes, when its mechanization is still limited. Econometric macro-model-based simulations suggest however that especially substantial investment in climate friendly agricultural R and D as well as soil and water preserving practices and market integration will more than offset the negative effects of climate change and even accelerate the structural transformation, especially in Sub Saharan Africa. Overall, the findings underscore the tremendous potential of increasing agricultural and climate friendly R and D investment for brokering an environmentally sustainable structural transformation. Repurposing of agriculture's current USD 638 billion support package towards supporting more climate friendly practices, including to overcome the time lag between the moment of investment and the realization of the benefits, provides an important policy entry point

    Abstract: Young adults seeking to enter the labor market often confront a skills mismatch with firms reporting difficulty finding new entrants with appropriate levels of soft skills. This paper reports findings from a randomized controlled trial in Rwanda in which recent graduates from tertiary education were randomly assigned to a two-week intensive soft skills training program developed and delivered by staff of the University of Rwanda. Results indicate that the program facilitated accelerated entry into the labor market in a period characterized by COVID-19-related disruptions. These effects dissipated over the following year as more jobs became available in the economy and the control group's employment caught up with that of the treatment group. The paper finds evidence of significant job network expansion for participants of the training, which could have led to faster labor market entry for the treated youth

    Abstract: Recent research suggests that the effects of stigma, discrimination, and exclusion against lesbian, gay, bisexual, transgender, and intersex (LGBTI) people could be costing economies billions of dollars. There are numerous reasons for these costs, including adverse educational environments, employment discrimination, physical and mental health disparities, and violence. This research aims to estimate the economic cost of exclusion based on sexual orientation, gender identity and expression, and sex characteristics (SOGIESC) in the Republic of North Macedonia and to provide the country's policy makers, civil society, and development partners with new evidence on the ongoing policy dialogue on strengthening the social inclusion of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people. To estimate the cost of exclusion, this report presents two theoretical models focused on the labor market and related issues. The first model centers mainly on the accumulated loss of individual wages due to the consequences of exclusion. The second model calculates the negative effect of exclusion on accumulated fiscal revenues (due to lower income and payroll taxes) and expenditures (due to higher expenditures for unemployment benefits and active labor market programs)

    Abstract: By means of counterfactual simulation methods, this paper quantifies the role of tax-benefit policies in mitigating the shock of the COVID-19 pandemic to household income in the European Union. The tax-benefit microsimulation model for the European Union EUROMOD is used to decompose changes in the income distribution into the effects of: (i) earnings losses due to COVID-19, (ii) automatic stabilizers, (iii) monetary compensation schemes introduced during the pandemic; and (iv) COVID-19-specific reforms to taxes and benefits implemented by European Union governments. The results show a great deal of heterogeneity between countries in terms of earnings losses and the effect of tax-benefit policies during the COVID-19 pandemic. In most countries, the largest contribution to cushioning the economic shock of the pandemic comes from monetary compensation schemes. Automatic stabilizers also play a role, mainly through the effects of social insurance contributions, taxes, and unemployment insurance benefits. Tax-benefit systems cushioned incomes to a large extent even among those most severely affected by the shock to earnings, with an important role for monetary compensation schemes, but also a larger stabilizing effect of unemployment insurance. Among automatic stabilizers, social assistance benefits played an important role in cushioning the income shock for the poorest quintiles among the most severely affected, but only in selected countries

    Abstract: Interconnected and often devastating covariate shocks are a threat to human development. Covariate shocks are shocks that affect large numbers of people or communities at once and can be natural, economic, or political. Occurrence and the human devastation from natural disasters has increased over the last 50 years, and the negative impacts of climate change are expected to exacerbate this trend. Poor households are particularly vulnerable to covariate shocks because they lack adequate capacity to prepare for, cope with, and adapt to shocks. Covariate shocks can also impoverish vulnerable households when their capacity to prepare, cope, and adapt is overwhelmed. Covariate shocks vary in magnitude, speed of onset, predictability, and duration, and thus these aspects should be considered when designing the most appropriate social protection response. Moreover, the needs and challenges that vulnerable and directly affected populations face will have implications for social protection systems. Adaptive social protection (ASP) builds resilience by helping poor and vulnerable households prepare for, cope with, and adapt to covariate shocks. The purpose of this evaluation is twofold: (i) assess whether the World Bank support for social protection has incorporated adaptive elements over time, and (ii) assess how effective the World Bank has been at helping client countries make their social protection systems more adaptive

    Abstract: People in the Middle East and North Africa (MENA) region, and around the word, are hurting. A polycrisis, including COVID-19 and Russia's invasion of Ukraine, has had-and is continuing to have-a devasting impact on living standards. But most countries in MENA were already struggling to reduce poverty and vulnerability before this cascade of shocks. This report argues that labor market exclusion is at the root of the problem. Many people cannot find jobs-MENA has the highest youth unemployment rate and the lowest women's labor force participation rate in the world. And most workers are stuck in low-productivity informal jobs with no social protection. This makes them extremely vulnerable to falling into poverty when a shock hits-as the recent crises have pain- fully shown. Reducing labor market exclusion requires, first and foremost, a dynamic private sector that generates productive jobs. Our companion report on jobs in MENA, "Jobs Undone", provides options to do that. How can social protection policies help? They can play a crucial role in reducing labor market exclusion, by facilitating access to productive jobs, protecting workers, and providing a safety net for people who are left behind and are at risk of poverty. And they should do so in an efficient manner, by ensuring financial responsibility and avoiding unintended consequences on decisions regarding work, retirement, and hiring

