    Abstract: The Unfinished Politics of Race argues that the past few decades have seen important transformations in the politics of race. Contending that existing accounts have focused narrowly on the mainstream political sphere, this study argues that there is a need to explore the role of race more widely. By exploring the mainstream as well as transitional and alternative spheres of political mobilisation the authors stress the need to link the analysis of both local and national processes in order to make sense of the changing contours of racialised politics. The underlying concern of this study is to outline both a theoretical frame for an analysis of racial politics, and detailed empirical accounts of different arenas of political mobilisation. By exploring the unfinished politics of race, this study provides a timely reminder that the position of racial and ethnic minorities in political institutions remains deeply contested.

    Abstract: Analysing how water development projects unfolded in five rural communities in Mozambique, Emily Van Houweling offers an alternative perspective on water and the politicised nature of water management in the region. Using a hydro-social cycle framework, she demonstrates how water is tied to everyday life in matrilineal Nampula and how social relations, gender roles, and local politics were reconfigured during the project. While centring the experience of community members, Van Houweling also includes the perspectives of project implementers, showing how project plans were translated and negotiated as they worked their way down to the community. Employing the concept of organisational culture, Van Houweling reveals the tensions that resulted from different actors' decision-making processes and motivations, and illuminates possible explanations for the gaps between policy and practice. Exploring women's empowerment, community ownership, and participation, this book facilitates innovative ways for thinking about evaluation, sustainability, and gender-water relations.

    Abstract: By the mid-twentieth century, youth movements around the globe ruled the streets. In Lebanon, young people in these groups attended lectures, sang songs, and participated in sporting events; their music tastes, clothing choices and routine activities shaped their identities. Yet scholars of modern Lebanon often focus exclusively on the sectarian makeup and violent behaviors of these socio-political groupings, obscuring the youth cultures that they forged. Using unique sources to highlight the daily lives of the young men and women of Lebanon's youth politics, Dylan Baun traces the political and cultural history of a diverse set of youth-centric organizations from the 1920s to 1950s to reveal how these youth movements played significant roles in the making of the modern Middle East. Outlining how youth movements established a distinct type of politics and populism, Winning Lebanon reveals that these groups both encouraged the political socialization of different types of youth, and, through their attempts to 'win' Lebanon - physically and metaphorically - around the 1958 War, helped produce sectarian violence.

    Abstract: Over much of its rule, the regime of Hafez al-Asad and his successor Bashar al-Asad deployed violence on a massive scale to maintain its grip on political power. Examining ordinary citizens' everyday life experiences and memories of violence across diverse sites, from the internment camp and the massacre to the family and school, The Rule of Violence demonstrates how practices of violence, both in their routine and spectacular forms, fashioned Syrians' affective life, inciting in them feelings of humiliation and abjection, and infusing their lived environment with dread and horror. This form of rule is revealed to be constraining of citizens' political engagement, while also demanding of their action.

    Abstract: Campaigns against prostitution of young people in the United States have surged and ebbed multiple times over the last fifty years. Fighting the US Youth Sex Trade: Gender, Race, and Politics examines how politically and ideologically diverse activists joined together to change perceptions and public policies on youth involvement in the sex trade over time, reframing 'juvenile prostitution' of the 1970s as 'commercial sexual exploitation of children' in the 1990s, and then as 'domestic minor sex trafficking' in the 2000s. Based on organizational archives and interviews with activists, Baker shows that these campaigns were fundamentally shaped by the politics of gender, race and class, and global anti-trafficking campaigns. The author argues that the very frames that have made these movements so successful in achieving new laws and programs for youth have limited their ability to achieve systematic reforms that could decrease youth vulnerability to involvement in the sex trade.

    Abstract: Why do ethnic politics emerge in some ethnically diverse societies but not others? Focusing on sub-Saharan Africa, Dominika Koter argues that the prevailing social structures of a country play a central role in how politicians attempt to mobilize voters. In particular, politicians consider the strength of local leaders, such as chiefs or religious dignitaries, who have historically played a crucial role in many parts of rural Africa. Local leaders can change the electoral dynamics by helping politicians secure votes among people of different ethnicities. Ethnic politics thus can be avoided where there are local leaders who can serve as credible electoral intermediaries between voters and politicians. Koter shows that there is widespread variation in the standing of local leaders across Africa, as a result of long-term historical trends, which has meant that politicians have mobilized voters in qualitatively different ways, resulting in different levels of ethnic politics across the continent.

    Abstract: Using a new approach to ethnicity that underscores its relative territoriality, Zeynep Bulutgil brings together previously separate arguments that focus on domestic and international factors to offer a coherent theory of what causes ethnic cleansing. The author argues that domestic obstacles based on non-ethnic cleavages usually prevent ethnic cleansing whereas territorial conflict triggers this policy by undermining such obstacles. The empirical analysis combines statistical evaluation based on original data with comprehensive studies of historical cases in Central and Eastern Europe as well as Bosnia in the 1990s. The findings demonstrate how socio-economic cleavages curb radical factions within dominant groups whereas territorial wars strengthen these factions and pave the way for ethnic cleansing. The author further explores the theoretical and empirical extensions in the context of Africa. Its theoretical novelty and broad empirical scope make this book highly valuable to scholars of comparative and international politics alike.

    Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation.     Abstract: South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history of chiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that these government centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is a Lecturer in African History at the University of Durham, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa.     Abstract: Inspired by the events leading up to the overthrow of Doctor Hastings Kamuzu Banda's Life Presidency, this book explores the deep logic of Malawi's political culture as it emerged in the colonial and early post-colonial periods. It draws on archival sources from three continents and oral testimonies gathered over a ten-year period provided by those who lived these events. Power narrates how anti-colonial protest was made relevant to the African majority through the painstaking engagement of politicians in local grievances and struggles, which they then linked to the fight against white settler domination in the guise of the Central African Federation. She also explores how Doctor Banda (leader of independent Malawi for thirty years), the Nyasaland African Congress, and its successor, the Malawi Congress Party, functioned within this political culture, and how the MCP became a formidable political machine. Central to this process was the deployment of women and youth to cut across parochial politics and consolidate a broad base of support. No less important was the deliberate manipulation of history and the use of rumor and innuendo, symbol and pageantry, persecution and reward. It was this mix that made people both accept and reject the MCP regime, sometimes simultaneously. Joey Power is professor of history at Ryerson University, Toronto, Ontario.

    Abstract: Poor people confront the state on an everyday basis all over the world. But how do they see the state, and how are these engagements conducted?     Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others.     Abstract: How has memory - collective and individual - influenced European politics after the Second World War and after 1989 in particular? How has the past been used in domestic struggles for power, and how have 'historical lessons' been applied in foreign policy?     Abstract: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'.

    Abstract: This analysis of the growth of welfare spending examines the relative impact of class and status groups versus demographic composition and political structures. Special attention is given to the role of the aged as representative of the importance of ascription and middle-class groups in welfare growth, and to the effect of welfare spending on income inequality. Aggregate cross-national data from the UN, ILO, and the World Bank are analysed and the conclusion is drawn that a large aged population, especially in combination with democratic political processes, is a direct and crucial influence on the level of welfare spending.