    Abstract: This paper examines the overall impact of exports while accounting for supply chain linkages on local labor market outcomes in the Arab Republic of Egypt between 2007 and 2018. The paper assesses the effects not only on directly exporting industries, but also on industries indirectly affected by rising export demand. Furthermore, it examines potential impacts on specific groups of workers, such as high-skilled individuals and female workers. The results show that trade does not lead to the same connection with domestic labor markets in Egypt as observed in other countries, as highlighted in the existing literature explaining the adverse effects of imports on developing countries. Despite being more open to trade, trade-intensive industries in Egypt have not experienced a significant increase in their share of employment within the overall workforce.     Abstract: Evidence on the uptake, use, and impact of EdTech at scale on participation and learning among students with disabilities in low- and middle-income countries remains very limited. This report presents findings on access to EdTech for children with difficulties in hearing and vision in middle-income countries (MICs) in the East Asia and Pacific (EAP) region using three approaches: (i) a systematic regional literature review; (ii) interviews with 17 actors from the education technology private sector across the EAP region; and (iii) case studies from four countries: Vietnam, the Philippines, China, and Tonga. The main findings from the literature review are that most EdTech solutions in EAP MICs were applied at very small scale, with a focus on the tech testing stage, and only two of the 13 identified studies from a sample of 1,661 studies measured changes in student learning outcomes. The private sector interviews indicate qualitatively that most actors in this space are unaware of the needs of children with vision and hearing disabilities, and that other challenges such as profitability and general inequalities related to access to devices and high-speed internet receive the most attention. The case studies report no examples of national deployment of any assistive education technology, though there are multiple examples of small-scale digital approaches developed by individual schools or NGOs and shared locally or, in two cases, regionally. In looking at country contexts for the case studies, we found a lack of publicly available data on spending for assistive EdTech in EAP, a lack of data on (a) prevalence of disabilities among the student population, (b) student learning, and (c) student persistence in higher grades

This paper explores whether workers in freelancing and standard work arrangements in Malaysia view a trade-off between flexibility and income and are willing to forgo a share of earnings for greater flexibility. The paper deploys a novel discrete choice experiment in which respondents are asked to choose their preferred job from two hypothetical job descriptions with randomly assigned attributes, namely, flexibility and associated earnings. The findings show substantial but not overwhelming preference for greater flexibility, especially among freelancers, and a clear trade-off between measures of flexibility and income. The findings also show considerable variation in the preference for flexibility, much of which is not explained by worker demographics and other observable characteristics but is consistent with other measures of the importance attached to flexibility and earning income. The analysis outlines pathways through which offering even a modicum of flexibility can enhance workers' utility without necessarily increasing costs for employers, provides evidence of considerable preference heterogeneity, and warns against imposing uniform approaches to (in)flexible work arrangements

While gig work platforms may not be akin to employers in standard work relationships, arrangements that do not obligate them to provide worker protection and social insurance contributions may leave several platform workers unprotected against a range of risks. Is the observed lack of protection among digital platform workers explained by an unwillingness on part of the workers themselves to make necessary contributions for social insurance coverage? This paper analyzes this question in the context of Malaysia, a rapidly growing upper-middle-income East Asian economy that has witnessed a rise in gig work in recent years. The paper deploys a novel vignette-based experiment to ascertain gig workers' willingness to pay for social insurance coverage. The analysis finds overall a large unmet need for social insurance among gig workers, as well as a high level of willingness to pay for (especially) unemployment insurance, retirement savings, and accidental and injury insurance. This implies that the policy challenge is to channel such willingness into regular contributions for social insurance coverage through relevant and flexible options for contributions. More than subsidies, this segment of the workforce could perhaps benefit from better tailored, more flexible, and more easily accessible instruments for social insurance. The analysis also finds evidence of substitution between distinct insurance instruments. For instance, those who have access to retirement savings appear to be less willing to pay for unemployment insurance, and those with private medical insurance are less likely to contribute to the state-run injury insurance scheme. This underlines the need to approach risk insurance for digital platform workers more holistically and to consider a wider range of insurance instruments, including those offered by the private sector

    Abstract: Jordan's real growth registered 2.4 percent in 2022 and has accelerated to 2.7 percent in H1-2023, compared to a pre-COVID-19 (2012-2019) average of 2.4 percent. Growth was supported by the services sector, agriculture sector, in addition to a robust contribution from agriculture. Inflation decelerated significantly in 2023, supported by favorable base effect, monetary policy tightening and lower global commodity prices. External imbalances have narrowed, supported by a string recovery in tourism activity and travel receipts. Central government fiscal balance was supported by economic growth and revenue-enhancing reforms, whereas total expenditure grew at a slower pace. Despite these positive developments, entrenched structural constraints weigh on labor market outcomes, as labor force participation continues its gradual decline driven by a fall in both male and female participation. Jordanian female labor participation remains among the lowest in the world. Debt-to-GDP ratios continues to rise from already elevated levels with persisting pressures from the electricity and water sectors. The global and regional environments remain challenging. In particular, the conflict in the Middle East has the potential for material economic spillovers on the Jordanian economy, including through its impact on tourism activity. The "In Focus" section highlights the role of women and their increased economic participation as central to Jordan's development agenda. The piece takes a life cycle approach and follows the journey of girls and women from birth through education and into the labor market. It sheds light on two of the main barriers to women's increased participation in the economy: childcare and public transportation. A comprehensive institutional renovation, together with enabling policies and a clear signal regarding the role of women, are all crucial in removing barriers and facilitate the integration of women into the labor force

    Abstract: This publication is the inaugural edition of the future publication series on Pacific Economic Update (PEU). It consists of two parts. Part A analyzes the recent economic developments in Pacific Islands. Based on these developments, the PI EU summarizes the outlook for the region's economies and risks to this outlook. Second, the PEU provides an in-depth examination of a public debt issues in the Pacific and proposes policy recommendations to address public debt related challenges. The PEU is intended for a broad set of audience, including regional forums, policy makers, business leaders, international donors and the community of analysts and professionals engaged in the economies of Pacific Island countries. In dealing with the challenges of rising inflation, tepid recovery from the pandemic and global slowdown, the PICs should strike a balance between supporting livelihoods and reducing future public debt risks. The need for fiscal support during the current environment of high inflation and tepid economic recovery is understandable as it provides the much needed relief for vulnerable households and businesses to navigate the crisis. Nonetheless, these support measures create significant fiscal burdens, and are unsustainable, particularly if the high energy and food prices persist longer than envisaged. Most PICs already face low capacity to finance unexpected shocks which would be further tested by a natural disaster event. Therefore, PICs should tread a delicate balance between fiscal support measures and achieving fiscal sustainability. Any forthcoming fiscal support should be well-targeted, time-bound, and deficit-neutral. Over the medium-term, fiscal efficiency gains and ongoing donor support is critical to finance key development challenges and climate adaptation. Revenue-based fiscal consolidation measures could include improving the efficiency of tax collections and eliminating tax exemptions. On the expenditure side, PICs have limited room to sharply cut spending given the expected modest growth and ongoing development needs. Therefore, it becomes imperative to improve the efficiency of public spending, to maximize social dividends for every dollar spent. Resulting savings from fiscal consolidation measures could help build sovereign wealth funds to provide added fiscal buffers during shocks and economic downturns. Due to high vulnerability to disasters and climate change, PICs will need to seek ongoing concessional financing for critical climate adaptation and development needs

To what extent specific skills can be affected in adulthood remains an open question. This study conducted a randomized controlled trial with low-skilled employed workers in Senegal, where workers were randomly assigned to receive a training intervention designed to affect conscientiousness-related skills. The findings show that treated workers were significantly more likely to stay in their job and have higher wages nine months after the intervention.     Abstract: Following the magnitude (Mw) 7.8 Turkiye-Syria Earthquake on February 6, 2023, and the (Mw) 6.3 earthquake on February 20, 2023, the World Bank launched the Syria Rapid Damage and Needs Assessment (RDNA). The objective of the RDNA is to estimate the impact of the earthquake on physical assets and service delivery in the most affected areas. The RDNA covers six governorates with roughly 10million inhabitants, with an in-depth analysis of nine cities. It provides preliminary estimates to rebuild infrastructure and restore service delivery, and general guiding principles for recovery and building back better, focusing on early recovery (0-12 months) and short-term needs (1-3 years). The RDNA also analyses the macroeconomic and socioeconomic impacts of the earthquake to anticipate repercussions on the economic outlook and on the population's well-being. This RDNA contributes to the understanding of the impactof the earthquake on Syria. While the RDNA focuses on the damages incurred by the earthquake, the compounding effect of the pre-existing damages caused by the conflict are reflected in the pre-earthquake baseline. The RDNA follows a globally established and recognized damage, loss, and needs assessment methodology developed by the World Bank Group (WBG), the European Union (EU), and the United Nations (UN). This methodology has been applied globally in post-disaster and conflict contexts to inform recovery and reconstruction planning. Prior to this RDNA, the World Bank Group conducted six assessments to provide information on the effects of the ongoing conflict on population, physical infrastructure, and quality of service delivery

    Abstract: This paper studies the relationship between participation in global value chains, worker routine task intensity, and within-country wage inequality. It uses unique survey data from 47 countries across the development spectrum to calculate worker-level, country-specific routine task intensity and combines them with sectoral measures of backward and forward global value chains participation. Higher global value chains participation is associated with more routine-intensive work, specifically among offshorable occupations, especially in countries at lower development levels. The results by broad sectors contrast sharply: higher global value chains participation is linked to a higher routine task intensity in offshorable occupations in the industry but a lower routine task intensity in non-offshorable occupations in business services. Higher worker-level routine task intensity is strongly associated with lower wages, so global value chains participation indirectly widens the within-country wage inequality through this routine task intensity channel. At the same time, global value chains participation directly contributes to reduced wage inequality, except for the richest countries. Overall, this analysis finds that global value chains participation reduces wage inequality in most low- and middle-income countries that receive offshored jobs but widens wage inequality in high-income countries that offshore jobs

    Abstract: The literature on shock-responsive social protection focuses on operational features that improve the speed and reach of the response, but little is known about the optimal design of emergency social protection responses in terms of which programs to use, information about the people affected, and the extent of their losses. This paper studies optimal social protection responses to shocks, using microsimulations of different social assistance responses in Albania, Moldova, and North Macedonia. The paper shows that optimal design depends not only on the magnitude of the shock, but also on how the shock affects welfare rankings and on the parameters of the existing social assistance system, including the generosity of the schemes and how well they cover the poor. For given budgets, a universal transfer remains a suboptimal response. However, the extent to which existing programs should be expanded, as designed, to additional beneficiaries depends on the type of shock. When a shock tends to affect households homogeneously, increasing generosity and expanding the existing targeted social assistance program using established welfare metrics to assess eligibility is an effective response. When shocks affect households heterogeneously and bring some of them into extreme poverty, then pre-shock welfare indicators carry little information and policy makers should provide support through a new program or modified eligibility criteria, according to information on who suffered the shock. This analysis points to the importance of planning in advance for future crises and, within this, considering the optimal design of emergency social protection responses

The report describes the socioeconomic characteristics of the three low-income groups and identifies gaps in their access to and coverage by the government's main social protection programs; profiles a subset of SSN beneficiaries and presents findings on their potential to benefit from economic inclusion programming; describes packages of services; and examines the factors that need to be in place for economic inclusion programs to succeed. The authors then provide recommendations on how the government can build capacity to implement economic inclusion at scale in Bangladesh

The overall pattern of taxes and transfers in Vietnam is moderately progressive, but most households pay more in taxes and co-payments than what they receive in cash benefits, and the fiscal system results in a small increase in poverty. The progressivity of the fiscal system and its inequality-reduction impact mostly comes from in-kind health and education spending. This reduction in inequality is about average for lower-middle-income countries, but Vietnam could do more to increase the progressivity of its fiscal system

SPL systems include social safety nets, social insurance, and labor market programs. As recent events have shown, the relative emphasis among goals - resilience, equity and opportunity - can change over time, with demands put on SPL program design and delivery systems differing in each context. In relatively stable times, programs are likely to focus on human capital formation, equality of opportunity, poverty reduction, and redistribution. This was the case in Central America prior to the COVID-19 emergency, albeit with some shortcomings. The goal of shock-responsiveness (resilience) dramatically came to the fore during the pandemic, even if recognized earlier during natural disasters and now more broadly with climate change. Globally and in Central America, SPL systems had a critical role in the response to the COVID-19 emergency

    Abstract: This paper studies the impact of the COVID-19 pandemic on men's labor market outcomes in the West Bank and Gaza, examining adjustments at the extensive (participation) and intensive (hours of work) margins of the labor supply. Quarterly panel data from national labor force surveys allow observing labor market transitions, job loss and job gain rates, and labor market stocks. The findings show that the COVID-19 pandemic was associated with a decline in employment and labor market participation among men in the immediate aftermath of the pandemic. Moreover, the analysis finds evidence of large adjustments at the intensive margin of employment, as working hours declined. The changes in aggregate labor market indicators seem to be driven by an increase in job loss and a decline in job gain in the West Bank and Gaza. The most recent figures from the Statistical institute of Belize confirm that there have been over 60,000 cases and 678 deaths due to COVID-19. Additionally, a rapid phone survey of over 2,000 households, conducted between December 2021 and January 2023, found that 20.6 percent and 26.8 percent of respondents reported losing their job permanently or temporarily, respectively, and an additional 64 percent of respondents reported a reduction in their income during pandemic.     Abstract: Amid continuing urban growth and the accelerating effects of climate change, East Asian cities suffer from more extreme temperatures than surrounding rural areas - being up to 2 degrees Celsius hotter on average. This urban heat island (UHI) effect is caused by cities' relative lack of vegetation, the prevalence of impervious surfaces, construction of buildings in locations that block breezes, releases of heat from cars and machinery, and other features of the urban environment. In the decades ahead, the UHI effect will interact with climate change in ways that make cities even more prone to heat waves - already increasing in frequency and intensity - especially among East Asian cities in tropical zones and in low- and middle-income countries. Extreme heat not only lowers the economic competitiveness and livability of cities in the region but also increases the risk of death and illness. Groups such as low-income residents, outdoor workers, and the region's growing elderly population are the most vulnerable to extreme heat. The poor are also more likely to bear the brunt of these harms: certain urban neighborhoods, particularly poorer ones, may be several degrees hotter than others within the same city. This report uses satellite data, on-the-ground data collection, and a review of economic literature to shed new light on the magnitude of the UHI effect and its impacts on East Asian cities. Using a "Places, People, Institutions" framework, the report provides practical suggestions to help policy makers to rise to the extreme urban heat challenge. These actions, such as promoting urban greening, adopting heat-resilient urban design, and implementing heat wave early warning systems - can help to protect East Asia's urban residents from the impacts of extreme heat, contributing to cities that are more competitive, livable, and inclusive

While intended to screen out applicants with high remaining working capacity, earnings limits can also distort the labor supply of beneficiaries. This paper develops a simple framework to evaluate this trade-off. It uses a reduction in the earnings limit in Hungary to examine screening and labor supply responses.     Abstract: Conflict undermines development, while poverty, in turn, breeds conflict. Policy interventions such as cash transfers could lower engagement in conflict by raising poor households' welfare and productivity. However, cash transfers may also trigger appropriation or looting of cash or assets. The expansion of government programs may further attract attacks to undermine state legitimacy. To investigate the net effect across these forces, this paper studies the impact of cash transfers on conflict in Niger. The analysis relies on the large-scale randomization of a government-led cash transfer program among nearly 4,000 villages over seven years, combined with geo-referenced conflict events that draw on media and nongovernmental organization reports from a wide variety of international and domestic sources. The findings show that cash transfers did not result in greater pacification but-if anything-triggered a short-term increase in conflict events, which were to a large extent driven by terrorist attacks by foreign rebel groups (such as Boko Haram) that could have incentives to "sabotage" successful government programs

    Abstract: Shaping a Better Future for the Filipino Workforce aims to inform jobs policy by examining key determinants and outcomes of jobs. Jobs are created when the macroeconomic environment is conducive and policies are predictable to businesses with sustained growth, trades, and investments. At the same time, a large body of literature also shows that economic growth alone is not sufficient for generating jobs. Jobs are created when firms pursue expansion through innovation and competitiveness and demand for more labor input, while workers' skills and human capital are able to meet the needs of firms. Intrahousehold resource allocation and decisions for labor supply also affect the jobs outcomes. It is not uncommon that workers as self-employed create jobs by initiating their own business. The market clearing process of labor is then affected by labor market institutions, most notably labor market regulations and labor policies and programs. These are key determinants of how easy it is to start a business or to hire a worker, how high labor costs are, and how efficiently firms and workers are matched. Part I looks into the country's labor market in chronological order, while Part II discusses three major areas of Philippine jobs - labor regulation, international migration, and emerging demands for green and digital jobs

    Abstract: The persistent lack of good jobs that is, an inadequate level or quality of jobs, inefficient and/or inequitable jobs outcomes is a key economic issue in developing (and some developed) economies. Yet policy responses often lack an understanding of the causes. While the proximate drivers, such as low productivity growth, slow capital deepening, or a lack of firms and other organized economic actors, may share patterns, the policy roots and circumstances of these outcomes vary a great deal by country. Thus, making progress in a meaningful and lasting way requires, in the first instance, a clear understanding of the binding constraints which, if alleviated, would result in a substantial structural improvement to jobs outcomes. Binding constraints could arise in a host of policies and institutions, including possibly inadequate human capital and labor market policies but also in infrastructure, regulatory, financial, judicial and other areas. This paper provides a data-driven approach and framework for diagnosing the truly binding constraints to better jobs. The approach is to rule out broad categories of constraints using economic logic and data, and to utilize an array of empirical indicators to test whether remaining candidate constraints are binding. While this paper outlines an exhaustive approach, the style of thinking and techniques can also be applied selectively to fill analytical gaps and ensure that key issues are not left unaddressed

    Abstract: The global economic recovery remains fragile, creating choppy seas for the recovering Pacific. While global conditions have gradually improved since the pandemic and spillovers from Russia's invasion of Ukraine, progress on reducing inflation in major economies has proven more challenging than expected. Given that all Pacific countries are net importers, this has resulted in persistently high imported inflation. The speed of monetary policy tightening by major central banks has slowed, but easing is unlikely in the near term. Aggregate demand in major trading partners of the Pacific (particularly Australia and New Zealand) remains lackluster. This could limit demand for travel and tourism services and other income sources such as remittance and commodity exports. Despite uncertainties in the global economic recovery, Pacific economies are expected to see ongoing expansion in 2023 and 2024. Fiji led the Pacific's post-COVID-19 recovery with open borders and a strong rebound in 2022 and is now on track to reach its pre-pandemic output level in 2023. Ongoing recovery expectations in the Pacific are broadly in line with March 2023 World Bank projections except for Tuvalu and Palau, where growth has been revised down given weaker than expected outcomes in construction and tourism. In 2023, Pacific growth is expected to reach 3.9 percent and then moderate to 3.3 percent in 2024 as the initial post-COVID-19 rebound dissipates and the region moves towards its long-term trend growth of 2.6 percent. Nonetheless, uncertainty remains high and depends on whether a soft landing can be achieved among key trading partners as they battle ongoing inflation. Inflation remained stubborn across the Pacific at an average of over 6.7 percent in 2022, a substantial increase from the 1.5 percent average during 2019-2021. This has increased the risk of vulnerable populations falling into poverty. In line with global trends, Pacific inflation is expected to decline to an average of 6.0 percent in 2023 and gradually subside thereafter

    Abstract: This note aims to close the knowledge gap about the effectiveness and capacity of labor migration sending systems in NCA countries. The report assesses whether NCA countries have the fundamental elements of an effective labor migration sending system, identifies the missing elements, and offers recommendations for strengthening the systems over time. Filling such a knowledge gap is critical to inform policies that maximize the benefits and minimize the costs of economic migration. Programs and policies that help expand legal pathways for regular migration will not only promote mutually beneficial migration, but could be a step, albeit small, towards dissuading individuals from pursuing risky migration patterns. Indeed, evidence from Mexico indicates that investing in legal labor pathways can reduce irregular migration (Clemens and Gough, 2018). In this context, this note summarizes the main findings from three institutional diagnostics of the labor migration sending systems in NCA countries, with a view to deepening the understanding of the supply side of labor flows. To this end, and building on previous World Bank experience globally, a diagnostic tool was developed to identify what steps the NCA governments have taken to recognize and respond to foreign demand for workers. The tool examines if appropriate structures, systems, processes, and resources exist to prepare and deliver adequate labor supply arrangements in the context of bilateral agreements (BLAs) or Temporary Work Agreements (TWAs) with other countries. The diagnostic tool is organized around four main pillars to regulate, facilitate, fortify, and further access of labor migrants to international labor markets

    Abstract: Reform of formal technical and vocational education and training (TVET) is urgently needed in most low- and middle-income countries. Demographic trends, coupled with higher rates of students completing lower levels of education, can lead to an exponential increase in the number of secondary TVET students in the next 20 years, particularly in low-income countries (LICs). However, there are significant risks attached to expanding a system that is often considered a second-tier educational track and to which challenged learners are often directed. Because of a broken link between TVET systems and labor markets in low- and middle-income countries (LICs and MICs, together: L/MICs), TVET cannot deliver on its promise. The urgency is compounded by megatrends associated with globalization, technological progress, demographic transformation, and climate change, which affect both skills demand and the distribution of economic opportunities. This report offers guidance to policymakers designing and implementing TVET reforms, emphasizing core principles and practical considerations for L/MICs. There is much to be learned from recent L/MIC reform experiences like those in Bangladesh, El Salvador, and Mongolia, about identifying effective reform strategies and the likely impact of megatrends on future demand for TVET. The report focuses on secondary and post-secondary non-tertiary formal TVET, defined as TVET obtained within the formal education system that leads to diplomas, degrees, or other formal certifications. This overview, summarizing the main messages from the report, has three parts. The first, the TVET Promise, looks at the potential of TVET systems to deliver access to equitable, quality, and relevant training and contribute to employment and productivity. The second, the TVET Challenge, articulates the main limitations in practice for L/MIC TVET systems. The third, the Way Forward to Better TVET, proposes three interrelated transformations (three E's) and six policy priorities to help TVET deliver on its promise in L/MICs

    Abstract: Disability benefits provide social insurance against the risk of losing working capacity, as well as an important source of income for individuals with disabilities. They are also costly and tend to reduce labor supply. Although spending can be contained by careful targeting, correcting past flaws in eligibility rules or assessment procedures may entail welfare costs. This paper studies a major reform in Hungary that reassessed the health and working capacity of a large share of beneficiaries. Leveraging age and health cutoffs in the reassessment, the paper estimates employment responses to loss or reduction of benefits. The findings show that among those who left disability insurance due to the reform, 58 percent were employed in the primary labor market, 6 percent participated in public works, and 36 percent were out of work without benefits in the post-reform period. The consequences of leaving disability insurance differed sharply by pre-reform employment status. Among the beneficiaries who were employed in the pre-reform year, 81 percent worked, while only 33 percent of those without pre-reform employment did. The gains of the reform in activating beneficiaries were small and strongly driven by pre-reform employment status. This points to the importance of combining financial incentives with broader labor market programs that increase employability

    Abstract: This study investigates how the landscape of sex work in Dar es Salaam, Tanzania, evolved in the context of the COVID-19 epidemic. Using a mixed-methods approach, the analysis triangulates data from quantitative and qualitative sources to quantify shifts in income, demand, and client frequency and describe female sex workers' perspectives on their work environment. The COVID-19 restrictions introduced in early 2020 resulted in dramatic decreases in sex work income, leading to extreme financial vulnerability, food insecurity, and challenges in meeting other basic needs such as paying rent. However, in a 2021 follow-up survey, sex workers reported the summer of 2021 as a key turning point, with the demand for sex work rebounding to closer to pre-pandemic levels. Notably, despite the average number of unique weekly clients not yet having fully rebounded, by 2021 the price per client and the total monthly sex work income had returned to pre-pandemic levels. This may potentially be explained by an increased number of repeat clients, which represented a larger proportion of all clients during the COVID-19 pandemic

    Abstract: Gender equality is a key foundation of inclusive and sustainable economic development that can translate into long-term and effective poverty reduction. While gender equality matters on its own as a human right, it also offers instrumental value for individuals, households, and societies at large. Global evidence consistently shows that empowering women and girls reduces poverty incidence and food insecurity, boosts economic growth and productivity, and enhances investments in children's human capital. Angola, a country where a third of the population lives in poverty and economic output is heavily dependent on its oil sector, stands out in Sub-Saharan Africa for its particularly large gender disparities, especially when compared to countries of same income levels. Family formation, education, and labor market decisions are intrinsically interwoven and connected, which in the case of Angola leads to extreme demographic pressure on an already weak public service system. To begin tackling these significant gender disparities, well-designed and targeted policies are needed. But there are significant knowledge gaps when it comes to understanding the key barriers facing Angolan girls and young women in accessing education and transitioning to the labor market. This report presents insights gained from the voices of young women and girls, their parents, and key informants through a series of interviews carried out in Luanda, home to a quarter of the country's population, in 2022. Based on these in-depth interviews with low-income young women in Luanda, this report points to the multiple challenges they face across their life cycle - challenges relating to the dimensions of education, family formation, and work. It also shows how those dimensions in a woman's life are deeply interconnected - and how they are determined by structural constraints including poverty and vulnerability, gender norms, corruption and lack of transparency in access to services and opportunities, and violence in public and private spheres

    Abstract: This work builds on the Public Expenditure Review (PER) analysis of the pension system conducted in 2016 but also brings important innovations. It updates the financial analysis conducted then and offers new policy recommendations, with the key objective of improving the affordability of the pension system, subject to benefit adequacy. The principal difference of this work is in the adopted approach, which looks at the pension system holistically and offers advice from the angle of rationalizing the overall public expenditure policy in pensions, rather than working with each pension scheme individually. In doing so, it takes a forward-looking approach and minimizes the dependency path of the convoluted legacy system. The work also incorporates a component that looks at the Palestinian Pension Agency's (PPA) administrative systems using a new Bank tool - Social Insurance Administrative Diagnostic (SIAD). The findings reveal a system with unfinished reforms and call for a comprehensive restructuring of the pension financing arrangements, along with a change of the construct of the system. This work is largely diagnostic in nature, offering high level policy recommendations and suggesting a comprehensive follow up analysis. While presenting a status quo analysis and illustrating effects of several parametric adjustments, the main set of recommendations is centered around the structural adjustments and financial restructuring in the public sector pension scheme, which would require a round of follow up work, elaborating and modeling various reform cases, including careful fine-tuning of the transitional provisions

Moreover, the Petroleum Fund, the main driver of the economy since the country's independence in 2002, risks being depleted within a decade, threatening the sustainability of Timor-Leste's economy, as well as health, education, and social protection systems. The COVID-19 pandemic has amplified and accelerated these challenges and deepened socioeconomic and geographic inequalities across the country. To be ready for a future that will be primarily driven by the country's human capital assets, the time available to Timor-Leste is limited and the task at hand an enormous one. Despite this daunting outlook, there are opportunities of a lifetime that need to be seized now to address this crisis. The country's population is primarily young, and a rapidly closing window of opportunity exists to build high levels of human capital through quality education, health, nutrition, and social protection. By capitalizing on the youth bulge and translating it into a demographic dividend, the people of Timor-Leste can become the drivers of the country's economic growth. Eight key messages can be distilled from the 2023 Timor-Leste Human Capital Review (HCR). These messages serve as a common reference point for the Government of Timor-Leste (GoTL) and other stakeholders active in human development to identify short- and medium-term priorities for investment in health, education, and social protection. Together, these can yield individual-level and macro-level economic benefits and improve development outcomes

    Abstract: This study assesses the distributional impacts of public expenditures and taxes on poverty and inequality in the Republic of Iraq. The analysis uses the Commitment to Equity methodology and is based on the survey and government fiscal administrative data for fiscal year 2017. Results from the analysis show that Iraq's fiscal policy is modestly progressive. It reduces short-term inequality by 6.7 and 3.0 Gini points with and without including public spending on education and health services. Both results are less than the global and upper-middle-income country averages. However, driven by direct transfers from poverty targeted social safety net cash transfers and generous pension allowances, the fiscal system reduces short-term poverty by 5 percentage points when evaluated using the international poverty line of USD 5.5. This is one of the largest in the global and upper-middle-income country databases. These positive short-term results are achieved primarily because households pay almost no taxes. Iraq's tax revenues are far lower than even the lower-income countries' average. Unlike in most countries, Iraqi households in all quintiles, even the richest, are net beneficiaries of the fiscal policy. Given oil price volatility and the global movement away from fossil fuels, the high oil dependence and lack of a broader revenue base pose a significant fiscal sustainability challenge in Iraq

    Abstract: The World Bank's High-Frequency Phone Surveys were deployed to support the monitoring of household welfare during the COVID-19 pandemic, when most of the regular household survey data collection was suspended. This paper reviews the analytical insights gained from the High-Frequency Phone Survey data, including uneven dynamics of household welfare during the pandemic across and within countries, as well as novel applications to simulate estimates of poverty and intergenerational mobility following the pandemic. The paper further derives lessons from the data collection experience. First, phone surveys, while inexpensive and quick, require reliable sampling frames. The predominant sampling strategies-previous household survey and random digit dialing-each have pros and cons in terms of representativeness, non-response, and post-survey adjustments. Second, on questionnaire design, country customization needs to be carefully balanced against standardization when cross-country comparisons are likely to be important. Finally, baseline metrics are critical for crisis monitoring; this requires more frequent welfare monitoring and better alignment of questions in phone surveys and existing data sources. While phone surveys can be a reliable toolkit for researchers and governments, more research is needed on key questions related to the survey mode effect, and the implications of different sampling frames and questionnaire design

    Abstract: Using three rounds of the World Bank's Business Pulse Surveys in South Asia, this paper quantifies the relationship between informality and firms' investment and employment decisions. Accounting for multidimensionality in definition and the margins of informality, the analysis suggests that first, informal firms remain credit and liquidity constrained before and during the crisis, especially the necessity firms. In the pre-crisis period, access to finance is correlated with the extensive margin of informality, while during the crisis, both margins of informality matter. Second, informal firms perceive uncertainty to be higher because of pessimistic expectations on recovery and lower ability to predict future sales, especially the necessity firms. Third, credit constraints and accentuated uncertainty among informal firms discourage investments. Finally, while employment growth is slow and gradual for formal firms as they begin to recover sales, job growth in informal firms does not correspond to the recovery. The results suggest that countries with a large informal sector may face unusually depressed investments and jobs recovery and may have to deploy additional policy levers to accelerate recovery in the post-crisis period

    Abstract: This paper assesses the medium-run effects of government support to firms during the COVID-19 crisis and whether the effectiveness of this support varied with its timing. Using data from three rounds of the World Bank's Enterprise Surveys COVID-19 Follow-up Surveys carried out between May 2020 and April 2022, it relates government support in Round 1 (received in the first half of 2020) and Round 2 (received during the second half of 2020 or early 2021) with firm performance in Round 3 (generally mid-2021). Controlling for a host of background characteristics, firms that received support in Round 1 performed better in terms of Round 3 sales, but only if they did not have continued support. Firms that also received support in Round 2 had similar Round 3 sales as those that received no support and were more likely to decrease employment. Firms that received government support only in Round 2 experienced no boost in Round 3 performance. The findings suggest that government support should be provided promptly, but it should also be phased out quickly

    Abstract: Child workers constitute a significant share of the Myanmar labor force, which has translated into an unprotected child labor market. Given the prevalence of issues surrounding school enrollment and dropout rates, this paper investigates the relationship between child work and education. Using data from the 2015 Labor Force survey, it studies what factors explain child work and how this can in turn affect schooling outcomes. The study differentiates between children's household chores and wage work. To understand if these two types of activities affect schooling differently, the paper explores if and how work intensity (number of hours worked) plays a role. The findings show that child work has a negative correlation with school enrollment and attendance, to differing degrees depending on the type of work and work intensity, regardless of gender. Overall, wage work is negatively correlated with enrollment and attendance disproportionately more than household chores. Work intensity seems to play a smaller role, but it still matters when looking at girls' participation in household chores. Working long hours does not seem to have a link with the likelihood of being enrolled and attending school, although it could affect learning outcomes as it reduces the amount of time dedicated to homework and study. However, the data source being some years old, the analysis may not fully reflect the most recent economic and social developments and conditions in Myanmar

    Abstract: The assignment of social programmes to their target population, known as targeting, is key to effective policy implementation. Proxy means testing is a widely used targeting approach where means testing is infeasible due to economic informality. This paper proposes a novel, practically feasible assessment approach that aims to reduce average proxy means test data collection costs, or allow more extensive data collection within a given resource envelope. Combining variable selection and prediction intervals, it develops a household-level truncated early stopping algorithm, which can reduce average interview length while maintaining predictive accuracy close to a standard proxy means test baseline. Applying the approach to Indonesian data, simulation of a 40 percent population coverage programme shows that targeting questionnaires could be shortened by 61 percent while maintaining PMT-level accuracy. A case study of a large health insurance programme in an urban area suggests that the share of intended beneficiaries who are among the targeted population can potentially be increased from 65.6 percent to 78.3 percent if enumerators conducted more of the shorter surveys that the truncated early stopping algorithm generates

    Abstract: The report is organized in four chapters. Chapter1 describes trends in growth, productivity, demography, employment, and living standards to inform the analysis of labor supply and labor demand carried out in the chapters that follow. The chapter starts by depicting aggregate trends in economic growth and living standards of the Tunisian population, the drivers of growth (e.g. remittances and migration, FDI, exchange rate, productivity, et cetera), and broad structural changes in terms of job creation and labor productivity growth. Chapter 2 provides an overview of the composition of the labor market and how it has changed over time, including demographics and labor force participation, employment and employment composition in terms of type of job, industrial sector, occupation both at the aggregate level and for different population groups based on gender, age, educational level, and geographical location. It turns the spotlight on two groups that face particular difficulties in accessing the labor market, namely women and youth, and advances hypotheses regarding key barriers to their engagement in the labor market. Chapter 3 shifts the focus to one of the most relevant dimensions that characterize the Tunisian labor market, namely the distinction between the public sector, formal and informal employment. The chapter investigates how individual characteristics are correlated with the probability of working in different types of employment; it provides an overview of recent trends in wages and of conditional wage gaps along a number of dimensions (men/women, public/private, formal/informal employment); and it illustrates how wage workers with different characteristics, in particular different educational endowments, benefit from the labor market. Finally, building on the findings of Chapter 1, Chapter 4 examines recent trends in the patterns of structural and spatial transformation along the employment and firm dimension. It provides an overview of the firm landscape in terms of size, industrial sector, geographical area as well as recent trends in firms' performance, dynamics, labor decisions and capital investments, as well as constraints and opportunities firms face

    Abstract: This paper studies the impact of a large payroll tax cut for older workers in Hungary. Motivated by the predictions of a standard equilibrium job search model, the paper examines the heterogeneous impact of the policy. Employment increases most at low-productivity firms offering low-wage jobs, which tend to hire from unemployment, while the effects are more muted for high-productivity firms offering high-wage jobs. At the same time, wages only increase at high-productivity firms. These results point to important heterogeneity in the incidence of payroll tax cuts across firms and highlight that payroll taxes have a significant impact on the composition of jobs in the labor market

This work is part of a series produced by the World Bank to support the Government of Indonesia in strengthening its labor market information system (LMIS). The OVO presents the results of one of four data pilots that, if adopted by the government, will provide the information needed to fill in important data gaps and to provide key labor market intelligence services to different users. Moreover, while this work focuses on the Indonesian context, it may also inform decisions in other developing countries that are considering the utilization of these data and having concerns about their validity when there is limited access to the internet and widespread informality
